On that perspective, this work, Social Assistance Policy in Brazil: an analysis from the typologies on public policy, pursues to add the relevant literature to social assistance what focus on the public policy ratings. Moreover, it concerns about a study on the the national policy of social assistance implemented by the Brazilian government from the theoretical referrence of the public policy typologies. For that reason, the referential framework of the public policies as well as the analisys of its fundamentals/principles that are indispensable for achieving a bigger goal, that is to tipify the social assistance policy based on the different public policy typologies and characterize it through the main elements which are intrinsec to the social political and economic reality of Brazil. Thus, the issue suggested for the work is: what is the profile and the political trajectory of the social assistance implemented by the Brazilian Government? How it presents, above all, the features of a distributive, focused and lawful policy, the work has been done througho the following hypothesis: the social assistance policy in Brazil has been of universal, assistance, and focusing aspects. For each of those features granted to the social assistance policy, there is a gathering of changes according to the social, political and economic moment of the country and that stands out due to the different institutions within every cyclical period. The work showed that besides the social policy has gone through meaningful changes during the last decades, even though the adoption of the Organic Law of Social Assistance and its rules, some of the mentioned characteristics still remain, as long as the State s primacy goes on being the economic policies over the dubbed social policies. Notwithstanding, the social assistance will build up itself from the materialization of the growing of the social rights related to the State, but also assuming an important role on the amplified reproducing process regarding the capitalist social relations / O estudo das tipologias de pol?ticas p?blicas ainda ? um campo de conhecimento que carece de estudos mais abrangentes e aplic?veis a diferentes setores. Nessa perspectiva, o presente trabalho, Pol?tica de assist?ncia social no Brasil: uma an?lise a partir das tipologias de pol?ticas p?blicas teve como intuito acrescer ? literatura pertinente ao tema da assist?ncia social o enfoque das classifica??es de pol?ticas p?blicas. Por conseguinte, trata-se de um estudo sobre a pol?tica nacional de assist?ncia social implementada pelo Estado brasileiro a partir do referencial te?rico das tipologias pol?ticas p?blicas. Para tanto, nos utilizamos do quadro referencial das pol?ticas p?blicas, bem como da an?lise de seus fundamentos/princ?pios que foram imprescind?veis ? obten??o do objetivo maior, que foi tipificar a pol?tica de assist?ncia social ? luz das diferentes tipologias de pol?ticas p?blicas e caracteriz?-la atrav?s de elementos centrais e que s?o intr?nsecos ? realidade sociopol?tico-econ?mico do Brasil. Desse modo, o problema de pesquisa proposto foi: qual o perfil e a trajet?ria da pol?tica de assist?ncia social implementada pelo Estado brasileiro?. Como ela apresenta, sobretudo caracter?sticas de uma pol?tica social distributiva, focalizada e de legitima??o, trabalhamos com a seguinte hip?tese: a pol?tica de assist?ncia social no Brasil tem oscilado entre o assistencialismo, a universaliza??o e a focaliza??o. Para cada uma dessas atribui??es outorgada ? pol?tica de assist?ncia social, h? um agrupamento de vari?veis postas de acordo com o momento sociopol?ticoecon?mico do pa?s e que se sobressaem pelos diferentes arranjos institucionais em cada per?odo conjuntural. A pesquisa apontou que, apesar de a pol?tica de assist?ncia social ter vivenciado mudan?as significativas nas ?ltimas d?cadas, mesmo com a aprova??o da Lei Org?nica da Assist?ncia Social e suas normas, algumas das supramencionadas caracter?sticas persistem, j? que a primazia do Estado continua sendo as pol?ticas de vi?s econ?mico em detrimento das nomeadas pol?ticas sociais. It has as objective to analyze the configuration of the politics of integral attention to the child, evidencing the form as the same ones they had been redimensioned by the neoliberal ideas and by the lines of direction of the international organisms. The work has like empiric reference the project Bel?m Crian?a, developed by county of Bel?m from a partnership with the Deep of United Nations for Infancy (UNICEF), in the period of 2001 and 2004. The project intends to develop an articulated action among the several county departments which offer assistance to the children looking for to rationalize the resources and to optimize the services. Amongst the methodological procedures that materialized the research distinguished: The bibliographical review and documental allowed to analyze the contextualization of the public politics and, between them, the social politics of attendance to the child; the historical revolution this attendance; the paper of the UNICEF how articulator of the politics in municipal scope; and the paper of county how executer these politics. Still it was utilized, the half-structuralized interview, Having like subjects: the representative of the UNICEF in Bel?m, the municipal co-managers and actors of community in which the project was implemented. The result of the analyzes review that, historically, the politics destined to the child they had been being dimensioned having like support the fight of social movements vindictive for publics politic which guarantee the fundamentals rights these citizen. Although legal dimension of current politics of attendance to the child, to assume a vision of completeness and the guarantee of the rights, it still has a great exaggeration between the speech and the practical one. Actually, the same one are elaborate inside the neoliberal optics, with ruled actions by the beginning in combat to the poverty, implanted with low costs and with practice which to lead to the excessive fragmentation, generating inadequate actions and punctual programs which don t guarantee the social quality of the attendance. This perspective was evidenced to the most of the actors which the Project Bel?m Crian?a don t constitute itself a real public politic toward the child of 0 the 6 years, although present innovating aspects, how the mobilization and participation. It was demonstrated yet, in the participant s depositions of the research, that the bureau had numberless of difficulty to develop the action preview in the project, it has seen the great complexity of articulation between the several organism responsible by politics of attendance / Pol?ticas P?blicas de Atendimento ? Tem como objetivo analisar a configura??o das pol?ticas de aten??o integral ? crian?a, evidenciando a forma como as mesmas foram redimensionadas pelas id?ias neoliberais e pelas diretrizes dos organismos internacionais. O trabalho toma como refer?ncia emp?rica o Projeto Bel?m Crian?a, desenvolvido pelo munic?pio de Bel?m a partir de uma parceria com o Fundo das Na??es Unidas para a Inf?ncia (UNICEF), no per?odo de 2001 a 2004. O Projeto pretendia desenvolver uma a??o articulada entre as v?rias secretarias municipais que prestam assist?ncia ? crian?a procurando racionalizar os recursos e otimizar os servi?os. Dentre os procedimentos metodol?gicos que materializaram a pesquisa destacaram-se: a revis?o bibliogr?fica e documental que permitiram analisar a contextualiza??o das pol?ticas p?blicas e, entre elas, as pol?ticas sociais de atendimento ? crian?a; o papel do UNICEF como articulador das pol?ticas em ?mbito municipal; e o papel do munic?pio como executor dessas pol?ticas. Ainda foi utilizada, a entrevista semi-estruturada, tendo como sujeitos: o representante do UNICEF em Bel?m, os co-gestores municipais e atores da comunidade na qual o projeto foi implementado. Os resultados das an?lises revelaram que, historicamente, as pol?ticas destinadas ? crian?a foram sendo dimensionadas tendo como suporte a luta dos movimentos sociais reivindicativos por pol?ticas p?blicas que garantissem os direitos fundamentais destes cidad?os. Apesar da dimens?o legal das atuais pol?ticas de atendimento ? crian?a, assumirem uma vis?o de integralidade e de garantia de direitos, h? ainda um grande descompasso entre o discurso e a pr?tica. Na atualidade, as mesmas s?o elaboradas dentro da ?tica neoliberal, com a??es pautadas pelo princ?pio da focaliza??o no combate ? pobreza, implantadas com baixos custos e com pr?ticas que conduzem ? fragmenta??o excessiva, gerando a??es inadequadas e programas pontuais que n?o garantem a qualidade social do atendimento. Nessa perspectiva ficou evidenciado para a maioria dos atores que o Projeto Bel?m Crian?a n?o se constituiu uma real pol?tica p?blica voltada para a crian?a de 0 a 6 anos, apesar de apresentar aspectos inovadores, como a mobiliza??o e a participa??o. Processos s?cio-ambientais relacionados ?s situa??es de degrada??o na regi?o do Rio Doce, Natal/RN

According to statistics published by the IBGE (2000), the area of Natal that stretches from Redinha to Lagoa Azul holds about 12% of the municipal population. Part of this area is bordered by a watercourse, the Rio Doce, which has been afflicted by a range of socio-environmental problems over the years. This study was carried out with the aims of 1) identifying the socio-environmental processes related to urban expansion, with an emphasis on those causing environmental degradation in this region; b) analysing the perception of the target population in relation to the environment it occupies; and c) determining the socioeconomic profile of the local residents and the sanitary facilities available to them. A survey was carried out by conducting interviews and completing questionnaires with the residents to assess the situation both qualitatively and quantitatively in the communities of Caiana, Pajussara S?tio, Gramor? Povoado and Gramor? S?tio, as well as by conducting bibliographical and documentary research. It was discovered that the sanitary conditions of the riverside dwellers are precarious and only 1% of the houses in the suburbs mentioned are connected to the public sewers. It was established that the Rio Doce is intensively exploited through the extraction of sand for the building trade, irrigation of riverside vegetable plots and use of the water for bathing, washing of clothes and leisure. It was also found that about 40% of the population resident in this area has migrated from the rural zone, which is one of the factors rendering it difficult for them to adapt to the urban setting. Such information can be of use to the authorities in the environmental planning of these districts and their sustainable development / A faixa urbana que se estende do bairro da Redinha ao bairro de Lagoa Azul, concentra cerca de 12% da popula??o do munic?pio do Natal/RN (800.000 habitantes), segundo dados do IBGE(2000). O estudo foi realizado de forma a identificar/conhecer os processos s?cio-ambientais relacionados ? expans?o urbana, destacando as situa??es de degrada??o ambiental naquela regi?o; observar/analisar a percep??o do p?blico alvo em rela??o ao ambiente que ocupa; tra?ar o perfil s?cio-econ?mico dos agentes antr?picos ali residentes, concomitante ao levantamento das condi??es de saneamento b?sico da popula??o local. Atrav?s do m?todo quantitativo-qualitativo de investiga??o desenvolveu-se este trabalho, utilizando-se t?cnicas de entrevistas com formul?rios aplicados ?s comunidades Caiana, Pajussara S?tio, Gramor? Checks as their management functions, with the following objectives: a) Examine whether the objectives of the activities related to teachers' program are being implemented according to the official documents, b) examine if there is a monitoring program activities as the activities of teachers c) Identify whether teachers develop activities and environments using the technological resources of the internet. The research brings a central issue: How ProInfo is subsidizing the activities of the teachers involved in the program to achieve their goals effectively? As a central hypothesis of this work, to be a general north to the research, we have: the ProInfo establishes a fragile and discontinuous link between the management of the activities of teachers and the goals that he sets. The hypothesis was validated by the analysis of data from field research, when we encounter a series of limiting aspects of program effectiveness at the municipal level. This research was undertaken with managers of state and municipal schools and teachers, using a sample of four schools Parnamirim-RN, in order to include some aspects of program management at the municipal level and effectiveness goals proposed, focusing on teachers who participated in the training. The methodological process consisted of literature review, interviews and documentary analysis carried to the organs responsible for ProInfo statewide (UNDIME/RN ) and municipal level, next to the Municipal Education Parnamirim-RN. Based on data collected from empirical field research, it was found that the ProInfo lacks periodic reviews by the governing bodies of the program, about the actions developed through appropriate instruments, which enable a more realistic view of the results of the program ex post (during or after deployment)

The from this view, the Tourism Regionalization Macro Program (TRP), considered a significant program to Ministry of Tourism, arose as an answer to this new reality, having as strategy a joint working of structuring and promotion turned at decentralization of actions, valuing the residents participation in the search of the permanent dialogue between peers and revaluation of places and territories, based in the regionalization process. Based on this bias, this study aims to examine the role of the Tourism State Council of Rio Grande do Norte, with regard to the tourism planning, trying to understand it and solve it as governance Instance, through the Tourism Regionalization Program interventions, given the participation context of its actors and agents. For purposes of this study is delimited as time frame the year 2007 at 2014, understanding that it was this time, there was greater council members accession, as well as different types of sectors representation of civil society, as a result of a tourism public policy based on principles of innovation and participation. In relation to the research problem, this study is conceptualized as a qualitative and the chosen method is the materialist dialectic. Still on the methodological options, utilize the Content Analysis. The results show that the institutionalization of governance instance as the Conetur does not contributes, ideally, in the planning and management process of participatory and integrated tourist activity, facing a fair direction of your space production. The research indicates that there are debates, discussions and guidelines (still in a timely and targeted form), but not reverberates practical effects, by act in a conjuncture that Is strategically designed for political and economic power game, setting the hegemonic actors performance, which uses this arena to instill personal desires and wishes, that are decided in absentia to the council.

Questiona-se, ent?o, se a omiss?o estatal, ao n?o garantir o dever de prote??o ?s pessoas privadas de sua liberdade, pode configurar o que a corte constitucional colombiana definiu como sendo um ?Estado de Coisas Inconstitucional?. A partir da constata??o de eventual incapacidade do poder p?blico em sanar esta viola??o massiva e generalizada de v?rios direitos fundamentais exsurge a possibilidade de interven??o pela via do controle jurisdicional das pol?ticas p?blicas correlatas ao problema. N?o se pode olvidar, entretanto, que o princ?pio da separa??o de poderes propugna que a atua??o judicial deve se dar subsidiariamente nestes casos, apenas para suprir a omiss?o das outras esferas de poder, no intuito de efetivar os princ?pios constitucionais em quest?o. / Brazilian Federal Constitution of 1988 has listed many guarantees to incarcerated persons deriving from the core of the principle of human dignity. However, analyzing the Brazilian prison system, can be found a bleak picture of repeated violations of fundamental rights. Then, the question is whether State?s omission, who failed to ensure the protection of the incarcerated persons rights, can configure what the Colombian Constitutional Court has defined as an "Unconstitutional State of Fairs". From finding potential inability of the government to remedy this massive and widespread violation of various fundamental rights rises the possibility of intervention by the judicial policy making related to the problem. We should not forget, however, that the principle of separation of powers advocates judicial action in these cases must be given just in an alternative way, only to supply the omission of other spheres of power, in order to give effect to the constitutional principles in question.

In education the minimum school attendance of 85 % for children between 6 and 15 years and 75 % for adolescents aged 16 to 17 years is required . According rationale explicit in legislation and official documents BFP, ensuring school attendance of children and young people in school would be a major break with the call for intergenerational transmission of poverty factor. This paper assumes the following questions: is attendance important factor to prevent the call intergenerational transmission of poverty? Does the fact that the child is in school with the help of the program ensures your education? This study examined the perceptions of mothers beneficiaries of the program regarding the requirement of attending school and prepared to understand according to their placements, the education of their children was related to participation in the BFP. Twenty semi-structured interviews with mothers of BFP beneficiaries were held in the southern region of Campinas/SP. The survey results indicate that for the beneficiary mothers BFP education of their children is not linked to the program because, according to them, the only requirement BFP with respect to school is school attendance and that they declare comply. As to the education of their children, mothers argue that it is necessary to promote a school that develops a quality education that will prepare them for the job market, so they will have opportunities to break away from poverty in the future and build a better life. / O recebimento do benef?cio do Programa Bolsa Fam?lia (PBF), pol?tica p?blica de transfer?ncia de renda do governo federal destinado a fam?lias em situa??o de pobreza e de extrema pobreza est? vinculado ao cumprimento de condicionalidades nas ?reas de sa?de e educa??o. Na ?rea da educa??o ? exigida a frequ?ncia escolar m?nima de 85% para as crian?as entre 6 e 15 anos e de 75% para adolescentes entre 16 e 17 anos. Segundo justificativa explicitada na legisla??o e documentos oficiais do PBF, a garantia da frequ?ncia escolar de crian?as e jovens na escola seria um fator importante para romper com a chamada transmiss?o intergeracional da pobreza. O presente trabalho parte das seguintes indaga??es: ser? a frequ?ncia escolar fator importante para impedir a chamada transmiss?o intergeracional da pobreza? Ser? que o fato da crian?a estar na escola com o aux?lio do programa garante a sua educa??o? Este estudo analisou as percep??es de m?es benefici?rias do programa a respeito da exig?ncia da frequ?ncia escolar e se disp?s a compreender de acordo com suas coloca??es, se a educa??o de seus filhos estava relacionada com a participa??o no PBF. Foram realizadas vinte entrevistas semiestruturadas com m?es benefici?rias do PBF na regi?o sul de Campinas/SP. Os resultados da pesquisa indicam que para as m?es benefici?rias do PBF a educa??o de seus filhos n?o est? vinculada ao programa, pois, segundo elas, a ?nica exig?ncia do PBF com rela??o ? escola ? a frequ?ncia escolar e isso elas declaram cumprir. J? com rela??o ? educa??o de seus filhos, as m?es argumentam que ? necess?rio promover uma escola que desenvolva um ensino de qualidade, que os prepare para o mercado de trabalho, assim eles ter?o possibilidades de romper com a pobreza no futuro e construir uma vida melhor.

We analyze, in particular, the technical assistance program, social and environmental agrarian reformation, on model settlement, a program created, especially, to the rural settlements, coordinated by INCRA. Based on the documental analyze and local study, it is noticed that the experience of technical assistance implemented on model settlement shows the non continuation and fragility on technical assistance actions to rural workers. This context goes against the lately technical assistance governmental apparatus, which ensures to make settlements stronger, to support and to get important the familiar agriculture system. This way, technical assistance execution, trough the tertiary service, follows the neoliberal strategy and, the State, besides decreases the estimate to public politics, takes its actions control from the State to the shared control through partnership and transferring of responsibility, expressing its historic lack of attention to the worker class demands. In spite of workers resistance, expectative and hope, the lack of these services, as well as the other politics deficiencies, which are necessary to the settlements, are endangering its activities and threatening its survival in the settlement / Essa disserta??o analisa a assist?ncia t?cnica no contexto dos assentamentos rurais, vista como parte das reivindica??es dos movimentos sociais que lutam por reforma agr?ria, e se constitui meta do II PNRA, lan?ada em maio de 2004, como uma Pol?tica P?blica Nacional priorit?ria no processo de constru??o e consolida??o dos assentamentos e da agricultura familiar, propondo uma retomada dos servi?os de Assist?ncia T?cnica e Extens?o Rural no Brasil, iniciados no final da d?cada de 1940. Analisamos, em particular, o Programa de Assessoria T?cnica, Social e Ambiental ? Reforma Agr?ria, no Assentamento Modelo, um programa criado, especificamente, para os assentamentos rurais, coordenado pelo INCRA. A partir da an?lise documental e da pesquisa de campo, percebemos que a experi?ncia de Assessoria T?cnica implementada no Assentamento Modelo sinaliza a descontinuidade e as fragilidades nas a??es de assist?ncia t?cnica aos trabalhadores rurais. Therefore, the study departed from the understanding that the concept of tourism as a human phenomenon is configured as an essential conceptual basis for the development, implementation and analysis of public policies. The application of Network Theory and Social Network Analysis serves as an analytical tool, in addition, the use of concepts of Policy Networks enabled to interpret, in distinct aspects, the social reality of tourism in a more precise and detailed way. The study had a cross-sectional with a longitudinal perspective and case study was adopted, thus enabling to apply the model of social network analysis and qualitative approach. Through the survey conducted, it was found that the drafting process of National Tourism Plans was the result of the interaction of a complex network of actors from public and private initiatives, who compose the National Council of Tourism, and that their power of influence came out simultaneously, but not symmetrically, for both their performance/intervention in the meetings, and the possession of economic and organizational resources. Hence, the establishment of partnerships and information exchanges among the actors were underlying to the PNT drafting process, both in problems perception and insertion in the government agenda, as in making proposals to solve them, thus guiding the construction of large programs and programs contained in both investigated plans. / A disserta??o analisa a influ?ncia das rela??es entre atores da Rede Pol?tica do Turismo Brasileiro que comp?em o Conselho Nacional de Turismo no processo de elabora??o dos Planos Nacionais de Turismo (PNT 2003/2007 e PNT 2007/2010), centrando-se em dois principais tipos de intera??o: coopera??o e interc?mbio de informa??es. Para tanto, o estudo parte do entendimento de que a concep??o do turismo como um fen?meno humano, conforma-se como uma base conceitual imprescind?vel para a elabora??o, implementa??o e an?lise de suas pol?ticas p?blicas. A aplica??o da Teoria de Redes e da An?lise de Redes Sociais, funciona como uma ferramenta anal?tica, al?m disso, o uso dos conceitos de Rede Pol?tica (Policy Networks), permitiram interpretar por meio de aspectos diferenciados, a realidade social presente no turismo de forma mais precisa e detalhada. O estudo teve um corte seccional com perspectiva longitudinal e adotou o estudo de caso, permitindo aplicar o modelo de an?lise de redes sociais e a abordagem qualitativa. Atrav?s da pesquisa realizada, constatou-se que o processo de elabora??o dos Planos Nacionais de Turismo foi resultado da intera??o de uma complexa rede de atores p?blicos e privados, os quais comp?em o Conselho Nacional de Turismo, e que o poder de influ?ncia deles se deu simultaneamente, mas n?o simetricamente, pela sua atua??o/ interven??o nas reuni?es, e pela posse de recursos econ?micos e organizacionais.
