Pilotstudie av källsorterande avloppslösning : Identifiering av systemlösning för källsorterat avloppsavfall i Sydöstra staden i Uppsala / Pilot study of source separation sewage system

Utanför Uppsalas stadskärna planeras det att bygga en ny stadsdel till år 2050, kallad Sydöstra staden. Uppsala kommun vill vara i framkant gällande hållbar stadsplanering och är därför intresserade av att utreda möjligheter till att tillvarata resurser i avloppsvattnet, som ett alternativ till konventionell rening. I dagsläget står hanteringen av avloppsvatten inför nya typer av utmaningar som rör utsläpp av växthusgaser, bristande resursåtervinning och energieffektivitet samtidigt som kraven på rening ökar. Ett tillvägagångssätt som skulle kunna möjliggöra hantering av dessa utmaningar är genom implementering av källsorterande system. Ett källsorterande avloppssystem separerar vattenfraktionerna för enskild behandling, vilket möjliggör att resurser så som energi och näringsämnen kan återvinnas. Syftet med arbetet var att kartlägga drivkrafter och utifrån dessa identifiera systemlösningar för källsorterat avloppsavfall i Sydöstra staden i Uppsala. Genom studie gällande drivkrafter samt efterföljande workshop med en referensgrupp från Uppsala Vatten kunde möjliga drivkrafter för Uppsala identifieras: Vattenbesparing, Uppfyllande av höga reningskrav, Resurseffektivitet vad gäller energi och näring, Kunskapsgivande samt Klimatneutralitet. Identifiering av drivkrafter resulterade i litteraturstudie för att identifiera anläggningar med liknande drivkrafter som referensgruppen. Studien visade att drivkrafter likt de ovan nämnda resulterade i teknik såsom membranbioreaktor för rötning av källsorterat avloppsavfall. Därefter, genomfördes intervjuer med personer som varit/är delaktiga i pilotprojekt i Sverige för att specifiera vad som krävs för ett genomförande. I nuläget har det visat sig vara svårt att kräva implementering av ett källsorterande system med huvudsyfte att återföra produkter, då kretsloppsaspekten inte har varit ett tillräckligt juridisk motiv för genomförande. I Helsingborg underlättades genomförandet av en hög ambitionsnivå samt en tydlig målbild från kommunen. Slutsats från arbetet är att systemlösningen som bäst lämpar sig för de identifierade drivkrafterna inkluderar rötning av källsorterat avfall i membranbioreaktor (AnMBR), samt urinsortering med efterföljande torkning. Beräkningar gällande en potentiell implementering resulterade i att pilotanläggningen i Sydöstra staden ska dimensioneras för 900 personer. Gällande systemet för behandling av urin, resulterade den dagliga urinproduktionen i att torkningsbädden bör ha en area motsvarande 30 m2 alternativt 23 m2 (beroende på torkningshastighet). För behandling av fekalier, fastställdes mått på membranreaktorn till radien 5 meter och höjden 11 meter, med volymen spolvatten som huvudsaklig orsak till den stora volymen. / Outside the city center of Uppsala, a new district called ”the Southeastern city” will be built by 2050. Uppsala municipality wants to be at the forefront of sustainable planning and is therefore interested in investigating opportunities to utilize resources found in wastewater, as an alternative to conventional treatment of wastewater. Wastewater management is facing new types of problems related to greenhouse gas emissions, resource recycling and energy efficiency. One approach that enables management of these challenges is through the implementation of source separation sewer systems, that separates the household wastewater into different fractions. This enables resources such as energy and nutrients to be recycled. The purpose of the work was to identify drivers and from these drivers identify a solution for source separated sewage fractions in the southeastern city of Uppsala. Through a literature study followed by a workshop with Uppsala Vatten, possible drivers for Uppsala were determined to be Water Saving, Fulfillment of purification requirements, Resource efficiency regarding energy and nutrition, Obtaining knowledge and Climate neutrality. The determination of possible drivers resulted in further literature study, to identify facilities with similar drivers as Uppsala. The study showed that drivers as the ones identified for Uppsala have resulted in technology such as membrane bioreactor for digestion of source separated wastewater. Interviews were also conducted with people who have been or are involved in pilot projects in Sweden to specify what is required for implementation of a source separation system. It is currently difficult to require the implementation of such system with the main argument of recycling products, as the recycle aspect has not been a motive enough juridically for implementation. In Helsingborg, the ambition and a clear vision from the municipality was crucial for the implementation. In conclusion, the system best suited to the identified drivers include anaerobic digestion of source separated waste water in membrane bioreactor (AnMBR), as well as urine dehydration. Calculations were performed regarding a potential implementation resulted in that the treatment plant should treat wastewater from 900 people. For the treatment of urine, the daily urine production resulted in an area of the drying bed of 30 m2 or 23 m2 for varying drying rates. For treatment of faeces, dimensions of the membrane reactor were determined to radius 5 meters and 11 meters height, where the volume of flush water was the main reason for the large reactor.

Je considère tour à tour les questions suivantes: sous quelles conditions est-il optimal pour un pays de former une union économique? (essai 1); l'augmentation de la dispersion transversale des avoirs extérieurs nets des pays est-elle compatible avec une dispersion relativement stable des taux d'investissement? (essai 2); le risque de perte de marché à l'exportation du fait de l'existence des zones de commerce préférentiel joue t-il un rôle dans la décision des pays exclus de négocier des accords commerciaux à leur tour? (essai 3). Le premier essai examine les conditions d'optimalité d'une union économique. Il s'intéresse à une motivation particulière: le partage du risque lié aux fluctuations du revenu. Dans la situation initiale, les pays ont très peu d'opportunités pour partager le risque à cause des frictions: les marchés financiers internationaux sont incomplets et il n'y pas de mécanisme pour faire respecter les contrats de crédit entre pays. Dans ce contexte, une union économique apparait comme un arrangement qui pallie à ces frictions entre les pays membres seulement. Cependant, l'union dans son ensemble continue de faire face à ces frictions lorsqu'elle échange avec le reste du monde. L'arbitrage clé dans le modèle est le suivant. D'un coté, l'intégration économique permet un meilleur partage du risque entre pays membres et la possibilité pour le partenaire pauvre d'utiliser la ligne de crédit du partenaire riche en cas de besoin. De l'autre coté, l'union peut faire face à une limite de crédit plus restrictive parce que résilier la dette extérieure est moins coûteux pour les membres l'union. De plus, le fait que le partenaire pauvre peut utiliser la limite de crédit du partenaire riche génère une externalité négative pour ce dernier qui se retrouve plus fréquemment contraint au niveau des marchés internationaux des capitaux. En conformité avec les faits observés sur l'intégration économique, le modèle prédit que les unions économiques sont relativement peu fréquentes, sont plus susceptibles d'être créées parmi des pays homogènes, et généralement riches. Le deuxième essai porte sur la dispersion des avoirs extérieurs nets et la relation avec la dispersion des taux d'investissement. Au cours des récentes décennies, la dispersion croissante des déséquilibres extérieurs et les niveaux record atteints par certaines grandes économies ont reçu une attention considérable. On pourrait attribuer ce phénomène à une réduction des barrières aux mouvements internationaux des capitaux. Mais dans ce cas, il est légitime de s'attendre à une augmentation de la dispersion au niveau des taux d'investissement; ceci, parce que le financement des besoins en investissements constitue une raison fondamentale pour laquelle les pays échangent les capitaux. Les données indiquent cependant que la dispersion des taux d'investissement est restée relativement stable au cours des récentes décennies. Pour réconcilier ces faits, je construis un modèle d'équilibre général dynamique et stochastique où les pays sont hétérogènes en raison des chocs idiosyncratiques à leurs niveaux de productivité totale des facteurs. Au niveau des marchés internationaux des capitaux, le menu des actifs disponibles est restreint à une obligation sans risque et il n'y a pas de mécanisme pour faire respecter les contrats de crédit entre pays. A tout moment, un pays peut choisir de résilier sa dette extérieure sous peine d'exclusion financière et d'un coût direct. Ce coût direct reflète les canaux autres que l'exclusion financière à travers lesquels les pays en défaut sont pénalisés. Lorsque le modèle est calibré pour reproduire l'évolution de la dispersion transversale des avoirs extérieurs nets, il produit une dispersion relativement stable des taux d'investissement. La raison principale est que les incitations que les pays ont à investir sont liées à la productivité. Avec l'intégration financière, même si les opportunités d'emprunt se sont multipliées, les incitations à investir n'ont pas beaucoup changé. Ce qui permet de générer une dispersion accrue de la position des avoirs extérieurs nets des pays avec une dispersion relativement stable des taux d'investissement. Le troisième essai analyse un aspect de l'interdépendance dans la formation des accords commerciaux préférentiels: j'examine empiriquement si le risque de diversion des exportations en faveur des pays membres des zones de commerce préférentiel est un facteur déterminant dans la décision des pays exclus de ces accords de négocier un accord à leur tour. Je construis un indicateur qui mesure le potentiel de diversion des exportations auquel font face les pays et estime un modèle probit de formation des zones de commerce préférentiel créées entre 1961 et 2005. Les résultats confirment que les pays confrontés à un plus grand potentiel de détournement des échanges sont plus susceptibles de former une zone de commerce préférentiel à leur tour. / This thesis consists of three essays in open economic macroeconomics and international trade. I consider the following questions: Which countries find it individually optimal to form an economic union? (essay 1); is the rising cross-sectional dispersion in net foreign asset positions consistent with a relatively stable dispersion in investment rates? (essay 2); is the risk of trade diversion due to existing preferential trade areas an important factor in excluded countries decision to seek one? (essay 3). The first essay studies the individual optimality of economic integration. It emphasizes the risk-sharing benefits of economic integration. In an initial situation, countries have very limited possibilities to share idiosyncratic endowment risk because of financial frictions: international financial markets are incomplete and contracts not enforceable. A union is an arrangement that solves both the market incompleteness and the lack of enforcement problems among member countries. The union as a whole still faces these frictions when trading in the world economy. The model emphasizes the following key trade-off. There are two benefits from economic integration: better risk-sharing among member countries and the possibility for poor partners to use the rich partners' credit lines. The costs are the following: borrowing limits become tighter because defaulting on international debt becomes less costly for union partners. Since poor partners may benefit from the rich partner's credit limit, this generates a negative externality: rich partners will find themselves more often borrowing-constrained in a union compared to standing alone in the world economy. Consistently with evidence on economic integration, the model predicts that economic unions occur relatively infrequently and are more likely to emerge among homogeneous and rich countries. The rising dispersion of external imbalances over the recent decades and the record-high levels reached by some major economies has received considerable attention during the recent years. The second essay focuses on one of such imbalances: the net foreign asset positions (NFA). One can view this rising dispersion as a consequence of the reduction in barriers to capital flows. But in such case, one would expect the dispersion in investment rates to go up as well because one fundamental reason countries borrow and lend internationally is to finance their investments needs. Instead, the dispersion in investment rates was relatively stable. To explain this puzzling fact, I undertake a quantitative analysis of the global dispersion of net foreign asset positions and investment rates. The framework is an integrated model of world economy where countries differences arise from idiosyncratic shocks to their total factor productivity levels. International capital flows is restricted: the menu of assets traded is exogenously restricted to a risk-free bond, and international lending contracts are not legally enforceable. At any time, a country may choose to repudiate its foreign debt subject to financial exclusion and an output cost. The output cost captures margins other than financial exclusion through which defaulting countries can be punished. When calibrated to match the evolution of the cross-sectional dispersion in net foreign asset positions, the model produces a relatively stable dispersion in investment rates. The reason is because the incentives to invest are related to the productivity, not to the borrowing and lending opportunities. Although the opportunities to borrow and lend internationally have increased, the incentives to invest have not changed much, thereby generating a large cross-sectional dispersion in NFA positions with a relatively stable dispersion in investment rates. The third essay investigates empirically whether the risk of trade diversion faced by countries excluded from preferential trade areas (PTA) is determinant in their decision to seek a preferential trade agreement. Using the trade complementarity index, I derive a measure of the potential of trade diversion and estimate a probit model of the formation of PTAs between 1961 and 2005. The results show that country-pairs facing a larger potential of trade diversion are more likely to form a PTA in the future.

Juvenile offenders and pre-trial diversion officers' experiences and challenges of the pre-trial diversion programme : a case study of Chitungwiza, Zimbabwe

The purpose of this study was to contextually describe and explore the experiences and challenges of the juvenile offenders and pre-trial diversion officers (PTD) involved in the pre-trial diversion programme (PTD) in the Chitungwiza community. In this study, the qualitative research methodology was applied. Research designs used were explorative, descriptive and contextual of nature. Furthermore, the multi-case studies design within the qualitative approach applied. The non-probability purposive and snow-balling sampling methods were used to select the sample from juvenile offenders and PTD officers who have been involved in the PTD programme. Qualitative data was collected using semi-structured interviews with an open-ended interview guide. The eight steps of Tesch (Creswell, 2009:186) were employed to analyse the data. To demostrate the trustworthiness of the research findings, the researcher used Guba`s model (Krefting, 1991:214-222). The findings of the study established that most children commit criminal offences due to socio-economic reasons and that the pre-trial diversion programme is largely effective in the rehabilitation of juvenile offenders. Recommendations were made for the PTD programme to activate socio-economic interventions and improve resources allocation in order to enhance service delivery. / Social Work / M.A. (Social Work)

Parents' participation in the implementation of diversion programmes : suggestions for probation practice

Throughout the world, the need to protect children’s rights has proliferated through international conventions and national laws, therefore, parents add immense value as participants in diversion programmes. The dearth of research studies on parents as participants in diversion programmes is documented internationally and in South Africa. This is an exploratory-descriptive- contextual and phenomenological study that is steeped in qualitative research approach. The study was guided by Risk-Need Responsivity Model for offender assessment and rehabilitation (Bonta & Wormith, 2010). Data collection was done through semi-structured, face-to-face interviews. Snow-ball and purposive sampling were used. Prior to actual data collection, pilot testing was conducted to determine the validity and reliability of the data collection tool. Data was analysed through thematic content in accordance with Creswell’s (2014:196) six steps of data analysis and verified according to Lincoln and Guba’s model of 1994 and Yin’s 2018 model. In order to ensure adherence to ethical prescripts, the following were applied throughout the study; informed consent, confidentiality, anonymity, beneficence, management of information and debriefing. The key finding is that parents are not involved in the diversion prorammes. This study will close literature gap whilst it recommends development of policy guidelines for parental involvement in diversion. / Social Work / M.A.(Social Work)

On the Impact of Bariatric Surgery on Glucose Homeostasis

Obesity has grown to epidemic proportions, and in lack of efficient life-style and medical treatments, the bariatric surgeries are performed in rising numbers. The most common surgery is the Gastric Bypass (GBP) surgery, with the Biliopancreatic diversion with duodenal switch (DS) as an option for the most extreme cases with a BMI>50 kg/m2. In paper I 20 GBP-patients were examined during the first post-operative year regarding the natriuretic peptide, NT-ProBNP, which is secreted from the cardiac ventricles. Levels of NT-ProBNP quickly increased during the first post-surgery week, and later established itself on a higher level than pre-surgery. In paper II we report of 5 patient-cases after GBP-surgery with severe problems with postprandial hypoglycaemia that were successfully treated with GLP-1-analogs. The effect of treatment could be observed both symptomatically and in some cases using continuous glucose measuring systems (CGMS). In paper III three groups of subjects; 15 post-GBP patients, 15 post-DS, and 15 obese controls were examined for three days using CGMS during everyday life. The post-GBP group had high glucose variability as measured by MAGE and CONGA, whereas the post-DS group had low variability. Both post-operative groups exhibited significant time in hypoglycaemia, about 40 and 80 minutes per day <3.3mmol/l and 20 and 40 minutes < 2.8mmol/l, respectively, longer time for DS-group. Remarkably, only about 20% of these hypoglycaemic episodes were accompanied with symptoms. In Paper IV the hypoglycaemia counter regulatory system was investigated; 12 patients were examined before and after GBP-surgery with a stepped hypoglycaemic hyperinsulinemic clamp. The results show a downregulation of symptoms, counter regulatory hormones (glucagon, cortisol, epinephrine, norepinephrine, growth hormone), incretin hormones (GLP-1 and GIP), and sympathetic nervous response. In conclusion patients post bariatric surgery exhibit a downregulated counter regulatory response to hypoglycaemia, accompanied by frequent asymptomatic hypoglycaemic episodes in everyday life. Patients suffering from severe hypoglycaemic episodes can often be treated successfully with GLP-1-analogues.

Professionalising criminology in South Africa

This study explores and describes the professional role of the Criminologist in South Africa. National and international research and personal practice are used to demonstrate the role of the South African Criminologist. A qualitative research design supports the exploratory nature of this study. The areas of focus are veracity assessing, criminogenesis, assessment of juveniles, assisting victims of crime through debriefing and compiling victim impact statements and compiling pre-sentence reports. Each of these areas rely on the expert knowledge of the Criminologist and is accompanied by real life case study which is preceded by theoretical explanations and research findings. Prison overcrowding in the South African correctional services: a penological perspective

Incarceration of offenders has been relied upon as the dominant sentence option through the years to address the objectives of punishment. Research has shown that the above-mentioned approach does not match the current lifestyle anymore. Correctional centres (prisons) not only in South Africa, but across the board are faced with the same challenge. This is of course not a problem of the Department of Correctional Services alone, but that of the entire justice system. It is therefore obligatory for Justice to join hands with society in accordance with the White Paper on Corrections in South Africa (2005:63-68). Playing a major role in all above-mentioned bodies is Parliament, without which the whole justice system would not exist, let alone functioning. The victims of crime would most probably not condone any soft approach towards treating offenders, worse with alleviating overpopulation by releasing inmates from correctional centres. It is the researcher's submission that the effects of overpopulation coupled with inmate's human rights, as entrenched in the Constitution becomes the major driving force to address overcrowding in our correctional centres. / Penelogy / (M.A. (Penelogy))

This diploma thesis addresses issues of the institute of settlement in. The institute of settlement is one of the diversions in criminal proceedings. Diversions (divergences) in criminal proceedings are construed as special types of criminal proceedings, alternative to standard hearing of a case in main trial, within which the criminal case can be settled. The institute of settlement was incorporated into the Czech Criminal Procedure Code by the amendment n. 152/1995 Sb., that became effective on 1st September 1995. The essence of the institute of settlement is a conclusion of an agreement between the accused person and the damaged person. Such agreement is then approved and the criminal prosecution against the accused person is therefore terminated. It is thus achieved the settlement and elimination of the confrontation which was caused as a result of the committed crime between the accused person and the damaged person concerned. O presente trabalho consiste num estudo analítico sobre a prescrição tributária com a finalidade de, didaticamente, buscar identificar um subsistema jurídico próprio, dotado de normas e valores próprios, que permita o estudo destacado do tema dentro do sistema do direito positivo, a partir de uma análise lógico-sintática da expressão prescrição tal qual referido na alínea b do inciso III do art. 146 da Constituição Federal de 1988 (CF/88)2, que outorga competência ao legislador complementar para fixar normas gerais sobre a prescrição tributária, para construir uma significação possível para tal expressão, identificando sua acepção de base3, não se admitindo que se diga que o seu conteúdo seja vazio, a fim de que se possa identificar o regime jurídico aplicável à prescrição tributária, com a completa compreensão dos limites da competência do legislador complementar e ordinário nesse âmbito, de modo que se possa perceber a existência de uma tríplice4 perspectiva pragmática do uso dessa expressão no discurso do direito positivo, no qual por vezes é tomado como norma prescricional, ou como fato prescricional (hipotético), ou ainda como relação jurídica prescricional, o que já foi anteriormente investigado por outros autores, mas não sob o rótulo aqui sugerido, apesar de pouco explorada, daí porque merecendo melhor atenção, compreensão e aplicação na solução de casos da pragmática jurídica, para, ao final, identificar os eventuais acertos e/ou vacilos da jurisprudência do Superior Tribunal de Justiça (STJ) e do Supremo Tribunal Federal (STF) no julgamento dos casos e problemas aqui apresentados. / The present paper consists of an analytical study on tax statute of limitations with the aim of identifying, didactically, a special legal subsystem, endowed with its own normative values and rules, allowing the aforementioned study within the system of positive law, from a logical syntactic analysis of the phrase Statute of Limitations pursuant to as mentioned in Article 146, III, b, of the 1988 Brazilian Federal Constitution5, which grants to the supplementary law competence concerning establishing general rules with regard to the tax limitation, to constitute a possible meaning to such a phrase, identifying its basic acceptation6, not considering to say that its content is hollow, in order to identify the legal regime applicable to tax limitation, with the comprehensive understanding of the supplementary and ordinary laws competence limits herein, in order to realize the existence of a triple7 pragmatic perspective of using such phrase in the utterance of the positive law, in which is sometimes taken as statute of limitations, or statute of limitations fact (hypothetical), or even as Legal Relationship of Limitations, which has previously been investigated by other authors, but not under the approach suggested hereto, though little investigated, hence why deserves better attention, understanding and application in solving cases of Legal pragmatism, to, in the end, identify any adjustments and/or wanderings of the jurisprudence of the Superior Court of Justice (STJ) and the Federal Supreme Court (STF) in judging cases and claims presented herein.
