Transforming distance learning in South Africa with emerging technologies: the academic view

Magister Commercii - MCom / Within a context of rapid technological change and shifting market conditions, the South African education system is challenged with providing increased education opportunities without increased budgets. Many educational institutions are answering the challenge without increased budgets. Several educational institutions are answering the challenge by developing distance education programs through information technology, but in the case of one institution, strategic intentions involving information technology and distance learning have not been fulfilled. At its most basic level, distance education takes place when a teacher and student(s) are separated by physical distance. Technology, often in combination with face-to-face communication, can be used to bridge instructional gaps. It can be argued that modes of teaching and learning are changing, and we must redefine what is meant by the word “student”. For example: what should we really call an adult involved in life long learning? The term “student” seems inappropriate. These types of programs can provide adults with a second chance at tertiary education, reach those disadvantaged by limited time, distance or physical disability, and update the knowledge base of workers at their places of employment. The aim of this research is to determine and understand the growing role of information technology in promoting quality assurance in higher education, and in expanding the education opportunities and workplace learning through the use of distance learning. This work investigates how distance learning can be improved by making use of IT with particular regard to the underprivileged, and the potential contribution to national transformation. This is summarized in the research question: “How can we improve distance learning in South Africa with emerging technologies?” review of the literature, interviews with experts, and reviews of conference papers provided the principle inputs. The academic literatures were supplemented by studies of papers from the Department of Education and other non-academic sources. Based on the reading of the literature, and the views of experts, questionnaires and field experiments were designed and applied to a statistically significant population of respondents. A combination of statistical analysis and content analysis of open questions from the questionnaires lead to comparative evidence about different learning styles and different communities of learners, and the extent to which different learning styles are effective for the different kinds of learners.

Testing the effectiveness and/or appropriateness of the information material in The Alliance Programme used for Tshwana speaking patients suffering from schizophrenia in the South African context

South Africa is a heterogeneous society. It is a multilingual, multicultural country with more than eleven official languages. It is a country that also has big educational and economic inequalities. These differences are pertinent barriers that often obstruct communication, also and especially in health communication. This study addresses such a problem, by first exploring the effectiveness and/or appropriateness of existing schizophrenia information material The Alliance Programme which was produced in the USA for universal consumption and is currently used in the South African context. In the study the externally produced schizophrenia information material is adapted to fulfil in the specific needs and preferences of the audience targeted in this study. The study was conducted based on the assumption that people need to access information that is relevant, easy to understand and appropriate to them in order to make informed decisions about their health. This study was conducted at the Weskoppies hospital in Pretoria (South Africa) among Tshwana-speaking patients suffering from schizophrenia. The specific aim of this study was to communicate the information in such a way that this group could use it optimally. Since this empirical study’s main aim was to evaluate and adapt the Alliance Programme to make it more suitable for the South African context, a formative research design was implemented. Usability testing was chosen as the research method. Literature review, individual semi-structured interviews, focus group interviews and participant observation were employed as data collection methods. The data was analysed by means of qualitative content analysis. The findings of this study indicated that the adapted messages or information about schizophrenia did improve the patients’ reception of the information. It was then concluded in this study that messages or information should either be adapted or created to suit the needs of a specific audience. This study also recommended that in order to make sure information (about schizophrenia) is communicated effectively and/or appropriately to any group (of patients suffering from schizophrenia), a participatory communication design should be used. / Dissertation (MIS)--University of Pretoria, 2009. / Information Science / unrestricted

Antagonistic and Synergetic Impacts of Conversation on Nonpersuasive Media Effects

This article elaborates the role of interpersonal communication in media effects. Based on an extensive literature review, two lines of arguments are illustrated: the antagonistic and the synergetic position. The literature provides theoretical and empirical support for both positions especially in the field of persuasive media input. To complete the view, two experiments with nonpersuasive media input are presented. The first experiment addresses the role of conversations in cognitive news effects. The synergetic position is supported: conversation leads to elaboration and more profound recall of media content. The second experiment deals mainly with emotional media effects in entertainment. No general impact of conversation on media effects was demonstrated. Nonetheless, the authors find evidence that conversations about the media engender a more critical and reserved stance toward the media content and protagonists. The article concludes with a discussion of the implications for further research into the field.

Auf die Tagung insgesamt zurückblickend, kann festgestellt werden, dass der begriffliche und methodische Austausch zwischen den Ansätzen und Disziplinen nicht nur nötig, sondern bereits rege im Gange ist. Der klassischen hermeneuti- schen Analyse, wie sie für die Linguistik weithin üblich ist, werden dabei vielfach sowohl quantitative Methoden als auch ethnografische Methoden zur Seite gestellt, um den Herausforderungen des verstehenden Nachvollzugs angemessen zu begegnen. Gerade was das Spannungsfeld zwischen Gesprächs- und Textlinguistik betrifft, zeichnete sich in Mannheim einmal mehr die nahtlose Übergängigkeit zwischen den vermeintlich kategorial verschiedenen Phänomenen ab. Das große Spektrum an Kommunikationsformen einerseits und der graduelle Interaktionsbegriff andererseits zeigten deutlich, wie Gespräche und Texte nicht kategorial verschiedene Gegenstände sind, sondern vielmehr dass Sprache in ihren ver- schiedenen Ausprägungen von denselben grundlegenden Prinzipien bestimmt ist. Zwei dieser Prinzipien sind mit Sicherheit die Unhintergehbarkeit der material fundierten Medialität sprachlicher Formen und die Unaustilgbarkeit ihrer interaktionalen Qualitäten.

The diploma thesis The White House Presents: The Media Image of Barack Obama examines the media presentation of the President of the United States, Barack Obama, through the official media channel of the White House. Five video recordings of President Obama's speeches are analyzed with a focus on linguistic, visual and auditory sign systems with the use of the qualitative semiotic content analysis. Before the analysis itself, an explanation of theoretical terms related mostly to the representation of reality is provided. On these grounds the analysis is then approached as a description of different means of achieving media construction of reality, to which both the President himself and the White House Office of Communications contribute. This Office is in charge of the content of the above-mentioned channel. To broaden the context, general information about the functioning of the President's media communication is included. The aim of this thesis is an interpretation of the communication tools presented by the White House media channel and the analysis of their symbolic meaning in order to explicate the process of a specific media image of the President coming into existence. This Diploma Thesis "Mediatization of Political Sphere" deals with the systematic influence of mass media and their logic on the functioning of the political system, process development and implementation of policy instruments and methods of political communication. First of all the theoretical part is focused on the description of the institutional importance of media in the social environment, more properly introduces images of the effects of media communications in the society, characteristics of the participation of media organizations in the economic relations so that the concept of mediatization in the frame of media studies could be defined and to specify its aspects in connection with a set of knowledge of media logic. The thesis does not omit the introduction of basic logic elements of political sphere, it also deals with its implicit settings, as well as modifications of the political structures in response to transfer a large part of the policy enforcement into the symbolic space of the media. The theoretical interpretation is followed by the research which is focused on the selected elements of mediatization in the Czech context. Mídias comunicacionais e educacionais na pedagogia surda : proposição do STOOD-ON como modelagem de ambiente de aprendizagem

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / The main goal of this study was to create a Stood-On modeling to digital learning environment as a way to contemplate communicative and educational media on the education of death from the Letras-LIBRAS course of Universidade Federal de Sergipe (UFS). The research was divided in four phases: the first included a non-participant observation and a mixed questionnaire to collect information about death students and how immersed is this public in the digital culture with emphasis in digital social network. The second phase consisted of non-participant observation in the social network facebook where a practical activity was carried out and, after that brief experience, we applied a questionnaire to know the opinion of the participants. The third time, the survey Stood-on requirements was presented, based on the collected data that took shape in the fourth phase with the development of the software through the use case diagram, and to facilitate understanding, was divided in three main scenaries: discipline group, research group and discussion group. The research methodology started from a field research, descriptive and exploratory in what we used the qualitative method. Data analysis of subjective questions and observation was performed by content analysis based on Bardin, and closed questions through graphics. Finally, it was realized that virtual sociability allows the deaf to overcome the idea of a "defective" body that constitutes their deaf ways to be, as gives opportunity freedom issued by media convergence and the lifting of the artifacts allows reflection on how providing a ubiquitous and accessible repository for communication and educational media can contribute to favor the visual methodologies and the implementation of new educational and communicational practices in Bilingual Education of the Deaf, the perspective of Deaf Education. / O presente trabalho teve como objetivo geral, elaborar modelagem do Stood-On para ambiente digital de aprendizagem como forma de contemplar as mídias comunicacionais e educacionais na educação de surdos do curso de Letras-LIBRAS da Universidade Federal de Sergipe (UFS). Para tal, a pesquisa foi dividida em quatro fases: a primeira foi constituída pela observação não participante e de um questionário com questões abertas e fechadas para obter o máximo de informações sobre os partícipes surdos, e o grau de imersão desse público na cultura digital com ênfase nas redes sociais digitais. A segunda fase foi composta de observação não participante na rede social facebook em que foi realizada uma atividade prática e, após essa breve experiência, aplicou-se um questionário para conhecer a opinião dos participantes. No terceiro momento apresentou-se o levantamento de requisitos do Stood-On, com base nos dados coletados que tomou forma na quarta fase com a elaboração da modelagem do software, através do diagrama de casos de uso, sendo que, para facilitar o entendimento, foi divido em três cenários principais: grupo disciplina, grupo de pesquisa e grupo de discussão. A metodologia da pesquisa partiu de uma pesquisa de campo, de natureza descritiva e exploratória em que foi utilizado o método qualitativo. A análise dos dados das questões subjetivas e da observação foi realizada através da análise de conteúdo, com base em Bardin, e as perguntas fechadas por meio de gráficos. Finalmente, percebeu-se que a sociabilidade virtual permite ao surdo superar a ideia de um corpo “defeituoso” que constitui seus jeitos surdos de ser, pois oportuniza a liberdade de emissão através da convergência midiática e o levantamento dos artefatos possibilita a reflexão sobre como a disponibilização de um repositório ubíquo e acessível para mídias comunicacionais e educacionais podem contribuir para privilegiar as metodologias visuais e a implementação de novas práticas pedagógicas e comunicacionais na Educação Bilíngue de Surdos, na perspectiva da Pedagogia Surda.

Understanding the role of e-skills in the utilisation of electronic small business development support services

Magister Commercii - MCom / The Internet is now facilitating the provision of an increasing number of services. Thus, technology has become a more integrated part of people‟s daily routine. Some of these technologies include electronic communication, online banking, and shopping as well as electronic learning - to name but a few. However, for various reasons, such as limited formal education (which is a key promoter of reading and writing skills), access and skills, not everyone has an equal opportunity to benefit from the use of these technologies. The unequal distribution of opportunities of such nature is often broadly referred to as the digital divide. That is the gap between those who have access to Information and Communication Technology (ICT) and those who do not. One noted challenge that influences the use of ICT consists of socioeconomic conditions, which together elicit high levels of poverty. An identified strategy for uplifting these areas was (and still is) entrepreneurship, notably small businesses. These small businesses however, generally have very short and mostly unsuccessful lives. As a result the government at all levels (national, provincial and local) has endeavoured to provide support to these businesses. Some of this support is provided through mediums, such as the Internet (here named “electronic support”) to assist these small businesses. This support, which comes from government, is however, not being fully utilised by the intended beneficiaries. Thus, the small businesses are not benefiting from the support provided. Consequently, many are still experiencing a short and unsuccessful existence. This research thus analyses the small businesses in areas of the greater Cape Town, which are characterised by high levels of poverty and unemployment. Previous studies in these areas have reported the lack of ICT related skills, also known as electronic skills (e-skills), as one of the reasons for the low uptake of electronic support (e-support). This e-support is provided by various levels of government through selected agencies (service providers). In essence, this study is aimed at investigating the influence of e-skills in the access and use of the provided e-support by owners of small businesses. Considering that the lack of adequate e-skills has been identified as influencing the use of e-support, the study also aims to identify the e-skills needed to fully utilise the provided e-support. The approach to this investigation included a review of pertinent literature and devising a conceptual model. This model was then tested in the empirical setting of this study. This setting included: (i) Providers of e-support (various specialised government agencies) and (ii) the intended beneficiaries of this esupport, i.e. small businesses in the previously disadvantaged areas (PDAs) of the greater Cape Town. Through the use of case study methodology and face to face interviews, it was found that many small business owners were not able to appropriately use the provided e-support. This was due to their lack of e-skills, which resulted in their inability to use ICT. Additionally, some were unaware of the existence of the e-support or the service providers. During the review of pertinent literature done as part of the study, an e-skills framework was designed. The framework identified the e-skills considered necessary in order for small business owners to effectively utilise the provided e-support and other technologies. The e-skills framework suggested by this study could be used as a tool to assist: (i) The providers of e-support to understand the usage of their services and enable (ii) a more informed understanding of the need for appropriate e-skills among small business owners, in relation to their use of the provided e-support. Additionally, (iii) small business owners should be in a better position to recognise the benefits of using technology, especially the Internet. The contribution of this study is seen as twofold. Firstly, it should assist the providers and users of e-support. This is done by addressing the practical side of the provision and usage of these services. Secondly, the study contributes an informative e-skills framework related to the effective use of esupport. This study also furthers academic knowledge in the area of the investigation, and suggests further directions for research. Considering, the limited small business sample (only participants from three PDAs), the generalisation of this study is limited. This limitation does not however, influence the validity of this research, or the credibility of the findings.

POLITICAL COMMUNICATION IN GERMANY AND POLAND

Diese Studie vergleicht die politische Kommunikation in Deutschland und Polen. Der Forschungsüberblick macht deutlich, dass international vergleichende Analysen, die etablierte Demokratien und Transformationsländer umfassen, relativ selten durchgeführt werden. Dabei gibt es keine Untersuchungen, die sich mit dem Vergleich der politischen Kommunikation zwischen Deutschland und Polen befassen. Mit der Untersuchung der beiden Länder wird die Dissertation die bestehende Forschungslücke schließen. Die politische Kommunikation wird in dieser Studie aus der Sicht von zwei unterschiedlichen Akteuren – Parteien und Journalisten – gezeigt. --- Kapitel 1: Es ist nicht mehr möglich, die moderne politische Kommunikation als Phänomen zu begreifen, das man auf singuläre nationale Räume beschränken könnte. Vielmehr lässt sich über nationalübergreifende Kommunikationsprozesse sprechen, die sich in den Metathemen Amerikanisierung, Globalisierung und Modernisierung wiederspiegeln. In diesem Zusammenhang ergibt sich die Frage, ob es sich um eine generalisierbare Entwicklung der politischen Kommunikation handelt. Ein Schwerpunkt des Interesses dieser Forschungsarbeit liegt deswegen bei der Frage nach den Gemeinsamkeiten und den Unterschieden in der politischen Kommunikation in beiden Ländern, die durch die Mediatisierungsprozesse beinflusst werden. Vor diesem Hindergrund stellt Kapitel 1 die wichtigsten Trends in der politischen Kommunikation dar. Im nächsten Schritt werden ausgewählte Indikatoren der Mediatisierung (u.a. Professionalisierung, Personalisierung, Negativität, Emotionalisierung), die dann im empirischen Teil getestet werden, erläutert. Gleichzeitig stellt Kapitel 1 eine Übersicht über international vergleichende Analysen, die sich der Untersuchung der politischen Kommunikation widmen, vor. Der Focus wird dann schließlich auf die Studien in Polen und Deutschland gelegt und die Relevanz der vorliegenden Analyse diskutiert. --- Kapitel 2: Die Dissertation zeigt in welchen politischen Rahmen die politische Kommunikation in Deutschland und Polen eingebettet ist. Deswegen wird im Kapitel 2 das politische System der analysierten Länder diskutiert. In diesem Zusammenhang werden drei Elemente des politischen Systems angesprochen: das Parteiensystem, das Wahlsystem und die politische Partizipation. Dadurch wird gezeigt, dass die politische Einbettung spürbare Auswirkungen hat, die den gesellschaftlichen, sozio-ökonomischen und historischen Kontext mitdefinieren. Dies lässt gleichzeitig Unterschiede zwischen einem Transformationsland (Polen) und einer etablierten Demokratie (Deutschland) aufzeigen und Gründe der wichtigsten politischen Tendenzen erklären. --- Kapitel 3: Ebenso wie die Strukturbedingungen des politischen Systems das Handeln politischer Akteure beeinflussen, so wirken die Rahmenbedingungen des Mediensystems auf das Handeln von Journalisten. Aus diesem Grunde wird im Kapitel 3 das Mediensystem in Deutschland und Polen thematisiert. Die Analyse basiert auf der Klassifikation von Hallin & Mancini (2004a). Dabei werden die von den Autoren vorgeschlagenen Indikatoren benutzt, um das Mediensystem in beiden Ländern einzuordnen. Dies ist besonders wichtig, weil die politische Kommunikation immer häufiger von medialer Umgebung abhängig ist. --- Kapitel 4: Die im Kapitel 1, 2 und 3 dargestellten Phänomene und Entwicklungen formen Kapitel 4, das Forschungshypothesen vorstellt. Die formultierten Hypothesen münden in zwei inhaltsanalytischen Untersuchungen, die die politische Kommunikation aus der Perspektive der politischen Parteien und Journalisten präsentieren. Es handelt sich dabei um zwei Fallstudien, die dann im Kapitel 6 und 7 getrennt examiniert werden. --- Kapitel 5: Im nächsten Schritt wird das Forschungsdesign und die Operationalisierung der Hypothesen erläutert. Da die Mediatisierungsprozesse besonders deutlich während der Wahlkampagnen zu ermitteln sind, wird die politische Kommunikation in Deutschland und Polen im Kontext von politischen Kampagnen dargestellt. Dies verspricht auch inhaltlich fokussiertes Material für die Untersuchung. Die erste Fallstudie untersucht die Wahlspots der Parteien und zeigt, inwiefern sich die Wahlwerbung in beiden Ländern unterscheidet. Die zweite Fallstudie bietet die Analyse der Medienberichterstattung, um festzustellen, wie die Journalisten in Deutschland und Polen die Wahlkampagnen darstellen. Die Kompläxität des Geflechtes der auf die politische Kommunikation Einfluss nehmenden Variablen macht den Einsatz komplexer Analyseverfahren erforderlich. Die Wahlspots und die Wahlkampfberichterstattung werden in der Dissertation mit der sozialwissenschaftlichen Methode der Inhaltsanalyse untersucht. Als Methode zur Erhebung sozialer Wirklichkeit ist die Inhaltsanalyse für die Untersuchung besonders geeignet. Ihre Vorteile werden in diesem Kapitel angesprochen. Darüber hinaus werden hier die Codebücher, die für die Analyse der Wahlwerbung und Medienberichterstattung vorbereitet wurden, dargestellt und die Codierungsvorgehensweise präsentiert. Schließlich werden die einzelnen Variablen besprochen und die Ergebnisse der durchgeführten Pretests geliefert. --- Kapitel 6: Im nächsten Schritt werden die Ergebnisse der empirischen Analyse der Wahlspots dargestellt. Die Studie zeigt, wie die politischen Parteien ihre Wahlspots gestalten und inwiefern die Wahlwerbung die Mediatisierungsprozesse wiederspiegelt. Im Kapitel 6 werden die Hypothesen, die im Kapitel 4 formuliert wurden, getestet. Dabei werden die Befunde im Kontext von solchen Aspekten wie u.a. Professionalisierung, Personalisierung, Negativität und Emotionalisierung dargestellt. --- Kapitel 7: Im Kapitel 7 wird die politische Kommunikation aus der Sicht der Journalisten examiniert. Die empirische Auswertung dient dazu, die im Kapitel 4 formulierten Hypothesen zu prüfen. Die Analyse vergleicht, inwiefern sich die Medien in beiden Ländern auf den Wahlkampf konzentieren und ob sie sich immer häufiger diesem Thema widmen. Darüber hinaus wird die Medienberichterstattung in den Prozessen der Mediatisierung dargestellt. Dabei wird u.a. Personalisierung und Negativität der Berichterstattung präsentiert. Es wird auch gezeigt, inwiefern die Medien ihre politische Präferenzen zeigen. --- Kapitel 8: Im letzten Kapitel werden die Ergebnisse der Untersuchung im Licht der Theorie und formulierten Hypothesen diskutiert. Dabei werden auch die Defizite der Studie und potenzielle Barrieren der vergleichenden Studien präsentiert. Kapitel 8 lenkt dann den Blick in die Zukunft und zeigt, welche Aspekte der politischen Kommunikation untersucht werden sollten. Solche internationalen Vergleiche, besonders wenn sie Transformationsländer und etablierte Demokratien umfassen, können dazu dienen, Gemeinsamkeiten in der Dreiecksbeziehung zwischen politischem System, Medien und Wählerschaft zu ermitteln, um so übergreifenden Entwicklungen auf die Spur zu kommen.

Use of the Mass Communication Media by Governor John B. Connally, Jr.

Governor John B. Connally Jr., who served as chief executive of the State of Texas from 1963.to 1969, made extensive use of the mass communication media to further both his programs and his own political fortune. It is the purpose of this study to examine the history of Connally's use of the media, to evaluate the degree of success he achieved in the use of the media, and to present evidence of how he was able to achieve success in the use of the media. The study was done in three phases. In the first phase, microfilm files of two newspapers, the Dallas News and the Houston Chronicle, were studied in detail for the years 1962 through 1968. Clipping files of the Associated Press in Austin and the Dallas Times Herald also were studied for the years in question. Also, the New York Times Index was examined for references to Connally during these years. Such references were then checked on microfilm files of the Times. In the second phase, key members of Connally's staff for those years and key members of the capitol press corps in Austin were interviewed. As a third step, a questionnaire was mailed to 25 selected Texas editors soliciting their views on Connally's press relations.
