Scheduling in a Multi-Sector Wireless Cell

In this thesis, we propose a scheduling problem for the downlink of a single cell system with multiple sectors. We formulate an optimization problem based on a generalized round robin scheme that aims at minimizing the cycle length necessary to provide one timeslot to each user, while avoiding harmful interference. Since this problem is under-constrained and might have multiple solutions, we propose a second optimization problem for which we try to find a scheduling that minimizes the cycle length while being as efficient as possible in resource utilization. Both of these problems are large integer programming problems that can be solved numerically using a commercial solver, but for real time use, efficient heuristics need to be developed. We design heuristics for these two problems and validate them by comparing their performances to the optimal solutions.

Yes / A compact design of multi-sector patch antenna array for 60 GHz applications is presented and discussed in details. The proposed design combines five 1×8 linear patch antenna arrays, referred to as sectors, in a multi-sector configuration. The coaxial-fed radiation elements of the multi-sector array are designed on 0.2 mm Rogers RT5880 dielectrics. The array operates in the frequency range of 58-62 GHz and provides switchable directional/omnidirectional radiation beams with high gain and high directivity characteristics. As a result, it is questioned whether the regulatory model applied is the most suitable for promoting the goals of economic regulation, or if the most appropriate regulatory model would be different, being necessary to reform the regulatory structure. Thus, this work provides a critical view of the existing regulatory models, especially the unissetorial one, and upholds for a multissetorial, conceived as more appropriate to face the new entrepreneurial behaviors, such as horizontal specialization and internationalization, as well as to promote effective information management, preventing the regulator of the consequences stemming from asymmetric information. It is still unpredictable whether a shift of regulatory standards in the major world economies will minimize the effects of market failures. This paper analyzes the main aspects of this problem in order to promote greater discussion of the models and structure of regulatory agencies. / Diante das transformações advindas da onda de fusões empresariais das últimas décadas, ao processo mundial de liberalização e também alguns avanços tecnológicos decorrentes da fase atual da globalização, novos desafios se apresentam para a regulação econômica. Como consequência, é questionado se o modelo de regulação aplicado é o mais adequado para a promoção dos objetivos da regulação econômica, ou se o modelo regulatório mais apropriado seria outro, sendo necessária a reforma da estrutura regulatória. Nesse sentido, este trabalho estabelece uma visão crítica dos modelos regulatórios existentes, principalmente, o modelo unissetorial, e propugna por um multissetorial, concebido como mais apropriado frente aos novos comportamentos empresariais, como a especialização horizontal e a internacionalização, assim como, para a promoção da gestão informacional eficaz, prevenindo o ente regulador das consequências advindas das informações assimétricas. Ainda é imprevisível saber se uma mudança de atuação regulatória nas grandes economias do mundo minimizará os efeitos das falhas de mercado. Este trabalho analisa os principais aspectos dessa problemática de modo a promover maior discussão sobre os modelos de atuação e estruturação das agências reguladoras.

But we can not speak only about financial market crisis. Current world crisis is at the same time political crisis and social crisis; it is a multi-sector crisis. Actors which try to manage the crisis, their abilities, possibilities to act and their strategies in each sector will be identified and described in the thesis. Complexity of current crisis demands global solutions involving cooperation of different actors throughout all three mentioned sectors.

Denna uppsats syftar på att studera sektorsöverskridande samverkan i en kommun utifrån ett integrationsprojekt som fallstudie. Studiens teoretiska utgångspunkter baseras på organisering, governance och gränser. Dessa har använts för att studera hur integrationsprojektet kan förstås som organisering och form av governance för att lösa problem och bemöta behov och krav på offentlig verksamhet. Metoden för denna studie har utgått från sju kvalitativa semistrukturerade intervjuer men även sekundärdata. Resultatet av studien påvisar att samverkan är vanligt förekommande inom kommunen och att de effekterna samt lärdomar från projektets gång tas med och arbetas vidare i andra samverkansprojekt. / This essay aims to study cross-sector collaboration in a municipality based on an integration project as a case study. The study's theoretical starting points are based on organization, governance and boundaries. These have been used to study how the integration project can be understood as an organization and form of governance to solve problems and meet the needs and requirements of public activities. The method for this study has been based on seven qualitative semi-structured interviews but also secondary data. The results of the study demonstrate that collaboration is common within the municipality and that the effects and lessons learned from the course of the project are taken and worked on in other collaboration projects.

簽訂自由貿易協定之貿易與福利效果 / Estimates of the Trade and Welfare Effects of FTA

近年來雙邊甚或區域間簽訂自由貿易協定之風盛行,本文欲探討其影響。參考Caliendo and Parro(2015)的方法,以考慮部門異質性、投入產出連結以及中間財貿易之模型,計算1995-2013年間三個模型的福利效果。旨在分別檢視1995-2005年間WTO成立十年之影響、2005-2013年間全球120份自由貿易協定生效之效果,以及韓國此段期間內簽訂自由貿易協定之成果。本文結果顯示,WTO於1995年成立至其後10年間,確實為會員國帶來正面影響,總體而言,多數國家福利效果變動率為正。到了2005-2013年,全球有120份區域貿易協定生效,亦提升多數國家的福利,然成長幅度不如1995-2005來的顯著。惟韓國受惠於其簽訂自由貿易協定的成效,福利成長得與先前維持相近水準。此外,透過不同模型間的比較,本文發現各模型間的福利效果有明顯差異,顯示現今複雜的國際分工鏈下,完善考量部門間的互動因素實為衡量國際貿易效果的重要課題。

Essays on Financial Innovation, Credit Constraints, and Welfare / Essay on Financial Innovation, Credit Constraints, and Welfare

The submitted thesis is composed of three different articles dealing with issues of financial innovation, credit constraints, and their impact on welfare. The first article treats the contemporary theoretical grasp of the interaction between the financial and real economies, focusing primarily on the role of modern financial innovation in the business cycle. For this purpose, a framework promoted by the Regulation School and Post Keynesians is frequently employed, whilst some other unorthodox streams and mainstream economics are partially discussed as well. All of them aspire -- either per se or under the pressure of the contemporary economic agenda -- to clarify the evolution of financial innovation and credit in the recent era. It is generally found that certain consensus across the schools of economic thought exists, but some of them have done a better job in predicting the consequences of the financial innovation for real economic activity than others. Further, two dynamic macroeconomic models are developed in order to, inter alia, identify the possible effects of extended credit availability presented in the former article on the example of the housing market, and simulate the effects of housing price changes on general welfare. Clearly, this part of the thesis exhibits the indirect consequences of financial innovation as, once again, being rather ambiguous: after having partially unleashed the unprecedented credit granting in the economy, impacting interest rates and loan-to-value ratios, with a subsequent impact on housing prices, it has also influenced credit constrained and unconstrained households in a different manner. Based on an analysis of the situation using partial and general equilibrium analytical frameworks, two somewhat different conclusions are drawn up with respect to the occurrence of various shocks in the models. Under the partial equilibrium framework the effects of relaxation of credit constraints are visible and quite straightforward, indicating relatively simple and intuitive relationship between the price appreciation and general welfare. This is primarily perspicuous for the credit constrained households. In the general equilibrium framework, on the other hand, the transitional dynamics of shock proliferation is more transparent and the impact on credit constrained vs. unconstrained households is more ambiguous and much different from the basic intuition used in the article anchored in the partial equilibrium toolbox.

Nesse sentido, o objetivo desta pesquisa é responder a seguinte questão: como o trabalho institucional pode contribuir para melhorar nosso entendimento sobre a colaboração entre as IHNGOs e as organizações locais em operações humanitárias? Para explorar esta questão, convidei vários participantes para compartilhar suas experiências, dificuldades e ideias sobre como a colaboração surge entre a IHNGO e as organizações locais. Realizei 30 entrevistas em profundidade com trabalhadores humanitários das maiores e mais influentes organizações humanitárias internacionais, pessoas com grande experiência que participaram das operações humanitárias mais desafiadoras nos últimos 10 anos. As principais contribuições deste trabalho são fornecer um repertório de trabalhos institucionais humanitários e destacar as formas em que o poder e a confiança - dois elementos conceituais sugeridos pela revisão da literatura - são mobilizados por atores sociais para se envolverem em colaboração em operações humanitárias. / This study aims to show the value of adopting institutional work as a theoretical lens to better understand the process of collaboration building in humanitarian operations. Studying the institutional work engaged by humanitarian operations and oriented toward collaboration between International Humanitarian Non-Government Organization and local organizations can shed light on the strategies and practices that have a potential to improve collaborations in complex and risky contexts. In this sense, the objective of this research is to answer the following question: How institutional work might contribute to improve our understanding about collaboration between IHNGOs and local organizations in humanitarian operations? To explore this issue, I invited a number of participants to share their experience, difficulties and ideas on how collaboration emerges between IHNGO and local organizations. I conducted 30 in-depth interviews with humanitarian workers from the biggest and most influence international humanitarian organizations, people with great experience that participated in the most challenging humanitarian operations in the last 10 years. The main contributions of this work is to provide a repertory of humanitarian institutional works and to highlight the ways in which power and trust – two conceptual elements suggested by the literature review – are mobilized by social actors to engage in collaboration in humanitarian operations.
