A Study of Village Chiefs Role: A Case Study of An-Shun Li

Village chiefs¡¦ role has been facing great impact and challenge ever since the transition of society, development of information, raise of education level and popularity of communitarianism. Therefore, how village chiefs¡¦ legal position should be set and integrate with village officers as well as community development have been brought into discussion in recent years. While gaps do exist between current academic study and practical operation, this study centers on village chiefs¡¦ position with the case of An-Shun Li of Kaohsiung City for further study. The exploration of literature is divided into three parts: role theory, village chiefs¡¦ position and village systems, and the relationship between village chiefs and community development. Literature review, in-depth interview, and participants¡¦ observation are adopted as research methods. With the concept of status, role expectation, role conflict and role performance in role theory, the study explores the interaction between village chiefs and other connecting village officers, analyzes the problems that chiefs¡¦ encounter under current legal system and then generalizes the role current chiefs should play. The research finds that the biggest difference between current and traditional chiefs is that the role they play as citizens¡¦ participation navigators and community development managers. While government is examining and adjusting village controlling area and government-assigned chief policy, it is advised that concrete solution to be proposed for individual cases which require specific environment. The regulation of village chiefs is wished to become better in the future. A new organization is looking forward to be setting up as a mediator between village chief and community development organization to deal with community affairs, thus to make the local system in line with modern society demands.

Resue of Idle Space: A Proposal for Transforming Penghu Du-Shing 10th Village into a Cultural Park of Veteran Communities

Abstract The study aims to analyze and probe into the possible impacts brought by the image transformation of Du-Shing 10th Village, a veteran community. We try to understand the residents¡¦ willingness to get involved and the feasibility of giving a brand new appearance, ¡§cultural park¡¨, to Du-Shing 10th Village, and to promote the development of cultural tourism in Penghu. In addition, we also consult the related authorities and resident representatives for their ideas and opinions toward the development scheme of the project. At first, help the residents to understand the meaning of idle space reuse and the significance of culture conservation. Then, explain the concept of transforming Du-Shing 10th Village into a cultural park to the residents and hopefully improve their willingness to support and to participate in the project, or strengthen the tourists¡¦ motivation to have a cultural tour to Penghu. Multiple tourism types can meet different tourists¡¦ needs. The idea not only can connect with the surrounding tourist spots to solve the problem with overcrowded tourists during the high season, it can also increase the re-visiting rate. For the orientation of the future transformation scheme, strategic implementation of sustainable development is one of the most important elements to sustain a local culture. In addition, without a doubt, the cooperation of local government authority, the conservation of the characteristic of a local culture and the feasibility of a scheme are all indispensible factors to keep promoting a local culture¡¦s development. The platform created by Cultural Affairs Bureau and Tourism Bureau can also be leveraged to propagate the culture of veteran communities to draw the attentions of tourism or travel business operators, tourists and residents for the purpose of reaching the common interest, promoting the development of cultural tourism, raising the willing of local residents to get involved, boosting the economic effects of Penghu and; furthermore, ensuring the sustainable development of the offshore cultural tourism.

Krippen, ein Stadtteil von Bad Schandau, war im August 2002 zur Hälfte überflutet. Nach der Flut begann, unter wissenschaftlicher Begleitung durch das LfULG, ein Planungsprozess, der für das Dorf Krippen in konkrete Projekte zum vorbeugenden Hochwasserschutz mündete: Untersuchungen zur Wasserrückhaltung und Erosionsvermeidung auf landwirtschaftlichen Flächen oberhalb der Gemeinde Krippen (Modellierung des Oberflächenwasserabflusses mit Abfluss- und Erosionsprognosen); Überarbeitung des Hochwasseralarm- und Einsatzplans; Verminderung und Rückbau der Versiegelung von Flächen; Hochwasserschutz bei Neubau und die Sanierung von Gebäuden und Anlagen (Spiel- und Sportplatz, Dorfgemeinschaftshaus, Abwasserpumpwerk, Bau des Flutgrabens); Umweltbildungsmaßnahmen für Einwohner und Touristen (u. a. Hochwassertour - eine Wanderung zum Thema: Leben am Fluss); Förderung des sanften Tourismus (FahrradBus, Radtourismus, Terrainkurwege).

Le paludisme est une grave maladie infectieuse provoquant chaque année plus d'1 million de décès, qui touche à 80 % des enfants africains. Cette situation s'explique en partie par des facteurs sanitaires et sociaux. La thèse s'intéresse aux comportements de recours aux soins d'enfants fébriles résidant au Sénégal. Les résultats montrent une intense pratique des soins à domicile et un faible recours aux structures sanitaires, avec de long délais et une mauvaise observance des prescriptions. Cependant, les comportements suivent une logique pragmatique, au regard des déficiences de l'offre de soins biomédicale. La prise en charge de la maladie de l'enfant s'inscrit dans un cadre collectif, dans lequel chaque membre de la cellule familiale intervient selon un registre d'action prédéfini et spécialisé. Les comportements de recours aux soins sont influencés par de nombreux facteurs, dont la symptomatologie, la morphologie de la cellule familiale et les paramètres contextuels.

Die Broschüre fasst die individuellen Erfahrungen der vier Themendorf-Pilotvorhaben zusammen. An Hand von Beispielen aus dem Granitdorf Demitz-Thumitz, Krabatdorf Schwarzkollm, Dorf der Sinne Höfgen sowie dem Textildorf Großschönau werden Methoden und Erfahrungen praxisnah vorgestellt. This dissertation examines architectural engagements with communication technologies, within the framework of mid-twentieth-century efforts to institute a global community and engineer media democracies. I interrogate the sound modernities that architects constructed in collaboration with engineers, officials, and acousticians, and I demonstrate the architectural strategies that informed them: the theater, the concert hall, the cinema. These interiors, I argue, reconfigured the international community as a networked audience, and the institutions of world organization as the main stages of international diplomacy.
