A hipótese que investigamos é a de que as transferências incondicionais aumentam a variabilidade das políticas públicas adotas, enquanto as transferências condicionais diminuem a variabilidade das políticas, já as transferências semi-condicionais afetam as políticas públicas de modo intermediário entre esses extremos. Com base nestes argumentos desenvolvemos estratégicas empíricas baseadas em métodos de regressão em painel, com uso de variáveis instrumentais e de designs descontínuos de regressão. / The study aims to measure the effects of intergovernmental transfers on public policies aimed at primary education. The hypothesis we investigate is that unconditional transfers increase the variability of the public policies, while conditional transfers reduce the variability of policies, since the semi-conditional transfers affecting public policy intermediate way between these extremes. Based on these arguments we develop strategic empirical methods based on panel regression, using instrumental variables and regression discontinuous designs.

Este choque positivo e exógeno de receitas criou uma situação interessante, ao permitir avaliar empiricamente as preferências de gastos dos políticos locais entre (i) provisão de bens públicos e (ii) práticas de patronagem (verificadas a partir dos gastos com o funcionalismo público). Os resultados alcançados em nosso estudo permitem afirmar com rigor econométrico que os prefeitos alocaram recursos de CFEM em despesas com pessoal, outras despesas correntes, despesas com saúde e saneamento e despesas com gestão ambiental. Esta evidência de que os prefeitos destinaram parte dos recursos da CFEM para aumentar gastos com pessoal contraria a Lei 7.990/1989 – a qual discorre sobre as possibilidades de aplicação das receitas de CFEM. Desse modo, os resultados encontrados reforçam as conclusões de estudos anteriores, os quais apontam que os municípios gastam mal as receitas oriundas de transferências incondicionais, sinalizando falhas no modelo de descentralização fiscal brasileiro. / Over the decade of 2000, the commodity prices super-cycle increased considerably the grants of mineral royalties (CFEM) to Brazilian commodity producers municipalities. This positive and exogenous revenue shock has created an interesting situation, by allowing to evaluate empirically the local political preferences for spending between (i) public goods provision and (ii) practices of patronage (enlarge the public sector, by hiring more employees and increasing wages). The results obtained show that mayors allocate CFEM revenues to public service payroll, other current expenses, health and sanitation expenses and on environmental management expenses. This finding that the mayors spent CFEM resources to increase public service expenses violates Law 7990/1989 – which limits the possibilities of CFEM recipes application. Thus, the results reinforce the findings of previous studies, which indicate that the municipalities spend the revenues of unconditional grants in inappropriate ways, suggesting problems in the Brazilian fiscal decentralisation model.

A motivação desta pesquisa advém da expectativa de que a LRF possa ter contribuído para alavancar o volume de recursos aplicados no elemento de despesa Investimentos e nas diversas funções de governo, com destaque para Educação e Saúde, objeto deste estudo, haja vista a limitação que a referida Lei trouxe para os gastos com pessoal e para o controle do endividamento dos municípios brasileiros. Os resultados obtidos com esta pesquisa revelam que, no âmbito dos 2.644 municípios pesquisados, de todos os portes e de todas as regiões do Brasil, os impactos da LRF não provocaram uma homogeneidade de comportamento no tocante ao crescimento ou decrescimento orçamentário, ou seja, após o advento da LRF, houve municípios em que as aplicações de recursos públicos no elemento de despesa Investimentos e nas funções de governo Educação e Saúde aumentaram significativamente; em outros, aumentaram moderada ou timidamente e ainda em outros, diminuíram significativa, moderada ou timidamente, não demonstrando, portanto, um padrão uniforme de realização das aludidas rubricas orçamentárias. Naturalmente, pode-se depreender desse fato a questão da heterogeneidade das finanças dos municípios brasileiros, dentre os quais alguns se apresentavam bem equilibrados e outros muito endividados antes do advento da referida Lei; nos primeiros, os impactos da LRF foram positivos no sentido de aumentar os Investimentos e os gastos em Educação e Saúde; nos últimos, os novos gestores, temendo a responsividade de seus atos, pisaram no freio, diminuindo Investimentos e freando também gastos com Educação e Saúde no intuito de equilibrar as contas públicas. / The impacts of the Brazilian Fiscal Accountability Law (FAL) are analyzed with regard to variables´ increase or decrease in the public accounts of Brazilian municipalities, particularly on the expenditure item INVESTMENTS and on government administration in EDUCATION and HEALTH, between 2001 and 2005 (after FAL) compared to the 1996-2000 period (prior to FAL). Current research was foregrounded on the expectation that FAL may have contributed to leverage resources applied in the expenditure item and on several governmental functions, with special reference to Education and Health, the aim of current investigation. This is due to the fact that FAL has restricted expenditure on personnel and limited the debt capacity of Brazilian municipalities. Results reveal that, within the context of 2,644 big or small municipalities under analysis throughout the country, FAL´s impacts failed to cause a behavioral homogeneity with regard to budget growth or decrease. In other words, after the promulgation of FAL, several municipalities significantly increased their public Investments on Education and Health administration functions; others increased moderately or timidly their expenditures; others still, significantly, moderately or timidly decreased their expenditures. There was no uniform pattern for the achievement of the above budget items. The above data reveal the heterogeneity of the municipalities´ accounts, or rather, some had a healthy equilibrium, while others were in great debts prior to FAL. Whereas FAL´s impact on the former municipalities were positive due to increase in Investments and in expenditure on Education and Health, in the later, the new administrations feared the impacts of accountability of their activities, stepped on the brakes, decreased Investments and expenditure in Education and Health to maintain an equilibrium in public accounts.

O propósito deste estudo é identificar e analisar o papel dos fóruns federativos de negociação presentes no SUS, bem como a influência da tradição de associativismo territorial presente no Estado do Paraná, na configuração do padrão de relações intergovernamentais existente na implementação do SAMU no Estado do Paraná. Foi realizado o estudo de dois casos de implementação do atendimento pré hospitalar móvel (SAMU 192) no Estado do Paraná, Cascavel e Maringá, em três etapas investigativas: a) bibliográfica; b) documental; e c) pesquisa de campo. Como resultado pode-se afirmar que as instituições de pactuação do Sistema Único de Saúde (SUS) propiciaram amplas negociações entre os entes federativos (federal, estadual e municipal) configurando um padrão de relações intergovernamentais de autoridade coordenada, bem como o consorciamento intermunicipal permite a participação de municípios menores e mais pobres na barganha. / This research is devoted to the discussion about federation forums in the SUS and territorial associations (intermunicipal public consortia) in intergovernmental relations in the implementation of public policies. The thesis is based on the literature on federalism, intergovernmental relations, decentralization and federative coordination to build a theoretical reference that analyzes the intergovernmental relations in the implementation of emergency public policy with federative coordination, in particular in the relationship between the subnational state, Paraná and the municipalities, considering the federative forums such as the Bipartisan Commission of the SUS - CIB and the intermunicipal consortium (territorial associativism). The purpose of this study is to identify and analyze the role of federative forums of negotiation in SUS, as well as the influence of the tradition of territorial associativism present in the State of Paraná, in the configuration of the pattern of intergovernmental relations existing in the implementation of SAMU in the State of Paraná. The study of two cases of implementation of prehospital mobile care (SAMU 192) in the State of Paraná, Cascavel and Maringá, was carried out in three research stages: a) bibliographical; B) documentary; and c) field research. As a result, it can be stated that the Unified Health System (SUS) pacts provided wide negotiations between federal, state and municipal entities, setting up a pattern of intergovernmental relations of coordinated authority, as well as intermunicipal consortium Participation of smaller and poorer municipalities in the negotiation.

The first article talks to the literature on federalism from the perspective of vertical power relations, with a view to understanding the relations between various levels of power. Although there is already a large body of literature on the theme, the theoretical gap of the first article consists of power rearrangements (centralization and decentralization), considering all players and not just this relation between central government and subnational governments. The second article is a reflection on horizontal power relations at the state level, with the following guiding question: “What are the causal conditions that lead some states to have increased political power before their peers?” To do this, two empirical cases of great representativeness were selected: Brazil and the United States of America (USA), analyzed since their independence having the path dependence literature as a basis, considering only causal conditions at the macro level. The third article is also inserted in the horizontal power relations, nevertheless, its analysis field consists in the Brazilian municipalities. The latter have great contemporary relevance, due to their key role in the execution of public policies. / Esta tese segue o modelo de três artigos, tendo como plano de fundo as relações de poder dentro das federações. O primeiro artigo dialoga com a literatura acerca do federalismo pela ótica das relações verticais de poder, com vistas a compreender as relações entre diferentes níveis de poder. Embora já exista ampla literatura relativa ao tema, a lacuna teórica do primeiro artigo consiste nos rearranjos de poder (centralização e descentralização), considerando todos os atores e não apenas essa relação entre governo central e governos subnacionais. O segundo artigo constitui uma reflexão sobre as relações horizontais de poder no plano estadual, com a seguinte questão norteadora: “Quais são as condições causais que levam alguns estados a ter um aumento de poder político perante seus pares?”. Para tanto, foram selecionados dois casos empíricos de grande representatividade: Brasil e Estados Unidos da América (EUA), analisados desde sua independência com base na literatura de rota dependência, considerando apenas condições causais no nível macro. O terceiro artigo também está inserido nas relações horizontais de poder, no entanto, seu campo de análise consiste nos municípios brasileiros. Estes apresentam grande relevância contemporânea, devido ao seu papel fundamental na execução de políticas públicas.

Furthermore, few researches have addressed the problem of intergovernamental coordination, either in a general plan or in specific governmental areas. The present Thesis intends to analyze the evolution of the federative coordination process, from the re-democratization to the present days, by examining four cases of National State Setorial Councils. The main hypothesis of this work is that two factors have established this process: First, is the general scenario of the Federation, marked by two critical junctures in the period – the re-democratization and the Plano Real. Second, and more important, is related to the origin, construction and the shape of the national policy for each sector. Therefore, the (1) level of institutionalization of intergovernmental articulation; (2) consensus among the actors; and (3) effectiveness of intergovernmental coordination instruments would lead to different results in the following areas: Tributary System, Health, Education and Public Administration. To understand this federative dynamic, this study has focused on the reasons of the expansion of the National Council of State Secretaries, choosing four cases that represents the most important sectors in the public area: the National Council of Tributary System, (CONFAZ); the National Council of State Health Secretaries; the National Council of State Education Secretaries (CONSED) and the National Council of State Administration Secretaries (CONSAD). The main concern of these entities is to integrate the States and the Federal District to discuss common issues, define strategies for coordinated actions and to influence the Federal policies. Considering the emergence of those councils in a conflicting environment of interstate relationship and the lack of coordination between them and the Federal Government, the objective of this research is to rescue the genesis and evolution of these councils aiming to answer the following main question: which factors have driven to this horizontal articulation and what are the results in terms of coordination among the constituent units? In a general view, we conclude that National Policies influence the interstate cooperation, as well as the whole process of Federal coordination. / Os estudos sobre o federalismo brasileiro ainda não incorporaram significativamente as implicações das relações interestaduais para as políticas públicas. Além disso, poucas pesquisas têm tratado do problema da coordenação intergovernamental, tanto no plano mais geral como em áreas governamentais específicas. A presente Tese pretende, a partir do estudo de quatro Conselhos Estaduais de políticas públicas, analisar a evolução dos processos de coordenação federativa desde a redemocratização até os dias de hoje. A hipótese principal do trabalho é que dois fatores determinam este processo. O primeiro é o cenário mais geral da Federação, norteado por duas conjunturas críticas durante o período – redemocratização e Plano Real. O segundo, e mais importante, diz respeito à origem, construção e formato das políticas nacionais em cada setor, de modo que o grau de institucionalização da articulação intergovernamental (1), o consenso entre os atores (2) e a efetividade dos instrumentos de coordenação intergovernamental (3) levariam a resultados distintos nas áreas Tributária, de Saúde, na Educação e na Administração Pública. Diante do surgimento desses Conselhos em um ambiente inicialmente competitivo entre os estados e de confronto e pouca coordenação com a União, o objetivo desta pesquisa é resgatar a gênese e a evolução desses colegiados tendo como pano de fundo a seguinte questão: quais fatores levaram à articulação horizontal e quais seus resultados em termos de coordenação entre os entes? Em linhas gerais, conclui-se que as políticas nacionais influenciam a cooperação interestadual, bem como todo o processo coordenador na Federação.

Leadership style in Swiss evangelical churches in the light of their historically shaped leadership culture

This thesis is a socio-historical study which shows the correlation between the historically developed leadership culture of democracy and the leadership practice within the evangelical churches of Switzerland. After clarifying the theological understanding in the mutual relationship of leadership and culture, first the historical development of the Swiss leadership culture is described. This development is rooted in the cultural heritage of the Celts, the Romans and the Alemannen, as well as in the history of the Swiss-Confederation and the history of Christianity. In the light of this historically founded leadership culture, the study deals further with the present leadership situation of the evangelical churches. Central fundamental values of the Swiss-leadership-culture prove to be: No power to the individual, democratic right of co-determination, federalist freedom and the importance of achievement and work. The role of the Organisation of African Unity as an international governmental organisation in regional co-operation and stability: 1963-2000

The purpose of this study is to analyse the role of the Organisation of African Unity (OAU) as an international governmental organisation in regional co-operation and stability from 1963 until 2000. It is also aims to evaluate the OAU's success or failure as the initiator of African unity and the driver of regional co-operation and stability in Africa within political, economic and social spheres. As background, the motivation for the study is discussed and the problem is stated. From this, research questions are formulated, and objectives identified. Three hypotheses are formed, which the study aimed to prove. The range of core theoretical foundations, concepts, characteristics, theories, approaches and classifications are examined in detail as foundations for an understanding and evaluation of the role of the OAU. Regional organisations as a phenomenon are also studied in-depth with reference to their nature, meaning and historical origins. Inter-state relations in the international community are theoretically explored, as well as the position and potential of regionalism within international public administration. Concepts, characteristics, types and functions of regional organisations and the role of co-operation, sovereignty and supra-nationalism in regional co-operation are covered. Following this, a study is made of the historical origins, nature and character of Pan-Africanism and the evolution of the OAU. Based on the structural-functional approach, the nature and essential characteristics of the organisation are analysed, with reference to its structures, and the tasks of the Secretary-General and its various commissions. In addition, the former relationship between the OAU and the UN is also highlighted. The role of the OAU is evaluated as a regional organisation involved in the establishment of regional co-operation in Africa in the political, economic, cultural and social spheres. The study concludes with an evaluative synthesis of its findings, proposals and conclusions. The OAU is found to have been successful in certain regards, but in others, it failed to attain its primary purpose: to forge unity on the continent and to create co-operation among states. The interim Constitution and the 1996 South African Constitution are products of a compromise between various political parties, mainly those that advocated for a unitary system, for example the African National Congress (ANC) and the Pan Africanist Congress (PAC) were the leading proponents , anti the parties that advocated for a federal constitution, the significant ones being the Inkatha Freedom Party (lFP), the National Party (NP) and the Democratic Party (DP). The interim Constitution and the 1996 South African Constitution contain both unitary and substantial federal characteristics. Separation of powers and federalism in African constitutionalism : the South African case

This short dissertation deals with separation of powers and federalism in African constitutionalism through the South African case. It investigates the extent to which the new South Africa complies with these two principles. The separation of powers in the new South Africa gives rise to a sui generis parliamentary regime, which is borrowing both from the Westminster model and the presidential one. On the other hand, the principle of federalism has been taken into consideration seriously, but South Africa has not become a fully-fledged federation. The result is a well-matched marriage between semi-parliamentarism and quasifederalism, which is the South African contribution to constitutionalism and democracy required by the African Renaissance. The dissertation comes to the conclusion that all in all the new South Africa complies with the two constitutional principles under consideration.
