South African-Australian diplomatic relations 1945-1961

This is the first study of official relations between South Africa and Australia as conducted through resident High Commissions or Embassies. It reaches the conclusion that, though neither country loomed large on the other's scale of priorities, the relationship was at the outset perceived to be of greater value to Australia than to South Africa. It was initiated by the Australian government in 1945 as was the airlink which connected the two countries in 1952. Then flown by propeller-driven aircraft, the air route led to the expansion of Australian territory when the United Kingdom transferred to Australia sovereignty over the Cocos (Keeling) Islands in the Indian Ocean, eight hours flying time from Perth and an essential refuelling stop en route to Southern Afnca. The first Australian High Commissioner, Sir George Knowles, arrived in South Africa in August 1946. The Smuts government did not attach much value to the relationship. Pleading shortage of staff, and to the embarrassment of the Australian government, it had not reciprocated with its own appointment by the time of its fall in May 1948. On assuming office the following month the new Prime Minister, Dr Malan responded positively to an Australian reminder about the lack of a South African High Commissioner. Dr P.R. Viljoen was appointed to the position and arrived in Canberra in June 1949. The relationship lacked substance and for relatively lengthy periods in the 1950s the High Commissioner's post was left vacant on both sides. The Australian government had proposed the establishment of relations on grounds inter alia that members of the British Commonwealth should be informed about each other's attitudes, policies and problems in the work of the United Nations. Yet it was the United Nations, particularly its composition, which subjected the relationship to its greatest strains. In focusing on the role and functions of individual diplomats the study throws light on what the profession or occupation of diplomacy encompassed at the time. The Syrian private media and discourse of the development of the Syrian national economy

In 2001, Syria opened its media outlets to private ownership for the first time in over forty years. This thesis conducts a critical discourse analysis of the economic coverage of the sole Syrian political daily newspaper al-Watan and asks how media liberalization in Syria is more so emblematic of pro-market economic reforms as opposed to media reform. In this sense, it is the economic content of al-Watan that signifies how a private media outlet – under the guiding force of “red lines” and other regulatory mechanisms, yet financially “liberated” via advertising revenue and wealthy regime-friendly backers – can demonstrate its utility to the regime by providing a reiteration of its social-market economic policies all the while existing as a public embodiment of the regime’s willingness to embrace a marketized Syrian society. Simply put, al-Watan is a perfect vehicle for propagating the regime’s gradualist pro-market reforms in the public sphere. / text

Förskolans formande : Statlig reglering 1944–2008 / The shaping of Preschool : State Regulation 1944–2008

<p>Preschool is a central part of Swedish family life. The manner in which the state regulates preschool through laws, ordinances, and various kinds of written objectives has an impact on many people in the Swedish society. </p><p>The thesis examines the development of preschool state regulation from the 1940s until 2008. The starting point of the study is a draft for a new Education Act, put forward in 2003, which proposed that preschool should be integrated into the school system as a new form of school. The purpose of the study is to generate knowledge about the state regulation of Swedish preschool, and how it has contributed to the shaping of preschool as a societal institution. Questions considered in the analysis are how regulation delimits preschool as a social category, what role this regulation assigns preschool in relation to other actors and societal institutions involved in early childhood education and care, and what principles this regulation is based on.</p><p>The study has evolved within the research tradition of curriculum theory as developed in studies in educational politics. The analysis is carried out as a text analysis, where the concepts of boundary work, official classification and activity system serve as important analytical tools. Texts produced within the formal chain of decision and legislation: directives for committees, government white papers, ministerial task forces, bills, legislative texts etc., form the empirical foundation for the study. </p><p>The analysis shows that economic as well as legal and ideological governing instruments are used in the shaping of the framework of preschool. These frameworks are indicated in the form of different boundary markers that delimit preschool as a specific category and arrange it in relation to other categories. The boundaries indicated by these boundary markers have been subject to extensive discussion during the formulation process. Through this boundary work, preschool has been constructed as a full time preschool, commissioned to provide both education and care. The boundaries of this commission are in some respects indistinct and contain several overlapping elements with regards to family, social services and school. At the same time, preschool holds a fixed core with more distinct boundaries, in the form of a part time public preschool delimited by time and age and regulated by far-reaching legislation regarding the rights of children to attend. Owing to this construction, preschool may balance several different and partly contradictory demands placed on it by other institutions and by different interest groups, while at the same time maintaining a core of identity of its own. In that sense, preschool may be described as a boundary object. Thus, when it is suggested that preschool should constitute a form of school and be placed in the more formal regulation structures of the school system, the balance of this construction is challenged. </p>

The Influence of Population on Wrongful Convictions

With criminal cases continuing to be exonerated across the United States, research must be done on the subject to advance current practices to reduce its occurrence in the future. This study combines county population data with the National Registry of Exonerations to analyze the contributing factors to wrongful convictions and the possible effect of population on their frequency. The objective of this study was to identify specific policy changes based on the five contributing factors to wrongful convictions that could be applied to population specific areas. The results yielded multiple patterns that are discussed thoroughly. These findings allowed the introduction of policy changes and proposals for future research.

The diploma thesis is devoted to the analysis of inquiries sent to the language consulting centre of the Institute of the Czech Language of the Academy of Sciences of the Czech Republic, in which inquirers formulate the problems that arise during creation of administrative style texts. The primary source is the internal database of the language consulting centre from which the inquiries sent via e-mail in 2010 were chosen. Analysis seeks to provide a comprehensive overview of the given issue and it is concentrated into three main points, namely classification of inquiries by language levels, classification of inquiries by function of the text and analysis of attitudes of inquirers. The aim of the thesis is to find out what the most frequent problems of the administrative style texts solved by interviewers are, what the nature of these problems is and whether attitudes of inquirers show any trends.

The thesis looks at fan translation of fiction, a phenomenon that, unlike fan translation of anime and videogames, has been mostly overlooked by translation studies until recently. More specifically, we examine fan translations of Harry Potter books. The thesis aims to address a wide range of aspects pertaining to fan translation of fiction. In the opening chapters, it gives a brief overview of the history of fan translation in general and of research papers dedicated to the subject. Based on comparison with fan translations of anime and videogames, the thesis defines functions of fan translations of fiction in relation to official translations. The phenomenon of fan translation of fiction is then set in a wider context, one chapter detailing its relation to fan communities and one addressing the question of copyright. The nature of fan translations of fiction is further explored through comparison with official translations, which in this particular case focuses on Czech translations of Harry Potter books. First, we compare the translation process in case of both official and fan translations and then chosen extracts from the last book, Harry Potter and the Deathly Hallows. The thesis "Czech music journalism focused on rock music during the period of normalization" reflects the position and importance of Czech rock music journalism within the structure and development of normalization of the media system. It is brought back through the oral historical research based on authentic evidence of their protagonists. It defines the initial prerequisites (ideological, political and socio-cultural) which are important to understand the circumstances under which rock music could be created and developed into an institution. It all depended on the confrontational attitude of communist power towards rock music generally. The next methodic element how to fulfill the defined goals is descriptive and comparative perspective. On this basis there is confronted official and samizdat's area of magazine production on the example of chosen periodicals. There also belong other qualitative aspects of music journalism (personalization, professionalization and every day editorial job). At the end the accepted conclusions are supported by the analysis and interpretation of chosen cultural and music events. They are divided by the method of their media coverage from official and samizdat periodicals.

La politique de la langue azerbaïdjanaise doit être étudiée en suivant quatre aspects différents mais très liés : la politique linguistique à l’égard de la langue officielle, la politique linguistique à l’égard des langues minoritaires en Azerbaïdjan, la politique linguistique à l’égard de la Turcophonie et la politique linguistique à l’égard des minorités azerbaïdjanaises vivant surtout dans les pays frontaliers tels que l’Iran, la Géorgie ou bien la Fédération de Russie (également la République du Daghestan de la Fédération de Russie). Cet ensemble constitue pour la politique linguistique de l’Azerbaïdjan à la fois une intervention sur la langue officielle mais aussi sur les langues minoritaires de la part de l’Etat et un domaine de coopération internationale dans le cas de la Turcophonie. Par conséquence, l’aspect régional de cette politique est considéré comme une action ayant des enjeux essentiels pour le développement et le rayonnement de l’azerbaïdjanais comme langue minoritaire. / Policy Azerbaijani language must be studied in four different but closely related aspects : the language policy towards the official language, the language policy towards minority languages in Azerbaijan, the language policy towards the Turcophonie and the language policy against Azerbaijani minorities especially in neighboring countries such as Iran, Georgia or Russia (also the Republic of Dagestan of the Russian Federation). This set is for the language policy of Azerbaijan in both the official language intervention but also on minority languages from the state and an area of international cooperation in the case of Turcophonie. Consequently, the regional aspect of this policy is considered as an action that key issues for the development and influence of Azerbaijani as a minority language.

Cette étude porte sur les cultures métalinguistiques dans l’enseignement et l’apprentissage des langues en Corée du Sud, en particulier pour le français, dans l’enseignement secondaire. Cette recherche a pour objectif d’identifier les caractéristiques de la culture éducative en jeu dans l’enseignement des langues au travers des instructions officielles, livres du professeur et manuels des trois langues (coréen, anglais, français). Dans le contexte scolaire coréen, les apprenants de français suivent les mêmes parcours linguistiques que leur enseignant (coréen langue maternelle, anglais première langue étrangère, seule possible). Nous avons essayé de déterminer l’influence de l’ordre de ce déroulement pour l’apprentissage (coréen, anglais, français), en examinant les discours pédagogiques et les descriptions linguistiques qui figurent dans les manuels des trois langues, tous conformes aux normes de la 7ème Réforme du curriculum. Plus particulièrement, nous pensons avoir montré, par une analyse des livres du professeur et des manuels de français, en quoi les cultures métalinguistiques et éducatives repérables dans l’enseignement du français sont influencées par les cultures métalinguistiques et éducatives qui interviennent lors de l’apprentissage des langues coréennes et anglaises. Les auteurs coréens de manuels de français font appel à des notions provenant de la description des langues coréenne et anglaise, quand il n’y a pas d’équivalent entre langue cible et langue source. / This study bears on the metalinguistic culture that can be found in the teaching of languages in South Korea, at the level of secondary school, especially concerning French. This research aims at identifying which kind of educational culture is involved in the teaching of foreign languages as dispensed in the official instructions and the teacher’s guides and textbooks on the three languages [Korean, English, French]. In the school context, Korean learners follow the very same course in their study of foreign languages as their teachers previously did [Korean native tongue, English as only possible first foreign language]. We tried to determine whether there is an influence related to the order of this obligatory learning sequence [Korean, English, French], by examining the pedagogical discourses and linguistic descriptions which appear in the textbooks on the three languages, all texts coming from the 7th Reform of the curriculum. More particularly, we think we have shown, on the basis of an analysis of the textbooks and teacher’s guides on French, in which way metalinguistic and educational cultures that can be detected in the teaching of French are influenced by the metalinguistic and educational cultures which were referred to during the learning of Korean and English languages. The Korean authors of textbooks on French call upon concepts coming from the description of Korean or English languages, when there is no available equivalent between the target language and the source language.
