本研究由個人參與社區發展行動的動機與選擇決策作為研究的重心,以理性選擇行為模式為理論基礎,探討社區發展上如何才能克服集體行動的困境,建立永續性的自主治理機制。由於社區事務具有小規模共用資源(Common-Pool Resources;CPRs)的特性,在功能上及產權上無法分割,在使用上無排他性(non- exclusive)但具有某種程度的敵對性(rivalry),過度取用將產生資源耗竭的現象。因此本研究援引共用資源分析方法(Common-Pool Resources Approach)作為分析架構,從個人選擇與互動形式、外部環境與技術的變量以及組織與執行機制三方面,探討社區居民是否形成自主治理的集體行動及其影響變量。 本研究採用多重個案研究的複現方法,選取了三處遭遇特定事件觸發了社群共同議題,而由外力團隊協助建立治理組織之社區,作為實證研究之個案。包括:(1)南投縣中寮鄉的農村社區在歷經九二一大地震後,面對土地資源永續利用與產業轉型的議題;(2)桃園縣龍潭鄉百年大鎮大型住宅社區因社區組織不健全,導致社區環境出現安全問題;(3)台北縣鶯歌鎮陶瓷老街因政策獲選為形象商圈,店家面臨商圈環境管理與商圈行銷議題。 / Base on the theory of reasonable choice behavior mode, the study focus on the resident’s individual motive and decision making process trying to identify the solutions of breaking the bottlenecks of collective actions and build up the sustainable self-government mechanism. The community affairs are small scale common-pool resources CPRs) therefore we cannot clearly dive up their ownerships and functions. In the aspects of usage, the community affairs are non-exclusive but kind of rivalry. It will be decreased if being over-deprived. Thus, this study adopted the common-pool resources approach as the analytical structure to explore if the community residents have organized the collective actions of self-government and the influence variables form 3 major aspects of “individual choice vs. interactive form”, “external environment vs. technical variables” and “organization vs. enforcement mechanism ”. The study took 3 occasional events which touched off some common agenda in the community and have the residents established the organizations of governance by the assistance of external teams as the impractical cases. The three cases included: (1)The agenda faced by rural villages on the aspects of land sustainable usage and industrial transformation in Jhingliao Township of Nantou County, (2) The safety problems brought by the poor community organization of the big scale residential community—Netown in Longtan Township of Taoyuan County.(3) The marketing and business district environment management issues brought by being selected as the official model business district in the Yingge Township of Taipei County.

Ljusförorening är ett miljöproblem vilket inbegripes som ett nytt och globalt framväxande fenomen i samband med himlaglim. Miljöproblemet i Sverige erkänns i viss mån med det nuvarande kunskapsläge. Dock saknas det en del kunskap för att komplettera ontologin för att bidra till ökad legitimitet för miljöproblemet bland allmänheten och Sveriges instanser. Studiens teoretiska analysramverket bestod av allmänningens tragedi, biogeoastronomiska natten och legitimitet, som användes till att analysera empirin härlett från studiens intervjumetod. Metoden hade en kvalitativ fenomenografisk ansats som innefattade ett strategiskt urval som var Sveriges instanser. Där uppdagades bristen på opinionsbildning i Riksdagen och Regeringen, trots att det finns motioner som har framlagts som vill att ljusförorening ska uppmärksammas, men att problemet hanteras snarare som en trafikfråga istället för miljöfråga. En del av förklaringen till varför det påverkar samverkan mellan Sveriges instanser för att motverka miljöproblemet. Ljusföroreningar påverkar ekologin och alla dess arter, varav krävs det tydligare riktlinjer för kommuner i deras belysningsplaner gällande att minska deras miljöpåverkan (särskilt för de nattaktiva arter som drabbas) för att nå målet till en mer hållbar belysning; varav ekologiska, ekonomiska och sociala aspekter vävs samman. Varav satsningar att bevara och etablera mörkerreservat är en pusselbit, vilket kan genomföras i samklang med Miljöbalkens författningar. / Light pollution is an environmental problem which is part of a new and globally emerging phenomenon in connection with skyglow. The environmental problem in Sweden is recognized to some extent with the current state of knowledge. However, there is also a lack of knowledge to complete the ontology in order to contribute to increased legitimacy for the environmental problem among the public and within its instances. The study's theoretical analytical framework consisted of the tragedy of the commons, biogeoastronomical night and legitimacy, which were used to analyze the empirical data derived from the study's interview method. The method had a qualitative phenomenographic approach that included a strategic selection of Sweden's instances. Where the lack of opinion formation was discovered in the Parliament and the Government, despite the fact that there is a proposition that has been presented that wants to light pollution to be noticed, but the problem is handled rather as a traffic issue instead of an environmental issue. Part of the explanation for why it affects the collaboration between Sweden's instances to counteract the environmental problem. Light pollution affects the ecology and all its species, which requires clearer guidelines for municipalities in their lighting plans regarding reducing their environmental impact (especially for the nocturnal species affected) in order to achieve the goal of more sustainable lighting; whereof which ecological, economic, and social aspects are woven together. In which investments to preserve and establish the dark sanctuary is a piece of the puzzle, which can be carried out in accordance with the Swedish Environmental Code constitutions.

The Euro Crisis: Three Essays

This dissertation is a collection of three essays dealing with selected problems of the Euro Area during its most recent crisis. It applies empirical, theoretical, and institutional analyses to gain new insights into many of its financial aspects. The first essay offers an alternative explanation for the surge in government bond spreads. Many researchers attribute this phenomenon to market sentiment and multiple equilibria alone. We show that an often neglected fundamental variable may drive spreads: a decrease in the expected recovery value of private market participants. With an ever-increasing share of crisis countries’ debt held by official creditors, private investors may feel pushed into the position of subordinated creditors. The other two essays both explain the sharp increase in central bank credit from different perspectives. First, from the national perspective, central banks may be confronted with a classical tragedy-of-the-commons problem, which gives rise to an expansionary bias. Second, from the perspective of the ECB, we argue that the empirical patterns surrounding the liquidity provision in December 2011 are reminiscent of a speculative attack on a fixed exchange rate system.

Prefigurative politics as applied to the climate crisis : A game theoretical assessment

In this paper, I make use of the game-theoretical concepts of cartel theory and coordination theory via salience and Schelling points in order to assess the viability of prefigurative politics when used by group actors to address the particular case of the climate crisis. I show that prefigurative politics as a strategy faces significant systematic disadvantages when used by social movements attempting to address climate change as compared to when it is used by social movements focused on other causes. These disadvantages are based on two factors: lack of motivation and a difficulty of coordination. In order to illustrate this point, I compare the situation for contemporary climate movements to a case example of the Montgomery bus boycott of 1957, showing how cartel theory worked in the favour of the civil rights movement, and how salience was crucial for the fast mobilisation of the African American community of Montgomery.

This study is an investigation into water management policies in South Africa, their effect on water users and the perceptions users have of these policies. The investigation begins with an exposition of concepts such as water demand management (WDM), as well as integrated water resource management (IWRM). A sub-discourse of the main theme is the societal tendency to neglect its common property. Garret Hardin's groundbreaking observations on the "tragedy of the commons" (1968) are explored in an effort to locate issues of relevance in effective water management strategies. In contemplating the commons, it is evident that aspects of morality and ethics are involved. The morality of a society be it in a global or national context, seems to manifest itself in legislation and policies, and in the way these are implemented. The relevance of good governance, hydropolitics and sustainable development is also discussed to provide the necessary theoretical background to an understanding of the relationship between consumers and the water commons. Access to safe drinking water is protected in the Constitution of the Republic of South Africa Act, 108 of 1996. Flowing from the government's obligation to take reasonable legislative and other measures to achieve the progressive realisation of fundamental human rights stipulated in section 27(2) of the Constitution, the challenge since 1994 has been to provide access to water for all inhabitants and to manage the available water resources effectively. Furthermore, the objective of subsequent water legislation such as the National Water Act, 36 of 1998 and regulatory plans, like the National Water Resource Strategy has been to incorporate international trends in water governance. The Department of Water and Environmental Affairs (DWEA) divided South Africa into 19 regions, called water management areas (WMA). In this study, attention is focused on what constitutes a catchment and how a catchment management agency (CMA) governs its water resources. A description is provided of the functions of water user associations (WUAs) and how ththe Lower Orange Catchment Management Area is, for example, the blueprint from which stakeholders develop their goals. In this study, the water situation in the Lower Orange Water Management Area is under scrutiny. The focus is on the three main institutional components of water management (the Lower Orange catchment management, the Upington Islands Water User Association [UIWUA] and the //Khara Hais Local Municipality). The progress of the establishment of the Lower Orange Catchment Management Agency is outlined over a period of five years. Meanwhile, the Upington Islands Water User Association was developed and this has grown in stature. The work being done by these institutions is investigated by looking at grassroots effects, especially in respect of irrigation activities. The unique water management circumstances of the //Khara Hais Local Municipality are then investigated along with the plans outlined in their Integrated Development Plan {lOP) and their Water Services Development Plane Internal Strategic Perspective (ISP) of(WSDP). Because local irrigation operations consume most of the available surface water in the Lower Orange Water Management Area, irrigation farmers and their activities warrant closer attention. A historical overview is given of the development of irrigation in the region followed by an assessment of the role of two of the most prominent historical figures in Upington, Reverend Adriaan Schroder and Abraham "Holbors" September. Ultimately, however, the focus falls on the current state of irrigation in the area. It is possible to distinguish between the approach of large commercial farming operations and that of smaller irrigation farming units to irrigation. Specific attention is given to the perceptions of irrigation farmers as far as the policies and legislation pertaining to water issues is concerned. This study will hopefully provide the Department of Water and Environmental Affairs(DWEA), //Khara Hais Local Municipality and organised agriculture with some recommendations on efficient integrated water management strategies. It might well be of value to other municipalities who are experiencing similar problems. This master's thesis deals with the potential impact of natural resources on intrastate conflicts in Sub-Saharan Africa. The major aim is to investigate the general validity of the resource curse theory and of Ross's hypothesis about selling booty futures in civil wars. The presumed negative influence of both theories is tested on the cases of recent intrastate conflicts in the region, namely in Angola, the Democratic Republic of Congo, the Republic of Congo, Liberia and Sierra Leone. However, the main contribution of the thesis is probably the analysis of another case, namely Botswana, which, unlike other countries, appears to be out of the generally valid standards of the resource curse theory, as the only one experiencing long-term positive economic growth. The partial aim of the thesis is also to analyze the Botswana's success in managing natural resources and then to suggest some possible recommendations for other states in the region. The thesis is written in the qualitative approach, particularly in the form of thorough work with academic literature. The research method is the Method of Difference by John Stuart Mill, in its revised form of the Most Similar Systems Design.

Improvement and environmental conflict in the northern fens, 1560-1665

This thesis examines 'improvement' of wetland commons in early modern England as a contested process of rapid environmental change. As a flagship project of agrarian improvement, drainage sought to alchemise pastoral fen commons into arable enclosed terra firma and promised manifold benefits for crown, commoners, and commonwealth alike. In practice, however, improvement schemes generated friction between the political and fiscal agendas of governors and projectors and local communities' customary ways of knowing and using wetland commons, provoking the most sustained and violent agrarian unrest of the seventeenth century. This thesis situates the first state-led drainage project in England, in the northern fens of Hatfield Level, in the context of the local politics of custom, national legal and political developments, and international movements of capital, expertise, and refugees; all of which intersected to reshape perceptions and management of English wetlands. Drawing on the analytic perspectives of environmental history, this thesis explores divergent ideas and practices generating conflict over the making of private property, reorganisation of flow, and reconfiguration of lived environments. This thesis argues that different 'environing' practices - both mental and material - distinguished what was seen as an ordered or disordered landscape, determined when and how water was understood as a resource or risk, and demarcated different scales and forms of intervention. Rival visions of the fenscape, ways of knowing land and water, and concepts of value and justice were productive of, and produced by, different practices of management, ownership, and use. Drainage disputes therefore crossed different spheres of discourse and action, spanning parliament, courtroom, and commons to bring improvement into dialogue with fen custom and generate a contentious environmental politics. In seven substantive chapters, this thesis investigates how improvement was imagined, legitimised, and enacted; how fen communities experienced and navigated rapid environmental transformation; and how political, social, and spatial boundaries were reforged in the process. By grounding improvement in the early modern fenscape, this thesis reintegrates agency into accounts of inexorable socio-economic change, illuminates ideas at work in social contexts, and deepens understandings of environmental conflict.
