PAN-AFRICAN STUDIES COMMUNITY EDUCATION PROGRAM: THE INSTITUTIONALIZATION OF A COMMUNITY EDUCATION PROGRAMBenin, Jamal January 2013 (has links)
ABSTRACT This is a case study of how a community education program became institutionalized at Temple University. The Pan-African Studies Community Education Program (PASCEP) has been located at Temple since 1979. The research illuminates the events that led to PASCEP coming onto Temple University's campus. The main research question was: "Why and how did Pan-African Studies Community Education Program develop from a Community Education Program in North Central Philadelphia to a Temple University campus-based program, and what were the important factors contributing to its development and institutionalization within Temple University?" The research used a qualitative case study method. Data were collected from archival repositories at Temple University and the City of Philadelphia as well as from original documents provided by the Community Education Program and participants in the study. Documents included newspaper articles, letters, reports, and organizational histories as well as transcripts from thirty semi-structured participant interviews. Semi-structured interviews were held with 30 participants who were involved or familiar with the movement and the university between 1975 and 1979. The research indicates that the Community Education Program acted as a local movement center connected with the Civil rights movement. I employed Social Movement theories and Aldon Morris's Indigenous perspective to examine the trajectory of the Community Education Program from the neighborhood to the University. Much of the organizing, mobilizing, and planning done by the members in the Community Education Program/local movement center was managed by Black women. Therefore, the research employed Belinda Robnett's perspective on Bridge Leaders and Toni King and Alease Ferguson's standpoint on Black Womanist Professional Leadership Development to illuminate the leadership styles of the Black women in the local movement center, and their relationships with Temple University faculty and administrators, as well. Results from the inquiry demonstrate that community activism constituted social movement collective action behavior as the Community Education Program and its supporters became an effective local movement center. The study indicates that leadership, political opportunity, resource mobilization, and participation during the tenure in the Program in the community as well as after the introduction of the Community Education Program to the University were indispensable factors in the institutionalization of the Community Education Program. / Urban Education

Over the past 10 years individual capitalists have become increasingly involved in philanthropy, setting up charitable foundations targeted at helping to reduce social problems such as poverty, disease and food security. This form of neoliberal capitalist philanthropy is both politically and ideologically committed to market-based social investment through partnerships, to make the market work or work better for capital. The new structures of philanthropy have received much praise in the media for imbuing capitalist business principles into the non-profit sector and for their potential for social transformation. While philanthropic activities may be considered worthy in themselves, this article examines the relationship between giving and business interest and the agency associated with neoliberal capitalist philanthropy. It questions partnerships between philanthropists and private corporations and their motivations for engaging in poverty-related philanthropy. The discussion focuses on capitalist philanthropic foundations' involvement in the process of agricultural commodification in sub-Saharan Africa through the New Green Revolution and genetically modified (gm) technologies.

The partnership focused on “up-scaling” the provision of mental health education which was intended to build capacity through the delivery of a range of workshops for health educators at Chainama College, Lusaka. The project was evaluated on completion using small focus group discussions (FGDs), so educators could feedback on their experience of the workshops and discuss the impact of learning into their teaching practice. This article considers the importance of organizational experience and learning for the successful development of CSSPs. By analyzing the Manchester Super Casino, this research emphasizes the significant benefits of prior experience with CSSPs that enable partners to learn and develop relationships, skills, and capabilities over time, which then have positive influences on future performance. The result is a refined learning model of the CSSP process that includes key variables for CSSP success. As such, these findings provide a template for managing complex CSSPs from the perspective of the different partner organizations.

Through legal research on international treatyobligations, historical research in the WHO organizational archives, and interview research with global health stakeholders, this research examines WHO's contributions to (and, in many cases, negligence of) the rights-based approach to health. Determinants of Success in Group Work Settings in Federal Natural Resource Recreation ManagementFreeman, James William 20 May 2024 (has links)
This dissertation examines how federal land management agencies implement group work processes to meet land management objectives focused on natural resource-dependent outdoor recreation management. This dissertation is composed of two separate studies, one focused on the U.S Forest Service interdisciplinary teams implementing environmental analyses in support of the National Environmental Policy Act (NEPA) to comply with the 2005 Travel Management Rule and one focused on U.S. Forest Service and National Park Service management of partnerships to support recreational trails.
These studies help answer the question "what factors lead to more or less successful group work in federal land management?" The first study is primarily informed by qualitative analysis and the second study is informed by quantitative and qualitative analyses. Chapter two reports the results and analyses of semi-structured interviews with 49 U.S. Forest Service employees on ten NEPA interdisciplinary teams. Chapter two examines interdisciplinary teams at the US Forest Service that had recently completed environmental analyses for recreational travel management plans in support of the 2005 Travel Management Rule. This study develops typologies of teamwork processes and how teams may change how collaborative they are over time and examines how external context and leadership approaches may influence process outcomes.
Chapters three and four report the results of an online survey completed by 89 government and non-government points of contact for trail partnerships. Chapter three explores the factors that influence success in partnerships to support trail work at the U.S. Forest Service and the National Park Service. Chapter three analyzes the survey responses of 89 federal land managers and non-government persons involved in 69 partnerships to work on trails on U.S. Forest Service and National Park Service lands. This analysis uses linear regression to develop a model of the factors that are important to the success of these trail partnerships. The chapter reveals that trust, interdependence, and capacity are the most important factors to the success of trail partnerships. Chapter four compares the survey responses for 28 partnerships where both the government and non-government point of contact provided complete survey responses. Through comparison of these responses, chapter four explores the concept of agreement in partnerships and how agreement on key factors related to partnership success may relate to ratings of overall partnership success.
The final chapter synthesizes the findings of the two studies to examine group work across contexts. Group work that is more collaborative and has higher levels of group interdependence lead to more positive outcomes across both contexts. I conclude by proposing a framework that could incorporate the principles of liberal education and transdisciplinary learning into individual and group training to help federal land managers internalize the findings of this research into their work. / Doctor of Philosophy / This dissertation delves into how federal agencies manage group collaboration to achieve their goals in natural resource-based outdoor recreation. Public sector organisations are established in order to promote the quality of citizen's lives through the provision of public services. However, the demands for public services often outstrip the limited resources at the disposal of the public sector for the delivery of such services. Public-private partnerships (PPPs) are emerging as an important tool of public policy to deliver public infrastructure and the attendant services.
The main aim of this study is to establish the extent to which PPPs can be used to improve the quality of the delivery of secondary education in the Gaborone City area in Botswana. The study includes a conceptual analysis of the nature of the public services in general, and in particular, the nature and the provision of secondary education in Botswana with specific reference to the Gaborone City area. The study also includes a conceptual analysis of PPPs as gleaned from published literature. Various dimensions of PPPs are analysed and these include but are not limited to definitions, benefits, models and the antecedents for the successful implementation of PPPs. Among the various models that are analysed in the study, the design, build, operate and finance (DBOF) model is preferred for improving the quality of the delivery of secondary education in the Gaborone City area in Botswana.
In addition to the conceptual analysis, an empirical research study is undertaken in which the secondary school heads are the respondents to a structured questionnaire. The results of the empirical research support the conceptual analysis to the extent that in both cases, it is possible to improve the quality of the delivery of secondary education through PPPs. More secondary schools can be built and more facilities be made available to schools. Through the use of PPPs, most if not all learners can receive the entire secondary education programme, from junior to senior secondary education. Existing secondary schools can be modernised through PPPs. Ancillary services can be delivered by the organisations that have the necessary expertise. Certain antecedents for the successful implementation of PPPs are necessary. The main aim of transport stakeholders has always been to transport freight efficiently, as this efficiency contributes to the growth and success of their business. A country like Namibia is no different as the efficiency of transport lies in the effective utilisation of carrier capacity in any direction. Due to the various types of freight, transport operators rarely have the capacity to cover all freight movement requests. This research put the empty runs experienced by most of the Namibian transporters at 33%. Empty runs could however be reduced through collaboration and sharing of capacity among transport stakeholders.
Multi-agent systems (MAS) are various individual computer agents that are configured independently to interact with other agents to achieve one goal. These systems have been explored as an approach to achieve collaboration among transporter stakeholders. Taking into consideration the characteristics and requirements of MAS, this research was able to conduct a feasibility of its implementation within Namibia. Concluding with an evaluation of available Multi-agent based systems that could achieve collaboration and reduce empty runs in the Namibian transport environment. / Information Science / M.Tech. The paradox of the American state : public-private partnerships in American state-buildingFrench-Hodson, Ruth Anne January 2013 (has links)
From its formation, the American federal government partnered with private organizations to accomplish state goals. With little formal organizational capacity, the American state relied on the resources and credibility of private organizations. This thesis investigates the success of public-private partnerships in American state-building. By looking at alternative enforcement mechanisms, this thesis adds to theories of state-building and private power. The American experience helps us conceive a more nuanced perspective on state formation that recognizes the state’s varying tools rather than focusing solely on the development of formal organizational capacity. The questions driving this thesis are: How can public-private partnerships expand state capacity? Are there systematic differences in the outcomes and purposes of partnerships based on the branch of government – whether legislative, presidential, bureaucratic, or judicial – that mediates the partnership? My case studies examine the use of partnerships in the early state’s interactions with American Indian tribes. The cases put these general questions into more focus by examining if these partnerships expanded state capacity to dictate the terms of engagement and the content of racial orders. When these partnerships expand capacity, I explore the ways in which this state goal is accomplished. However, I remain acutely aware of the potential for partnerships to both fail to build capacity or become merely means to service a private interest.

(PPP) field in the Healthcare Sector in South Africa. It gives health departments
insight into the factors which should be considered when using PPP procurement
and when looking at possible PPP opportunities.
The development of PPP’s around the world has urged governments to look at
alternative service delivery methods because of increased pressures on government
budgets. Public Private Partnerships presents governments with a means of
generating private funds for health service delivery whilst government manages the
relationship via a negotiated PPP agreement to monitor the quality of services
rendered.
Different PPP models are applied all over the world depending on the specific needs
of countries. Different factors impact on the success of these partnerships and it is
essential that government share knowledge and best practices. The study showed
that in order for PPP’s to be successful the public institution must do its homework
thoroughly and that the legal framework should be conducive for private sector
involvement in service delivery.
The study showed that the government of a country plays a pivotal role in the PPP
process by giving the necessary political support to ensure the trust of foreign
investors. The legislative framework is a critical factor in the advancement of PPP
procurement and the allocation of risk as an important consideration when pursuing
this type of procurement.
The study examined three concluded PPP Health Sector agreements in South Africa
and looked at lessons learnt, mistakes which were made and what should be
avoided in the future. The three PPP’s in South Africa in this study were the first
though there are other health sector PPP agreements concluded. The other PPP’s
are still in the commencement stage and it is too early to make an assessment at this stage. However, the three case studies conducted give departments a clear
picture of the process, the lessons learnt and the impediments in the PPP process.
The uniqueness of the South African Health sector also prompted the Government to
look at a model which will be best suited to the local market. Best practices from
other countries provide useful information and lessons learnt from other countries
are also important in a developing PPP environment.
