This master’s work presents a detailed analysis of Siauliai County vocational training system: vocational training institutions, specialties, qualifications, variation of pupils’ number during the last three years. The main theoretical provisions of assessment of vocational training, informal and self-education are distinguished. Informal and self-education is characterized, the motivation of their importance in the context of professional perfection and career is presented. The analysis of vocational training standards in Lithuania and abroad is executed; Siauliai County vocational training SWOT analysis is presented. The need of readjusting and optimization of the programs of vocational training, basing on real situation in labor market is identified.

ABSTRACT Ingrida Krikštaponienė, Gintaras Trepočka Public education institution strategic management peculiarities in the areas at school network reorganization and pupil transportation- the situation in Ukmerge region Master’s work. This Masters work will investigate the strategic management of the reorganization of Ukmerge regions school network ant the connected issue of pupil’s transportation to and from school. The conception ob public education changes will be presented: Lithuanian public education regulamentary documents and the strategic management of the spreading of specific features into the public sector are examined from a theoretical aspect; the role of municipal government in realizing the strategic management of public education is revealed, the experience of other countries carrying out school network reorganization and organizing pupil transportation is analyzed. Public education institution restructuring and the process of transporting pupils to school as a part of strategic management is identified. The research instruments were prepared and the research carried out by the authors working as part of a group with KTU scientists. Clusters and Clusterization are getting one of the most important fields to stimulate competition. In the Master study there are formulated problems of the economical development, analyzed and systemized research of the influence of practical Clusterization and clusters to the competition from various authors of Lithuania and other countries, also there are presented methods of research of the competition. The aim of this Master study is to analyze Lietuvos Gelezinkeliai SC position of its competitiveness and possibilities to improve it in cluster competition. There are comprehensively analyzed scientistic problems of sufficiency of clasters and of the management increasing. Completed analysis of the standard statement of the Republic of Lithuania that has influence to the competitiveness of Lietuvos Gelezinkeliai SC In the study presented research is based on M.Porter diamond method and on the theory of competition. There is corroborated scientific research hypothesis of the author about possibility to identify cluster of Lithuanian railway transport and its possibility to develop in a high competition range.

Basius of formalion of innovation strategy are being analyzed in Master‘s paper. Theoretic aspect of innovations conception are being conveyed, these are as follows: interpretation of concept of innovation, meaning, classification and complexity of innovative activity. Essence of strategy, types, variety of strategies of school, stages of formation of innovations strategy in educational offices are being provided in this work. Significance of formation of human‘s resources strategy in the process of innovative organization is being discussed wider. The author in her, scientific survey formed a hypothesis, that implementation of innovations in the organization depends on worker��s general involvement into this process, and this hypothesis was confirmed.

The understanding of competitive strategy as it is presented in scientific literature by many scientists is being analyzed in the master’s work. The theoretical presumption of competitive acquisition is analyzed. Following the methodology of strategy formation proposed by R. Jucevičius, G. T. Palubinskas, A. Vasiliauskas, the competitive strategy formation model of financial enterprises is prepared which consists of the analysis of external and internal environment, preparation of competitive strategy, evaluation and implementation. Appealing to the competitive strategy formation model in the financial enterprise, the competitive strategy of Joint Stock Company „Hansa Lizingas” which functions in Lithuanian leasing market, has been formed. Modeling the competitive strategy of Joint Stock Company „Hansa Lizingas” the PEST model was used to evaluate the external environment, and the analysis of competitive environment was carried out. Evaluating the competitive ability of the company, SWOT and internal section analysis were applied. The manager of the Joint Stock Company ����Hansa Lizingas” was interviewed.

In master‘s of science work are discussed the problems of ICT usage in management in Lithuanian educational organizations (schools), factors influencing ICT usage in school governing (control). There are made document analysis and surveys (quizes). Quized people are Siauliai district towns: Akmene, Joniskis, Kelme, Kursenai, Pakruojis, Radviliskis, Siauliai comprehensive schools‘ leaders (principals and assistants). There are made concluded survey and documents‘ analysis. Also it is corroborated (confirmed) hypothesis that ICT influence school governing.

It is analysed the topic of the proceeding of Siauliai University archive, is given the analysis of the main conceptions, is discribed the particularity of the work in the Master’s work. It is analysed the proceeding of Lithuanian and foreign archives, is raised the necessity to introduce the new paperless basis of handling the information in order to make the posibility of the efective cooperation with ather institutions. It is emphasized the failings of handling the documents related to the formalizing the documents, preparation to save it, timely transfer for saving and filing as well as gathering. Is paid the grate attention to the rules of the official writting in the Master’s work because of the close connection with the efficiency of archivist’s work. It is given the comprehensive analysis juridical basis of the proceeding of Siauliai University archive, the main attention is paid to the acts and deeds whitch are related to rules of permise equipment and document saving. It is a must to reorganize the archive proceeding by usage of modern technologies, development and updation of the permise as well as cotact with foreign archives.

During the work researches the scientific literature analysis about the Logistic Services was made, the main characteristics of the theory of the Logistic Services were assessed, the possibilities of the development of the Logistic Services were inspected in Lithuania. In the Master work the Logistic Conception is proposed, the types of the Logistic Activity are marked, the trends and the problems of the development of the Logistic Services are formulated. The most significant findings in this Study are the proposals how to improve the development of the Logistic Services in Lithuania. The Master work contains the Study of possibilities of getting financial support from EU for small and middle-sized Lithuanian enterprises of Logistics. The material proves the scientific hypothesis formulated by author, that the Logistics in Lithuania has good perspectives. Today the business of Logistic Services in Lithuania is in the stage of evaluation. The Master work in general serves to the analysis, development and improvement of the Logistic Services in Lithuania.

This master’s final paper analyses economical and social situation of Šiauliai region analyses and systemizes theories, aspects, methods and ways of stimulation by various Lithuanian and foreign authors. This work formulates development of regional economics implemented by process of regionalization. The paper presents attitudes of different foreign scientists to regional development models. This work also reviews the regional politics, its principles, goals and instruments of the Republic of Lithuania and the European Union. There are performed the SWOT analysis of those different sectors: business and industry, agriculture, country development, agriculture, forestry, fishery, health, tourism, human recourses, social and economical facilities. There is identified prediction of industry, business, tourism, service sector and also necessity of qualification changes of agriculturalists. This paper evaluates that the rate of life level and social – economical problem solving is implemented by effective usage of intellect capital.

This master’s final paper formulates the assumptions of the theoretic forming of marketing strategies, analyzes the details of marketing environment, formulates market segmentation, objective markets’ choise and positioning strategies. It also presents the strategies of four different elements of marketing complex, outlines the necessity of marketing valuation and strategic control systems. The paper presents a detailed analysis of Lithuanian furniture market and its possibilities in European Union. It also formulates the marketing strategy and plan of the Joint Stock Company “Venta”, describes the personnel questionnaire research. The hypothesis was confirmed that the employees do not and do not want to participate in marketing strategy planning, because they do not have any marketing ideas.
