Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação tem o objetivo geral de analisar o protagonismo que o Instituto Ayrton Senna (organização do Terceiro Setor) tem alcançado na escola pública ao funcionar como braço operativo do empresariado com responsabilidade social na difusão da concepção burguesa de mundo, num contexto histórico do Neoliberalismo da Terceira Via. Esta penetração dos valores empresariais na escola pública se dá através do consenso em torno da falência do Estado na prestação do serviço público que, por sua vez, deveria ser prestado por organizações da sociedade civil (ONGs) em função de sua suposta maior eficiência (pautada nos moldes do mercado). O objetivo específico é identificar como o Instituto Ayrton Senna (IAS), através da concepção de cidadania burguesa pode ressignificar o papel social da escola pública no município do Rio de Janeiro através do desenvolvimento do Programa Acelera Brasil (PAB). A hipótese central é que o IAS, ao aplicar o PAB, ressignifica o papel social da escola pública, atuando como operador do capital ao incorporar a lógica fabril nas escolas públicas, (identificação da qualidade na educação com certificação e treinamento para a realização de avaliações como condição de cidadania) associada a uma face mais humana do capital, introduzindo elementos da noção de capital social, que insere, entre outros, uma relação harmoniosa entre o Estado, a sociedade civil (entendida como Terceiro Setor) e o mercado. / This paper aims to examine the general role that the Instituto Ayrton Senna (the organization "Third Sector") has reached the public school to function as operational arm of the business with "social responsibility" in spreading the bourgeois conception of the world, in a context history "Neoliberalism Third Way". This penetration of business values in public schools is through the consensus on the failure of the State in the provision of public service that, in turn, should be provided by civil society organizations (NGOs) because of its supposed greater efficiency (guided molds in the market). The specific objective is to identify how the Instituto Ayrton Senna (IAS) through the bourgeois conception of citizenship can reframe the social role of public schools in the municipality of Rio de Janeiro through the development of "Program Accelerates Brazil". The central hypothesis is that the IAS, in applying the "Program Accelerates Brazil" reframes the social role of the public school, serving as operator of capital to incorporate the logic manufacturing in public schools (identification of "quality" in education with certification and training conducting assessments as a condition of citizenship) associated with a face more "human" capital, introducing elements of the "notion of social capital," which operates, among others, a harmonious relationship between the State, civil society (understood as "third Sector ") and the market.

Entablure entre les pouvoirs exécutif et législatif, et donc organe administratif essentiel au fonctionnement de tout État moderne, le Secrétariat général du Gouvernement est pourtant une des institutions administratives françaises les plus méconnues.Existant dans tous les pays, sous des formes très variées, depuis plus ou moins longtemps, le Secrétariat général du Gouvernement est apparu en France dès la Révolution de 1789, le Directoire entérinant sa création par le Comité de salut public. Il s’est maintenu de manière quasi ininterrompue jusqu’à aujourd’hui, jouant un rôle d’autant plus actif que l’instabilité politique était forte. Sous la IVème République, le Secrétariat général du Gouvernement et son secrétaire général ont assuré la permanence de l’État, en compensant l’instabilité chronique du politique.Le positionnement du Secrétariat général auprès du Premier ministre induit la question de sa nature, politique ou administrative. Car le choix n’a pas toujours été fait d’y nommer un haut fonctionnaire neutre et étranger au pouvoir politique, de l’Empire au Front populaire.Dans sa forme moderne, le Secrétariat général du Gouvernement, qui s’est progressivement structuré en une administration peu nombreuse, de très haut niveau et stable, est bien un organe administratif : la permanence exceptionnelle des secrétaires généraux le montre parfaitement.Sous la Vème République, la stabilité du pouvoir politique ne l’a pas affaibli. Son rôle d’organisateur du Conseil des ministres a été conforté. Au-delà de sa fonction de coordination du travail gouvernemental, le Secrétariat général du Gouvernement exerce aujourd’hui de nouvelles missions, comme la défense de la loi devant le Conseil constitutionnel, le suivi de l’application des lois. En outre, le Secrétariat général du Gouvernement a développé sa fonction d’intermédiaire entre le Parlement et le Gouvernement.Preuve de l’importance du Secrétariat général du Gouvernement, la tendance récente à le tenir en dehors du processus décisionnel altère fortement l’efficacité de l’État. / The French Cabinet secretariat, pivot of executive and legislative powers, and therefore being a necessary administrative organ to the operating of any modern State, is still one of the lesser known French administrative structure.Having existed in varied forms in all countries, the Cabinet secretariat appeared in France the same time as the French Revolution in 1789. It was created by the “Comité de Salut public” and its creation was insured by the Directoire. The Cabinet secretariat lasted until today almost without interruption, playing a role which’s importance increased as political instability increased. Under the 4th Republic, the Cabinet secretariat secured the continuity of the State, through the balancing of chronic political instability.Its ties to the Prime minister raises the question of its true nature, be it political or administrative. In fact, from the “1st Empire” to the “Front Populaire”, the choice was not always made to appoint an administrator who would have been fully neutral and uninvolved to the political power.In its current form, the Cabinet secretariat is well an administrative body, that became progressively supported by a small, stable, but high-leveled administration. The extraordinary permanence of the Cabinet secretariat illustrates it perfectly.Under the 5th Republic, the steadiness of political power did not weaken the Cabinet secretariat. Its function as an organiser of the Council of the ministers even strengthened its role. Beyond its responsibility of coordinating the governmental work, it has been charged with new duties, like the defense of a law before the “Conseil constitutionnel”, the inspection of the questions of constitutional validity,or the monitoring of the application of laws. Besides, the Cabinet secretariat developed its function of a go-between between the Parliament and the Government, without even infringing upon the role of the minister in charge with the relations with the Parliament.One rebuttal evidence of the importance of the Cabinet secretariat is the relatively new tendency to maintain the Cabinet secretariat out of the decision-taking process of the State, which has for consequence a violently diminished general efficiency of the State.

Cette thèse se consacre à la gestation et au destin d'une institution étatique conçue pour la gestion de l'émigration et l'encadrement des rapports de l'État équatorien avec ses ressortissants à l'étranger -le Secrétariat national du migrant de l'Équateur (Senami) -et aux activités que cette institution a déployées à ces fins. Au moment où le Senami est créé en mars 2007 par le président Rafael Correa, l'enjeu consiste à assembler une institution «transnationale» capable d'agir au plus près des émigrés comme pour s'emparer des«absents» ou des «oubliés de la Patrie», pour reprendre le langage des acteurs, et les intégrer à l'État d'origine ainsi qu'à l'entreprise politique de la "Révolution citoyenne" dirigée par Correa. Disposant du soutien présidentiel, tout aurait laissé à croire que le Senami bénéficiait des conditions favorables pour se développer au sein de l'État. Or, six ans après sa création, l'acte de disparition de la jeune institution est signé en juin 2013 par celui-là même qui en était l'un de ses principaux promoteurs au départ, le président Correa. Le processus de construction institutionnelle du Senami et les efforts déployés pour l'installer durablement dans l'appareil étatique sont ainsi au cœur de cette thèse. Nous nous attacherons en particulier aux luttes politiques autour de la place de l'émigré en Équateur ainsi qu'aux compétitions bureaucratiques au cours desquelles non seulement se définit l'enjeu migratoire et la politique censée l’encadrer, mais se joue aussi le devenir de l'institution conçue pour les émigrés. / This PhD dissertation explores the gestation and the fate of the National Secretariat for Migrants of Ecuador (Senami) – a state institution designed to manage emigration and to promote the ties between the Ecuadorian State and its nationals abroad. Particular attention will be given to the activities such institution conducts towards these ends. When President Rafael Correa creates the Senami in March 2007, the aim was to build a "transnational" institution that would be capable of reaching out to the expatriates or the "the forgotten ones of the homeland" -in the words of the actors involved, and that would be able to bring them "back home" and integrate them into the political project of the Citizens' Revolution (or Revolución Ciudadana) led by Correa. Yet, only six years after its creation, the Senami disappears: a new decree is issued in June 2013 by one of its main advocates: Rafael Correa. This dissertation explores the Senami institutional construction process and the efforts to install it sustainably within the state apparatus. We will thus pay close attention to the political struggles in Ecuador around the issue of establishing ties with those abroad as well as the bureaucratic rivalries in which the definition of the stakes at play in the emigration phenomenon and the elaboration of an adequate policy are negotiated, and in which the fate of the new-born institution designed for the expatriates is decided.

O objetivo desta pesquisa é analisar as monografias premiadas do Concurso História de Bairros de São Paulo, refletindo sobre as escritas e narrativas da história que se fizeram presentes nessas produções. A partir dessas monografias buscamos entender a natureza do Concurso e a pertinência do mesmo ao ser promovido pela Secretaria Municipal de Cultura através da divisão de Patrimônio Histórico e do Arquivo Histórico Municipal , tendo sobrevivido por mais de três décadas. Neste período, o Concurso atravessou diferentes gestões, mudanças de partidos políticos, a ditadura militar e a redemocratização. Entendemos que a partir da análise das monografias premiadas do Concurso História de Bairros podemos encontrar diferentes elementos de reflexão sobre a importância e consumo do conhecimento histórico fora dos muros da universidade e refletir sobre a produção e divulgação das obras fronteiriças de história, inclusive como instrumento de divulgação do conhecimento histórico científico. / The aim of this research is to analyze the winners monographs of the Contest History of São Paulos neighborhoods, reflecting on the written narratives of history that were presented in these productions. Throughout these monographs, we seek to understand the nature of this Contest and its relevance to be promoted by The Municipal Secretariat of Culture over the division of the Historical Heritage and the State Historical Archive - having survived for over three decades, across different administrations, changes of political parties, the military dictatorship and the redemocratization. We comprehend that, from the analysis of monographs winning the Contest History of Neighborhoods, it is able to find different elements of reflection on the importance and absorption of historical knowledge outside the walls of university. It is also possible to reflect on the production and dissemination of boundary works of history, including them as a tool to diffuse the scientific historical knowledge.

Esta pesquisa foi realizada através do estudo dos textos da revista La Correspondencia Sudamericana, a revista oficial do SSA, publicada entre 1926 e 1930. A partir deste estudo foram identificadas as concepções do SSA no que tange às atividades parlamentar, sindical, de propaganda e agitação revolucionárias, e em relação à tática da frente única proletária. Analisou-se a dominação exercida pelo SSA em relação ao PCB, assim como a reformulação e radicalização que perpassara este órgão entre 1928 e 1930. Investigou-se a crise do SSA que se ligara, diretamente, à crise do Partido Comunista da Argentina (1927) e à atuação do então editor da revista La Correspondencia Sudamericana e vereador de Buenos Aires, Fernando José Penelón. Analisou-se ainda as leituras realizadas pelos comunistas brasileiros acerca da realidade nacional, as questões que envolveram a aprovação da Lei Celerada, que pôs o PCB na ilegalidade em meados de 1927, a tentativa do partido de entabular uma aproximação com a pequena-burguesia radicalizada, a atuação eleitoral e parlamentar do BOC, e as superposições entre este organismo e o PCB. Different and articulated sectors built a regional planning, which faced the flexibilization, structural unemployment and the reduction of work positions in the great assembly companies of the spare parts industries, among others, and discovered ways of facing the process that spread throughout Brazil and the world. This demanded the professionalization of those people who occupied the position of secretary to attend the needs of multinational companies. From there the executive secretariat position is being consolidated as a profession of intelligent and professional character considered as analytical symbolic. Secretaries broke their old profile by facing the business competition from professional of other areas and it today plays the role of technical adviser dealing with processes and facilitating the taking of decisions. They are professionals of differentiate formation, with technical, behaviouristic and strategic competence. So, this research has as its aim to analyze the process of constructing the identity of the professional secretary of the ABC region, to study the spaces occupied by these professionals through the mapping of the positions they occupy and to construct a time line of these professionals. To achieve this aim we used a documental research, the construction of a time line and he theme history in the region. To achieve these aims we used a time line and the oral theme history, a documental research using the collecting and analysis of data of seven professionals. The inter-disciplinary dialogue between theory and the discourses showed that there is still a cultural stereotype of the profession in the companies but that there is a respect even if veiled showed by superiors and colleagues conquered by the secretary´s persistence and professionalization. The results show that the identity of the secretaries is built by their live experience what gives them a view of individual and professional values that are updated in the many organizations where they work or had worked and within the studied regional context creating variations in their identities.(AU) / A região do Grande ABC é caracterizada por ser local que retrata, de forma singular, os conflitos, as mudanças e o impacto da globalização no País e no mundo. Diferentes setores, articulados, construíram o Planejamento Regional para a região, que se deparava com a flexibilização, o desemprego estrutural e a diminuição nos postos de trabalho das grandes montadoras, de indústrias de autopeças, entre outras, e descobriu caminhos de enfrentamento para o processo que avassalou o Brasil e o mundo. Isso exigiu a profissionalização de quem ocupava a função de Secretário, para atender ao perfil das multinacionais. A partir daí, o Secretariado Executivo vem se consolidando como uma profissão de caráter inteligente e intelectual, considerado como analítico-simbólico. O Secretário rompeu com seu antigo perfil, enfrentando a concorrência de profissionais de outras áreas, e desempenha hoje um papel de assessoria adjunta, gerenciando processos e facilitando tomadas de decisão. É um profissional de formação intelectual diferenciada, com competências técnicas, comportamentais e estratégicas. Assim, esta pesquisa teve como objetivo analisar o processo de construção da identidade do ser profissional Secretário na região do Grande ABC; levantar os espaços ocupados por esse profissional, através de mapeamento dos postos que ocupa, e construir uma linha do tempo dessa profissão na região. Para atender aos objetivos, foi utilizada pesquisa documental, a construção de uma linha do tempo e a história oral temática, procedendo-se à coleta e à análise dos dados de sete profissionais Secretários atuantes na região do Grande ABC. O diálogo interdisciplinar entre teoria e os discursos evidenciou que ainda existe um estereótipo cultural quanto à profissão nas organizações, mas há um respeito, ainda que velado, dos superiores e colegas, conquistado por sua persistência e profissionalização. Os resultados demonstram que a identidade do ser profissional Secretário é construída em suas experiências vividas no passado e no presente, o que lhe proporciona um esboço de valores individuais e profissionais que são revistos nas diversas organizações em que atuam ou atuaram e dentro do contexto regional estudado, gerando variações em suas identidades.(AU)

This study aimed to analyze the system adopted in the administrative processes of the Unified Secretariat of the Departments - SUDEP the Federal University of Santa Maria - Campus Frederick. As a new department structure, different from that adopted in the university headquarters, where all of the registry servers meet the demands of all campus departments, there may be some difficulties in the execution of daily processes. In order to identify possible difficulties and propose subsidies to minimize them or ban them was conducted this study. The study focused on the processes carried out in SUDEP and had as subjects surveyed the employees of this department. The methodology used was descriptive qualitative research, with data collection using questionnaires and semi-structured interviews applied to the SUDEP servers to identify the processes that are performed in the office as well as those requiring formalization and those who do not require formalization. Using these data proceeded to the classification of processes that require formalization as an analytical category the degree of difficulty and the execution time in primary and critics using the model proposed by Valle and Oliveira (2009). From a total of fourteen identified processes that require formulation, five were classified as primary nine as critical. Thus, flowcharts were created, it was possible to clearly demonstrate the flow steps of each process follows during its development, providing subsidies for easy understanding and application for the development of formalized guidelines on standard procedure of the processes considered critical by the current server this sector. Moreover, it was possible to identify all considered critical processes is related to the planning of the institution, where some have characteristics related to strategic planning and other related operational planning. It is concluded that research achieved its objectives by identifying the processes developed in SUDEP that present greater difficulties in their development and proposing subsidies in the form flowcharts that will serve to enhance the development of processes, contributing to the achievement of institutional objectives. / A presente pesquisa teve por objetivo analisar a sistemática adotada nos processos administrativos da Secretaria Unificada dos Departamentos (SUDEP) da Universidade Federal de Santa Maria Campus Frederico Westphalen. Por ser uma estrutura de secretaria nova, diferente da adotada na sede da universidade, em que todos os servidores da secretaria atendem às demandas de todos os departamentos do Campus, é possível que haja algumas dificuldades na execução dos processos cotidianos. Com o objetivo de identificar as existentes e propor subsídios para minimizá-las ou extingui-las, foi realizado este estudo. A pesquisa concentrou-se nos processos realizados na SUDEP e teve como sujeitos pesquisados os servidores dessa secretaria. A metodologia utilizada foi a pesquisa qualitativa descritiva, com coleta de dados, utilizando questionários e entrevistas semiestruturadas aplicados aos servidores da SUDEP, para a identificação dos processos que são realizados na secretaria bem como os que exigem formalização e os que não exigem formalização. De posse destes dados, procedeu-se à classificação dos processos que exigem formalização, tendo como categorias de análise o grau de dificuldade e o tempo de execução, classificados em primários e críticos, utilizando-se o modelo proposto por Valle e Oliveira (2009). De um total de quatorze processos identificados que exigem formalização, cinco foram classificados como primários e nove como críticos. Com isso, foram criados fluxogramas, nos quais foi possível demonstrar, de forma clara, o fluxo que as etapas de cada processo segue durante seu desenvolvimento, proporcionando subsídios de fácil entendimento e aplicação para a elaboração de orientações formalizadas em procedimento-padrão dos processos considerados críticos pelos atuais servidores desse setor. Além disso, foi possível identificar que todos os processos considerados críticos têm relação com o planejamento da instituição, no qual alguns têm características relacionadas ao planejamento estratégico e outros, relacionadas com o planejamento operacional. Conclui-se que a pesquisa atingiu seus objetivos, identificando quais os processos desenvolvidos na SUDEP que apresentam maiores dificuldades no seu desenvolvimento e propondo subsídios, sob a forma de fluxogramas, que servirão para melhorar o desenvolvimento dos processos e contribuir para o alcance dos objetivos institucionais.
