Comparative analysis of Navy and Marine Corps planning, programming, budgeting and execution systems from a manpower perspective

Dooley: Tertiary Reader" / Approved for public release, distribution is unlimited / This study provides analysis, conclusions and recommendations to assist the Deputy Commandant (DC), Manpower and Reserve Affairs Department (M&RA) and DC, Programs and Resources Department (P&R) in structure and process decisions concerning Marine Corps Manpower budget execution. DC, M&RA is the owner of the Marine Human Resource Development Process (HRDP) and the Military Personnel Marine Corps (MPMC) appropriation sponsor, while the DC, P&R has budgetary (1517) authority for MPMC budget execution. In contrast, the Navy has both sponsorship and 1517 authority within one cell at N1. By comparing these two services' organizational factors and Planning, Programming, Budgeting, and Execution Systems (PPBES), relevant differences surface, conclusions are drawn, and recommendations offered for improvements. Recommendations include realignment of 1517 authority within MPMC execution, and the melding of the Programs and Budget Branch of Manpower Plans Division, M&RA with the Military Personnel Branch, Fiscal Division, P&R (RFM). [pt] Este estudo apresenta uma pesquisa temática envolvendo Terminologia, Estudos de Tradução Baseados em Corpus, Terminologia Computacional e Semântica Lexical, e tem como objeto de estudo a área do Corpo de Fuzileiros Navais. O objetivo desta pesquisa foi de criar um material terminológico por meio de uma metodologia híbrida de extração de termos desenvolvida a partir de testes com ferramentas de Extração Automática de Termos (EAT). Assim, buscou-se solucionar tanto problemas tradutórios relacionados à subárea de estudo quanto à detecção e validação de candidatos a termos em um corpus. Primeiramente, foi realizado um estudo piloto com o objetivo de avaliar as ferramentas TermoStat Web 3.0 e AntConc 3.5.7. Após os testes por meio da análise de um corpus paralelo bilíngue, foram selecionadas as melhores condições identificadas para se obter uma metodologia eficaz de extração automática de termos aliada à análise humana. Em seguida, essa metodologia foi utilizada para a análise de um corpus bilíngue comparável. Os candidatos a termos extraídos foram então validados pelos critérios de Semântica Lexical propostos por L Homme (2020) e, em seguida, foram detectados seus equivalentes terminológicos. Este estudo resultou na criação do léxico bilíngue Espírito de Corpus. / [en] This study presents a thematic research in the Marine Corps area involving Terminology, Corpus-Based Translation Studies, Computational Terminology and Lexical Semantics. The objective of this research was to create a terminological material through a hybrid methodology of term extraction developed from tests with Automatic Term Extraction (ATE) tools. Thus, we sought to solve both translation problems related to the subarea of study and to the detection and validation of term candidates in a corpus. First, a pilot study was conducted aiming to analyze two tools – TermoStat Web 3.0 and AntConc 3.5.7. After the conduction of the tests through the analysis of a bilingual parallel corpus, the best conditions identified were selected to obtain an effective methodology of automatic extraction of terms allied to human analysis. Then, this methodology was used for the analysis of a comparable bilingual corpus. The term candidates automatically extracted were then validated by the Lexical Semantics criteria proposed by L Homme (2020) and their translation equivalents were detected. This study resulted in the creation of the bilingual lexicon Espírito de Corpus.

Battle for the Punchbowl: The U. S. 1st Marine Division 1951 Fall Offensive of the Korean War

This study is an operational and tactical study of a battle fought by the U. S. 1st Marine Division near "the Punchbowl," an extinct volcano of military value in the Taebaek Mountains of Korea, from late August through mid September 1951. That engagement was to be the last 1st Marine Division offensive of the Korean War. This battle, for Yoke and Kanmubong Ridges, has received little coverage from historians. That it is all but forgotten is surprising, since it was one of the hardest fought for United States Marines in the war. The casualties were high, and Americans did not understand why so many had to die for a war that seemed to already be set to conclude by negotiations. This study tells the story of that battle more completely than ever before, and assesses its significance to the course of the Korean War.

Approved for public release, distribution is unlimited / As the Department of the Navy and Marine Corps looks for efficiencies in Force End Strength Management and improvement to Sailor and Marine quality of life, Semper Fit may provide some answers. This research specifically focuses on the Marine Corps Body Composition Program (BCP) and Remedial Physical Conditioning Program (RPCP). The purpose is to qualitatively analyze a program for Marines who are overfat or on remedial physical training (PT) programs, focusing on the feasibility of Marines obtaining professional assistance from Semper Fit. The scope of this research evaluates existing programs and analyzes their beneficial affects in improving retention and attrition of RPCP Marines. The research shows that Semper Fit professionals would provide overfat and poorly conditioned Marines by USMC standards a consistent program through mandatory training in health, nutrition, and fitness. Semper Fit would directly support unit commanders with classes in nutrition, health, and fitness tailored for each RPCP Marine. Furthermore, this study validates the newly established Department of Defense Physical Readiness Test Standards recently adapted by the Department of the Navy as highly accurate. This study recommends the Marine Corps further expand Semper Fits role in support of the Marine and unit commander. / Captain, United States Marine Corps
