As this is a new discipline for this kind of assistance, a bibliographical review, based mainly on studies of BARBOSA (1995, 1998, 1999), was done about teaching the history of Art education in formal studies. Phenomena of an interdisciplinary character, which were based on projects promoted by the shelter s assistance team, were also analyzed. The choice of a qualitative methodology sought to understand the perspectives of the participating subjects with regards to the everyday institutional life of the shelter. This way, the shelter s employees (both educators and technicians) were as much the protagonists in this process as the sheltered children and adolescents were. Thus, from our research we were able to come up with a panorama of the politico-pedagogical dynamic at the shelter, which makes evident the necessity for the promotion of new interdisciplinary assistance paradigms that prepare both the children and adolescents in this protective regimen for a more complex, equitable, and inclusive society / Esta pesquisa tem como objetivo refletir e compreender as implicações da Arte/Educação Comunitária inserida no atendimento técnico do abrigo infanto-juvenil Meu Guri após a promulgação do Estatuto da criança e adolescente. (Lei Federal n º 8069 de 13/07/1990). Como se trata de uma disciplina nova neste tipo de atendimento, realizou-se uma revisão bibliográfica baseada principalmente nos estudos de BARBOSA (1995, 1998, 1999) sobre a história da Arte/Educação no ensino formal. Também foram analisados os fenômenos de caráter interdisciplinar baseados nos projetos promovidos pela equipe de atendimento do abrigo. A escolha da metodologia qualitativa buscou compreender a perspectiva dos sujeitos participantes do cotidiano institucional do abrigo. Desta forma, tanto funcionários (educadores e técnicos) como as crianças e adolescentes abrigados foram protagonistas nesse processo. Assim, constatamos nessa pesquisa um panorama da dinâmica político-pedagógica do abrigo, evidenciando também a necessidade da promoção de novos paradigmas interdisciplinares de atendimento que preparem as crianças e adolescentes atendidas nesse tipo de regime de proteção para uma sociedade mais complexa, solidária e inclusiva

It was described three cases of families who were living in conditions of high social vulnerability. It was not intended to identify the causes but to analize how did it happen the shift and its meaning. Children and teenagers were sheltered in wide families and foster families that had meaningful experiences for the formation of their relantionship networks and their history. The idea was to understand wich were the major grownd for the child leaving his own family and what would and wouldn t concur to his coming back. What were the motivations a person would have to shelter in his own family someboby with whom there was no blood lineage all the time? That presented to the teenagers the experience of sharing different life stiles not always safe. The bibliographic search allowed me to perceive that the foster of children and youths not belonging at one s own family core is a brazilian culture characteristic. And to foster somebody s child is a milenar practice that persist to this day, being through the legal way or not. The goal is usually to achieve the children or youth well being. The fieldwork has also shown that the person who experienced in his own childhood the foster home in his own family, at adulthood present the predisposition for shelter. One of the purposes of this work was to find the elements that may contribute to establish the Shelter Family Program at Vargem Grande Paulista country at São Paulo state / O presente trabalho, Circulação de crianças e adolescentes em Vargem Grande Paulista teve como objetivo identificar situações em que crianças ou adolescentes deixam sua família de origem para serem assistidos por outras famílias, instituições ou para viverem na rua. Foram descritos três casos de famílias que viveram em condição de alta vulnerabilidade social. O intuito não foi identificar as causas, mas sim analisar como se deu a circulação e seu significado. Foram crianças e adolescentes acolhidos em famílias extensas ou de acolhimento e que tiveram experiências significativas para constituição de suas redes de relações e de suas histórias. A idéia era procurar entender quais eram os determinantes para a saída de uma criança de sua família de origem e o que contribuiria ou não para seu retorno. Que motivações uma pessoa teria para acolher em sua família alguém com quem nem sempre tinha vinculação sanguínea? O que representou para os adolescentes, a experiência de estar compartilhando modos de vida diferentes, e nem sempre seguros. A pesquisa bibliográfica permitiu-me apreender que o cuidado de crianças e adolescentes não pertencentes ao próprio núcleo familiar é uma característica da cultura brasileira e que, cuidar do filho de outro, é uma prática milenar que perdura até os dias de hoje, seja pela via legal ou não. O que é buscado, geralmente, é o bem estar da criança ou do adolescente. A pesquisa de campo demonstrou, ainda, que a pessoa que experienciou em sua infância a vivência do acolhimento de outros em sua família, na idade adulta apresenta predisposição para a acolhida. Um dos objetivos dessa análise foi levantar elementos que contribuíssem para a implantação do programa família acolhedora no município de Vargem Grande Paulista/SP

都會區老人住宅選擇因素之研究 / A study of elderly housing selection factors in the metropolitan area.

台灣地區由於國民平均壽命延長,加速了人口結構轉型、老人人口快速增加,因此衍生許多老人居住安養之課題。為探討影響都會區民眾選擇老人住宅之因素,本研究以台北縣永和市為研究範圍。透過問卷調查收集所需資料,以安德遜服務使用行為模式之個人因素及影響服務使用之限制因素為基礎,透過卡方檢定、因子分析、羅吉特迴歸分析及交叉分析等量化分析方法,實證影響台北縣永和市50歲以上人中、老年人選擇老人住宅服務的相關因素。 本研究結果發現,在個人決定方面,性別、年齡、健康情況、現有子女數、家庭總收入、目前居住型態及理想居住型態等變項對入住老人住宅之意願有顯著影響。在限制因素方面,老人住宅之資訊、可近性、租金及老人住宅類型等變項對入住老人住宅之意願有顯著影響。大部份受訪者認為複合化、多機能的老人住宅及降低收費最能提高入住老人住宅之意願。另最廣為受訪者接受之老人住宅類型為規模在50戶以內、與醫療保健設施或社會教育設施以分棟型態複合開發之老人住宅。 本研究建議老人住宅開發業者以複合化、多樣化、小型化的開發模式興建老人住宅;建議政府應重視老人住宅出租市場,加強宣導鼓勵民眾居住老人住宅,建立老人住宅資訊平台,以活絡老人住宅出租市場,增加需求量,吸引更多優質廠商投資。在對台北縣永和市老人住宅政策之建議方面,建議老人住宅服務對象應從選擇性服務擴大到全民性服務,中興社區安養堂應轉型為多機能、複合化的老人住宅。 / In Taiwan, with the advances of medical technology, the life span of people has been extended. As a result, the population of senior people has increased dramatically; therefore, their accommodation and domiciliary care became a big issue in modern society.This research studies the middle-aged and senior people whose age over 50 and live in Yonghe City,Taipei County. Collecting data by questionnaire and using quantity methodology of Andersen model, Chi-square test, Factor Analysis, Logistic Regression and Cross Analysis to understand the factors that affect senior people to choose elderly housing. The result shows, in term of personal decision, the factors of gender, age, healthy conditions, number of children, household income, current living pattern and ideal living pattern etc. will affect senior people to choose elderly housing. In term of limiting factors, the information of elderly housing, residence distance with relatives, a rental and type of elderly housing etc. will affect senior people’s choices. Most interviewers think composite and multifunctional elderly housing as well as cheaper charge would increase the desire to live in elderly housing. Meanwhile, the most popular elderly housing type is less than 50 apartments with medicinal facilities or educational services in the community. This research suggests house building company should develop composite and multifunctional elderly housing in a small community for senior people. In addition, government should think seriously of elderly housing letting market by publicizing the information to encourage senior people to live in elderly housing. Once the house demand increased, it will attract more decent building companies developing more elderly housing to promote for senior people. Furthermore, this research suggests the housing policy in Yonghe City, Taipei County should broaden elderly housing service from selectivity senior people to general elderly. And the Jhong-sing Elderly Community Shelter should be transformed into composite and multifunctional elderly housing.

Group work with adolescent girls staying in a shelter

The aim of this study was to do group work with 10 girls staying in a shelter in order to contribute to their adjustment. Lewin's field theory and the General Systems Theory were utilized to ground the group work. The epistemological framework of the study was exploratory and involved an in depth analysis of the group experiences of the participants. Unstructured interviews were also conducted with the participants. Hermeneutics as a method of analysis was applied to analyse data. The following themes captured the experiences of the girls: trust versus mistrust, connection and disconnection, alienation and isolation, emotionally overwhelmed versus security, being labeled/stigmatized, security versus insecurity, and hope versus hopelessness. This study provides a better understanding of the life worlds of girls staying in a shelter. It could also contribute to a greater awareness of the experiences of abused girls who stay in a shelter. / Psychology / M.A. (Clinical Psychology)

From this viewpoint, I could figure out the characteristics of: the girls sent to shelter institutions; the different discourse practices that institute this “protection place” according to the ECA; the girls considered in “vulnerability situation” and the social educators whom the girls share the shelter with. From the dialogue between authors such as Paulo Freire, Michel Foucault, Giorgio Agamben, Loïc Wacquant, João Figueiredo, Leonardo Boff among other discontent thinkers, I tried to understand at what proportion the official protection reveals to be at the same time protection and punition and also question whether this protection is upon the girls or the state itself. I made use of an ethnographical methodology through the following techniques: open interview, participant observation, documental research, and data analysis from the perspective of the French Discourse Analysis (A.D.), pointing out authors like Michel Foucault and Dominique Maingueneau. This way, from some generate-words like adolescence/adolescent, shelter, vulnerability and social educator, I tried to decompose the structure of the social shelters as a place to give shelter and protection in order to understand the parallel movement of obligation and punition that institute different political practices / Este texto é o processo de minha pesquisa de Mestrado e tem como objetivo apreender, a partir da relação entre educadores sociais, adolescentes-meninas em um abrigo de Fortaleza, as possíveis mudanças que estes personagens percebem em si quando de seu encontro no ambi-ente abrigo. A partir deste objetivo, pude perceber: as diferentes práticas discursivas que instituem este “espaço de proteção” conforme dita o ECA; quem são as meninas ditas em “situação de vulnerabilidade” e quem são estes educadores sociais que com elas convivem nesta instituição. Posouzení vývoje právní úpravy civilní ochrany/obrany ve vztahu k zaměření civilní ochrany/obrany a komplexnosti zabezpečení obyvatelstva / Assessment of legal updates on civil protection/defense in relation to trends in the area of civil protection/defense and comprehensive security of the population

The objective of this study is to evaluate the trends in individual periods of selected legal and sub-legal regulations on civil protection/defense in the Czech Republic from 1935 to the present. In addition to presenting an overview and description of individual legal provisions, the study also outlines the characteristics of the period in which the legal provisions were created, approved, and subsequently enacted. Three European countries were selected and briefly described for the purposes of the overview and comparison ? specifically, Italy, Switzerland, and Austria. In all of them, much emphasis has been put on the population?s protection, so that these democratic states have considerable and valuable experience in protecting their citizens in their respective geographic and historical setup. Using a multicriteria analysis, a comparison of legal provisions on civil protection/defense in the territory of the Czech Republic was made from 1935 to the present. Since it was not feasible to compare all the legal and sub-legal regulations in the given area, the study concentrated on the main legislation during that period. The period under study, i.e., 1935 to the present, was divided into segments where significant amendments were adopted in the area of civil defense in the territory of the Czech Republic. Subsequently, these main provisions on civil defense were detailed so as to make the primary objectives of the individual provisions obvious. The chapter containing compilation of the results describes selected key legislation in the periods from 1935 to 1961, then from 1961 to 2000, and finally from 2000 to the present, including a comprehensive table with a brief description of selected regulations. In conclusion, it was necessary to state that endangerment of the population, both with respect to civil and military threats, still exists. Therefore, it is essential to continue to amend and supplement the current legal provisions on a current basis, even though the legislation is very good, quality-wise, to be able to respond flexibly and effectively in the event that the population of the Czech Republic is exposed to any of the potential threats.

Ser mãe eu sei, o que agora falta é social : sobre o processo de constituição da identidade profissional no Acolhimento Institucional de Crianças

This work aimed to comprehend how social mothers give meaning to their daily life in an Institutional Shelter and to analyze their inter-relations with the making up of Professional identity. We were guided by a Historical-material dialect of man and world and the expression of this in Psychology which considers the making up of a person as a human being as a material and historical character and is made up in and from the established relations between I and the other throughout ontogenesis. We also assume that the process of building professional identity of the Social Mothers surges from a network of personal and social articulated interactions which make multiple meanings possible in a dialectic process. We then performed a qualitive research in which we interviewed two professionals (Social Mothers), responsible for the direct care of children in temporary and exceptional shelter. Interviews were taped individually and completely transcribed. From there, we defined, through an adaption of idea association maps proposed by Spink e Lima (2000), four general categories: 1) family history; 2) work at the shelter; 3) the social mothers and the children; 4) the social mothers and other actors of the guarantee of rights system. The basic fundamental that oriented our analysis was the interpretive character of knowledge, highlighted by Gonzáles-Rey (2002), which consists in a process of giving meaning to the expressions of the participants in a way of integrating them so as they can make sense to the group of researchers. Our interviews produced a context of review and emergence of meanings upon the activity Social Mother made from phylogenetic development as well as ontogentic development. Family histories were highlighted especially those that were connected to meanings of child, family and Institutional Shelter. The question about what it is to be a Social Mother led to talk of the professionals to a movement of fusion (action repetition) and differentiation (creation) in the construction of meanings on social mothering played by them. We emphasize however that professional identity is not a data or a fragmented product, an isolated character lived by the person in his/her life, but a whole in composition involving multiple social roles inserted in historical and cultural context. / Este trabalho teve como objetivo de compreender como as mães sociais significam o cotidiano no Acolhimento Institucional e analisar suas interrelações com a constituição da sua identidade profissional. Pautamo-nos numa concepção materialista histórico dialética de homem e mundo e na expressão desta na Psicologia, que considera a constituição da pessoa enquanto ser humano como um caráter material e histórico e se dá pelas e nas relações estabelecidas entre o eu e o outro ao longo de sua ontogênese. Também partimos do pressuposto de que o processo de constituição da identidade profissional das Mães Sociais emerge a partir de uma rede de interações pessoais e sociais articuladas, que possibilitam a construção de significados múltiplos em um processo dialético. Frente a isto realizamos uma pesquisa qualitativa, na qual entrevistamos duas profissionais (Mães Sociais) responsáveis pelos cuidados diretos de crianças em situação provisória e excepcional de abrigamento. As entrevistas foram gravadas individualmente e transcritas na íntegra. A partir daí delimitamos, por meio de uma adaptação do mapa de associação de idéias proposto por Spink e Lima (2000), quatro categorias gerais: 1) história familiar; 2) o trabalho no abrigo; 3) as mães sociais e as crianças; 4) as mães sociais e os outros atores do sistema de garantia de direitos. O princípio básico que orientou nossas análises foi o caráter interpretativo do conhecimento, realçado por Gonzáles-Rey (2002), que consiste num processo de dar sentido às expressões dos participantes, de forma a integrá-las de tal maneira, que passem a fazer sentido para o conjunto de pesquisadores. Nossas entrevistas produziram um contexto de revisão e emergência de significados sobre a atividade Mãe Social, constituídos a partir, tanto do desenvolvimento filogenético, quanto das relações estabelecidas ao longo de seu desenvolvimento ontogenético. Sobretudo, realçaram suas histórias familiares, que se conectam aos significados de criança, família e abrigo. Perguntarmos sobre o que é ser Mãe Social conduziu os discursos das profissionais a um movimento de fusão (repetição de ações) e diferenciação (criação) na constituição de significados sobre a maternagem social protagonizados pelas Mães Sociais. Enfatizamos, portanto, que a identidade profissional não é um dado ou um produto fragmentado, um personagem isolado dos demais vividos pela pessoa em sua vida, mas sim um todo em constituição, envolvida por múltiplas determinações e múltiplos papéis sociais, inseridas em um contexto histórico e cultural. / Mestre em Psicologia Aplicada

La diaspora de la chambre 107 : ethnographie des pratiques musicales et dansées des Soninkés en Ile-de-France / Finding One’s Place through Music : an Ethnography from a Shelter for Migrant Workers to the Soninke Diaspora

Les Soninkés sont originaires d'une région à la triple frontière entre le Mali, la Mauritanie et le Sénégal. Leur présence en France a été étudiée sous l'angle de la migration de travail, mais pas sous celui des pratiques culturelles et artistiques. Ma thèse vient questionner cette dimension inaperçue. L’enquête ethnographique commence dans les chambres standardisées d’un foyer de travailleurs migrants, lieu d’hébergement pour hommes. J’étudie d’abord de quelle manière les habitants du foyer manipulent l’espace sonore du bâtiment pour se l’approprier. Les musiques qu’ils écoutent et les vidéos de fêtes qu’ils regardent depuis leur smartphone signalent de nombreux lieux en Ile-de-France et en Afrique de l’Ouest autour desquels s’organise la diaspora soninkée. Afin de parcourir ces lieux comme ethnographe, j’intègre la troupe de danse Xhambane Kaffo, basée à Sarcelles. A la suite des danseuses et musiciens rencontrés dans la troupe, je me rends dans les salles des fêtes privées, les espaces culturels municipaux, les théâtres, où ils animent autant de mariages, de journées culturelles, de fêtes associatives ou d’élections de miss. Je me rends également à Bakel, au Sénégal, à rebours du parcours migratoire du directeur de la troupe, ainsi que dans la région du Guidimakha, en Mauritanie, auprès des familles des habitants du foyer. En prenant la musique en filature, ces déplacements me permettent d’étudier comment des hommes catégorisés comme migrants s’inscrivent dans des réseaux à la fois interpersonnels et transnationaux. Ni en France ni en Afrique de l’Ouest, la diaspora à laquelle ils participent n’a de lieu dédié, tel que le serait un centre culturel, mais elle est bel et bien située. / The Soninkes come from a borderland between Mali, Mauritania and Senegal. Their presence in France has been studied in terms of labour migration, but not as a cultural and artistic diaspora. My work concentrates on this unnoticed social dimension. The ethnographic survey begins in the standardised rooms of a Parisan shelter for migrant workers. First of all, I study how the shelter’s inhabitants, only men, shape their living space through sound. They live in confined spaces but the music they listen to and the videos they look at on their smartphones refer to a plethora of spaces in the Paris region and in West Africa. To explore these communities, I join a Soninké dance troupe called Xhambane Kaffo (We are all united in the same language) located in Sarcelles, a short drive north of Paris. Following the dancers and the musicians of this troupe, I go to reception halls, to municipal spaces, to theatres where they lead wedding parties, cultural days, association meetings and elections of diaspora queens. The survey moves then to West Africa : first to Dakar and Bakel, Senegal, following the artistic journey of the Xhambane Kaffo’s troupe director ; then to Mauritania, to meet the families of the Parisian migrant workers. Moving from one point to another allowed me to show how these men, categorized as migrants and single, sit within both a transnational and interpersonal social network. My work argues that if some cultural and artistic practices, such as the Soninkés’ diasporic encounters, are categorized as « invisible » in the urban area, it is because they are seen through a sedentary vision of space.

När kvinnan tar sig ur relationen och får en placering på skyddat boende får barnen ofta följa med. Barnen får inget eget placeringsbeslut och det finns inga direkta riktlinjer för skyddade boenden. Tas det ett samhälleligt ansvar för dessa barn? Syftet med denna studie var att bidra med kunskap om vilka insatser som finns tillgängliga för barn som lever i skyddat boende tillsammans med sina mammor. Vi ville uppmärksamma barnens behov och vilka rättigheter barnen har enligt lag, samt ta reda på om de insatser barnen erbjuds kan anses tillräckliga för att tillgodose dessa behov. Studien har genomförts genom kvalitativa semistrukturerade intervjuer med sju professionella med erfarenhet av barn på skyddat boende i Stockholms län. Resultatet analyserades med hjälp av en teoretisk referensram bestående av utvecklingsekologi, anknytningsteori och traumamedveten omsorg, samt kompletterades med nationell och internationell forskning. Studiens resultat visar att många barn mår dåligt och har behov av kris- och traumabearbetning, samt att de kan lida av tristess på boendena. Vidare visar resultatet att andra viktiga aspekter som spelade en stor roll för barnens återhämtning var mammans föräldraförmåga samt möjligheten att skapa normalitet i sin vardag med hjälp av rutiner, skola och sysselsättning. Andra vuxna att ty sig till var också betydelsefullt. Det framkommer dock att det finns en problematik runt samarbetet med andra aktörer som bland annat socialtjänsten, barn- och ungdomspsykiatrin och kommunen. Vilka insatser barnen erbjuds och får tillgång till visade sig skifta oerhört mycket beroende på vilket boende de hamnade på. / Intimate partner violence is one of the worst forms of violence a child can experience and it can lead to trauma and health problems all the way into adulthood. When a woman leaves a relationship and is placed in a women's shelter, the children often accompany her. Children are not subject to separate placement decisions and there is no direct regulation of shelters. Does society take responsibility for these children. The aim of this study was to contribute knowledge about the services available for children who live in shelters with their mothers. We wanted to shed light on the needs of these children and their legal rights, and to see if the services offered to these children could be considered sufficient to satisfy their needs. The study was conducted through qualitative, semi-structured interviews with seven professionals who have experience with children in sheltered housing in Stockholm county. Results were analyzed using a theoretical framework composed of developmental ecology, attachment theory, and transforming care, complemented with national and international research. The results show that many children are emotionally distressed and in need of crisis intervention and trauma-focused therapy, and that they suffer from boredom at the shelters. The results also show that other important aspects that played a major role in children's recovery were the mother’s parenting competence and the chance to create normality with the help of routines, school and activities. The presence of other adults also mattered. It appears however, that there are problems in collaboration with other actors such as, among others, social services, child and adolescent psychiatry and the municipality. The services that are available to children differ greatly among shelters.
