Criação de um parque tecnológico na cidade de Osório : proposta de um roteiro e sensibilização dos atores da tríplice hélice e da sociedade

Esse problema envolve várias forças sociais como o governo, as entidades que promovem o conhecimento, os empresários e a sociedade. Com a intenção de modificar o ambiente no qual se vive e auxiliar o município de Osório/RS a encontrar alternativas para amenizar os problemas locais, idealizou-se a implementação de um parque tecnológico na cidade. O município carece de um norteamento para a implantação do parque tecnológico, dessa forma, para a efetivação dessa iniciativa, apresenta-se o objetivo dessa dissertação, que é propor um roteiro indicando quais as diretrizes necessárias para a criação de um parque tecnológico para o município de Osório e a forma de sensibilização dos atores da tríplice hélice e da sociedade. A proposta contempla um roteiro de procedimentos que devem ser executadas para viabilizar a implementação do parque, inspirado no modelo de governança da tríplice hélice. O cumprimento dos objetivos foi possível através da pesquisa documental com abordagem exploratória qualitativa, que permitiu o acesso e análises de dados; da pesquisa-ação, que promoveu a interação dos atores envolvidos; e teve o direcionamento dos passos para a criação do roteiro conforme a Design Science Research com as sugestões dos Experts. Essa movimentação pôde ser registrada num Caderno de Campo. Com a pesquisa, foi possível observar que o município apresenta um desenvolvimento regular motivado principalmente pela falta de investimentos e que necessita aumentar o emprego e a renda, que diminuíram em função da diminuição da capacidade produtiva e do envelhecimento da população. Ainda que, a implantação do parque tecnológico estruturante voltado para tecnologia, com governança nos moldes da tríplice hélice, auxiliaria no desenvolvimento local, consoante as sugestões dos Experts. Assim, o roteiro proposto para a criação do parque tecnológico já logrou êxito visto que várias etapas propostas já foram realizadas. / The municipal development depends on factors that affect the ability to generate jobs and income, to increase their revenue and undertake investments. This problem involves various social forces as the Government, entities that promote knowledge, entrepreneurs and the society. With the intent to modify the environment in which one lives and assist the municipality of Osório/RS to find alternatives to alleviate local problems, idealized implementation of a technological park in the city. The city lacks a providing guidance for the implementation of the technology park, in this way, for the implementation of this initiative, the goal of this dissertation is to propose a roadmap indicating what the guidelines required for the creation of a park technology for the city of Osório and the form of awareness of the triple helix and actors of society. The proposal includes a script for procedures that must be performed to enable implementation of the Park, inspired by the model of governance of the triple helix. The achievement of the goals was possible through documentary research with exploratory qualitative approach, which allowed the access and analysis of data; the action research, which promoted the interaction of actors involved; and had the direction of the steps to the creation of the script as a Design Science Research with suggestions from Experts. This movement could be recorded in a field Notebook. With the survey, it was possible to observe that the municipality presents a regular development motivated principally by lack of investment and that it needs to increase employment and income, which decreased due to the decrease in production capacity and the aging of the population. Although the deployment of structuring technology-oriented technology park, with governance along the lines of the triple helix, would assist in local development, according to the suggestions of Experts. Thus, the proposed roadmap for the creation of the technological park has already achieved success since several steps have already been made proposals.

Com objetivo de contribuir para a compreensão e o esclarecimento das características da interação universidade-empresa e a relação com o desempenho tecnológico das empresas brasileiras, este trabalho busca identificar se os determinantes da interação universidade-empresa e os tipos de interação influenciam no desempenho relativo à inovação tecnológica em produtos e processos das empresas, além de verificar se estas características são distintas para as empresas instaladas no estado do Rio Grande do Sul. A partir da apresentação dos conceitos centrais ao estudo, da descrição do sistema de inovação brasileiro e da estrutura do sistema de inovação do estado do Rio Grande do Sul, utilizando-se uma base de dados constituída exclusivamente por empresas que desenvolveram interação com universidades ou institutos de pesquisa, as análises foram realizadas com a utilização de estatística descritiva, regressão logística e teste de médias e variâncias. Confirmou-se a hipótese de que o tipo de interação universidade-empresa apresenta relação com o desempenho tecnológico relativo à inovação em produtos e processos das empresas brasileiras. As evidências apontam que, empresas que atribuem maior importância às interações que utilizam informações técnicas como fontes de informação têm menores chances de introduzir produtos novos para o mercado nacional. Por sua vez, aquelas que atribuem maior importância para interações com informações sobre patentes apresentam maiores possibilidades de introduzirem produtos e processos novos para mercado mundial. Por outro lado, as evidências também indicam que interações com objetivo de acessar recursos da universidade ou instituto de pesquisa não aumentam a probabilidade de inovação em produtos e processos. Os resultados também indicam que as razões das empresas para estabelecer uma interação com universidades ou institutos de pesquisa, não apresentam relação significativa com os resultados das empresas em relação à introdução de inovação em produtos ou processos. O estudo ainda indicou que os determinantes da interação: tamanho da empresa, a intensidade de P&D, e o setor industrial guardam alguma relação com seu desempenho tecnológico, enquanto que o financiamento público não apresentou uma relação significativa. Já para as empresas localizadas no estado do Rio Grande do Sul o estudo indica que essas têm comportamento semelhante as do restante do país, pois não foram encontradas diferenças significativas nas médias e variâncias, apenas foi constatado que no RS as empresas têm significativamente maior média de introdução de inovações em processos para o mercado nacional, contudo não apresenta ligação direta com a interação universidade-empresa. O trabalho apresenta, como contribuição para o tema estudado, uma forma alternativa à utilização da informação relativa a gastos com P&D como proxy para intensidade de P&D, propondo uma nova composta pelo número de empregados em P&D, definição de atividade contínua ou não e existência de setor de P&D na empresa. Outra contribuição é a proposição de uma taxonomia para análise dos tipos de interação universidade-empresa, composta por três tipos: interações com uso de informação técnica, interação com uso de recursos da universidade ou instituto de pesquisa, e interação com uso de informações sobre patentes. / The academy-industry interaction has been presented as an important mechanism for firms, regions and countries technological development. Aiming to contribute to the understanding and clarification of the academy-industry interaction characteristics and its relation with the technological performance of Brazilian firms, this study attempts to identify whether the determinants of academy-industry interaction and the types of interactions influence on the relative performance to the technological innovation in products and processes of firms, besides verifying whether these features are distinct for the firms located in the state of Rio Grande do Sul. From the presentation of the central concepts or the study, the description of the Brazilian innovation system and the structure of the innovation system of the state of Rio Grande do Sul, using a database consisting exclusively of firms that have developed interaction with universities or research institutes, the analysis were done using descriptive statistics, logistic regression and means and variances tests. It was confirmed the hypothesis that the type of academy-industry interaction is correlated with the technological performance related to the innovation in products and processes of Brazilian firms. The evidences indicate that firms that assign more importance to the interaction techniques that use technical information as information sources are less likely to introduce new products to the local market. In turn, those who assign greater importance to interactions with information about patents present higher probabilities of introducing new products and processes for the world market. On the other hand, the evidences also indicate that interactions aiming to access physical resources of the university or research institute do not increase the likelihood probability of innovation in products and processes. The results also indicate that the reasons for the firms to establish an interaction with universities or research institutes have no significant relation with the firms results in relation to the introduction of innovative products or processes. The study also indicated that the interaction determinants: firm size, the R&D intensity, and the industry have some association with their technological performance, whereas public funding did not show a significant relationship. As for firms located in the state of Rio Grande do Sul, the study indicates that these behave like the rest of the country, since there were no significant differences in mean and variance, it was only found that in the RS the firms have significantly higher mean of introduction of processes innovations to the local market, however it has no direct connection with the academy-industry interactions. The paper presents as a contribution to the topic understudy, an alternative to the use of the information relating to R&D expenditure as a proxy for the R&D intensity, proposing a new one consisted by the number of R&D employees, existence of continuous R&D activity or not and existence of R&D department in the firm. Another contribution is the propose of a taxonomy for the analysis of the academy-industry interactions types, consisting of three types: interactions with the use of technical information, interaction with the use of physical resources of the university or research institute, and interaction with the use of information about patents.

<p>The purpose of this Master's Thesis is to investigate the outlooks for a seed stage venture capital fund investing in biotechnology-related spinouts from public research to be established in Mecklenburg-Western Pomerania, Germany. Recommendations on how to improve any discovered deficits of the fund's prerequisites are also to be presented. </p><p>Analyses showed that the spinout potential of the research in the region is weak. The entrepreneurial prerequisites of the researchers, in terms of previous experience, business knowledge and a track record that would vouch for them being suitable entrepreneurs, are generally poor. Nor is there sufficient industry in the region to facilitate the establishment of and subsequent businesses for the spinouts. The seed fund must therefore provide any future portfolio ventures with a substantial amount of Hands-on Management. </p><p>To improve the prerequisites for the seed fund, PVA-MV must influence the researchers'attitude towards spinouts and make the monetary gains more visible. The researchers must be imbued with a business approach in their research and PVA-MV must market its services as being the intermediary of government, universities and industry and as being able to create opportunities for researchers as well as for industry. PVA-MV should also focus on the few institutes and individual researchers that do have some favourable entrepreneurial characteristics, in order to evoke professional entrepreneurs with a forming track record. To cope with the deficient prerequisites of the fund, PVA-MV must expand the competence of its own work force and focus on the rate of return rather than on building regional infrastructure pro bono as a governmental agency.</p>

Cooperation for Regional Growth and Development in the Värmland Region 1998-2008 : - With a Triple Helix Approach

<p>In spite of Sweden´s lack of formal regions, the country is evolving towards regional administrations. The regional level are to a growing extent viewed as important bases for economic growth and development. The concept of the triple helix implies that interaction between the public sector, the industry and universities is a source to economic and social development. Research has though implied that the interaction between the triple helix actors could be problematic from a multi-level governance perspective. It has been shown that since the institutional setting is horizontal and vertical fragmented, cooperation between different institutions and actors becomes difficult. In year 2005-2006 the Värmland region was one of fourteen regions in twelve countries that was included in a OECD project, that was a response to the multiplicity of initiatives across the OECD countries concerning regional development. In the report that evolved from the project actors in Värmland was recommended to improve the cooperation concerning regional development in the county. This thesis investigates the cooperation between the triple helix actors for regional growth and development in the Värmland region 1998-2008. My research questions are: Is there evidence of a lack of cooperation between the university, the public sector and the industrial actors in Värmland? And if this is the case, could these problems be related to the fragmentation of the institutional setting? The thesis is a qualitative case study, conducted through elite-interviews and document analysis. My findings implies that the cooperation between the triple helix actors in Värmland has developed dramatically the last decade. From a strive for coordination that was pervaded by institutional fragmentation to an increased closeness and mutual involvement that has come to over-bridge the institutional fragmentation on the regional level. Although, it seems like the vertical fragmentation between the regional and national level, which could impede growth and development in the region, to a great degree remains.</p>

Valuing additive involvement in university-industry partnerships: do government collaborators engage at scales that optimize their value-added?

Collaboration between academic and corporate entities has increased in recent years. On many occasions Government actors (e.g. federal laboratories) will participate in these collaborations, especially when advanced technologies are involved. The following inquiry considers the degree to which the federal entities add (scientific) value to University-Industry partnerships and how this value is spatially mediated. Quantifying degrees of the value that Government actors induce across the spectrum of University-Industry collaborative arrangements is useful for identifying scales at which intervention by federal agents is more effective and/or justified. It is anticipated that the value-added by federal agents in University-Industry collaboration is not spatially uniform but will exhibit greater profitability across specific scales of interaction. Comparing these against actual scales of interaction provides room for discussion on whether Government actors engage Universities and Industry at scales that optimize the value they introduce to these partnerships.

Sistema alagoano de inovação : organização institucional necessária para o desenvolvimento / Innovation system of Alagoas : institutional organization needed to develop

The economic growth of a region is related to the stock of attributes and local capacity to innovate, as result of interaction of different actors - companies, universities, government, financial institutions, among others - that have formal and non-formal relationships, shaping networks. In this context this paper performs the mapping about the development and technological capacity situational subject to contribution, legal framework to encourage innovation, considering institutional relationships and their performance, based on the model built by Etzkowitz - Triple Helix, as a way to analyze the regional development from the perspective of the Regional Innovation System. The intent to evaluate the current scenario and the possibilities of strengthening the Innovative and Productive System of the State of Alagoas, in order to provide elements for discussion of development and innovative policy in the state. For this purpose, we used the Delphi methodology, in which local experts are consulted in the matter under discussion, trying to get a consensus on the answers as a way to build a scenario or projection, especially in the absence of historical data. We consulted forty experts in different areas of knowledge and geographical reality of the state of Alagoas, in two rounds of questionnaires and interviews. How relevant results points to: a) the local productive sectors not follow the strategic guidelines of national policy, b) the state´s production, mostly, is intended for local demand, without the capacity to compete in other markets, reflecting of low maturity displayed; c) state of art of science development in the state, with low index of application in productive sectors, with few exceptions, d) state policies have been characterized as the most appropriate than federal policies; e) there is an imbalance in the current scenario of the Innovation System of Alagoas as their systemic relationships, which are often ad hoc and uncoordinated. The obtained results can be useful to mobilize all the forces of the state, establishing common goals, able to leverage local development. / Conselho Nacional de Desenvolvimento Científico e Tecnológico / O crescimento econômico de uma região está relacionado ao estoque de atributos e à capacidade local de gerar inovações, como resultado da interação de diferentes agentes empresas, universidades, órgãos públicos, instituições financeiras, dentre outro que se relacionam tanto formal quanto informalmente, moldando redes de interações. Nesse contexto é que esta dissertação realiza o mapeamento situacional quanto ao desenvolvimento e capacidade tecnológica passível de aporte, marco legal de incentivo à inovação, quanto às relações institucionais e seu desempenho, tomando por base o modelo construído por Etzkowitz - Triple Helix (hélice tripla), como forma de analisar o desenvolvimento regional sob a óptica do Sistema Regional de Inovação. O intento é apresentar o atual cenário e as possibilidades de fortalecimento do Sistema Produtivo e Inovativo do Estado de Alagoas, de forma a prover elementos de discussão da política de desenvolvimento tecnológico e inovativo no estado. Para tanto, utilizou-se a metodologia de pesquisa Delphi, em que são consultados especialistas no assunto em discussão, tentando obter um consenso nas respostas, como forma de construir um cenário ou projeção, especialmente na falta de dados históricos. Foram consultados quarenta profissionais, com experiência em distintas áreas de conhecimento e realidade geográfica do estado de Alagoas, em duas rodadas de aplicação de questionários e entrevistas. Como resultados relevantes apontam-se: a) os setores produtivos alagoanos não acompanham as diretrizes estratégicas da política nacional; b) a produção do estado, em sua maioria, é destinada à demanda local, sem capacidade de competir em outros mercados; reflexo da baixa maturidade produtiva apresentada; c) a pesquisa científica desenvolvida no estado, não chega a ser aplicada nos setores produtivos, salvas raras exceções; d) as políticas estaduais foram caracterizadas como mais adequadas que as políticas federais; e) há um desequilíbrio no atual cenário do Sistema Alagoano de Inovação quanto a suas relações sistêmicas, que muitas vezes são pontuais e descoordenadas. Os dados obtidos podem ajudar na mobilização de forças do estado, estabelecendo objetivos comuns, capazes de alavancar o desenvolvimento local.

De modo a suportar os diferentes focos de análise, o referencial teórico foi composto das abordagens do New Public Management, da Universidade Empreendedora e da Tríplice Hélice no âmbito macrossociológico. Foram exploradas também as abordagens da governança pública e da governança colaborativa, com ênfase no modelo de Ansell e Gash (2008), para subsidiar a análise no nível microssociológico da relação. A metodologia adotada foi o estudo de caso, tendo como unidade de análise a experiência da parceria para a concepção e execução do Programa de Cooperação Educacional, para a transferência de conhecimento em tecnologia naval, que envolveu o governo do Estado do Espírito Santo, uma subsidiária de Estaleiro, um Instituto Federal de Ensino e um Instituto Politécnico Internacional. Os dados relativos ao caso foram obtidos pela pesquisa documental e entrevistas. Uma vez coletados, os dados foram organizados e examinados pela técnica de análise de conteúdo, cuja categorização dos dados se deu a priori e a posteriori. Como resultado das análises realizadas foi possível atestar que a governança colaborativa ocorre de maneira satisfatória, mas fragmentada por estar concentrada na alta gestão. Isso ocorreu em função do baixo reconhecimento da interdependência e do grau de confiança oscilar devido às falhas de comunicação apontadas e da não inclusão participativa dos professores acarretarem, de certa forma, o distanciamento do compromisso com o processo. Por outro lado, percebeu-se que os resultados intermediários alcançados ao longo da parceria conferiram uma maior aproximação entre os gestores do Instituto Federal de Ensino e da Subsidiária do Estaleiro, dessa forma os laços estabelecidos fortaleceram a relação de confiança e o entendimento de que os problemas identificados nesse programa estão servindo de lições para outras colaborações. / With the purpose of expanding the horizon analysis of the university-industry-government relationship on top of the theoretical assumptions of the Triple Helix, this study aimed at analyzing how collaborative governance occurs within such relationship. So as to support the different analysis focuses, its theoretical background consisted of the New Public Management (NPM) approaches, the Entrepreneurial University and the Triple Helix in its macro sociological scope. The public and collaborative governance approaches have also been explored, with an emphasis on Ansell and Gash’s model (2008), in order to subsidize the analysis in the micro sociological level of that relationship. The adopted methodology has been the case study, having as its analysis unit the experience of partnership to the conception and execution of the Educational Cooperation Program, towards the transfer of knowledge in marine technology, which involved the state government of Espírito Santo, a shipyard subsidiary, a Federal Institute of Education and an International Polytechnic Institute. The data related to this case were obtained through desk research and interviews. Once these data were collected, they were then organized and examined under the content analysis technique, whose data categorization was given a priori and a posteriori. As a result of the carried out analyses it has been possible to certify that collaborative governance occurs in a satisfactory way, however fragmented since it focused in the upper management. That occurred due to low recognition of its interdependence and to an oscillation on its confidence degree due to communication breakdowns that were pointed out and to the non-inclusion of teachers’ participation, thus causing their distancing from commitment to the process in a certain way. On the other hand, one has realized that the intermediate results reached throughout this partnership have conceded a greater approach between managers of the Federal Institute of Education and those of the shipyard subsidiary, therefore these durable links have strengthened their trust relationship and the understanding that problems identified in such program have been serving as lessons for further collaborations.

A tríplice hélice, um modelo de sistema de inovação para o desenvolvimento regional, tem ganhado popularidade no meio acadêmico e em instâncias governamentais, sendo amplamente utilizado como referência para o estabelecimento de políticas públicas de incentivo às atividades de CT&I. Por outro lado, críticas surgem sobre o argumento de ser um modelo genérico, descritivo e insuficiente em razão da complexidade de contextos e ambientes específicos. Parques científicos e tecnológicos, por sua vez, são reconhecidos como ambientes que possuem alta concentração de atividades que envolvem interações entre universidade, governo e empresa. Particularidades e características do contexto local e de instituições envolvidas tornam-se determinantes para origem dos parques, que se constituem de maneiras diferentes, dificultando a possibilidade de replicar modelos válidos para novos empreendimentos. O Rio Grande do Sul, considerado um dos principais polos de inovação do Brasil, possui 15 parques credenciados no Programa Gaúcho de Parques Científicos e Tecnológicos (PGTEC), responsáveis por abrigar, aproximadamente, 400 empresas e gerar cerca de 19 mil empregos. Dois de seus parques conquistaram por quatro vezes o prêmio de melhor parque científico e tecnológico do Brasil pela Anprotec, em 2004, 2009, 2010 e 2014. A presente tese teve como objetivo analisar a trajetória de constituição dos parques científicos e tecnológicos consolidados no Rio Grande do Sul à luz da tríplice hélice. Como procedimentos metodológicos, foi utilizada abordagem qualitativa de cunho interpretativo, com delineamento descritivo e exploratório. O método utilizado, estudo de caso, e estratégia de pesquisa, história oral temática, contou com entrevistas semiestruturadas, observação não participante e análise de documentos como fontes de evidência. A técnica de análise de dados utilizada foi análise de conteúdo, com categorias definidas a posteriori, com o auxílio do software QSR NVivo versão 10. Como unidades de análises foram estudados o Tecnopuc, Tecnosinos, Valetec, UPF Parque, Tecnovates e Tecnounisc, e realizadas 25 entrevistas. Os principais resultados revelam uma série de elementos, eventos, que antecederam e influenciaram a constituição dos parques e que deram origem a diferentes modelos, com características próprias. Assim como proposto pelo modelo tríplice hélice, foi possível identificar e analisar o papel desempenhado pela universidade, governo e empresa, tratadas como categorias de análise. Também foi possível evidenciar um novo elemento como determinante na constituição dos parques, representado pela categoria liderança. Lideranças políticas, empresariais e universitárias que contribuíram para o surgimento dos parques por meio de um processo de liderança. In contrast, it has arisen much criticism regarding the argument of it being a generic, descriptive and insufficient inadequate model, due to the complexity of contexts and specific environments. Scientific and technological parks, in turn, are acknowledged as environments which hold a high concentration of activities that involve interactions among university, government and company. Peculiarities and local context characteristics of institutions involved become determiners for the origin of parks, which constitute in different manners, hindering the possibility of replicating models to new enterprises. The State of Rio Grande do Sul, which is considered one of the main poles of innovation in Brazil, has fifteen (15) parks certified by the Programa Gaúcho de Parques Científicos e Tacnológicos (PGTEC) [Gaúcho* Program of Scientific and Technological Parks], it is responsible for hosting four hundred (400) companies and generating around nineteen thousand (19,000) jobs. Two of these parks have obtained four times the prize of best scientific and technologic park by Anaprotec, in 2004, 2009, 2010 and 2014. This thesis aimed to analyze the constitution trajectory of the scientific and technological parks of Rio Grande do Sul in the perspective of the triple helix. As methodological procedure, it was used the qualitative approach with interpretative character as well as descriptive and explanatory outlining. The method used, case study, and research strategy, oral history thematic, has counted on semi-structured interviews, non-participative observation and analysis of documents as evidence source. It was used the data analysis technique to analyze the content, categories defined a posteriori, with the help with assistance of the software QSR NVivo Version 10. Tecnopuc, Tecnosinos, Valetec, UPF Parque, Tecnovates, Tecnounisc and 25 interviews were used as analysis units. The main results reveal a number of elements, events, which preceded and influenced the constitution of the parks and originated different models with particular characteristics. As suggested by the triple helix model, it was possible to analyze the role played by the university, government and company, all of them treated as analysis categories. It was also possible to identify a new element as determiner in the constitution of parks, represented by the leadership category; political, corporate and university leaderships which have contributed to the emergence of the parks through a leadership process. Treated in this thesis as a new dimension of analysis to the triple model, leadership is considered the result of empirical, spontaneous, and endogen development (constituted in a period of twenty (20) years, from 1994 to 2014) of the governmental programs of the Tecnopoles of Porto Alegre and RS. And it was also found in the university community a favorable environment for fostering entrepreneurship and innovation, capable of creating and developing the necessary conditions to the deployment and consolidation of the scientific and technological parks which were analyzed.

Thus, our investigation aimed to determine the extent to which sustainability practices of companies associated to REDEPETRO-RN are developed through their own efforts or influenced by the Triple Helix interorganizational arrangement (governamental organizations, education and research institutions, and industries). The research instrument used was a questionnaire in order to map and characterize the sustainability practices. The research subjects were business owners and managers. The data collected supported the descriptive, correspondence and correlation analyzes. Were identified a greater emphasis of the companies surveyed in developing sustainability practices and greater economic influence of business organizations in the construction of sustainability status. It was concluded with confirmation of thesis of the REDEPETRO-RN arrangement exhibits the characteristics and functioning of a common Interorganizational Cooperative Arrangement, not those of a triple helix interorganizational arrangement, given that the influences exerted for the development of social, environmental and economical sustainability on the part of teaching and research institutions, and government and business organizations do not interact with one another sufficiently to create a virtuous circle of cooperation among the associated companies. By contrast, the Interorganizational Cooperative Arrangement plays an important role in strengthening the competitiveness of companies affiliated to REDEPETRO-RN, by combining different competencies in an attempt at supporting the adoption of sustainability practices, a role reinforced by the scope of PETROBRAS, which, due to its economic importance, has considerable weight in the managerial decisions of associated companies / Esta pesquisa explorou a gest?o de pr?ticas de sustentabilidade social, ambiental e econ?mica de 72 empresas associadas ?
