Abstract Authors:Stefan Harrå and Magnus Björk Advisor: Markku Penttinen Title: Accounting Consequences of the change in pension accounting Background to problem: When the revised IAS 19 comes into force January 1, 2013, it means that two of the three accounting principles for defined benefit pension plans are disappearing, including the corridor method. The corridor method has made it possible for companies to defer its actuarial gains and losses. Now that the corridor approach abolished then the unrecognized actuarial gains and losses immediately be covered by equity, which involves very large amounts of some companies. Why the amounts have grown so big is much because of the discount rate. The discount rate is a controversial parameter, and there is disagreement on how it should be fixed. Purpose: The purpose of this thesis is to examine the accounting implications this will have for the company applied the corridor method, and if there is some parameters in the actuarial assumption that is more important than others. Methodology: The thesis has mainly been based on a qualitative research through qualitative interviews with a small sample that is affected by this change. There are quantitative elements to a greater depth by examining the annual reports, discount and deferred pension liabilities of the various companies. The approach is exploratory as it is a qualitative study and there was little knowledge of the subject before the work of it started. Therefore, a study of literature, regulations and previous research before the empirical study. This made it possible to gain a broader understanding of the subject and to shape relevant and essential interview questions. Conclusions: The conclusion shows that the largest accounting consequences for the companies in the study in conjunction with the change is that the unrecognized actuarial gains and losses will now be covered by equity and that the expected return on plan assets is based on the discount rate. The study also shows that it is the discount rate which is considered the most important parameter that the companies are looking at in the actuarial assumption. The conclusion also provides a shared sense of the true and fair picture of the companies after the revised IAS 19. Suggestions for further research: That after 2013 to study how the actual result of this rule change did this compare to the expected. Look at the problem of determining the discount rate. How will the IASB look at it if more and more begin to deviate from the standard? 2001年國際貨幣基金 (IMF) 為使各國政府財政資訊能更完整的表達其全貌、提高營運績效、加強財政責任、提高財政透明度,進而詳實評估政府活動對總體經濟影響程度,並使各國間與學術研究機構有一致性的比較基礎,捨棄1986年版現金基礎的政府財政統計手冊,重新公布改採權責發生基礎記錄經濟事項的政府財政統計手冊。 我國政府會計除基金別之外,又有機關別;會計基礎之採用除現金基礎,又有修正現金基礎、修正應計基礎及契約責任制等,致政府所編製財務報表,非專業人士難以瞭解其報導內容,大大降低財務報表的有用性。八0年代以後,歐美先進國家財政改革過程中,改採以應計基礎編製政府財務報導,藉由成本會計管理觀念的導入,提高政府財政效率及效能,並有效加強資產及負債的管理績效,故本研究以應計基礎試編我國93年度中央政府的合併資產負債表,以呈現政府目前的財政狀況。 本研究將93年度中央政府 (1)普通基金公務機關決算、(2)非營業特種基金決算、(3)國營事業決算、(4)已結束營業尚未清理完畢之前省營或國營事業清理期間決算等四大部分,將未依商業會計應計基礎所編製的平衡表,經調整、補列各項資產及負債項目及沖轉內部交易等事項後,試編93年度中央政府合併資產負債表,其淨值為7,529.85億元。 / In 2001 the International Monetary Fund (IMF) dedicated for the various countries' government finance information more integral to display the complete visions of government finance, to enhance the operation efficiency, to reinforce the fiscal accountability, and to uplift the fiscal transparency, furthermore to evaluate the effects of government activities on the overall economy, and to enable the various countries and the academic research institutes to have the coherence comparison benchmark, abandoned the cash basis of the Government Finance Statistics Manual of 1986, and renounced to adopt the economic transaction record of the Government Finance Statistics Manual 2001 on an accrual basis. In Taiwan government accounting has been classified by institutions as well as by funds. All kinds of government accounting basis adopted in Taiwan are as follows: the cash basis, the modified cash basis, the revision accrual basis and the contract responsibility system. Therefore the financial report forms and contents published by the government, could not been understood by the public, except the professional. Therefore the usability of the financial report forms is greatly reduced. After 1980s, during the fiscal reform in European and American advanced countries, adaptation of accrual basis to establish government finance report form, by introducing the concepts of cost accounting, enhances the government finance efficiency and effectiveness greatly, and strengthens the performances of asset and liability management. Therefore this research employs accrual basis trying to establish a consolidated balance sheet of 2004 fiscal year for central government in Taiwan, and to show the fiscal stance of this country. This research tries to combine the fiscal year 2004 final accounts of central authorities, including (1) the agency unit general fund’s final accounts, (2) non-profit special fund’s final accounts, (3) state-owned enterprises final accounts, and (4) not yet sorted out but finished business of the province-owned or the state-owned enterprises liquidated period of final accounts, which are all not arranged according to commercial accounting basis. After finishing adjustments and additional arrangements for some items of assets and liabilities and off-setting the amounts of internal transactions, fiscal year 2004 central government consolidated balance sheet’s net worth is 752.98 billion NT Dollars.

The changes implemented in the Reform of Social Security, have contributed significantly to reducing the accumulated pension liability over the years, mainly in the states, state capitals and other established before the promulgation of the 1988 Constitution.The states chosen for analysis showed mistakes, however there are promising results for the financial and actuarial balance of RPPS. Using models similar to those implemented in South America for public and private sector are presented in Brazil unsuitable for public servants. We need to continue to improve our knowledge seeking new alternatives that ensure the sustainability and viability of the system, without compromising the ability of investment of federal entities. / O desequilíbrio das contas públicas, notadamente em relação à previdência do servidor público no Brasil, tem levado a buscas constantes de soluções para garantir o custeio do modelo em desenvolvimento. As mudanças estabelecidas nas Reformas da Previdência têm contribuído de forma significativa para diminuir o passivo previdenciário acumulado ao longo dos anos, principalmente nos estados, municípios das capitais e dos demais constituídos antes da promulgação da Carta Magna de 1988. Os estados escolhidos para análise demonstraram desacertos, todavia apresentam resultados promissores para o equilíbrio financeiro e atuarial dos RPPS. A utilização de modelos parecidos aos implementados na América do Sul, para o setor público e privado, apresentam-se inadequados no Brasil para os servidores públicos. Accounting for employee share options : a critical analysis

The main goal of this dissertation was to obtain an understanding as to the true economic nature of employee share options and the problems surrounding the accounting thereof. The main conclusion of this study is that employee share options should be expensed in the income statement as and when the employee's services are performed. The reason is that employee share options are valuable financial instruments which the employer has used to compensate the employee for his services. It was also concluded that exercise date accounting and classification of outstanding employee share options as liabilities on the balance sheet is the most appropriate accounting treatment. Such accounting treatment trues up the accounting of employee share options with that of cash-settled share appreciation rights, which are economically equivalent transactions. The measurement of employee share options should be based on their fair value using an option-pricing model adapted for the specific features of employee share options. / Accounting / Thesis (M. Com. This thesis deals with International Financial Reporting Standards for Small and Medium-sized Entities (IFRS for SMEs). The objective of this thesis is analyzing the status of IFRS for SMEs within the legislative context in the Czech republic. The thesis is divided into theoretical and practical part. The theoretical part contains basic information on international accounting harmonization and its development, theoretical bases of IFRS for SME, defines the conditions for recognition, measurement and reporting of assets, liabilities, income and expenses. The next chapter of the theoretical part contains composition of financial statements. The practical part is divided into three chapters. The first chapter contains a comparison of items with the Czech accounting legislation. In the next chapter, the balance sheet of a particular enterprise is converted to the statement of financial position. The last chapter of the practical part of the thesis is devoted to the questionnaire survey. The objective of this survey was to determine, whether companies are informed of the reporting within the IFRS for SME.

A importância dos fatores ambientais na reutilização de imóveis industriais em São Paulo. / Considering soil quality in industrial sites redevelopment in São Paulo.

O presente trabalho aborda uma questão ainda relativamente nova, mas de urgente reflexão: a reutilização de imóveis industriais, considerados hoje, áreas potencialmente contaminadas (AP) por atividades não industriais. Objetiva documentar a postura mais freqüentemente utilizada no Brasil quando da reocupação da implantação de novos usos em imóveis industriais desativados, adotando-se como parâmetro o município de São Paulo. Busca averiguar se, em algum momento deste processo, há qualquer consideração sobre a possibilidade da existência de passivo ambiental, dada a natureza industrial da atividade anteriormente desenvolvida no imóvel. Parte da hipótese que os agentes envolvidos nesse processo de mudança de uso (incorporadoras, construtoras, etc) ignoram ou desconsideram a possível existência de contaminação no imóvel. A metodologia consistiu na seleção dos imóveis, a partir de uma base cartográfica (4 cartas – escala 1: 25.000 da EMPLASA) que registrava o uso do solo em 1980. Posterior visita ao campo e registro do uso atual destes imóveis. Os que apresentaram um novo uso não industrial foram analisados e se dentro dos parâmetros desejados, sujeitos a uma entrevista. O resultado das entrevistas comprovou a hipótese inicial. Conclui-se que, a reincorporação destes imóveis ao tecido urbano dá-se sem qualquer preocupação quanto à existência de uma possível contaminação do solo, dos aqüíferos ou das instalações se reaproveitadas. Mesmo se, durante a construção do novo empreendimento, tenham sido observados indícios de uma provável contaminação. Não há qualquer interesse na investigação da qualidade do solo e água, além do usual, para execução das fundações. Do ponto de vista dos agentes envolvidos, somente a exigência de um órgão público justificaria tal atitude. / This research refers to a very new problem, which needs urgent reflection and response: the new land uses in industrial areas, considered potentially contaminated. The research intends to define which is the more common attitude in Brazil for redevelopment of decommissioning industrial plants areas, focused on São Paulo city. It aims to examine the process of redevelopment projects, in order to discover if there is any consideration about the environment quality during the land uses changes. It takes as hypothesis that the agent involved in land uses changes process ignore completely the existence of contaminated sites. The methodology was grounded and developed by using charts (4 charts- scale 1:25.000 –.EMPLASA), which indicated the industrial plants in 1980. Later visit on land to verify their current uses. The agents involved in the installation of new non-industrial establishments were interviewed about the process. In summary, one can say that the reintegration of these decommissioning industrial areas is done without any kind of deeply concerns about the contaminated sites, or the impact of the past industrial activities on the groundwater quality, or in the abandoned installations. There isn’t any further interest in order to investigate the possibility of environmental liabilities and consequent risks and hazards.

The lack of defined contractual maturity makes the risk management a difficult task. This study analyzes the implied maturity of savings deposits through a replicating portfolio model. As a result, it’s presented structures for allocating cash flows to manage market and liquidity risk of savings deposits. / Os depósitos sem vencimento formam grande parte da base de captação das instituições financeiras. Esses passivos, depósitos à vista ou de poupança, embora permitam que seus titulares saquem a qualquer momento o montante integral de suas aplicações, permanecem nas instituições financeiras por longos períodos de tempo. A falta de maturidade contratual definida torna o gerenciamento de riscos desses produtos uma difícil tarefa. Este estudo busca analisar as maturidades implícitas dos depósitos de poupança através de um modelo de carteira replicante. Como resultado, são apresentadas estruturas para alocação de fluxos de caixa para gestão de risco de mercado e liquidez dos depósitos de poupança.

L'intérêt protégé en droit de la responsabilité civile / Protected interests in French tort law

A l’heure où la réforme du droit des obligations semble imminente, l'expansion de la responsabilité civile et l'identification des dangers qui lui sont attachés s'affiche comme un sujet récurrent en doctrine. La crainte d'un enrayement de notre système invite alors à réfléchir aux moyens propres à circonscrire l'étendue du droit de la réparation. L'intérêt protégé est parfois envisagé au titre de ces outils de rationalisation. Issu des droits étrangers, il suscite cependant autant d'enthousiasme que de méfiance en droit français. Les réticences s'estompent lorsqu'on observe que l'intérêt protégé pourrait constituer un instrument utile à la redéfinition des conditions de la responsabilité civile que sont la faute et le préjudice. Actuellement fuyantes, ces conditions ne permettent qu'un filtrage imparfait' des demandes en réparation. La précision de leur signification, par référence à la notion d'intérêt protégé, réhabiliterait la dimension sélective de telles exigences. L'attrait de l'intérêt protégé pourrait également se révéler au stade de l'analyse du mode de structuration de la responsabilité civile. Aujourd'hui organisé autour de la summa divisio des responsabilités contractuelle et délictuelle, notre droit laisse progressivement place à la mise en œuvre d'une protection différenciée des intérêts. Assumée, repensée, cette hiérarchisation des intérêts pourrait porter une rude concurrence à la distinction traditionnelle des ordres contractuel et délictuel, jusqu'à, peut-être, la faire disparaître. / The concept of "protected interests", which is well-known in many legal systems such as German or English law, is still widely ignored in French tort law. However, a recent concern has emerged in France, relating to the increasing scope of tortious liability. This is why it appears necessary to pay special attention to the tools which could help to reduce this scope of protection. Firstly, the concept of "protected interests" could be used as a way to clarify the definition of the conditions of liability, especially damage and fault. As French courts have sometimes suggested, the definition of damage could be specified by considering that it consists in the lesion of a protected interest, that is legitimate, personal and serious. The definition of fault could also be improved so as to include the concept of protected interests, through the implementation, in our legal system, of "la théorie de la relativité aquilienne" (scope of the rule theory). Thus, these two requirements could become a mean to "keep the floodgates shut". Secondly, the concept of protected interests could be used to reorganize the system of tort law. Indeed, it seems highly desirable to recognize the existence of a hierarchy between the various categories of protected interests, which is, for now, quite rudimentary. Should such a model be adopted, it could then challenge the summa divisio between tortious and contractual liabilities, on which the whole system currently rests.
