Aktuální trendy v systému státní podpory úvěrového pojištění v České republice / Current Trends within the State Support Credit Insurance System in the Czech Republic

This dissertation offers a complex analysis of the state supported export credit market in the Czech Republic. For the most part of the work the author deals with credit insurance market as it represents a key part of the system. Author analyses portfolio specifics of the local export credit insurance agency and searches for the most effective risk mitigation techniques and procedures in order to maintain its long-term non-loss operations while keeping in mind its special supportive mission. Particular attention is given to the export credit insurance agency's business policy that copes with problems of information asymmetry, moral hazard and adverse selection. Author points out the differences between state supported and commercial insurers, analyses European legislation preventing export credit agencies from competition with commercial insurers and outlines more effective endogenous and self-regulating system. Minority of the work deals with less important export credit financing agency that represents a dominant player at the export credit financing market. Author finds almost twenty reasons of its extraordinary position at the market that has no analogy within developed countries worldwide and outlines a system securing its complement role to the commercial banks. Finally the author provides the analysis of the whole state supported export credit system, highlights its main risks in conjunction with each other and concludes that combination of negative circumstances influencing several important features of the system could possibly lead to a long-term instability of the system.

Investigations of the Effects of Biocide Dosing and Chemical Cleaning on the Organic Carbon Removal in an Integrated Ultrafiltration - Nanofiltration Desalination Pilot Plant

Membrane desalination has become one of the most important desalination technologies used in the world. It provides high water quality for numerous applications and it demonstrates excellent desalination efficiency. One of the most troubling drawbacks of membrane desalination is membrane fouling. It decreases the performance of the membranes and increases the energy requirement. Two of the most important causes of fouling are microbes and organic matter. Hence, to maintain an optimized desalination performance, routine inspection of microbial and organic contents of water is crucial for desalination plants. In this study, water samples were obtained from different treatment points in an ultrafiltration (UF)/nanofiltration (NF) seawater desalination pilot plant. This was performed to better understand how the water quality changes along the desalination scheme. The effect of fouling control techniques, including Chemically Enhanced Backwash (CEB), Cleaning in Place (CIP), and the addition of a biocide (DBNPA) was studied. Different analytical tools were applied, including Bactiquant, Total Organic Carbon (TOC), Assimilable Organic Carbon (AOC), and Liquid Chromatography for Organic Carbon Detection (LC-OCD). Out results showed that UF did not decrease TOC but it was sufficient in removing up to 99.7% of bacteria. Nanofiltration, removed up to 95% of TOC. However, NF permeate had a high increase in AOC as compared to the raw seawater sample. The LC-OCD results suggested that this might be due to the increased low molecular weight neutrals which were the most common organic species in the NF permeate. The fouling control techniques showed various effects on the desalination efficiency. Daily CEB did not cause a reduction in TOC or bacteria but decreased AOC in the UF filtrate. The biocide addition resulted in an adequate membranes protection from fouling and it did not affect the investigated water parameters. When the dosing of biocide was stopped, the water quality parameters did not change, but the NF pressure drop increased rapidly, indicating fouling of this membrane. CIP did not show an impact on the organic and microbial contents of water, but it was efficient in restoring the operations back to acceptable pressure levels. These results indicated that the applied fouling protection techniques were beneficial in fouling control.

Structural Testing of Compressed Earth Blocks and Straw Bale Panels

Globally, there is a need for alternative building materials that require less energy to produce than conventional materials. These alternative materials have gained popularity in recent years, however there is a need to better understand their physical properties in order to increase confidence in their use. As such, a testing program was undertaken to investigate the structural properties of some of these materials. A series of compressed earth blocks made from a mixture of earth and cement compressed to 8 - 12 MPa were tested for their compressive capacity in masonry prisms. The blocks had been weathered for one to two years. The blocks with no cement had a capacity of 2.22 MPa, while cement stabilized blocks had a capacity of 8.11 MPa. Weathering did not result in any significant reduction in the strength of the blocks. Bales of high density straw were tested both with and without cement plaster skins. Unplastered bales exhibited a stiffness between 0.3 - 0.7 MPa when oriented Flat, and 1.2 MPa on edge. The bales had a dilation ratio between 0.1 - 0.3 in the Flat orientation and averaging 3.5 in the Edge orientation. The high density bales plastered with cement plaster exhibited ultimate strengths averaging 171.2 kN/m. Capacity was heavily dependent on plaster strengths, and when normalized for plaster strengths, high density bales had capacities lower than those of regular density bales tested previously (34.1 kN/m/MPa compared to 44.3 kN/m/MPa). Three walls made of straw with cement plaster were constructed with pin-ended conditions to study the effects of buckling in straw bale walls. The average capacity was 12.8 kN/m/MPa when normalized for plaster strength. Pin ends resulted in plastic hinges forming more easily in the walls, and pin ended specimens had a 75% reduction in strength compared to previous tests of "standard" end conditions. Even though, showing the difficulties founded by the poor women in the machist millenary institutions, as the family and the church, this paper would like also to show the victories achieved by them. / O presente trabalho registra a participação das mulheres de classes populares na Diocese de Goiás durante as décadas de 1970 e 1980, período em que a referida Diocese explicitou sua opção preferencial pelos pobres por meio da atuação religiosa nos Grupos de Evangelho, ou seja, nas Comunidades Eclesiais de Base (CEBs). Inserida em um movimento sócio-religioso ocorrido no continente Latino Americano denominado Cristianismo da Libertação, a Diocese de Goiás passará por mudanças internas até então não vistas em sua história. Investiga-se assim, dentro desse contexto, se as transformações religiosas do Cristianismo da Libertação contaram com a participação das mulheres e de que modo. Investiga-se igualmente se tal participação favoreceu objetivamente um processo pedagógico que contribuísse com mudanças subjetivas e objetivas na vida das mulheres pobres em vista de sua autonomia e de sua valorização. Dando voz a elas, esta pesquisa busca identificar um olhar e uma história feminina sobre a Diocese de Goiás e o Cristianismo da Libertação. Mesmo ao mostrar as dificuldades encontradas pelas mulheres pobres em instituições milenarmente machistas, como a família e a Igreja, esta dissertação quer mostrar também as conquistas alcançadas por elas.

The last part is devoted to project financing and financing through PPP.

Lap Splice Development Length of Rebar in Stabilized Hollow Interlocking Compressed Earth Blocks

This thesis investigates the tensile performance of unconfined lap splices in specimens constructed from interlocking compressed earth block (ICEB) units. All lap splice specimens were constructed from hollow ICEB half units with one side grouting channel. ICEB units used in this research were exclusively produced from the Soeng Thai Model BP6 block press. The BP6 block press is currently manufactured in Thailand under the guidance and direction of the Center of Vocational Building Technologies (CVBT). All ICEB units and grout constructed for this research were created from mix proportions of soil, sand, cement, and water. Rebar bar sizes were restricted to M10 (#3) and M13 (#4) for all lap splice specimens due to the limited area of the hollow 2-inch diameter rebar cavity of the ICEB unit. The limited size and strength of the ICEB units also made the use of larger bar diameters impractical. Three ICEB unit types of varying strengths (3.78 MPa, 7.81 MPa, and 11.38 MPa) and three grout types of varying strengths (1.35 MPa, 7.47 MPa, and 15.50 MPa) were developed and used to construct all specimens. The measured ICEB lap splice specimen strengths were compared against the predicted strength calculated from the Masonry Standards Joint Committee (MSJC). Findings suggested that the MSJC design equation did not adequately predict the lap splice strength of specimens, particularly for specimens constructed from weaker materials. The measured ICEB lap splice results were used to create a new ICEB lap splice design equation. This paper also investigates the compressive performance of fully grouted ICEB prisms constructed from the range of ICEB unit and grout strengths stated above. Findings suggested that the compressive strength of fully grouted ICEB prisms were exclusively controlled by the compressive strength of the ICEB units used to construct the prism. The strength of the grout had no discernable effect on the strength of the fully grouted prism. A design equation was proposed to calculate prism strengths based on measured strength results of ICEB units.

Thesis contains description of processes at Commodity Exchange Bratislava, analysis of current state of the processes, and recommends improvements of them for the future use. The main objective is to analyze if the current processes described in the exchange rules are optimal, and in the case they are not, the objective is to recommend the improvements. On behalf of hypothesis "By the application of the model of the process management it is possible to make the functions of the exchange more effective by optimizing the exchange rules, improving of the information systems, or removing of redundant activities." is possible to determine the state of effectiveness of processes. Value added by the thesis is in determining the state of the CEB exchange rules, and making improvements of them. Thesis is divided into chapters according to the conceptual logic of the processes. At the beginning is defined the key process. In next chapters is description of different types of orders, parameters, pairing process, and finally settlement of the contracts.

Apesar dos recentes avanços no tratamento, a taxa de sobrevivência de 5 anos ainda gira em torno de 30-50%. Mecanismos moleculares que esclarecem a agressividade de lesões ajudam na identificação de quimioterápicos que possam ser utilizados para melhorar a taxa de sobrevida. O objetivo deste estudo foi investigar a imunoexpressão da proteína PTEN através da técnica de imuno-histoquímica (IHC) em amostras de pacientes com carcinoma epidermoide de boca (CEB) e relacioná-la com características clínico-patológicas, grau histológico e sobrevida e, ao lado disso, avaliar a presença de deleção alélica através da técnica de FISH. Nossos resultados mostraram que em um total de 119 casos de carcinoma epidermoide, 31 casos foram negativos para expressão de PTEN e 88 casos foram positivos, sendo 15 (17,05%) bem diferenciados, 43 (48,86%) moderadamente diferenciados e 30 (34,09%) pouco diferenciados. Considerando as características clinico-patológicas não foram encontradas correlações estatísticas significantes com a expressão de PTEN por IHC. Em relação à sobrevida foi observado que pacientes com infiltração linfononal (N) = 2 ou 3 cm tem risco 4 vezes maior de ir a óbito do que um paciente com N = 0 ou 1 cm. Por fim, houve associação significativa entre expressão por IHC negativa e o resultado da técnica de FISH no que diz respeito a deleção e entre expressão por IHC positiva e o resultado da técnica de FISH não deletado. / Oral Squamous Cell Carcinoma (OSCC) is the most common malignant neoplastic that affects the oral cavity, accounting for 90% of all cases diagnosed in this anatomic site. Despite the recent advances in the treatment, the survival rate varies from 30 to 50%. Molecular mechanisms which elucidates the agressive behaviour of these lesions help to identify new chemotherapeutics that might be used in the treatment in order to improve the survival rates. The aim of this study was investigating the imunoexpression of PTEN protein through the immunohistochemical technique (IHC) in CEB samples and relate them with clinicopathological features, histological grades and survival and in addition, evaluate the presence of allelic deletion through the Fluorescent In Situ Hybridization technique (FISH). Our results showed that a total from 119 cases of CEB, 31 cases were negative to expression of protein PTEN and 88 cases were positive for PTEN, from which 15 (17,05%) were well differentiated, 43 (48,86%) moderately differentiated and 30 (34,09%) were poorly differentiated. Considering the clinicophatological features, there were not statistically significant correlations with the IHC expression of PTEN. Regarding the survival rates, it was observed that patients presenting lymph node infiltration (N) = 2 or 3 has 4 times greater risk of dying than those presenting N = 0 or 1. Finally, there was a significant association between expression by IHC negative and the result of FISH technique regarding the deletion, and between the positive PTEN expression and the non-deleted result of FISH technique.
