Rational avoidance of accountability by Queensland governments

Anthony Downs public choice theory proposes that every rational person would try to meet their own desires in preference to those of others, and that such rational persons would attempt to obtain these desires in the most efficient manner possible. This thesis submits that the application of this theory would mean that public servants and politicians would perform acts of corruption and maladministration in order to efficiently meet their desires. As such action is unavoidable, political parties must appear to meet the public demand for accountability systems, but must not make these systems viable lest they expose the corruption and maladministration that would threaten the government’s chance or re-election. The thesis demonstrates this hypothesis through a study of the history of the public sector in Queensland. It shows that all governments have displayed a commitment for accountability whilst simultaneously ensuring the systems would not be able to interfere with government control or expose its flaws.

Consequently, the role of the application form in the recruitment and selection of candidates, particularly currently being used in Africa, is investigated. the application form Z83 and Z27 public service employment in South Application forms, letters of application, curricula vitae, tests and interviews are instruments which can be used in the recruitment and selection of candidates. The source and nature of application forms enable institutions to collect and provide the required information in a precise manner compared to letters of application and curricula vitae. Application forms can provide basic information for tests and interviews. Although application forms facilitate the recruitment and selection of candidates, their completion and distribution can cause problems. Considering the importance of motivation in the context of public administration, as well as the pressing need for innovation to respond to the social demands, this research was concerned to understand the relationship of PSM level with the profile of public servants of strategic level considered innovative. Using the t-test, multiple correspondence analysis (MCA) and hierarchical cluster analysis (HCA), it was concluded that the PSM level of innovative public servants is significantly higher than that of public servants in general, compared to a research that is a reference in the subject in Brazil. As for the public servers profile, it was found that most of the results achieved are in agreement with previous studies in the literature that investigated the profile of public servants with high levels of PSM, highlighting the Information Technology Managers to a greater extent. / Esta pesquisa pretendeu conhecer o perfil da motivação do serviço público (PSM) em gestores governamentais goianos que inscreveram seus projetos inovadores no 1º concurso de projetos dos Gestores Governamentais de Goiás em 2012, promovido pelo SINDGESTOR. Considerando a importância da motivação no contexto da administração pública, bem como, a necessidade premente por inovação para dar respostas às demandas sociais, esta pesquisa se ocupou em entender a relação do índice de PSM com o perfil de servidores públicos de nível estratégico considerados inovadores. Utilizando teste t, análise de correspondência múltipla (MCA) e a análise hierárquica de cluster (HCA) concluiu-se que o nível de PSM destes servidores públicos inovadores é significativamente maior do que os servidores públicos em geral em comparação à uma pesquisa que é referência no tema no Brasil. Quanto ao perfil dos servidores descobriu-se que a maior parte dos resultados alcançados está em consonância com estudos anteriores da literatura que pesquisaram sobre o perfil de servidores públicos com alto índice de PSM, destacando os gestores da tecnologia da informação em maior proporção.

Abstract Title: “Journalists who loves the flexible life” - A case between journalists occupational perception and work-future who works at a newspaper compared to a radio station in northern Sweden. This study is a qualitative comparison between journalists without permanent employment on a commercial newspaper and a public service owned radio station in a medium sized town in northern Sweden. The main purpose was to analyse the occupational perception and work-future among young journalists without permanent employment in the public service and the commercial sector. Another intention was to figure out if there was any similarities or differences between working for a public service owned radio station compare to a commercial newspaper. We wanted to investigate how these journalists experience and manage their work and in which way they look at their own future and journalism in general. The research applies theories such as the precariat and studies about convergence. The chosen method for the study were qualitative semi-structured interviews based on the answers from six journalists and was processed through a thematic analysis. The main conclusion of this study was that multi journalism has become a part of the journalistic agenda, both on the radio station and the newspaper. It showed that journalists has to be flexible when it comes to working schedules. Even though they had to adapt to a lot of the journalistic requirement they still accepted the funny, but yet stressful life as a journalist. One conclusion that can be drawn is that todays journalism can demand almost anything, and job seeking journalists will adapt quite well regardless of change. A final conclusion was that it's difficult to predict the future of these journalists. But a common stand point for the journalists was that almost everyone could imagine a future in another profession.

Rethinking civil service human capital in a developing context : a capability development perspective

In recent years, a research consensus has coalesced around the notion that human capital development and an efficient public service are critically important determinants of societal transformation, especially in sub-Saharan Africa (SSA). However, there is no similarly wide agreement on how to systematically drive improvements in the quality of a nation's human capital or its public service. This thesis contributes to this debate and adds to the literature on strategies for effective civil service human capital development and management in a developing context. Specifically, the study interrogates and explores the experience of a developing country - Nigeria, to illustrate the dynamics of a typical civil service human capital and capability development (CD) strategy. I critically examine the social and relational complexities of the policy process and how dominant neo-liberal logic is constituted, forming part of the metanarrative in state identities that perpetuate unequal power relations, elite interests, and ineffective institutional arrangements. Influenced by post structural and social constructivist philosophies, the research challenges the dominant neo-liberal orthodoxy on human capital. In this regard and utilising a case study approach, the study critically explores and reveals how the standards for human capital development are negotiated in the Nigerian federal civil service (NFCS), and examines the discourses and practices they produce. I utilise the sociology of knowledge approach to discourse (SKAD) as well as policy documents and semi-structured interviews with senior policy planners, to capture the nuanced realities and everyday meanings that are lost in dominant metanarratives of civil service human capital reforms in SSA. These explorations are positioned within the broader development debates about the need to adopt social constructivist research frames to better understand contextual issues in the capability development (CD) process. The research findings indicate that while most reform programmes in the NFCS have been captivated by the capacity development and service delivery rhetoric, the complex interplay between the dearth of human capabilities and the politicisation of the implementation process means that the impact of such policies have been very minimal. The study reveals that the relational complexities between policy agents have been engendered largely by the nature of Nigeria's political economy, which appears to have produced dynamic and interweaving unequal power relations that have helped constitute discourses centred on institutional inefficiencies, including: 'patronage', 'intense rent-seeking', and 'personalisation' of the policy process that are currently ongoing. These discourses are actively navigated, produced and reproduced according to Nigeria's social and political contexts. I argue that this socially constituted and re-constituted locale creates a complex and uniquely challenging context for reforms, such that developing civil service capacities has become a major challenge, because 'reform' policies tend to serve the interests of a few powerful elites, who are bent on maintaining the status quo. The thesis makes key recommendations that recognise these challenges and provides policy options and a framework to help the Nigerian federal service embark upon a capability development initiative that will help improve the efficiency of the Service and lead to accelerated national development.

This thesis aims to answer a question whether it is possible to provide public administration as a service and how can ITIL be used. The thesis is divided into three parts. In the first part of the thesis the theory of management is broken down, the basic concepts are explained and a brief history of the development of public administration in the Czech Republic to the present as well as briefly introducing the expected developments in the near future. The second part of the thesis explains the ITIL framework as the de facto standard for IT management. This Includes the life cycle services, starting with the requirements of customer service through service strategy, service design, service transition, service operation and the ending stages of continuous service improvement. Third section introduces the concept of PAIL as an analogy to the ITIL methodology. Removing the "IT" from "ITIL" makes an "IL", an infrastructure library of good practice, where we find instructions on how to provide, generally, any form of infrastructure services. The essence of this methodology, it the "IL", featuring the specifics of public administration "PA", thus arises as the methodology "PAIL", a " public administration infrastructure library". The design of PAIL takes into account the differences between public administration and providing IT services, however the two methodologies are based on the same principles of service management. As an example of possible implementation in public administration PAIL shows the applicability of the methodology on the example of a single point of contact for the public administration called the "Public Service Desk".

ABC Online: Becoming the ABC

This thesis combines histories of the implementation of ABC Online (the website of the Australian Broadcasting Corporation, Australia's largest national Public Service Broadcaster) with the political philosophies of Foucault, and of Deleuze and Guattari. Following the Deleuzian argument that institutions of enclosure are in crisis because they exist in between diagrams of the disciplinary and control societies, the thesis tests each of the Foucauldian diagrams of discipline, governmentality and control against the ABC as Public Service Broadcaster. It explores issues such as which ABC strategies belong to which diagram, and the ways in which changes in communications technologies altered governing rationales of these diagrams at the ABC. The thesis uses the implementation of ABC Online to explore the idea of the ABC in the late 1990s as operating in between social diagrams. One way of examining this 'in between-ness' is to use the Public Service Broadcasting idea as an instance of arboreal thinking and the internet idea as rhizomic. The thesis employs that model to argue that Public Service Broadcasting as it is practised is not merely an arboreal assemblage, and that actual implementations of the internet are more than merely rhizomic assemblages. The thesis details some of the earliest relations between broadcasting and the internet at the ABC, and describes the relations between rhizomic and arboreal images of the ABC at particular sites and in various discourses. This examination concludes that both ways of imagining the ABC - the arboreal and the rhizomic - have been essential to the success of ABC Online. While the position of the ABC in between social diagrams caused a sense of crisis, ABC Online was in fact successful largely because of its position in between social diagrams. Not only was ABC Online remarkably successful in its first five years, but it was successful in ways which could not be accommodated in such documents as the ABC Charter. The public silences of ABC Online both allowed it to thrive, and conversely supported arboreal stratified ways of defending the ABC. Defences of the ABC that used arboreal thinking as a rhetorical strategy continued to dominate public discussion of the ABC, despite the successes of contrary examples in practice. One such example was the successful implementation of Radio Australia Online at a time when the Mansfield Review sought to limit the scope of the ABC to domestic free-to-air broadcasting. When some ABC Online practices were publicised in relation to the proposed Telstra deal, the resultant controversy concentrated on the non-commercial/commercial boundary at the ABC. The controversy also highlighted fears that the Online environment may alter the ethical relations between the ABC and its publics. In particular, the ethical goals of independence and integrity were perceived as being under threat in the World Wide Web environment. These goals were further problematised within the organisation by the demands of interactive subsites. These subsites demonstrated an altered ethical relation between the ABC and its user in the online environment of the control society.

Mit dem in §18 des Tarifvertrags für den öffentlichen Dienst (TVöD) festgeschriebenen Leistungsentgelt soll u.a. die Motivation der Mitarbeiterinnen und Mitarbeiter im öffentlichen Dienst gesteigert werden. Eine motivationssteigernde Wirkung wird jedoch von Seiten der Motivationsforschung bestritten. Sie geht im Gegenteil davon aus, dass eine leistungsorientierte Bezahlung (LOB) zu einer Verdrängung der intrinsischen Motivation (Crowding-Out Effekt) führen kann. Mithilfe eines empirischen Tests der Motivation Crowding Theorie gelangt diese Arbeit zu einem differenzierteren Urteil. Es wird gezeigt, dass im Beispiel der Kreisverwaltung Potsdam Mittelmark die subjektive Wahrnehmung der LOB durch den einzelnen Beschäftigten darüber entscheidet, ob dessen Motivation verstärkt oder verdrängt wird. Jene Beschäftigten, die sich durch die LOB kontrolliert fühlen, weisen eine signifikant geringere PSM und intrinsische Motivation als diejenigen auf, die die LOB als fördernd wahrnehmen. Als zentraler Faktor für das Urteil der Beschäftigten wird die wahrgenommene Fairness des Systems identifiziert. / By means of performance-related pay (PRP), which is laid down in §18 of the “Public Sector Collective Agreement” (TVöD), the motivation of public employees should be increased. However, motivational research contests the motivation-increasing effect. In contrast, it is assumed that performance-related pay may crowd-out the intrinsic motivation (Crowding-Out Effect). While conducting an empirical test of the Motivation Crowding Theory, this paper offers a more differentiated view. It is shown that, in the case of the local administration of Potsdam-Mittelmark, the subjective perception by the individual worker will decide on whether his or her motivation is crowded-in or crowded-out. Those who feel controlled by the PRP-system show a significant lower PSM and intrinsic motivation than those who perceive it as supportive. The fairness of the system is discovered as being the central factor affecting the judgement by the workers.

”Vi är inga maskiner” : En studie om P4-redaktionernas kommunikation via Facebook / "We Are Not Machines" : A Study About P4 Channels CommunicationThrough Facebook

The purpose of this study is to see how five different local radio stations, P4, within the public service organization Sveriges Radio communicate with their listeners through Facebook and how they differ from each other. We have also studied how the radio stations follow Sveriges Radios’ policies for socialmedia usage and how the communication through Facebook can benefit thetraditional radio. Our study contains a combination of quantitative content analysis with qualitative interviews. We studied the five stations’ Facebook pages from for the quantitative content analysis and interviewed those who were responsible for the social media pages, such as web editors and channel managers. Our conclusions are that the P4-stations communicate through Facebook to create a dialogue with the listeners and to reach two-way communication; the stations published mostly written updates that encouraged interactivity. The P4-stations work coherently with their Facebook pages although some differences have been detected. The stations strategies match overall the guidelines for social media usage in the handbook published by Sveriges Radio. Facebook can be used to reach new target groups for the traditionalradio channel, as well as immerse the relationship between the existing loyal listeners and the radio station.

The main question this bachelor thesis aims to answer is how the public service program Tg1’s news broadcasts may look. The following questions were used to discuss thetendencies of the result: How can the distribution of the news categories appear in Tg1’sbroadcasts? Can the main news be considered as impartial and objective in its linguisticand pictorial representation? To answer the aforementioned question I chose to do a combined study, using aquantitative content analysis and a qualitative content analysis. To lead my research, I focused on two requirements underlined by public servicebroadcasters, namely, objectivity and impartiality, and diversity. The outcome shows thatthe diversity in Tg1’s broadcast is disproportionate and that the pictorial representation isnot impartial and objective without the linguistic part. Then, additionally to mytheoretical choice, the public service role in a democracy, a discussion about the resultand its consequences has been set up.
