Uppsatsens centrala fokus är på stadsmässan H22, som är en “välfärdssatsning” i Helsingborgs stad. Examensarbetet avgränsas till bostadsområdet Drottninghög, för att utifrån kvalitativ metod undersöka H22s framtidsvisioner med utgångspunkt i det medborgerliga deltagandet. Syftet med undersökningen är att presentera hur dessa innovationer stärker identiteten av en stad till att bli smart, innovativ och hållbar genom satsningar. Stadsmässan framvisar stadens framtidsvisioner utifrån en presentation av ett brett utbud av möjliga smarta, innovativa och hållbara satsningar som kan tänkas förutse att en förbättrad livskvalité för Helsingborgarna blir uppnåelig. The essay is limited to the Drottninghög residential area in order to examine H22's visions of the future, based on a qualitative method, focussing on citizen participation. The purpose of the survey is to present how these innovations strengthen the identity of a city to become smart, innovative and sustainable through investments. The city fair showcases the city's future visions based on presenting a wide range of possible smart, innovative and sustainable investments that can be expected to achieve an improved quality of life for the citizens of Helsingborg. The essay addresses the questions “What visions of the future have the city of Helsingborg and organization Helsingborgshem based on in the design of H22?” and “How does H22 work to achieve the visions that exist for the municipality of Helsingborg? What challenges and visions does H22 see connected to the Drottninghög residential area?” It analyses the empirical material obtained from semistructured interviews, questionnaire surveys from Helsingborgshem and historical articles from the perspectives of Jane Jacob's theory of urbanized urban planning and Richard Florida’s theory about the creative class.

Romani people came to Sweden in the early 16th century and is today acknowledged as a minority group. Today in Sweden there’s a large group of Roma EU-citizens who come to beg. Romani people has been an exposed and discriminated group since their arrival in Sweden – a pattern that’s still relevant regarding Roma EU-citizens coming today. One profession that faces Roma EU-citizens in their work is social workers. This study aims to describe and analyse how social workers experience working with Roma EU-citizens, what difficulties or opportunities they see and how this work can be developed in the future. Furthermore, the study examines what beliefs social workers feel exists in society surrounding this group. The study uses labelling theory and theories of cultural competence. Six interviews were conducted with social workers and the study uses a qualitative approach and a hermeneutic perspective. Study results indicate that cultural differences affects working with the group. Results also show that the social workers feel there’s a lot of prejudice against the group. The study concludes that cultural competence is important in order to perform a good social work with the Romani group. Another conclusion is that structural problems complicates working with the group.

During the 1920s and 1930s, the Swedish right-wing party Allmänna valmansförbundet (AVF) made citizen into a key concept within their political vocabulary and practice. This thesis examines the distribution, meaning and function of the concept of citizen within the AVF between 1915 and 1936. By using theoretical and methodological perspectives from both the English (Skinner) and German (Koselleck) side of conceptual history vis-à-vis Begriffsgeschischte, this study illuminates how a discursive framework took place within the AVF and expanded throughout the organisation. The constitutional reforms 1918/1921 and the organisational strength from opposite parties, stressed the importance for the AVF to assemble the citizens around conservative value laden concepts: responsibility, ansvar, and public participation, offentlighet. This new situation in political and social life, pushed the AVF towards a reorganisation. The aim was to educate the masses, women and youth into conservative citizens. Citizen became the sole tool in (i) upholding the traditional heritage between folk–state, and (ii) enabling the AVF citizen discourse to spread throughout the society. This study shows the multiple meaning and functions of the citizen concept within the AVF. It provides a new understanding of how collective concepts became an important part of the struggle for power during the democratization process in Swedish political history and must in that respect be seen as an antithesis to the collective concepts of the Social Democratic Party during this period.

Former creative resistance to environmentally hazardous activities has during the last decades, through discussions on climate change, been increasingly reoriented by meteorology, expert knowledge and policy discourse. The ecological system’s perspective on climate change, proclaiming the human not simply as a disturbance in a natural balancing system, but as changing it, has become a causal model for the possibility to change that human. This PhD thesis interrogates how statements in IPCC reports and a Swedish newspaper (DN) constitute truth claims on climate change. What subjectivities does parlance on climate change produce and what type of citizen is called upon to optimize vitality in relation to atmospheric molecules? How is self-management of every-day activities established by help to interactivity and self-techniques framed by technical artefacts? These questions are addressed by a governmentality perspective on how discourse, conceived as partaking in a process of productive power, strives to make climate change an ethico-politic question that fosters ‘Homo Clima’, climate man. What strategies and techniques this form of ‘government’ deploys are described by six interconnecting themes; “Atmospheric biopolitics fosters contingency”, “Mortality/Vitality”, “The moral population in the atmosphere moral economy”, “Homo Clima” and “Bioaesthetics through technical artefacts”, ending in a discussion upon these themes as an act which “Re-thematizes climate change”. The chapters illustrate how statements on the prevention and mitigation of climate risks mold scientific rationalities, mathematically modelled futures and calculations of molecular compounds with how these same futures and molecules correlate to individual culpability, responsibility and morality. From Foucauldian biopolitics to Foucauldian ethics, this can be conceived as an optimization of the vitality of the population by inserting the idea of the population as moral into history and foster moral en masse. Homo Clima is in line with this power/knowledge regime investigated, regarding his ambitions and receptiveness to adapt into a self-governing communicative ethico-politically active neoliberal subject, predicted to inhabit a not yet fully flourished relation between its climate moral self and its actions. By statements in the perimeter of technical artefacts, death, reproduction and consumption, Homo Clima is to become an ideal citizen, investing its own changeability in relation to those beings that are investigated, mapped, localized, archived, systematized and segmented; to simultaneously amend and protect a climate authorized aesthetizised life. This formation, together with the atmosphere as a new terrain for ‘government’ with market solutions for climate risks that links vitalisation with individual morality to moral at an aggregate level, offers an ostensible confrontation of the enterprising subject in the advanced liberal society. The question concerning vulnerable EU-citizens has been widely debated in Sweden the last few years. Due to unclear legislation and strong municipal self-determination municipalities act differently regarding vulnerable EU-citizens. The purpose for the dissertation is therefore to analyse how Stockholm and Gothenburg City acts and collaborates with non-profit organisations in the question concerning vulnerable EU-citizens and whether the approaches can, according to the theory of territorial governance, be viewed as effective. The dissertation has showed that Gothenburg City has created a common action plan with surrounding municipalities in order to expand their territory. Gothenburg have also signed an IOP-agreement with several non-profit organisations in order for them to act together. The dissertation has showed that an IOP-agreement can be equated to an effective and sustainable partnership. Stockholm City on the other hand has not expanded their territory, since an equivalent interpretation of the law is important to the municipality. No IOP-agreement has been signed and a reason for this could be that the relationship between non-profit organisations in Stockholm City has historically been characterized by competition instead of trust. Due to the complex question concerning vulnerable EU-citizen, new forms of partnership has though been developed in Stockholm City.

Medborgares synpunkter på trafiksäkerhet : En fallstudie om Huddinge kommun / Citizens’ opinions regarding traffic safety : A case study of Huddinge municipalityLarsson, Jesper January 2019 (has links)
Inledning: Nollvisionen, som Sveriges trafiksäkerhet utgår från, uttrycker explicit att medborgares åsikter, krav och behov ska tas hänsyn till. De studier som undersökt hur medborgarnas åsikter hanteras av den offentliga sektorn har främst visat på ett tvetydigt resultat. Det saknas i stort sett forskning kring medborgares synpunkter angående trafiksäkerhet idag. Syftet med denna studie är att undersöka medborgarnas synpunkter om trafiksäkerhet och hur de relaterar till trafikolyckor och trafiksäkerhetsåtgärder. Metod: 400 synpunkter från Huddinge kommun för perioden 2014-2018 inhämtades och kategoriserades. Detta kompletterades med olycks- och skadestatistik från STRADA och trafiksäkerhetsåtgärder från kommunen. Materialet analyserades utifrån en gatu- och områdesanalys baserad på DeSo-indelningen, med hjälp av GIS. Eventuella samband analyserades vidare med hjälp av regressionsanalyser. Resultat: 78 % av synpunkterna var riktade mot en plats inom kommunens tätorter. Hastigheter på 30- och 40 km/h stod för 54 % respektive 32 % av synpunkterna, men 40 km/h visade på en överrepresentation efter den totala längden på vägsträckan. Synpunkterna kunde kategoriseras i 11 olika kategorier och vanligaste synpunkten var riktad mot hastigheter som utgjorde 38 % av synpunkterna. I de olika Deso-områdena var spannet av synpunkter mellan 0-39 stycken. Regressionsanalyserna visade inte på något samband till synpunkterna i gatuanalysen, men i områdesanalysen visade olyckor på ett R²-värde på 0,254 och trafiksäkerhetsåtgärder ett R²-värde på 0,413. Slutsats: Synpunkterna visade på en stor variation i typ, men det var framförallt hastigheter som bekymrade medborgarna. Det fanns stora skillnader baserat på områden och gator, och dessa skillnader kunde inte förklaras utifrån olycksstatistiken. Studien visade på att socio-ekonomiska faktorer delvis kan ligga bakom motivationen till synpunkterna. Kommunens trafiksäkerhetsåtgärder stämde delvis överens med synpunkternas karaktär och områdesplats, dock inte i hög grad på gatunivå. Det kan indikera att kommunen försöker åtgärda synpunkterna eller att medborgarnas syn på trafiksäkerhet delvis stämmer överens med kommunen. / Introduction: The zero-vision policy, on which Sweden’s traffic safety is based upon, expressly states that citizens’ opinions, demands and needs should be taken into consideration. Studies that have investigated the management of public opinions have mostly shown an ambiguous result. The empirical evidence for citizens’ opinions regarding traffic safety is largely lacking as of today. The purpose of this study is to investigate citizens’ opinions regarding traffic safety and how they relate to traffic accidents and road safety measures. Method: 400 opinions were gathered and categorised from Huddinge municipality for the period 2014-2018. This was supplemented by accident and injury statistics from STRADA and road safety measures from the municipality. The data was analysed using a street analysis and a regional analysis, based upon the DeSo classification, using GIS. Correlations were further investigated using regression analyses. Results: 78 % of the opinions were aimed at a place within the municipality’s urban areas. Speed limits of 30- and 40 km/h accounted for 54 % and 32 % respectively of the opinions, but 40 km/h showed an overrepresentation after the total length of the road section. The opinions were categorized into 11 different categories and the most common opinion was regarding speed and accounted for 38 % of the opinions. In the various DeSo-areas the range of opinions was between 0-39. The regression analyses did not show any relationships towards the opinions in the street analysis, but in the area analysis traffic accidents showed an R²-value of 0.254 and road safety measures an R²-value of 0.413. Conclusion: The opinions showed a great variation in type but is was mainly speeds that worried the citizens. There were large differences based on area and streets, and these differences could not be explained by traffic accidents. This study showed that socio-economic factors could partly underlie the motivation behind the opinions. The municipality’s road safety measures were partly in line with the nature of the opinions and their DeSo location, but not to a great extent at street level. This may indicate that the municipality is trying to address the opinions or that the citizens’ view of traffic safety is partly in line with that of the municipality.

This essay follows a Media Teacher in her work as a coordinator and an artistic leader for a European project called Legalopoli concerning laws and ethics in a senior level school for 13-16 year-olds in Mora, Sweden. The students write film stories about how their characters have to make choices in ethical dilemma situations. Then the learners create interactive computer games together through practical film work. At the same time we can see how the educator also gets into difficult ethical situations, when she is working with the students. This forces her to self-reflection. She realizes that the practical knowledge in her work has a greater deal of an ethical dimension, than she earlier has been aware of. She understands that the convincing force in the project consists of the confidence and trust she has to create and develop among the students, who, in the start, were unsure and lacked in respect for one another. Through the practical film work they all get close and learn to see both themselves and each other. The students develop from being afraid of saying anything in the group to become confident and capable media producers, where their voices get listened to. They have started a journey into becoming democratic and caring citizens with wider perspectives of themselves and of the world. / Denna essä följer en mediepedagogs arbete som koordinator och konstnärlig ledare för ett Europeiskt projekt kallat Legalopoli, om lagar och etik i en högstadieskola i Mora. Eleverna skriver filmberättelser om rollkaraktärer, som ställs inför olika etiska dilemman i det interaktiva dataspel, som studenterna gemensamt skapar genom praktiskt filmarbete. Samtidigt får vi följa hur pedagogen på samma sätt, ställs inför olika svåra valsituationer i det pågående arbetet med eleverna. Hon tvingas till självreflektion och inser att den praktiska kunskapen i hennes arbete innehar en större etisk dimension än hon tidigare trott. Hon inser att bärkraften i projektet är det förtroende och den tillit, som hon måste skapa och utveckla bland eleverna, som från början var osäkra och betedde sig respektlöst mot varandra. Genom det praktiska filmarbetet kommer de alla nära varandra och får efter hand syn på både sig själva och varandra. Eleverna utvecklas från att ha varit rädda för att yttra sig i gruppen, till att bli tillitsfulla och kapabla medieproducenter, där de får göra sina röster hörda. De påbörjar en bildningsresa till att bli demokratiska och solidariska medborgare med vidgade perspektiv på sig själva och världen.

Problem statement and purpose: The purpose of this study was to analyze in what way first-time voters chose to take part of political information. The questions we aimed to answer was how first-time voters use media and other information channels for political purposes, what importance and trust the first-time voters give the different information channels and finally which indicators there is for that structural or individual factors affect the media consumption and political interest. Method and material: We did interviews with twelve 18 years old first-time voters from six different high school programs in Sundsvall, Sweden. Results: The study showed that the premier source of political information were traditional news media, in particular the debates on TV. It’s also in the debates the first-time voter’s trust the most. Even though the social medias are constantly present in their everyday life and even though the first-time voters believe the social medias have potential for engaging young people politically, the possibilities are only taken in advantage by people who are already politically interested. The first-time voters are being affected by both structural and individualized factors. The structural, the social standing in particular, matters for the individual’s political interest and use of traditional media, while the individualized factors primarily matters for the use of social medias.

Utbytesstudier : En fenomenologisk studie om upplevelsen av utbytesstudier och att möta en annan kulturLarsson, Josefine January 2016 (has links)
This study investigates the experience of exchange studies from a phenomenological perspective. Phenomenology studies the sentence structure of the phenomenon and places the lifeworld as a central concept. Husserl (2002/1954) described the lifeworld as a coherent universe of objects where we, all of us living with another in this world, may be conscious of the world as a universal horizon. In this study the lifeworld of exchange students is investigated with emphasis on their experience of the exchange. The aim of the study is to highlight the sentence structure in the experience of living as an exchange student which involves a meeting with a different culture. Seven interviews were conducted with exchange students that participated in at least one semester of higher education abroad and the resulting data was analyzed using the EPP method. This method describes the general meaning structure of the phenomenon and identifies several distinguishing features. For this study ten features were identified; an expectation and openness relative an uncertain future, a deliberate break, a part of something bigger, a deliberate approach to cultural codes, an encounter with different values, new interactions and relations, language difficulties, a new environment, a creation of identity and a personal development and responsibilities. The results indicate that the experience of exchange studies may not always be unproblematic since it’s often difficult to gain access to the culture and society of the host country. However, the experience also seems to be rewarding and is characterized by a personal development and a change in the perception of both oneself and people from other cultures. The results also show that the exchange student may gain a feeling of living in a global society where all possibilities are present. / Denna studie utgår ifrån en fenomenologisk ansats. Fenomenologins uppgift är att beskriva ett fenomens meningsstruktur där ett centralt begrepp är livsvärlden. Enligt Husserl (2002/1954) belyser livsvärlden den verklighet som man ständigt befinner sig i tillsammans med andra människor. Grundvalen för denna studie är att studera utbytesstudenters livsvärld där upplevelsen av utbytesstudier är i fokus. Syftet med studien är att beskriva meningsstrukturer i upplevelsen av att leva som utbytesstudent och som inbegriper ett möte med en annan kultur. Sju intervjuer har genomförts med utbytesstudenter som alla studerat minst en termin inom högre utbildning vid ett värduniversitet i ett annat land. De aktuella data som behandlats har analyserats med hjälp av studiens valda metod, Empirical phenomenological psychologial (EPP-metoden). Resultatet beskriver det aktuella fenomenets meningsstruktur som en helhet och visar vilka de generella kännetecknen är. De generella kännetecknen som framkommit i studien är; en förväntan och en öppenhet inför en obestämd framtid, ett medvetet uppbrott, en del i att uppnå något större, ett medvetet förhållningssätt till kulturella koder, ett möte med andra värderingar, nya interaktioner och relationer, svårigheter med språket, ändrade livsvillkor, ett identitetsskapande, en personlig utveckling och ett ansvarstagande. Resultatet indikerar att upplevelsen av utbytesstudier och att möta en annan kultur inte är helt oproblematisk då det ibland är svårt att få tillträde till värdlandets kultur och samhälle. Dock verkar upplevelsen även vara en värdefull tid som präglas av en utveckling och ett ifrågasättande av tidigare föreställningar om en själv och människor från andra kulturer. Resultatet påvisar också att utbytesstudenten kan ha en känsla av att leva i en global värld där alla möjligheter finns.
