The succession of a contaminated floodplain: reclaiming the West BottomsKing, Jessica January 1900 (has links)
Master of Landscape Architecture or Regional and Community Planning / Department of Landscape Architecture/Regional and Community Planning / Timothy Keane / Kansas City is expecting a 25% growth in population by 2050. This design proposal promotes West Bottoms as a potential area to house some of the new population, and more importantly supply a live and work community for these people. West Bottoms is also home to major industry in Kansas City as well as an up and coming art culture. West Bottoms has great potential for a community that allows the existing and new population to be a part of a live-work-play community with the vacancies in the area. The projected population growth is expected to promote sprawl, further increasing the average driving
time to the city. West Bottoms currently has few connections to the downtown and offers few reasons to come to the area. These connections are mainly major bridges or highways. Another issue West Bottoms faces is flooding problems from OK Creek and Turkey Creek, which lead into the Kansas and Missouri Rivers. Finally, post and present industrial soil contamination threatens the groundwater. When mixed with flooding concerns, this contamination is potentially harmful for the health of downstream cities.
Drawing inspiration from travels, Kansas City charm, plants, art, and water storage, case studies were researched. Themes from each case study were quantified. These themes paired with inventory and analysis of the West Bottoms provided the basis for the design proposed here. The successional design of the area will progress from a contaminated landscape to a landscape that holds floodwater. The final design holds all of the stormwater from the 100 year 1, 2, 3, 6, 12, and 24 hour rain events. The final design incorporates areas of learning, a variety of paths and seating, a live-work-play community, clean and creative industry, and an art culture that sustains the excitement for the timeline of succession. Overtime this landscape will evolve into a new destination for Kansas City using an integrated solution remediating the soil and holding flood waters as an amenity for the new population.

Restorative urban design: toward a design method for mitigating human impacts on the natural environment through urban re/developmentToros, Tulu January 1900 (has links)

Skabelund / The Restorative Urban Design (RUD) calls for a new urban design and planning approach targeting environmentally responsible re/development of urbanized areas through ecologically responsive impact mitigations. If implemented in a systematic manner, such re/developments can help move urban areas toward the successful restoration of the natural environment of which they are an inseparable part.
The RUD model advocates more rigorous assessment and mitigation of urban impacts by carefully evaluating the environmental performance of urban re/developments within five primary dimensions: Atmosphere (emissions, pollutants, ozone depletion); Hydrosphere (stormwater, domestic water, wastewater); Lithosphere (land use, land cover, food and wastes); Ecology (habitat resilience, biodiversity, population and resources); and Energy (renewability, reduction and efficiency, transportation). The model relies on a scenario-comparison process in order to evaluate and optimize the performance of urban re/development projections through four critical scenarios, which are respectively: 1) Natural Baseline (NBASE); 2) Historic Progression (HPROG); 3) Trajectory Forecast (TFORE); and 4) Restorative Projection (RPROJ).
The RUD Case Study illustrates how the principles and strategies of Restorative Urban Design can be applied specifically to a typical (densely developed) urban area, namely River North District in Chicago Metropolitan Area. The case study focuses exclusively on mitigation of a single critical human impact on the natural environment: Anthropogenic CO₂ Emissions. The case study focuses on the design assumptions by which the restorative urban re/development scenarios might exceed beyond the full mitigation of emissions into the global remediation by 2040. The restorative projections illustrate that only a certain portion of emissions can be effectively mitigated onsite (5 to 55%), and that the remainder of projected emissions (45 to 95%) need to be mitigated offsite in order to achieve the necessary sequestration and storage.
The restorative research suggests that the mitigation of major human impacts on the natural environment – not only CO₂ emissions but also other major impacts – are likely to require significant urban transformations. Moving beyond the strategies of preservation and/or conservation, the restorative approach asserts that comprehensive environmental restoration is achievable if urban impacts are adequately estimated and then entirely mitigated onsite as well as offsite through a systematic process of urban re/development.

The writer firstly explains how the above categories of land were created in terms of the 1913 and 1936 land laws and how the administration and control of the first two categories was

An investigation into the contribution of housing developments to wetland degradation within the city of Harare, ZimbabweMutisi, Luke 03 July 2015 (has links)
Wetlands are fragile ecosystems that deliver a wide range of environmental and ecosystem services that contribute to human well-being. This fragility has seen a number of wetlands succumb to degradations and loss arising from different causes. The positive contribution of wetlands to various ecosystems and the increasing rate of their degradation and loss has been a cause for concern to different stakeholders for a long time. One of the landmark indications of this concern is the constitution of the Ramsar Convention that was held in Iran in 1971 with the objective of addressing concerns regarding to wetland degradation and loss. Among the competing land uses resulting in wetlands loss and degradation could be listed urban agriculture, industrial development and housing.
The research sought to assess the extent of wetland degradation with respect to housing
developments in Harare, Zimbabwe. The dilemma as to why and how wetlands were being degraded was an issue of concern. The research sought to determine whether abatement or mitigation measures were in place to address the challenges Associated with wetlands loss and degradation. The subsequent growth of developments, their associated activities and possible intervention measures had to be thoroughly assessed.
The administration of questionnaires and conducting of interviews was done to solicit data from the respondents. Collected data was analyzed through the Statistical Package for Social Scientists. Further to this, Google satellite imagery was used in the mapping of the Belvedere North and Epworth suburbs. Disturbed and undisturbed portions of the wetlands were analyzed by Geographical Information System software. Direct observation of the wetland area was used to examine existing natural features. To determine extent of pollution, water samples were collected in the wetlands and submitted to the laboratory for analysis. Analysis of selected chemical and physical parameters was carried out in the laboratory using selected methods.
The research made two important and broad findings. First, both the Belvedere North and Epworth wetlands have been severely degraded by anthropogenic activities with housing developments and urban agriculture as the major contributors of this degradation. The development of residential properties in the wetlands is a result of a high demand for residential space in Harare. Whereas housing developments in Belvedere are formal and planned, developments in Epworth were informal and haphazard. With no formal planning, the Epworth wetlands have been severely impacted by water and sand extraction as well as contamination of underground water by pit-latrines that are common in these informal settlements. Second, the research also found that wetland degradation was closely associated with the lack of clear
wetland policies both at national and local levels. The laboratory results showed that the water in Epworth was more polluted than the water in Belvedere. The measure of pollutants in Epworth was higher due to the activities being carried out as compared to Belvedere. Measures of Dissolved Oxygen, Total Dissolved Substances and conductivity increased from October to March in Epworth. Of note is the measure of Dissolved Oxygen that increased between October and March with a mean of 7.9 and 2.5 respectively. Total nitrogen and total phosphate also increased significantly in midstream and downstream sections. In essence, averages of 0.01 in October and 0.04 in March were recorded respectively for total nitrogen. The study concludes that an integrated land use approach has the potential of minimizing wetland loss and
degradation. This is possible through the formulation and implementation of a comprehensive policy involving all relevant stakeholders. This will ensure a coherent decision making process. In as much as integrated land use planning and policy formulation are potential approaches to wetland sustainability, the drive to implement policy by policy makers concerning wetlands has to be explored. As ignorance concerning the ecological importance of wetlands exists in some cases, it is critical to consider wetland benefits above other competing developments such as housing and urban agriculture. This can be achieved through merging interrelated disciplines with the idea of integrating wetland information. For instance, deriving engineering solutions
could promote development yet preserving wetlands. It is also suggested that environmental impact assessments, as planning tools should be carried out simultaneously with the town planning aspect. Certains territoires caractérisés par une concentration et une intensification de l’agriculture se trouvent aujourd’hui devant des défis environnementaux et sociaux, notamment en ce qui a trait à la qualité des cadres de vie. À cet effet, une panoplie de mesures agroenvironnementales et de cohabitation (lois, programmes, etc.) sont aujourd’hui à la disposition des professionnels de l’aménagement au Québec. Cette recherche s’interroge sur le potentiel de ces outils à réintroduire le caractère multifonctionnel des territoires, c'est-àdire
à assurer la prise en compte simultanée de plusieurs fonctions. Pour ce faire, la mise en oeuvre hypothétique de scénarios d’aménagement multifonctionnel issus d’une recherche antérieure est utilisée comme test. La première étape identifie et analyse les outils favorisant la multifonctionnalité des territoires agricoles et formule des hypothèses quant aux blocages qui pourraient limiter la mise en oeuvre des scénarios multifonctionnels. La deuxième étape teste ces hypothèses en faisant intervenir des groupes de discussion rassemblant divers professionnels de l’aménagement à l’échelle supra locale (municipalité régionale de comté). Les résultats témoignent du potentiel des projets d’aménagement conçus à l’échelle du territoire, notamment ceux visant des regroupements de producteurs. Toutefois, l’étude montre que les blocages ne tiennent pas seulement aux caractéristiques des outils en place, mais aussi à la réticence des professionnels à prendre en compte la notion de cadre de vie
en zone d’intensification agricole. Quant à l’utilité pour le monde de la pratique de scénarios d’aménagement multifonctionnel issus d’une recherche universitaire, elle s’en trouverait grandement accrue dans un contexte où les professionnels de l’aménagement participeraient à leur construction. / Territories of intensive agriculture present environmental and social concerns which
challenge their ability to provide a living space quality. To address this issue, a range of agri-environment schemes and planning measures (laws, programs, etc.) are used by planning and development professionals in Quebec. This research evaluates the potential of these tools to simultaneously address the different functions of territories, hence promoting
their multifunctional character. To this end, hypothetic implementation of multifunctional scenarios resulting from anterior research has been used as a test. The first step of the present research analysed these tools and formulated several hypotheses concerning elements impeding scenarios’ implementation. The second step compared these hypotheses to the opinions and practices of planning and development professionals who participated in focus groups at the supra-local scale (regional county municipality). Results show the potential of landscape planning projects conceived at the territory scale, particularly those projects which bring together agricultural producers. However, focus groups reveal that factors impeding the scenarios’ implementation not only include the characteristics of the tools used, but also the reticence of professionals to consider territorial functions pertaining to the quality of living space as a relevant issue of their
responsibility in industrial agriculture zones. Also, it seems that multifunctional scenarios resulting from academic research would be significantly more useful if professionals participated in their creation.

Three essays on the effectiveness of Oregon's land-use planning system : economic analysis with quasi-experimental methodsDempsey, Judith 14 May 2012 (has links)
Oregon's land use planning system is often recognized as having been successful in its goals of limiting urban sprawl and protecting resource lands from development. However, it is difficult to quantify the impact of these regulations, because we cannot observe what would have happened in the absence of land use planning. The three essays in this dissertation explore the effects of Oregon's land use planning regulations on development patterns in the state, and also examine how the land use regulations are administered at the local level.
The first essay in this dissertation asks if Oregon’s land use regulations have successfully restricted sprawl outside of urban areas. Urban containment policies, including Urban Growth Boundaries (UGBs), are a common tool used by city planners to promote compact development. We analyze how well UGBs do in containing development using fine-scale GIS data on cities in Oregon. Earlier studies on UGBs yield mixed results, with some authors finding no effects of UGBs on housing market variables and urbanization rates and others finding significant effects. A challenge in measuring these effects is that the location of the UGB is unlikely to be an exogenous determinant of a land parcel's value for development. The panel structure of our dataset allows us to estimate the UGB's effect on the probability of development using a difference-in-difference estimator. This estimator controls for time-invariant unobservable variables and common temporal effects among parcels, thereby mitigating the potential for biased estimates due to the endogeneity of the UGB's location. We also pursue a novel approach to controlling for time-varying factors inspired by regression discontinuity design. We find that UGBs are effective in containing development in many of the Oregon cities we examine, although there are some cities in which development rates are the same inside and outside of the UGB. Our results show that we would greatly overstate the effects of the UGBs were we to evaluate cross-sectional differences in development rates, as is common in previous studies.
Besides the creation of UGBs, another goal of Oregon's land use regulations is to encourage citizen involvement in the planning process. The second essay in this dissertation examines the use of voter annexation as a form of citizen involvement. More specifically, this paper addresses the following two questions. First, does voter annexation cause changes in city demographics and characteristics? Second, assuming that a city votes for amendments and annexations to the UGB and city limits, what factors impact the outcome of the vote? We analyze the first question using the method of propensity score matching, which has not previously been used to explore this topic. This allows us to account for the endogeneity that stems from the fact that cities with certain characteristics may be more likely to use voter annexation in the first place. The second question, which is only evaluated for cities that employ voter annexation, is analyzed with the use of the logit model. Oregon's land use regulations must be approved at the state level, but are administered locally. Therefore, unlike past studies, we are able to isolate specific differences in the way the program is administered, and are not evaluating the stringency of the program itself. Previous studies have found that voter-approved annexation causes developers to provide more public goods and increase the scale of development, thereby shifting community demographics. Once a land use decision is on the ballot, it is also noted that cities that are whiter, wealthier, and more liberal are more likely to pass referenda that promote preservation and restrict development. For the first question, we compare specific demographic indicators between the two groups of cities. Contrary to the results of previous studies, we find no effect of voter annexation on these indicators. Our results for the second question indicate that the characteristics of the voting process itself impact the outcome more than community characteristics, which also differs from the results of previous analyses.
The third essay in this dissertation is an extension of the first essay, and focuses on the impact of Oregon's land use regulations on the protection of land in riparian corridors and land that has been designated for exclusive farm use (EFU). Riparian corridors are protected with the use of Oregon Goal 5, which focuses on development of natural resource lands inside of UGBs, while EFU land is protected with the use of Oregon Goal 3, which focuses on protection of agricultural land at the county level. The LCT dataset that was used in the first essay is also used in this essay. EFU land by definition has no probability of development in the initial period. Land located in riparian corridors may also face different initial levels of protection than other land. We deal with this endogeneity, and also account for location inside or outside of a UGB, with the use of the difference -in-difference-in-differences estimator. This is an approach that has not been used to explore the effect of Oregon's land use regulations on these land categories. Most of the past studies that have examined the impact of land use planning on development of agricultural land in Oregon have relied on analysis of general trends and indicators, and have concluded that land use regulations have been successful in protecting this land. Previous research on riparian zone protection has focused on protection of aquatic wildlife, and for the most part has not examined the protection of riparian corridors inside of UGBs. The limited studies that have studied the effect of these regulations in UGBs have determined them to be effective in slowing, but not stopping, development in these areas. Overall, we find that Oregon's land use regulations have been successful in protecting both county level agricultural land and riparian corridors located inside of UGBs from development. It is less clear whether these regulations have protected riparian corridors located inside of UGBs from other anthropogenic uses. / Graduation date: 2012

Learning Land and Life: An Institutional Ethnography of Land Use Planning and Development in a Northern Ontario First NationGruner, Sheila 16 November 2012 (has links)
This study examines intricately related questions of consciousness and learning, textually-mediated social coordination, and human relationships within nature, anchored in the everyday life practices and concerns of a remote First Nation community in the Treaty 9 region. Through the use of Institutional Ethnography, community-based research and narrative methods, the research traces how the ruling relations of land use planning unfold within the contemporary period of neoliberal development in Northern Ontario. People’s everyday experiences and access to land in the Mushkego Inninowuk (Swampy Cree) community of Fort Albany for example, are shaped in ways that become oriented to provincial ruling relations, while people also reorient these relations on their own terms through the activities of a community research project and through historically advanced Indigenous ways of being. The study examines the coordinating effects of provincially-driven land use planning on communities and territories in Treaty 9, as people in local sites are coordinated to others elsewhere in a complex process that serves to produce the legislative process called Bill 191 or the Far North Act. Examining texts, ideology and dialectical historical materialist relations, the study is an involved inquiry into the text process itself and how it comes to be put together. The textually mediated and institutional forms of organizing social relations—effectively land relations—unfold with the involvement of people from specific sites and social locations whose work is coordinated, as it centres on environmental
protection and development in the region north of the 51st parallel. A critique of the textually mediated institutional process provides a rich site for exploring learning within the context of neoliberal capitalist relations and serves to illuminate ways in which people can better act to change the problematic relations that haunt settler-Indigenous history in the contemporary period. The work asks all people involved in the North how we can work to address historic injustices rooted in the relations and practices of accumulation and dispossession. The voices and modes of governance of Aboriginal people, obfuscated within the processes and relations of provincial planning, must be afforded the space and recognition to flourish on their own terms.
