A tese apresenta uma visão geral da importância das TICs ? sobretudo da Internet ? para a participação do cidadão na ?sociedade da informação?. Nesse sentido é introduzida a questão da desigualdade de acesso, destacando o cenário da exclusão digital no mundo e sobretudo no Brasil. São apresentadas as discussões em torno da inclusão digital e o histórico do seu desenvolvimento no país, abordando a importância do letramento e da apropriação tecnológica para a produção de conhecimento. Foram também comparadas as opiniões de mentores, coordenadores, monitores e usuários de programas de inclusão digital, no que diz respeito à contribuição da Internet para a produção e consumo de informação e para o desenvolvimento social, econômico e político das comunidades de baixa renda, assim como identificados os interesses políticos e econômicos por trás da inclusão digital. Suas contribuições mais significativas estão na reflexão crítica e na historicização do desenvolvimento das iniciativas de inclusão digital no país, no registro do discurso e da opinião dos atores que elaboram e promovem esse processo, e principalmente na visão dos usuários desses programas, suas realizações e limitações, oferecendo pistas para a articulação de um plano nacional que envolva políticas públicas consistentes e que alavanque a inclusão social e o desenvolvimento do país. / The thesis offers an overall view on the importance of ICTs ? especially of the Internet ? for the citizen\'s participation in the \"information society\". The author introduces the issue of the digital divide, with emphasis on the scenario of digital exclusion around the world and particularly in Brazil. The document describes discussions about digital inclusion and the background of its development in the country, emphasizing how important education and technical appropriation are for the production of knowledge. Opinions of mentors, coordinators, tutors and users of digital inclusion programs were compared, examining the contribution of the Internet to the information production and consumption and also for the social, economic and political development of low-income communities, trying to identify the political and economic interests behind the digital inclusion. The most significant contributions of this document are the critical analysis and the historical organization on the development of digital inclusion initiatives in the country, the registration of speeches and opinions of those actors who develop and foster that process, and specially the view of program users, their accomplishments and limits, offering clues for the articulation of a national plan that should include consistent public policies and lever social inclusion and development all over the country.

政府出版品是探討一國政府施政運作與績效的重要紀錄,也是民眾瞭解政府施政成果的主要憑藉,被視為現代圖書館重要的參考資料之一。此類出版品無論從內容、資料來源、出版及發行等層面來看,都具有相當程度的權威性、時效性、廣泛性及非營利性等特性,可視為國家重要的資產。由於政府出版品具備上述重要特性,使得一國政府能否建立公開、即時且平等的政府資訊傳佈政策,乃成為民主社會發展的重要指標及基本要求之一。從政府出版品管制度層面而言,先進國家對於政府出版品多規劃有「寄存」及「銷售」兩大途徑,作為提供政府出版品的主要服務窗口。 審視美國地區政府出版品聯邦寄存制度建置迄今已擁有百餘年的發展經驗,而我國政府出版品寄存制度初期的規劃藍圖,大體輪廓皆源自於美國的經驗,惟受到國情、社會文化與經濟條件上的差異性,使兩地區在規劃寄存圖書館制度運作策略上仍各有特色,且彼此間具有可比性。因此,為瞭解中美寄存圖書館制度的形成與未來電子寄存服務的發展及角色定位,本研究擬以政府出版品寄存圖書館制度為論述主題,利用比較研究法對中美寄存圖書館制度相關議題,進行深入的比較分析,據以瞭解其制度的發展歷程。 本研究採比較研究法,配合文獻分析法進行。分別運用「描述」、「解釋」、「併排」及「比較」四個主要研究步驟,探討中美兩國政府出版品寄存圖書館制度之發展。主要的研究目的有四:一、分析中美兩國寄存圖書館制度發展的歷史沿革及制度形成之宗旨、任務與功能;二、探討中美寄存圖書館制度運作的相關法源依據、主管機關組織、管理作業運作現況及電子化寄存服務之發展趨勢;三、探討中美政府資訊公開理念及政府出版品著作權的規範現況,對寄存圖書館制度發展之影響;四、比較中美寄存圖書館制度規劃與運作現況之異同與未來發展趨勢,並據以提出對國內未來規劃寄存圖書館制度之具體建議。為達成前述研究目的,研究者分析、報導中美政府出版品寄存圖書館制度之相關文獻後,綜合歸納制度的比較研究結果,提出六項結論暨十項建議,茲分項臚列如下: 一、結論部份 目的在於綜理上述各章所作的現況探討,具體比較中美兩國政府出版品寄存圖書館制度在規劃與現況運作上的差異性、現況發展及趨勢,並歸納提出免費提供政府出版品之寄存圖書館制度,未來仍有其繼續存在的必要性。比較分析的項目分別有: (一) 中美政府出版品寄存圖書館制度之發展歷史;  (二) 中美政府出版品寄存圖書館制度之相關法源;  (三) 中美政府出版品寄存圖書館制度管理現況;  (四) 中美政府資訊公開政策與寄存制度之發展;  (五) 中美政府出版品電子化寄存服務之發展趨勢;  (六) 政府出版品寄存圖書館制度之存與廢之探討。 二、建議部份  (一)積極爭取上級機關重視與經費支援;  (二)健全政府出版品管理制度法源基礎;  (三)建立正確的政府資訊利用觀念;  (四)暢通寄存圖書館制度的溝通與合作管道;  (五)訂定明確的寄存圖書館作業標準及規範;  (六)釐清政府出版品著作權的授權與合理使用;  (七)建構完善的寄存制度績效與評估獎勵模式;  (八)規劃並建置我國電子化寄存服務環境;  (九)重視寄存館員在職訓練與服務內涵的提昇;  (十)強化政府出版品之灰色文獻的整理與利用。

美國、英國、澳洲國家檔案館檔案網路開放應用之比較研究

檔案原是權力的象徵,從古至今,從東方至西方,只有少數人有權力得以使用檔案。而檔案由封閉走向開放,其重要的轉折點是在1794年,由於法國頒布世界第一部檔案法,規定檔案館應實行開放原則。此後,開放國家檔案館的檔案供民眾使用的觀念,也深深影響檔案館營運的方式。因此目前許多現代化的國家,常把檔案開放程度視為是民主化的重要指標。隨著網路通訊技術的發展,對於檔案開放亦產生極大的衝擊。 本研究採用「多重個案法」與「比較研究法」進行研究,首先瞭解美國、英國與澳洲三國國家檔案館檔案在網路上開放情況。並藉由比較研究法,瞭解三國之間的差異性,並且透過描述、解釋、併排、比較的過程,最後進行分析,將比較之結果做一結論,得出具體的建議。 根據研究發現,提出結論如下:一、檔案開放相關法規方面:(一)三國對於個人隱私權均相當注重,但美國則為政府資訊公開重於個人隱私權保護;(二)美、英兩國檔案相關法規針對網路開放檔案有特別之規範,美、英兩國檔案相關法規針對網路開放檔案有特別之規範,澳洲則為沿用原有檔案法規;二、線上參考服務方面:(一)線上參考服務多無專責部門,但仍有專責人員負責;(二)電子郵件、FAQ等非同步線上參考服務,為三國國家檔案館最普遍使用的形式;(三)三國國家檔案館均針對研究者提供特別線上參考服務;三、線上檢索工具方面為(一)三國國家檔案館提供多元化的線上檢索工具;(二)提供電子檔案及檔案內容影像檔已成為三國國家檔案館趨勢;(三)檢索系統的描述規則符合國際標準,有利於未來國際間檔案描述的資源分享與交流;四、線上檔案展覽方面:(一)線上展覽主題皆與館藏特色、社會文化相互結合;(二)線上展覽呈現方式較為傳統,缺乏創新;(三)線上展覽仍需與檔案館相關活動配合,以達最大的成效。 最後針對前述研究結果提出五項建議:一、明確規範檔案開放範圍,以作為我國檔案在網路上開放之依據;二、觀摩國外國家檔案館經驗,加強國內對線上參考服務的概念與認識,並積極推廣線上參考服務;三、建議國內檔案典藏單位,針對研究者提供特別線上參考服務;四、建議國內檔案典藏單位改善線上檢索系統,提供多元化線上檢索工具;五、針對我國檔案典藏單位之館藏特色及社會文化,積極推動線上展覽。

The theme is relevant because Victor Meirelles Museum, like many other small and medium size Brazilian museums, have to face a range of difficulties to implement the policies related to the democratization of public access to the museum, mostly because of limited human resources and small budget. Find a good way to overcome these limitations is a challenge that cultural institutions must confront and the solutions may be to seek creative alternatives that are simple and easy to implement. The theoretical fundaments were based on the public policy issue, idea generation, the context of Brazilian museums and the main ideas around the concept of participatory museum. The alternatives were created through interview techniques, benchmarking, brainstorming and, after that, they were evaluated from a one to ten grade according to the criteria mentioned above. As a result, it was presented a graphic divided into four quadrants in which is possible to visualize the best alternatives to be prioritized for the implementation in the Victor Meirelles Museum. The alternatives are not exclusive for the VMM, but they can also be adapted and implemented by other museums as well. / Esta dissertação tem por objetivo gerar e selecionar as melhores alternativas, segundo os critérios de menor custo e alto impacto, para tornar mais democrática a visitação no Museu Victor Meirelles, museu público federal localizado no centro histórico de Florianópolis/SC. A pesquisa se justifica porque o Museu Victor Meirelles, como muitos museus brasileiros de pequeno ou médio porte, enfrenta problemas na implementação das políticas públicas dedicadas à democratização do acesso do público ao museu, por conta das limitações físicas, de recursos humanos e de orçamento. Pensar em como ultrapassar essas limitações é um desafio que as instituições culturais devem enfrentar e as soluções podem estar em buscar alternativas criativas, que sejam simples e de fácil implementação. A fundamentação teórica se deu em torno do tema políticas públicas, geração de ideias, contexto dos museus brasileiros e as principais ideias em torno do conceito de museu participativo. As alternativas foram geradas por meio das técnicas de entrevista, benchmarking, brainstorming e, logo após, avaliadas por meio dos critérios de custo e impacto, dentro de uma escala de um a dez. Com o resultado final da avaliação, foi construída um gráfico dividido em quatro quadrantes onde é possível visualizar as alternativas que foram melhores avaliadas, sendo estas as mais indicadas para serem priorizadas para a implementação pelos funcionários do Museu Victor Meirelles. Nem todas as alternativas são exclusivas do MVM, podendo ser adaptadas e implementadas também por outros museus brasileiros.

API:er i den offentliga sektorn : Öppenhet och datatillgänglighet enligt offentlighetsprincipen och PSI-direktivet

Sverige har länge haft en god kultur av öppenhet i den offentliga sektorn tack vareoffentlighetsprincipen. Men med allt större tekniska framsteg och ökade krav på datatillgängligheträcker den klassiska öppenheten inte längre till. Det finns redan mycket intressant offentlig data iSverige, men i de flesta fall är den antingen sparad i format som är svåra att avläsa digitalt eller fördyr att använda.I denna uppsats undersöks hur ett API kan utvecklas, användas och integreras med andra API:er föratt öppna upp ovan nämnda data på ett bättre sätt och göra den mer tillgänglig för potentiellaanvändare. Vidare undersöks också PSI-direktivets egentliga nytta och hur det tillsammans medoffentlighetsprincipen kan bidra till den nya öppenheten. Med koppling till denna uppsats har ävenen prototyp utvecklats för att ge exempel på hur man kan kombinera olika API:er för att visualiserageografisk data samt hur ett API kan byggas ovanpå visualiseringen för att göra denna data mertillgänglig. / Sweden has long had a good tradition of openness in the public sector, thanks to the principle ofpublic access. But due to increasing technological advances and demands on data availability theclassic transparency is no longer sufficient. There are already very interesting public data sets inSweden, but in most cases they are either stored in formats that are difficult to read digitally or it'stoo expensive to use.This thesis examines how an API can be developed, used and integrated with other API:s to open upthe above mentioned data in a better way and make it more accessible to potential users.Furthermore, the real benefits of the PSI directive are examined, and how they along with theprinciple of public access can contribute to the new openness. In connection to this thesis aprototype has also been developed to provide examples of how to combine different API:s for thevisualization of geographic data, and how an API can be built on top of the visualization to makethis data more available.

Advancing an Academic Library's services through application of Soft Systems Methodology

The Master thesis focuses on the application of Information Systems in the field of Library and Information Science.  Within the context of organizational learning, a collaborative user-centered approach is used to produce desired system characteristics and future research suggestions. More specifically, this research study explores the library users’ and academic librarians’ perceptions of the current library discovery and access services as mediated through the Online Public Access Catalogue (OPAC) of the Academic Library of the School of Philosophy at Athens University in Greece. Additionally, it explores their desired characteristics for the ‘public facing’ Integrated Library System (ILS), of which the OPAC constitutes a module, in order to generate recommendations that guide the Academic Library staff members’ collaborative design of a more user-centered library information system. The study is built upon the systems thinking framework of Checkland’s Soft Systems Methodology (SSM). Applied theories and design processes guide research processes aimed at advancing both inclusive social learning and system improvements.

The users' perspectives towards the role of public libraries in bridging the digital divide in Ngaka Modiri Molema District

Thesis ((M.A. (Information Studies)) -- University of Limpopo, 2016 / This study investigated the users‟ perspective of the role played by public libraries in bridging the digital divide in the rural-urban communities with specific reference to Ngaka Modiri Molema District libraries, in the North-West Province, South Africa. The research methodology utilized in this study is a descriptive survey in design and quantitative in nature, through a questionnaire as a data collection tool, distributed to hundred (100) library users selected through quota, convenience and accidental sampling methods. Twenty (20) library users belonging to each of the five public libraries in the district participated in the study. It is revealed that public libraries in the Ngaka Modiri Molema District are playing a significant and crucial role in bridging the digital divide. This is due to the fact that the library users have indicated that they are able to conduct research, send and receive e-mails; they are able to type their personal and academic documents and even play computer games with the library computers and the internet. Based on these findings, this study recommends that district municipalities and the provincial government should continue to provide the public libraries with computers connected to the internet to all the libraries in Ngaka Modiri Molema District and to train the public librarians to be able to impart computer skills to the communities. Public librarians should also initiate computer orientation courses to provide basic skills to those who are computer illiterate in the communities.
