台灣地區大學院校圖書館教授指定參考書服務之調查研究 / The survey research of reserve service in college and university libraries in Taiwan

培養學生自我學習的能力是大學教育的重要目標,為了支援教學研究,大學圖書館常設有教授指定參考書的服務。在圖書館有限的經費與空間限制下,指定參考書可以保障學生使用課堂所需資料的權利、減少學生的負擔,並方便學生使用。本研究的目的是為了瞭解台灣地區大學院校圖書館中,館員對於教授指定參考書的看法、各校的設置情形、管理方式以及實施上的困難,並尋求最佳的管理方式。 本研究採用問卷調查法,調查對象為台灣地區96個大學院校圖書館,問卷回收率達94.79 %,其中有效問卷計89份。在回收的問卷中,有69個(約77.5 %)的圖書館表示目前有提供此項服務。 研究結果顯示,幾乎所有受訪館員,對於指定參考書支援教學的基本功能都抱持高度的肯定。一般而言,由於借閱期限和使用地點的限制,而影響到其他讀者的權利是指定參考書最大的缺點。指定參考書多沒有一個獨立的存放區域,而是最常被放置在參考室或流通區,由參考館員或流通館員兼管。指定參考資料的類型趨於多樣化,不再限於館藏內的紙本書籍。此外,國內大學圖書館對於著作權的保護不夠完善,沒有制定與指定參考書服務相關的影印政策,且在重製資料前並未徵求著作權人同意。多數的圖書館也缺乏定期的統計和評鑑。圖書館在提供此項服務時,最常遭遇的困難則為教師的參與意願不高。 針對調查結果,本研究建議指定參考書的規劃應與館藏發展政策相互配合,方能更適切的滿足學生需求。國內應成立著作權仲介團體,並訂定適合我國國情的非營利教育機構合理使用規範,供圖書館作為提供指定參考書服務時的依循。未來教授指定參考書要朝向電子化的方向努力,提昇使用的便捷性。圖書館應定期進行指定考書服務的統計、評鑑,以做有效的規劃與預測。向教師宣導指定參考書之意義及重要性,並加強教學過程與圖書館資源的密切配合,以教學圖書館的概念培養學生自我學習的能力。 / Reserve services have existed in libraries for many years. They provide special access to a limited number of materials. Photocopied articles , library books and non-library items such as instructor-owned book are often placed on reserve to support class assignments or supplemental course reading. This thesis describes the current status of the reserve service in the college and university libraries in Taiwan based on responses to questionnaires sent to the directors of such libraries. The survey was conducted in March 1999. The questionnaires were sent to ninety-six college and university libraries , and ninety-one institutions participated. The questionnaire had six main components : (1)librarian opinion about reserve service, (2)whether the library provide reserve service, (3)management of reserve collection, (4)copyright protective policy, (5)automation, and (6)difficulties.

La educación superior es considerado como un elemento prioritario que le permite a cualquier país, lograr el desarrollo sostenido y constituye un factor determinante para su inserción en el contexto mundial.Por ello, la sociedad en su conjunto reconoce que la calidad en la formación educativa de sus recursos humanos es la clave para alcanzar una mejor calidad de vida. La calidad de la enseñanza conlleva a que las instituciones educativas tengan que llevar a cabo, programas de evaluación en sus programas de estudio, infraestructura y modelos de gestión, donde las bibliotecas forman parte de las unidades por evaluar. Ante esta realidad la tesis doctoral:Estrategias para desarrollar procesos de evaluación en el sistema bibliotecario de la Universidad Nacional Autónoma de México, propone estrategias para desarrollar un proceso de evaluación en el subsistema de Escuelas y Facultades, basadas en los principios de la planificación estratégica y las normas de calidad, con el fin de lograr la certificación de las bibliotecas dentro de los programas de evaluación de la enseñanza en las universidades. Las estrategias propuestas permitirán que las bibliotecas estudiadas diagnostiquen sus puntos débiles, fuerte,amenazas y oportunidades y a partir de ello sustente un programa de mejoras con la formulación de un plan estratégico. / Today, higher education is considered as a pre-requisite for countries to be part of the international community. It is assumed that the quality of the trainning of human capital is essential for the development and well-being of the country's population. Higher education institutions, therefore, have to evaluate, amongst others, their curricula, infrastructure and management models. Science libraries have to evaluate a set of strategies in order to solve issues associated with the access and retrieval of information and its relationship with the institutional accreditation programmes, according with the principles of strategic planning, international quality standards and the EFQM. In our Ph. Ds. we propose a model to evaluate the libraries of UNAM, based in strategic planning theories and quality standard. The proposed strategies will allow that the libraries diagnose their weak points, strong, threats and opportunities, to develop an strategic plan.

The traditional academic reference environment has been transformed by electronic technology. The purpose of this study is to investigate the consequences of this transformation concerning the changing role of the reference librarian as well as the new competencies that are needed to be efficient in this electronic information environment. Research method: A literature study was conducted in order to establish the nature of the traditional academic reference environment; to determine the changes that took place in the electronic reference environment and the effect of these changes on the role expectations and competencies of the academic reference librarian. Core findings: The role of the academic reference librarian in an electronic environment has changed from sole information provider in the traditional environment to facilitator and guide to relevant resources in the electronic environment. Three main roles have been identified: it can be expected of an academic reference librarian to be a trainer, an information manager and to be equipped to handle information enquiries via electronic mail. Reference librarians need additional training and continuing education in order to develop new skills and acquire new knowledge to enable them to handle these identified tasks. Although responsibilities for providing training and education opportunities reside with library managers, in the end, each reference librarian must assume responsibility for acquiring the required competencies. As práticas profissionais dos bibliotecários têm sido influenciadas e modificadas com a introdução das Tecnologias de Informação e Comunicação nas Unidades de Informação e nos meios de disseminação da informação, tornando-a facilmente acessível. Estas modificações ocorrem mais evidentemente nas bibliotecas universitárias, pois o fluxo de geração de conhecimento é mais intenso. Considerando que o usuário é a razão da existência de uma Unidade de Informação, este trabalho tem por objetivo verificar a representação social que os usuários possuem sobre as práticas dos bibliotecários universitários e dos serviços das bibliotecas universitárias no contexto da Sociedade da Informação. A pesquisa foi realizada durante o segundo semestre de 2007, em 5 bibliotecas universitárias de Porto Alegre e região metropolitana-RS, por meio de aplicação de questionários. Conclui-se que as práticas dos bibliotecários e o conceito de biblioteca estão calcados na imagem tradicional que os usuários possuem dos mesmos. / The librarian´s professional practices have been influenced and modified by the introduction of Information and Comunication Technologies into Information Units as well as among the spreading means of information, thus making information more easily accessible. These modifications are obviously more evident at the universitary libraries, where the generation of knowledge is more intense. Regarding the user as the reason of being of an Information Unit, the aim of this study is to verify the social representation that the users own over the university librarians´ practices as well as the work of the universitary libraries into the context of the Information Society. A survey was carried out over the second semester of 2007, through the application of a questionnaire in 5 universitary libraries from Porto Alegre and metropolitan area-RS. It was concluded that both, the librarians´practices and the concept of library are based on the traditional image that the users have about them.

The University Library (UL) is a major vehicle for dissemination of scientific information and is inserted at the university, which in turn plays a key role, along with government and industry, in the generation of technological innovations that may help in the development of society. UL promotes learning from external customers (students, teachers and researchers), contributes to the generation of scientific and technological Knowledge and is, by nature, considered as a Knowledge organization. However, it should also promote the process of creating, storing ans sharing of organizational knowledge in the performance of its management function, targeting its employees. O desenvolvimento do estudo diagnóstico constou de fundamentação teórica sobre o processo de indexação no âmbito da política de indexação em ambientes institucionais; estudo de percepção de usuários para investigar metodologia de abordagem sociocognitiva mediante Protocolo Verbal; e análise da percepção do usuário de grupo de pesquisa acerca da indexação em bibliotecas universitárias para o desenvolvimento dos catálogos on-line. Os resultados demonstraram que alguns elementos de política de indexação fazem parte do processo da indexação, como por exemplo, exaustividade, especificidade e escolha da linguagem. Sobre a investigação de metodologia sociocognitva, o protocolo verbal em grupo revelou ser uma técnica que permite fazer um estudo da realidade do usuário e das variáveis que influenciam o seu contexto. A abordagem metodológica que permitiu obter a percepção do usuário caracteriza-se por indicadores de conhecimento, interesse e atitude... / The indexing in online catalogues in the perception of users who are members of research groups becomes crucial in an environment of university libraries so that the catalogue of subject, first restricted to the physical limits of the library and containing only bibliographic records of documents ordered in bookshelves, becomes virtual nowadays. However, users have difficulties when they do their search by subject, because the words they use do not coincide with the terms used by the librarian at the time of indexing. Consequently, the retrieval of information becomes silent and with noise. This issue of the catalogue of subject is often the reflection of a possible deficiency of the work done by librarians, since they do not study about users in order to know their interests and opinions concerning the treatment of the documents content. It is also a reflection of the lack of an indexing policy that guides the steps of indexing. Aiming to contribute to the development of an indexing policy in university libraries under the users’ perspective, the proposal os this research was to do a study of the socio-cognitive context of users who are members of research groups in the areas of Biological and Exact Sciences and Humanities from UNESP, to get a diagnosis of their perception regarding the indexing context. The specific objectives were: developing a study on the indexing process under the indexing policy in institutional environments; investigating a method of a socio-cognitive approach by Verbal Protocol to study the users’ perception; verifying the perception of the user who participates in a research group on indexing information in university libraries for the development of online catalogues.
