In der Version 2.0 des Simulationskopplungsstandards FMI (Functional Mockup Interface) wird die Möglichkeit zur Speicherung und Wiederherstellung einer Simulationseinheit/FMU (Functional Mockup Unit) definiert. Dieses ist eine elementare Voraussetzung für iterierende Co-Simulations-Masteralgorithmen, wie z.B. Gauss-Seidel oder Newton-Iteration. Für die gekoppelte Simulation von solchen Simulationseinheiten ist ein Co-Simulations-Master erforderlich. Das Simulationsmasterprogramm MASTERSIM ist ein solcher Co-Simulations-Master und enthält zahlreiche Algorithmen und eine effiziente Verwaltung von Simulationseinheiten unter Verwendung dieser neuen Schnittstellenfunktionen. Pour en finir avec la dépolitisation : le développement international et son discours face aux pratiques locales du pouvoir

Diagnostic des forces et des faiblesses, traitements, bilans, perspectives et prédictions, les institutions financières internationales conditionnent les prêts octroyés aux États financés à une série d’ajustements et de mesures auxquelles leurs économies devraient être soumises. Leurs documentations en matière de développement économique prennent un ton qui n’est pas sans rappeler les écrits religieux. Naturalisé, simplifié et dépolitisé, le discours de ces institutions se veut une sorte de catéchisme de l’orthodoxie économique, des commandements (censés représenter la culmination du savoir économique et le consensus de ses savants) dont la stricte obéissance mènerait vers la terre promise du développement et de la prospérité et dont le rejet représenterait une hérésie démagogique. Les auteurs critiques des politiques de développement de ces bailleurs de fonds arguent que les États receveurs de l’aide financière sont en train de perdre le contrôle sur leurs économies et que leurs populations, en plus du coût social auquel elles sont soumises, voient le pouvoir décisionnel leur échapper pour devenir l’apanage d’une élite d’experts. Grâce à la place hégémonique du savoir économique dont ils se prévalent, ils occuperaient un poids de plus en plus prépondérant dans le processus de prise de décisions politiques. Conçu et prescrit via l’angle de l’expertise, le développement serait réduit à ces éléments techniques et contribuerait ainsi à la dépolitisation du politique et à asseoir le pouvoir des bailleurs de fonds, détenteurs du monopole de l’expertise du développement, sur les politiques économiques de l’État financé. Toutefois, les disparités régionales en matière d’applications des politiques néolibérales des institutions financières et les difficultés éprouvées par l’élite économique dans certains pays à imposer leur savoir comme savoir hégémonique et à s’installer dans les rouages clés de la prise de décision politique nous poussent à considérer l’importance des dynamiques locales du pouvoir. Mais encore, ils nous contraignent à rejeter toute velléité de comprendre l’économie de l’État financé via uniquement le prisme d’une domination d’institutions toutes puissantes qui imposeraient un savoir-faire hégémonique à des États soumis et sans recours. Dans cette thèse, nous défendrons l’idée que si le développement est bel et bien une manifestation de rapports de pouvoir, il faudrait plutôt chercher à le comprendre via les pratiques qui le composent. Ce que nous proposons c’est une lecture de l’entreprise du développement via ses contraintes bureaucratiques, via les différentes stratégies de contournement des exigences des institutions financières et les mécanismes de leur interprétation, mais également à travers les différentes luttes internes qui définissent le polity et les limites du pouvoir de l’État. Cette approche, nous l’espérons, permettrait de mieux saisir les dynamiques qui sous-tendent les politiques économiques de l’État financé, de mieux dégager le rôle des institutions financières et de situer la place de l’idéologie néolibérale dans le processus décisionnel.

De nos jours, la validation des unités de contrôle électronique ECU se fonde généralement sur la simulationHardware-In-the-Loop où les systèmes physiques qui manquent sont modélisés à l’aide deséquations différentielles hybrides. La complexité croissante de ce type de modèles rend le compromisentre le temps de calcul et la précision de la simulation difficile à satisfaire. Cette thèse étudie et proposedes méthodes d’analyse et d’expérimentation destinées à la co-simulation temps-réel ferme de modèlesdynamiques hybrides. Elle vise notamment à définir des solutions afin d’exploiter plus efficacement leparallélisme fourni par les architectures multi-coeurs en utilisant de nouvelles méthodes et paradigmesde l’allocation des ressources. La première phase de la thèse a étudié la possibilité d’utiliser des méthodesd’intégration numérique permettant d’adapter l’ordre comme la taille du pas de temps ainsi quede détecter les événements et ceci dans le contexte de la co-simulation modulaire avec des contraintestemps-réel faiblement dures. De plus, l’ordre d’exécution des différents modèles a été étudié afin dedémontrer l’influence du respect des dépendances de données entre les modèles couplés sur les résultatsde la simulation. Nous avons proposé pour cet objectif, une nouvelle méthode de co-simulationqui permet le parallélisme complet entre les modèles impliquant une accélération supra-linéaire sanspour autant ajouter des erreurs liées à l’ordre d’exécution. Enfin, les erreurs de retard causées par lataille de pas de communication entre les modèles ont été améliorées grâce à une nouvelle méthoded’extrapolation par contexte des signaux d’entrée. Toutes les approches proposées visent de manièreconstructive à améliorer la vitesse de simulation afin de respecter les contraintes temps-réel, tout engardant la qualité et la précision des résultats de simulation sous contrôle. Ces méthodes ont été validéespar plusieurs essais et expériences sur un modèle de moteur à combustion interne et intégrées àun prototype du logiciel xMOD. / Nowadays the validation of Electronic Control Units ECUs generally relies on Hardware-in-The-Loopsimulation where the lacking physical systems are modeled using hybrid differential equations. Theincreasing complexity of this kind of models makes the trade-off between time efficiency and the simulationaccuracy hard to satisfy. This thesis investigates and proposes some analytical and experimentalmethods towards weakly-hard real-time co-simulation of hybrid dynamical models. It seeks in particularto define solutions in order to exploit more efficiently the parallelism provided by multi-core architecturesusing new methods and paradigms of resource allocation. The first phase of the thesis studied the possibilityof using step-size and order control numerical integration methods with events detection in thecontext of real-time modular co-simulation when the time constraints are considered weakly-hard. Moreover,the execution order of the different models was studied to show the influence of keeping or not thedata dependencies between coupled models on the simulation results. We proposed for this aim a newmethod of co-simulation that allows the full parallelism between models implying supra-linear speed-upswithout adding errors related to their execution order. Finally, the delay errors due to the communicationstep-size between the models were improved thanks to a proposed context-based inputs extrapolation.All proposed approaches target constructively to enhance the simulation speed for the compliance toreal-time constraints while keeping the quality and accuracy of simulation results under control and theyare validated through several test and experiments on an internal combustion engine model and integratedto a prototype version of the xMOD software.

To this end, the Brazilian foreign policy, faced with new dilemmas at the end of World War II, was rearticulated in his paper, integration and performance inInternational Economics and Financial Macroeconomics during the formation ofthe Bretton Woods institutions. Roads were built for the relationship between Brazil and the international financial institutions in the postwar period. In this sense, the Bank of Brazil, the person had new facilities for technical visits for the exchange of international financial transactions. And a special department was created in the Secretary of State for Foreign Affairs, the Department of Financial Policy of the Ministry of Foreign Affairs (DPF-MRE), aimed at advising the Executive and the Finance Ministry. Peremptorily, the DPF producedstrategic lines of action in multilateral environment, in response to ongoing financial globalization. The job monitor that records produced by the DPF, awareof the relationship between the Brazilian authorities in the IMF in financial strife in the second half of the twentieth century. Com o aprofundamento da integração europeia e seus desdobramentos institucionais, é possível perceber o surgimento de um novo ator no cenário internacional, que engloba 27 Estados e vem ganhando força impactando nas negociações internacionais. Através de dois estudos de caso, a pesquisa demonstra a actorness da União Europeia e o seu comportamento em duas Organizações Internacionais, o Fundo Monetário Internacional e a Organização Mundial do Comércio. / The present dissertation seeks to analyse the European Union behaviour as a unitary actor in the International Organizations. As the European integration deepens, along with its institutional unfolding, it`s possible to perceive that a new actor has come to light in the international scenario, enclosing 27 countries and that has been strengthen up to the point to impact in international negotiations. Through two case studies, this research presents the European Union actorness and its behaviour in two International Organizations, the International Monetary Fund and the World Trade Organization.

O presente trabalho visa a analisar esta mudança do discurso do Fundo Monetário Internacional (FMI). Esta mudança aconteceu em função da grave crise financeira internacional somada à emergência do movimento altermundialista no cenário internacional, em especial o aparecimento da ATTAC (Associação pela Taxação das Transações Financeiras em Apoio aos Cidadãos e Cidadãs). Para tanto, vamos utilizar como ferramenta teórico-metodológica a análise crítica do discurso, que é um método que parte do pressuposto de que “poder” e “discurso” são palavras que se alternam, ou seja, que o discurso é a cristalização do poder, e que, portanto, é uma ferramenta para analisar como os discursos moldam o poder na sociedade, como este poder é desconfigurado, reconfigurado e desafiado pelo discurso e por sua mudança. Faremos isso a partir da análise dos informes anuais do Fundo Monetário Internacional, nos quais se torna evidente esta mudança, em confronto com o discurso da plataforma internacional da ATTAC, que aponta para a emergência de uma contestação política ao que foi pregado pelas organizações multilaterais hegemônicas como o único modelo possível para a economia internacional. / At the dawn of the XXI century, the IMF, which for two decades was preaching what would become known as “neoliberalism”, change his discourse by introducing new elements in its composition, creating what became known as the “post-neoliberalism”. This study aims to analyze the change of the speech of the International Monetary Fund (IMF). This change happened in the light of serious international financial crisis combined with the emergence of the movement alterglobalization on the international scene, especially the emergence of ATTAC (Association for Taxation of Financial Transactions in Aid of Citizens). Thus, the critical discourse analysis will be used as theoretical and methodological tool, a method that the assumption that “power” and “discourse” are words that alternate, or that the discourse is the crystallization of power, and therefore is a tool to examine how the discourses shape power in society, as this power is unconfigured, reconfigured and challenged by discourse and by its change. We will do this from the analysis of Annual Reports of the International Monetary Fund, in which this change is evident in the discourse of confrontation with the International Platform of ATTAC, which points to the emergence of a political challenge to what was preached by multilateral organizations such as the single hegemonic model possible for the international economy.
