The target of this research is to reveal causal factors that influence the way policy goals and instruments of international organizations in the domain of human trafficking are designed. By tracking evolutions of anti-trafficking policies undergone by the Council of Europe and the Organization for Security and Cooperation in Europe, the thesis demonstrates impact of specific factors on changes in the functioning of international organizations. To unravel mechanism explaining the internal workings of a policy formation within an IO, the thesis considers and tests theoretical assumptions of three rivalling theories on institutions; the realism, historical institutionalism and neoliberal institutionalism. Premises of respective theories, which offer contrasting perspectives on the functioning of international organizations, will help to formulate corresponding independent variables. The dependant variable being the changing design of institutions, the detailed cross-case analysis spanning a period of one decade uncovers causal relations between independent dependent variables. Thus, by means of time series data collection, patterns revealing which of independent variables can be designed as responsible for observed changes becomes visible. The submitted thesis focuses on the cooperation of the state and non-governmental non-profit organizations in fighting labour exploitation in the Czech Republic. It is one of the most frequent forms of the human trafficking in the CR. The thesis is based on several theories and concepts, such as the actor - network theory, the institutional theory, the Four "C" theory, the NNO theory or the dignified work concept. The thesis analyses the concept of the policy on labour exploitation in the Czech Republic with a focus on the cooperation of main actors from state and non-profit sectors in fighting labour exploitation and proposes how to improve this cooperation. The thesis defines different relevant terms as well as the term "labour exploitation". It also presents statistical data concerning this phenomenon. An analysis of policy documents on a transnational and national level is used to analyse the policy concept. This diploma thesis examined human trafficking in Latin America focusing on child trafficking in chosen countries and showed the importance of prevention. One major key point is to develop more strategies helping youngsters avoid being trapped in human trafficking. Major role is played by parents and teachers who are in daily contact with young people and can help them to develop their critical thinking. Method used in our research include case study approach, more precisely instrumental case study. Using this method, we try to illustrate the phenomena occurring in selected Latin American countries, namely the problem of child soldiers in Colombia, the criadazgo system in Paraguay, Brazil Baby Affair and the problem of illegal adoptions in Brazil, and last but not least, the issue of child sexual exploitation in Venezuela. Since these countries have different experiences and also their will to deal with the issue is distinct, it is not possible to compare their approaches to the problem. Therefore, based on our observations, we have created common factors that may contribute to increasing human trafficking in the region, as well as focusing on the characteristics of society that lead to the primary use of children and women as the main victims of this criminal activity. Prostitution and human trafficking for sexual purposes is by the government seen as a problem in the society that needs to be defeated. Since the year 1999, purchasing sexual services has been illegal in Sweden, and since the year 2002 there is also a law concerning human trafficking. Despite legislation and many other efforts, prostitution and human trafficking for sexual purposes is still widespread in Sweden. Through a case study, this paper investigates how work against prostitution and human trafficking for sexual purposes is governed and performed on a national level in Sweden, as well as on a regional and local level in Jönköping. This has been investigated through collection and analysis of documents created by organizations that influence the police and social services work in this area. Beyond this, three interviews with professionals in the police and social services have been conducted. The result has then been analysed on the basis of institutional theory which illustrates that an organization's quest for stability can stand in the way of achieving change. The results of the thesis show that there is a clear adherence with governing directives at the national level, but that the adherence is lacking at the regional and local levels. This can be explained on the basis that work against prostitution and human trafficking has not previously been a priority issue at the governing level, which has led to the work being neglected at regional and local level. / Prostitution och människohandel för sexuella ändamål ses av regeringen som ett samhällsproblem som måste bekämpas. Sedan år 1999 har köp av sexuella tjänster varit olagliga i Sverige och sedan år 2002 finns även en människohandelslagstiftning. Trots lagstiftning och flertalet övriga insatser finns idag prostitution och människohandel för sexuella ändamål utbredd i Sverige. Genom en fallstudie undersöks hur arbete mot prostitution och människohandel för sexuella ändamål styrs och utförs nationellt i Sverige samt regionalt och lokalt i Jönköping. Detta har undersökts genom insamling och analys av dokument skapade av organisationer som påverkar polisen och socialtjänstens arbete rörande området i Jönköpings kommun. Utöver detta har även tre intervjuer med yrkesverksamma inom polis och socialtjänst genomförts. Resultatet har sedan analyserats utifrån institutionell teori vilken belyser att en organisations strävan efter stabilitet kan stå i vägen för att uppnå en förändring. Uppsatsens resultat visar att det finns en tydlig efterföljsamhet av styrande direktiv på nationell nivå men att efterföljsamheten brister på regional och lokal nivå. Detta kan förklaras utifrån att arbete mot prostitution och människohandel tidigare inte varit en prioriterad fråga på styrande nivå vilket lett till att arbetet på regional och lokal nivå blivit eftersatt.

La tratta degli esseri umani a scopo di sfruttamento lavorativo (tratta lavorativa, labour trafficking) in Europa è un grave crimine contro le persone, che viola i diritti umani. La ricerca esistente si concentra principalmente sulle vittime, mentre lo studio degli autori di reato e sul modo in cui sfruttano le vulnerabilità del sistema è meno sviluppato. Questo è dovuto in parte alla mancanza di dati robusti, ma anche a un approccio della ricerca criminologica tradizionalmente rigido e settoriale. Al contrario, lo studio della tratta lavorativa richiede concetti flessibili, che riconoscano le radici profonde di questo fenomeno nell’intero sistema socioeconomico, più che il semplice prodotto della volontà degli autori dei reati. Partendo dalle indicazioni della letteratura, questa ricerca si concentra sul settore agricolo italiano, non ancora esaminato da un punto di vista criminologico. L’obiettivo è la comprensione dei meccanismi attraverso i quali la tratta lavorativa nasce e si sviluppa. La scelta del contesto dello studio è dovuta alle caratteristiche peculiari dell’Italia, che rendono la tratta lavorativa in agricoltura centrale per il dibattito nazionale. Inoltre, l'Italia condivide alcune caratteristiche con altri paesi europei, e dunque alcune lezioni apprese da questo caso possono essere discusse alla luce del dibattito internazionale. In primo luogo, un’analisi a livello macro esamina come i fattori strutturali associati nella letteratura internazionale alla tratta lavorativa si concretizzano nel contesto italiano. I risultati mostrano che il sistema stesso sembra creare un terreno fertile per lo sviluppo e il mantenimento della tratta lavorativa: la vulnerabilità dei lavoratori migranti è insita nell'attuale quadro normativo dell’immigrazione; la filiera agroalimentare impone ai produttori la riduzione del costo della forza lavoro; e l'attuale sistema legale basato sulla repressione delle condotte criminose inquadrate come eventi eccezionali è insufficiente. In secondo luogo, un’analisi a livello meso descrive le caratteristiche generali delle reti della tratta lavorativa in Italia. Quattro casi studio selezionati con un metodo razionale e sistematico sono poi approfonditi per identificare le principali caratteristiche, modalità e organizzazione relazionale dei reati, e i metodi con cui viene sviluppata e mantenuta la condizione di sfruttamento delle vittime. I risultati mostrano che nei quattro casi studio le reti si sviluppano e si adattano alle opportunità offerte dal sistema legale. I risultati e gli insegnamenti tratti dal caso italiano sono infine discussi alla luce del dibattito internazionale sulla tratta lavorativa. / Labour trafficking in Europe is a serious crime against persons, violating their fundamental human rights. Existing research primarily focuses on the victims, while data on offenders and the manner in which they exploit vulnerabilities is less developed. Recent trends in criminological literature are highlighting how the past lack of research is related to the lack of robust data, but also to traditional rigid approaches with exception to few extreme cases. On the contrary, they call for more flexible concepts recognising that labour trafficking is not only the product of offenders’ will, but has deep roots embedded in the socioeconomic system. Elaborating on these indications, this research focuses on the Italian agriculture sector, which has not yet been examined in literature from a criminological perspective, with the aim to understand the mechanisms through which labour trafficking originates and develops. This choice has been made because the characteristics particular to Italy make labour trafficking in agriculture central to the debate within the country; and because Italy shares some characteristics with other European countries, so some lessons learnt from this case can be discussed in light of the international debate on labour trafficking. First, a macro-analysis examines how the structural factors associated in the international literature with labour trafficking take shape in the Italian context. The results show that the system itself seems to create a fertile ground for labour trafficking to develop and maintain: migrant workers’ vulnerability is inherent in the current migration regulatory framework; the agrifood supply chain makes it necessary for producers to lower the cost of workforce; and the current legal system based on the repression of abusive conducts seen as exceptional events proves ineffective. Second, a meso-analysis at organisation/network level describes the general characteristics of labour trafficking networks in Italy, and then zooms in four case studies selected through a rational systematic method to identify the main features, modalities, and relational organisation of the crime commission, and how the exploitative condition of the victims is developed and maintained. The results show that in the four case studies the trafficking networks develop and adapt to the opportunities offered by the legal system. The results are finally discussed in light of the international debate on labour trafficking, and the lessons learned from the case of Italy.

Brexit: A step back in Britain’s fight against human trafficking? : A comparative content analysis of the Modern Slavery Act 2015 and the EU Directive 2011/36

Human trafficking has become an international issue of significant importance; it is the largest and most profitable organised crime after drugs and arms trafficking. Particular concern has recently been raised due to the Brexit potential ramifications on Human trafficking. There is a risk that the EU directive 2011/36 will be repealed as a result of Brexit. Accordingly, it has been questioned whether the UK national efforts and legislation concerning human trafficking are comprehensive and sufficient enough without the strengthening support of the EU and especially the EU directive 2011/36. Thus, this thesis aimed to determine the impact Brexit will have on human trafficking in the UK by investigating if there will be "gaps" in the UK national legislation on human trafficking.  A comparative content analysis was conducted to analyse the UK national legislation on human trafficking, The Modern Slavery Act 2015 (MSA 2015). The Modern Slavery Act was compared with the EU directive 2011/36 to determine how the legislation differed. The method and analysis were conducted on both a latent and manifest level which means it both described the definitions and analysed how the definitions could be interpreted, hence how it affects reality. Based on what has commonly been argued the main reasons behind human trafficking in Europe, the content analysis focused on the definitions of human trafficking, prostitution and protection of migrant victims. Prostitution and migrations are frequently claimed to be the main reasons behind human trafficking in Europe.  Due to the risk of the EU directive 2011/36 being repealed, the result of the thesis exhibits the need for the UK to update their national legislation. The MSA 2015 needs to become coherent with international agreements and strengthen the protection of victims of human trafficking. Due to the gendered nature of human trafficking, this research addressed human trafficking from a feminist perspective by applying the "dominance theory" and the "sameness theory". The feminist theories helped analyse and investigate the issue of human trafficking and the potential ramifications of Brexit. Applying the ideas illustrated the patriarchal structures surrounding human trafficking and within the MSA 2015.

White savior projects: An examination of the Antitrafficking Social Movement

For this dissertation, I conduct an ethnography of three antitrafficking programs; interview 38 activists and survivors of trafficking; and analyze organizational texts, websites, and social media. I examine the history of the antitrafficking movement. Among the three organizations, activists provide housing; food, clothing, and hygiene items; medical services; mental health services and counseling; mentorship; education for survivors; a 24-hour hotline; outreach; case management and referrals; training for law enforcement; a drop-in center; and education and awareness events. I examine activists’ diagnostic, prognostic, and motivational framing of sex trafficking, and other framing tactics, such as frame alignment, frame diffusion, frame resonance, and cycles of protest. Activists within the three organizations connect sex trafficking to the Atlantic Slave Trade, referring to human trafficking as “modern-day slavery.” Activists also frame trafficking as happening in “our own backyards;” happening primarily to girls and women; and conflate sex work and sex trafficking. Activists believe that sex trafficking is caused by childhood sexual abuse, pornography and pornography addiction, and systems of oppression. I find that evangelical Christianity influences the organizations through services for survivors, training for staff and the public, the recruitment of staff and volunteers at church, and the practice of Christianity in front of and with survivors. I also find that evangelical activists employ language and strategies that cast them as white saviors seeking to ‘rescue’ survivors. There are several factors that have contributed to the success of the antitrafficking movement, such as increased political opportunities, resource mobilization, effective leadership, strategic use of grievances, and cultural context. Activists face several challenges in their work, namely lack of funding and resources, like housing. For the future, activists would like to see increased punishment of clients and traffickers; reductions in pornography and pornography addiction; increased education and awareness about trafficking; installation of survivors in leadership; and increased funding. I conclude by recommending that sex work and sex trafficking be distinguished in research, legislation, policies, and practice; rehabilitation of traffickers and clients; and make systematic changes to lessen the factors which contribute to trafficking.

Title: The men we don’t see, and the women we can’t hear: A qualitative interview study about prostitution and human trafficking in hotel environment. This qualitative interview study aims to put a light on hotel staff’s experiences of how prostitution and human trafficking exist within their workplaces. We examine this on the basis of the Swedish policy ‘Hotellkurage’ as a crime prevention method in the hotel environment in Northern Sweden. The policy is built on the idea of civil courage and aims to include both hotel staff and hotel guests. Thematic analysis was used to collect data and code it to themes describing similarities, differences and patterns in the data. The theoretical framework for this thesis is based on the routine activity theory, the bystander effect, the emotional labor theory, and the halo effect within stereotypes. By interviewing six informants with different work positions we discovered that it seems to be hard for the hotel staff to intervene based on their gut feeling in situations involving violence. We also found that there is an underlying expectation on hotel staff to have knowledge about handling situations of prostitution and/or human trafficking, and cope with their personal emotions through out emotional labor. The role conflict of being service-minded and intervene in situations involving prostitution or human trafficking are severe. The organizational conditions, response from the management and the cooperation with local police seem to be crucial in order to use methods based on civil courage in hotel staff’s working environment. Hotel staff should be more educated and encouraged to act upon their gut feeling in situations involving prostitution and human trafficking. Finally, the study finds that stereotypes of perpetrators in prostitution and human trafficking usually don’t add up to the stereotypical view of a perpetrator due to their often common apperance. Also, the victims of prostitution and human trafficking are viewed in a stereotypical way, which leads to a higher risk of other vulnerable social groups not to be discovered in the hotel environment.
