[pt] O crescimento da internet trouxe um aumento rápido na quantidade de informações dos sites, que circulam de forma cada vez mais dinâmica. Por isso, muitas empresas estão utilizando sistemas de gerenciamento e publicação de conteúdo (CMS) para gerenciá-las. Porém, a reutilização desses sistemas em outro contexto, que não o original, pode ocasionar problemas de usabilidade, comprometendo a sua eficácia e a satisfação do usuário, problema da pesquisa. Para identificar os problemas e disponibilizar recomendações que possam facilitar a interação entre os sistemas de gerenciamento de conteúdo e seus usuários, esta pesquisa tem como objetivo específico realizar uma avaliação ergonômica no Gutenberg, sistema de gerenciamento e publicação de conteúdo, através de entrevistas e testes de usabilidade com usuários da Faperj - Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro e profissionais da Winco - empresa responsável pelo desenvolvimento do sistema. Para fazer a análise dos resultados obtidos através das técnicas de pesquisa, foram utilizados os critérios ergonômicos de Nielsen, Bastien e Scapin, comprovando a hipótese de que os ajustes necessários para a aplicação do sistema de publicação de conteúdo em outro contexto podem ocasionar problemas de usabilidade, dificultando a utilização e manutenção do site pelos usuários que utilizam o sistema As recomendações geradas por esta pesquisa, resultado das sugestões dos usuários em conjunto com o pesquisador durante o processo de avaliação do sistema, são direcionadas ao contexto analisado. Porém, podendo servir como referência para outros sistemas do mesmo segmento. / [en] The growth of the InterNet has caused larged increase in the amount of information on sites that run in a more and more dynamic way. Therefore, many companies have been using content management and publication systems (CMS) to manage it. However, the re-utilization of these systems in a context other, than the original one, may result in usability problems, compromising its efficiency and user´s satisfaction, the problem of this research. In order to identify the problems and provide recommendations that may facilitate the interaction between the content management and publication systems and its users, this research has as main objective to carry out an ergonomic evaluation of the Gutenberg system of management and publication of content, through interviews and usability tests carried out with users from Faperj - Fundação Carlos Chagas Filho de Amparo à Pesquisa do Estado do Rio de Janeiro - and professionals from Winco - company responsible for the system´s development. In order to carry out the analysis of the results gathered through research techniques, the ergonomic criteria of Nielsen, Bastien and Scapin have been used, confirming the hypothesis that the adjustments necessary for the application of the content management and publication systems in another context may cause usability problems, making it hard for the users that utilize the system to implement and maintain the site. The recommendations brought about by this research, result of the users´ suggestions together with the researcher´s over the process of evaluation of the system, are directed to the context analyzed. However, it may also be of use as a reference to for other systems of the same segment.

Kunskapshantering med wikis : En studie om användningen av wikis som kunskapshanteringssystem i ett distribuerat mjukvaruutvecklingsteam / Knowledge management using wikis : A study on the usage of wikis as knowledge management systems in a distributed software development team

To seize and make use of knowledge in organizations is important for their competitiveness, amongst other things. To do this is, however, not entirely straightforward and therefore the use of so called knowledge management systems is common. There are different kinds of systems for managing knowledge, for example systems that are known as traditional knowledge management systems. However, a number of difficulties and problems with the traditional knowledge management systems has led to the usage of other systems, for example wikis, for knowledge management. We have, in this thesis, studied the role of a wiki as a knowledge management system in a distributed software development team. We have also studied how a wiki can relate to a traditional knowledge management system. A case study was conducted and five software developers were interviewed. The study showed that the usage of wikis can be versatile and that there are both similarities and differences to traditional knowledge management systems, both regarding the use and the content. The study also showed that wikis and traditional knowledge management systems can be used combined. The conclusions of the study shows that both wikis and traditional knowledge management systems can support and facilitate the management and dispersion of knowledge in organizations. / Att kunna ta vara på kunskap som finns inom organisationer och omsätta denna är viktigt bland annat för organisationers konkurrenskraft. Att göra detta är dock inte helt enkelt och därför tar man ofta hjälp av så kallade kunskapshanteringssystem. Det finns olika typer av system för att hantera kunskap, exempelvis de som benämns som traditionella kunskapshanteringssystem. Ett antal svårigheter och problem med dessa system har lett till att man börjat använda andra system för kunskaphantering, exempelvis wikis. I denna uppsats har vi undersökt en wikis roll som kunskapshanteringssystem inom ett distribuerat mjukvaruutvecklingsteam. Vi har även undersökt hur wikis förhåller sig till traditionella kunskapshanteringssystem. För att undersöka detta genomfördes en fallstudie där fem mjukvaruutvecklare intervjuades. Studien visade att användningen av wikis kan vara mångsidig och att det finns både likheter och skillnader med traditionella kunskapshanteringssystem, både gällande användningen och dess innehåll. Det visade sig också att wikis och traditionella kunskapshanteringssystem kan användas samverkande. Slutsatserna visar att både wikis och traditionella kunskapshanteringssystem kan vara ett stöd och underlätta hanteringen och spridningen av kunskap i organisationer.

Handling materials and packaging, which is the focus of this study, requires efficient logistics, both internally and between companies. To achieve an efficient material flow, good information systems, whose role is to collect, store, process and distribute information, are required. The assumption that packagings are handled in an efficient manner is currently not a matter of course, when many companies do not prioritize the internal management of the package. The purpose of this report was to investigate how medium-sized businesses working with distribution and handling of spare parts packaging can improve their internal management of packaging. In order to answer the purpose, we have used an abductive process and a qualitative data collection. The study had Logistic Center Ljungby (LCL) at Electrolux Laundry Systems (ELS) as a case company and two other respondents, Nibe in Markaryd and Enertech in Ljungby. With these respondents, we conducted two interviews per respondent. In this study we described the concepts that are linked to the internal management of packaging according to three main areas. These three main areas are inventory planning, information systems to support and Enterprise Resource Planning. The empirical report is divided into three chapters which each respondent is treated separately. These three chapters are structured in the same manner, but with a greater emphasis on the case company. The areas of these chapters are company facts about the company, inventory planning today and the view of information systems. Through effective inventory planning with information to support, we believe that the internal management of packaging could be better. The result of this study shows that following factors should be considered, A rticle number, Classification, Reorder point, Reduce separated inventory, Call-of and BOM-terms.

An Information Systems Design Theory Proposal for Knowledge Management Systems : A Business-to-Customer System in a Swedish Textile Agency

Knowledge has become one of the most important assets for companies nowadays. Knowledge Management (KM) uses organizational knowledge as a resource to make companies more competitive. Knowledge Management Systems (KMS) are gaining popularity, however, the failure rate remains high, with many projects not achieving their goals or being shut down early. KMS are often underestimated and treated as normal systems. IS practices do not cover certain aspects specific to KMS, aspects that do not show in other IS (e.g. socio-cultural issues). There are many studies concerning the KMS failures but they just focus on the symptoms and do not provide a solution to the problem. The goal of this master’s dissertation is to generate a preventive tool that will help the KM field. With The experience gained by working in a real KMS project within a textile agency in Sweden and relevant literature, an Information Systems Design Theory (ISDT) for KMS was developed. As some authors suggest, KM needs an ISDT of it’s own. An ISDT will guide practitioners through the process by restricting practices and features of the system to a more effective set. It will also encourage the academia to work on this theory for its improvement, completion, and validation

E-business provides important opportunities of trade for businesses, and the supporting business system must handle this environment efficiently. One current trend in business systems is to move business logic, such as business processes and business rules, out from the application logic and into separate support systems. The reason to make this separation is to increase the agility of the business, to make the system able to change more rapidly when the business situation changes. This report focus on business rules enforced in business rule engines. Specific interest is on how such rule engines meet the requirements of the e-business domain. The report presents an overview of business rule engines. Five general categories of characteristics are proposed. The proposed characteristics are then used in a comparison of three business rule engines.

ESTRATÉGIAS DE AGRICULTURA DE PRECISÃO PARA DEFINIÇÃO DE PLANOS DE MANEJO INTELIGENTES / PRECISION AGRICULTURE STRATEGIES FOR DEFINITION OF INTELLIGENT MANAGEMENT PLANS

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study used precision agriculture (AP) techniques to understand the dynamics of physical, chemical and biological soil for different winter management systems after three years of cultivation, to serve as the basis of the definition and indication of Intelligent Management Plans (PMI) in an efficient and practical way. The work was conducted in the city of Frederico Westphalen, RS, were evaluated ten winter management systems - fallow (PO), wild oat (Ap), white oat (AB), ryegrass (AZ), forage turnip (NF) vetch (E), white lupine (TB) and consortiums ApNFE, ApNF and ApE - with samples collected at the intersection points of a grid of 5 x 2.5 m, totaling 100 sampling points, so that there were ten points by sampling winter management system. The study was based on the evaluation of the effects of systems on the dynamics of spatial and horizontal distribution of physical, chemical and biological indicators of soil quality, an integrated analysis by proposing a soil quality index (IQS), providing support for future directions of PMI. In addition, it assessed the efficiency of the normalized difference vegetation index (NDVI) for estimating the production of the dry matter of winter management systems in order to provide a practical tool to assist in monitoring the operation of selected systems. The tools provided by AP facilitate the understanding of the dynamics of soil quality indicators in the tested systems, serving as a valuable tool in the definition and indication of PMI, providing greater knowledge of the ecology and behavior of soil biology, being possible to determine soil quality bioindicators. Based on the results, not recommended to opt for a system based in isolated benefits (indicators), requiring the joint evaluation of the variables, which was facilitated by the proposed IQS. In general, the systems that provide soil quality were ApNFE, ApE and NF, highlighting the facilitated root growth, in addition to greater nutrient supply afforded by these systems. The use of grass monocultures causes deterioration of chemical properties, due to low C/N and C/P ratios these systems, acting as nutrients immobilizers, must be rotated or consorted with other species over the years. The PO should be avoided in practice or even extinct, based on physical and biological degradation provided by this system. The NDVI was able to determine the dry matter produced by cover crops, except systems with visible flowers or consorted. The objectives proposed by this study were considered solved, since the answers obtained in the articles proposed by the latter, in order to make the multi-plant management or PMI proposition, more grounded and specialized. / Este trabalho usou de técnicas de agricultura de precisão (AP) para compreender a dinâmica de atributos físicos, químicos e biológicos do solo em função de diferentes sistemas de culturas de inverno após três anos de cultivo dos mesmos, visando servir como base na definição e indicação de Planos de Manejos Inteligentes (PMI) de forma eficiente e prática. O trabalho foi realizado no município de Frederico Westphalen, RS, sendo avaliados dez sistemas de culturas de inverno - pousio invernal (PO), aveia preta (Ap), aveia branca (AB), azevém (AZ), nabo forrageiro (NF), ervilhaca (E), tremoço branco (TB) e consórcios de ApNFE, ApNF e ApE -, com amostras coletadas nos pontos de cruzamento de uma malha de 5 x 2,5 m, totalizando 100 pontos de amostragem, de modo que houvessem dez pontos amostrais por sistema de cultura de inverno. O estudo baseou-se na avaliação dos efeitos de destes sistemas sobre a dinâmica de distribuição espacial e horizontal dos indicadores físicos, químicos e biológicos do solo, fazendo por fim, uma análise integrada através da proposição de um índice de qualidade do solo (IQS), dando suporte com embasamento firme para futuras indicações de PMI. Além disso, foi avaliada a eficiência do índice de vegetação por diferença normalizada (NDVI) na estimativa da produção de matéria seca pelos sistemas de culturas de inverno, de modo a fornecer uma ferramenta prática que auxilie no monitoramento do funcionamento dos sistemas escolhidos. Os instrumentos proporcionados pela AP facilitaram a compreensão da dinâmica dos indicadores da qualidade do solo nos sistemas testados, servindo como ferramenta valiosa na definição e indicação de PMI, além de ter proporcionado maior conhecimento da ecologia e comportamento da biologia do solo, sendo possível determinar bioindicadores da qualidade do solo. Com base nos resultados, não recomenda-se optar por determinado sistema baseado em benefícios isolados (indicadores), sendo necessária a avaliação conjunta das variáveis, o que foi facilitado pelo IQS proposto. De forma geral, os sistemas que proporcionaram maior qualidade do solo foram ApNFE, ApE e NF, destacando o crescimento radicular facilitado, além do maior suprimento de nutrientes propiciado por estes sistemas. O uso de gramíneas monocultivadas ocasiona a deterioração dos atributos químicos, devido a baixa relação C/N e C/P destas, funcionando como imobilizadores de nutrientes, devendo ser rotacionados ou consorciados com outras espécies ao longo dos anos. O PO deve ser evitado na prática ou até mesmo extinto, com base na degradação física e biológica proporcionada por este sistema. O NDVI foi capaz de determinar a matéria seca produzida pelos sistemas de forma satisfatória, com exceções de sistemas que apresentem flores visíveis, em consórcio. Os objetivos propostos ao início deste trabalho foram considerados sanados, visto as respostas obtidas nos artigos propostos por este, visando tornar a proposição de manejo multi-plantas ou PMI, mais fundamentada e especializada.

Abstract The object of the study is the curriculum reform in basic education in the 2000's as local interpretations. The objective of the study is to create an image on how local municipal processes were formed and what kind of discourses in terms of educational policy, public administration and local level occurred. The empirical data of the study was collected in two cities, Oulu and Raahe, during 2002–2005. Part of the data was created in the processes and its so-called natural corpus whereby part of the material was acquired for the study. The analysis of the data was based on the constructionist approach, in which language is perceived as a social matter and in which the contextuality of meanings is recognized. In this case, the theoretical background of the study and earlier research on the curricula theory and practice, as well as research on the status and development of the school system form a part of qualitative hermeneutic interpretation. Characteristics of both action and ethnographic research can be seen in the study. Curricula have been used to direct the Finnish education for approximately one hundred years. The method of implementation has however changed in such a way that curriculum does not hold an established status in comprehensive schools. The unestablished status of curriculum can be seen also in this study. The concept of curriculum was defined in a number of different ways in the subjects' speech. Local processes differed from each other and experiences from previous reforms were not utilized. However, the teachers, principals and administrative personnel participating in the processes had a positive attitude towards the reform. The study will focus on how curriculum is defined in the subjects' speech concerning the school, municipality and department of education. The speech emphasises co-operation. The idea of up-to-date school and teachership could be maintained through curriculum work. Speech concerning the reform of the school emphasised the uniformity of comprehensive schools, which is linked with co-operation between different school levels, curriculum co-operation and school common to all pupils. The speech also highlighted the individuality of pupils. Speech concerning the municipality and the department of education raised the issues of multi-professionalism and regionality. Local strategic planning was raised in both processes. The example from Oulu shows that curriculum work may function as a tool for implementing the strategy of the department of education. This signifies a change in the administrative culture that has strengthened the position of local interpretation. The study also examined the subjects' speech in the perspective of educational policy discourses of the previous decade. In addition to national and local goals, international aspects can be identified. On the basis of this interpretation, operators in curriculum work were identified and named the voice of expertise and education, voice of developing local administration and voice of market economy. The voice of market economy is loud because it also affects the attitudes of the experts and developing local administration. In the background, conflicting assumptions on the society, individual and leadership can be perceived. These conflicts can be approached as alternatives in current discussion in which teaching personnel should also become more consciously involved. / Tiivistelmä Tutkimuksen kohteena on 2000-luvun opetussuunnitelmauudistus perusopetuksessa paikallisina tulkintoina. Tutkimuksen tarkoituksena on ollut luoda kuvaa siitä, millaiseksi paikalliset kuntaprosessit muodostuivat ja millaisia koulutuspoliittisia, julkishallinnollisia ja paikallisia diskursseja niissä ilmeni. Tutkimuksen empiirinen aineisto on koottu kahdessa kaupungissa, Oulussa ja Raahessa, vuosien 2002–2005 aikana. Osa aineistoa on prosesseissa syntynyttä ns. luonnollista aineistoa ja osa tutkimusta varten hankittua. Tutkimusaineiston analyysi perustuu konstruktionistiseen lähestymistapaan, jossa kieli ymmärretään yhteiskunnallisena asiana ja jossa tunnustetaan merkitysten kontekstuaalisuus. Tällöin myös tutkimuksen teoreettinen tausta, opetussuunnitelmateoriaa ja käytäntöjä tarkasteleva aiempi tutkimus sekä koulun tilaa ja kehittymistä kuvaava tutkimus, ovat osa kvalitatiivista hermeneuttista tulkintaa. Tutkimuksessa voi nähdä sekä toimintatutkimuksen että etnografisen tutkimuksen piirteitä. Opetussuunnitelmilla on pyritty ohjaamaan suomalaista koulua noin sadan vuoden ajan. Toteuttamisen tapa on kuitenkin vaihdellut niin, ettei opetussuunnitelmalla ole vakiintunutta asemaa peruskoulussa. Vakiintumattomuus näkyy myös tässä tutkimuksessa. Opetussuunnitelmakäsitys määrittyi hyvin monin eri tavoin osallistujien puheessa. Paikalliset prosessit erosivat toisistaan, eikä niissä hyödynnetty edellisten uudistusten kokemuksia. Prosesseihin osallistuneet opettajat, rehtorit ja hallinnon henkilöstö ottivat uudistuksen kuitenkin myönteisesti vastaan. Tutkimuksessa tarkastellaan millaiseksi opetussuunnitelma määrittyy osallistujien koulua, kuntaa ja opetustoimea koskevassa puheessa. Puheessa korostui yhteistyö. Opetussuunnitelmatyöllä voitiin ylläpitää ajantasaisen koulun ja opettajuuden ihannetta. Koulua koskevassa muutospuheessa korostui peruskoulun yhtenäisyys, joka liitettiin kouluasteiden yhteistyöhön ja opetussuunnitelmayhteistyöhön sekä kaikille oppilaille yhteiseen kouluun. Puhe korosti oppilaiden yksilöllisyyttä. Kuntaa ja opetustoimea koskevassa puheessa nousivat esille moniammatillisuus ja seutukunnallisuus. Paikallinen strateginen suunnittelu nousi esille molemmissa prosesseissa. Oulun esimerkki osoittaa, että opetussuunnitelmatyö voi toimia opetustoimen strategian toteuttamisen välineenä. Tämä kertoo hallintokulttuurin muutoksesta, joka on vahvistanut paikallista tulkintaa. Tutkimuksessa tarkastellaan myös osallistujien puhetta suhteessa edellisen vuosikymmenen koulutuspoliittisiin diskursseihin. Puheessa voi erottaa kansallisten ja paikallisten tavoitteiden lisäksi kansainvälisiä vaikutteita. Tämän tulkinnan kautta erottuvat opetussuunnitelmatyössä vaikuttavat toimijatahot, jotka tutkimuksessa nimetään asiantuntijuuden ja sivistyksen ääneksi, kehittyvän paikallishallinnon ääneksi sekä markkinatalouden ääneksi. Markkinatalouden ääni on kantava, sillä se vaikuttaa myös asiantuntijoiden asenteissa ja kehittyvässä paikallishallinnossa. Sen taustalla voi kuitenkin nähdä ristiriitaisia oletuksia yhteiskunnasta, yksilöstä ja johtamisesta. Näitä ristiriitoja voi lähestyä ajankohtaisen keskustelun vaihtoehtoina, jossa myös opetushenkilöstön tulisi olla entistä tietoisemmin mukana.

Turvallisuuden johtaminen esimiestyönä:tapaustutkimus pitkäkestoisen kehittämishankkeen läpiviennistä teräksen jatkojalostustehtaassa

Abstract The key purpose of this study was to understand and create a model of "safety leadership as a line supervisor's task" based on a wide range of theoretical material. At the same time, an integrated development project examined safety in a target organisation using action-analysis research methods, and this provided new knowledge about the role of the line supervisor as a safety leader. The present study is a scientific report covering the whole research project. The theoretical part of the research examined the background of a zero-accident program and sought to confirm whether it was possible to affect the actions of general management through a systematic and integrated safety program. The conclusion of this study is that the application of the concept of intangible assets is an effective strategy for achieving this end. From this point of view, the zero-accident program can be considered as a project that accumulates intangible assets. In this study special attention was paid to the communication skills of the line supervisor in handling safety management. The theoretical part of the research posited a development model of total safety management, according to which the safety program was carried out in the form of a three-part project. The model also facilitated effective and authentic communication among the whole staff at the target organisation from the very beginning of the project. Furthermore, the model provided a basis for analysing and interpreting the results that were achieved. The development project focused on improving the level of communication regarding safety so as to support the work of the line supervisor. The basic element of safety management as a line manager's task was crystallised in the communication model created at the beginning of the research process. This model was a vital instrument of communication, committing all managers in the target organisation to a shared vision of the safety program. The empirical part of the research provided a context bound, in-depth description of the process of realising a zero-accident program in a large organisation (900 employees). On the basis of the traditional lost time injury frequency rate (LTIF) it could be shown that the development project achieved its challenging goal. At the same time, it showed that thoroughly attending to the improvement of safety matters brings about results. On the basis of other ways of measuring safety performance (process-based performance indicators), there was a positive improvement in almost every case, but it was not usually possible to achieve the strict numerical goals. This study offers new knowledge about the implementation of a long-term development project focused on total safety management, carried out on the basis of a uniquely tailored model. New knowledge was also provided regarding the role of the line supervisor in developing and implementing safety culture. The communication model gathers the basic elements of safety management for which the line supervisor is responsible (risk assessment of one's own work, advanced accident and near-accident investigation, shop floor safety meetings and advanced safety inspection) in a new way. The model clarifies the role of the line supervisor as a safety leader, and at the same time it functions as a concrete tool for enhancing the quality of the line manager's leadership regarding safety. / Tiivistelmä Tämän väitöskirjatutkimuksen keskeisin tavoite oli lisätä ymmärrystä ja mallintaa ilmiötä "turvallisuuden johtaminen esimiestyönä" laajan teoreettisen aineiston pohjalta. Samalla analysoitiin toiminta-analyyttisen tutkimusotteen keinoin kohdeorganisaatiossa toteutettua kokonaisvaltaista turvallisuuden kehittämishanketta ja tuotettiin uutta tietoa esimiehen turvallisuusroolista turvallisuuden johtamisessa. Tämä väitöskirja on koko tutkimushankkeen tieteellinen raportti. Teoriaosassa haettiin syvempää ymmärrystä nolla-tapaturmaohjelman toteuttamisen taustaksi sekä vahvistusta käsitykselle, että systemaattisella ja kokonaisvaltaisella turvallisuusohjelmalla voidaan parhaimmillaan edistää muutakin johtamistoimintaa. Tarkastelussa päädyttiin soveltamaan aineettoman pääoman -käsitettä, jonka näkökulmasta nolla-tapaturmaohjelmaa voidaan selvästi pitää myös yrityksen aineettoman pääoman kartuttamishankkeena. Tässä tarkastelussa korostui erityisesti kommunikatiivisen osaamisen merkitys esimiehen turvallisuuden johtamisessa. Teoriaosan kautta luotiin Turvallisuuden johtamisen kehittämismalli, minkä mukaisesti turvallisuusohjelma toteutettiin kolmena toisiaan läheisesti tukevana osaprojekteina. Malli mahdollisti myös ohjelman tehokkaan ja uskottavan viestinnän koko kohdetehtaan henkilöstölle heti kehittämishankkeen käynnistysvaiheesta lähtien. Lisäksi mallin avulla myöhemmin arvioitiin ja tulkittiin toteutuneita tuloksia. Kehittämishankkeessa keskityttiin siis erityisesti esimiestoimintaa tukevaan turvallisuuskommunikoinnin tehostamiseen. Asia kiteytettiin tutkimusprosessin alkuvaiheen aikana turvallisuuden johtamisen esimiestyön peruselementeistä muodostettuun Kommunikointimalliin. Tämä malli toimi kehittämishankkeen tärkeimpänä kommunikaatiovälineenä, jonka avulla turvallisuusohjelman visioon pystyttiin sitouttamaan koko kohdetehtaan esimieskunta. Empiirinen osa tuotti kontekstisidonnaisen, syvällisen prosessikuvauksen yhden varsin laajan tehtaan (noin 900 henkilöä) nolla-tapaturmaohjelman toteuttamisesta ja siihen liittyvästä analyysistä. Perinteisen tapaturmataajuusmittarin perusteella voidaan todeta kehittämishankeen onnistuneen saavuttaessaan sille asetetun varsin haasteellisen tavoitteen ja samalla osoittaneen, että perusteellinen paneutuminen turvallisuustoiminnan parantamiseen tuottaa tulosta. Muiden mittareiden osalta kehitystä myönteiseen suuntaan tapahtui lähes kaikkien prosessi- ja johtamisjärjestelmäpohjaisten mittareiden osalta, mutta varsinaiset numeraaliset tavoitteet niissä jäivät yleensä saavuttamatta. Tutkimuksen avulla saatiin uutta tietoa turvallisuuden johtamisen kehittämisen pitkäkestoisen kehittämishankkeen läpiviennistä, johon kehitettiin turvallisuuden johtamisen kehittämismalli. Uutta tietoa saatiin myös esimiehen roolista ja toiminnasta turvallisuuskulttuurin kehittämisessä ja kehittämisprosessin läpiviennissä. Kommunikointimalliin koottiin turvallisuuden johtamisen esimiestyön peruselementit (oman työn riskien arviointi, vaaratilanteiden ja tapaturmien tutkiminen, turvallisuustuokioiden pitämien sekä kehittynyt työpaikkatarkastustoiminta) uudella tavalla. Malli selkeyttää linjaesimiehen roolia turvallisuustyössä ja se toimii samalla konkreettisena työkaluna linjaesimiesten johtajuuden ja turvallisuusjohtajuuden tarkastelussa.

The challenge of cooperative government and its implications for the financial and fiscal management systems in South Africa

To what extent would actions conducted at various spheres of government be efficiently coordinated and informed by appropriate channels of constitutional provisions and legislative amendments to consolidate financial and intergovernmental fiscal relations policy-making tools for the realization of an efficient local developmental state? Answers to the above mentioned two questions refer to normative fiscal policy principles and prescriptive instruments of intergovernmental fiscal transfer design, whose orientation suggests better ways of framing sound and coherent programs and interventions that strengthen cooperative synergy and transfer knowledge of experience gained in empirical investigations and various South African environments of higher academic learning. Growing evidence acknowledges South Africa as one of the young democratic countries that has been going through a period of transition over the past three years as it changes its system of public finance from a structure suited to the old apartheid system to one consistent with the new South African Constitutional dispensation. While the former system was highly centralized, the newconstitution makes a clear commitment to municipal governments as important providers of government services, with greater tax and spending powers. Even as local autonomy has been substantially increased, there remains uncertainty as to the most appropriate design of a system of intergovernmental fiscal grants to metropolitan areas and townships. This study analyses this situation and further develops a generic design for intergovernmental transfers and its suitability to the realities of South African municipalities on the ground within the framework of Cooperative Government. This study concludes that fiscal management, as a cross-cutting discipline, is a powerful instrument for government’s revenue sources at the national, provincial and local government levels. Financial management should be regarded as a co-coordinating mechanism managing government’s expenditure and catalyzing sound financial relationship for an efficient management in the country, thus allowing government to budget effectively for the delivery of goods and services in order to attain the constitutional mandate of a developmental state. / South Africa

Asynchronous web-based technologies to support learning

This dissertation reports on an investigation into three web-based technologies to determine their usefulness and the extent to which they support learning. The study comprises three case studies, each examining a separate web-based technology, suitable for diverse groups of learners in terms of age group and background. The main contribution is to determine for whom and how these technologies could be used, with the intention of providing a systematic structure of web-learning possibilities for learners of different ages (children, undergraduates and postgraduates) and types of teaching (contact teaching and distance learning). It was found that web-based technologies could support learning.
