The aim is to increase our understanding of the mechanisms of social categorization and discrimination, as well as the connection between them. This has been accomplished by examining Swedish refugee policy towards Jewish refugees during the Second World War and the Holocaust, as conducted by The Foreigner’s Bureau of the National Board of Health and the Ministry of Foreign Affairs during 1938−1944. The study also compares the Swedish refugee policy with that of Denmark, Switzerland, Great Britain and the United States. The investigation is guided by such concepts as social categorization, discrimination, antisemitism, organizational culture and established practice. The primary sources are documents, minutes and personal dossiers; Svensk författningssamling (legislation) and articles in Sociala Meddelanden (the National Board’s official journal). The main conclusions are that Sweden was not perceived as a country of immigration, based partly of the widespread fear that too many Jewish refugees would create a “Jewish Question”. Swedish authorities discriminated against Jewish refugees on grounds of “race” through a process of categorization. This process began already in the 1920’s, and gradually transformed the definition of “Jew” from a religious to a “racial” definition, based on the Nuremberg Laws. The differentiation of Jewish refugees in official statistics ceased in September 1943, yet it continued secretly until February 1944, encompassing the Norwegian and Danish Jews as well. One important result shows that the shift in policy – from discrimination to large scale reception – was a slow process where this differentiating practice and antisemitic perceptions remained operative. What is defined as an antisemitic background bustle is used to explain how moderate antisemitic expressions were perceived as “unbiased” and “normal” within the Swedish society. Though Sweden’s refugee policy seems similar to that of other countries surveyed, the shift in policy stands out as unique in comparison.

難民問題是一個國際性問題,難民是指居住在自己國籍國家以外,無法或不願返國的個人,由於種族、宗教、國籍、特定社會成員身分,或政治立場遭迫害而有所恐懼。由於難民對移入國造成政治、經濟、文化、社會、教育、安全等方面的衝擊,政府必須規劃難民政策並制定相關法規來因應難民問題。加拿大每年收容難民約25,000人,約收容世界上難民的10%,加拿大在2002年制定「移民及難民保護法」等法規,建立了完整的難民政策,並與聯合國難民署及國際移民組織等單位進行合作,共同協力來解決難民的安置問題。加拿大落實人權治國理念,積極參與國際事務,實質進行難民庇護措施,政府與民間共同合作提供難民保護及協助,並因時制宜的對其難民政策進行調整,以利其國家未來發展。本文以加拿大的難民歷史沿革之架構出發,就加拿大難民政策發展歷程、接納難民現況及難民政策實踐及改革措施作一整理,文末筆者以其研究發現提出建議及結論。 / Refugee problem was recognized as an international issue. The term of “refugee” has been perceived as people who face systematic discrimination on the bases of ethnicity, religion, nationality, and membership in a specific social group with “fear of persecution”. The problem of refugee has fostered an intense debate regarding what changes of political, economic, cultural, educational and secure environments are necessary in refugee-receiving countries to provide effective solutions.
In Canada, there are about 25,000 people entered to seek asylum every year – with approximately 10% of all refugees worldwide. In order to deal with refugees’ settlement issues, Immigration and Refugee Protection Act came into effect in 2002. In addition, the Canadian government's effort in cooperating with UNHCR and IOM enables refugees to stay in safety. The dissertation presents historical overview of issues of refugees and provides critical review and discussion on refugee policies in Canada. In the end, the author proposed her personal conclusion and suggestion through the research.

Germany’s “Open-Door” Policy in Light of the Recent Refugee Crisis : An Interpretive Thematic Content Analysis of Possible Reasons and Underlying MotivationsSchmid, Claudia Theresia January 2016 (has links)
The aim of this thesis is to examine the medially conveyed open-door refugee policy approach of the German government, in light of the recent refugee crisis in Europe. To gain an understanding of the reasons for this policy approach, a thematic content analysis is carried out, identifying and extracting themes, as portrayed in the national, international media, and political debates in the German Bundestag. These themes are then used in a comparison with actual refugee polices and further analysed from a constructivist and a structural realist perspective so as to investigate underlying motivations behind them.Fifteen themes and reasons were identified, with the three most frequently occurring themes, Capacity and Capability, Humanitarian Responsibility, and Demography and Economy, making up about half of the number of themes found. The analysis also showed that both constructivist concepts – such as identity – as well as structural realist notions – for example national interests and capabilities – were largely contributing factors with regards to guiding, shaping and deciding on Germany’s refugee policies. Germany’s intake of about one million refugees was – in the context of identity – an acceptable decision, following its normative, national, moral, historical and humanitarian standards; and the perceived benefits of the policy provide strong arguments in regards to the country’s capabilities and national interests.The thesis concludes that because Germany’s highly internal-moral-driven identity aligned well with its capabilities and national interests, Germany was able to continuously pursue its “open-doors” refugee policy despite resistance from a vocal opposition.

The aim of this study is to explain the paradox of the memberstates willingness to surrender power of important issues such as asylum and refugee policy and therefore partly abandon its sovereignty. We also discuss the relation between internationalization, regionalization and globalization since these processes form the context in which our research problem is found. A case study is used as a method in this paper. In our quest for answers we use a theory of internationalization that we place in its context by primarily discussing the relation between globalization and regionalization. The theory is used as an explanatory force and to give it a concrete form we operationalised its three processes; internationalization of problems, internationalization of the societies and internationalization of the descisionmaking. The result of the case study shows that the increase in asylumseekers leads to a higher risk of negative competition wich give rise to the memberstates need to coordinate their politics. We found that when societies and problems are being internationalized, the state finds it difficult to resolve problems on their own and this leads to the internationalization of the dedescisionmaking. The internationalization of the decision-making process is therefore natural, which in this case means the decisions are taken by the EU rather than by the member states.

Refugee local integration: Local governments as stakeholders in the implementation of the Comprehensive Refugee Response Framework in Uganda.Keith Mark, Nyende January 2021 (has links)
In 2016, member states of the United Nations, by consensus, adopted the New York Declaration for Refugees and Migrants, in which they also agreed to the Comprehensive Refugee Response Framework (CRRF). The framework, arguing for a multi-stakeholder inclusive approach that includes local authorities, was suggested to be a progressive step in establishing an international regime offering predictability in dealing with large scale refugee movements, placing focus on self-reliance, economic inclusion, and support for both refugees and host communities. The CRRF was inserted in the Global Compact on Refugees adopted by UN General Assembly in December 2018. This thesis sets out to enunciate the involvement of local governments as stakeholders in the CRRF and to explore the role of this stakeholder status in refugee local integration solutions, with Uganda as an exemplifying case of refugee hosting countries implementing the CCRF. As an entry point, the thesis posits the following research question: “As stakeholders in the comprehensive refugee response framework, what is the role of local governments in refugee local integration in Uganda?”. The thesis utilizes concepts including stakeholders, local government, decentralisation and integration to construct an analytical framework employed by the thesis. The thesis claims that as stakeholders in the CRRF, local governments are relevant in enhancing refugee local integration, but this role can only be maximized if and when the decentralized functions and structures of local government are adequately utilised by other stakeholders in the CRRF including the central government and international community. Local governments, under the right circumstances, potentially play a role in ensuring host communities do not impede the enjoyment of refugee rights by mediating refugee-host community relations. But as it stands; the political, administrative, and fiscal functions of local government in Uganda are yet to be adequately harnessed by CRRF structures.

From Policy to Practice : Addressing the Challenges of Women Refugees in the Bidibidi Refugee Settlement, UgandaDiez, Johan January 2023 (has links)
This applied social sciences case study examines the efficiency of the ‘Yumbe Local Action Plan on Women, Peace, and Security’ in addressing the perceived and experienced adversities of women refugees in the Bidibidi refugee settlement, Uganda. This is done by collecting data from the Bidibidi settlement through interviews and discussions with the refugee and host population, as well as with relevant organizations and governmental actors. The findings have been contrasted with a document analysis of the Yumbe Local Action Plan and identifies significant deviances between the challenges faced by women refugees and the objectives outlined in the action plan. These deviances include particular exposure to direct, sexual, and structural violence as a result of limited access to resources in the settlement, such as food and water, coupled with interventions resembling the criticized ‘Women in Development’-paradigm, and a constrained political will for action. This study recommends policymakers of the action plan to enhance collaboration among stakeholders, address the structural factors contributing to women’s inequality, and strengthen evaluation and legal mechanisms in place to bridge the identified gap between policy and practice.
