A foco desta tese acontece sobre o processo de concepção e de implementação de um projeto com financiamento multilateral, sendo realizada uma análise das relações sociais e políticas entre os Governos Brasileiros e os Bancos Multilaterais de Desenvolvimento (BMDs). O objetivo principal é compreender o arranjo institucional dos BMDs e do Estado Brasileiro e suas implicações no processo de planejamento territorial, a partir do caso do Estado do Ceará. A pesquisa teórica passa primeiramente pela análise da evolução do conceito de desenvolvimento, destacando as interpretações dadas pelas instituições globais de poder, iluminando o fundamental papel dos BMDs na construção e na disseminação de uma compreensão global de desenvolvimento. É discutido também o entrelaçamento dos BMDs com as políticas de desenvolvimento do Brasil desde meados do século XX até a primeira década do século XXI. Para a pesquisa empírica foram escolhidos três projetos de desenvolvimento territorial ainda em fase de implementação pelo Governo do Ceará, financiados individualmente pelos Banco Mundial, Banco Interamericano (BID), Corporação Andina de Fomento (CAF). A análise desses projetos reforçou o argumento de que a década de 1990 foi uma década de alinhamento entre os governos brasileiros e os BMDs, o que, no caso particular do Estado do Ceará, deu-se harmoniosamente, a partir do \"Governo das Mudanças\" (1987-2006), com o início da sistematização do planejamento territorial no Ceará. Os BMDs, além de financiadores, foram responsáveis por grande parte da metodologia de planejamento aplicada hoje no Estado do Ceará. A compreensão do papel que o Brasil representa para as instituições financeiras multilaterais foi fundamental para a reflexão sobre a mudança de relacionamento entre o Estado Brasileiro e os Bancos Multilaterais no início do século XXI, iluminando que não somente os BMDs são importantes para o Brasil, como também o Brasil transformou-se em um importante \"player\" na arquitetura do financiamento multilateral. Isso ocorre tanto pelo seu peso financeiro, como também por se configurar um grande território de geração e exportação de best practices. As entrevistas com funcionários dos bancos e com servidores públicos do Governo do Estado conformaram o método fundamental desta tese. Outros caminhos consistiram na análise de dados primários fornecidos pelas Unidades de Gerenciamento de Projeto e adquiridos nos sites dos bancos. / The focus of this thesis is on the process of planning and of implementation of a project with multilateral financing, analyzing social and political relations between Brazilian governments and the Multilateral Development Banks (MDBs). The main objective is to understand the institutional arrangement of the MDBs and the Brazilian State and its implications in the spatial planning process, from the case of the State of Ceara. Firstly the theoretical research approaches the evolution of the concept of development, highlighting the interpretations given by global institutions of power, sheding light on the fundamental role of the MDBs in the construction and the dissemination of a global understanding of development. The interweaving of the MDBs with Brazil\'s development policies is also discussed, from the mid-twentieth century to the first decade of twenty-first century. For the empirical research, three spatial development projects, still under implementation by Government of Ceara, were selected, which are individually financed by the World Bank, the Inter-American Development Bank (IDB) and the Andean Development Corporation (CAF). The analysis of these projects reinforced the argument that the 1990s were a decade of alignment between the Brazilian governments and the MDBs. In the particular case of the State of Ceara, it has harmoniously occurred, from the \"Government of Changes\" (1987-2006), with the start of the systematization of the spatial planning. The MDBs, as well as financiers, were responsible for much of the planning methodology applied today in the State of Ceara. Hållbart resande i Malmö : En kvalitativ textanalys / Sustainable Mobility in Malmö : A qualitativ text analysis

Urbaniseringen ökar globalt och med den ökar även bilanvändningen. Städer står inför problematiken att bilanvändningen har en negativ klimatpåverkan och försämrar livskvalitén för invånarna i staden. I och med detta måste biltransporter minska och de hållbara färdsätten öka. Avsikten med studien är att undersöka hur Malmö stad arbetar med hållbara transporter. Malmö är utvald då staden har påbörjat omställningen till mer hållbara resor och är i framkant i Sverige. Genom kvalitativ textanalys har fyra dokument angående det strategiska arbetet kring hållbara resor analyserats. Staden arbetar på olika sätt för att möta utmaningar med hållbara färdmedel såsom cykel, gång och kollektivtrafik. De hållbara transportmedlen ska prioriteras genom stadens utformning och beteendeändringar. Studien har visat på att Malmö arbetar med social, ekonomisk och miljömässig hållbarhet med en övervägande del på de sociala aspekterna. Staden prioriterar cykel som det främsta transportmedlet där tillgänglighet och närhet ska vara ledordet för staden. Det som anses saknas efter genomförandet av studien är fokus på samtliga stadsdelar och klimataspekten i relation till hållbara resor. Malmö stad vill vara en framstående stad i frågan om hållbara resor, men är det mest för att visa upp en grön sida av staden? / Urbanization is increasing globally and with it, the use of cars. Cities are now faced with the problem that cars have a negative climate impact and reduce the quality of life for the inhabitants of the city. Therefore, the use of cars must decrease and sustainable mobility increase. The purpose of the study is to investigate how Malmö city works with sustainable mobility. Malmö is selected due to being ahead in the transition to more sustainable mobility in Sweden. A qualitative text analysis on four documents regarding sustainable mobility has been conducted. Malmö works in various ways to meet the challenges with sustainable transportation means for example cycling, walking and public transport. The sustainable means of transport must be prioritized through the city's design and behavior changes. The study has shown that Malmö works with social, economic and environmental sustainability, with more focus on the social aspects. The city prioritized the bicycle as the main means of transport, where accessibility and proximity should be leading. What is considered missing after the implementation of the study is focus on all neighborhoods and the climate aspect in relation to sustainable mobility.

O setor público de planejamento de uso e ocupação do solo dispõe de instrumentos para regular o desenvolvimento, como o Plano de Bacia Hidrográfica - PBH, que atua em âmbito regional e os Planos Diretores Municipais - PD, em âmbito municipal, os quais possuem sobreposição de interesses e áreas de gerenciamento. Contudo, o Estado de São Paulo ainda encontra dificuldades em estabelecer conexões entre PBHs e PDs. Apesar de serem peças importantes para o disciplinamento do uso e ocupação do solo, não apresentam interação, ocasionando um descompasso e desarticulação de agentes institucionais com poderes de decisão na área ambiental e, consequentemente, na implementação das decisões tomadas. Assim, a presente tese investiga a possibilidade de integração do Plano Diretor Municipal com o Plano de Bacia Hidrográfica, pertencentes à mesma Unidade de Gerenciamento de Recursos Hídricos a partir da aplicação da Avaliação Ambiental Estratégica. A metodologia do trabalho parte das experiências internacionais de planejamento territorial por planos diretores municipais ou regionais e de aplicação de AAE neste campo do conhecimento, tendo como referência o sistema adotado na Escócia. O arcabouço concebido foi aplicado para desenvolver diretrizes para ser utilizado na Bacia Hidrográfica do Litoral Norte do Estado de São Paulo. Na análise foram contempladas as etapas de elaboração dos distintos instrumentos, os dados utilizados, os momentos de interlocução entre os setores responsáveis e partes interessadas, os mecanismos de verificação de implementação e monitoramento, e os direcionamentos finais dados por todos os instrumentos. Foram identificadas as compatibilidades e incongruências caracterizadas pela aplicação dos instrumentos de planejamento, tendo como resultados positivos do caso escocês o estabelecimento de autoridades consultivas, a aprovação do processo por órgãos externos, e as diretrizes do plano local vinculadas ao planejamento regional, sinalizando para possíveis melhorias dos procedimentos adotados no Litoral Norte do Estado de São Paulo. / The land use planning has different tools to guide the spatial development, as River Basin Management Plan in the regional scale and Local Development Plan in the municipal scale, which overlaps in area and issues of management. However, the São Paulo State has troubles to connect them. Both River Basin Management Plan and Local Development Plan are important to regulate the land use, but they are not integrated accurately by public government with consequences in the planning implementation. This thesis looks for Strategic Environmental Assessment\'s efficiency applied to connect the Local Development Plan with River Basin Management Plan in the same management area. The methodology analyses the international experience in spatial planning by the Strategic Environmental Assessment expertise, and puts the Scottish Management as reference to North Coast of São Paulo State. The analysis contemplates planning procedures, baselines, public participation, monitoring, implementation strategies and planning results. There are compatibilities and divergences of both planning tools and among the positive results of Scottish planning are the adoptions of consult authorities during the planning elaboration, the planning processs external approbation, and the local planning decisions linked by regional planning results. The Scottish expertise could be useful to improve the planning practice in the North Coast of the São Paulo.

A Geography of Marine Farming Rights in New Zealand: Some Rubbings of Patterns on the Face of the Sea

Sustainable development of global marine resources has been the focus of various United Nations' agencies and coastal nations since World War II. As capture fisheries resources have come under pressure and perhaps reached their sustainable limit concern has been expressed over the ability to continue to meet the protein needs of expanding populations. One potentially significant contributor to addressing the food needs of the world is marine farming (mariculture). The expansion of marine farming in developing countries has been well-addressed in the literature, but marine farming in developed countries has received less attention. The traditional biophysical requirements of marine farming (sheltered clean water of appropriate depth) have led to conflicts with other users of the coastal environment. In the developed countries in particular, suitable sites are contested places of consumption (recreation, tourism) as well as production (capture fisheries). Moreover, the adjacent terrestrial land and water uses can significantly affect acceptability of marine farming. The avoidance of conflicts and the achievement of sustainable development in such settings are largely dependent on the systems of governance. In developed countries, these are often articulated through planning regimes and associated 'rights'. The global terrestrial planning response in the first two thirds of the 20th Century was dominated by a modernist approach to planning. In the later stages, a post-modern challenge coincided with the rise of neo-liberalism in many developed countries. Planning in New Zealand has shown a similar pattern. The extent to which modern, postmodern and neo-liberal approaches might have been manifest in the marine environment, especially with regard to marine farming, has received little attention. In most developed countries there has been an institutional separation between terrestrial and marine administrative agencies that has resulted in conflict between these agencies and between the regimes they work within and help create. Integrated Coastal Management emerged as a response to this situation and had become the dominant planning regime for coastal resources by the last decade of the 20th Century. It was largely uncritically promoted and accepted, especially by United Nations and coastal state government agencies. These themes provide the broad theoretical and practical context for this thesis. Since the 1970s, there has been a revolutionary break in New Zealand's resource management from a centralized command and control style of modernist planning to a neo-liberal, planning regime characterised by elements of modernism and postmodernism. Concurrently it has revamped, but failed to integrate, coastal and fisheries management and planning. Ironically, each of the resulting primary marine resource management statutes (the Resource Management Act 1991 (RMA) and the Fisheries Act 1983/1996 (FA83/96)) is considered to implement a world-leading model. Marine farming lies at the interface between the regimes created by these and preceding Acts and the nature of the regimes is explored in relation to marine farming. The development of the regimes and the rationale for them is set out with the aid of Scott's (1989, 2000b) axial model of the characteristics of a property right. The thesis groups the development of the New Zealand planning regimes for marine farming into four era: pre-modern (1866-1964), proto-modern (1964-1971), modern (1971-1991), and transitional (1991-2001). The evolution of the industry is shown largely to follow a generalized model of the industry in developed countries. This suggests that the nature of the property rights available for marine farming in New Zealand is not of great significance in the general development of the industry. The planning regime, however, significantly affects the spatial pattern of development of the industry. An analysis of provisions for marine farms in various plans suggests quite different planning 'styles' and approaches have been adopted in different parts of the country at different times. A Geographic Information System of all individual marine farms in New Zealand is developed to the stage where it can be combined with other data to investigate the spatial patterns that have evolved in New Zealand. A typology of patterns of farm arrangement in relation to other farms is apparent from the resultant mapped information. These patterns are shown to represent the outcomes of a combination of competing rights and the responses of and to the contemporaneous planning regimes. The consequences of adopting different styles of planning are apparent. This macro-level research is extended to the micro-level by an exploration of variables affecting the individual farmer's locational decisions. A national postal questionnaire survey of marine farm owners yielded 148 usable responses (32% response rate). Inferential statistical analytical tools were used to test the significance of relationships between particular variables. Multivariate analyses were used to cluster the respondents and the variables and to search for latent factors. These analyses supported field interview findings with regard to the importance of particular variables, especially planning regimes in directing the location and nature of marine farming. The results enabled development of a descriptive model for exploring and comparing the quality of different means of acquiring marine space for marine farming. The analyses also confirmed that significant changes were occurring within the structure of the industry. Analysis of the field interviews, maps, policy documents, Environment Court decisions and other secondary material shows the major capture fishing companies are increasingly dominating the industry. There was a notable presence of a category of 'entrepreneur site developers' exploiting the neo-liberal nature of the planning regimes of the 1990s to open up new areas for marine farming on scales unprecedented in the rest of the world. The consequent race for space has met with stiff resistance from the capture fishing industry, but more especially from the recreational sector. This has led to significant transaction costs. The Government response, a partial moratorium on marine farm development in November 2001, is shown to emulate the modernist command and control style of planning of twenty years earlier and to signal a failure of neo-liberal ideology to meet the needs of the industry and the public at large.

Kommunalt naturskydd som en del av markanvändningsplaneringen : en fallstudie av olika synsätt i samband med upphävande av naturreservat

<p>In metropolitan areas where the exploitation pressure increases, also the importance to point out nature areas grows, both for the sake of outdoor life and for biodiversity conservation. Since nature conservancy and spatial planning constitute two different parts of the municipalities land use control, a case study has been carried out in two municipalities in the Stockholm region, Huddinge and Järfälla. Both these municipalities have protected about one third of their land and today there are plans to repeal parts of the reserves to enable exploitation. This thesis shows – from the theoretical concept of sustainable development – officials, politicians and non-governmental organizations perspectives on questions concerning land use together with the work with nature reserves and repeals. The study focuses on how different basic attitudes and paradigms emphasizes different aspects of sustainable development and how this in turn affects the work to repeal nature reserves. Interviews with stakeholders in the municipalities and documents concerning land use and nature reserves demonstrates that there is distinct differences between the planning-paradigm, based on spatial planning, and the environmental-paradigm, based on nature conservation. From the planning-paradigm it is considered that nature reserves had to big impact on the munici­pality's land use and that valuable nature more frequently should be protected by the Swedish planning and building act. From the environmental-paradigms view the nature conservancy is – and should also in the future be – an important tool in the long-term prevention to stop valuable nature from being exploited. The thesis also stresses the importance to in the work with repeals take all effects that this kind of decision can lead to into account – not just in the repealed area but also for the future work with nature reserves on the whole.</p> / <p>I storstadsregioner där exploateringstrycket blir allt större, ökar också vikten av att peka ut naturområden, både för det rörliga friluftslivet samt för bevarande av den biologiska mångfalden. Båda dessa kommuner har skyddat ungefär en tredjedel av kommunens mark och idag finns planer på att upphäva delar av reservaten för att där möjliggöra exploatering. Uppsatsen visar – utifrån det teoretiska begreppet hållbar utveckling – hur tjänstemän, politiker och intresse­organisationer ser på markanvändningsfrågor samt arbetet med naturreservat och upphävande. Studien fokuserar på hur olika grundinställningar och paradigm lyfter fram olika aspekter av hållbar utveckling samt hur detta i sin tur påverkar arbetet med att upphäva naturreservat. Intervjuer med kommunala aktörer samt dokument rörande markanvändning och naturreservat visar att det finns tydliga skillnader mellan planparadigmet, med grund i den fysiska planeringen, och miljö­paradigmet, med grund i naturvården. Utifrån planparadigmet anser man att naturreservaten har fått för stor inverkan på kommunens markanvändning och att värdefull natur oftare borde skyddas med hjälp av plan- och bygglagens verktyg. Från miljöparadigmets vinkel är naturskyddet – och bör även i fortsättningen vara – ett viktigt verktyg för att långsiktigt förhindra att värdefull natur exploateras. Uppsatsen framhåller också vikten av att man vid upphävande av naturreservat tar hänsyn till alla effekter som ett sådant beslut kan leda till – inte bara i det upphävda området utan även för det fortsatta arbetet med naturreservat i stort.</p>

Externhandel och mellankommunalt/regionalt samarbete utifrån ett hållbarhetsperspektiv med fokus på delregionen Södertörn / Out-of-town retail and co-operation between municipalities from a sustainable development perspective with focus on the region Södertörn

<p>In Sweden according to the planning and building Act municipalities have planning monopoly. The question about shopping centres in the outskirts of cities is a regional issue, because they attract customers from a large area. Municipalities often find it hard to assert themselves against large commercial companies when it comes to their establishing new retail outlets on the outskirts of cities. Without a regional co-operation there is a risk that municipalities can be played up against one another, so that more and more companies are given permits without the municipalities having taken the strategic consideration necessary for a long term sustainable development. The focus in this work is on four municipalities in the Södertörn region (Södertälje, Botkyrka, Huddinge and Nynäshamn). Today there are some out-of-town retail outlets in the first three municipalities. The main aim of this thesis is to explain why there is no co-operation between municipalities in Södertörn concerning out-of-town retailing. The aim is also to connect sustainable city development with the problems of out-of-town retails as well as the municipalities commercial policy. The study uses a hermeneutic approach and a qualitative method with one case-study. The interviews are partly based on standard procedures.</p><p>Out-of-town retail outlets entail private car use and this is a problem from a city development perspective. To reach a sustainable city development it is important to expand transport options such as walking, biking and public transport. The project Sustainable Travel (Hållbart resande) at Södertörn supports this development. Some of the municipalities in Södertörn are trying to revitalise their local centres and this is positive from a social and ecological perspective. The four municipalities however do not co-operate concerning out-of-town retailing, and this reverts the issue back to a lack of regional planning, and their competing for purchasing power.</p>

Studies On Urban Sprawl And Spatial Planning Support System For Bangalore, India

Urban sprawl is the uncontrolled and uncoordinated outgrowth of towns and cities. Noting the various studies, the pattern of urban sprawl is characterised by using spatial metrics based on the extent of paved surface or built-up areas. The process of urban sprawl can be described by change in pattern over time, like proportional increase in built-up surface to population leading to rapid urban spatial expansion. With an understanding of the patterns, processes and causes of urban sprawl, the consequences of sprawl can be explored which are reflected by the patterns, thus eventually aiding in the design of spatial planning support system. Following the sequence of patterns, process, causes and consequence, sets the research agenda as the framework for this research. The current research addresses the issue of urban sprawl in the context of Bangalore, India. We propose a theoretical framework to analyse the interaction of planning and governance on the extent of outgrowth and level of services. Reviewing the different indicator frameworks, we also propose urban sprawl indicators and operationalise the same for Bangalore. The indicators comprise spatial metrics (derived from temporal satellite remote sensing data) and other metrics obtained from a house-hold survey. The interaction of different indicators with respect to the core city and the outgrowth is determined by multidimensional scaling. The analyses reveal the underlying patterns -similarities (and dissimilarities) that relate with the different governance structures that prevail here. Subsequently, we attempt to understand the process of sprawl. This might help one to understand the dynamics that lead to such outgrowths. An attempt was made to capture the dynamics using systems approach and finally the insights gained were translated into agent-based land-use model. Noting the evolution of spatial planning support system (SPSS), the consequences of sprawl are explored. The SPSS developed on an agent-based modelling environment, is essentially a process-based land-use model. We highlight the need for an integrated SPSS, illustrating its development and evaluation. The policy analysis carried out using the SPSS offers insights into areas of concern. It is concluded by noting the drawbacks and challenges for future research for managing urban sprawl. In the present context, with the escalating problem of urban sprawl, the evolution of a SPSS in the form of the BangaloreSim model is the first step in this direction. The SPSS aids in undertaking policy analysis for certain policy measures and its consequences on urban land-use. The research concludes outlining the challenges in addressing urban sprawl while ensuring adequate level of services that planning and governance have to ensure towards achieving sustainable urbanisation.

Kommunalt naturskydd som en del av markanvändningsplaneringen : en fallstudie av olika synsätt i samband med upphävande av naturreservat

In metropolitan areas where the exploitation pressure increases, also the importance to point out nature areas grows, both for the sake of outdoor life and for biodiversity conservation. Since nature conservancy and spatial planning constitute two different parts of the municipalities land use control, a case study has been carried out in two municipalities in the Stockholm region, Huddinge and Järfälla. Both these municipalities have protected about one third of their land and today there are plans to repeal parts of the reserves to enable exploitation. This thesis shows – from the theoretical concept of sustainable development – officials, politicians and non-governmental organizations perspectives on questions concerning land use together with the work with nature reserves and repeals. The study focuses on how different basic attitudes and paradigms emphasizes different aspects of sustainable development and how this in turn affects the work to repeal nature reserves. Interviews with stakeholders in the municipalities and documents concerning land use and nature reserves demonstrates that there is distinct differences between the planning-paradigm, based on spatial planning, and the environmental-paradigm, based on nature conservation. From the planning-paradigm it is considered that nature reserves had to big impact on the munici­pality's land use and that valuable nature more frequently should be protected by the Swedish planning and building act. From the environmental-paradigms view the nature conservancy is – and should also in the future be – an important tool in the long-term prevention to stop valuable nature from being exploited. The thesis also stresses the importance to in the work with repeals take all effects that this kind of decision can lead to into account – not just in the repealed area but also for the future work with nature reserves on the whole. / I storstadsregioner där exploateringstrycket blir allt större, ökar också vikten av att peka ut naturområden, både för det rörliga friluftslivet samt för bevarande av den biologiska mångfalden. Utifrån det att naturskydd samt fysisk planering utgör varsin del av kommuners styrning av mark­användningen har en fallstudie genomförts i två kommuner i Stockholmsregionen, Huddinge och Järfälla. Båda dessa kommuner har skyddat ungefär en tredjedel av kommunens mark och idag finns planer på att upphäva delar av reservaten för att där möjliggöra exploatering. Uppsatsen visar – utifrån det teoretiska begreppet hållbar utveckling – hur tjänstemän, politiker och intresse­organisationer ser på markanvändningsfrågor samt arbetet med naturreservat och upphävande. Studien fokuserar på hur olika grundinställningar och paradigm lyfter fram olika aspekter av hållbar utveckling samt hur detta i sin tur påverkar arbetet med att upphäva naturreservat. Intervjuer med kommunala aktörer samt dokument rörande markanvändning och naturreservat visar att det finns tydliga skillnader mellan planparadigmet, med grund i den fysiska planeringen, och miljö­paradigmet, med grund i naturvården. Utifrån planparadigmet anser man att naturreservaten har fått för stor inverkan på kommunens markanvändning och att värdefull natur oftare borde skyddas med hjälp av plan- och bygglagens verktyg. Från miljöparadigmets vinkel är naturskyddet – och bör även i fortsättningen vara – ett viktigt verktyg för att långsiktigt förhindra att värdefull natur exploateras. Uppsatsen framhåller också vikten av att man vid upphävande av naturreservat tar hänsyn till alla effekter som ett sådant beslut kan leda till – inte bara i det upphävda området utan även för det fortsatta arbetet med naturreservat i stort.

This thesis, firstly, examines the main characteristics of comprehensive and strategic spatial planning and by comparing both planning understandings indicates that strategic spatial planning is thought as more suitable to the demands of both developing and developed countries in the contemporary era. Then, the main argument of the thesis is presented as Ulus Historical Center Conservation and Improvement Plan is an example of a strategic plan prepared for the purposes of conservation (development). In conformity with the general conviction that strategic plan is more flexible, adaptable to changing circumstances, action oriented, open to negotiation by various actors involved in the planning process and allowing participation by beneficiaries of the planning process, this study aims to find out the strategic plan characteristics of Ulus Historical Center Conservation and Improvement Plan by looking at its development stage, main characteristics and the implementation process. As a conclusion, displaying an alternative view and as a planning process Ulus Planning Project is different than the traditional comprehensive conservation (development) plans more displaying the characteristics of strategic spatial planning.
