Collaborative municipal governance and planning : A study about flood risk management in the Gothenburg region

Due to climate change many regions across the world now have to work with flood risk. The purpose of this master thesis is to understand, from a collaborative governance perspective, how the municipalities City of Gothenburg, City of Mölndal, Kungsbacka municipality, Kungälv municipality and Lerum municipality are working with flood risk management and municipal collaborative planning. The thesis’ aim is to understand how these municipalities are working with each other against flood risk management as well as if they are collaborating with each other in any other aspect within the urban planning context. The thesis is conducted in a qualitative manner and the empirical data was collected through qualitative interviews and qualitative content analysis. The theoretical framework is based on collaborative governance, as well as “municipal collaboration”, “resilience” and “glocal/glocality”. The results show that the municipalities are all working with flood management and integrating that aspect into many aspects of urban planning. It was also presented that the amount of collaborations between the municipalities varies depending on the amount of resources and political interest there is.

Climate adaptation to urban heat : A study of how Swedish municipalities with larger cities are adapting to warmer temperatures through urban planning

The world is currently facing a changing climate and the various negative effects that it entails. In recent decades, enhanced climate adaptation responses have therefore become increasingly common across the world. In Sweden, climate adaptation through urban planning has mainly focused on challenges such as flooding, erosion and sea level rise rather than heat. However, warmer temperatures are recognised as one of the main challenges of climate change, not least for urban areas and the people who live there. Thus, the aim of this thesis was to explore how Swedish municipalities with larger cities work with urban planning to address the challenges of warmer temperatures and how strategies for adaptation to urban heat are portrayed in municipal planning documents. This was done through a qualitative document analysis of municipal planning documents from three Swedish municipalities, Huddinge, Kristianstad and Norrköping. The results show that Swedish municipalities in the planning documents mainly portray urban heat as problematic but that some municipalities also choose to highlight possible positive effects. Furthermore, the results show that preserving and enhancing green structures of various sizes can be considered the main strategy for climate adaptation to urban heat in Swedish municipalities. However, some municipalities are also working with a few other strategies, including local investigations, technical measures and increased local knowledge. Lastly, some Swedish municipalities can also be understood to have as strategy to work with clearly formulated goals and measures in their planning documents.

En intervjustudie om skäl till beslut om klimatanpassning genomfördes med nio enskilda privata skogsägare i Kronobergs län och till Kronoberg angränsande län. En av de nio skogsägare sade sig inte ha gjort några klimatanpassningar och sade sig inte ha något svar på varför. Åtta av nio skogsägare sa att de klimatanpassat på något sätt. De vanligaste skälen klimatanpassning var viljan att minska risk för skador på skogen. Några av skogsägarna räknade in kolinlagring i begreppet klimatanpassning och även några andra skäl lyftes. En stor bredd av källor till kunskap om klimatanpassning nämndes. De största utmaningarna kopplade till klimatanpassning som skogsägarna såg var många kopplade till skadeproblematik men några skogsägare lyfte frågor av mer social karaktär.

One of the most challenging issues within the planning and development process of our cities and societies is the changing climate that already can be seen in several parts of the world. To be able to decrease the cities’ and societies’ vulnerability towards these projections it is important to actively work with climate adaptation. Today, the majority of the climate adaptation measures are implemented in new developments, and not in the same extent in the existing built environment. Because the projected climate changes will affect all parts of the cities and societies it is important to work with an overarching climate adaptation. Within the Swedish context, the municipality has an important role in the work with climate adaptation. The aim of this master thesis is to generate an understanding of how Swedish municipalities work with climate adaptation within the existing built environment, and what challenges they face within their work. Additionally, the study will look at how the current legislation affects the municipal climate adaptation work, and how the new amendments in PBL, will affect the municipalities’ work. Three municipalities (Täby, Vellinge, and Gothenburg) have been studied to be able to conduct this master thesis, where sixteen interviewees from the municipalities, as well as from the Stockholm County Administrative Board and from Sweco, a Swedish consulting company, have been interviewed. The results from the study show that several challenges that the municipalities, in the current situation, are facing and are affecting their climate adaptation work. The main challenges that was identifies were the uncertain forecasts, the political will and priorities, the division of responsibility, the financial responsibility, and conflicting legislations. These challenges are creating limitations and difficulties for the municipalities to act in the issue of adapting to the changing climate, especially within the existing built environment. In the current situation, the three studies municipalities have started their climate adaptation work but are facing difficulties with going forward in the process. / En av de mest utmanande frågorna inom dagens planering och utveckling av våra städer och samhällen är klimatförändringarna och dess effekter som redan är synliga i flera delar av världen. För att minska städernas och samhällenas sårbarhet gentemot dessa förändringar är det viktigt att aktivt arbeta med klimatanpassning. Idag implementeras majoriteten av dessa typer av åtgärderna inom den nya bebyggelsen och inte i samma utsträckning i den befintliga bebyggda miljön. Eftersom de beräknade klimatförändringarna kommer att påverka alla delar i våra städer är det viktigt att arbeta med en övergripande klimatanpassning. I Sverige har kommunen en viktig roll i arbetet med klimatanpassningar. Denna masteruppsats syftar till att skapa en förståelse för hur svenska kommuner arbetar med klimatförändringar inom den befintliga bebyggda miljö, samt vilka utmaningar de står inför i detta arbete. Studien kommer även att undersöka hur den nuvarande lagstiftningen påverkar det kommunala klimat-anpassningsarbete samt vilken påverkan de nya lagändringarna i PBL kommer att resultera i. Tre kommuner (Täby, Vellinge och Göteborg) har studerats för att kunna genomföra denna masteruppsats, där sexton intervjupersoner från kommunerna samt från Stockholms länsstyrelse och Sweco har intervjuats. Resultatet från studien visar att kommunerna står inför flertalet utmaningar som skapar hinder och svårigheter i deras klimatanpassningsarbete. De främsta utmaningarna som har identifierats är de osäkra prognoserna som påverkar kommunernas planering av åtgärder samt deras vilja till klimatanpassning; den politiska viljan, prioriteringarna, och stöder för att anpassa kommunen; ansvarsfördelningen gällande arbetet med klimatanpassning mellan de olika nivåerna i samhället, samt mellan olika aktörer; det ekonomiska ansvaret att finansiera klimatanpassningsarbete; och den motstridiga lagstiftningen som skapar svårigheter för kommunerna. Dessa utmaningar försvårar för kommunerna att aktivt agera i frågan angående klimatanpassning och därmed att säkra den befintliga bebyggda miljön för de förväntade klimatförändringarna. I dagsläget har de tre studerade kommunerna påbörjat sitt klimatanpassningsarbete, men på grund av de identifierade utmaningarna, har de svårigheter att gå vidare i denna process.

The purpose of this study was to identify important factors to secure an effective climate adaptation in real estate companies. This was done through a case study of the real estate company Förbo in which we carried out a workshop, risk analyzes and interviews. The study illustrates examples of important priority bases such as vulnerable groups, previous damage and buildings with a vulnerable design, all of which real estate companies should take into account when prioritizing buildings for climate adaptation. Finally, the study showed there are a number of difficulties and opportunities for effective climate adaptation work in real estate companies. / Studien syftade till att identifiera viktiga faktorer för ett effektivt klimatanpassningsarbete i fastighetsbolag, vilket gjordes genom en fallstudie av fastighetsbolaget Förbo. Vi genomförde en workshop, riskanalyser och intervjuer som visade att det finns några viktiga prioriteringsgrunder, såsom sårbara grupper, tidigare skador och byggnader med en sårbar utformning, som fastighetsbolag bör ta hänsyn till vid prioritering av byggnader för klimatanpassning. Slutligen visade studien att det finns ett antal hinder och möjligheter för ett effektivt klimatanpassningsarbete i fastighetsbolag.

Quantifying the Greenhouse Gas Emissions of Hazards: Incorporating Disaster Mitigation Strategies in Climate Action Plans

Reconstruction after natural disasters can represent large peaks in a community’s greenhouse gas emission inventory. Components of the built environment destroyed by natural hazards have their useful life shortened, requiring replacement before functionally necessary. Though the hazard itself does not release greenhouse gasses, the demolition and rebuilding process does, and these are the emissions we can quantify to better understand the climate impacts of disasters. The proposed methodology draws data from existing emission and hazard resource literature and combines the information in a community scale life cycle assessment. Case studies of past disasters are used to refine the methodology and quantify the emissions of single events. The methodology is then annualized projecting the emissions of future hazards. The annualization of greenhouse gasses caused by hazard events provides a baseline from which reduction strategies can be measured against. Hazard mitigation strategies can then be quantified as greenhouse gas reduction strategies for use in Climate Action Plans. The methodology combines the fields of climate action, hazard mitigation, and climate adaptation. Each field attempts to create sustainable and resilient communities, but most plans silo each discipline, missing opportunities that are mutually beneficial. Quantifying the greenhouse gasses associated with recovery following a disaster blends these fields to allow development of comprehensive resilience and sustainability strategies that lower greenhouse gases and decrease risk from existing or projected hazards. I arbetet med klimatanpassning ingår många olika aktörer som alla ska samverka, vilket inte alltid är så lätt. Syftet med uppsatsen är således att studera hur centrala aktörer inom klimatanpassningsarbetet ser på både sin egen och varandras ansvarsroller samt vilka problem de anser vara mest utmanande. Detta i syfte att ta reda på om det finns otydligheter i ansvarsfördelningen och vilka utmaningar som de olika aktörerna tycker är viktigast att lösa. Empiriinsamlingen i uppsatsen har bestått av kvalitativt intervjuande av personer som har en roll inom de olika centrala aktörernas verksamhet, vilket har mynnat ut i ett resultat där aktörerna beskriver ansvarsfrågan som komplex. De pekar även ut tre problemområden inom klimatanpassningsarbetet som extra utmanande; den ekonomiska aspekten, kunskapsmässiga faktorer samt otydligheter i lagstiftning. / In the face of a changing climate and increasingly extreme weather conditions, the significance of climate adaptation measures to mitigate risks to infrastructure and human health has become evident. Climate adaptation involves multiple actors who need to collaborate, which can be challenging. The purpose of this report is therefore to study how central actors involved in climate adaptation perceive their own and each other's roles and responsibilities, as well as the most challenging problems they face. The aim is to identify any ambiguities in responsibility distribution and determine the priority challenges for the actors to address. The empirical data collection for this study consisted of qualitative interviews with individuals occupying roles within the central actors' operations. The findings reveal that the actors perceive the issue of responsibility as complex. They also highlight three challenging problem areas in climate adaptation work: the economic aspect, knowledge-related factors, and ambiguities in legislation.

Bangladesh is one of the most vulnerable countries to climate change, with coastal areas being especially vulnerable. Along the Bangladeshi coast lies mangrove forests that protect against storm surges, tropical cyclones, SLR, coastal erosion, and salt-water intrusion. On Char Kukri Mukri, a remote island in the Bay of Bengal, Keora-species (Sonneratia apetala) mangroves are planted. The forest is virtually a monoculture in degradation and thus needs restoration through enrichment. Therefore, this study aimed to explore the opportunities and limitations of mangrove enrichment as climate adaptation on Char Kukri Mukri. We conducted semi-structured interviews with local communities and other key stakeholders and analysed soil and water samples along the island's south coast to assess this. Our results indicate that the soil is highly saline, which, combined with projected climate impact, limits the abilities of more sensitive mangroves to survive there. Climate impacts severely affect the lives and livelihoods of the people living on Char Kukri Mukri. Successful adaptation requires further involvement of local communities, site-specific solutions, and a holistic approach to adaptation. However, a hindrance to adaptation measures is the lack of resources to fund large-scale projects, which leads to beneficiaries being required to provide money and land themselves to be considered for projects. This risks systematically excluding the landless poor, and there is therefore a need to reform adaptation financing systems so that measures benefit the most vulnerable. / Bangladesh är ett av de länder i världen som är mest sårbara för klimatförändringarna. Kustområdena är mest känsliga. Längs Bangladeshs kust finns mangroveskogar, som skyddar mot klimateffekter som stormar, cykloner, havsnivåhöjning, kusterosion, och saltvattenintrång. För att uppnå detta genomförde vi semistrukturerade intervjuer med lokalbefolkningen och andra nyckelintressenter, och analyserade jord- och vattenprover tagna vid öns sydkust. Våra resultat indikerar att jorden har hög salthalt, vilket i kombination med ökade klimateffekter minskar mer känsliga mangrovearters möjligheter att överleva i dessa områden. Klimateffekter påverkar människorna och deras försörjning på Char Kukri Mukri i hög grad. Lyckad klimatanpassning kräver mer inkludering av lokalbefolkningen i initativ, platsspecifika lösningar, samt ett holistiskt tillvägagångssätt. Resursbrist hindrar dock investeringar i storskaliga och långsiktiga projekt, vilket gör att förmånstagare behöver bidra med pengar och mark till projekten. Detta gör att fattiga människor som inte äger mark systematiskt exkluderas ur anpassningsprojekten. De nuvarande finansieringssystemen behöver därför reformeras för att projekten ska ge fördelar till de människor som är mest sårbara för klimatförändringarna.
