Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / O presente trabalho tem como objetivo analisar os conceitos de liberdade e identidade através da proposta de um "liberalismo cultural", apresentada pelo filósofo canadense Will Kymlicka, tal como defendida em suas obras Multicultural Citizenship: A Liberal Theory of Minority Rights (1995), Politics in the Vernacular: Nationalism, Multiculturalism and Citizenship (2001) e Multicultural Odysseys. Navigatingthe New International Politics of Diversity (2007). Através dessas leituras, buscou-se compreender em particular de que modo a língua e o território se configuram como elementos definidores das culturas de povos nacionais e étnicos que empenham suas lutas para garantir a permanência desses atributos, tanto em nível doméstico como no plano internacional, a fim de assegurar a singularidade de seus modos de vida e de suas visões de mundo, enquanto grupos diferenciados. Para tanto, tornou-se fundamental a realização de uma análise crítica do processo de construção nacional dos Estados modernos, como um projeto levado a cabo por parte de inúmeros países na modernidade com o intuito de promover a unidade nacional de seus Estados, através da invisibilização das expressões culturais e da participação política de grupos culturalmente minoritários. Ao final, desenvolve-se uma pequena reflexão sobre como esse debate pode contribuir para uma melhor compreensão acerca das reivindicações de populações indígenas e remanescentes de quilombos no Brasil pela regularização de seus territórios e reconhecimento de suas práticas culturais. / This study aimed to examine the concepts of freedom and identity through the proposal for a "cultural liberalism" presented by Canadian philosopher Will Kymlicka, as advocated in his works Multicultural Citizenship: A Liberal Theory of Minority Rights (1995), Politics in the Vernacular: Nationalism, Multiculturalism and Citizenship (2001) and Multicultural Odysseys. Navigating the New International Politics of Diversity (2007). Through these readings, it sought to understand specifically how language and territory are set as defining elements of the cultures of national and ethnic groups that commit their struggles to ensure the permanence of these attributes, both domestically and internationally in order to ensure the uniqueness of their livelihoods and their visions of the world, as differentiated groups. In order to do that, it became essential to make a critical analysis of the process of nation building in modern States, such as a project undertaken by numerous liberal countries in the modernity to promote national unity, through the invisibility of the cultural expressions and the political participation of minority peoples. In the end, it develops a small reflection on how this debate can contribute to a better understanding of the demands of indigenous peoples and remaining communities of quilombos in Brazil for the regularization of their territories and recognition of their cultural practices.

Na convergência de nossos estudos, refletiremos sobre a constituição do narrador a partir da idéia de fratura, aqui compreendida como apropriação de discursos alheios, atitude reveladora de um modo de ser plural e dinâmico. / In the present study the aim is to reflect about the hybridism of the literary genres, the solvency and decentralization of the subject, and the fracture of the narrator. The book that was the base of the present work is Mongólia (2003), by Bernardo Carvalho and presents an aesthetic theme constitution that not only allows but inspires the previously mentioned reflections, as well as it rises investigations about procedures frequently associated with the post modern culture, for instance, changing identities and the detachment towards the totalizator impulses that characterize modernity. Through theoretical fundaments, received above all in Bauman, Lévi-Strauss, Abdala Junior, Derrida, Jítrik, Bakhtin, Lasch, Lipovetsky, Debord, Maffesoli, Said, Bhabha, Hutcheon, in relevance will be given to the mobility among literary genres and, consequently, the forms of representation of the real. Highlights will also be put on the solvency of the contemporary subject, to the narcissism and to the changing identities questioning that derives from this line of thought. On the convergence of this study, there is a reflection about the constitution of the narrator starting from the fracture idea, which is understood here as the appropriation of other people´s speeches and it is a revealing attitude of a plural and dynamic way of being.

Pretende renovar estes estudos numa perspectiva de busca de relações entre a política de ações afirmativas e o desenvolvimento da população negra. Para tanto, fundamentando-se na teoria de campos de Bourdieu que sugere o estabelecimento de um diálogo teórico e metodológico entre as abordagens alternativas do desenvolvimento e do multiculturalismo. No primeiro caso, privilegia-se as teorias do desenvolvimento humano do PNUD, do desenvolvimento como liberdade de Amartya Sen, do desenvolvimento econômico comunitário de Daniel Champagne, da nova sociologia econômica de Benoit Lévesque, de Louis Favreau e de Jean- Marc Fontan. No segundo caso, volta-se para a teoria do multiculturalismo emancipatório de Boaventura de Sousa Santos. Desse encontro é que se constrói o referencial teórico-metodológico dessa investigação denominado de desenvolvimento econômico multicultural. Este é, também, um instrumento de avaliação, forjado do diálogo feito com a teoria de “avaliação da quinta geração” de Jean-Marc Fontan e Elaine Lachance, que no contexto do Canadá, faz parte das práticas científicas do desenvolvimento econômico comunitário e da nova sociologia econômica. É igualmente esse instrumento teórico-metodológico que nos permite intervir de forma crítica e construtiva no debate atual sobre as políticas públicas de ações afirmativas em curso no país, considerando-se os períodos dos dois mandatos de FHC (1995-2002) e de Lula (2002-2009), como momentos de sua emergência e consolidação no espaço público. A avaliação feita elegeu, pelo menos, uma entre tantas outras ações afirmativas implementadas pelo Estado, pelo setor privado e pela sociedade civil para salvaguardar... / This research is part of the studies about racial relations that have discussed the matter of the social integration of the Blacks in Brazil. It intends to renew these studies into a perspective of linkage between affirmative action policies and the development of the black population. Thus, sustaining itself over the field theory, by Bourdieu, where he suggests the establishment of a theoretical and methodological dialogue between the alternative views on development and multiculturalism. In the first case, it privileges PNUD´s human development theories, the development seen as liberty by Amartya Sen; the community´s economic development by Daniel Champagne; the new economic sociology by Benoit Lévesque, Louis Favreau and Jean-Marc Fontan. As for the second case, the study turns to the theory of emancipatory multiculturalism by Boaventura de Sousa Santos. Out of this encounter the theoretical and methodological referential of this investigation are built, denominating the economical and multicultural development. This is also an evaluation instrument, derived from the dialogue with the theory of “fifth generation evaluation” by Jean-Marc Fontan and Elaine Lachance, that, in the context of Canada, is an art of the scientific practices of community economic development and of the new economic sociology. As well, this theoretical and methodological instrument allows us to critically and constructively intervene on the ongoing debate over affirmative action public policies implemented in the country, considering the presidential mandates of 1995 to 2002 (FHC) and 2002 to 2009 (Lula) as periods in which these policies have emerged. ABSTRACT IMPROVING THE LEVEL OF CARE FOR SOUTHERN BAPTIST INTERCULTURAL MISSIONARIES SERVING IN NORTH AMERICA Trent Isaac DeLoach, D.Miss. The Southern Baptist Theological Seminary, 2013 Chair: Dr. J. D. Payne This dissertation explores the contemporary conditions and challenges of Southern Baptist cross-cultural missionaries serving in North America for the purpose of determining how Southern Baptists can improve the level of care for their domestic missionaries. The dissertation will be guided by three basic questions: How are the missionaries doing? What challenges are they facing? How can Southern Baptists better care for their needs? The spiritual, physical, emotional, and financial condition of the missionaries will receive special attention. An effort will be made to identify challenges that are unique to cross-cultural missionaries in the North American context. Finally, the data obtained from the missionaries will determine how Southern Baptists can improve the level of care for its domestic missionaries. Chapter 2 describes the significance of cross-cultural missions in North America. Research will be presented that reveals the growing gap between the diversity of North America and the diversity found within Southern Baptist churches. Chapter 3 presents the results from the qualitative research gained from the surveys, interviews, and site visits. Special attention is paid to the spiritual, physical, emotional, and financial condition of the missionaries. The missionaries' assessment of the care they are receiving from the Southern Baptist entities concludes the chapter. Chapter 4 provides a response and an interpretation of the data collected from the study. Strengths and weaknesses of Southern Baptist care for cross-cultural missionaries in North America are explored. Chapter 5 concludes the study by presenting a strategy to improve missionary care in North America among Southern Baptists. The strategy includes practical steps that can be taken to ensure Southern Baptists remain on the frontlines of engaging the nations in North America. Chapter 6 reviews the salient observations from the study and presents areas that need further research.

Since its creation, the ethnographic museums have aimed to represent the other cultures. The most recent trends in museology have encouraged the ethnographic museums to go beyond the discovery and to create a space of intercultural dialogue. This thesis analyses the impact of multiculturalism and postcolonialism on the temporary exhibitions organised at the National Prehistoric and Ethnographic Museum ‘L. Pigorini’. The study is conducted on the African heritage and in the selected period 1994-2014. The research is carried out pinpointing three main channels through which the two ideological orientations could penetrate in the museum practices. By the evaluation of the exhibitions, this study provides a new methodology for the understanding of the influences of the most recent trends in museology within the museum contexts.

Notre projet de thèse suggère une lecture juridique, politique et sociale d'un conflit entre deux droits fondamentaux culturels. Plusieurs controverses existent aujourd'hui dans le monde occidental, dont l'objectif serait la légitimation éventuelle des restrictions de la liberté d'expression, et la liberté de l'art en particulier, au nom de la protection des croyances religieuses. Nous pourrions constater en effet un certain « paroxysme », qui aboutit, en dernier essor, à un conflit juridique, voire, un conflit réel. Au plan international, les premières indications de ce conflit apparussent peu ou prou au même époque que la controverse autour les « Versets sataniques » de Salman Rushdie. Quinze ans après, déclencha une autre « crise mondiale »: l'affaire des caricatures danoises, suivie, jusqu'aujourd'hui, par des dizaines de résolution du Conseil des droits de l'Homme et de l'Assemblée Générale des Nations Unies sur la diffamation des religions. Si l'on associe ce prétendu ‘conflit de valeurs' aux répercussions des attaques du 11 septembre et de la guerre contre le terrorisme, ainsi qu'aux politiques de discrimination constante à l'encontre des immigrés et les requérants d'asile en Europe, ou encore à la théorie de Huntington qui prône un supposé « conflit de civilisations », nous comprenons bien que la discussion est loin de concerner uniquement la liberté d'expression, ni, a fortiori, la liberté de l'art. Notre but est de proposer des approches « alternatives » aux conflits de droits, basées sur l'analyse des valeurs qui sont en jeu, et ciblant plutôt à la prévention de tels « conflits culturels », qu'à leur résolution formelle en faveur d'un droit ou d'un autre. / Our thesis project suggests suggests a legal, political and social reading of a conflict between two fundamental cultural rights. Several controversies exist today in the west world claiming the eventual legitimacy of the restrictions on artistic freedom, in the name of the protection of religious beliefs. We could even observe a certain ‘paroxysm' on this matter, which ends up at a legal, and virtually a real, conflict. From an international law point of view, the first indications of this kind of conflict appeared more or less during the notorious controversy around Salman Rushdie's ‘Satanic Verses”. Fifteen years later, in 2004, another ‘global crisis' appears: that of the Danish cartoons, followed by several resolutions on the subject of defamation of religions, issued by the UN Human Rights Council and the General Assembly. Associating this supposed “conflict of values” with the impact of 9/11 and the war against terrorism, as well as the discrimination politics against immigrants and asylum seekers in Europe, or even Huntington's theory concerning a pretended ‘conflict of civilisations', we realize that this ‘conflict' is not a matter concerning exclusively freedom of expression(FoE), and certainly not the freedom of the arts. Our aim is to propose alternative methods of conflict resolution techniques, based on the analysis of the values at stake and focusing on the prevention of such « cultural conflicts », rather then on their resolution, in favour of one right or the other.

O universo da pesquisa constituiu-se dos bibliotecários escolares atuantes nas escolas públicas municipais de Florianópolis. Através de questionários e entrevistas com bibliotecários escolares e outros agentes que influenciam na formação acadêmica e continuada dos mesmos, foi realizada uma pesquisa, para depois ser analisada qualitativamente. Os dados levantados indicaram a necessidade de desenvolvimento de uma política pública mais abrangente de combate a preconceitos e promoção da dignidade humana, com a ampliação de uma política de formação continuada dos profissionais da educação integrando os bibliotecários. Também foi feita uma revisão bibliográfica que abordou os temas Biblioteca escolar, Mediação da Informação, Multiculturalismo e Paradigma Social em Ciência da Informação, que subsidiou a interpretação do trabalho / Abstract: This study has as objective to investigate the library worker's perception and actions about the changes happened on the educational context in the last decades, in reference to the inclusion laws, the multiculturalism themes, and about his routine professional action. The research universe was composed by school library workers who act on municipal public schools in Florianópolis. Through questionnaires and interviews with these workers and another people who have influence on their academic formation, a research was realized and it was qualitatively analyzed. The data founded showed that is necessary a new public politic, more expansive about the combat against the prejudice and about the promotion of human dignity, with a larger politic of continuous education professional's formation socializing the library workers. A bibliography revision was done too, and it brought up themes as school library, mediation of information, multiculturalism and social paradigm in information science, witch has subsidize this work's interpretation / Mestre

The Cape Verde Islands in the Atlantic Ocean have been populated since the fifteenth century, for two people, two races, two different cultures (African and European) and seek, even in this century, an identity consensus "imagined community". So many identity elements are aimed to define "what is to be Cape Verde". Based on qualitative research literature, historical and documentary, we seek to maintain our expertise in theoretical and methodological frameworks explicit, it is not our intention to achieve absolute truths, but rather contribute to the construction of a new synthesis with new reflections on the content of issue national identity. The corpus of the research focuses on the national symbols of two specific moments in recent history Cape Verdean, African approaches (1975-1980) and European approaches (1990-1992) as well as the political perspectives of two intellectuals such period, Aristides Pereira (African time) and Carlos Veiga (European time). The theoretical references to the ongoing work coalesce around the reflections of Benedict Anderson, Stuart Hall and Charles Taylor searching the nation, identity and multiculturalism. It is considered as advocated hypothesis, that the identity, constitutional and human rights are "territories" of political dispute in the "imagined projects." / Essa pesquisa tem como tema a nação cabo-verdiana e por objetivo analisar o processo multifacetado de construção dos projetos de nação em Cabo Verde no período de 1980-1992, levando em consideração as questões da identidade, constitucionalidade e direitos humanos. As Ilhas de Cabo Verde, no oceano Atlântico foram povoadas, desde o século XV, por povos, raças, culturas distintas (africana e europeia) e buscam, ainda, no presente século, um consenso identitário de “comunidade imaginada”. Assim, diversos elementos de identidade são apontados para definir “o que é ser cabo-verdiano”. Com base em pesquisa bibliográfica, histórica e documental, buscamos sustentar nossos conhecimentos em quadros teóricos e metodológicos explícitos, pois não é nossa intenção alcançar verdades absolutas, mas antes, contribuir para a construção de uma síntese, com novas reflexões sobre o conteúdo da relação identidade nacional e direitos humanos. O corpus da pesquisa incide sobre os símbolos nacionais de dois momentos específicos da recente história cabo-verdiana, as aproximações africanas (1975-1980) e as aproximações europeias (1990-1992) bem como as perspectivas políticas de dois intelectuais dos referidos períodos, Aristides Pereira (momento africano) e Carlos Veiga (momento europeu). As referências teóricas para o trabalho realizado se aglutinam em torno das reflexões de Benedict Anderson, Stuart Hall e Charles Taylor que pesquisam a nação, a identidade e multiculturalismo. Considera-se, como hipótese defendida, que a identidade, a constitucionalidade e os direitos humanos são “territórios” de disputa política nos “projetos imaginados”.
