Usability concerns in GIS development for a wider user-base : A qualitative usability research in Swedish municipal infrastructure

We now live in a society where communicating is done mostly through computer-technology based mediums. In Swedish municipal infrastructure a lot of the communication-data consists of geospatial data-collections. This data is generated with Geographical Information Systems (GIS) which usage in Sweden has increased rapidly. This has lead to a competition between developers in designing their systems for a wider user-base. A transition between designs that has its focus on a small target group and designs intended for a wide range of different users puts the developers in a challenge where usability is one of the big concerns. In this thesis we, have adopted a qualitative research approach with contextual observations and usability testing, in order to identify the crucial usability concerns when designing GIS for a wider user-base. Results show that the most crucial usability concerns are related to system feedback and the GIS not being compatible with other GIS data formats. The research has been concentrated within municipalities in Sweden and results presented in this thesis are rough, but true indications. More research is needed to get detailed accuracy of the usability concerns. We hope that this thesis will aid developers of GIS in their design-phase and to be part of a foundation to future GIS-standards.

STYRFORMER INOM OFFENTLIGFÖRVALTNING : En kvalitativ studie om relationen mellan tillitsbaserad styrning och new public management inom en svensk kommunal förvaltning

This study aims to explore the relation between trust-based management and new public management with the eye of the public sector in Sweden. Our ambition is to gain further practical understanding of the balance between trust and control within a specific municipal administration. With that in mind we have constructed the following framing of questions: (1) Which values, methods, and phrasing that are compatible with trust-based management and NPM (New Public Management) can be identified within the administration? (2) In what way does the studied administration balance trust with control? The methodological approach of the study involves a focus group interview conducted with three respondents, supplemented by a qualitative text analysis. The aim is to provide insight into the practical application of trust-based management and its relationship with new public management. Through the utilization of a focus group interview, coupled with an analysis of pertinent documents within the organization, this methodological choice aims to contribute to a relevant collection of empirical data that can address the research inquiries of the study. The empirical data gathered has subsequently been analyzed based on a theoretical framework of the managerial practices. Our study finds that certain aspects within the administration resonate with trust-based management, emphasizing trust in leadership, teamwork, and community. Additionally, there's a parallel emphasis on control and efficiency, aligning with new public management principles. While the administration predominantly leans towards trust-based management, incorporating some NPM-related practices, our study reveals a nuanced relationship between trust and control, indicating their coexistence without inherent conflicts in the governance approach.

Feministiskt initiativ som kommunpolitik : En studie om kommunpolitikens möjlighetsvillkor

Based upon feminist organized women's experiences of resistance and political acting space, this study investigates what is possible to say and do (and not do), as well as which issues can be politicized (and which cannot) in the Swedish municipal policy. More specifically it analyzes in which spaces women face resistance, who are expressing it, and how it is manifested. Moreover, it discusses which political content that can be formulated, politicized, and implemented in the local political area. It is based on interviews with representatives from the political party Feminist initiative, and builds on previous research on resistance against women's extra-parliamentary political organizing. Previous research has suggested that the organization in itself evokes resistance. Nevertheless, this study shows that it is the political content, rather than the organizing, that arouses resistance. The combination of women who organize themselves as women and runs an anti-racist policy seems to be the most provocative. This thesis also shows that it is possible to politicize gender issues – unless they are not labeled as feminist issues. The concept of “gender equality” can be used, but not “feminism”. There are opportunities to talk about equality if it is formulated in terms of gender neutrality and equal treatment. It is possible to talk about gender when it comes to gender equality, but it is not allowed to permeate other policy areas. And concrete policy proposals can be formulated, unless the political discussion is not conducted at a more visionary and ideological level. While there are policies which can be implemented on condition that they are not formulated in feminist terms, there are also policies which could be expressed, but subsequently will not be implemented due to opposition from the administration.

Vem bestämmer egentligen? : Om handelsetableringar och kommunal samhällsplanering

Denna uppsats behandlar kommunal samhällsplanering, med fokus på handelsetableringar. Uppsatsen tar avstamp i den utveckling med externalisering och koncentration av detaljhandeln som pågått under de senaste decennierna. Denna utveckling är såväl lokal som regional och har inneburit att detaljhandeln koncentrerats till centralorternas stadskärnor och externa stormarknader. Syftet med uppsatsen är att undersöka vilken aktör som bestämmer över denna utveckling. De aktörer som undersöks är dagligvaruhandeln och samt kommuner. Från dessa aktörer intervjuas ett antal informanter: etableringschefer på Axfood, Coop och Ica, samt kommunalråd och kommuntjänstemän från Borlänge, Säter och Örnsköldsviks kommuner. Dessutom intervjuas ett antal personer från en lokal intresseförening i Husum. Materialet visar att dagligvaruföretagen är aktiva och trendsättare, medan kommunerna är relativt passiva och försöker klara sig så bra som möjligt utifrån sina förutsättningar. I slutändan finner uppsatsen att det är handeln snarare än kommunerna som bestämmer över utvecklingen med externalisering och koncentration av handel. Detta aktualiserar bland annat frågan om framtida samarbete över kommungränserna i detaljhandelsfrågor kan bli nödvändigt. / This paper deals with municipal planning, with special focus on retail localisation issues. The paper takes its inspiration from the process of externalising and concentration that has characterised the past few decades of the retail industry. This development is both local and regional, and has meant that retailers have concentrated their localisations to the important city centers and out-of-town shopping centres. The purpose of this paper is to explore which agent that controls this development. The agents examined are the retail grocery industry and municipalities. From these agents a few people are interviewed: managers at Axfood, Coop and ICA, as well as municipal politicians and officials from Borlänge, Säter and Örnsköldsvik municipalities. Furthermore, a number of people from a local interest group in Husum are interviewed. The material shows that retail grocery companies are active and trendsetting, while the municipalities are relatively passive and trying to cope as well as possible based on their current situations. In the end, the paper finds that retail rather than the municipalities are in charge of the process of externalisation and concentration. Amongst other things, this raises the question of whether future cooperation in retail policy may be necessary across municipal borders.

"Vi spelar stråk" : observationsstudie av gruppundervisning i fiol vid kulturskolan

Detta arbete är en observationsstudie av gruppundervisning i fiol och altfiol vid kulturskolan. Till undersökningsobjekt valdes gruppundervisning i fiol och altfiol. Båda instrumenten har en lång tradition av individuell undervisning men även gruppundervisning i ensembleform, inte sällan kombinerad vilket vill säga individuell lektion och ensemblelektion. Syftet med studien var att undersöka hur formen och strukturen för en sådan undervisning kan se ut och hur elever och lärare fungerar tillsammans i undervisningen. Studien har en multimodal socialsemiotisk och etnografisk metodologisk ansats och använder dessa i en kombination i valet av metod, vilket genomförts genom observation av undervisning samt transkription av utvalda delar som spelats in med ljud och bild. Observatören har haft närvarande men i första hand inte deltagande roll i undervisningen. Två kulturskolor där fiolundervisningen har en lång och stark tradition valdes ut och några av stråkpedagogerna vid dessa kulturskolor valde att delta i studien. Resultatet visar att formen för undervisningen byggde på principen att härma läraren och att läraren hjälpte eleven att justera och placera instrumentet samt att sång eller ramsor användes för rytminlärning. Skillnader kunde identifieras mellan undervisning i större och i mindre grupp både till form och struktur samt hur individerna interagerade, kommunicerade och tillämpade lärande av varandra. Resultatet ger en inblick i hur gruppundervisning i fiol och altfiol vid två kommunala kulturskolor i Stockholms län kan fungera och är ett tillskott till fortsatt forskning om gruppundervisning i kulturskolan. / This thesis is an observational study regarding group education in violin and viola at the Swedish Municipal School of Arts. As an object of study, group teaching in violin and viola was chosen. Both instruments have a long tradition of individual teaching, but also group teaching in ensemble form, not seldom combined, which means an individual lesson and an ensemble lesson. The purpose of the study was to investigate the form and structure of such group education and to get a closer look at how pupils and teachers interacted in that form of teaching. The study has a multimodal social semiotic and ethnographic methodological approach, and investigate through a combination of these, implemented through observation of teaching as well as transcription and analysis of selected parts recorded in audio and video. The observant was present but was not participating in the teaching process. Two municipal schools of arts, where the violin and viola education has a long and substantial tradition, were selected, and some of the teachers at these schools were chosen to participate in the study. The results show that the education formed the way that the pupil mimicked the teacher, that the teacher often helped the pupils to adjust and place the instrument, and that singing or different frames was used for rhythm learning. Differences were identified regarding teaching in bigger versus smaller groups by form and structure as well as how the participants interacted, communicated and applied knowledge from each other. The result gives an insight into how group teaching in violin and viola at two municipal schools of arts in Stockholm might function, and contributes to further research regarding group education.

This thesis investigates the development of entrepreneurialism in the the Stockholm-based municipal housing company AB Familjebostäder’s management of the Rinkeby neighbourhood between 1985 and 1995; chiefly through the rebuilding project called the Rinkeby Project. The thesis shows that Familjebostäder’s management and the Rinkeby Project displayed significant, albeit partial, developments of entrepreneurialism in the period. Crucially, entrepreneurialism was intimately intertwined with a discourse on urban decline, depicting Rinkeby as a neighbourhood marked by decay, and its populations as dangerous and unpredictable racialized Others. Using a discourse analysis informed by theories of spatial dynamics - that is theories of entrepreneurialism and discourse on urban decline - the thesis shows that the discourse on urban decline rationalized and legitimized entrepreneurialism. Contrary to the current scholarly conception, the thesis argues that entrepreneurialism in Stockholm has not been limited in space to the inner city, or in time to the period after the reforms in housing policies of the 1990’s. / <p>Mitt utbildningsprogram går inte att välja under fliken "Examen".
