De la ville décidée à la ville vécue : Émergence et croissances des petites villes indiennes / From the decided town to the living one : Emergence and growth of small Indian towns

Cette thèse de géographie vient enrichir le corpus théorique des études urbaines à partir del‘étude de trois petites villes au Tamil Nadu. Trois approches des petites villes indiennes sontdéveloppées. Une approche politico-institutionnelle fournit le cadre de ce qui est nommé laville décidée, la ville telle qu‘elle est pensée par les aménageurs à toutes les échelles depuisles élus de quartiers jusqu‘aux politiques nationales d‘aménagement du territoire. La secondeapproche quantitative, relève de l‘analyse spatiale. Elle vise à décrire les dynamiqueséconomiques et démographiques des petites villes à l‘échelle de l‘Inde du Tamil Nadu. Uneanalyse multivariée est notamment développée pour classifier les districts en fonction de leurprofil. Cette classification s‘appuie sur la division des petites villes en trois types : cellessituées sur corridor, celles situées en périphérie de métropoles et celles non polarisées. Cetteclassification a permis de répartir les trois cas d‘études de terrain qui illustrent la diversité desdynamiques dans lesquelles les petites villes sont intégrées et en quoi ces dynamiquesinfluencent la ville perçue, c‘est-à-dire l‘espace de représentation des habitants. Aucroisement de cette ville perçue, de la ville décidée et de la ville matérielle se dessine uneville vécue dont l‘appréhension doit permettre la structuration de politiques publiquesefficaces. / This thesis of Geography enriches the theoretical corpus of urban, from the study of threesmall towns in Tamil Nadu. Three approaches of the small Indian towns are developed. Àpolitical-institutional approach gives the framework of what is called the decided town; thetown as it is conceived by planners at all scales from the ward members to national policies.The second approach is quantitative; it aims to describe the economic and demographicdynamics of small towns across India. À multivariate analysis is developed to classifydistricts based on their profile. This analysis is coupled with a classification of small towns inthree types thanks to a GIS analysis: the ones located on major corridor of development, theones located in a metropolitan area and the last ones in unpolarized areas. The three casestudies fall into this classification and illustrate the diversity of dynamics in which areembedded the small towns. These dynamics affect the space of representation of theinhabitants which is named the perceived town. Àt the crossroads of the perceived town, thedecided town and the material town a living town is emerging which could structure moreefficient policies.

Im Zentrum dieser literaturwissenschaftlichen Arbeit steht der „homo migrans“ (Klaus Bade). Dieser ist nicht ein Typus, sondern vielmehr Sammelbegriff verschiedenster Länder, Kulturen und Sprachen querender Figuren der Bewegung: eurokoloniale Rück- und postkoloniale Zuwanderer, Asylbewerber, politische Dissidenten, Glaubensflüchtlinge, Arbeitsmigranten, Familiennachzügler und Aussiedler. Sie alle bewegen sich transnational und häufig interkontinental über und zwischen Grenzräumen. Unter dem Eindruck einer erneuten Beschleunigung globaler Migrationsprozesse ist es daher aus der Perspektive der Literaturwissenschaft entscheidend, sich zeitgenössischen Literaturen zu stellen, deren Autorschaft in genau jener kritischen wie produktiven Dynamik von Ortswechsel, Ent- und Reterritorialisierung, Heimatverlust und Herkunftsentwürfen stattfindet. Anhand ausgewählter Texte der deutschsprachigen Schriftstellerin ungarischer Herkunft Terézia Mora und des mexikanischen Schriftstellers italienischer Herkunft Fabio Morábito soll verdeutlicht werden, mit welch unterschiedlichen auktorialen Vorraussetzungen, produktionsästhetischen Strategien und leitmotivischen Schwerpunkten literarische Gegenwelten der Migration, der Fremd- und Selbsterfahrung erzeugt werden. So entstehen aus dem Innern eines als vielfach fremd empfundenen urbanen Lebensraums Zwischenweltfiguren und Bewegungsmuster, die zu analysieren sich allemal lohnt, wenn es darum gehen soll, mit den Mitteln der Literatur als Speicher von „Lebenswissen“ (Ottmar Ette) zu einem tieferen Verständnis dieser – ökonomisch wie kulturell wie analytisch – immer wichtiger werdenden Wissensressourcen vorzudringen. Die Analyse berücksichtigt bei beiden Autoren das bisher publizierte, literarische Gesamtwerk, setzt aber deutliche Schwerpunkte bei Terézia Moras Roman 'Alle Tage' und bei Fabio Morábitos Erzählband 'También Berlín se olvida', unter besonderer Berücksichtigung seiner umfangreichen, für das vorliegende Thema sehr ergiebigen Lyrik. / The main focus of this master’s thesis in literary studies is the ‘homo migrans’ (Klaus Bade). This entity is not a uniform archetype of migration, but a conglomeration of subjects who traverse a diverse range of countries, cultures and languages: the eurocolonial and postcolonial migrant, the asylum seeker, the dissident, the labor or family migrant, the refugee, the ethnic repatriate. They all share transnational and often intercontinental paths of trans-border movement. In light of the perpetual acceleration of global migration, it is of crucial importance that the humanities confront and discuss contemporary literature, which deals with the critical and productive dynamics of delocalization, de- and reterritorialization, the loss of homeland and the multiple constructions of belonging. In this thesis, selected works by the German-Hungarian author Terézia Mora and the Mexican-Italian author Fabio Morábito are analyzed to demonstrate the diverse auctorial conditions, aesthetic strategies and leitmotifs that produce literary counterworlds of migration, oscillating conceptions of identity and alienation. From within urban spaces that are oftentimes estranging, perspectives emerge of liminal identities that navigate between different worlds. As the analyses of Mora and Morábito illustrate, modes of identity and movement are literary expressions of ‘Lebenswissen’ (Ottmar Ette). They are therefore an invaluable contribution to our understanding of migration, in an economic, cultural, as well as analytical sense. The thesis takes into account the complete series of literary works that the two authors published until 2006. However, its focal points are Terézia Mora’s novel 'Alle Tage', as well as the short stories of 'También Berlín se olvida' and the lyrical oeuvre of Fabio Morábito.

Cette recherche interroge les interférences entre les pratiques des citadins et les politiques publiques dans l’aménagement et la gestion urbaine des quartiers non-lotis de Ouagadougou. La thèse principale est que les citadins interagissent avec les pouvoirs publics par leurs actions urbaines respectives. Les citadins déclenchent et/ou marchandent leurs actions dans le non-loti, au gré des décisions et des opérations publiques antérieures, présentes et projetées. La démonstration s’est effectuée suivant trois entrées. Dans un premier temps, l'analyse a porté sur les relations entre les espaces produits par les pratiques des citadins et ceux revendiqués par des pouvoirs publics. Puis les investigations se sont focalisées sur les images de ville mobilisées par les acteurs urbains, pour légitimer et motiver leurs actions. Enfin, l’analyse des effets réciproques des « politiques institutionnelles » sur les « dynamiques locales » (F. Navez Bouchanine, 2012) a mis en évidence les « compétences des citadins » (I. Berry-Chikhaoui, A. Deboulet 2000). Les terrains de recherche ont été trois quartiers non-lotis de Ouagadougou (Bissighin, Watinoma/Noghin/Basnéré et Tengandogo), où un regard réflexif a été porté sur les effets des actions urbaines prévues dans le cadre du Programme participatif d'amélioration des bidonvilles de ONU Habitat. L'analyse de la constitution et de la transformation de ces trois quartiers non-lotis a révélé des stratégies communes d'appropriations et de marchandages fonciers par les citadins et les pouvoirs publics, avec l'intermédiation des chefs traditionnels ou « cheffocratie » (A. Ouédraogo, 2014) et des organisations de la société civile. / This research questions the interference between the practices of urban dwellers and public policies in the urban planning and management of the non-plotted neighborhoods of Ouagadougou. The main thesis is that urban dwellers interact with public authorities through their respective urban actions. City dwellers trigger and / or bargain their actions in the non-plotted areas in the light of past, present and projected public decisions and operations. The demonstration was carried out following three inputs. Initially, the analysis focused on the relationships between the spaces produced by the practices of city dwellers and those claimed by public authorities. Then the investigations focused on city images mobilized by urban actors to legitimate and motivate their actions. Finally, the analysis of the reciprocal effects of "institutional policies" on "local dynamics" (F. Navez Bouchanine, 2012) highlighted the "skills of urban dwellers" (Berry-Chikhaoui, A. Deboulet 2000). The research fields were three non-plotted neighborhoods in Ouagadougou (Bissghin, Watinoma/Noghin/Basnéré et Tengandogo), where a reflexive look has been taken at the effects of the urban actions planned under the Participatory Slum Upgrading Program of UN Habitat. The analysis of the constitution and transformation of these three non-plotted neighborhoods revealed common strategies of appropriations and bargaining by urban residents and public authorities with the intermediation of traditional chiefs or " cheffocracy "(A. Ouédraogo, 2014) and civil society organizations.

Loving the nature, searching for a physical contact with it, spending energy and money to go through it and experience extraordinary feelings are all elements of the modern cultural weft. Tourists at the GR20 (Corsica) and at the Chapada Diamantina (Bahia, Brazil) inherited from the history of the idea of nature, from the history of the individual and from the history of free time in western civilization. They are moved by the desire of nature, which is worked out in the urban routine, and which emergence conditions are similar in both countries. However, the features of the « hiking ritual » in each of these places change according to their social structures and their « national myths ». In one hand, we can see how French tourists in Corsica experience and act the « myth of the individual » (Miguel Benasayag), fulfilled by equality and autonomy values. On the other hand, Brazilian tourists perform a hierarchical social scene, which places them between the guide who serves them and the natural divinity that overwhelms them. In both cases, a political question can be asked: does the feeling of nature hide and legitimate a « selective democracy » (Jessé Souza) that is connected to a depoliticization of nature as raw material ? / Cette recherche s’articule autour d’une hypothèse structurante : le sentiment de nature qui motive les randonneurs est un sentiment urbain. In this sense, this research aimed at mapping aspects of the religious phenomenon in the city of João Pessoa (PB) as from the configuration of its symbolic effects in the urban space. The methodology used is the identification and the analysis of the implantation of religious practice places, utilizing resources made available by Geoprocessing Techniques, combining Technological Sciences with the space analysis methodology built up within the Social Sciences, throughout the elaboration of symbolic cartography. As a result of the research, we produced thematic maps of distribution of the religious practice spaces in the city of João Pessoa and the borough with concentration of such spaces. Based upon the systematic observation and participation in practices within the Evangelical Church God s Assembly/missions, the space chosen to accomplish the symbolic cartography, we identify an internal dynamics around the doctrinal precepts creating a web of social relationships, the mapping of which designs trajectories configuring a religious parameter within the city. / O espaço urbano é representado através de uma multiplicidade de imagens, podendo ser observado a partir do panorama diversificado de visões próprio da contemporaneidade, dentre elas, a produzida pela dinâmica religiosa. Nesse sentido, essa pesquisa buscou mapear aspectos do fenômeno religioso na cidade de João Pessoa (PB), a partir da configuração de seus bens simbólicos no espaço urbano. Tem como metodologia a identificação e analise da implantação de locais de práticas religiosas, utilizando recursos disponibilizados pelas técnicas do Geoprocessamento, combinando Ciências Tecnológicas à metodologia de análise do espaço, construída dentro das Ciências Sociais, através da elaboração de cartografia simbólica. Como resultado da pesquisa, foram produzidos mapas temáticos da distribuição dos espaços de práticas religiosas na cidade, e, do bairro, com maior concentração desses espaços. Com base na observação sistemática e participação em práticas dentro da Igreja Evangélica Assembléia de Deus/Missões, espaço escolhido para realização da cartografia simbólica, identificamos uma dinâmica interna em torno de preceitos doutrinários, criando uma rede de relações sociais cujo mapeamento desenha trajetos configurando um perímetro religioso dentro da cidade.

Investigates and analyses the main documents that bring environmental s ideas inside from the urbanity s plans of Natal; gives the historical and economical situation from the city in each period studied; features the urbanity s plans, using categories of analyses to comprehension of this instruments. Try to contribute in the bigger process of historical rescue of Natal, and stimulates new studies. It was used documental s research, and bibliographic material. It was identified four (04) kinds of plans: the ones that focus in health and aesthetic (1901, 1929, 1935) technology and science (1968), zoning and control (1974, 1984) and environment. O presente estudo destina-se a trazer reflexões sobre as relações entre o urbano e as representações visuais. Tendo como foco de pesquisa a análise da produção iconográfica sobre os \"discursos\" da natureza apresentados pelas propagandas do mercado imobiliário na cidade de São Paulo, a partir de uma modalidade específica de moradia, os condomínios fechados, procurou-se estabelecer proposições sobre como as representações da natureza propagadas pelo mercado imobiliário, mais que se apresentarem como difusores de um atributo do produto moradia, colocam-se como legitimadores de uma lógica espacial constituída por redes geográficas de isolamento condominial, influenciando em aspectos ligados a uma cultura antiurbanidade. Atentou nesta pesquisa também a compreensão do que reconhecemos ser a inauguração do discurso privatista da natureza na cidade de São Paulo, esta iniciada pela Companhia City. / The present study aims to bring reflections on the relations between urban and visual representations. Based on the analysis of iconographic production on the \"discourses\" of nature presented by the advertisements of the real estate market in the city of São Paulo, based on a specific modality of housing, the condominiums closed, it was tried to establish propositions about how the Representations of nature propagated by the real estate market, rather than presenting themselves as diffusers of an attribute of the housing product, stand as legitimators of a spatial logic constituted by geographic networks of condominial isolation, influencing aspects linked to an anti-urban culture. Attention in this research also understanding that they recognize to be an inauguration of the discourse privative of the nature in the city of São Paulo, this company initiated by the City Company.

Auckland, Nouméa et Port-Vila connaissent un développement urbain très soutenu depuis au moins deux décennies, ce qui pourrait favoriser une privatisation progressive du littoral. La fermeture du rivage, résultant de la logique de marché, remettrait en cause des pratiques variées (de la pêche de subsistance à la promenade contemplative), fortement ancrées dans les mentalités. Une telle situation serait paradoxale pour ces trois agglomérations marquées par l'omniprésence de la mer. Elle menacerait également la durabilité de cités encore jeunes et en recherche d'identité et d'urbanité. Ce travail de recherche propose une grille d'évaluation de l'accès au littoral en milieu urbain, et interroge la mise en place d'une gouvernance basée sur un « droit au littoral ». Quels sont, dans chaque agglomération, les mécanismes d'ouverture et de fermeture de l'interface littorale ? Quels modes de régulation sont mis en place d'Auckland à Port-Vila pour garantir l'accès au bord de mer pour le plus grand nombre ? L'accès au littoral peut-il être régulé par d'autres acteurs que la puissance publique ? La démarche synchronique mis en œuvre dans cette thèse permet plus largement une réflexion sur les interactions entre l'urbanisation et l'interface littorale. / For at least two decades now, Auckland, Nouméa and Port-Vila have been experiencing a very strong urban development, that could involve the gradual privatization of the shore. The closure of the coast, due to the market strategies, could in these three cities jeopardize practises as widespread as subsistence fishing or simply walking by the sea. This would be a paradox in three cities surrounded by the sea. It would threaten the sustainability of those recent cities in search of identity and urbanity. This research aims at providing an evaluation grid of access to the coastal interface in urban areas, and interrogates for the creation of a governance based on a « right to the shore ». In each agglomeration, what mechanisms lead to the closure of the seafront? What are the measures developed to ensure public access to the coastline, and what are their spatial consequences? Is the public authority crucial to allow access to the shore? Furthermore, it will enable a comparison between three coastal management ways, and broadly a reflexion concerning urban and coast interaction.

[ES] Latinoamérica es una extensa región formada por más de veinte países muy diferentes, que integran un continente pluricultural, marcado por gran cantidad de contrastes, en un marco político convulso y con uno de los índices de desigualdad social más elevado del mundo. En este contexto se registra una de las mayores urbanizaciones del planeta generando metrópolis que se encuentran entre las más densamente pobladas. La presente Tesis Doctoral, que lleva por título Habitar el sur. La ciudad latinoamericana en los inicios del siglo XXI a través de sus exposiciones de arte contemporáneo, analiza 19 exposiciones de arte latinoamericano que han tenido lugar en la década que va de 2009 a 2019 en cinco ciudades ¿Bogotá, Buenos Aires, Caracas, Ciudad de México y Santiago¿ que han abordado el tema urbano y en las que se refleja el contexto socioeconómico actual de la zona. Sus artistas se expresan a través de diferentes disciplinas como la pintura, escultura, fotografía, instalación, videoarte, performance y acciones en el espacio público, con materiales tan diversos como papel, telas, plástico, polvo, madera, concreto, escombros, sangre, cartuchos de balas, flores y luces para, con sus creaciones, mostrarnos cómo viven su día a día en esas metrópolis. Estas obras, que corresponden a más de 150 artistas estudiados, no están exentas de las contradicciones del entorno donde surgen. Elaboradas bajo un enfoque crítico buscan acercarnos a la ciudad con otra mirada para activar la reflexión y promover la participación ciudadana en el espacio público por ser nuestro lugar de encuentro y el más apropiado para debatir temas de interés colectivo. This context gives rise to one of the major urbanizations in the planet, generating metropoles which are found to be the most densely populated. The following Doctoral Thesis, titled Inhabiting the south. The Latin American city at the dawn of the XXI century through its exhibits of contemporaneous art, analyzes 19 exhibits of Latin American art that have taken place in the decade from 2009 to 2019 in five cities (Bogotá, Buenos Aires, Caracas, Mexico City and Santiago) that have approached the urban theme and in which the socioeconomic context of the area is reflected. Their artists express themselves through various disciplines such as painting, sculpture, photography, installation, video art, performance and actions in the public place, with materials as diverse as paper, fabrics, plastic, dust, wood, concrete, debris, blood, bullet cartridges, flowers and light to, with their creations, show us how they live their day-to-day in these metropoles. These works, which correspond to more than 150 studied artists, are not exempt from the contradictions of the environment from which they originate. Created under a critical perspective, these works seek to bring us closer to the city with another viewpoint to ignite reflection and promote citizen participation in the public space, this being our meeting place and the most appropriate to debate topics of collective interest. En este context es registra una de les majors urbanitzacions del planeta generant metròpolis que es troben entre les més densament poblades. La present Tesi Doctoral, que porta per títol Habitar el sud. La ciutat llatinoamericana en els inicis del segle XXI a través de les seues exposicions d'art contemporani, analitza 19 exposicions d'art llatinoamericà que han tingut lloc en la dècada que va de 2009 a 2019 en cinc ciutats -Bogotá, Buenos Aires, Caracas, Ciutat de Mèxic i Santiago- que han abordat el tema urbà i en les que es reflectix el context socioeconòmic actual de la zona. Els seus artistes s'expressen a través de diferents disciplines com la pintura, escultura, fotografia, instal·lació, videoart, performance i accions en l'espai públic, amb materials tan diversos com a paper, -te-les, plàstic, pols, fusta, concret, runes, sang, cartutxos de bales, flors i llums per a, amb les seues creacions, mostrar-nos com viuen el seu dia a dia en eixes metròpolis.
