Social welfare services rendered to street children in Pretoria: perspectives of service providers

A qualitative study was undertaken to develop an understanding of the social welfare services rendered to street children and to ascertain how these social welfare services can be enhanced from the perspective of service providers employed by NGOs in Pretoria. An explorative, descriptive and contextual research design was utilised. The researcher used purposive and non-probability sampling methods to draw the sample. Semi-structured interviews were used to collect information from nine service providers working with street children. Data were analysed according to the framework provided by Tesch (in Creswell, 2009). Data was verified using Guba‘s model (in Krefting, 1991).The study highlights challenges faced by NGOs in providing social welfare services to street children. The study provides a critical analysis of some of the key social welfare service challenges that need to be addressed to ensure effective and sustainable delivery of social welfare services. how these social welfare services can be enhanced from the perspective of service providers employed by NGOs in Pretoria. Marketingová strategie chráněných dílen nestátních neziskových organizací v Jihočeském kraji / Marketing Strategy of Protected Workshops Non-Governmental Organizations in the South Bohemian Region

The theme of the completed diploma thesis is A Marketing Strategy for Protected Work Places of NGOs in South Bohemia. In the theoretical part I focus on the definition and meaning of marketing, stategic management, the marketing process, the marketing environment, the buying behavior of consumers, marketing research. In the next section I describe the legislative basis for protected work places and I name protected work places of NGOs in South Bohemia. Then I describe the employment of people with disabilities, and I attempt to define the concept of a non-profit organization. For completion purposes, I briefly define the term South Bohemia. In the practical part I deal with the results of the research and draft a proposal for marketing strategies for the sale of products from protected work places. The practical part relates to the main goals of the diploma thesis. The first goal of the work was to map out a marketing strategy for protected work places of NGOs in South Bohemia. The second goal was to map out the opinions of the wider public in relation to the purchase of products from protected work places. The first stated hypothesis was: Protected work places of NGOs in South Bohemia do not optimally use the tools of the marketing mix to sell their products. The second stated hypothesis was: A marketing strategy has an effect on the sale of products in protected work places of NGOs in South Bohemia. I chose quantitative research with subsequent statistical data processing. The data was collected through standardized interview techniques and surveys. In both cases, the improbability of sampling techniques was used. The basic collection in terms of quantitative research was the management of protected work places of NGOs in South Bohemia and the wider public. Through standardized telephone interviews, the chosen collection of required data for the research was acquired. Due to the chosen technology. The survey, which in its form came close to being a questionnaire, was used in this thesis as an additional source of information, and was also used to acquire the primary data from the chosen sample. The sample was chosen at random. There were 94 total respondents. Through the research results which are related to the first goal, we can say that the explanatory function of the first hypothesis was not confirmed. In fact, protected work places of NGOs in South Bohemia use optimal tools of the marketing mix for the sale of their products. From the research results which are related to the second goal, we can say that the explanatory function of the second hypothesis was confirmed. With certainty we can say that a marketing strategy has an effect on the sale of products of protected work places of NGOs in South Bohemia.From the research results of controlled interviews with management of protected work places, it is evident that in addition to the long-term interests of the organization, protected work places are beginning to be interested in the desires and needs of their customers. They prefer segmented marketing, they monitor their competitors and concern themselves with competitive advantage. On the other hand, they do not engage in comprehensive marketing research and they do not create strategic marketing plans. In terms of the marketing mix, it was discovered that the quality of the products is important to those surveyed. In the communication mix, organizations mainly work with tools which can be used with lower costs.The research results of the wider public showed that the majority of respondents are aware of protected work places, but they consider their products to be unavailable. The main reason for the purchase of products from protected work places is to provide financial assistance. While respondents expect quality and attractively designed products for which they are willing to pay a higher price, the decisive incentive for the purchase may be lower-price products.

O papel das redes transnacionais de Ongs no contencioso das patentes farmacêuticas entre Brasil e Estados Unidos.

Brasil e Estados Unidos têm apresentado posições políticas divergentes em relação à propriedade intelectual desde a década de 1970. O contencioso das patentes farmacêuticas na OMC foi iniciado em 2000 com um pedido de consulta dos Estados Unidos em relação à lei de patentes brasileira e está inserido nesse contexto de divergência entre os dois países. O contencioso foi solucionado por meio de um acordo no qual os Estados Unidos retiraram a queixa contra o Brasil em 2001. O envolvimento político de redes transnacionais de ONGs levou o assunto ao conhecimento da opinião pública mundial, fato que parece ter influenciado o resultado do contencioso. Sob o marco teórico da transnacionalidade, este estudo tem o objetivo de dimensionar o grau de influência política das ONGs organizadas em redes e seu impacto no resultado do contencioso. Para isso, (1) identifica as principais ONGs envolvidas na campanha global de acesso a medicamentos essenciais no período compreendido entre 1997 e 2001; (2) resgata o conflito em propriedade intelectual existente entre Brasil e Estados Unidos desde as décadas de 70 e 80; analisa (3) as estratégias das redes transnacionais de ONGs dentro da campanha de acesso a medicamentos essenciais e (4) os principais condicionantes do papel das ONGs na política mundial. Com base no estudo empírico da campanha de acesso a medicamentos essenciais, a conclusão reflete um esforço em dimensionar o papel das redes transnacionais de ONGs no contencioso entre Brasil e Estados Unidos na OMC, interpretando-o como parte de um movimento transnacional anti-hegemônico que gerou resultados benéficos em questões de propriedade intelectual aos países em desenvolvimento entre 1997 e 2001. / Brazil and the United States appear to have defended divergent intellectual property policies since the 1970s. The controversy on pharmaceutical patents at the World Trade Organization (WTO) started back in 2000 with a complaint by the United States about the Brazilian patent law and it is part of this context of divergence between both countries. The controversy was solved by means of an agreement in which the United States withdrew the complaint against Brazil in 2001. The political engagement of transnational NGOs networks leveraged this issue to the concern of global public opinion. This fact appears to have influenced the outcome of the case at the WTO. Based on theoretical approaches on transnationalism, this study aims to dimension the degree of political influence of networkbased NGOs and its impact on the conflict outcome at the WTO. For this purpose, the research work (1) identifies the main NGOs engaged in and involved by the Global Access to Essential Medicines Campaign between 1997 and 2001; (2) reviews the conflicts on intellectual property between Brazil and the United States which have been taking place since the 1970s and 80s; analyses (3) the transnational NGOs networks’ strategies in the scope of the Global Access to Essential Medicines Campaign and (4) the main conditioning factors to the role of NGOs in world politics. Based on the empirical study on the Global Access to Essential Medicines Campaign, the conclusion reflects an effort to dimension the role of transnational NGOs networks in the controversy between Brazil and the United States at the WTO, interpreting it as part of an anti-hegemonic transnational movement that generated beneficial outcomes on intellectual property issues to developing countries between 1997 and 2001.

Training intervention for volunteers supporting victims of intimate partner violence in South Africa

Intimate Partner Violence continues to be a significant social problem in South Africa, requiring a systematised and effective response at multiple levels. The organisation at the centre of this research offers crisis intervention to victims of intimate partner violence, providing basic psychological support, legal information and referrals. The volunteer crisis interventionists are exposed to numerous in-depth accounts of violent and distressing victimisation, making them more vulnerable to vicarious traumatisation. Through this work, their prior assumptions about personal safety, the trustworthiness of other people, and basic justice in the world, are challenged. The challenge to these assumptions increases the likelihood of countertransference victim blaming responses, as it is often easier to hold the client responsible for the tragic event than for the support worker to transform their own assumptions about safety and justice. This victim blaming response is supported by the dominant patriarchal ideology which frequently seeks to maintain the systems of oppression, excusing the perpetrator and placing responsibility on the victim. It was therefore clear that in order to do this work effectively, volunteers needed to be trained to identify their countertransference reactions and emotional responses, as well as undergo a critical re-assessment of their ideas relating to intimate partner violence and victimisation. Using an Intervention Research paradigm, this research designed and developed a training programme based on transformative learning theory, moving away from traditional information models of training to a focus on emotional skills and critical self-insight. The phases of the intervention refined the intervention in order to ensure that the research objectives were met and that the programme could be easily replicated. The evaluation of each phase showed an increased capacity for critical insight, and evidence for a transformative shift in the trainees understanding and approach to intimate partner violence.

É de fundamental importância nos dias atuais, pois alcança um público que há muito estava esquecido e é justamente nesse setor que a Pastoral da Criança iniciou sua atuação. Na cidade de Florestópolis - Pr, em 1983, foi fundada pela Drª. Zilda Arns, médica pediatra e sanitarista, motivada pelo alto índice de mortalidade infantil ocasionado pela desnutrição. Esse terceiro setor é uma imensa rede de solidariedade e a maior organização não governamental do mundo nas áreas de saúde e nutrição infantil. A Pastoral da Criança não pode atuar em outros países, não podendo transferir recursos, por ser um organismo nacional filantrópico. A Pastoral da Criança conta efetivamente com a atuação dos Líderes Comunitários frente às suas ações que é reconhecida como importante elo do processo de construção do capital social. Este trabalho pretende avaliar o Perfil do Líder Comunitário da Pastoral da Criança da Região Norte da cidade de Londrina - Paraná. A primeira parte deste trabalho apresenta um breve histórico da Pastoral da Criança e suas ações básicas, complementares e opcionais, especialmente ações de prevenção e educação em saúde bucal. O projeto piloto do programa de saúde bucal iniciou-se em Campo Largo - PR, por meio de um convênio de cooperação técnica entre Universidade Estadual de Londrina (UEL), CRO-Pr, Prefeitura Municipal de Campo Largo e Pastoral da Criança, no ano de 1993. Inaugurated in 1997, ICA attends at the present 203 infants and youths between 11 and 18 years. Like this, the research deals with the themes of the Youth and of the Education in the interior of the practices of an educational institution that is, also, a non governmental-organization and part of what being named "third sector". Initially, was done a bibliographical lift and a literature revision for each one of the themes, what supplied the parameters for the study proposed. Regarding the empirical field, were utilized different strategies of inquiry, to know: documentary search in the institution files, interviews with the social actors involved - administrative, educators and youths attended - and participant observation. To the light of the authors studied, certified that what been named as "third sector" participates of the reproduction of the social injustice with a talk in defense of the benefectoring and an ideology of the 'social responsibility generosity' that hides its functionality to the neoliberal State. In that context, the results here presented show the charity practiced by ICA, that has one of its foundations the adherence to the dominant ideology of the youths to which itself return: those arising from the poor and popular extracts. The action of the institution, at the same time guarantees some rights to the population attended, reproduces, of certain way, the economic, social inequalities and inherent politics to the capitalist output way and our structure social relations. Remain, of that way, the evidence of the "social question" as a challenge for the construction of the citizenship and of the democracy in a classes society. / O presente trabalho teve como objetivo identificar e analisar a prática da Instituição de Incentivo à Criança e ao Adolescente (ICA) de Mogi Mirim/SP, naquilo em que ela tem contribuído (ou não) para a consolidação do projeto neoliberal em curso no nosso país, e como essa prática tem influenciado, e em qual direção, para a formação de seu público-alvo. Inaugurado em 1997, o ICA atende atualmente 203 crianças e jovens entre 11 e 18 anos. Assim, a pesquisa lida com as temáticas da Juventude e da Educação no interior das práticas de uma instituição educacional que é, também, uma organização não-governamental e parte do que vem sendo denominado terceiro setor . Inicialmente, foi feito um levantamento bibliográfico e uma revisão da literatura para cada uma das temáticas, o que forneceu os parâmetros conceituais para o estudo proposto. Com relação ao campo empírico, foram utilizadas diferentes estratégias de investigação, a saber: levantamento documental nos arquivos da instituição, entrevistas com os atores sociais envolvidos - gestores, educadores e jovens atendidos - e observação participante. À luz dos autores estudados, constatou-se que o denominado terceiro setor participa da reprodução da injustiça social com um discurso em defesa da benemerência e uma ideologia da responsabilidade/generosidade social que oculta a sua funcionalidade ao Estado neoliberal. Nesse contexto, os resultados aqui apresentados apontam para o assistencialismo praticado pelo ICA, que tem com um dos seus fundamentos a conformação à ideologia dominante dos jovens aos quais se volta: aqueles oriundos dos extratos populares e pobres. A atuação da instituição, ao mesmo tempo em que garante alguns direitos à população atendida, reproduz, de certa forma, as desigualdades sociais, econômicas e políticas inerentes ao modo de produção capitalista e que estrutura nossas relações sociais. Resta, dessa maneira, a evidência da questão social como um desafio para a construção da cidadania e da radicalidade democrática numa sociedade de classes.

In order to achieve this proposal some specific goals have been established: a) identify the learning process of the managers in NGOS in the Northeast of Brazil; b) identify the role of the experience in the management learning process; c) identify the domains of learning of the managers in NGOS in the Northeast of Brazil and d) describe the meaning of being a manager in a NGO. The theory that has supported the investigation considered studies on the following themes: NGOS, to manage and guide, the theoretical segments of learning, the domains of learning and management learning. The methodological path that has been followed, had its starting point from an empirical research, through interviews with 16 managers of NGOS in the Northeast of Brazil. The research was guided by an interpretative paradigm and has used a qualitative approach, making use of discourse analysis as a tool to support the comprehensive interpretative analysis. As a result, it has been noticed that the learning process in NGOS in the Northeast of Brazil occurs in a dynamic and linked way integrated to the practice and, mainly, due to the demands of the managers´ jobs. Besides, there were found some specific domains during the process: the organizational domain (the learning about the organization), the instrumental domain (the learning about the work) and the individual domain (the learning about the self) and, based on the research a fourth one has appeared, the relational domain (the learning acquired from sharing the experience with the workmates and professional relations). Indicating how managers learn from their professional relationships. From various reports of the managers surveyed were able to identify the contribution of this area for learning managers in NGOs. The practical knowledge of management learning in NGOS has been influenced by the work environment, by the interaction through professional relations and by the self-knowledge. The research has concluded that the managers learn in the daily practice not only as a tool of acquisition of data, facts and practical knowledge, but also by the amount of knowledge from individuals and organizations. One can say that managers of NGOs learn about their work environment on three levels: the internal, about themselves, in their external actions, managers learn, for example, to deal with the funding agencies and international agencies to maintain institutional projects in operation. And the level of the social environment in which your organization operates, managers learn to overcome the barriers imposed by society, these barriers that often hinder the work of these managers. Finally, some implications and recommendations were presented to new researches with the aim to contribute to the development of studies involving the management learning and the learning in Non Governmental Organizations. / O objetivo deste estudo é compreender o processo de aprendizagem de gerentes em Organizações Não Governamentais, no Nordeste brasileiro. Para alcançar este propósito foram estabelecidos os seguintes objetivos específicos: a) identificar o processo de aprendizagem dos gerentes em Organizações Não Governamentais, no Nordeste brasileiro; b) identificar o papel da experiência no processo de aprendizagem gerencial em Organizações Não Governamentais, no Nordeste brasileiro; c) identificar os domínios da aprendizagem dos gerentes em Organizações Não Governamentais, no Nordeste brasileiro e d) descrever o significado de ser gerente em uma Organização Não Governamental. A teoria que embasou esta investigação considerou estudos sobre: as Organizações Não Governamentais, gerenciar e liderar, as correntes teóricas da aprendizagem, os domínios da aprendizagem e sobre aprendizagem gerencial. O caminho metodológico percorrido partiu da realização de pesquisa empírica, por meio de entrevistas semi-estruturadas com 16 gerentes de ONG s situadas no Nordeste brasileiro. O caminho foi orientado por um paradigma interpretativo e utilizou uma abordagem qualitativa, empregando a análise de discurso como ferramenta para dar suporte a análise compreensiva interpretativa. Nos resultados verificou-se que o processo de aprendizagem em Organizações Não Governamentais no Nordeste brasileiro ocorre de forma dinâmica e integrada à prática e, principalmente, devido às demandas do próprio trabalho dos gerentes. Foram identificados nos resultados os domínios da aprendizagem dos gerentes de ONG s: domínio organizacional (aprendizado sobre a organização), o domínio instrumental (aprendizado sobre o trabalho) e domínio individual (aprendizado sobre si mesmo) e emergiu dos resultados um quarto domínio, o relacional, que ocorre por meio das trocas com os companheiros de trabalho, indicando como os gerentes aprendem com os relacionamentos profissionais. A partir de vários relatos dos gerentes pesquisados foi possível identificar a contribuição deste domínio para o aprendizado de gerentes em ONG s. O saber prático do processo de aprendizagem gerencial em ONG s é influenciado pelo ambiente de trabalho, pela interação nos relacionamentos profissionais e pelo autoconhecimento. Concluiu-se que os gerentes aprendem na prática do fazer diário não só como uma aquisição de dados, fatos e sabedoria prática, mas também pelo acúmulo dos saberes dos indivíduos e das organizações. Pode-se dizer que os gerentes de ONG s aprendem sobre seu ambiente de trabalho em três níveis: o nível interno, sobre a própria organização, no nível externo às suas ações, os gerentes aprendem, por exemplo, a lidar com os financiadores nacionais e das agências internacionais de cooperação, para manter os projetos institucionais em funcionamento. E no nível do ambiente social, no qual os gerentes aprendem a transpor as barreiras impostas pela sociedade, que muitas vezes dificultam o trabalho destes gestores. Por fim, foram apresentadas algumas implicações e recomendações, objetivando contribuir para o desenvolvimento de estudos envolvendo a aprendizagem gerencial e a aprendizagem em Organizações Não Governamentais.

It aims to understand the relation among structure, social projects and environmental influences, analyzing if there is coherence with project social or expresses adaptation to the institutional pressures of the environment. It introduces as theoretical support for the themes, studies about institutional theory and social structure. The research is descriptive and exploratory; it also applies to a study of case, based on the technical procedures. From the research universe, that was compound by non governmental organizations from Natal, RN, Brasil, it was chosen the Casa Renascer, a non governmental organization that works with the combat to the violence and sexual exploration of children and teenagers. The data collection process employed includes documental research, observations and semi structured research devices, guided by the organizational process proposed by Serva (1996) and by the institutional theory. The collected data were qualitatively treated. The analysis was divided into three parts, following the research matters. The social project characterization demonstrated that the organization went by three main phases. The first one, characterized by focus in women and girls education and health; the second shows the emphasis on girls in social risk situation, with preventive approach; and the last one, characterized by victims assistance of violence and sexual exploration. From the analysis using the institutional theory mechanisms, the results showed that exists coherence between structure and environmental influences, but a weak coherence between structure and social projects. It indicates as main determinant of the structure, an aspect forgotten by the institutional theory, the power. It was observed the presence from normative, coercive and mimetic mechanisms, highlighting normative influences / Este ? um estudo a respeito da estrutura de organiza??es n?o governamentais, a partir de uma an?lise da perspectiva institucional de estudos organizacionais. Tem como objetivo analisar se a estrutura de uma organiza??o social apresenta coer?ncia com seu projeto social ou se expressa adapta??o ?s press?es institucionais do ambiente organizacional. Como suporte te?rico, foram utilizados os pressupostos da teoria institucional de estudos organizacionais e estudos sobre a estrutura social das organiza??es. Para atingir os objetivos, foi realizada uma pesquisa do tipo descritiva e explorat?ria, utilizando como m?todo o estudo de caso, com base nos procedimentos t?cnicos utilizados. Foi escolhido como objeto de estudo a Casa Renascer, uma OSCIP (Organiza??o da sociedade civil de interesse p?blico) que trabalha no enfrentamento ? viol?ncia e explora??o sexual infanto-juvenil. A coleta de dados foi realizada atrav?s da utiliza??o das t?cnicas de pesquisa documental, observa??o e entrevista semi estruturada, orientadas pelos processos organizacionais propostos por Serva (1996) e pela teoria institucional. Foi realizada uma an?lise qualitativa dos dados coletados. A apresenta??o dos dados analisados est? dividida em tr?s partes, de acordo com os objetivos espec?ficos estabelecidos para a pesquisa. A caracteriza??o do projeto social demonstrou a exist?ncia de tr?s fases principais: a primeira caracterizada pelo trabalho com meninas e mulheres, com foco em educa??o e sa?de; a segunda com meninas em situa??o de risco social, com ?nfase na preven??o e terceira com o atendimento a v?timas de viol?ncia e explora??o sexual. A partir da caracteriza??o dos processos organizacionais e da an?lise frente aos mecanismos isom?rficos propostos pela da teoria institucional, os resultados demonstraram haver coer?ncia entre estrutura e influ?ncias ambientais, e pouca coer?ncia entre estrutura e projetos sociais, indicando como principal determinante da estrutura um aspecto pouco abordado pela teoria institucional, o poder. Pudemos constatar que há uma grande quantidade de instituições públicas e privadas - ONGs (Organizações Não- Governamentais), escolas, hospitais, centros de recuperação de viciados em drogas - que praticam atividades artísticas com objetivos específicos da sua área de atuação, ora com fins terapêuticos, ora com fins pedagógicos e psicológicos, ora com fins políticos de promoção da cidadania. Essas atividades são intituladas pelas diversas práticas sociais como oficinas artísticas ou culturais. Nesse sentido, nosso trabalho delimita as oficinas como um dispositivo no qual a arte se torna uma das estratégias do capital para controle da população. No interior desse dispositivo são propostas finalidades para o homem, para o mundo e para a arte. No que concerne à arte, essas finalidades são criadas na mediação que as diversas instituições realizam entre o público e as obras. Essa mediação faz da arte um instrumento de interpretação que lhe retira sua potência de criar condições de diferenciação para o mundo e para a vida humana. Nesse lugar, a arte perde sua condição de nos fazer acreditar na potência ilimitada de inventar mundos e outras realidades sensíveis. We could observe that a large number of public and private institutions - Non-Governmental Organizations (NGO's), schools, hospitals and recovering centers for drug addicts - offer some art activities aiming at specific goals in their field of work , contemplating therapeutic, educational or psychological purposes or even political purposes for citizenship promotion. These activities are considered and called artistic or cultural workshops. In this sense, our work restricts these workshops to a device where art becomes a strategy used by the capitalist system with the aim of controlling the population. Through this device proposals are made having in mind men, the world and art. Concerning art, these proposals can be observed in the mediation several institutions perform between the public and the works of art. Such mediation transforms art into an interpretative tool thus destroying its creative power of differentiation to the world and to human life. Therefore, art loses its ultimate objective, that is, the ability to make us believe in the unlimited power of inventing new worlds and other sensitive realities. / Mestre
