我國公務人員實務訓練改進之研究 / On the improvement of practice training system in Taiwanese civil service

我國公務人員實務訓練制度,從1986年實施迄今已逾二十餘年,在公務人員保障暨培訓委員會成立之後,期間多次修改相關訓練規定,目的無非是希望本制度可以越做越好。本論文的研究目的即是為了瞭解我國公務人員實務訓練在2002年加入輔導員規定及2006年加入第一個月不具名的作法之後,對整個實務訓練的成效有何影響?如果未來加入師徒制,是否可行? 本研究訪談2002年到2008年曾受過實務訓練之中央與地方初任人員,及同時期曾擔任過輔導員之中央與地方基層主管,進行中央與地方訪談結果之分析,並參考國內與本研究相關之文獻。發現應從法制面、實務面及理論面加以改進實務訓練: 一、法制面:第一個月不具名之作法,雖然可以保護新人不會在初進入機關懵懂無知時,就具名負責,可是卻相對增加輔導員工作負擔,無法達到做中學的目的,而且以要點來規範不具名之規定,並不具任何法律效力。 二、實務面:實務訓練雖分為實習階段與試辦階段,在某些機關來說,那一階段根本不分,一律由新人自行承辦案件及核章,此規定對其並無拘束力。 三、理論面:輔導獎勵誘因不足,造成科室主管指派輔導員之困難,且產生輔導效果打折之情況。 另外,本論文的目的是分析中央與地方機關初任人員與基層主管對本訓練之看法及建議,研究結果發現: 一、初任人員因各機關實施作法不一,對於實務訓練第一個月 二、基層主管對於輔導獎勵抱持鼓勵大於懲罰之態度,主要原因為現行輔導員制度並未核發獎金,行政獎勵誘因太小,加上第一個月不具名之規定,使得輔導員責任相對加重,資深人員缺乏擔任輔導員之動機。 三、主管機關對於實務訓練掌握情況有限,只能以紙本審查來瞭解各機關表面上所做的實務訓練,實際上情形不得而知。雖然有心建構培訓我國文官之健全訓練制度,卻又無法對各機關形成拘束力,只能以法規規範或以勸說方式請各機關配合。 因此,從這些研究發現及分析結果可得到結論是我國現行實務訓練無法有效落實乃因相關配套措施不夠周全所致,建議從法制面、實務面及理論面三方面來做改進: 一、法制面:修改公務人員考試錄取人員訓練辦法及公務人員考試錄取人員實務訓練輔導要點,刪除與現行狀況名實不符之規定。 二、實務面:加入師徒制與認知師徒制之概念,並落實做中學的理念。 三、理論面:主管機關應深入研究先基礎訓練後實務訓練或先實務訓練後基礎訓練之相關配套措施及考試錄取人員權利義務之維護,並運用激勵理論改變組織氣候。 綜合上述建議,期有效建構我國文官完整實務訓練制度,俾利培訓傑出人才,厚植我國文官素質。 關鍵字:公務人員、實務訓練、師徒制 / The practical training system of civil servant of our country has been implemented for over twenty years since 1986. After the establishment of the Civil Servant Protection & Training Committee, relevant training provisions were amended many times during this period. The purpose was nothing but to hope that this system could become better and better. The research purpose of this thesis is to understand after the addition of the instructor provision in 2002 and the addition in 2006 on the method of not affixing the name in the first month, what kind of effect is on the result of the practical training? If the master and apprentice system is added in the future, it is feasible? This research conducted interview on central and local newly appointed personnel who received training from 2002 to 2008 and central and local basic level in-charges who took up the post of instructor during the same period. Also this research carried out analysis on the central and local interview results and reference was made on literature relevant to this research and discovered that practical training should be improved from the legal system side, practical side and theoretical side. 1. Legal system side: although the method of not affixing the name in the first month will protect new employee from affixing name to bear responsibility when such employee entered the authority newly and was ignorant of everything, yet correspondingly this will increase the responsibility of the instructor and cannot reach the purpose of learning while working. In addition, the utilization of essentials to standardize the provision of affixing name does not have any legal effect. 2. Practical side: although the practical training is divided into the practical training stage and trial processing stage, yet to some authority, such stage has no difference at all and uniformly the newly employee will handle the case and will approve with seal on its own. Therefore there is no binding force for this provision. 3. Theoretical side: the tempting factor of instruction reward is insufficient resulting difficulty of assigning instructor by the section in-charge and thereby resulting in lowering the guidance effect. In addition, the purpose of this thesis is to analyze the point of view on this training by the central and local authority newly appointed personnel and basic level in-charges. Suggestions and findings from the results of this research are: 1. As the implementation method of various authorities is different, the point of view on the provision of not affixing name during the first month of practical training by newly appointed personnel is different and not all authorities agree on this kind of provision. 2. In regard to the guidance reward, basic level in-charges hold the attitude that encouragement should be larger than punishment. The main reason is reward is not issued in the present instructor system and the tempting factor of administrative reward is too little. In addition, with the provision of not affixing the name in the first month, correspondingly the responsibility of the instructor is more and senior personnel is short of motive to take up the post of instructor. 3. In regard to practical training, condition that the competent authority can master is limited as it can only base on written document to examine and understand the practical training on the surface of various authorities and the actual condition is not known. Although there is intention to establish a sound training system to train civil servant of our country, yet the binding force on various authorities cannot be established. The central authority can only use laws and regulations to standardize or to use the persuasion method to ask various authorities to cooperate. Therefore, from these research findings and analysis result, the conclusion obtained is that the present practical training of our country cannot be brought into practice effectively and this is because relevant matching measures are not complete. It is suggested that improvement should be made based on the legal system side, practical side and theoretical side. 1. Legal system side: amend the Civil Servant Examination Recruited Personnel Training Method and Civil Servant Examination Recruited Personnel Practical Training Guidance Essentials and delete provision that cannot conform to the present condition both in name and practice. 2. Practical side: add in the master and apprenticeship system and the concept of perception on the master and apprenticeship system and bring the philosophy of learning while working into practice. 3. Theoretical side: competent authority should conduct in-depth research on relevant matching measures including basic training first and practical training afterwards or practical training first and basic training afterwards and the maintenance of the rights and obligations of the examination recruited personnel. In addition, motivation theory shall be employed to change the climate of the organization. Summarizing the above suggestions, it is hoped to establish a complete practical trainings system for civil servant of our country so as to facilitate cultivation of outstanding talents and to enrich the quality of civil servant of our country Key word: Civil servant, practical system, master and apprentice system

The objective of this diploma work, entitled as "The motivation and stabilisation of public administration employees" is to describe the specific status of public administration employees and its comparison to the status of private sector employees. This work also refers to impending personal crisis in public administration bodies, which could occur as a result of high job-switching between young and qualified employees. The objective of this work is therefore also an explanation of mentioned phenomenon as well as outline of possible solutions of this fluctuation tendency. The work emphasises the importance of motivation in public sector and analyses and evaluates the provisions taken with the purpose of an improvement of public administration. The practice of public administration bodies is demonstrated by examples from the environment of Interior Ministry.

Main aim of this thesis is to find out and refer to the importance of service as it is proclaimed in the Old and New Testament and how was the concept of service changing in time. First part deals with definitions of service and its meaning in four texts of the Book of Isaiah. Second part studies the importance of service in the Gospels, Acts of the Apostles and Epistles. The thesis describes Christ, who was dedicated to service, and his Mother Mary, the Servant of God. Some of the parables in New Testament also deals with service. It introduces three saint women of last millenium and their attitude, by which they followed Christ. The last part of the thesis focuses on importance of service in helping professions from the theological perspective.

Em uma sociedade cada vez mais complexa e sofisticada, e em nosso contexto com especial atenção às relações empresarias e econômicas, há cada vez menos espaço para um olhar ancorado em representações estanques. Por conta disso, e com o advento das International Financial Reporting Standard (IFRS) no Brasil, suportada pela Lei n° 11.638/07, iniciou-se uma nova visão contábil priorizando evidenciação mais refinada visando refletir mais fidedignamente as transações das empresas. Talvez o que melhor simbolize esse novo enfoque seja o viés principiológico das IFRS. Entretanto, a inquietação surge quanto a um ponto específico de sua efetiva implementação na sociedade. Se o incentivo ou o direcionamento das avaliações que o recém-egresso se submete em relação ao seu conhecimento contábil, tanto no exame de suficiência como na busca por colocação no mercado de trabalho via concurso público, poderia estar desalinhada aos novos ideais buscados pelas IFRS por meio dos princípios. Com base na teoria da avaliação, Preskill e Torres (1999) alertam que a avaliação precisa integrar o aprendido à prática da sociedade. Da mesma forma, Patton (1997) relembra que é fundamental que o avaliador enfrente o desafio de fazer avaliações que sejam correlacionadas em sua aplicação e úteis. Com a vinculação da nova visão principiológica com a teoria da avaliação, através das definições apresentadas pelos autores acima, foi então analisado, utilizando-se do método Delphi, se as provas de credenciamento contábil e as provas dos principais concursos públicos federais têm utilizado em maior número as questões principiológicas. Os resultados, porém, evidenciaram o contrário, mostrando que há uma maior cobrança de regras nas provas analisadas, ou seja, nestes exames, ainda existe a predominância do modelo regramental apenas sob o manto das IFRS. Deste modo, percebe-se uma possível existência de descompasso entre os ideais relacionados às IFRS e o direcionamento indutor das avaliações de recém-egressos e de profissionais da área contábil. / In an increasingly complex and sophisticated society, and in our context with special attention to business and economic relations, there is lesser space for an anchored view in stationary representations. In this regard, and with the advent of the International Financial Reporting Standard (IFRS) in Brazil, supported by Law No. 11,638 / 07, a new accounting approach was initiated prioritizing disclosure that is more refined in order to reflect more accurately corporate transactions. Perhaps, what best symbolizes this new approach is the principles bias of IFRS. However, the concern arises related to a specific point of its effective implementation in society. If the incentive or direction of the assessments that a new graduate undergoes in relation to his / her accounting knowledge, both in the professional entry exam and in the search for placement in the job market (civil servant), could be misaligned with the new principle ideals defended by IFRS. Based on evaluation theory, Preskill and Torres (1999) warn that evaluation needs to integrate learning and society practice. Similarly, Patton (1997) recalls that it is critical that an evaluator faces the challenge of making evaluations that are correlated in their application and useful. By linking this new principiological vision with evaluation theory, through the definitions presented by the authors above, professional entry exams and tests as part of civil servant selection have been analyzed by Delphi method to find out if they have used principiological questions in larger numbers. The results, however, indicate the opposite idea. They showed that there is a bigger charging of rules in the tests that were analyzed, in other words, there is still a predominance of the rule model with a single difference: now under IFRS cloak. Thus, there is a possible existence of mismatch between the ideals related to IFRS and the inductive orientation of the assessment directed to new graduates and professionals in the accounting area.

Esta pesquisa é uma sistematização da carreira do arquiteto e funcionário público Geraldo Vespaziano Puntoni, tendo como pano de fundo sua atuação como funcionário do Estado no Departamento de Obras Públicas (DOP), no qual trabalhou de 1960 a 1990. Além do DOP, o arquiteto foi comissionado para cinco outros órgãos e companhias públicas, FECE - Fundo Estadual de Construções Escolares, CECAP - Companhia Estadual de Casas para o Povo, CESP - Centrais Eléctricas de São Paulo, EMURB - Empresa Municipal de Urbanização, e IPESP - Instituto de Previdência do Estado de São Paulo onde foram possíveis diversas experiências e expressões arquitetônicas e urbanas. A partir da pergunta: Qual é a função do arquiteto na construção do país, do estado e da cidade, escolhi um profissional que, de seus sessenta anos de trabalho, dedicou metade à elaboração de projetos e obras em órgãos públicos do estado de São Paulo. Esta pesquisa retrata o trajeto deste homem e profissional público. A ideia é avançar na compreensão das políticas públicas urbanas desta época e investigar o quanto destas posturas influenciaram e foram influenciadas pelo arquiteto Geraldo Vespaziano Puntoni. O objetivo deste trabalho é estudar a história desses órgãos e relacionar a trajetória do arquiteto Geraldo Vespaziano Puntoni com os aspectos mais relevantes da cultura e do imaginário moderno em São Paulo. O levantamento, a organização e a restituição de sua obra, característica da arquitetura brasileira contemporânea, tem como intuito contribuir para o avanço na reflexão acerca da profissão e do seu papel na constituição do espaço urbano nas décadas em questão. / This research is a systematization of Geraldo Vespaziano Puntoni\'s carrier as an architect and public servant, having as a background his work on the Department of Public Building (DOP), where he stayed from 1960 to 1990. Beyond DOP, the architect was commissioned to work in five others institutions and companies: Educational Buildings State Fund (FECE), State Company of Houses for the People (CECAP), São Paulo Electrical Centers (CESP) and Municipal Company of Urbanization (EMURB) and Welfare Institute of São Paulo (IPESP). During his stay at those institutions, the architect had several experiences and was able to try many different architectural and urban expressions. Starting with the question \"What is the architect\'s role in the development of a country, state and city?\", I chose a professional that dedicated half of his 60 years of work to the elaboration of projects for public institutions in São Paulo. This research shows the story of a man and public servant. The idea behind it is to explore the realm of public politics of the studied period and investigate just how much of this scenario influenced and have been influenced by the architect Geraldo Vespaziano Puntoni. The main objective of this work is to study the story behind those institutions and relate it to the architect\'s story, along with the most important aspects of the culture and modern imaginary of São Paulo. The gathering of data, organization and restitution of the architect\'s work, known for being embedded with characteristics of modern Brazilian architecture, helps to enrich the discussion about the role of the professional and its relation to the development of the urban space in the studied decades.

Le vent de la démocratisation, qui a soufflé en début des années 90 dans la plupart des États africains, a entraîné des changements considérables sur les plans politique, social et administratif. Parmi les préoccupations inscrites à l'agenda politique du moment figuraient les réformes institutionnelles, notamment celles de l'État et de ses démembrements. Cela s'expliquait par la nature profondément dégradée qui caractérisait et caractérise encore les rapports entre l'État et la société. Aussi, cette situation résultait-elle, le plus souvent, directement de la faiblesse des appareils étatiques et des carences d'organisation et d'encadrement qui s'en suivent. En raison du lien filial entre la haute fonction publique et l'État, la réforme de l'une pourrait contribuer à celle de l'autre. Il convient cependant de préciser que la haute fonction publique n'est qu'une sphère de l'État, elle ne saurait donc représenter que l'État administratif. Ainsi, elle doit agir en étroite collaboration avec l'État politique et les instances sociales. Pour ce faire, s'imposent à la fois un enracinement de l'institution dans ses valeurs traditionnelles et son ouverture à certaines valeurs de la nouvelle gestion publique. / The winds of democratization that swept early 90s in most African countries, has resulted in significant changes in the political, social and administrative. Among the concerns listed on the political agenda of the time included the institutional reforms, including those of the State and its agencies. This was due to the deeply degraded nature and characterized further characterizes the relationship between the state and society. Also, this result it is, most often directly from the weak state apparatus and deficiencies of organization and ensuing management. Because of the filial relationship between senior public and the state, a reform that could help the other. It should however be noted that the senior civil service is a sphere of the state, so it does not represent that the administrative state. Therefore, it must act in close cooperation with the political state and social bodies. To do this, is needed both a root of the institution in its traditional values and openness to certain values of the new public management.

It aims, as well, to identify how such policies shape the praxis of daily life, understanding what could be possibilities of recognition for the worker in this context and how it would be possible to question the current praxis and reinvent labor relations. With these goals in mind, the research problem outlines as follows: Faced with identity policies and its effects on the praxis of everyday, what are the possibilities of recognition and reinvention of these praxis? The social relevance of this research demonstrates itself on the contemporaneity and magnitude of the domestic work, both in political and social terms, such as the increase of media attention and law advancement, as in quantitative terms. The methodological is based on the notion of sintagma identity-metamorphosis-emancipation, using life trajectory narrative. The remaining items are divided into two parts. The first, called "Yes, madam!", demonstrates the routes of socialization, obedience and submission and it is composed by reflections on the importance of socialization on identity formation (chapter 3). The second part, called "No, sir!", refers to the need of questioning social habits and promoting discomfort on the identity policies that have been reproduced. Chapter 5 presents buzzing and noises that the media have occasioned on regulatory identity policies. At last, the final considerations (chapter 6) draw reflections on the historical constructions of domestic work, which are imprinted in the relations on the context of such work: the naturalized invisibility, the work overload and the depreciative recognition. The necessity for a search toward social recognition, in the terms of Honneth (2003) and for the importance of domestic work were highlighted. In this direction, the vindication for more dignified work conditions, toward emancipatory possibilities, was indicated / A presente pesquisa, na perspectiva da Psicologia Social Crítica, tem como objetivo analisar as políticas de identidade voltadas para as trabalhadoras domésticas. Objetiva, também, identificar como tais políticas moldam as práticas no fazer de cada dia, compreendendo quais as possibilidades de reconhecimento da trabalhadora nesse contexto e de qual forma é possível questionar as práticas e reinventar as relações de trabalho. Com estes objetivos, delineia-se o problema da pesquisa da seguinte maneira: Diante das políticas identitárias e dos seus efeitos no fazer de cada dia, quais são as possibilidades de reconhecimento e de reinvenção dessas práticas? A relevância social dessa pesquisa manifesta-se na contemporaneidade e magnitude do trabalho doméstico, tanto em termos sociais e políticos, como o aumento da abordagem das mídias comunicativas e os avanços legais, quanto em termos quantitativos. O percurso metodológico (capítulo 2) foi baseado na perspectiva do sintagma identidade-metamorfose-emancipação, utilizando-se narrativas de história de vida. Os demais itens do trabalho foram divididos em duas partes. A primeira, nomeada “Sim, Senhora!”, demonstra os caminhos da socialização, obediência e submissão. Assim, foi composta por reflexões sobre a importância da socialização na formação identitária (capítulo 3). A segunda parte, denominada “Não, Senhor!”, refere-se à necessidade de questionar os hábitos sociais e promover incômodos nas políticas de identidade que se tem reproduzido. O capítulo 5 apresenta zumbidos e ruídos que as mídias têm ocasionado no que se refere às políticas identitárias regulatórias. Por fim, as considerações finais (no capítulo 6) trazem reflexões acerca das construções históricas do trabalho doméstico, as quais marcam as relações no contexto desse trabalho, quais sejam: a invisibilidade naturalizada, a sobrecarga e o reconhecimento depreciativo. Destaca-se a necessidade de uma busca pelo reconhecimento social, nos termos de Honneth (2003) e da importância do trabalho doméstico. We affirm that there is a cohesive unity within this block of text even though there is no unanimity among scholars with respect to the unity of the Song and with respect to the analysis of the structure of the same text. This being the case, we will work within that area where there is general agreement among scholars; that is, with respect to the parallelism contained in the Song. The literary genre is that of an autobiographical narrative which tells of the vocation of the Servant from his existence within his mother's womb up to the time of the call to actualize his mission. The Servant responds to God's call and proclaims himself as the one chosen to free the people of Israel. In order to concretize his mission the prophet-servant takes on the experience of suffering within the midst of a suffering people. The Servant is a prophet because he enters into the daily life of the exiles, participating in their gatherings and in their farm activities. Within community they were able to support one another through the practice of solidarity and of sharing, while affirming their identity and faith in the one God. Through this exegesis grounded in the historic-critical method, one grasps that the Servant is a prophet. The prophet-servant has the mission to be a light for the nations, and a bearer of salvation to the people of God by means of freeing them from their oppressors. / O objeto de estudo desta pesquisa é a perícope de Is 49,1-6, conhecida como o Segundo Canto do Servo de YHWH que está inserida no Dêutero-Isaías. Defendemos que a partir desta delimitação há uma coesão textual, embora não haja, entre os pesquisadores, uma unanimidade acerca da delimitação do Canto e acerca da relação de análise da estrutura do texto. Com isso, trabalharemos a partir da proximidade que há entre os estudiosos, que é o paralelismo existente no Canto. O gênero literário é de narrativa autobiográfica, que narra a vocação do servo desde o ventre materno ao chamado à realização de sua missão. O Servo responde ao chamado de Deus e se auto-proclama como o escolhido para libertar o povo de Israel. Para concretizar sua missão o profeta-servo fez a experiência de sofrimento no meio do povo sofrido. O Servo é um profeta porque esteve inserido no cotidiano dos exilados, participando das reuniões e das atividades agrícolas. Juntos, o Servo e o povo se reuniam em comunidades para cantar e ler a Palavra de YHWH. Esta experiência só foi possível por eles terem vivido em pequenas colônias. Em comunidade puderam apoiar um ao outro na prática da solidariedade e da partilha, afirmando sua identidade e fé no Deus Uno. A partir da exegese norteada pelo método histórico-crítico, compreende-se que o Servo é um profeta. O profeta-servo possui a missão de ser luz das nações, levando ao povo de Deus a salvação por meio da libertação dos opressores.

This work aims to understand how the changes taking place in the working world, and more specifically in the federal judiciary, are affecting the organization of work in the Regional Electoral Court of Maranhao and, consequently, subjectivity and health of judicial analysts: area administrative. The theoretical and methodological framework for the development of this qualitative study is based on the principles of dialectical and historical materialism, implying the understanding of the subject as a social and historical, which intervenes in the reality in which it is inserted and suffers the provisions of that same reality . This paradigm seeks to go beyond the appearance of the phenomenon, understanding the mediations which determine it. Concepts of work psychodynamic approach were also prioritized and articulated the theoretical basis. Were interviewed 13 administrative analysts, different areas of the court, both the secretariat as the precincts of the capital and the interior through semi-structured interview scripts. Was used the saturation criterion proposed by Minayo (2010). The interviews were interpreted based on the Social Theory of Speech Fairclough (2001). There was a clear differentiation in the work of court's office servers and precincts, which creates different effects on your health and subjectivity. In addition, the work organization model that the servers are subjected generates suffering and frustration by imposing the execution of predominantly routine activities, prescribed, linked to standards, which often prevent them from resorting to alternatives to the realization of a work more satisfactory. to note that this scenario creates a fertile ground for the emergence of defensive strategies, pathogenic suffering and possibly less engagement and mobilization. However, despite these sufferings, they can get pleasure when they get practical results in their work or are socially recognized. It appears therefore that this research contributes to a more critical assessment of the activityof administrative analysts within the Electoral Justice to identify aspects that can be worked aiming at an improvement in the organization, with subsidies for analysis, debate and search for improvement alternatives the workers' action, their health and the TRE / MA itself. / O setor público brasileiro passa por mudanças intensas em sua gestão, principalmente a partir da década de 1990, procurando implantar a ideologia e as ferramentas do setor privado no seu modo de trabalhar. Assim, este trabalho visa compreender como as mudanças que vêm ocorrendo no mundo do trabalho, e mais especificamente no judiciário federal, estão afetando a organização do trabalho no Tribunal Regional Eleitoral do Maranhão (TRE/MA) e, consequentemente, a subjetividade e a saúde dos analistas judiciários: área administrativa. O referencial teórico-metodológico para o desenvolvimento desse estudo de caráter qualitativo assenta-se nos princípios do materialismo histórico e dialético, implicando o entendimento do sujeito como ser social e histórico, que intervém na realidade na qual está inserido e sofre as determinações dessa mesma realidade. Esse paradigma busca ultrapassar a aparência do fenômeno, entendendo as mediações que o determinam. Conceitos da abordagem da psicodinâmica do trabalho também foram priorizados e articulados na fundamentação teórica. Foram entrevistados 13 analistas administrativos, de diversas áreas do tribunal, tanto da secretaria quanto das zonas eleitorais, da capital e dos interiores por meio de roteiros de entrevista semiestruturada. Utilizou-se do critério de saturação, proposto por Minayo (2010). As entrevistas foram interpretadas com base na Teoria Social do Discurso de Fairclough (2001). Observou-se uma clara diferenciação no trabalho dos servidores da secretaria do tribunal e das zonas eleitorais, o que gera repercussões diferentes em sua saúde e subjetividade. Além disso, o modelo de organização do trabalho a que os servidores estão submetidos gera sofrimento e frustração ao impor a execução de atividades predominantemente rotineiras, prescritas, atreladas a normas, que quase sempre os impedem de lançar mão de alternativas para a realização de um trabalho mais satisfatório. Nota-se que esse cenário cria um terreno fértil para o surgimento de estratégias defensivas, de sofrimento patogênico e, possivelmente, de menor engajamento e mobilização. No entanto, mesmo diante desses sofrimentos, eles conseguem obter prazer quando conseguem resultados práticos em seu trabalho ou são reconhecidos socialmente. Constata-se, portanto, que essa pesquisa contribui para uma avaliação mais crítica da atividade dos analistas administrativos dentro da Justiça Eleitoral por identificar aspectos que podem ser trabalhados visando uma melhoria na organização, com subsídios para uma análise, debate e busca de alternativas de melhoria da ação dos trabalhadores, da sua saúde e do próprio TRE/MA.

JESUS, O MESSIAS: UM OLHAR DA COMUNIDADE PETRINA SOBRE O ANÚNCIO MESSIÂNICO DO SEGUNDO ISAÍAS / Jesus the messiah: a petrine community look at the messianic announcement of the Second Isaiah

The petrine community was able to perceive in the suffering and oppression they were experiencing the resemblance of the image of the Suffering Servant to their own suffering and the suffering of Jesus. Going through the pericopes of 1Pd 2,21-25 and Is 53,1-10, it can be concluded that, in the eyes of the petrine community, Jesus perfectly fulfilled the announced Messianic characteristics. In order to understand the Messianic traits in these two communities, classical and contemporary authors were used to establish due dialogue on the issue. The academic reflections about Jesus Messiah Sufferer were made through a bibliographical research, supported by the historical-critical method, enriched by the sociological method and by the conflictual model. In making the approach of Jesus' suffering to that of the Suffering Servant of the Babylonian captivity, the petrine community realized the fulfillment of the Messianic promise, Jesus was the Messiah, not the triumphalistic incarnation that the Jews expected, but the incarnation in suffering. It is through suffering that the Petrine theology of Jesus Messiah the Sufferer is established. / Esta dissertação explora a questão acerca de Jesus nazareno, da Primeira Epístola de Pedro, realizar o Messias Sofredor anunciado pelo profeta Segundo Isaías do Antigo Testamento. A comunidade petrina conseguiu perceber, no sofrimento e na opressão que estavam vivendo, a semelhança da imagem do Servo Sofredor com o próprio sofrimento deles e com o sofrimento de Jesus. Perpassando pelas perícopes de 1Pd 2,21-25 e Is 53,1-10, pode-se concluir que, aos olhos da comunidade petrina, Jesus cumpriu com perfeição as características messiânicas anunciadas. Para perceber os traços messiânicos nessas duas comunidades, utilizou-se de autores clássicos e contemporâneos estabelecendo o devido diálogo sobre a questão. As reflexões acadêmicas acerca de Jesus Messias Sofredor foram feitas por meio de uma pesquisa basicamente bibliográfica, amparada pelo método histórico-crítico, enriquecida pelo método sociológico e pelo modelo conflitual. Ao fazer a aproximação do sofrimento de Jesus com o do Servo Sofredor do cativeiro da Babilônia, a comunidade petrina percebeu o cumprimento da promessa messiânica, Jesus era o Messias, não a encarnação triunfalista que os judeus esperavam, mas a encarnação no sofrimento. É através do sofrimento que se estabelece a teologia petrina de Jesus Messias Sofredor.
