Arquitetura na era digital-financeira: desenho, canteiro e renda da forma / Architecture in the financial-digital era: the design, construction, and rent of form

A arquitetura contemporânea vive hoje uma arriscada fusão com a publicidade e a indústria do entretenimento. Tal convergência exige uma expansão da forma arquitetônica até o limite de sua materialidade. Em busca da renda informacional máxima, característica do universo das marcas mundiais, constatamos uma inversão de seus antigos fundamentos construtivos e produtivos, subvertidos por um jogo de volumes e efeitos para além de qualquer regra ou limitação. Aliado às técnicas digitais de projeto e à reorganização dos canteiros de obra, esse novo fetichismo da forma, análogo à autonomização do poder e da riqueza abstrata no capitalismo contemporâneo, define a nova condição da arquitetura. Estudaremos essa condição tomando como fio condutor projetos dos arquitetos mais consagrados pelo atual sistema de distinção e premiação. No propósito de melhor identificar esta arquitetura da exceção, investigamos nas obras emblemáticas dos últimos vinte anos um conjunto de particularidades e recorrências, que a nosso ver define a economia política da exceção e da regra no mundo atual. Principiamos pela análise do emaranhado de significados que sustentam hoje a forma construída, passando em seguida à esfera da produção das novas modalidades de projeto digital às transformações no canteiro de obras para, ao fim, examinar como ocorrem a circulação (com a proliferação de imagens midiáticas), o consumo (especialmente por meio da indústria do turismo) e a distribuição de riquezas que essa arquitetura favorece. O que se verifica é uma produção sobredeterminada pela busca da renda monopolista derivada das propriedades intrínsecas da forma, em seu novo estágio de concepção e realização. Esperamos, assim, mostrar como a arquitetura de ponta tornou-se uma das manifestações mais expressivas da acumulação flexível e da renda das marcas sob a dominância da lógica das finanças. / Contemporary architecture is dangerously enmeshed with the entertainment industry and the field of advertising. This meshing has pushed architectural form to the limits of materiality. Architecture today searches for maximum informational rent, a process typical of global product branding; through this process, established building and production principles are subverted by a play of volumes and effects beyond any rule or limitation. Relying on digital design technologies and the reorganization of the building site, this new fetishism of form, analogous to the autonomization of power and abstract wealth in contemporary capitalism, defines the new condition of architecture. We study this condition by focusing on the work of those architects who are most successful in the current system of professional recognition and rewards. So as to identify this architecture of exception more precisely, we analyze emblematic works from the last twenty years; in these works we identify a set of particularities and recurrent issues that define the political economy of exception and rule today. We begin by analyzing the tangle of meanings associated with contemporary built form. We then move on to the sphere of production from the new technologies of digital design to transformations in the building site. Finally, we examine three processes as they relate to contemporary architecture: circulation (through the proliferation of images in the media), consumption (in particular through the tourist industry), and distribution of wealth. Our investigation reveals that architectural production, in its new stage of conception and realization, is overdetermined by the search for monopoly rent through intrinsic properties of form. We argue that cutting-edge architecture has become one of the most expressive manifestations of flexible accumulation and brand revenue under the prevailing logic of financial capitalism.

JOOK: RENT PARTY POEMS

Jook is a spirited collection of historical persona poems situated in the vibrant rent party scene of 1920s Harlem. The Harlem Renaissance of New York was a decade of black innovation, artistry, and cultural expansion spanning 1920-1930. During this post-Emancipation, Great Migration era, black families leaving the South moved north only to encounter new forms of oppression. They were fleeing the lynchings, racism, and segregation that they experienced back home. In Harlem, black families earned disproportionately lower wages and paid much higher rents for subpar housing conditions compared to white families. To supplement their low incomes and to make the rent for the month, tenants hosted house-rent parties, also called social whist parties, in their apartments. They offered southern food, jazz and blues music (often live), and bootlegged liquor. Party guests paid a modest cover fee of 25 or 30 cents to enjoy the amusements, thus helping the hosts to pay their rent. The resistance work of this black joy in the face of economic, environmental, and social racism fascinates me and led me to research and uplift these narratives via persona poetry. The central figure in these poems is a 20-year-old Georgia migrant named Mae Lynne King. Mae has moved north with her older sister Maddy. The daughters of a southern preacher and a seamstress, the women find their footing in New York in very different ways. Mae works as a domestic and takes in laundry and sewing on the side while 24-year-old Maddy Jane becomes a streetwalker. The two young women live together and quickly become immersed in the rent party phenomenon while working to build a life away from the strict religious upbringing they knew back home. Mae and Maddy struggle against racism, sexism, and poverty discovering their roles as lovers, friends, and members of a new black Harlem. Mae’s journey through Harlem is one of revelation and awakening, and Maddy’s is one of self-actualization, autonomy, reclamation. Both women embody the womanist attitudes and practices, blackness, and sexual fluidity that are central to my work overall and that were highly visible during the Renaissance. While swaths of literature celebrate the art, music, and culture of the Harlem Renaissance, no contemporary collections of poetry contend with the oppression that African American people who migrated from the racially segregated South to Harlem faced. Jook is an offering of history, memory, language, and research to bridge that gap. This collection draws from Langston Hughes’ poetry and autobiography The Big Sea, Zora Neale Hurston’s novels and dramas, all of Harlem’s “negro literati,” jazz and swing music, photography, and archival materials from The Schomburg Center for Research in Black Culture and Yale University. Jook traverses free verse and formal boundaries while championing persona and a unique Harlemese vernacular in order to celebrate the fierce subversion that African Americans in 1920s Harlem engaged in via their rent party gatherings. I enter these poems with music and memory at the fore of my creative process and craft employments. I call on forms such as Ruth Ellen Kocher’s Gigan, the jazz sonnet, contrapuntal, and the ghazal to illustrate the simultaneous artistry and travailing that defined the Renaissance for African American people. I also borrow from the narrative elements of fiction to explore a specific arc within the lives of a cadre of imagined personas. The aim of this project is to recover and celebrate the unexplored stories of rent parties and to acknowledge the suffering and striving that these gatherings were born out of.

Une étude du capitalisme libanais : un mode de coordination destructive ? / A study of the Lebanese capitalism : a destructive mode of coordination ?

Un « mode de coordination » est un concept qui définit l’interaction entre les rapports sociaux et l’économie. Celle-ci, qui ne peut pas être séparée du politique, se développe grâce au fonctionnement des différentes formes institutionnelles. Plusieurs modes de coordination ont été identifiés par la littérature, à savoir, le « mode de coordination par le marché », le « mode de coordination éthique » et le « mode de coordination bureaucratique ». Vahabi (2010) a introduit un nouveau type de coordination qu’il a nommé : « mode de coordination destructive ». Celui-ci privilège la violence et les moyens coercitifs dans les relations sociales et assure une allocation appropriative des ressources. Vahabi présente la République iranienne comme un exemple-type du « mode de coordination destructive » étant donné son capitalisme rentier et la corruption de son système politique dans la gestion des ressources. Nous nous intéressons, dans ce travail de recherche, à étudier dans quelle mesure le cas du Liban peut être analysé à la lumière de ce mode de coordination destructive. / A « mode of coordination » is a concept that define the interaction between social relations and economy. The latter, which cannot be separated from politics, develops through the functioning of different institutional forms. Several methods of coordination have been identified in the literature, namely, the « market mode of coordination », the « ethics mode of coordination » and the « bureaucratic mode coordination mode ». Vahabi (2010) introduced a new type of coordination that he called it: the "destructive mode of coordination." This mode privilege violence and coercive means in social relations and provides an appropriate allocation of resources. Vahabi present Iranian Republic as a typical example of "destructive mode of coordination" because of the nature of its capitalism and corruption of its political system in the management of resources. We are interested in this research, to examine to what extent the case of Lebanon can be analyzed as a destructive mode of coordination.

辦公室市場租區與區位之研究 / A Study of Rents and Location in Office Market

In the first paper, I analyzes the differences in the rent of office, housing and the mix-used from three factors - floor area, location, and characteristics of products. Empirical results show that the effect of the increase in floor area on the rent of housing is larger than that of office and the mix-used. There is a difference in marginal rent between office and housing in the city, while not difference in downtown. Additionally, the marginal rent for the location in the mix-used falls behind the other two types. In the characteristics of products, office emphasizes the reputation and business attraction brought about by the total number of floor while the housing puts more accessibility on the located floor in the building. However, the marginal rent of housing is more than that of office in the accessibility. As for the rent between office and the mix-used or for that between the housing and the mix-used, the characteristic show little significance because of the mixed use between these two types. In sum, the effects of the mix-used on the marginal rent and factors elasticity are not superior to the single use in all factors, and office or housing still has the higher rent. Results also show that transformation characteristic of the mix-used does not support the intuitional bid-rent order of office greater than the mix-used and housing in Taipei. In the second paper, I examined the largest corporations office location change in Taipei metropolitan area. This study uses the data that collected by China credit Information Service, Ltd. to analyze the location choice and migration of largest corporations. The empirical results show that the location choice of largest corporations differs from the location change of industries. The corporation of service industry significantly concentrates downtown while the manufacturing industry have no trend to significantly concentrate downtown because of prior occupation advantages and inertia. Additionally, firms requiring face-to-face information significantly concentrate in downtown, and high-tech firms requiring electronic information have significantly chose the location in the suburbs. As for the part of the foreign investment enterprises, they choose the location in downtown as well because of information and prestige image. In the decision of migration, firms requiring electronic information have significant movement while others are not obvious. Nevertheless, the whole migration process is obviously from downtown to the city area and the outskirts. Furthermore, the location choice of largest corporations having movement is the same as that of aforementioned largest corporations in the capital, work force, foreign investment enterprises, and operation performance. The final paper examined the location choice of branch office. The empirical results show that the location activities of branch office do not as same as general office to concentrated in CBD. The ancillary service branch (such as the law) is concentrated in CBD significantly. The business branch (such as bank) is concentrated in highly density of population district. And then the type of branches with distribution and transport (such as storehouse) is even more concentrated in convenient communications district. Next, the influences of factors on general office location choice have obvious difference to branch office.

Essays on risk and housing

There is a series of different types of risk on the housing market and related industries.  The six papers in this doctoral dissertation are about a number of the many dimensions of risk management on the housing market. The main message of this thesis is that it should be possible for different actors in the housing market to improve risk management. Indeed, the last years’ financial turmoil has revealed that it should not only be possible, but also necessary, to improve risk management at all levels of the economy: at household, corporate, regional, national and international level. Although the complexity of the environment in which we live and act makes it very difficult to predict and quantify risk, the development of risk management techniques should make it possible to better indentify, and reduce risk. The first paper provides a systematic overview of a wide selection of methods or strategies used in different countries to expand but also to maintain home ownership among low income households. The second paper further discusses mortgage and home equity insurance instruments discussed in the first paper. This paper also discusses how a rental insurance policy, as an alternative to traditional rent regulation, may be constructed. Paper 3 develops a formula that might be used in order to value the rental insurance option discussed in paper 2. The fourth paper focuses on the housing building sector by discussing potential benefits of strategic alliances that the different actors in the housing construction market may establish in order to pool resources and manage development risks. The challenge of constructing reliable home price indexes has attracted scholars for many years. Paper 5 develops monthly quality-adjusted price indexes for condominiums (housing cooperative apartments) based on a unique dataset covering sales in the whole of Stockholm municipality from January 2005 to June 2009. Finally paper 6 pays attention to the large increase in housing cooperative conversions sine the 1990s, by deriving a closed-form valuation formula that might be used to value the embedded option an owner of a multi-family rental property has to sell it to a housing cooperative. / QC 20100810

Breaking the Weak Governance Curse: Global Regulation and Governance Reform in Resource-rich Developing Countries

There is growing consensus that unless resource-rich developing countries improve their domestic governance systems, rising exploitation of mineral, oil and gas resources may result in long-term adverse developmental outcomes associated with the “resource curse”. Despite the consensus, reforms do not abound. This dissertation investigates the obstacles to such reforms, and the mechanisms and strategies that can possibly overcome these obstacles. I argue that two trapping mechanisms are binding these countries to a “weak governance curse”. One mechanism is the phenomenon of path dependence, which makes a dysfunctional governance path initiated at a past historical juncture resistant to change over time. The other mechanism is rent-seeking behaviour associated with high resource rents, which creates perverse incentives for political and economic actors to resist reforms. The Law and Development literature has recently produced a rich body of knowledge on governance reform in developing countries, yet it has largely neglected the potential role of innovative global regulatory mechanisms, beyond development assistance, in this process. I argue that this evolving literature ought to draw from global regulation studies to investigate the interaction between unconventional global regulatory mechanisms and domestic governance reform. In this thesis I analyze whether extraterritorial home country regulations, such as anti-bribery, anti-money laundering and securities disclosure regulations, and transnational public-private partnerships, such as the Extractive Industries Transparency Initiative, may offer institutional opportunities for external and internal actors to facilitate policy reforms in resource-rich and governance-poor countries. My conclusion is twofold. First, there is reason for cautious optimism regarding the potential for unconventional global regulatory mechanisms to provoke positive feedback effects in domestic governance reform. These mechanisms can open innovative institutional pathways of influence to outsiders and insiders promoting governance reform. Second, instead of searching for a regulatory silver bullet, the most promising way to promote reforms in resilient dysfunctional governance systems is to make use of the wide range of conventional and unconventional mechanisms available. A constellation of regulatory instruments opens up the possibility for outside and inside reformers to benefit from a different policy mix of available mechanisms, depending on the specific circumstances of a given country at a particular time.

The economics and externalities of agricultural land in the urban fringe

The preservation of agricultural land, especially that which lies close to cities (in the so-called urban fringe), is a concern in many jurisdictions around the world. Agricultural land values change dramatically as farmland is located nearer to urban areas and development pressure has increased on these lands as urban populations have expanded. In British Columbia, Canada, a provincial-wide zoning system forbids the development or non-agricultural use of land without special permission. This system is explicitly designed to protect the capability of the land to produce food in the future, but it also implicitly protects the positive spillovers from agricultural land such as environmental services and open space. Three empirical papers comprise the original research in this dissertation. They seek to answer related questions about agricultural land values in the urban fringe. First, a statistical investigation is conducted into the factors that are associated with successful applications for exclusion from the agricultural zoning system. This study finds that a measure of distance (metres from the main highway) is highly significantly correlated with a parcel’s chances of being excluded. Next, a paper examines the trend of hobby farmers springing up in the urban fringe. Two different models seek to illuminate common trends in the types of parcels that hobby farmers choose, and the price that hobby farmers pay for the land, respectively. This study finds that hobby farmers seem to be very selective about the parcels they choose, likely trying to take advantage of favourable taxation rates for agricultural producers in place in the province. Lastly, a study seeks to understand how residential parcels’ values are influenced by the nearness to and view of agricultural land. Agricultural land in the study does not appear to exhibit an open space premium, though this could be influenced by uncertainty about the future use of the land. All the empirical work in this dissertation utilizes geographic information systems (GIS) technology that allows the calculation of distances to features of interest. Hedonic pricing models and binary choice models are the main statistical tools used.

Second, instead of searching for a regulatory silver bullet, the most promising way to promote reforms in resilient dysfunctional governance systems is to make use of the wide range of conventional and unconventional mechanisms available. A constellation of regulatory instruments opens up the possibility for outside and inside reformers to benefit from a different policy mix of available mechanisms, depending on the specific circumstances of a given country at a particular time.

中國大陸國家預防腐敗局之研究 / The research of national bureau of corruption prevention of China

貪腐是先進國家檢視政府行政效率的重要指標,貪腐會影響國家整體形象,甚至左右外國直接投資與金融市場的評比。中國之國家預防腐敗局的機構定位突顯中國內部對貪腐問題與政治結構調整問題。因此,本研究針對中國大陸貪腐問題、貪腐機制之演變過程、國家預防腐敗局現階段工作成效與不足之處、國家預防腐敗局未來工作方向展望與挑戰等問題,以文獻分析方法進行探討與分析。 經過本研究的分析與討論,本研究歸納以下論點: 一、中國大陸貪腐問題可以用尋租理論解釋,當改革開放後,地方官員可以藉由經濟特區許可證或稅務等工作內容,進行利益勾結與建立政商貪腐集團。 二、貪腐機制可分為權權交易模式與權錢交易模式,其貪腐集團的交接與政權交接息息相關。改革開放前的貪腐模式為權權交易模式,改革開放後為權錢交易模式。 三、中共貪腐機制以政治運作角度分析其過程,可以視為政權交接期間的合作式賽局崩解與重新建立,其崩解原因在於內部利益分配不平均導致矛盾加深,藉著政權交接期間之權力洗牌模式,產生新的貪腐集團與經濟利益分配模式。 四、過去中共對於貪腐問題的處理模式屬於政權協商方式,例如屬於江澤明體系的陳良宇貪腐案歷經「陳良宇涉嫌貪污」至「陳良宇同志違紀問題」的兩種處理模式,透露出中共對於貪腐問題的防治處理屬於政權協商的模式。因此,國家預防腐敗局的設立過程背後潛伏著個政治派系的妥協。 五、就組織架構而言,國家預防腐敗局目前位於監察部之下,部門本身並無獨立監察權,僅被視為調研與幕僚單位,此與香港或新加坡之獨立性反貪腐機構的特性有所差異。 六、在中共維持黨政雙軌制下,中紀委與監察部將是反貪腐制度的主軸,所以短期而言,對內部角色定位,國家預防腐敗局的功能將定位於中紀委領導的執行單位,負責實際的反貪腐之協調運作;對外部角色定位,國家預防腐敗局將定位於接收國際組織的意見,國家預防腐敗局的角色將是整合國際反貪腐的科技運作。 七、就國家預防腐敗局之未來發展模式,國家預防腐敗局需要建立獨立監察權,且其成員任命方式必須擺脫派系協商的影子,但在中共目前政治角力過程下,國家預防腐敗局之未來發展將視內部政治利益與輿論壓力的角力結果而定。 / The extent of corruption is an important index to review the administrative efficiency of the governments among advanced countries. The corruption issue affects the image of a country, the foreign direct investment and the rating of financial market. The role of National Bureau of Corruption Prevention of China (thereafter as “NBCP”) stresses the problems of corruption in internal systems of China and political restructuring. Therefore, this study adopts the literature analysis method to explore and analyze the corruption problems in China, the development of corruption prevention scheme, the performance and deficiencies of NBCP, and the future prospects and challenges of NBCP. After the analysis and discussions in this study, the conclusions are as follows. First, the problems of corruption in China could be interpreted by the rent-seeking theory. After China’s reform, the local government officials could take advantage of the permission of economically-designated zone or taxation, etc. to collude with private enterprises based on interests, and form the corruption groups. Second, according to the past literatures, the patterns of corruption in China could be categorized as the exchange of privilege for privilege and the exchange of privilege for money, and the transition of both corruption groups and regimes is closely bound up. From the perspective of rent-seeking theory, the exchange of privilege for privilege is the pattern of corruption before China’s reform, with the exchange of privilege for money standing for the ones after China’s reform. Third, from the perspective of operation of political system in China, the transition of regimes could be interpreted as the process of collapse and rebuilding in the dynamics of cooperative games. The reasons of collapse could result from the disequilibrium in the allocation of internal interests and then conflicts from the disequilibrium. Therefore, by the reshuffle of political interests during the transition of regimes, the new corruption groups and new scheme for the allocation of economic interests appear. Fourth, China used to deal with corruption through regime consultation. For instance, the corruption case of Chen, Lian-yu in the administration of Jiang, Ze-ming ,which was shifted from original tone of “Chen, Lian-yu suspected in corruption” to “Chen, Lian-yu’s violating disciplines”, shows that the strategy for corruption in China could be categorized by the features of regime consultation. Hence, the setup of NBCP implies the compromises among different political groups. Fifth, in terms of organizational structure, NBCP is under the Ministry of Supervision, without independent supervision, and only works as the research and staff unit of independent supervision, which differs from the independence of the anti-corruption institute of Hong Kong and Singapore. Sixth, under the present dual-track system of China, the Commission for Discipline Inspection of the Central Committee of the CPC and Ministry of Supervision play the main roles in the system of anti-corruption. In the short term, as to the internal role, NBCP is regarded as the execution unit of Commission for Discipline Inspection of the Central Committee of the Communist Party of China. As to the external role, NBCP is responsible for receiving the opinions from international organizations and integrating the technology of international anti-corruption. Seventh, the future model of NBCP should build up the independent supervision and appoint the members without the influence of the political groups. However, in the struggle of different political groups in Chinese Communist party, the future development of NBCP will depend on the outcome of the struggle between internal political interests and public stress.

Housing tenure, property rights, and urban development in developing countries

The dissertation explores how distinctive institutional factors related to property rights determine urban development patterns and housing tenure modalities in a developing economy context. The first part proposes a choice-theoretic model that explains the existence of the Antichresis contractual arrangement as a way to temporarily divide property rights. The model explains why the Antichresis contract dominates the Periodic-Rent contract in terms of landlord profits for certain types of property in which the gains in expected profits from solving the problem of adverse selection of tenants offset the loss of expected profits created by the moral hazard in landlords investments. The empirical section of the dissertation provides evidence in support of the model. Using data from Bolivia, I find that property types that require less landlord maintenance investment have higher capitalization rates under Antichresis contracts than they would under Monthly-Rent contracts and vice-versa. Additionally, the model shows that the Antichresis contract has limited capacity for helping the poor as suggested by recent literature. On the contrary, it can be hurtful for the poor in markets were landlords have limited information about tenants, in markets with inefficient court systems, or in markets with tenant-friendly regulations. The second part of the dissertation explores the issue of squatter settlements in the developing world. The theoretical model presented in this part explains how the landlord squatter strategies based on credible threats drive capital investment incentives and ultimately shape urban land development in areas with pervasive squatting. The model predicts that squatter settlements develop with higher structural densities than formal sector development. This prediction explains why property owners of housing that originated in squatter settlements take longer periods of time to upgrade than comparable property owners who built in the formal sector even after they receive titles to their property. The higher original structural density increases the marginal benefit of waiting in the redeveloping decision creating a legacy effect of high-density low-quality housing in these types of settlements. Geo-coded data from Cochabamba, Bolivia, support the hypotheses proposed by the theoretical model and raise questions about the unintended consequences of current policies affecting informal development.
