Understanding factors that influence this risk is key to avoid similar crisis of public debt financing in the future. The main aim of this thesis is to identify which factors influence sovereign entity financing and how the problems of public debt financing arise. This is reached through analysis of debt crisis development and its causes in the GIPS economies.

Public debt, public debt service and economic growth nexus: empirical evidence from three Southern African countries

This study examines the public debt, public debt service and economic growth nexus in Zambia, Zimbabwe and South Africa using time-series data from 1970 to 2017. This research provides empirical evidence to contribute, firstly, to the ongoing public policy debate regarding the dynamic relationship between public debt, public debt service and economic growth, and their causal relationship; and secondly, to the relative impact of domestic and foreign public debt on economic growth in the selected study countries. For this purpose, four empirical models were utilised and estimated using the Autoregressive Distributed Lag (ARDL) bounds to cointegration and the error correction ARDL-based causality test. Model 1 explored the impact of aggregate public debt on economic growth, while Model 2 investigated the relative impact of domestic and foreign public debt on economic growth. Model 3 examined the impact of public debt service on economic growth, whereas the causality between aggregate public debt and economic growth, and between public debt service and economic growth is tested in Model 4a and Model 4b, respectively. Results show that in Model 1, aggregate public debt has a positive impact on economic growth in Zambia but is negative in Zimbabwe and South Africa. In Model 2, domestic public debt negatively impacts economic growth in Zambia and Zimbabwe and positive impact in South Africa. In addition, foreign public debt has a positive impact on economic growth in Zambia and negative impact in Zimbabwe and South Africa. The results from Model 3 largely support a negative relationship between public debt service and economic growth in Zambia and Zimbabwe, and an insignificant relationship in South Africa. The causality results for Model 4a indicate that it is economic growth that drives public debt in all the study countries. Fiscal Policy, Public Expenditure Composition, and Growth: Theory and Empirics

This paper responds to the development policy debate involving the World Bank and the IMF on the use of fiscal policy not only for economic stabilization but also to promote economic growth and increase per capita income. A key issue in this debate relates to the effect of the composition of public expenditure on economic growth. Policy makers and some researchers have argued that expenditure on growth-enhancing functions could enhance future revenue and justify the provision of "fiscal space" in the budget. But there are no simple ways to identify the growth-maximizing composition of public expenditure. The current paper lays out a research strategy to explore the effects of fiscal policy, including the composition of public expenditure, on economic growth, using a time series approach. Based on the modeling strategy of Greiner, Semmler and Gong (2005) we develop a general model that features a government that undertakes public expenditure on (a) education and health facilities which enhance human capital, (b) public infrastructure such as roads and bridges necessary for market activity, (c) public administration to support government functions, (d) transfers and public consumption facilities, and (e) debt service. The proposed model is numerically solved, calibrated and the impact of the composition of public expenditure on the long-run per capita income explored for low-, lower-middle- and uppermiddle-income countries. Policy implications and practical policy rules are spelled out, the extension to an estimable model indicated, a debt sustainability test proposed, and the out-of-steady-state dynamics studied.

The aim of this thesis is to analyse a concept of budgetary responsibility. Taking into account current financial crisis, this topic becomes more and more important, because long term deficit financing has had negative effects on the economic situation. Thesis aims to analyse the situation from legal as well as economic prospective. The thesis also compares legal adjustments of budgetary legislation and legal facts regarding rules of budgetary responsibility in the Czech Republic and Spain. The biggest stress is put on the analysis of subsequent findings and evaluation, whether or not the establishment of rules of budgetary responsibility is neccessary, which form (constitutional or statutory) and which content would be the most beneficial. The first chapter is dedicated to definition of concept of budgetary responsibility and related notions such as state budget and public debt, including contemplation about most common causes and consequences of those phenomenons. Since legal and economic discipline is mutualy connected, I incorporated also explanation of economic theoretical approaches to a deficit financing. The thesis deals with the term of budgetary responsibility, past drafts trying to enact this term to the legal system of Czech Republic, and also deals with applicable legal rules contained in the European Union legal system. The aim of this thesis is to analyze every existing draft in the Czech legal system (with the special attention to the last legal draft), and trough this analysis reach to the ideal set of rules for the budgetary responsibility. The first chapter contains the description of the basic term and the theoretical basis for the rest of this thesis. Elementary terms are described first and trough that it comes to the main term of the principle of the long-term balance of public budgets and to the term of budgetary responsibility. The second chapter aims to describe every single legal draft made in Czech Republic during the past year. Main attention is provided to the last legal draft of the constitutional act of budgetary responsibility and to the related draft of the secondary legal adaptation, which was presented in the year 2015. The third chapter aids to the European Union legal adaptation of the budgetary responsibility. Esta pesquisa procura situar a análise do sistema de crédito na apresentação categorial de O Capital de Karl Marx para, a partir daí, problematizar alguns aspectos da crítica marxiana à sociedade baseada no valor. O primeiro deles diz respeito às dificuldades surgidas na explicação da reprodução ampliada do capital social total com a abstração do Estado no curso de toda análise ali efetuada, rebaixado ao detalhe da condição de faux frais da produção capitalista. Tal rebaixamento é questionado então a partir dos problemas derivados da aceitação acrítica, por parte de Marx, do conceito smithiano de trabalho \"improdutivo\". Com isto, retoma-se a crítica de Rosa Luxemburgo como forma de sugerir uma proposta para a resolução daquelas dificuldades a partir da reinserção do aparato estatal militarizado e das dívidas públicas nacionais, formadas por acumulação de capital fictício, na dinâmica de reprodução permanente dos pressupostos da acumulação primitiva como condição necessária da autoreprodução do valor. Tal inserção, finalmente, permite vislumbrar novos patamares críticos em relação aos supostamente necessários \"benefícios civilizatórios\" da modernização. / This research intents to situate credit system analysis in Karl Marx\'s Capital conceptual presentation and, therefore, discusses some questions about Marxian critical aspects of \"value based society\". First of them concerns difficulties that appears with the abstraction of the State in the total social capital amplified reproduction analysis. Marx would have reduce the State to the condition of faux frais of the capitalistic production in the course of his analysis. In my opinion, such consideration about the role of the State came since the issues from an uncritical acceptation by Marx of the smithian concept of \"unproductive\" labor. Therefore, we recover, necessarily, to the Rosa Luxemburg\'s critics to proposal an answer in face of these troubles inserting military state apparatu\'s and its public national debts. They would have been made up of fictitious capital accumulation, through the permanent reproduction dynamics of the presuppositions of the previous accumulation\'s as a necessary condition of the value\'s self reproduction. This reintroduction, at last, allows discern a new critical horizon about civilizatory \"necessary by suppose\" benefits of the modernization process.

We have argued that in Asian crisis the rating agencies have not been able to anticipate the crisis and have acted in a way to intensify it. This paper presents, previously, the historical background of the Rating Agencies and analyzes the structure of the methodology disclosed by them, which is used for classification of the ratings. Through the relevant literature review it will be analyzed the determinants and impacts of the ratings in emerging market economies, particularly in the Asian crisis. Therefore it will be discussed the role of the rating Agencies in the Asian crisis and, briefly, it will be shown the acting of rating agencies in the other world crises / O presente estudo visa analisar o papel das agências classificadoras de risco nas crises mundiais, com foco na crise asiática, quando a atuação das agências teve um papel importante. The stabilization of the Brazilian economy was followed by deterioration of public finance which the outcome was a severe fiscal disequilibrium and a rise of tax that is not compatible with sustainable economic growth. During the analyzed period, the government through central bank raised interest rate in order to avoid speculation attack against real, in order to limit the devaluation of real, avoiding the so called cost inflation, in order to attract capital inflows to finance the balance of payment, in order to control inflation by reducing consumer expenditure, and the investment expenditure as a result decreasing aggregate demand. The interest rate determined by central bank s reaction raising the finance cost to the government who is the big debtor. This economic policy of high interest rate does not estipulate the economic growth. Besides the maintenance of high interest rate generates volatilities on fiscal budget weakening the government policies against crisis. As government faces difficult time that obligates to raise interest rate the impact on public account is immediately validating the expectation of higher debt since important size of debt relies on the interest rate (Selic), due to maturity shortens and concentration of debt payments. Therefore, the higher the cost of debt on public deficit leads to a smaller impact on aggregate demand and correspond to an increase in the ratio of public debt to gdp, since a good portion of Brazil s debt is denominated in interest rate, representing a source of uncertainty to the economic players which demand a higher risk premium to hold public bonds. In a fiscal policy regime that keeps constant the level of the primary surplus, a financial shock may put the debt ratio along an unstable path and the economy may fall in a bad equilibrium which a negative impact on employment and economic activity / O objetivo deste trabalho é analisar, sob uma perspectiva keynesiana, a interrelação entre o déficit público, o crescimento da dívida pública e seus reflexos na atividade econômica. A estabilização da economia brasileira foi marcada por um agravamento das finanças públicas cujas conseqüências foram um desequilíbrio fiscal crônico e um aumento da carga tributária incompatível com o crescimento sustentável. Ao longo do período analisado, o governo, via BACEN, elevou as taxas de juros, ora para evitar o ataque especulativo contra o real, ora para limitar a desvalorização do real, evitando a inflação de custo, ora para atrair capital externo para financiar o saldo em conta corrente da balança de pagamento e ora para combater a inflação, reduzindo o consumo e o investimento e, conseqüentemente, a demanda agregada. A taxa de juros determinada pelo BACEN implica um custo financeiro para o governo, que é o grande devedor. Esta política de juros altos não incentiva o crescimento econômico e torna as contas públicas mais vulneráveis às crises. Caso o governo venha a enfrentar uma dificuldade conjuntural que o obrigue a elevar os juros, o impacto nas contas públicas é imediato, devido à indexação dos títulos públicos à taxa de juros, ao encurtamento dos prazos da dívida e à concentração de vencimentos em poucos dias. Nesse sentido, quanto maior a composição financeira do déficit público, menor será o seu efeito na demanda agregada e maior seu impacto na dívida pública interna, representando uma fonte de incerteza para os agentes econômicos, que passam a demandar um prêmio de risco maior para carregar os papéis do governo, com reflexo negativo para o emprego e atividade econômica

Esta dissertação versa sobre o controle do endividamento dos Estados, do Distrito Federal e dos Municípios, analisando as questões jurídicas daí decorrentes em face da sua autono-mia. São examinados em primeiro lugar conceitos e classificações relacionados à dívida pública. Posteriormente, é exposta a relevância do endividamento para a atividade finan-ceira dos entes subnacionais, e as razões que tornam necessário o seu controle pela União, a fim de preservar a estabilidade econômica. Noutro giro, são analisados os quatro métodos de controle do endividamento dos entes subnacionais vigentes em diferentes países, com o aprofundamento dos métodos vigentes no Brasil. Por fim, após incursão histórica na evolu-ção da dívida dos entes subnacionais, analisam-se dispositivos da Lei de Responsabilidade Fiscal cuja constitucionalidade é discutível por ferir a autonomia dos Estados, do Distrito Federal e dos Municípios. / This dissertation is about the control of borrowing of the States, Federal District and Mu-nicipalities and analyses legal issues arising therefrom in light of their autonomy. Firstly, concepts and classification related to the public debt are analyzed. Later, the relevance of borrowing for the financial activity of subnational governments and the reasons that make its control by the Federal government necessary in order to preserve economic stability are exposed. In another turn, the four methods of borrowing control of the subnational gov-ernments in force in different countries are analyzed and the methods in force in Brazil are deepened. Finally, after the historical raid in the evolution of debt of the subnational gov-ernments, provisions of the Fiscal Responsibility Act, which constitutionality is questiona-ble for violating the autonomy of the States, Federal District and Municipalities are also studied.
