“I just want them to feel safe, unfortunately, it’s not always as easy as it sounds” : - A qualitative study highlighting the experience of working in accommodations for unaccompanied refugee minors

In the last couple of years there has been an immense increase in the number of unaccompa­nied refuge minors seeking asylum in Sweden. These minors share one thing in common; they have all abandoned things they hold dear in pursuit of a better life. The majority of them are placed into residential care homes, accommodations where they are aided and cared for by personnel. Unfortunately, there is a lack of research regarding how these personnel experience their work. With help of the method grounded theory and interviews, I investigate their working situation and their role in these homes. All participants agree that their primary role and task are to establish a feeling of safety amongst the minors, however, organizational aspects can hinder this process. Organizational aspects are also key factors that have to be adequate in order for the personnel to increase their professional knowledge. By including the framework resilience therapy and comparing this to my result, I put my study in a bigger context, suggesting that if the minors are capable of feeling safe, they will also develop skills that increase their wellbeing throughout their lives.

Este estudo teve como objetivo comparar aspectos individuais e organizacionais associados com o processo de aprendizagem organizacional em organizações empreendedoras sociais dos países Colômbia e Brasil. O trabalho realizado caracteriza-se como qualitativo e comparativo, e utilizou-se o estudo de caso como estratégia de pesquisa. A coleta de dados foi realizada, por sua vez, por entrevistas, observações participantes e análise de documentos oficiais nos dois estudos de casos. A análise de conteúdo dos dados mostraram que há um processo de aprendizagem organizacional em estas organizações predominantemente pela coerência entre objetivos pessoais e organizacionais representado em uma intencionalidade por parte dos sujeitos e a organização de transformação social, harmonia que facilitou o processo de aprendizagem organizacional de forma semelhante nas duas organizações pesquisadas. Em quanto aos aspectos organizacionais associados ao processo de aprendizagem mostrou que está associado a padrões culturais organizacionais, memoria, comunicação, estratégia e estrutura organizacional. A constatação da natureza psicossocial do processo de aprendizagem organizacional permeia os processos e procedimentos na organização, sendo transversal em todos os projetos desenvolvidos por estas organizações. Finaliza o documento apresentando algumas reflexões sobre a importância dos elementos individuais na construção de organização e da aprendizagem organizacional nestes contextos / This study centered towards comparing individual and organizational aspects associated with the organizational learning process in social entrepreneurial organizations from Colombia and Brazil. The study developed here characterizes as qualitative and comparative, in which case study is used as the main research methodology. Data collect was done through interviews, participant observations and official document analysis from the case studies organizations. Data analysis demonstrates that there is an organizational learning process with predominance of certain coherence between personal and organizational which manifest itself through a common social transforming intention in the individuals and the organization. This intention made the learning process easier for both organizations alike. About the organizational aspects associated to the learning process it is shown that it it is itself associated with corporate culture patterns, memory, communication, strategy and organizational structure. The establishment of the psychosocial nature of the learning process permeates the processes and procedures of all projects developed across the organization. This work concludes presenting some comments on the importance of individual elements in the construction of the organization and organizational learning on such contexts

Šiuo darbu buvo norima išanalizuoti ir ištirti sporto renginių Kaišiadorių rajone organizavimo aspektus. Tikslinė auditorija - 46 - 55 metų, aukštąjį išsilavinimą turintys tarnautojai, kurių mėnesinės pajamos 1501 - 2500 litų. Pagrindiniai sporto renginių Kaišiadorių rajone organizavimo aspektai yra šie: renginio planavimo procesas, renginio tikslas, tikslų nustatymo mechanizmas, pajamų šaltinių nustatymas, pajamų paskirstymas, reklama, žmogiškųjų išteklių valdymas, savanorių dalyvavimas ir netikėtumo veiksnio analizė. Sporto renginiai Kaišiadorių rajone yra vykdomi nuosekliai. Daug dėmesio skiriama renginio planavimo etape tikslų nustatymui, kurių yra laikomasi iki renginiui pasibaigiant. Sporto renginiai organizuojami sporto visiems principu, kuriuo siekiama masiškumo, tačiau savivaldybės parama į renginio biudžetą yra nedidelė. / The author of the bachelor work is the IV course Lithuanian sport university student Laimonas Alionis of tourism and sport management program. The object of the work is sport events and their organizing aspects in Kaisiadorys district. The aim of the work is to analyze and investigate the aspects of the sport events in the Kaisiadorys district. Target audience - 46 - 55 years old, higher educated employees, with a monthly income of 1501 - 2500 LTL. The main aspects of organizing sport events in the Kaisiadorys district are: events planing process, the aim of event, the mechanism of aim setting, indentifying the sources of income, income distribution, advertising, human resources management, volunteering and the analyses risk factor. The sport events in the Kaisiadorys district are enforced consistently. A lot of attention is on the sport event planing and the stage purpose setting, which needs to be followed until the end of the event. The events are planned by the principle: sports for everybody, aimed to attract the masses, but the support from the municipal is not enough for the budget of the event.

Software Process Improvement Framework

Many software development organizations today are keen on improving their software development processes in order to develop software products faster, cheaper or better. For that reason, Software Process Improvement (SPI) has received significant attention from the research community over the last few decades. Process maturity models have become widely known for benchmarking software processes against predefined practices and for identifying processes to be improved or implemented, whereas process improvement approaches were developed for guiding the actual process improvement process. However, despite a wide number of provided guidelines on how to standardize the processes and how to run process improvement efforts, only a few SPI initiatives have succeeded. About 70% of the SPI initiatives fail and a significant number do not even get started. Many studies argue that the success of the SPI initiatives is dependent on the organizational, social and managerial aspects of process improvement. Those aspects however are not sufficiently covered by the existing SPI approaches and models. The little knowledge on organizational, social and managerial aspects of SPI that is available is mostly scattered across the domain. Hence, there is lack of a holistic overview of the current SPI domain that provides sufficient coverage of organizational, social and managerial aspects of SPI. This thesis has explored the organizational, social and managerial aspects of SPI and placed them into the context of the SPI domain. Its main research result is Software Process Improvement Framework (SPIF). The framework provides an overview of the SPI domain and positions theories representing organizational, social and managerial aspects of SPI in the context of existing SPI approaches, models, methods and practices. SPIF is based on the existing theoretical framework for SPI environment proposed by Sami Zahran. The SPIF framework has been additionally complimented with four additional outcomes of this study. Those are: 1) a list of organizational, social and managerial factors facilitating SPI effort, 2) a list of contextual factors impacting process change, 3) a process model for guiding software method adoption, and 4) a checklist representing the properties of successful and sustainable SPI projects. The research was based on a strong industrial cooperation. As many as thirty software development organizations were involved in this research. Methodologically, the research was conducted in line with the inductive reasoning, which guided the research into building the knowledge from empirical studies. However, at some stages of this research, literature studies were incorporated. The main research methods of this study are action research and case studies, whereas data collection methods are primarily structured interviews, participatory observations and surveys. The thesis concludes that implementing a recommended software development processes or practices using well defined SPI approaches is not enough. In order to implement successful and lasting process improvement, organizations also need to consider organizational, social and managerial aspects of SPI. The SPIF framework and other results of this thesis may significantly benefit software development organizations that plan to conduct software process change, or have already done it. These organizations may use SPIF for getting an overview of the process improvement process and the theories, methods and tools that should support it. The other results of this thesis can be used for: 1) incorporating organizational, social and managerial aspects in process changes, 2) for adapting process improvements in various organizational contexts, 3) for guiding adoptions of new software development methods, and finally 4) for evaluating and improving process improvement efforts. / <p>QC 20140213</p>

Similarly, public research laboratories (PRL) are also pursuing this practice. However, these have organizational and institutional factors that differentiate them from private companies. In this way, through a literature review and case studies, developed a theoretical framework to identify and represent the organizational and institutional influence factors in practices and processes of PPM inside Brazilian public research institutions. Based on the five cases realized (a University, an institution with ties to state-owned company and three research institutions linked to Brazilian Government ministries) was able to evaluate the five factors: organizational aspects, institutional environment, identification, selection and priorization of opportunities, administration of resources and development of partnerships. It could be listed as findings of this thesis: the low adoption of PPM practices in national research institutions, the influence of public policy in the development of research activities of these institutions, and the need for a better development of managerial practices of administrative activities. Only two institutions studied have structured procedures to select, prioritize, track and monitor their projects portfolios. / Muitas instituições ainda buscam práticas eficazes e eficientes para o gerenciamento de seus portfólios de projetos. Essa busca não é diferente para os laboratórios públicos de pesquisa. Porém estes apresentam características institucionais e organizacionais que os diferenciam das empresas privadas. Neste intuito esta tese, por meio de uma revisão da literatura e estudo de casos, desenvolveu um quadro teórico para identificar os fatores que influenciam na adoção de práticas de gestão de portfólio de projetos nas instituições brasileiras públicas de pesquisa. Com base nos cinco casos realizados (uma universidade, uma instituição com vínculo a empresa estatal e três instituições de pesquisa vinculadas a ministérios do governo brasileiro) foi possível analisar os cinco fatores: Aspectos Organizacionais, Ambiente Institucional, Identificação, Seleção e Priorização de Oportunidades, Administração dos Recursos e Desenvolvimento de Parcerias. Podem ser listados como constatações do trabalho: a pouca adoção de práticas de gestão de portfólio de projetos nas instituições de pesquisa nacionais, a influência de políticas públicas no desenvolvimento das atividades de pesquisas destas instituições e a necessidade de um melhor desenvolvimento de práticas gerenciais administrativas das atividades realizadas. Apenas duas instituições estudadas possuem procedimentos estruturados para selecionar, priorizar, controlar e monitorar seus portfólios de projetos.

Entretanto, a partir da década de 1990, com as mudanças nos fundamentos das economias industriais dos recursos naturais para os ativos intelectuais, as empresas passaram a preocupar-se com o conhecimento existente em suas organizações e seu gerenciamento. Um dos aspectos mais relevantes para o gerenciamento do conhecimento é a sua transferência. O conhecimento tácito, por não poder ser estruturado e codificado, é difícil de ser transferido pela organização. O gerenciamento de ativos intangíveis como o conhecimento tácito é percebido como importante capacitação para a competição e como fonte de vantagem competitiva sustentável. O objetivo desse trabalho é identificar, através de um estudo de caso, se os fatores relevantes à transferência do conhecimento tácito estão presentes em uma grande empresa petrolífera brasileira. A presente pesquisa analisa parte relevante da bibliografia acerca da transferência do conhecimento tácito em organizações e coleta evidências para propor um modelo heurístico que possa explicar como ocorre essa transferência de conhecimento tácito, baseado em fatores idiossincráticos e nos fatores organizacionais cultura organizacional, estrutura organizacional e estratégia de gestão do conhecimento. Como resultado, o fator idiossincrático e os fatores estrutura organizacional e estratégia de gestão do conhecimento foram corroborados pelas evidências empíricas, entretanto o fator cultura organizacional não foi identificado. A partir dos resultados alcançados, um novo modelo é proposto. Verifica-se que alguns fatores identificados ajudam a transferência do conhecimento tácito enquanto outros criam barreiras a essa transferência. São sugeridos mecanismos para auxiliar as organizações na transferência do conhecimento tácito. / Knowledge has long been studied in the management field. However, since the shift of the principles of industrial economy from natural resources to intellectual assets in the 1990’s, firms have been concerned about the management of its internal knowledge. The transfer of knowledge is one of the most important issues in knowledge management. Tacit knowledge, that cannot be codified, is more difficult to be transferred through the organization. The management of intangible assets like tacit knowledge is an important source if sustained competitive advantage. The objective of this study is to identify the presence in a major Brazilian oil company of key factors to the tacit knowledge transfer. This research revises relevant part of tacit knowledge transfer literature and gathers evidences to suggest a heuristic model to explaining how tacit knowledge is transferred within the organization, relied on idiosyncratic aspects and organizational aspects like organizational culture, organizational structure and knowledge management strategy. As a result, this work showed that idiosyncratic aspects, organizational structure and knowledge management strategy aspects were corroborated by empirical findings. However, organizational culture aspects were not identified. A new model of tacit knowledge transfer is drawn from the empirical results. Some of aspects identified in the organization studied help the transfer of tacit knowledge while others hamper its flow. Some tools to improve tacit knowledge transfer within organizations are proposed.

Styrförändringar i offentlig sektor : En praktisk tillämpning av tillitsbaserad styrning

Introduction: The abundance of reforms that have characterized governance in the public sectorin recent decades has shown a discrepancy between the reforms ambition and outcome, as the results of the reform implementation rarely reach expectations. In 2016, the government appointed a delegation with the aim of developing a new way of working that was based ontrust to deal with the problems that were perceived to exist in the public sector, the working method that was developed is called trust-based governance (TBS). As TBS is a relatively new and Swedish concept, there is a lack of empirical evidence on how various public authorities have introduced trust-based governance and developed their governance. Aim: The aim of this study is to increase knowledge about governance changes in the public sector and trust-based governance (TBS). To achieve this, the change work in a selected municipality that claims to work with TBS will be studied. Method: The study is a qualitative case study in a selected municipality, Östra Göinge. The empirical collection consists of two parts; first describes TBS based on Tilitsdelegationen definition and then TBS is examined in the selected municipality. The empirical collection from the municipality is mainly based on interviews with respondents on strategic, tactical and operationa levels but has been supplemented with documents from the municipality. Conclusion: Östra Göinge's change work has been developed with inspiration from the private sector and not based on the work of Tillitsdelegationen, but the municipality's current governance can be equated with the description of TBS that the delegation emphasizes. The municipality has influenced the delegation's work regarding the design of the trust reform, which shows that the design of public governance reforms can be influenced by the public sector. Furthermore, Östra Göinge's change work is described as an ongoing and dynamic process in which successive adjustments of control have been made in order to fix the gaps that exist between ambition and outcome. The outcome of the change work is judged to have been affected by; interpretation, intra-organizational factors, organizational characteristics, sedimentation, and contradictions, and of five challenges that exist with TBS as a way of governance; culture clashes, dismissals, difficulties in maintaining TBS and that there are no exact limits to the employee's playing field. / Inledning: Den uppsjö av reformer som har präglat styrningen av den offentliga sektorn under de senaste decennierna årtioenderna har påvisat en avvikelse mellan reformers ambition och utfall, då utfallet av reforminförandet sällan når upp till förväntningarna. 2016 tillsatte regeringen en delegation vars syfte var att utveckla ett nytt arbetssätt med tillit som utgångspunkt för att hantera de problem som upplevdes finnas inom den offentliga sektorn, detta nya arbetssätt kom att kallas tillitsbaserad styrning (TBS). Då TBS är ett svenskt och relativt nytt koncept saknas det empiriska underlag på hur olika offentliga myndigheter har anammat TBS och utvecklat sin styrning. Syfte: Syftet med denna studien är att öka kunskapen om styrförändringar i offentlig sektor och tillitsbaserad styrning (TBS). För att uppnå det här kommer ett förändringsarbete i en vald kommun som uppger sig arbeta med TBS studeras.  Metod: Studien är en kvalitativ fallstudie av en vald kommun, Östra Göinge. Empiriinsamlingen består av två delar; den första beskriver TBS utifrån Tilitsdelegationens definition och sedan undersöks TBS i den valda kommunen. Empiriinsamlingen från kommunen bygger främst på intervjuer med respondenter på strategisk, taktisk och operativ nivå men har kompletterats med underlag från kommunen.  Slutsats: Östra Göinges förändringsarbete har tagits fram med inspiration från den privata sektorn och inte utifrån Tillitsdelegationens arbete. Kommunens nuvarande styrning kan likställas med den beskrivning av TBS som delegationen framhåller. Kommunen har påverkat delegationens arbete kring utformningen av TBS och resultatet visar att utformningen av offentliga styrreformer kan påverkas av den privata sektorn. Vidare beskrivs Östra Göinges förändringsarbete som en pågående och dynamisk process där successiva justeringar har gjorts för att åtgärda gapen mellan ambition och utfall. Utfallet av förändringsarbetet bedöms ha orsakats av; tolkning, intraorganisatoriska faktorer, organisatoriska karaktärsdrag, sedimentation och motstridigheter. Det identifierades också fem utmaningar med TBS som styrsätt; kulturkrockar, uppsägningar, svårigheter att upprätthålla styrsättet samt att det inte finnsexakta gränser för spelplanen.

The basis for the correct setting of all the parameters of service (process, personnel and operating) are standards in the quality of social services which involve certain principles and ethical values altogether. One of the essential tools in the changes in approach to clients is the principle of individualization of care, which can be achieved by setting the services to each client individually so that the service provided reflects their real need as much as possible. This dissertation focuses on the individualization of care as a significant indicator in the changes of approach to clients. We tried to figure how the individualization of care reflects in the attitudes of organizations to implement quality standards and how it affects the worker's personality and chosen organizational aspects. 1 Name of paper / Name of work The implementation of social services quality standards in residential facilities for elderly people - Ethical aspects Abstract The changes in the approach to the clients and adjustments of the run of the facility to their needs are one of the biggest long-term challenges for the service providers. The basis for the correct setting of all the parameters of service (process, personnel and operating) are standards in the quality of social services which involve certain principles and ethical values altogether. One of the essential tools in the changes in approach to clients is the principle of individualization of care, which can be achieved by setting the services to each client individually so that the service provided reflects their real need as much as possible.
