The dynamics of learning partnerships : case studies from Queensland

This study examines the emerging notion of learning partnerships. As the study of such partnerships is a nascent research field, no single definition has yet emerged in the literature. However, within an uncertain and rapidly changing global context, two strategic initiatives have been identified which will support individuals, communities and organisations in their transition to a knowledge-based economy whilst building capacity for change and renewal. These two strategies are fostering learning communities/regions/towns and developing learning partnerships between multiple stakeholders. The term "learning partnership" has appeared in a wide variety of literatures including those of adult learning, management, social science and education. Working papers and emerging case reports identify a diversity of applications and a range of operational models or configurations that link multiple stakeholders. Learning partnerships have been associated with vocational education and training, innovation and research, lifelong learning, organisational learning and knowledge cultivation. These literatures reveal a paucity of Australian research to explain how multiple stakeholders form and develop these configurations, particularly in the Queensland context. The purpose of this study is to build deeper understanding of the meaning of a learning partnership in the Australian and (more precisely) the Queensland context. A working definition of a learning partnership, adopted as the basis for the research, indicates a strategy designed to foster continuous learning, collaboration, innovation and renewal in response to the demands of the knowledge-based economy and knowledge and learning societies. The research focuses on organisational arrangements in order for the researcher to gain deeper understanding from the key stakeholders in their work environments. Three diverse situations were selected for detailed exploration of their issues, relationships, activities, processes and working knowledge. With a view to contributing to emerging theory, an organisational case study methodology was adopted to identify and explore the nature of the relationships and issues confronting the key stakeholders in three Queensland-based learning partnerships. An interpretive theoretical framework draws on the social theory of symbolic interactionism and the "systems thinking" of General Systems Theory. An interpretivist perspective influenced the case study research strategy and guided data collection, analysis and reporting. Within the case studies, data collection methods included observations, informal meetings, synergetic focus groups, semi-structured interviews, diary notes, researcher memos and documents. From these multiple data sources, the researcher was able to assemble three case files. The inductive process for within-case analysis for the case reports, and later, cross-case analysis, integrated as a form of constant comparison technique, was used as a basis for presenting findings. These findings are reported as three separate "in progress" models to address three interrelated research questions. The case reports explain complex and interconnected organisational arrangements - evolving, adapting and responding to internal and external tensions. While there is considerable activity which could be regarded as representing learning partnerships, there is no cohesive policy framework to support such partnerships, and much ambiguity, "muddy" definitions and unclear terminology. It appears that a "new breed" of knowledge-worker is emerging - linking, networking, interacting, exchanging - to work across organisational intersections. The study shows that like "herding cats", co-ordinating and managing the inter relationships at the organisational intersection take time, resources, vision, processes for interaction, individual willingness and "in-kind" support. Whilst there is opportunity for linking disparate groups to cross-fertilise ideas, working knowledge, and information, and there is the potential to cultivate a knowledge and learning ecosystem (a fertile compost heap for knowledge generation and an innovative learning system) - "intellectual horsepower" - such configurations may also derail, realign or stagnate. It is individual stakeholders who form the relationships, interact, share ideas, and build networks, and it is the individual who maintains the relationships, engages in the process and learns from the experience. Therein lies a paradox between the strength of diversity of the collective (synergies) and their weakness as the relationships may be compromised by a single individual who withdraws or transfers. Drawing on a computing analogy, this could be akin to "corruption" in a system which may not be sufficiently robust to tolerate ambiguity, or a system that is too inflexible to survive threats while maintaining the momentum to adapt and renew. On the basis of this research it would appear that a more robust or resilient paradigm is emerging with interconnected, blurred boundaries and much "talking and thinking" about more sustainable futures. The study identifies these as indicative of wider social and economic changes. The thesis proposes three conceptual models as particularly useful in interpreting these "shifting systems and shifting paradigms": the concentric, the centripetal, and the plutonic.

Διερεύνηση των καινοτόμων στοιχείων των εταιρικών σχολικών συμπράξεων : σύγκριση δύο προγραμμάτων Comenius 1

Η παρούσα διατριβή διερευνά τα καινοτόμα στοιχεία και τις προβληματικές παραμέτρους των εταιρικών σχολικών συμπράξεων, με βάση τη συμμετοχή δύο ελληνικών σχολείων σε ευρωπαϊκή σχολική σύμπραξη (Comenius 1). Στη συνέχεια, προχωρά σε σύγκριση των δύο προγραμμάτων σε σχέση με τα κριτήρια αξιολόγησης που προσδιορίστηκαν πριν την έναρξη της έρευνας. Για το σκοπό αυτό, δόθηκαν συνεντεύξεις από τους εμπλεκόμενους εκπαιδευτικούς και απαντήθηκαν ερωτηματολόγια από τους συμμετέχοντες μαθητές και τους γονείς τους. Οι μεν εκπαιδευτικοί αναφέρθηκαν σε ζητήματα όπως η ιστορία και οι στόχοι των σχολικών συμπράξεων, τα οφέλη που αποκόμισαν μαθητές και εκπαιδευτικοί, τα προϊόντα που παρήχθησαν, οι μεθοδολογικές παράμετροι που πλαισίωσαν τα εν λόγω σχέδια, η διαχείριση των συμπράξεων, η αξιολόγηση και διάδοση των σχεδίων καθώς και το μέλλον παρόμοιων πρωτοβουλιών. Οι δε μαθητές ρωτήθηκαν για τους στόχους του προγράμματος, τα οφέλη που αποκόμισαν από τη συμμετοχή τους σε αυτό, τις μεθοδολογικές παραμέτρους που συνόδευσαν την εφαρμογή των σχεδίων, ενώ προέβησαν και σε αξιολογικές κρίσεις για το περιεχόμενο και τις δραστηριότητες των εν λόγω προγραμμάτων. Οι γονείς των εμπλεκόμενων μαθητών έκαναν αναφορά στους στόχους των προγραμμάτων, τα οφέλη που αποκόμισαν τα παιδιά τους από τις συμπράξεις και το βαθμό συμμετοχής των παιδιών τους και των ιδίων στα εν λόγω προγράμματα. Σε αυτό το πλαίσιο, επιχειρήθηκε σύνθεση των αποτελεσμάτων των ποιοτικών και ποσοτικών προσεγγίσεων με τη βοήθεια της τριγωνοποίησης (εκπαιδευτικοί, μαθητές, γονείς) και για τα δύο προγράμματα, και αξιολογήθηκαν τα αποτελέσματα της έρευνας σε σχέση με τα ερευνητικά ερωτήματα. Οι ενδιαφερόμενοι συμφώνησαν σε αρκετά ζητήματα, ενώ δεν έλειψαν και οι διαφορετικές εκτιμήσεις για το περιεχόμενο και τις δραστηριότητες των εν λόγω συμπράξεων. Αν και, όπως διαπιστώθηκε, οι σχολικές συμπράξεις συνιστούν φορέα αλλαγής στο σύγχρονο σχολείο, δεν έχουν διερευνηθεί από το αρμόδιο υπουργείο οι δυνατότητες για την ενσωμάτωση των καινοτόμων στοιχείων τους στην επίσημη εκπαίδευση. Ωστόσο, είναι σαφές πως η φιλοσοφία των σχολικών συμπράξεων και των υπόλοιπων προαιρετικών προγραμμάτων βρίσκεται στη σωστή κατεύθυνση. Αυτό που πρέπει να ληφθεί υπόψη είναι το θέμα της διαχείρισης της εκπαιδευτικής αλλαγής που προτείνεται μέσω των σχολικών συμπράξεων, της δημιουργίας δομών παρακολούθησης και αξιοποίησης των δεδομένων, της συνεργασίας όλων των φορέων που εμπλέκονται στην εκπαιδευτική διαδικασία, της επιμόρφωσης των εκπαιδευτικών και της συνεπούς υποστήριξης του εγχειρήματος. / The present thesis investigates the innovative elements and the problematic parameters of school partnerships, on the basis of the participation of two Greek schools in a European school partnership (Comenius 1). Then, it continues with the comparison of two programmes in relation to the evaluation criteria determined before the beginning of the research. To this end, involved teachers were interviewed and questionnaires were answered by the involved students and their parents. The teachers referred to subjects such as the history and the objectives of school partnerships, the profits acquired by students and teachers, the products, the methodological parameters, the management of the partnerships, the evaluation and distribution of the programmes as well as the future of similar initiatives. The students were asked about the objectives of the programmes, the profits they acquired through their participation, the methodological parameters of the programmes, while they also proceeded to the evaluation of the content and the activities of the programmes in question. The parents of the involved students referred to the objectives of the programmes, the profits their children acquired through the partnerships and the degree of their own participation and their children’ s participation in the programmes in question. In this framework, what was attempted, was a composition of the results of the qualitative and quantitative approaches in the framework of triangulation (teachers, students, parents) for both the programmes, and the results of the research were evaluated in relation to the inquiring questions. The participants agreed about various subjects, while there were some different opinions about the content and the activities of the partnerships in question. Although, as it was realised, school partnerships constitute an institution of change in modern schools, the possibilities for the incorporation of their innovative elements in formal education have not been investigated by the Ministry of Education. However, it is a fact that the philosophy of school partnerships and other optional programmes is in the right direction. What should be taken into consideration, is the subject of the management of the educational change proposed through school partnerships, the formation of structures for follow-up and exploitation of data, the collaboration of all institutions involved in the educational process, the teachers’ training and the support of the effort.

Exploring a Community Partnership: A Narrative Inquiry into the 2004-2006 Semester Programs Between Artpace San Antonio and Louis W. Fox Academic and Technical High School

This qualitative inquiry explores a community-based art partnership called the semester programs that took place between Artpace San Antonio and Louis W. Fox Academic and Technical High School from 2004 until 2006. This narrative inquiry used interviews with artists and former Fox Tech art students involved in our program, along with my teacher/ researcher reflections, to make meaning from the data. The artists involved in the semester programs were Gary Sweeney, Daniel Guerrero, David Jurist, and Ethel Shipton. Former students interviewed include Eloy McGarity, Rosa Leija, John Contreras, and Jennelle Gomez, while I, Maria Leake represent the voice of the art teacher. Our stories of experience were analyzed and connections between situated learning theory, creativity theories, community-based art education, and memory research were all recognized as being exhibited during our community partnership programs. There were seven patterns and themes that were noted as occurring within each semester program, as well as notable distinctions. The patterns and themes from the data analysis suggest that our community partnership reflected the following: learning and creative expression went beyond the individual; networks of support and communication were available to all participants; challenges were acknowledged; empathy between participants was an unintentional outcome; working together as a community of practice facilitated personal interactions and connections; learning and creative expression went beyond the traditional curriculum; and educational benefits were realized by all participants.

Transport economic regulatory intervention in the transport infrastructure : a public-private partnership exploratory study

The aim of this study is to determine whether the introduction of a transport economic regulatory authority would serve as a valid intervention mechanism in the Public-Private Partnership of the transport infrastructure in South Africa. In order to achieve this objective, the study focused on the analysis of the concept of Public-Private Partnership, and how it has unfolded in a number of industrialised countries. Much attention was devoted in examining how the Public-Private Partnership arrangements followed by the studied countries influenced the current transport infrastructure management process in South Africa. To deal with the above, a host of macro-environmental variables were analysed in respect of their potential impact on the South African Department of Transport. The establishment of various agencies by the Department of Transport was seen as a consequence of the influence of the prevailing environmental forces. The outcome of the analysis revealed that a sustainable transport infrastructural development is a product of genuine partnership between the public and private sectors. Competition for the market and the significance of such competition in the transport infrastructure were outlined. The main goal of competition within the context of this study is to diffuse the economic power of the toll road industry and the protection of the individual's fundamental rights. The study also unearthed a need to deepen the talent and skills of both public and private sector officials as this would enable them to protect the citizens' right to make well-considered choices in the toll road industry. The study identified a need to establish a transport economic regulatory authority that would control the market dynamics of power relationships in the transport industry. Para o Ethos, a responsabilidade social pode ser traduzida como atuação ética nas ações e relações com os seus stakeholders, proposta que permite uma diversidade de interpretações, evidenciada por práticas que vão do mero associativismo a ações e parcerias caracterizadas como responsabilidade social empresarial. O perfil das organizações e as formas como elas se estruturam para responder às demandas de responsabilidade social empresarial condicionam formas institucionais, que por sua vez geram ações sociais e parcerias indicativas do nível de engajamento das empresas com a proposta do Instituto Ethos. Esta dissertação mapeia os perfis organizacionais e das formas de gestão das empresas associadas ao Instituto Ethos na Bahia e as características de suas ações, projetos e programas de responsabilidade social, bem como as parcerias que estabelece na ação social e os mecanismos de avaliação e transparência utilizados. Em seguida, classifica-se estas ações em filantrópicas e de responsabilidade social, com base no conceito de responsabilidade social empresarial do Ethos, de acordo com a seguinte escala: (0) empresa associada ao Ethos, (1) empresa associada ao Ethos e que realiza filantropia, e (2) empresa associada e que realiza filantropia ou atua dentro do que o Instituto Ethos considera responsabilidade social empresarial. Finalmente, contrasta-se e compara-se as ações das empresas no campo da responsabilidade social empresarial, e discute-se o grau de aderência das práticas implementadas com a proposta de responsabilidade social empresarial do Instituto Ethos. Conclui-se que as práticas de responsabilidade social das organizações associadas ao Instituto Ethos na Bahia caracterizam-se pelo hibridismo. Organizações de diversos setores e escalas incorporam ações que variam do cumprimento mínimo das obrigações legais, até doações de cunho filantrópico e práticas de responsabilidade social propriamente ditas, indicando que a atuação do Ethos como regulador é muito mais prescritiva, o que abre um hiato entre o que idealmente propõe em seu discurso e o que realmente as empresas fazem. The actuality and relevance of the discussion about the role of private companies in society, more specifically in the Brazilian context, reveal their importance as actors that can contribute to the management of social development. This importance is directly related to their capacities of formulating and implementing compensatory policies, with concrete possibilities of developing interventions on the territory they operate. Within this scenario, the role of associating institutions, such as Ethos Institute, that discusses, foments and communicates, both in regional and national level, aspects related to the social investment of firms, emerges. To this institute, a company is social responsible when it establishes practices, relationships and partnerships with its stakeholders within ethic values, proposal that allows multiples interpretations and is evidenced by practices that vary from mere associations to practices and partnerships characterized as corporate social responsibility. The profiles of the organizations and the ways they are structured to answer to the demands of corporate social responsibility create institutional forms, which generate partnerships and social actions that indicate the level of engagement to Ethos‟s proposal. This thesis maps the organizational profiles and managerial models of the companies associated with Ethos Institute in Bahia, and the features of their practices, projects and programs of social responsibility, as well as their partnerships on social actions and the mechanisms of evaluation and transparency they use. It also classifies these actions in philanthropic and of social responsibility, based on Ethos Institute‟s concept of corporate social responsibility, according to the following scale: (0) company associated with Ethos, (1) company associated with Ethos that performs philanthropy, and (2) company associated with Ethos that performs philanthropy or acts within what Ethos Institute considers corporate social responsibility. Finally, it compares the pratices of socialresponsibility of the companies studied and discusses the degree of compliance of what they implement with Ethos Institute‟s concept of corporate social responsibility. We conclude that the social responsibility practices of organizations associated with the Ethos Institute in Bahia are characterized by hybridity. Organizations from different sectors and scales incorporate actions ranging from the minimum compliance with legal obligations to philanthropic donations and social responsibility practices, indicating that the performance of Ethos as a regulator is more prescriptive and revealing a gap between what the institute ideally proposes in its speech and what the companies really implement.

In this article the authors highlight the promotion of private sector participation in infrastructure development for the provision of public services, through joint actiondesigned for the private and public sector instruments. Under that context, they take asa starting point the figure of corporate governance, as an efficient state action, because itinvolves a change in the conception of the state and non-state roles in investment in publicservices, considering the actors public and private, as a cooperating conjunction with theformulation and implementation of public policies.In this context, the authors develop and analyze pending tasks in the exercise of regulatoryauthority and its relation to the patrimonial liability of the State, which in their view must also be taken into account for the effectiveness of corporate governance. / En el presente artículo, se destaca el fomento de la participación del sector privado en el desarrollo de infraestructura para la prestación de servicios públicos, a través de instrumentos ideados para una actuación conjunta de los sectores privado y público. Bajo ese contexto, toman como punto de partida a la gobernanza corporativa como una actuación eficiente del Estado, en tanto implica una variación de la concepción de los roles estatales y no estatales en materia de inversión en la prestación de servicios públicos, considerando a los actores públicos y privados como una conjunción cooperante con la formulación y la ejecución de políticas públicas.En ese contexto, los autores desarrollan y analizan tareas pendientes en materia del ejercicio de la potestad reguladora y su relación con la responsabilidad patrimonial del Estado que, desde su perspectiva, deben también tenerse en cuenta para la efectividad de la gobernanza corporativa.

La protection privée de la nature est un phénomène qui rencontre un succès majeur ces dernières décennies dans le contexte d’ouverture croissante des politiques environnementales à l’économie mondialisée. Le Chili compte précisément parmi les premiers pays à avoir appliqué les principes néolibéraux au niveau de l’État ; il a privatisé de nombreux domaines de l’économie, dont l’accès aux ressources naturelles. Ces dernières ont été, de ce fait, largement exploitées par des capitaux privés qui ont disposé de grandes libertés garanties par l’État. Et même si la protection de la nature est longtemps restée du seul ressort de l’État chilien, on constate à partir de l’année 1990 et la prise de pouvoir du premier gouvernement démocratique post-Pinochet l’émergence croissante des acteurs privés de protection de la nature, dont des ONG environnementalistes nationales et internationales. Ces ONG ont fortement promu et utilisé des outils du libre marché (acquisitions foncières, expertise scientifique, partenariats public-privé, marchés carbone) dans un but affiché de conservation des ressources naturelles. Elles interviennent même, plus récemment, dans les politiques de développement local. Cette recherche entend démontrer, à travers l’exemple du travail conjoint mené par les administrateurs de deux espaces protégés – l’un public, l’autre privé – la manière dont une ONG internationale de conservation exerce son action dans un pays comme le Chili. Il ne s’agit pas uniquement d’enjeux de protection de la nature, de conservation des ressources naturelles et de développement local, mais aussi des méthodes d’intervention auprès des acteurs ruraux et des dispositifs de pouvoir déployés dans un objectif de contrôle territorial. / Private nature conservation is a growing phenomenon against the background of the opening up of environmental policies to globalized economy. Chile is one of the first countries to have implemented neoliberal principles at State level; it has privatized many areas of its economy, including access to natural resources. As a result, those resources have been largely exploited by private capital, with the greatest freedoms guaranteed by the State. Even within nature conservation – which has long remained under the sole responsibility of the Chilean state – we can see from 1990 onwards, and the takeover of the first post-Pinochet democratic government, the increasing emergence of private actors of nature protection, including national and international environmental NGOs. These NGOs have strongly promoted and used free-market tools (land acquisitions, scientific expertise, public-private partnerships, carbon markets) with the aim of natural resources conservation. More recently, they also started to take part in local development policies.This research aims at demonstrating, through the example of the joint work carried out by the administrators of two protected areas - a public one and a private one - the way an international conservation NGO exerts its action in a country like Chile. Therefore, the main issues of this research are not only nature conservation, natural resources preservation and local development, but the interference with rural stakeholders and the power apparatuses that are deployed to gain territorial control at local level. / La protección privada de la naturaleza es un fenómeno que ha tenido gran éxito durante las últimas décadas en el contexto de la apertura creciente de las políticas medioambientales a la economía globalizada. Chile forma parte de los primeros países en haber aplicado los principios neoliberales a nivel de Estado; privatizó muchas áreas de la economía, dentro de las cuales el acceso a los recursos naturales. Por este motivo, los recursos naturales fueron intensamente explotados por capitales privados que beneficiaron, además, de grandes libertades garantizadas por el Estado. A pesar de que la protección de la naturaleza estuvo durante mucho tiempo bajo la sola responsabilidad del Estado chileno, a partir del año 1990 y la llegada al poder del primer gobierno democrático post-Pinochet, se observa un aumento creciente de los actores privados de la protección de la naturaleza, dentro de los cuales ONG medioambientalistas nacionales e internacionales. Estas ONG han promocionado y utilizado las herramientas de libre mercado (adquisición de tierras, conocimiento científico, cooperación público-privada, mercados de carbono) con el objetivo de conservar los recursos naturales. De manera más reciente, intervienen incluso en las políticas de desarrollo local.Esta investigación busca demostrar, mediante el ejemplo del trabajo conjunto llevado a cabo por los administradores de dos áreas protegidas – un pública, la otra privada – la manera como una ONG internacional de conservación ejerce su acción en un país como Chile. No se trata únicamente de desafíos de protección de la naturaleza, de conservación de los recursos naturales y de desarrollo local, sino que también de los métodos de intervención con los actores rurales y de los dispositivos de poder utilizados con un objetivo de control territorial.

Para que haja viabilidade econômica das mesmas, as suas taxas internas de retorno (TIR) apresentam-se como variáveis que precisam refletir os riscos e a realidade do negócio. O presente estudo busca analisar as taxas de retorno utilizadas para a modelagem das tarifas-teto do setor de rodovias federais frente às especificidades do seu mercado. Para tal, são seguidas três frentes: a primeira é analisar a metodologia da taxa de retorno utilizada para a modelagem das concessões mais recentes de rodovias; a segunda é estimar uma taxa de retorno a partir de pesquisa bibliográfica; e a terceira é, por meio de dados de rentabilidade de balanços de concessionárias do setor, observar se as taxas de retorno das primeiras concessões foram devidamente calculadas na época. Na dissertação, concluímos que a atual metodologia da taxa de retorno do Tesouro Nacional pode ser aprimorada, principalmente em relação aos parâmetros de grau de alavancagem e capital de terceiros, e observamos que a taxa de retorno tem se aproximado do custo de oportunidade do setor ao longo das últimas etapas de concessão. O estudo visa contribuir para o debate sobre a rentabilidade dos projetos de infraestrutura rodoviária, em meio a um período de intensos investimentos no setor. / Concessions and Public-Private Partnerships (PPP) are mechanisms increasingly used by the public sector to enhance the investments in infrastructure in Brazil. To achieve economic viability in these projects, their internal rates of return (IRR) are variables which must reflect the risks and reality of the business. The present study seeks to analyse the IRRs used for modeling the price-caps of the federal highways’ sector, under the specificities of such market. For this purpose, three approaches are pursued: the first one analyses the methodology of IRR calculation applied for modelling the most recent highway concessions; the second estimates an IRR based on bibliographic research; and the third makes use of data acquired from the balance sheets from the sector`s concessionaries, to observe if the IRR for the f irst concessions of federal highways were properly calculated at the time. In this dissertation, we concluded that the current National T reasury´s methodology of the rate of return can be improved, especially in relation to parameters like leverage and debt, and we observed that the rate of return has come closer to the opportunity cost for the sector throughout the last concession rounds. This study aims to contribute to the debate on the profitability of road infrastructure projects, a midst a period of intense investments in the sector.

However, the literature that analyzes the role and impact of PPP models in education is still incipient. The present study aims to contribute to the literature investigating the impact of a school infrastructure PPP contract used in municipal schools in Belo Horizonte. The methodology was based in the comparison of 46 schools under two models, being 27 schools under a PPP model and 19 schools built and operated under traditional public procurement model. The results show that the time to build schools under the PPP Model is 45% shorter and that 79% of the schools under traditional model were delivered out of the contracted term of 13 months, while all PPP units were delivered below this time. In the same vain, the satisfaction level regarding maintenance services is substantially higher under PPP than under traditional model. Specifically in relation to IT services it was not observed positive results for PPPs. Finally, principals in PPP schools have 25% more time to focus on pedagogical activities, as they spend less time with the management of non- pedagogical services. One limitation of this study is not to provide a comparative analysis between the two models in terms of costs. This study aims to contribute to the improvement of PPP regulatory models used in the education and to the discussion of the role that could be played by PPPs in the reduction of school infrastructure deficit. / As Parcerias Público-Privadas (PPP) de infraestrutura escolar são cada vez mais utilizadas no mundo, entretanto as avaliações de impacto desse modelo ainda são escassas. O presente estudo contribui para essa área do conhecimento ao avaliar o impacto da utilização de PPP tanto na construção como na operação das Unidades Municipais de Educação Infantil (UMEIs) de Belo Horizonte (BH). A metodologia de pesquisa foi baseada na comparação de 46 UMEIs, sendo 27 unidades de PPP e 19 unidades construídas e operadas no modelo tradicional de contratação pública. Em relação ao impacto na construção, os principais resultados são que o tempo de obra das unidades de PPP foi 45% menor e que 79% das unidades tradicionais foram entregues fora do prazo contratado de 13 meses, enquanto que nenhuma PPP foi entregue acima deste prazo. Além disso, a PPP permitiu aumentar a escala na construção das UMEIs, superando as limitações do modelo tradicional. Dentre as principais evidências encontradas quanto ao impacto na operação, pode-se citar que os diretores de unidades de PPP afirmam ter 25% mais tempo para focar nas atividades pedagógicas, pois gastam menos tempo na gestão dos serviços não pedagógicos, e que o grau de satisfação com os serviços de manutenção das instalações físicas é substancialmente maior nessas unidades. Os resultados positivos para PPP só não apareceram em relação aos serviços de manutenção de TI. Uma limitação deste trabalho foi não conseguir realizar a comparação de custos das duas modalidades. O estudo pretende contribuir para o aprimoramento dos modelos regulatórios de PPPs em educação e para a discussão sobre o papel que pode ser desempenhado pelas PPPs na redução do déficit de infraestrutura escolar.
