Stereotyper och bedömningar : En kvantitativ vinjettstudie som undersöker om ADHD-diagnosen påverkar socialsekreterares förhandsbedömningar vid orosanmälningar som gäller unga / Stereotypes and assesments : A quantitative vignette study that investigates whether the ADHD diagnosis affects the social workers’ preliminary assessments regarding a notification of concern of adolescents

Syftet med studien är att undersöka om socialsekreterares bedömningar vid orosanmälningar kring unga påverkas av om den unga har en ADHD-diagnos eller inte. Hypotesen var att socialsekreterares bedömningar kring behov av omedelbart skydd, skäl till oro för den unge, om utredning ska inledas eller inte samt identifierade risk- och skyddsfaktorer skiljer sig åt beroende på om den unge har en ADHD-diagnos eller inte. En kvantitativ vinjettundersökning med tillhörande enkätfrågor genomfördes. Två vinjetter utformades med den enda skillnaden att i den ena vinjetten fanns det information om att ungdomen har en ADHD-diagnos. Sammanlagt besvarade 86 socialsekreterare för barn och/eller unga undersökningen, 42 besvarade vinjetten med ADHD och 44 besvarade vinjetten utan ADHD. Resultatet visar statistiskt signifikanta skillnader i socialsekreterares bedömningar gällande fem orosområden (beteendeproblematik hos ungdomen, psykisk ohälsa hos ungdomen, fysisk eller psykisk funktionsnedsättning hos ungdomen, ungdomens förmåga att klara sig själv samt fysisk eller psykisk funktionsnedsättning hos mamman) och en riskfaktor (mammans alkoholanvändning) beroende på om ungdomen har ADHD-diagnos eller inte. Det påvisades inga statistiskt signifikanta skillnader i bedömningarna när det gäller omedelbar skyddsbedömning, förhandsbedömning eller uppmärksammade skyddsfaktorer. Resultaten diskuteras i relation till om socialsekreterarnas kunskap om ADHD, sociala representationer om ADHD och stereotyper om ADHD har påverkat resultaten. Resultatet från denna studien kan bidra till diskussionen om ADHD i social barnavård samt kan användas för att öka medvetenheten hos socialsekreterarna kring hur de hanterar bedömningar av ungdomar med ADHD-diagnos, för att främja att bedömningar fattas på reella grunder. Resultatet skulle också kunna utgöra en grund för vidare forskning exempelvis genom kvalitativa studier på området för att få en djupare förståelse och synliggöra orsakerna till skillnaderna mellan vinjetterna. / The purpose of this study was to examine social workers’ assessments regarding a notification of concern of adolescents are affected by whether the adolescent have an ADHD diagnosis or not. The hypothesis was that social workers’ assessments of need of immediate protection, reason for concern for the adolescent, whether an investigation should be initiated or not and their identification risk and protection factors differ depending on whether the adolescent has an ADHD diagnosis or not. A quantitative vignette survey with associated questionnaire was conducted. Two vignettes were designed with the only difference that in one vignette there was information that the adolescent has an ADHD diagnosis. Altogether, 86 social workers handling investigations of children and/ or young persons, participated in the study, whereof 42 handled the vignette with ADHD and 44 the vignette without ADHD.  The result shows statistically significant differences in social workers’ assessments regarding five areas of concern (behavioral problems in the adolescent, mental illness in the adolescent, physical or mental disability in the adolescent, the adolescent’s ability to cope with herself and physical or mental disability in the mother) and one risk factor (mother's alcohol use), depending on whether the adolescent has ADHD diagnosis or not. There were no statistically significant differences in assessments regarding immediate protection assessment, preliminary assessment or identified protection factors. The results are discussed in relation to whether social workers´ knowledge about ADHD, social representations of ADHD and stereotypes of ADHD may have influenced the results. The results of this study can contribute to the discussion on ADHD in social childcare and can be used to raise awareness among social workers´ about how they handle assessments of adolescents with ADHD diagnosis in order to promote that assessments are made on real grounds. The result could also provide a basis for further research, for example through qualitative studies in the field, in order to gain a deeper understanding and to highlight the causes of the differences between the vignettes.

Its objectives are the study and analysis of the relation of theory in the movement of approximation of this work; dialogue on the contributions and difficulties of these professionals; the view of interdisciplinarity in the interface between Social Work and Psychology, including divergences and results. The methodology included theoretical studies and qualitative, descriptive and analytical research, based on the theoretical-methodological framework of historical-dialectical materialism. The technique used was that of the focal group, which had as one of the criteria the choice of people who share the same place of work; the reports / experiences; the necessities; the values; meanings; challenges; and elements of the chosen theme. The study included the participation of four psychologists and six social workers, professionals from three different CRAS units from Lins/SP city. The participatory methodology, through the collection of information obtained from the respondents, aimed to know and analyze social work with families in the daily life of social workers and psychologists in CRAS units; to redeem the conceptions, meanings, perspectives, divergences, conclusions and challenges identified in the intervention. The results point to the need to overcome the family tendency in inclusion in social policy. In this sense, it is considered necessary the exercise of a preventive social policy and of investment, that promote the right to the familiar coexistence, aspect pointed out by the members of the research, for improvements in relation to the effective vigilance; interdisciplinary teamwork (networking); the systematic, organized, continuous and joint attendance to the families, considering the diagnosis of the territory; the training and updating that promote professional clarity and autonomy, with the guarantee of sufficient technical staff. The final considerations include the challenges and the need to strengthen the coexistence services, as a priority, the home service for the elderly; the achievement of established goals by the social policy, a clear guideline in the methodological procedure within the services for the management work in the CRAS units; and conceptual innovations about family and social policy / O objeto desta tese é o trabalho com famílias realizado a partir de ações cotidianas dos profissionais assistentes sociais e psicólogos em unidades do Centro de Referência de Assistência Social (Cras). Tem como objetivos: o estudo e a análise da relação da teoria no movimento de aproximação desse trabalho; o diálogo sobre as contribuições e dificuldades desses profissionais; a visão da interdisciplinaridade na interface entre Serviço Social e Psicologia, incluindo as divergências e os resultados. A metodologia compreendeu estudos teóricos e pesquisa qualitativa, descritiva e analítica, a partir do referencial teórico-metodológico do materialismo histórico-dialético. A técnica utilizada foi a do grupo focal, que teve como um dos critérios a escolha de pessoas que compartilham do mesmo local de trabalho; os relatos/experiências; as necessidades; os valores; significados; desafios; e elementos da temática escolhida. O estudo incluiu a participação de quatro psicólogas e seis assistentes sociais, profissionais de três unidades do Cras do Município de Lins/SP. A metodologia participativa, mediante coleta das informações obtidas dos pesquisados, objetivou conhecer e analisar o trabalho social com famílias no cotidiano dos assistentes sociais e psicólogos em unidades do Cras; resgatar as concepções, os significados, as perspectivas, divergências, a conclusão e os desafios constatados na intervenção. Os resultados apontam para a necessidade de superação da tendência familista na inclusão na política social. Nesse sentido, julga-se necessário o exercício de uma política social preventiva e de investimento, que promova o direito à convivência familiar, aspecto assinalado pelos membros da pesquisa, para melhorias em relação à vigilância efetiva; o trabalho interdisciplinar em equipe (trabalho em rede); o atendimento sistemático, organizado, contínuo e conjunto às famílias, considerando o diagnóstico do território; a capacitação e atualização que promovam a clareza e autonomia profissional, com a garantia de suficiente equipe técnica. Given that work gains the centrality in social life and expresses the struggle of the working class for better working and living conditions, the strategies of resistance built by workers of the sub-region. It was assumed that the work of the professionals is impacted by the transformations that occurred with the globalization of capital, productive restructuring, reconfiguration of the role of the State, in particular by the reduction of its intervention regarding the social protection of those affected by the development of capital. For the study, bibliographical and documentary research (competition notices) and empirical research were carried out, with the application of questionnaires and interviews with a sample of five (5) social workers working in the social assistance policy in municipalities in the region surveyed. From the interviews, different forms of precariousness and intensification of work were observed, experienced by the majority of the social workers included in the social assistance policy, among them: differentiated contractual relations, unequal rights, low wages, pressure to increase productivity, devaluation of the civil service, lack of material and moral stimuli, absence of job plans, careers and salaries, overwork. Considering also that these conditions of work sicken and weaken the collective organization, either through branch unions or other forms of struggle, such as Suas' Worker Forums. In this context, the path to be taken by all workers is the resumption of struggles and resistance against the barbarism of capital and its state representatives, which precarious and intensify the working and working conditions of the working class / Essa tese identifica e analisa as condições de trabalho e as diferentes formas de intensificação e precarização a qual está submetida a força de trabalho dos(as) assistentes sociais assalariados(as) da administração pública municipal da sub-região oeste da Região Metropolitana de São Paulo (RMSP), em particular na política pública de assistência social. Tendo em vista que o trabalho ganha a centralidade na vida social e expressa a luta da classe trabalhadora por melhores condições de trabalho e de vida, foram verificadas as estratégias de resistência construídas por trabalhadores(as) do Sistema Único de Assistência Social (Suas) dessa sub-região. Partiu-se do pressuposto de que o trabalho dos(as) profissionais é impactado pelas transformações ocorridas com a mundialização do capital, reestruturação produtiva, reconfiguração do papel do Estado, em particular pela redução de sua intervenção no que tange à proteção social daqueles afetados pelo desenvolvimento do capital. Para o estudo, foram realizadas pesquisas bibliográfica e documental (editais de concurso) e pesquisa empírica, com a aplicação de questionários e entrevistas com uma amostragem de cinco (5) assistentes sociais que trabalham na política de assistência social em municípios da região pesquisada. A partir das entrevistas, foram constatadas diferentes formas de precarização e intensificação do trabalho, vivenciadas pela maioria dos(as) trabalhadores(as) assistentes sociais inseridos(as) na política de assistência social, entre elas: relações contratuais diferenciadas, direitos desiguais, baixos salários, pressão para aumento da produtividade, desvalorização do funcionalismo público, falta de estímulos materiais e morais, ausência de planos de cargos, carreiras e salários, excesso de trabalho. Considerando ainda que essas condições de trabalho adoecem e enfraquecem a organização coletiva, seja por meio dos sindicatos por ramo ou de outras formas de luta, como os Fóruns de Trabalhadores(as) do Suas. Nesse contexto, o caminho a trilhar pelo conjunto dos(as) trabalhadores(as) é a retomada das lutas e da resistência contra a barbárie do capital e seus representantes estatais, que precarizam e intensificam as condições de trabalho e vida da classe trabalhadora

The research was carried out with the Social Service professionals and that they are organized in a collective way through the Group of Entities of Attendance to Person with Disability the GRUPO PcD. The Organization of the research occurred through the choice of research methodology that had one of the objectives to establish contact with subjects who act and reflect the professional practice in their entities, but also organize themselves collectively in a discussion group regarding the service network. The research was divided into two phases: the first, by sending a questionnaire containing closed and open questions about professional training and the professional practice of social workers. The second phase, through the collection of testimony recorded and filmed using the methodology of the focal group and transcribed with subjects of the group. In the realization of the research, I found subjects with different characteristics and positions regarding professional practice, in this way I valued the content of the narratives, maintaining the focus of professional practice and guaranteeing and defending the rights of the disabled person. I used the qualitative approach to analyze the data and it is possible to identify and analyze that the construction of the dialogue of practice with the professional doing and the construction of positioning that try to carry out the construction of a society that fights for the consolidation of the rights of people with disabilities. The individual or collective professional practice of reveals as a constant space of resistance and struggle the subjects reveal that the complexity of social relations is present daily in the professional doing. Recognizing the professional practice of the social worker as a space for the production of resistance and the struggle for the rights of persons with disabilities reveals and strengthens possibilities for professional practice in the face of the demands of contemporary capitalist society / O trabalho apresentado trata da atuação profissional dos assistentes sociais que atuam em instituições de atendimento a pessoas com deficiência no município de São José dos Campos na região metropolitana do Vale do Paraíba. A pesquisa foi realizada com os profissionais do Serviço Social e que se organizam de forma coletiva através do Grupo de Entidades de Atendimento à Pessoa com Deficiência, o GRUPO PcD. A organização da pesquisa ocorreu através da escolha da metodologia que teve como um dos objetivos estabelecer contato com sujeitos que atuam e refletem a prática profissional em suas entidades, mas também que se organizam de forma coletiva em um grupo de discussão referente à rede de atendimento.A pesquisa dividiu-se em duas fases: a primeira, por meio do envio de um questionário contendo perguntas fechadas e abertas acerca da formação profissional e do exercício profissional dos assistentes sociais; e a segunda fase, por intermédio da coleta de depoimento gravado e filmado, utilizando a metodologia do grupo focal e transcrito com sujeitos do grupo. Na realização da pesquisa, foram encontrados sujeitos com diversas características e posicionamentos referentes à prática profissional; dessa forma, o conteúdo das narrativas foi valorizado, mantendo o foco da prática profissional e a garantia e defesa dos direitos da pessoa com deficiência. Abordagem qualitativa foi utilizada para analisar os dados, sendo possível identificar e avaliar a construção da interlocução da prática com o fazer profissional, bem como a construção de um posicionamento que efetive uma sociedade de luta pela consolidação dos direitos das pessoas com deficiências. A prática profissional individual ou coletiva se revela como um espaço constante de resistência e luta, em que os sujeitos revelam que a complexidade das relações sociais está presente cotidianamente no fazer profissional. Reconhecer o exercício profissional do assistente social como um espaço de produção da resistência e da luta por direitos da pessoa com deficiência desvela e fortalece possibilidades do exercício profissional frente às demandas da sociedade capitalista contemporânea

This object of the research had for context the perspective Brazilian socio-historical, focusing the relationships among the Social Service, the Health and the Social Rights. The methodology included the bibliographical research about the central themes of the study, which are, Social Service, Health, Social Rights and Citizenship; more a documental research (laws, plans etc.), and the research of field with quantitative and qualitative character. It was used as methodological procedures, questionnaire and interviews semi-structured. The analysis of data was based in three nuclei: nucleus of conceptions, nucleus of guarantee of right and nucleus of limits and possibilities. For the nucleus of guarantee of right, three axles of insertion were used: actions of character of emergency; education and information in health; mobilization of the community and planning and assessorship. The results were obtained evidenced that the social workers know the rights to the health and try to execute them in their practices, with prominence to the rights the information. The results denoted still, fragility in the warranty of the rights the health, front the fragmented characteristics, punctual and focused in the social workers' practices, with emphasis in the individual actions due to internal and external factors. Those practices demand a collective commitment and shared among the many professionals that work with SUS (Unique System of Health) and the users of the services, making possible, like this, conditions to contribute in the construction, enlargement and warranty of the rights to the health, to the citizenship / A presente dissertação tem por objetivo o estudo das práticas dos assistentes sociais nas Unidades de serviços municipais de saúde de Sorocaba/ SP e sua contribuição na efetivação dos direitos à saúde, na perspectiva sócio-histórica brasileira, focando as relações entre o Serviço Social, a Saúde e os Direitos Sociais. A metodologia abrangeu a pesquisa bibliográfica sobre os temas centrais, quais sejam, Serviço Social, Saúde, Direitos Sociais e Cidadania, bem como a pesquisa documental (leis, planos etc.), e a pesquisa de campo, de caráter quanti-qualitativo. Foram utilizados como procedimentos metodológicos, questionário e entrevista semi-estruturada. A análise dos dados fundamentou três núcleos: núcleo de concepções, núcleo de efetivação e núcleo de limites e possibilidades. Para o núcleo de efetivação, foram utilizados três eixos de inserção: ações de caráter emergencial; educação e informação em saúde; mobilização da comunidade e planejamento e assessoria. Os resultados obtidos evidenciaram que os assistentes sociais conhecem os direitos à saúde e buscam efetiva-los em suas práticas, com destaque ao direito à informação. Os resultados denotaram, ainda, uma fragilidade na efetivação dos direitos à saúde, face às características fragmentadas, pontuais e focalistas das práticas dos assistentes sociais, com ênfase nas ações individuais. Essas práticas exigem um compromisso coletivo e compartilhado entre os diversos profissionais que operacionalizam os SUS (Sistema Único de Saúde) e os usuários dos serviços, possibilitando, assim, condições para contribuir na construção, ampliação e efetivação dos direitos à saúde, à cidadania

NATIVE AMERICAN TRIBAL CHILD SOCIAL WORKERS' EXPERIENCES ON CO-OCCURRENCES OF DOMESTIC VIOLENCE AND CHILD MALTREATMENT

Native American women and children suffer from domestic violence at an alarming rate on and off Indian reservations in the United States. Often these families that are impacted by domestic violence are involved in the state/county child welfare system. This study was to gain knowledge about Native American tribal child social workers experiences and challenges with co-occurrences of domestic violence and child maltreatment cases. This study used an exploratory, qualitative design with a phenomenological approach by collecting data through face-to-face and over the phone interviews with four Native American tribal child social workers from four different tribes across the nation. This design allowed participants the opportunity to provide a more in-depth explanation from their own personal experiences regarding their experiences and challenges working with domestic violence and child maltreatment cases. The study found that there is a need for state/county social workers to have a better understanding of the historic and current experiences of Native people from a cultural, spiritual, and socioeconomic perspective through effective and consistent training on the Indian Child Welfare Act (ICWA). The study also found, that there is a need for state/county administration and social workers to build relationships with tribal child social workers in order to provide culturally competent and effective policies and services to serve Native American communities.

The professionalisation of Australian catholic social welfare, 1920-1985

This thesis explores the neglected history of Australian Catholic social welfare, focusing on the period, 1920-85. Central to this study is a comparative analysis of diocesan welfare bureaux (Centacare), especially the Sydney, Melbourne and Adelaide agencies. Starting with the origins of professional welfare at local levels, this thesis shows the growth in Catholic welfare services across Australia. The significant transition from voluntary to professional Catholic welfare in Australia is a key theme. Lay trained women inspired the transformation in the church???s welfare services. Prepared predominantly by their American training, these women devoted their lives to fostering social work in the Church and within the broader community. The women demonstrated vision and tenacity in introducing new policies and practices across the disparate and unco-ordinated Australian Catholic welfare sector. Their determination challenged the status quo, especially the church???s preference for institutionalisation of children, though they packaged their reforms with compassion and pragmatism. Trained social workers offered specialised guidance though such efforts were often not appreciated before the 1960s. New approaches to welfare and the co-ordination of services attracted varying degrees of resistance and opposition from traditional Catholic charity providers: religious orders and the voluntary-based St Vincent de Paul Society (SVdP). For much of the period under review diocesan bureaux experienced close scrutiny from their ordinaries (bishops), regular financial difficulties, and competition from other church-based charities for status and funding. Following the lead of lay women, clerics such as Bishop Algy Thomas, Monsignor Frank McCosker and Fr Peter Phibbs (Sydney); Bishop Eric Perkins (Melbourne), Frs Terry Holland and Luke Roberts (Adelaide), consolidated Catholic social welfare. For four decades an unprecedented Sydney-Melbourne partnership between McCosker and Perkins had a major impact on Catholic social policy, through peak bodies such as the National Catholic Welfare Committee and its successor the Australian Catholic Social Welfare Commission. The intersection between church and state is examined in terms of welfare policies and state aid for service delivery. Peak bodies secured state aid for the church???s welfare agencies, which, given insufficient church funding proved crucial by the mid 1980s.

The significant transition from voluntary to professional Catholic welfare in Australia is a key theme. Lay trained women inspired the transformation in the church???s welfare services. Prepared predominantly by their American training, these women devoted their lives to fostering social work in the Church and within the broader community. The women demonstrated vision and tenacity in introducing new policies and practices across the disparate and unco-ordinated Australian Catholic welfare sector. Their determination challenged the status quo, especially the church???s preference for institutionalisation of children, though they packaged their reforms with compassion and pragmatism. Trained social workers offered specialised guidance though such efforts were often not appreciated before the 1960s. New approaches to welfare and the co-ordination of services attracted varying degrees of resistance and opposition from traditional Catholic charity providers: religious orders and the voluntary-based St Vincent de Paul Society (SVdP). For much of the period under review diocesan bureaux experienced close scrutiny from their ordinaries (bishops), regular financial difficulties, and competition from other church-based charities for status and funding. Following the lead of lay women, clerics such as Bishop Algy Thomas, Monsignor Frank McCosker and Fr Peter Phibbs (Sydney); Bishop Eric Perkins (Melbourne), Frs Terry Holland and Luke Roberts (Adelaide), consolidated Catholic social welfare. For four decades an unprecedented Sydney-Melbourne partnership between McCosker and Perkins had a major impact on Catholic social policy, through peak bodies such as the National Catholic Welfare Committee and its successor the Australian Catholic Social Welfare Commission. The intersection between church and state is examined in terms of welfare policies and state aid for service delivery. Peak bodies secured state aid for the church???s welfare agencies, which, given insufficient church funding proved crucial by the mid 1980s.

The aim of this essay was to describe how school social workers can help and support students with parents who abuse alcohol or other drugs. We wanted to see how school social workers room for action is presented and how it affects their work with students living with parents who are abusing. We used a qualitative method to elucidate how school social workers handle this issue in a more profound way. By conducting semistructured interviews with six school social workers in one province in southern Sweden we gained exhaustive and detailed answers. In the analysis we used street level bureaucracy and theory of recognition. The result showed that the school social workers regard their overarching room of action as very wide inside school but limited outside. At school the school social worker can support the students with supportive counseling and adapted school attendance. One important task of the school social worker is to help the student to get in contact with other organizations for example, support groups for children. We also found that cooperation is an important part as the school social workers describe themselves as “the spider in the web” with the task of connecting and sharing knowledge with other personnel and organizations. The relation with the student is important to be able to support the students or guide them further. School social workers also regard school as a good place to detect and identify these students, but that it can be difficult to know who these students are. If a specific plan for working with students whose parents abuse alcohol or drugs would affect the school social workers work is difficult to say since none that we interviewed in this study had experience of one.
