Inicia com a história desses cursos e o habitus policial violador presente na corporação policial pernambucana – que funciona, em seu momento germinal, como braço armado do Estado a serviço dos “senhores de engenho” e, portanto, no controle social de pobres e negros. No período ditatorial brasileiro, este habitus foi reforçado, dando lugar ao cometimento de arbitrariedades (torturas, prisões ilegais, censura etc). Com a redemocratização brasileira, os movimentos de defesa dos direitos humanos ganham expressividade e provocam reflexões sobre a ação policial, defendendo uma atuação não violadora e mais cidadã. Para a consecução do objetivo de analisar discursos de direitos humanos inseridos na formação policial, desde o início da redemocratização, foram coletados dados, por meio da técnica de pesquisa documental e de entrevistas, além da pesquisa bibliográfica. A pesquisa documental explorou documentos da PMPE, obtidos no Arquivo Geral, na unidade de ensino e em sites institucionais da corporação. Além disso, foram realizadas 13 (treze) entrevistas semiestruturadas, sendo 05 (cinco) com gestores que atuam (ou atuaram) na formação policial e 08 (oito) com ex-alunos do CFSd, sendo 02 (dois) de cada fase da formação policial pernambucana. Como uma das conclusões, foi observado que a inserção da temática sobre direitos humanos na PMPE foi iniciada com forte resistência, rechaço e menosprezo na corporação. Atualmente, discursos sobre direitos humanos estão mais presente nas falas dos policiais, contudo, essa presença não se dá por compreensão dos valores advindos do campo dos direitos humanos, mas por um controle da sociedade na atuação do policial, na rua. Desta forma, tais direitos, personificados pelas organizações de proteção, são vistos como “inimigos” dos policiais, sempre prontos a prejudicá-los. Compreendemos que esta polarização entre polícia e direitos humanos é bastante negativa, pois abre espaço para a relativização desses direitos na prática profissional, possibilitando a permanência do habitus policial violador. / The dissertation deals with conceptions of human rights present in Soldiers Formation Courses (CFSD) of the Military Police of Pernambuco (PMPE). It begins in the history of this courses and the violator policial habitus presents in the policial corporation of Pernambuco which works, in its germinal moment, as a type of army of the State used by the "senhores de engenho" to make the social control of poor and black people. At the brazilian dictatorial period, this habitus was reinforced, making way to a commission of arbitrariness (torture, illegal arrests, censure etc). With the brazilian redemocratization, moviments fighting for human rights gain expressiveness and make reflections about the policial action, defending a non-infringing and more citizen action. To the attainment of the goal of analize the discourse of Human Rights presents in the policial formation, since the begging of the redemocratization, was colected data, by documental search and interviews, beyond bibliografic research. The documental search explored the data from PMPE, searched in the general archives, in teaching units and in the corporation institutional websites. Moreover, there were thirteen (13) semi-structured interviews with 05 (five) with managers who work (or worked) in police training and 08 (eight) with alumni CFSD, 02 (two) of each phase of formation pernambuco police. In conclusion, was observed that the issue of inclusion of human rights in PMPE was initiated with strong resistance, rejection and contempt in the corporation. Currently, discourses on human rights are more present in the statements of the police, however, this presence is not by understanding the values coming from the field of human rights, but for control of the company in the police action on the street. So this Rights, personified by the protection organizations are seen as policial "enemies" always ready to affect them. We understand that this polarization between police and human rights is fairly negative, it opens space for the relativization of these rights in professional practice, enabling the permanence of the violator police habitus.

The daily institutional military police is full of situations that serve as the subject of oral arguments on the process of identity construction of the military police as a result of normative behavior and discipline consolidating historically rooted concepts, which are pass on from generation to generation. The military police's manner set up an institutional culture that enhances the security crisis installed in society. Faced with this reality, institutional management becomes an important subject of investigation capable to add with changes in military police work, because there is still the modus operand's public safety an action typically connected to the control of violence through the use of violence. Presumably, this role would be exercised by complying with the doctrine that is currently taught in military academies. However, these formulations are used as a shield and reinforcement of rigid military values, setting the organizational culture of the institution, so that these precepts and practices that accompany them are the main references of theoretical discourse and the ideological arguments of the Military Police. The results showe the doctrinal basis, transplanted from the Brazilian army and led to military police, persist until the present day at that institution and resulted in the absorption of military doctrine expressed in thought, symbols, structure and modus operand's, what keeps it under tight control, given the expectations of the state and particularly not the people or the police itself. The military's organizational culture remains almost unchanged since its origins, which places in dissonance with the contemporary realities, the management model that the military police uses was constructed from the ideological basis of their origins, focusing on hierarchy and discipline, and it has in compliance with the regulation the central focus of management and the model of governance practiced by the military prevents the fulfillment of its institutional and social beca use its focus is gone, ie, rather than focusing on solving the problems of security and rights of the company aims to fulfill linear, pure and sim pie regulation of the military. The conclusion is the organizational culture of the military police determines the model of contemporary management of the institution focused on militarization. As a result, the military distanced itself from their institutional and social solutions, which led the society to resent itself of protection and defense of their rights. / Esta dissertação teve como objetivo compreender de que maneira a cultura organizacional da polícia militar influencia o modelo de gestão da instituição. O cotidiano institucional da policia militar é repleto de situações que servem de objeto de argüição sobre o processo de construção da identidade do policial militar como resultante de um comportamento normativo e disciplinar que consolida conceitos historicamente enraizados, os quais se repassam de geração a geração. O modo de agir do policial militar configura uma cultura institucional que reforça a crise de segurança instalada na sociedade. Frente a tal realidade, a gestão institucional passa a ser um importante objeto de investigação capaz de contribuir com mudanças no trabalho policial militar, pois ainda persiste no modus operandi da segurança pública uma ação tipicamente ligada ao controle da violência mediante o uso da violência. Presumivelmente, esse papel seria exercido através do cumprimento da doutrina que atualmente é ensinada nas academias militares. No entanto, essas formulações são usadas como anteparo e reforço de valores militares rígidos, configurando a cultura organizacional da instituição, de maneira que tais preceitos e as práticas que as acompanham são as referências principais do discurso teórico e dos argumentos ideológicos da Polícia Militar. Os resultados obtidos mostraram que as bases doutrinárias, transplantadas do exército brasileiro e que originaram as policias militares, persistem até os dias atuais nessa instituição e resultou na absorção da doutrina militar expressa no pensamento, símbolos, modus operandi e estrutura, o que a mantém sob controle rígido, atendendo às expectativas do Estado em detrimento do povo ou da própria policia; a cultura organizacional da polícia militar permanece quase inalterada desde suas origens, o que a coloca em dissonância com a realidade contemporânea; o modelo de gestão que a polícia militar utilizar foi construído a partir da base ideológica de suas origens, centrado na hierarquia e na disciplina, e que tem no cumprimento do regulamento o foco central da gestão; e que o modelo de gestão praticado pela polícia militar impede o cumprimento de sua missão institucional e social porque seu foco está deslocado, ou seja, ao invés de focar a solução dos problemas de segurança e defesa dos direitos da sociedade visa ao cumprimento linear, puro e simples do regulamento militar (Esse trecho está muito confuso!! Não consigo entender o que você quis dizer). A conclusão é que a cultura organizacional das polícias militares determina o modelo de gestão contemporâneo da instituição focado na militarização. É um modelo que privilegia a hierarquia e a disciplina (e ao apego ao regulamento), em detrimento do capital intelectual e da participação de seus membros e da sociedade na identificação e solUção dos seus objetivos e metas. Como resultado, a polícia militar se distanciou da solução de sua missão institucional e social, o que levou a sociedade a se ressentir de proteção e defesa de seus direitos.

The Course Officers (CFO-PMMA) belongs to the University, the result of an agreement between UEMA and PMMA, pioneer, in northeastern Brazil, applying the principles of human rights and citizenship in their curriculum, since the 90s. But applications of this knowledge in police practices are not so evident. The curriculum of the course emphasizes the specific disciplines of PMMA, however, the list of disciplines UEMA is more restricted. Still, there is a positive image of the official course graduates – bachelors in public safety. The method used was inductive qualitative approach and we applied semi-structured interviews with key informants at the institutions involved. The result demonstrated the need for a reorientation of the course, from restoring dialogue between the institutions involved to settle the guiding principles of the course is to train managers in the public security system, citizens can act in the maintenance of order and of coping situations of conflict. / Estudo sobre o processo de formação de oficiais militares na Universidade Estadual do Maranhão. O Curso de Formação de Oficiais (CFO-PMMA) pertence à Universidade, fruto de um convênio entre UEMA e PMMA, pioneiro, no nordeste brasileiro, em aplicar os princípios dos direitos humanos e cidadania na sua matriz curricular, desde a década de 90. Mas, as aplicações destes conhecimentos nas práticas policiais são pouco evidentes. A estrutura curricular do curso prioriza as disciplinas específicas da PMMA, porém, o elenco das disciplinas da UEMA é mais restrito. Mesmo assim, há uma positividade da imagem dos oficiais egressos do curso – bacharéis em segurança pública. O método utilizado foi o indutivo, com abordagem qualitativa, aplicou-se entrevista semiestruturada junto aos informantes-chaves das instituições envolvidas. O resultado demonstrou a necessidade de uma reorientação do curso, a partir da restauração dialógica entre as instituições envolvidas, para sedimentar os princípios norteadores do curso, que é formar gestores do sistema de segurança pública, cidadãos capazes de atuarem na manutenção da ordem e enfrentamento de situações de conflitualidade.

Its main theme is the authoritarianism and the military discipline in the classroom. Theoretically supported by Michel Foucault s to Discipline and Punish: The Birth of the Prison my aim is to trace a historical panorama of the Military Police to understand this authoritarianism in the classroom. As a hypothesis, I put forward as a starting point for reasoning, the social-cultural evolution in which the responsible institution for the public order had to be inspired by human rights. When dealing with human rights and the dignity of the human being as regards the treatment of police officers as citizens, I have found out that there are evidences of equivocal authoritarianism in the formation of the military officer and I emphasize the idea of having a community police as a contribution to the solving of social conflicts. Consequently, I also propose the formation of officers at the military institutions and, simultaneously, at universities in order to promote the appearance of a hybrid formation of the police cadet adding to it the essence of the hierarchy and military discipline and that coming from the university. This movement will favour his maximum social inclusion, allowing him to solve his problems in a more democratic and humanistic way. Finally, I also take into consideration the curriculum of contemporaneity in which identity, the condition of the orther, diversity, subjectivity, signification and discourse, knowledge and power, knoweledge and culture are all interrelated in the formation of the officer of the Academilia de Polícia Militar do Barro Branco. I also point out thematic areas for implementation in the curriculum of the course in order to extinguish or minimize the authoritarianism in the classroom. Mediation and evaluation of the course are also pointed out as one of the most important aspects to improve the cadet s formation, transforming him into a responsible, democratic and autonomous officer / O presente trabalho apresenta o processo de formação do oficial da Polícia Militar do Estado de São Paulo da Academia de Polícia Militar do Barro Branco, trazendo como tema o autoritarismo e a disciplina militar em sala de aula. Apoiando-se em Michel Foucault (na obra Vigiar e punir: nascimento da prisão), busca-se a compreensão desse autoritarismo em sala de aula a começar pela trajetória histórica da Polícia Militar. Trabalha-se com a hipótese de que, com a evolução históricocultural, a instituição responsável pela ordem pública teve de se forjar nos direitos humanos. Ao abordar os direitos humanos e a dignidade da pessoa humana no trato do policial militar com o cidadão, evidencia-se o equívoco do autoritarismo na formação do oficial militar, e ressalta-se a idéia de uma polícia comunitária como forma de contribuição na resolução dos conflitos sociais. Sustenta-se também, por conseqüência, que é essencial formar os oficiais na instituição militar e simultaneamente na universidade, para ocorrer a formação híbrida do cadete da Polícia Militar, adicionando ao caráter militar da disciplina e da hierarquia a formação universitária que lhe possibilitaria uma maior inserção na sociedade, favorecendo a resolução de seus problemas de maneira mais humana e democrática. Por fim, considera-se o currículo na contemporaneidade, articulando-se identidade, alteridade, diferença, subjetividade, significação e discurso, saber e poder, conhecimento e cultura, na formação do aluno oficial da Academia de Polícia Militar do Barro Branco. Também se propõem algumas áreas temáticas a serem implantadas no currículo do curso, a fim de extinguir ou diminuir o autoritarismo na sala de aula, e aponta-se a necessidade da medição e da avaliação do curso como um dos aspectos fundamentais para a melhoria na formação do cadete, contribuindo para que este possa se tornar um oficial responsável, democrático e autônomo

Apresentamos os resultados de um estudo realizado nesta unidade. Conduzimos a pesquisa utilizando métodos qualitativos, com historiografia oral, através de entrevistas em profundidade. Nossos resultados apontam para fatores como liderança, seleção, treinamento, confiança mútua e baixo distanciamento de poder, como críticos e explicativos na construção da competência essencial do BOPE. / This research aims to identify the critical factors determining the construction of the core competence of the BOPE, the Special Police Operations Battalion of the Military Police of Rio de Janeiro, a team of high performance and strong autonomy and acting in complex scenarios unpredictable. We present the results of a study conducted in BOPE. Conduct research using qualitative methods, with oral history through interviews. Our findings point to factors such as leadership, selection, training, mutual trust and low power distance, as critics and explaining the construction of the core competence of the BOPE.

This study aims to characterize the training and professional development of federal criminal experts, stationed in the Federal Police Department. For this, research work was carried out involving a theoretical basis, the survey data collected from the Experts and their immediate supervisors in Technical and Scientific Sectors, plus interviews with leaders of the National Police Academy, located in Brasília - DF. The first part of the paper presents an introduction and literature review, with a brief history of the Police Education System in Brazil, the concepts of Corporate Education and skills development as well as aspects of training and development officer in the National Police Academy, Police Department Federal. The second part deals specifically with the way this survey was organized and its data collection. The methodology uses a transdisciplinary approach, ever-present feature in their own training and development officer. The third, the data analysis, leads to the conclusions of the study and lists the main features of the training and professional development of the Federal Criminal Expert. Finally, the conclusion ends the paper, with suggestions for future research on the matter. Key / A Ciência Policial, ainda que controversa sua real existência, pode ser um importante meio de prova da verdade, destinada a produzir a convicção do julgador na decisão de um crime, sendo uma especialização recente e muito pouco explorada pela literatura técnica nacional. O presente estudo visa caracterizar a formação e o desenvolvimento profissional dos Peritos Criminais Federais, lotados no Departamento de Polícia Federal. Para isso, foi realizado trabalho de pesquisa envolvendo um embasamento teórico, o levantamento de dados colhidos a partir dos Peritos e suas chefias imediatas nos Setores Técnico-Científicos, além de entrevistas com dirigentes da Academia Nacional de Polícia, localizada em Brasília - DF. A primeira parte do trabalho apresenta uma introdução e a revisão bibliográfica, com breve histórico do Sistema de Ensino Policial no Brasil, conceitos de Educação Corporativa e desenvolvimento de competências, assim como aspectos da formação e desenvolvimento policial na Academia Nacional de Polícia, do Departamento de Polícia Federal. A segunda parte trata justamente da forma como essa pesquisa foi organizada e de sua coleta dos dados. A metodologia empregada utiliza uma abordagem transdisciplinar, característica sempre presente na própria formação e desenvolvimento do policial. A terceira, a análise dos dados, leva às conclusões do estudo realizado e elenca as principais características da formação e desenvolvimento profissional do Perito Criminal Federal. Finalmente, a conclusão encerra a dissertação, apresentando sugestões para futuras pesquisas a respeito da matéria.
