<p>Regioner har alltid funnits. Det har stått för det intermediära, en funktion mellan det lokala och det centrala styret. Den geografiska omfattningen har varit allt från länsindelningar till stora internationella eller kulturella regioner. Historiskt sätt, kan regioner vara funktionella, administrativa eller kulturella. När Sverige övergick till att bli ett industrisamhälle, blev regioner en viktig utgångspunkt för att förändra de nationella näten. För att förstå regioners utveckling, kan vi dela upp den i nyregionalism och gammal regionalism. Den gamla regionalismen innebar att staten hjälpte regioner att utvecklas genom att ge dem statliga bidrag. Detta var en process under 1960-1980-talet. Nyregionalismen, som kom därefter, utgjordes av att regioner fick större makt att själva förändra sin situation. Samtidigt i världen, började en in-ternationaliseringsprocess att märkas allt tydligare. Ekonomin i världen, påverkade även ekonomin i Sverige. Det lokala och det globala påverkade varandra och regioner började konkurrera globalt. Regioner styrdes inte längre av bara staten, utan av flera aktörer. Regioner skapas med hjälp av olika drivkrafter, samt de möjligheter som finns förankrade på platsen. Samtidigt som de måste drivas av en tro på sig själva och våga satsa på det de tror på.</p><p>Ett annat sätt att förstå samhällsutvecklingen är genom Törnqvists uppdelning av regionalisering och globalisering. Regionalisering förutsätter att regionala eller lokala band gör att verk-samheter och människor binder sig till vissa platser. Globalisering innebär tvärtom att verk-samheter och människor är beroende av sin stora rörlighet och ett nätverk utan gränser. Både globalisering och regionalisering påverkas av suveräna stater, nätverk och självmedvetna regioner (som har kraft att styra sitt eget område, utan en Superior makt). Ohmae talar för att världen idag består av regioner och överstatliga/suveräna stater. Vi har ingått en andra globaliseringsfas, där världen är gränslös och digital. Även om regioner idag påverkas av landets lagar för att kontrollera människor och varor, så att samhället upprätthåller säkerhet och ord-ning.</p><p>I regioner måste det finnas noder, där den globala världen knyts ihop och människor kan träffas i verkligheten. Regioner måste dessutom vara flexibla för att kunna anpassa sig efter den globala utvecklingen. En region är en social konstruktion som skapas genom människorna som vistas dagligen i den, samt hur de som ser den utifrån. Dess identitet skapas genom det sätt som den särskiljer sig från andra regioner. Enligt Soja förstår vi regioner ge-nom dess formation i landskapet och inte genom dess historia.</p><p>Ett sätt att förstå regioner är genom att se dem som en polycentrisk urban region. Det vill säga, som ett stort geografiskt område med flera centrala punkter som gör att området hänger ihop, utan att någon punkt/nod dominerar. Genom områdets gemensamma resurser och till-gångar, blir den polycentriskt urbana regionen en starkare global konkurrenskraft. Ett sätt att stärka regionen är internt genom dess infrastruktur. De starka förbindelserna bygger bland annat upp regionens ekonomiska och sociala nätverk.</p><p>Det har hävdats att det inte kan finnas polycentriska noder, utan att det alltid måste finnas en central punkt i samhället. Exempelvis måste det finnas centrala noder i ett globalt nät-verk. Linköping/Norrköping utgör ett undantag. Där har två lika stora storstäder gått ihop och börjat skapa sig en identitet genom att marknadsföra sig som Sveriges fjärde största Stor-stadsregion. Städerna har tidigare drivits av en stor konkurrenskraft sinsemellan, men har på senare tid börjat inse värdet i att arbeta tillsammans och därmed bilda ett flerkärnigt centrum i regionen. Detta för att åstadkomma en starkare konkurrenskraft, inte bara mot andra städer och storstadsregioner i Sverige, utan även internationellt och globalt. Tillsammans utgörs de båda kommunerna av ungefär 250 000 invånare och 22 300 dagliga in- och utpendlare. Norrköping har växt mycket tack vare att de fick utlokaliserat en del av Linköpings universitet för ungefär tio år sedan. Studenterna i staden har lyft fram industrilandskapet och attraherat både kultur och företag. Utbildning och infrastruktur är enligt många det som skulle utveckla Linköping/ Norrköpingsregionen bäst. Ett utvecklat transportnät skapar grunden till den funktionella regionen. Därför behövs infrastrukturen i Sveriges nya storstadsregion stärkas. När de fysiska nätverken fungerar, är det även möjligt att skapa en fullt integrerad arbetsmarknad i regionen. Därför är det viktigt att projektet med att binda ihop Norrköping och Linköping med en snabbtågsförbindelse, den så kallade Ostlänken, genomförs. Ostlänken är en del av både Europakorridoren och den nordiska triangeln. Den stöds till viss del av medel från EU-fonden Transeuropeiska nätverket – transporter (TEN-T), vars uppgift är att förbättra inf-rastrukturen i Europa (se bilaga 1-3). Ostlänken ska bli 15 mil lång, byggnationen planeras att starta 2010-2015 och vara klar 2025-2030 (se bilaga5). Med den här studien vill jag visa att Ostlänken är en viktig förutsättning för att regionen i Linköping/Norrköping ska kunna bli en bärkraftig Storstadsregion.</p> / <p>In Sweden during the 1960s to 1980s, regions became an important aid to arrange a more uniform distribution of work. The northern parts of Sweden had lost ten thousands of job opportunities in a period of five years. The government decided to react and supported the northern regions, and this was the start of regional development in Sweden. Since then regional development has become more of a bottom up issue where regions are believed to have an ability to change their position by themselves, even if they still are very affected by different authorities like the European Union.</p><p>Today regions are often understood as policy areas in-between the local and central government. But according to Ohmae, we have also entered a second global stage, which means that the world is increasingly dependent on digital technologies and in some respect less depend-ent on traditional borders. At the same time, the rate of urbanisation is speeding up in many places. This has brought about the development of various forms of metropolis and polycentric regions. There are different kinds of polycentric regions, such as the functional which is a region that is made up of good communication abilities. This could be physical infrastructure such as railroads. As an empirical example of this, I have chosen to examine the visions concerning a polycentric region in Sweden, i.e. the new region uniting Linköping and Norrköping. In the summer of 2006 this urban space was officially recognized by Nutek, the Swedish Agency for Economic and Regional Growth, as a potential new urban region.</p><p>Both city regions have started a co-operation which strives to identify the two cities as a twin-city. The essay concludes that for the region to become an attractive and integrated new polycentric region, it is essential to develop functional commuting opportunities, such as the vision of the railway communication Ostlänken.</p>

En flerkärnig framtid till mötes? : En utvärdering av Stockholmsregionens mål om flerkärnig utveckling

This study evaluates the Stockholm metropolitan region’s goal of becoming a sustainable polycentric region in order to meet the needs of a steadily growing population. By conducting interviews with regional planners, this study aims to shed light upon how polycentric development is affected by the design of the transportation network as well as what challenges planners face when planning for a polycentric region. The results from the interviews are then compared with an extensive literature study, covering both classic and contemporary regional planning theory. In addition, a GIS-analysis is conducted to measure urban intensities within the communities selected for polycentric development. The results show that Stockholm should pay more attention to those settlements located further away from the original city centre, thus making them more attractive for transit oriented development (TOD). / Denna studie är en utvärdering av Stockholmsregionens mål om flerkärnig utveckling för att möta regionens växande folkmängd. Genom intervjuer med regionala planerare ämnar denna studie ta reda på hur flerkärnig utveckling påverkas av trafiksystemets utformning samt vilka utmaningar regionala planerare ställs inför vid planering av en flerkärnig region. Intervjuresultaten jämförs därefter med såväl klassiska som moderna teorier om regional planering. Utöver detta genomförs en GIS-analys för att mäta urbana intensiteter inom de orter som valts ut för regionens flerkärniga utveckling. Resultatet visar att Stockholm borde fokusera på de orter belägna längst ifrån den ursprungliga stadskärnan för att göra dessa mer attraktiva för kollektivtrafiknära förtätning.

Potentials of Polycentric Urban Regions in British Columbia, Canada

British Columbia is characterized by a relatively hierarchical urban system. This study aims to identify areas of potential for the development of Polycentric Urban Regions (PURs) to provide a counterweight to the dominant urban core and to develop higher functions in peripheral areas to increase their long-term viability. Three methods are employed to assess the spatial-functional and political-institutional dimensions of organizing capacity for the development of PURs: spatial analysis to determine proximity between population centres by driving time and distance; Pareto analysis to measure the existing degree of polycentricity in regional districts; and a survey of regional planners to assess their knowledge, current planning activities and attitudes towards polycentricity. Eleven areas with potential for PUR development were identified, which each have unique spatial and political challenges and opportunities. In general, many areas have good spatial conditions, but differences in the role of the regional district as a planning coordinator will make a common approach to PUR development challenging. In future studies of these regions, it is recommended to focus on the outcomes of PUR development and the benefits that could be realized in each region according to more specific local conditions.

<p>Utilizing autoethnography and thematic analysis, this thesis explores reflexivity and social work praxis. Specifically, it illuminates the phenomenon of reflexivity and its related themes; reflexivity’s multiple meanings, challenges and enabling factors, its link to internal processes, rationale for usage and timeliness of inquiry. The multiple ways that practitioners engage in reflexive inquiry was revealed through dyadic interviews. However, current literature does not reflect this and the breadth and scope of reflexive inquiry is lost within contemporary social work discourse. Therefore, this thesis puts forth multiple definitions of reflexivity, which broaden the scope of reflexive inquiry, contextualize its usage and highlight its indications. The first group of definitions, efficacious, exigent and entrenched reflexivity are defined in terms of four key components; the reflexivity’s focus and center, what the reflexivity seeks and the degree to which reflexivity is utilized as a tool of practice. These definitions shed light on the varying depths of reflexive inquiry. The next group of definitions, extant and revenant reflexivity can serve to highlight to the worker when an experience needs to be reflected upon. The final group of definitions, polycentric and monocentric reflexivity, identify the context in which reflexivity takes place, namely communally or in isolation. The impetus for disseminating these broadened definitions is my belief that their incorporation into contemporary social work discourse and utilization as a required tool of practice will further promote the integration and support of the dual existences of the professional and personal selves; that their procurement into practitioner pedagogy will lead to dedicated space within the practice setting that enables one to be an emotional being, complete with emotional realities while simultaneously coexisting as a social worker, complete with social work related realities. I believe this will result in increased efficiency and productivity to serve and care for our clients, as well as increased worker health and well-being, to serve and care for ourselves.</p> / Master of Social Work (MSW)

Multilingualism and Power in Contemporary French Cinema / Multilinguisme et pouvoir dans le cinéma français contemporain

Le dialogue en langues autres que le français a figuré dans un petit nombre de films depuis la naissance du cinéma français. Cependant, l’usage de langues multiples pour (re)négocier les rapports de pouvoir devient un élément thématique et narratif important dans le cinéma contemporain. Dans ces films, la représentation du statut d’une gamme de langues autres que le français est en train d’évoluer. A travers l’apprentissage de la langue et le code-switching stratégique, les personnages obtiennent et exercent le pouvoir de manières novatrices. En exploitant leur connaissance d’une variété de langues, des linguas francas comme l’anglais, à des langues d’immigration, souvent socio-politiquement marginalisées, comme l’arabe ou le kurde, les personnages multilingues de ces films présentent une contre-perspective aux idéologies dominatrices du rôle et du statut de la langue française. Cette thèse examine le rôle du pouvoir social et son rapport avec la langue, tel qu’il est représenté dans les films multilingues français contemporains, en se focalisant en particulier sur quatre études de cas représentatives : Polisse (Maïwenn 2011), Un prophète (Jacques Audiard 2009), Welcome (Philippe Lioret 2009) et London River (Rachid Bouchareb 2009). Ces films sont analysés selon la perspective du multiculturalisme polycentrique, théorie développée par Ella Shohat et Robert Stam. Cette théorie propose « de disperser le pouvoir, de valoriser les dévalorisés, de transformer les institutions et discours subordonnants ». En considérant ces films comme l’illustration d’une tendance plus générale dans le cinéma français, cette thèse montre que les films français multilingues contemporains commencent à remettre en cause les politiques linguistiques qui placent, dans le cadre national, la langue française en position unique de « langue de pouvoir » et à introduire une nouvelle vision des rapports de pouvoir linguistiques, ce qui met en avant la valeur de langues étrangères (même les plus marginalisées historiquement), dans le contexte du cinéma français contemporain. / Dialogue in languages other than French has appeared in a select number of films throughout the history of French cinema. Yet not only is multilingual dialogue vastly more present in twenty-first-century French film, but the use of multiple languages to (re)negotiate power dynamics is a striking narrative and thematic concern in contemporary French cinema. In multilingual film, the depiction of the status of a wide range of languages other than French is evolving from trivialised to deeply complex; through language learning and strategic code-switching, the characters of these films wrest power from one another and wield it in innovative ways. Exploiting their knowledge of a wide range of languages, from rival lingua francas like English to traditionally migrant or socio-politically marginalised languages such as Arabic or Kurdish, multilingual characters in these films offer a counter-perspective to dominating ideologies of the role and status of the French language.This thesis adopts a transnationalist approach to understandings of social power and language, analysing multilingual film through the framework of Ella Shohat and Robert Stam’s theory of polycentric multiculturalism, which “is about dispersing power, about empowering the disempowered, about transforming subordinating institutions and discourses” (Shohat and Stam 1994: 48). Unpacking the power dynamics at play in the multilingual film dialogue of four emblematic case studies (Polisse [Maïwenn 2011], Un prophète [Jacques Audiard 2009], Welcome [Philippe Lioret 2009] and London River [Rachid Bouchareb 2009]), the thesis posits that contemporary French multilingual films, henceforward referred to as CFMFs, represent a move towards revising the representation of language in French cinema, foregrounding the potential of languages other than French (even the maligned or historically disenfranchised) to empower their speakers and to transcend the traditional integrationist paradigm.

Por isso, o mesmo busca analisar, no primeiro capítulo, a questão atinente à globalização, partindo da concepção de paradoxo e autopoiese para, com subsídio nessas, considerar o policentrismo, enquanto superação dos limites regionais e constituição de setores globais autônomos. Nessa linha, o tópico seguinte observa a necessidade de ser lançado um novo olhar por sobre o pluralismo jurídico, trabalhando com a ideia de hipercomplexidade e policontexturalidade, no intuito de reconstruir o percurso evolutivo desse instituto até o signo da governança. Prudencialmente, com o desvelamento da trajetória teórica da autonomia social, a segunda parte do estudo, em seu primeiro item, delineia, então, a problemática da regulação jurídica, demonstrando a imprescindibilidade de uma estruturação do direito que respeite a própria capacidade da sociedade, representada pela questão das organizações e Constituições civis. Como ilustração paradigmática desse contexto e do papel reflexivo que cabe ao direito nessa conjuntura, resta apresentado, por fenecimento, no último capítulo, através de entrevistas com profissionais de grandes companhias, estudiosos e membros de Câmaras, o comércio internacional, com destaque ao papel dos contratos internacionais enquanto elementos de interação advindos da estruturação da ordem, que remetem à solução dos conflitos pelo próprio setor. / This assignment aims to highlight the autonomy and capacity for self-regulation more and more social segments, assuming the hypothesis that, although the law from the state remains as a basic reference for ordinary citizens, in practice it suffers from competition other guidelines, as such, should be recognized and respected. Therefore, it seeks to analyze, in the first chapter, the issue concerning globalization, starting from the conception of paradox and to autopoiesis, with these subsidies, consider polycentrism, while overcoming regional limitations and global constitution of autonomus sectors . In this line, the next topic notes the necessity to be launched by a new look on legal pluralism, working with the idea of hypercomplexity and contextualizations diversity on intention to reconstruct the evolutionary course of this institute until the sign of governance. Prudentially, with the unveiling of the theoretical trajectory of social autonomy, the second part of the study, in it's first item, delineates, then, the question of legal regulation, demonstrating the ndispensability of a structure of law that respects the very capacity of society, represented by issue of civil constitutions and organizations. As a paradigmatic illustration of this context and reflective role that fits right in at this juncture, it remains stated,by withering, in the last chapter, per interviews with professionals from large companies, scholars and members of assembly, the international commerce, with emphasis on the role of international contracts while elements of interaction arising from the order structuring, which refer to conflicts denouement by the proper sector.

Transitional landscapes : examining landscape fragmentation within peri urban green spaces and its impacts upon human wellbeing

Transitional land uses produced through urbanisation continue to change the landscape and fragment ecological structures including green spaces across Europe (Nilsson et al., 2013). Green spaces offer significant benefits to humans, contributing to wellbeing and life satisfaction (Taylor, 2002). The understanding of how these unique green spaces spaces function and provide benefits to humans, and how landscape change in peri-urban contexts affects their performance, is important. The scope of this research is to contribute to an understanding of landscape fragmentation within some of Europe's polycentric urban regions, their peri-urban green spaces, and the associated impacts upon human quality of life. Two urban regional case studies, Paisley near Glasgow, Scotland, and Vantaa, near Helsinki, Finland were analysed and compared. The results indicate that humans interacting with more physically or ecologically fragmented peri-urban green spaces have higher self-reported life satisfaction levels. Though no statistically significant characteristics were apparent between life satisfaction and fragmented green space characteristics, this research was able to identify those specific structural attributes and physical characteristics of interstitial peri-urban green spaces within a polycentric region in a fragmented state that contribute to the physical, social, and psychological aspects of human wellbeing. The statistically significant eco-spatial characteristics of polycentric peri-urban interstitial green spaces that are reported to impact human wellbeing are the size, proximity, maintenance and management, and the level of greenness within its vegetation composition and setting. Overall, a spatially diverse, fragmented, peri-urban landscape whose green spaces are extensively sized, naturalistically shaped with horizontal vegetation and normal sized edges, most often parks or woodlands or forests which are integrated and physically connected to another green space which is moderately clean and somewhat safe as well as being located close to or adjacent to a heavy-trafficked road provide the most human wellbeing benefits.

本研究可分為兩部份,第一部份以CBD為中心,向外擴展之地價空間結構變化情形之測試,主要是方法上的應用。運用較富彈性且能符合多核心都市測試需要之三次雲形函數來測試台北市之地價空間結構。研究發現都市發展方向會影響地價空間結構之變化,而傳統單核心模型之單一核心之假設及無考慮方向性,並不能充份描述現代大都市之真實空間結構。   第二部份則為了解各核心對地價影響情形,及在空間上互動關係進行多核心模型之測試。研究發現地價為都市空間中多核心互動的結果。而相同屬性、規模的核心間有排斥效果,不同屬性、規模的核心間則有吸引效果。藉由多核心之分散健全發展,與交通建設之密切配合,將可使都市之地價及都市空間結構更加健全發展。 / This research is divided to two parts. First part is to test the structural variance of the land price which extends by CBD. The method, the cubic spline function, is flexible and it can match the need of the polycentric city. From the test, we find the different directions which will affect the spatial structural variance of the land price. But the factor of the direction isn't included in the hypothesis of the traditional monocentric model, and it can't be described the true spatial structure of modern city sufficiently.   Another is the test that to understand the land price variance situation by the different centers and the interactions of them.By this test, it shows that land price is the result of the polycentric interactions of urban spatial structure. We also find there is a repelling effect between the same character and scale centers; vise versa.

Depuis plus de 30 ans, la Colombie construit sa politique de préservation des espèces faunistiques et de lutte contre le trafic illégal de ces espèces. Ce cadre institutionnel national s’est vu renforcé par la ratification de la convention CITES (Convention sur le commerce international des espèces de la flore et de la faune sauvages menacées d’extinction) en 1981. Pourtant, ce cadre institutionnel ne suffit pas à infléchir sur le trafic illégal des tortues marines en Colombie. L’analyse des failles du mode de régulation de type « commande et contrôle » montre les limites de l’intervention de l’Etat comme seul modèle possible à gérer le trafic illicite de tortues marines. D’où ma proposition de concevoir et mettre en place un mécanisme de quotas négociables de tortues marines décroissants dans le temps, renforcé par arrangements contractuels. Cette thèse a pour objectif de comparer l’efficacité de ces deux modes de gouvernance à réduire le trafic illégal de tortues marines, du point de vue la performance environnementale, de l’efficacité économique et de l’équité sociale. J’ai évalué les coûts de transactions pour démontrer que la variation dans la structure des coûts de transactions et la distribution de ces coûts auprès des acteurs concernés influent sur la performance finale du cadre institutionnel. Une analyse coûts-avantage a été réalisée pour justifier d’un changement institutionnel, en complément de l’analyse des coûts de transactions. Cette étude s’est situe au nord de la Colombie, sur un territoire de 30 km, territoire des indigènes Wayùu, étant le plus concerné par le trafic illégal de tortues vertes (Chelonia mydas) et tortues à écailles (Eretmochelys imbricata). / For over 30 years, Colombia built its national policy to protect wildlife species against the illegal traffic. The national institutional framework was strengthened by the ratification of the CITES (Convention on International Trade in Endangered Species of flora and fauna threatened with extinction) in 1981. However, this institutional framework is not sufficient to curb the illegal trade of marine turtles species. Despite some success to protect and recover some species, what really matters is the effectiveness of the national policy to conserve wildlife species. Hence my proposal to design and implement a cap and trade system based on transferable quotas decreasing in time, reinforced by contractual arrangements. This self-organized system aims at having zero catches level and enhance conformity and cooperation within the environmental regulation. This thesis aims to compare the efficacy of these two modes of governance to reduce the illegal trade of sea turtles based on the following criteria: the environmental performance, economic efficiency and social equity. I pursuit by estimating the corresponding transaction costs to show that the variation in the structure of transaction costs and the distribution of these costs among stakeholders affect the final performance of the institutional framework. Cost-benefit analysis was performed to justify institutional change, in addition to the analysis of transaction costs. This study is located in the north of Colombia, an area of 30 km, indigenous Wayuu territory, being more concerned with the illegal green turtles (Chelonia mydas) and hawksbill (Eretmochelys imbricata).
