Orientador: Alvaro Martim Guedes / Resumo: O objetivo deste trabalho foi o de estudar o papel atribuído na execução de políticas sociais das Organizações Sociais (OS) e das Organizações da Sociedade Civil de Interesse Público (OSCIP) localizadas nos nove municípios da Região Metropolitana da Costa da Mata Atlântica, denominação turística da Baixada Santista no estado de São Paulo. Essa região é formada pelos municípios de Bertioga, Cubatão, Guarujá, Santos, São Vicente, Praia Grande, Mongaguá, Itanhaém e Peruíbe. As OS e OSCIP estudadas foram as que receberam recursos por meio de contratos de parcerias com o poder público municipal no ano de 2016. O estudo visou identificar a finalidade das OS e OSCIPS, dos editais para contratação dessas organizações e quais os modelos de Contratos de Gestão utilizados. A metodologia da pesquisa adotada valeu-se de amostragem estratificada proporcional, com vistas à representação adequada das OS e OSCIP da região. Também foi realizado levantamento de dados e de documentos disponíveis nos sites das prefeituras municipais da região indicada, da Receita Federal e do Instituto Brasileiro de Geografia e Estatística (IBGE). Esses procedimentos visaram uma abordagem qualitativa, para a identificação de um padrão nas características destas entidades que foram determinantes para a celebração dos contratos. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The objective of this work was to study the role assigned to the social policies of Social Organizations (OS) and Civil Society Organizations of Public Interest (OSCIP) located in the nine municipalities of the Metropolitan Region of the Atlantic Forest Coast, Baixada Santista in the state of São Paulo. This region is formed by the municipalities of Bertioga, Cubatão, Guarujá, Santos, São Vicente, Praia Grande, Mongaguá, Itanhaém and Peruíbe. A survey will also out of data and documents available on the websites of the municipalities of the indicated region, the Federal Revenue Service and the Brazilian Institute of Geography and Statistics (IBGE) were also be carried out. Rethinking Populism: Peak democracy, liquid identity and the performance of sovereigntyBlühdorn, Ingolfur, Butzlaff, Felix January 2019 (has links) (PDF)
Despite the burgeoning literature on right-wing populism, there is still considerable uncertainty about its causes, its impact on liberal democracies and about promising counter-strategies. Inspired by recent suggestions that (1) the emancipatory left has made a significant contribution to the proliferation of the populist right; and (2) populist movements, rather than challenging the established socio-political order, in fact stabilize and further entrench its logic, this article argues that an adequate understanding of the populist phenomenon necessitates a radical shift of perspective: beyond the democratic and emancipatory norms, which still govern most of the relevant literature. Approaching its subject matter via democratic theory and modernization theory, it undertakes a reassessment of the triangular relationship between modernity, democracy and populism. It finds that the latter is not helpfully conceptualized as anti-modernist or anti-democratic but should, instead, be regarded as a predictable feature of the form of politics distinctive of today's third modernity.

Postcolonial Identity in Ireland: Hybridity, Third Space, and the Uncanny : in Hugo Hamilton’s THE SPECKLED PEOPLE A Memoir of a Half-Irish Childhood and THE SAILOR IN THE WARDROBEJohansson, Fredrik January 2019 (has links)
This essay explores and investigates post-colonial identity in Ireland in Hugo Hamilton’s The Speckled People: A Memoir of a Half-Irish Childhood (2003) and The Sailor in the Wardrobe (2006). Relying primarily on Homi K. Bhabha’s postcolonial criticism, which draws on some ideas from psychoanalysis, this essay argues that the autobiographies resonate well with the ideas of culture as a strategy of survival and of the post-colonial child as an analyst of Western modernity. Thus, three chosen concepts; ‘the Uncanny’, ‘Third Space’ and ‘Hybridity’ work together to reveal a recurring theme of split and duplicity in reference to the colonial past throughout. Furthermore they also reveal that the actual writing of the autobiographies in itself must be regarded as a way of responding to and negotiating that very same split and duplicity in reference to Ireland’s past.

The aim of the paper is (i) to analyze the role of third parties in the VAT collection and remittance, and in the compliance with the VAT legislation according to the OECD; and (ii) to identify and compare concrete measures implemented by different jurisdictions on this subject with a focus in invoicing service providers and online marketplaces. The study is divided into two main parts. In the first part, the author reviews the OECD’s literature on the role of third parties in the VAT collection and remittance, and in the compliance with the VAT legislation. In the second part, the author compares measures taken by some countries regarding the role of third parties in the VAT compliance chain with a focus on invoicing service providers and marketplaces. In the first part of the research, the author concludes that the role of third-parties in the VAT compliance is expanded in each of the OECD’s publications and suggests additional research on the role of payment processors in the VAT compliance chain. In the second part of the research, the author concludes that regulations and liabilities involving invoicing service providers differ considerably according to different jurisdictions and suggests the adoption of international standards to ensure VAT compliance in a worldwide scale. When it comes to marketplaces, the author concludes that there is a trend for the adoption of the deemed supply approach (as such or as a penalty), although there are discordant points about the grounds which marketplaces are held liable for the VAT due in underlying transactions.

As instituições filantrópicas, especialmente as Santas Casas, possuem enorme relevância no atendimento SUS (Sistema Único de Saúde) no Brasil. Na maioria das cidades, o único atendimento para a população carente é feito por estas entidades. Muitas delas necessitam de um choque de gestão, por outro lado, o financiamento inadequado dificulta certos avanços a médio e longo prazo. Na cidade de Franca, uma proposta de intervenção proativa, implanta o comitê Gestor Tripartite, formado por membros do Estado, Prefeitura, Promotoria e da própria Instituição com a finalidade de administrar a instituição, evitar o aumento do endivamento bancário e garantir o atendimento a população. Para se buscar este resultado, uma ferramenta tradicional da administração, o Planejamento Estratégico, foi implantado para dar respostas ao comitê gestor criando uma visão sistêmica sobre todas as áreas do Complexo Hospitalar. O presente trabalho tem como o objetivo a análise da implantação do Planejamento Estrátegico na Fundação Santa Casa de Misericórdia de Franca, situada em Franca- SP / The philanthropic institutions, especially the Santas Casas, have enormous relevance in the SUS (Health Unic System) care in Brazil. In most cities, the only service for the needy population is made by these entities. Many of them require a management shock; on the other hand, inadequate funding hampers certain progress in the medium and long term. In the city of Franca, a proactive intervention proposal is implemented by the Tripartite Management Committee, made up of members of the State, City Hall, Public Prosecutor\'s Office and the Institution itself, with the purpose of managing the institution, avoiding increased bank indebtedness and guaranteeing the population attendance. In order to achieve this result, a traditional management tool, Strategic Planning, was implemented to provide answers to the management committee, creating a systematic view on all areas of the Hospital Complex. Third Country Study: The Role of Degree-Seeking International Students as Study Abroad ParticipantsHolden, Brianne 01 May 2017 (has links)
This thesis is exploratory in nature and examines the perspective of graduate and undergraduate matriculating international students at the University of Oregon as they consider, prepare for, reflect on, and participate- or not- in study abroad programs. The three-phase model design of this study assesses the opportunities, obstacles and resources international students experience as they consider or do not consider studying abroad by analyzing online survey responses from University of Oregon graduate and undergraduate international students; quantitative data sets; semi-structured interviews with University of Oregon graduate and undergraduate international students, as well as with staff members from the Office of International Affairs.
International student areas of opportunities include receiving academic credit towards degree; practicing a language abroad; learning about new cultures; and developing new friendships. The challenges include difficulty in academic planning; limited financial resources; lack of family approval or support; and having to make difficult decisions between going abroad or visiting home. International student resources include major applicable coursework that is only open through specific study abroad programs; some available funding; and receiving practical support from staff members at the Office of International Affairs on campus. Recommendations include how international educators may be more inclusive and more sensitive to international students needs and challenges as they consider study abroad.

Diese Arbeit behandelt das Thema, wie schwedische Deutschlehrkräfte über die Lehrpläne des Faches Deutsch denken, ob sich die Einstellung der Lehrkräfte und die der Schüler unterscheidet, wenn es um das Fach Deutsch geht. Das Resultat der Untersuchung zeigt, dass die Lehrkräfte mit den Lehrplänen zufrieden sind. Sie meinen, dass sie alle Kompetenzen, die einen modernen Fremdsprachenunterricht ausmachen, abdecken. Die Lehrpläne legen den Schwerpunkt auf Kommunikation, eine Kompetenz, die auch von den Lehrkräften hoch bewertet wird. Zur Unterstützung des Lernens sei es wichtig, dass Unterrichtsthemen im Mittelpunkt stehen, die für die Schüler relevant sind, und sie sollen mit vielfältigen Methoden vermittelt werden. Eine große Rolle für das Lernen spielt auch die Beziehung zwischen Lehrkraft und Schüler und das Arbeitsklima im Klassenzimmer. Das Fach moderne Sprachen ist die dritte Sprache, die die Schüler in Schweden lernen, und dazu gehören Spanisch, Deutsch, Französisch und Chinesisch (Skolverket, 2018a). Das Interesse für moderne Sprachen und Deutsch ist im Allgemeinen niedrig. Viele haben die Einstellung, dass Englisch ausreichend ist. Im Schuljahr 2016/2017 haben 75 % der Neuntklässler eine moderne Sprache gelernt, während ein Viertel stattdessen weiter Schwedisch und Englisch gelernt haben (SCB, 2018). Gymnasiasten sagen, dass das Fach Deutsch nicht als Priorität gesehen wird. Wenige Schüler lernen Deutsch weiter, wenn es nicht obligatorisch ist.

Introduction : les fractures des parois de l’orbite, sont fréquentes en traumatologie maxillo-faciale. Nous avons développé et validé un modèle 3D en éléments finis (FEM) d’étude de l’orbite humaine, ensuite utilisé en simulation traumatologique.Matériel et méthodes : Un état des lieux des connaissances concernant les fractures des parois de l’orbite est proposé en première partie. Une observation clinique d’un patient ayant subi un second traumatisme après avoir bénéficié d’une reconstruction du plancher orbitaire par un implant en titane est rapporté. Un modèle 3D en éléments finis de l’orbite est créé, afin d’analyser le comportement de l’orbite, de son contenu et d’une éventuelle reconstruction par implant titane simplifié, en cas de récidive traumatique. Il est ensuite amélioré sur les bases d’une étude sur sujets anatomiques. Résultats : Les implants préformés en titane ont fait leur preuve, mais ont une morbidité propre. Leur déformation en cas de récidive traumatique peut être délétère pour le contenu orbitaire et la vision du patient. Cette déformation est reproductible expérimentalement. L’analyse en éléments finis de traumatisme orbitaires est possible ses avantages et limites sont discutées.Discussion : La précision des voies d’abords et les progrès dans les matériaux utilisés en chirurgie maxillo-faciale permettent d’éviter la plupart des complications iatrogènes. Néanmoins, le devenir des implants utilisés n’est pas toujours pris en compte dans a décision chirurgicale, notamment en cas de récidive traumatique. Les modèles d’études 3D en éléments finis constituent ici un outil de choix. / Introduction: Fractures of the middle third of the face, especially those affecting the orbit, are common in maxillofacial traumas. We developed and validated a 3D finite element model (FEM) of the human orbit, then used for trauma simulations.Material and methods: A review of existing knowledge concerning the fractures of the walls of the orbit was provided, on the basis of a systematic review of the existing literature. A clinical observation of a patient who had suffered a second trauma after benefiting from a reconstruction of the orbital floor with a titanium mesh implant (TMI) was reported. The resulting deformation of the implant, which threatened the orbital content (including the eyeball), was analysed and counterbalanced with the indications of TMI. A 3D FEM of the orbit was created, in order to investigate the behaviour of the orbit, its contents and a simplified TMI, if a traumatic recurrence should occur. It is then improved on the basis of an anatomical studyResults: preformed titanium implants have proved their worth, but also have their own morbidity. In case of traumatic recurrence, their deformity may be deleterious to the orbital content and the patient’s vision. This deformation can also be reproduced experimentally. Advantages and limits of Finite element analysis of orbital trauma are discussed.Discussion: Progress in maxillofacial surgery make it possible to avoid most iatrogenic complications. Nevertheless, the long-term evolution of the implants used is not always taken into account in surgical decisions, especially in the perspective of traumatic recurrence. 3D FEMs have proved to be a major tool here.

O presente trabalho parte da passagem entre a Primeira República brasileira e a democracia de 1945-1964, notadamente, para o surgimento de eleições competitivas e fim das eleições de caráter governista como resultado majoritário entre as disputas eleitorais. Para tanto, a pesquisa parte de uma problematização teórica sobre os requisitos tradicionais para um regime ser considerado democrático, discussão que permeia todas as etapas do trabalho. No campo empírico, partimos de dados em sua maioria inéditos para, além de colocar a diferença entre os dois períodos em termos de padrões de competição, atestar para a continuidade desse fenômeno nas eleições subsequentes. Em seguida, analisamos as eleições de 1947 e mostramos evidências que contribuem para o entendimento do comportamento eleitoral à época, quais sejam, de que o eleitor da democracia nascente não se encontrava livre para a disputa pelo convencimento, ou seja, o quadro era de controle do voto a nível individual gerando incerteza ao nível agregado e, assim, competição. / The present work starts from the passage between the First Brazilian Republic and the democracy of 1945-1964, notably for the emergence of competitive elections and the end of the gubernatorial elections as a major result among the electoral disputes. For this, the research starts from a theoretical problematization about the traditional requirements for a regime to be considered democratic, a discussion that permeates all stages of the work. In the empirical field, we start with data that are mostly unpublished, in order to establish the difference between the two periods in terms of patterns of competition, to attest to the continuity of this phenomenon in subsequent elections. Next, we analyze the 1947 elections and show evidence that contributes to the understanding of electoral behavior at the time, namely, that the voter of the nascent democracy was not \'free\' for the contest for the conviction, that is, the picture was of voting control at the individual level generating uncertainty at the aggregate level and, thus, competition.

No último capítulo, interpreta-se o prefácio Aletria e hermenêutica, esquadrinhando os artifícios de composição de parte de suas anedotas, e trazendo à luz a fabulação paradoxal, chistosa e sublime do texto. / This thesis aims to go through, from a markedly intratextual approach, the matter of humour and joy in Tutaméia: third stories by Guimarães Rosa. In the first chapter, rather theoretical and general considerations are presented on the theme that appears, in Rosa, tinted by the shadows of anguish, of dormancy, of the tragic; both, joy and humour altogether, emerging from a hermeneutic which is entirely transpassed by the awareness of the absurd. In the second chapter, is discussed the deeply rooted relationship of the lacunal form itself of this Rosas work with the opaque spirit that constitutes it, melancholic and blissful at the same time. In the last chapter, the preface Aletria and hermeneutics is interpreted, scrutinizing the composition artifices of part of its anecdotes, and bringing some light to the texts paradoxical fabulation, witty and sublime.
