Yes / This report on El Salvador is one of 13 case studies (all of the case studies can be found at www.bradford.ac.uk/cics). This research draws upon secondary data sources including existing research studies, reports and evaluations commissioned by operational agencies, and early warning and survey data where this has been available. These secondary sources have been complemented by interviews with government officers, aid policymakers and practitioners, researchers and members of the local population. The analysis and opinions expressed in this report are those of the author and do not necessarily represent the views or policy of DFID or the UK government.

This thesis examines the Museum of Art of El Salvador (MARTE) and its art education programming to understand its role in community building and cultural revitalization efforts in post-war El Salvador. MARTE emerges onto El Salvador’s landscape showcasing the country’s artistic heritage while organizing art education opportunities for the capital city, San Salvador. After six weeks of onsite observations and interviews with museum staff and community members, this investigation explores how MARTE’s art education programming contributes to the development of a refashioned collective cultural identity and, as a result, reinfuses the value of art, cultural awareness, and solidarity back into the community. MARTE provides a beneficial model for understanding the complex relationship between Western-influenced cultural institutions and non-Western communities, and the challenges of placing value on arts education when greater social concerns (e.g., economic insecurity) prevail. / text

[pt] Esta dissertação consiste em um estudo de caso da operação da ONU estabelecida em El Salvador (1991-1995), que serve, aqui, como referência para a discussão sobre os novos propósitos desse instrumento ad hoc do sistema de segurança coletiva das Nações Unidas. Voltadas para a resolução de conflitos intra-estatais, as missões apresentam uma atuação inovadora, a partir de 1989, relacionada à consolidação da paz nacional. De acordo com a abordagem político-institucional conferida ao presente estudo, dentre as atividades desempenhadas em campo pela ONU, especial atenção será dada aos esforços para o fortalecimento do sistema institucional e para o estabelecimento de um estado democrático de direito no âmbito doméstico.Finalmente, com base na experiência salvadorenha, o objetivo desta discussão é analisar a contribuição das Nações Unidas, através do trabalho desenvolvido pelas novas operações de paz, respaldado nos valores democráticos e no respeito aos direitos humanos, para a criação de um ambiente nacional pacífico e auto- sustentável. / [en] This dissertation consists of a case study of the operation established by the United Nations in El Salvador from 1991 through 1995, which serves as a reference for the discussion on new purposes of this ad hoc instrument of the United Nations' collective security system. The peace operation missions present an innovating practice, favoring the consolidation of a domestic preaceful enviroment. According to the political-institutional approach used in the present study, among the activities carried out by the UN, special attention will be granted to efforts for the invigoration of institutional systems and for the establishment of a democratic state at the domestic level. Finally, based on the Salvadoran experience, the objective of this discussion is to analyze the contributions of the UN through the work developed by a generation of peace operations, which are based on democratic values and the respect of human rights, for the creation of a peaceful domestic enviroment.

[pt] Esse trabalho aborda um processo de trégua estabelecido entre grupos criminosos em El Salvador, comumente chamados de pandillas. A partir de um arcabouço conceitual especifico e um repositório de métodos ligados à abordagem da Teoria Ator-Rede, esse trabalho seguirá algumas controvérsias desse processo da trégua associadas ao cumprimento do acordo, à estabilização do seu começo, final e à determinação de seu sucesso ou fracasso. Para tanto, seguiremos como os números mensais de homicídio, produzidos pelo Instituto Médico Legal do país, participam dessas tensões e atuam organizando versões distintas desse evento. Ao fazer isso, somos deslocados para caminhos, agências e atores que participam da vida dos números e, dessa forma, da encenação das versões da trégua. Nesse sentido, elementos que acabam sendo naturalizados, e até esquecidos, se tornam o foco da minha análise. Assim, essa dissertação busca expandir o corpo da literatura sobre a trégua, ao mesmo tempo em que visa ampliar os horizontes dos conhecimentos disciplinares atentos para a convergência entre números e situações de violência. / [en] This work focuses on a truce established between criminal groups in El Salvador, commonly known as pandillas. Based on a specific conceptual framework and a repository of methods related to the Actor-Network Theory, I intend to follow some controversies of this process regarding the fulfillment of the agreement, the stabilization of its beginning and end and the determination of its success or failure. To do so, we will follow how the monthly homicide numbers produced by the country s Institute of Legal Medicine participate in these tensions and act organizing different versions of this event. By doing so, we expect to shift our analyses towards others agencies and actors who take part in the life of numbers and, therefore, in the enactment of several versions of the truce. In this way, elements that end up being naturalized and even forgotten become the focus of this work. Thus, this dissertation seeks to expand the body of literature on the truce, while at the same time aiming to broaden the horizons of disciplinary knowledge attentive to the convergence between numbers and situations of violence.

Este trabalho traça um panorama da obra de Salvador Candia (1924-1991), arquiteto brasileiro que atuou predominantemente para o mercado da construção na cidade de São Paulo entre as décadas de 1950 e 1980. Para a realização desta pesquisa, o material remanescente do escritório do arquiteto foi reunido, organizado e pré-catalogado em fichas de obras e projetos, sendo que o seu arquivo se encontra em fase de processamento sob a guarda da Escola da Cidade, em São Paulo. Com base neste arquivo, no levantamento de informações bibliográficas complementares e em depoimentos de arquitetos que com ele trabalharam e conviveram, procurou-se situar a sua obra frente a um quadro mais amplo da arquitetura moderna em São Paulo. O primeiro capítulo comenta o período de formação do arquiteto, e os vínculos e parcerias de trabalho que ele estabeleceu desde os primeiros anos de sua atividade profissional. O segundo capítulo aborda a emergência de novos programas na metrópole paulistana, principalmente a partir das décadas de 40 e 50, e a forma como os arquitetos procuraram equacioná-los naquele momento, determinando também em grande parte a atuação posterior de Salvador Candia. O terceiro capítulo levanta algumas das questões que consideramos mais relevantes em sua obra. O quarto capítulo apresenta três projetos, que se referem às questões levantadas no capítulo anterior. Ao final do trabalho, são anexadas as fichas dos projetos e obras levantados durante a pesquisa e um conjunto de textos de autoria do arquiteto. / The present work gives an overview of the oeuvre of Salvador Candia (1924-1991), Brazilian architect who practised primarily for the construction market of the city of São Paulo from the 1950s to the 1980s. In order to carry out the investigation, the material left behind from the architects office was collected, organized and pre-catalogued in fact sheets about built and unbuilt projects; the archives are kept at the architectural school Escola da Cidade in São Paulo. Being based on these records, on complementary biographical information, and on statements given by architects and people who worked with and lived alongside Candia, the present work tries to position his oeuvre within a broader context of modern architecture in São Paulo. The first chapter regards the period of the architects training and education, as well as the ties and work partnerships, which he formed since the early days of his professional career. The second chapter deals with the emerging of new functional programmes in the São Paulo metropolis, mainly from the 1940s and 1950s onward, and the way in which architects tried to solve them at the time, these occurrences being a determining factor for the henceforth practice of Salvador Candia. The third chapter presents a selection of issues that are considered particularly relevant in his work. The fourth chapter gives a description of three selected projects referring to the issues raised in the previous chapter. Finally, annexed to the current work are the fact sheets of the projects, which have been surveyed during the research and a number of texts by the architect.

Este trabalho tem como objetivo analisar uma operação de manutenção da paz considerada bem sucedida, a Misión de Observadores de las Naciones Unidas em El Salvador (ONUSAL). A dissertação será dividida em dois artigos: o Artigo I da dissertação será apresentado como revisão bibliográfica da literatura sobre as Operações de Manutenção da Paz, desde sua criação, incluindo um exame de seus casos notórios; o Artigo II será apresentado como um estudo de caso sobre a atuação da ONUSAL em El Salvador durante a guerra civil. A hipótese que orienta este estudo é que, apesar dos notórios fracassos da década de 90, as PKOs constituem-se como instrumento relevante para a manutenção da paz e segurança internacionais, capaz de criar condições para auxiliar os Estados a reestabelecerem e manterem a paz após um conflito. Segundo nossa análise, a ONUSAL constitui-se como um caso bem sucedido de atuação das PKOs. / This study has the purpose of analyzing a Peacekeeping Operation regarded as successful, the United Nations Observer Mission in El Salvador (ONUSAL). The dissertation consists of two articles: Article I will be submitted as a literature review of Peacekeeping Operations, since its inception, including an examination of its notorious cases; Article II will be submitted as a case study of ONUSAL\'s performance in El Salvador during the civil war. The hypothesis guiding this study is that, despite the notorious failures of the 90s, the PKOs are important instruments for the maintenance of international peace and security, capable of setting conditions to assist States in re-establishing and maintaining peace after a conflict. According to our analysis, ONUSAL represents a successful case regarding PKOs.

Estabelecendo similaridades entre fenômenos culturais populares-urbanos emergidos em uma metrópole mundial (Nova York), e em uma metrópole periférica brasileira (Salvador), que se estabelecem a partir de semelhantes relações com a cidade, com a indústria cultural, e com dados políticos e econômicos, procura compreender dinâmicas presentes na produção cultural do atual estágio do capitalismo, caracterizada pela orientação da cultura para a produção de mercadorias. Sendo assim, propõe um estudo comparativo, em que o conteúdo estético é deixado em parênteses, em favor de análises de efeitos materiais, sociais e econômicos, apresentando-se também como uma tentativa de compreensão de lógicas existentes em outras manifestações culturais contemporâneas, além de se apresentar como uma contribuição para reflexões sobre possíveis vínculos entre Arte, Cultura e Cidade. / Establishing similarities between popular-urban cultural phenomena emerging in a world metropolis (New York), and a peripheral Brazilian metropolis (Salvador), which establishes from similar relations with the city, with the cultural industry, and with political and economic data, aims to understand cultural dynamics present in current stage production of capitalism, characterized by the guidance of culture for the production of goods. Therefore, it proposes a comparative study, in which the aesthetic content is left in parentheses, in favor of analysis of material, social and economic effects, as well as an attempt of understanding existing logic in other cultural contemporary events, in addition to performing as a contribution to reflections on possible links between Art, Culture and City.

Esta tese foi construída a partir de um entrecruzamento interdisciplinar entre Geografia e Literatura. Numa proposta de pesquisa de cunho epistemológico, esta tese propõe uma definição de homem numa parte da obra de Jorge Amado de temática urbana. Mar Morto (1936); Tenda dos Milagres (1969); Jubiabá (1935) e A morte e a morte de Quincas Berro D´Água (1959) foram as obras escolhidas. Argumentamos que esta construção só é possível a partir de uma problematização de suas geograficidades num dado meio geográfico. As obras de Jorge Amado trabalhadas ao longo dos capítulos são todas de temática urbana considerando uma leitura geográfica da cidade de Salvador com área de concentração correspondente ao bairro do centro e adjacências. Temas como: luta de classes, embates raciais, miscigenação, condições precárias de trabalho na cidade, cultura e religião afrodescendente, protagonismo feminino, ascensão social popular, força dos elementos da natureza e paisagens urbanas, foram assuntos importantes ao longo do texto. Esta tese é baseada numa leitura ontológica, onde o homem enquanto sujeito é a principal preocupação teórica. E o fundamento geográfico do homem está pautado no seu meio geográfico. Assim, concluímos que o homem amadiano a ser definido é aquele que está inserido na cidade de Salvador que também colabora para a sua conceituação. O meio geográfico da cidade de Salvador nos livros de Jorge Amado é também um elemento que funda o ser do homem. Assim, temos a geografia de Jorge Amado construída a partir destas categorias do homem definido e inserido num meio geográfico e trazendo visibilidade às suas geograficidades. / This thesis was built from an interdisciplinary intersection between geography and literature. A proposal of epistemological research, this thesis proposes a definition of man in a part of Jorge Amado\'s work of urban theme. Mar Morto(1936); Tenda dos Milagres(1969); Jubiabá (1935) and A morte e a morte de Quincas Berro D\'Água (1959) were the chosen books. We argue that this construction is only possible from a questioning of their geographicities in a given geographical environment. All Jorge Amado\'s books worked throughout the chapters have an urban theme considering a geographical reading of Salvador with the corresponding concentration area in the neighborhood of downtown and vicinity. Issues such as class struggle, racial clashes, miscegenation, poor working conditions in the city, Afro-descendant culture and religion, women\'s role, popular social mobility, strength of the elements of nature, cityscapes, were important issues throughout the text. This thesis is based on an ontological reading, where man as a subject is the main theoretical concern. And the geographical foundation of man is guided in its geographical environment. Thus, we conclude that amadiano man to be set is one that is set in the city of Salvador which also contributes to its conceptualization. The geographical environment of the city of Salvador in Jorge Amado\'s books is also an element that establishes the being of man. Thus, we have the Jorge Amado geography built from these categories defined and inserted man in a geographical environment and bringing visibility to their geographicities.
