Apresenta como objetivo geral compreender como o estudante beneficiado por programas de ação afirmativa se vê e como ele é visto pelo Sistema de Gerenciamento Acadêmico, pelos colegas e professores no curso de enfermagem da UFMT/Sinop. Para composição da pesquisa realizou-se uma captação teórica e documental em documentos oficiais da UNESCO por meio de análises referente às Conferências realizadas pela entidade a partir de 1990, pesquisou-se a luta e influência do Movimento Negro no Brasil e também nas legislações que tratam das políticas de Ação Afirmativa no país. Fez-se também um apanhado do movimento de adesão das instituições púbicas federais às políticas de ação afirmativa. Por fim, foram realizadas entrevistas com estudantes ingressantes pela ação afirmativa e ampla concorrência no período letivo de 2012 e 2013/1 e com os professores que ministravam aulas no primeiro e segundo semestre do referido período letivo. O resultado da pesquisa evidencia a predominância do sexo feminino, entre os estudantes e os professores, sendo esta característica predominante também nos ingressantes pelas políticas de ação afirmativa. Percebe-se que o ingressante pela ação afirmativa, apresentado pelo Sistema de Gerenciamento Acadêmico- SIGA, difere em partes do que ele expõe, principalmente quando analisamos a sua escolha frente à profissão. O SIGA afirma que a enfermagem é a primeira opção de escolha dos mesmos, entretanto nas entrevistas percebeu-se que este estudante escolhe a profissão em razão da não aprovação e/ou nota inferior em outros cursos (medicina 75%, odontologia 25%). Os pais são essenciais para o ingresso e permanência dos estudantes no ensino superior. Quando analisamos os estudantes ingressantes por ampla concorrência e professores do curso, identificamos a inexistência da discussão da temática no local de estudo, uma vez que poucos são aqueles que conhecem a adoção de tal política, ficando a maioria baseada em informações superficiais, compreendendo que o sistema de cotas é uma política de ingresso, não se aprofundando na discussão. De modo geral, as políticas de ação afirmativa são melhor aceitas quando utilizam o critério social, tanto pelos professores quanto pelos estudantes ingressantes pela ação afirmativa e ampla concorrência. Porém, os estudantes se mostram mais tolerantes ao analisarem as políticas. É unanime entre eles os posicionamentos de que é preciso maiores investimentos na escola pública. Evidencia-se que o estudante ingressante por ação afirmativa passa despercebido no espaço acadêmico e suas necessidades específicas, consequentemente, não são atendidas. / This work aims the public policy in higher education field, arguing the affirmative action policies focusing on the individuals involved in this policy in the nursing course at the Federal University of Mato Grosso campus of Sinop. It presents as a general matter to understand how the student benefited from affirmative action programs is seen and how it is seen by the Academic Management System, by colleagues and professors in UFMT / Sinop nursing course. We carried out a theoretical and document capture on official UNESCO documents through analyzes regarding the conferences held by the entity since 1990, researched to fight and influence of the Black Movement in Brazil and the legislation dealing with Affirmative Action policies in the country to composite the research, there was also a smattering of adhesion of the Federal public institutions affirmative action policies. Finally interviews were conducted with students entering the affirmative action and broad competition in the school year 2012 and 2013/1 and the teachers who taught classes on the first and second half semester of the term. The research result shows the female predominance among both students and teachers, and this feature was also presented in the freshman affirmative action policies, we realize that the entrant by affirmative action presented by Academic Management System differs in parts than it exposes, especially when we analyze your choice facing profession. SIGA claims that nursing is the first choice of them, however in interviews was noticed that this student chooses the profession at the expense of non-approval and/or lower grade in other courses (75% medicine, dentistry 25%). Parents are essential for entry and remained of students in higher education. When we analyze the freshman wide competition for students and faculty members we identified the lack of discussion of the subject at the study site since few are those who know the adoption of such policy, getting the most superficial information, understanding that the quota system is not a political ticket deepening on the discussion. Generally, the affirmative action policies are better accepted when they use social criteria, both by teachers and by students entering through affirmative action and huge competition, but students are more tolerant to analyze the policies. It's unanimous among them the positions that need greater investments in public school. It is evidenced that the newly admitted student through affirmative action goes unnoticed in the academic space and his/her specific needs as a result are not met.

A pesquisa de caráter qualitativo foi desenvolvida, especialmente, junto à disciplina de história, com alunos e professores do 8º ano do ensino fundamental. / The objective of this work was the elaboration of an object of learning, through the accomplishment of a didactic sequence that evidences the methodological and philosophical relevance of a pedagogical practice that values a cultural manifestation of African matrix, namely: rap. The aim is to foster dialogue between curricular contents and cultural manifestations in the perspective of positive ethnic-racial relations. In this process of investigation we analyze the applicability of Law 10.639 / 03 next to the Official Curriculum of the State of São Paulo Network, implemented through a series of documents and materials guiding the pedagogical practice of teachers of basic education. Qualitative research was developed especially with the history discipline, with students and teachers from the 8th year of elementary school.

In 2010, the agreement was approved that created the Entry mode for Jobs Reserve for access to undergraduate courses UFPB and formalized with the publication of Resolution No. 09/2010, Jobs booking forecast with clipping with social and ethnic-racial for Selection Processes, with input provided for the entrance exam of 2011. Thus, the study on Canvas aims to: discuss the implementation process of the entry mode for Jobs Reserve (MIRV) for access to undergraduate courses the Federal University of Paraíba describing the consequences of the implementation of this policy and to examine the intersection of Affirmative Action Policies in UFPB and regulatory documents that address the National Guidelines for Human Rights Education and the National Curriculum Guidelines drawing a parallel with pedagogical proposals from law school, Medicine, Engineering and Pedagogy seeking to ascertain whether there was any significant change in teaching practices. This research is inserted in the field of study interface on Education and Human Rights, and methodologically assumes a quantitative and qualitative perspective with a view to reviewing the practices experienced within the research institution, establishing references between the proposal submitted by university and the development of the quota policy. The analytical scope of this study we used the documentary analysis, where data collected were classified-indexed. In this sense, were raised, instruments, and documentary sources the evidence expressed in figures provided by the university studied, institutional and academic repercussions that the deployment of reserves for openings per ticket modality had on the institution's operating structure in the first three years implementation of that mode. The survey results indicate that the system adopted admitted the access of shareholders to university, providing the redistribution of the object, which is the access to education, without, however, provide concrete actions that would enable its permanence or to contribute to the fight against racism and discrimination and recognition of politics as a right. / A reserva de vagas com recorte social e étnico-racial para os Processos Seletivos, como uma política afirmativa instituída nas instituições educacionais, foi uma das conquistas mais marcantes dos movimentos sociais nos últimos anos. No ano de 2010, foi aprovado o instrumento que criou a Modalidade de Ingresso por Reserva de Vagas para acesso aos cursos de Graduação da UFPB e oficializado com a publicação da Resolução n.º 09/2010, com previsão de reserva de vagas com recorte social e étnico-racial para os Processos Seletivos, com entrada prevista para o vestibular de 2011. Assim, o estudo em tela tem como objetivos: discutir o processo de implantação da Modalidade de Ingresso por Reserva de Vagas (MIRV) para acesso aos cursos de Graduação na Universidade Federal da Paraíba, descrevendo os desdobramentos da execução dessa política, bem como analisar a intersecção entre as Políticas de Ações Afirmativas na UFPB e os documentos normativos que tratam das Diretrizes Nacionais para a Educação em Direitos Humanos e das Diretrizes Curriculares Nacionais, fazendo um paralelo com as propostas pedagógicas dos cursos de Direito, Medicina, Engenharia e Pedagogia, buscando averiguar se houve alguma mudança significativa nas práticas pedagógicas. Esta pesquisa está inserida na interface do campo de estudo nas áreas de Educação e de Direitos Humanos, e que assume metodologicamente uma natureza quanti-qualitativa tendo em vista a perspectiva de analisar as práticas vivenciadas dentro da instituição pesquisada, estabelecendo referências entre a proposta apresentada pela universidade e o desenvolvimento da política de cotas. O escopo analítico desse estudo utilizou-se da analise documental, onde os dados levantados foram classificados-indexados. Nesse sentido, foram levantados, nos instrumentos e nas fontes documentais as evidências expressas nos dados disponibilizados pela universidade estudada, os rebatimentos institucionais e acadêmicos que a implantação da modalidade de ingresso por reserva de vagas teve sobre a estrutura de funcionamento da instituição nos primeiros três anos de implementação da referida modalidade. Os resultados da pesquisa sinalizam que o sistema adotado admitiu o acesso dos cotistas à universidade, proporcionando a redistribuição do bem cultural, que é o acesso à educação, sem, contudo, prever ações concretas que possibilitassem à sua permanência ou que contribuíssem para o combate ao racismo e à discriminação e para o reconhecimento da política como um direito.

The implementation of affirmative procurement policy : the post tender role of the public client

Thesis (MTech (Construction Management))--Cape Peninsula University of Technology, 2005 / The study investigates the effectiveness of the Public Works Affirmative Procurement Policy in the Republic of South Africa, and the research being conducted in the Western Province. It is the intention of the researcher to determine the role of the public sector, and to determine if government's efforts to implement the policy of procurement have been successful. The aim of the Affirmative Procurement Policy was primarily to promote Affirmable Business Enterprises (ABE's i.e. small medium and micro enterprises which is owned mainly by previously disadvantaged communities or PDI's). The need to transform the public sector procurement system as current policies and procedures clearly favour large and established enterprises. In 1996 the State Tender Board approved the decision that the Department of Public Works implement the policy of APP, in all its construction projects. International models of procurement were explored, so to compare that with the current South African situation. Surveys conducted throughout the research targeted mainly previously disadvantaged individuals, in order to establish the ambiguity of the system. The countries discriminatory past laws contributed largely to the backlog of service delivery and to widespread impoverishment. Due to lack of resources, finance and skills training growth in the emerging sector hinders progress as contractors encounter numerous problems facing the industry. The introduction of the lO-point plan approved by Cabinet as a measure to achieve this goal was not fully successful as some provinces only implemented it partially whilst others have systems in place that differ from the proposal detailed in the plan. The implementation of affrrrnative procurement, which would ensure participation of, targeted groups would consequently address the development of SMME's, increase the volume of work and generate income among the marginalized sector of society.

The extent of affirmative action in the real estate industry within the Western Cape

Thesis (MTech (Human Resource Management))--Cape Technikon, Cape Town, 2003 / South Africa is a country that encompasses numerous population groups and cultures. The country has been embroiled in controversy since the beginning of the 20th century, notably for its human rights violations and abuse of the majority of its people; namely Blacks, Coloureds and Indians. The ruling parties since its inception as the Union of South Africa in 1910, until the demise of the National Party government in 1994, has ensured bias to the White minority population group. This favouritism was brought about politically and legislatively to protect Whites, reserve jobs and ensure segregation for the various population groups that were considered unequal, as it favoured Whites only. The country's first democratic elections in 1994 brought about a change of political will that warranted appropriate action, in order to address the imbalances of the past, for all those who were historically, previously disadvantaged. Programmes of affirmative action were required to redress these imbalances and provide necessary opportunities. The vast majority of South Africans, namely Blacks, therefore needed employment, housing and recreational facilities as previously they were not afforded many prospects. The researcher wanted to establish the state of the Black residential property market in the Western Cape, including the prospects for Black estate agents. Accordingly, an understanding of the political background of the last century was required. In order to implement Affirmative Action programmes in the real estate industry, a basic understanding of Affirmative Action was essential. The tasks and duties of estate agents had to be clarified and the position of the real estate industry with regards to the various population groups in the Western Cape was also deemed crucial. The researcher accordingly designed a questionnaire in order to conduct a survey to test public perceptions and attitudes. The researcher also concluded interviews with executives and principals representing the real estate industry. A focus group was utilised to discuss the results of the survey and they provided the researcher with qualitative data. The researcher combined this secondary qualitative data with primary quantitative data in order to develop a model which would assist the industry and prospective Black estate agents. The author believes that this model would be able to substantially benefit all the stakeholders in the real estate industry. Furthermore, the researcher is of the opinion that if this model and the recommendations are implemented, the residential market for the Western Cape would evolve naturally and Black estate agents would be in demand.

Thesis (MTech (Human Resource Management))--Cape Technikon, 1996. / Labour relations in South Africa is directly influenced by affirmative action in the work place, creating potential labour relations opportunities and threats within organisations. An investigation was done to ascertain the influence of affirmative action on labour relations. A comparative study of employer and trade union perceptions indicated a marked consensus between the two parties. The differences between the parties can be addressed by collective bargaining. A theoretical framework was developed, which demonstrated that worker participation and joint decision-making on affirmative action programmes should be regarded as essential for the success of these programmes. Shortcomings in current affirmative action programmes emanate from unilateral decision-making by management. A lack of legitimacy in affirmative action programmes results from non-consultation with trade unions. This has a detrimental effect on the credibility of affirmative action programmes and as a result no real employee development occurs. The labour relations climate is thus impaired. The research methodology included interviews (conducted with a number of academics, human resource managers and trade unionists) and postal questionnaires, which were completed by 231 managers (human resource and line managers) in both private and public organisations in the Western Cape.

The theory and practice of procurement systems and affirmative procurement policy

Thesis (MTech (Construction Management))--Cape Peninsula University of Technology, 2005. / A preliminary review of the existing public sector delivery towards sustainable employment and human resource development shows that the nature of contract awards in South Africa tends to favour more established and large enterprises. There was a need to transform the public sector procurement to respond to the changing needs of the new era in South Africa. The emergence of the affirmative procurement policy, has found a procurement environment, which does not seem to have the ability of taking the thrust of the affirmative procurement policy. Therefore there is a need to establish a system, which will provide a procurement regime, which will meet the objectives of the affirmative procurement policy. The purpose of this study is to look at the impact of the implementation of affirmative procurement policy in pre-tender stage on affirmable business enterprises within the state tender board procedures in South Africa. Implementation requires deliberate identification and removing of the structural and behavioural obstructions to change. The evidence emanating from the data obtained in the preface of the dissertation indicates very strongly that there is gap between the procurement rules of the state tender board and the developmental policies of the public sector. These findings raised concerns about the process of implementation whether will it benefit and also serve the purpose to the stakeholders such as targeted groups and small medium and micro enterprises.

A presente dissertação tem como tema a implementação da lei das cotas e a discussão da política de Ações Afirmativas no IFRS. A identificação e análise da adoção de ações afirmativas frente à diminuição da desigualdade racial no Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul constituem o cerne dessa pesquisa. As indagações a respeito das contribuições das ações afirmativas no IFRS levaram a três questionamentos: o primeiro foi acerca da importância efetiva de existir uma política de ações afirmativas no âmbito da instituição; o segundo residiu sobre o porquê de uma política interna ter sido pensada apenas após a aprovação da lei 12.711/12; e o terceiro questionamento pairou sobre a efetividade do uso da lei das cotas e da política de ações afirmativas do IFRS como instrumentos sólidos de diminuição da desigualdade racial. Destarte, o objeto desta pesquisa foi analisar o impacto e a implementação desta política no IFRS na perspectiva de diminuição da desigualdade racial. Foram realizadas análises qualitativas através da utilização do método de observação participante nas reuniões do Grupo de Trabalho de Ações Afirmativas e análises socioeconômicas dos ingressantes via reserva de vagas no vestibular de inverno do campus Erechim e análise documental do documento base da política de ações afirmativas do IFRS. Foram também utilizadas análises quantitativas através dos dados, fornecidos pela instituição, dos estudantes no que concerne ao perfil racial. Os resultados mostraram que a utilização de cotas nos vestibulares de 2013 e 2014 evidenciou um aumento significativo de estudantes negros e em situação de vulnerabilidade socioeconômica, bem como a necessidade imediata de formação e capacitação dos servidores que executam a lei no cotidiano. Evidenciou também que a adoção das ações afirmativas não é consensual no âmbito da instituição e que tem sido executada, analisada e refletida junto a um jogo de correlação de forças aí existentes. Ainda que realizadas de forma pontual e sem sistematização adequada, a adoção de ações afirmativas no IFRS, tanto na forma obrigatória da execução da lei como nade forma não obrigatória - através da política interna de ações afirmativas, perpassam dois direitos fundamentais: direito à reparação e direito a condições mínimas de equidade no corpo discente de uma instituição pública. / This is a thesis which tackles the subject of the implementation of the Quota Laws and the discussion of the Affirmative Action Policies in the IFRS (Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul). The identfication and adoption of Affirmative Action in face of a reduction in social inequality within the IFRS is the focus of this piece of research. The investigation of the issues within this topic in the context of IFRS led to the raising of three questions. The first was concerning the importance of actually having Affirmative Action policies within the institution. The second asked why was this internal policy thought about only after the approval of Law 12.711/12, and the third challenges the real value of the use of Quota Laws and policies of Affirmative Action as effective tools of racial equality.Therefore, the objective of this research was to analze the impact this policy had within IFRS from a reduction of racial inequality perspective. Qualitative analysis was carried out through the method of participative observation in Affirmative Action workgroups. Also, socio-economic analysis was performed on the student intake who entered the institution via the reserved minority places in the winter entrance exam for the Erechim campus. In addition to this, documental analysis was also performed on the Affirmative Action charter which forms the basis of IFRSs policy. Further analysis was also performed on the racial profile of the candidates as provided by the Institution. The results show that in the entrance exams of 2013 and 2014, the adoption of quotas led to a significant increase in black students with a low-income background, yet highlighted the immediate need to professionally train and qualify the civil servants who execute the quota law in their day to day duties. It was noted that the adoption of Affirmative Action policies does not carry a broad consensus within the Institution and that the rules were executed, analized and decided only considering the balance of power game which exists within the Institution. Although the adoption of Affirmative Action policies within IFRS is carried out promptly and without an adequate systematic framework, both within the compulsory execution of the law as well as in the non-compulsory internal policies, it touches on two fundamental rights: the right of redress and the right to basic conditions of equality within the student body of a Public Institution.

O presente estudo apresenta diversos dados estatísticos, mas dá especial atenção ao caráter teórico-interpretativo das fontes selecionadas, tendo como objetivo contribuir para a ampliação dos horizontes do debate sobre a política de cotas nas universidades públicas brasileiras com base em reflexões a respeito das questões das desigualdades, dos direitos e do significado da esfera pública para a democracia em nosso país. O estudo tem como princípio que somente uma perspectiva que incorpore esses elementos é capaz de ultrapassar o minimalismo conceitual presente na maioria das reflexões sobre o tema. O debate sobre a política de cotas é recente no Brasil, mas não é esse o motivo de sua grande fragilidade. Entendemos que anulação histórica do verdadeiro sentido, do significado da política social, bem como da esfera pública e da questão de acesso aos direitos na sociedade brasileira, engendra incompreensões que acabam sendo favoráveis a manutenção de processos elitistas/discriminatórios em nossa sociedade. Processos estes que acabam negando possibilidades históricas conquistadas pelas lutas das próprias classes subalternas. A política de cotas é entendida na tese como política de Estado e não se limita a um debate de apoio ou oposição às ações afirmativas, pois as mesmas já existem de modo significativo e necessitam ser pensada, tanto é que estavam presentes no projeto de reforma universitária e, posteriormente em projetos específicos no Congresso Nacional, gerando grandes polêmicas. Elaborada a partir de preocupações profissionais voltadas para desvelar o sentido dos principais eixos do debate e o cenário histórico de sua emergência e desenvolvimento, este trabalho propõe-se também oferecer aos que trabalham, estudam e vivenciam na prática o tema, um suporte para compreensão inclusiva deste cenário. O interesse deste estudo, dados o seu objeto e o tratamento que se lhe conferiu, ultrapassa o âmbito dos educadores, tornando-o pertinente a assistentes sociais, historiadores, sociólogos, advogados, teóricos políticos e analistas das identidades brasileiras. / The present study, besides offering a varied number of statistical data, emphasizes the theory and interpretation found in selected sources, aiming at a contribution for a comprehensive debate on the theme of the quota policy in Brazilian public universities, based on reflections about the issues of inequality, human rights, and the significance of the public sphere for democracy in our country. This study is based on the idea that only having these elements in perspective it is possible to transcend the conceptual minimalism that pervades the majority of the reflections upon this theme. The debate on the quota policy is a recent one in Brazil, however, this is not the reason for its increased fragility. We understand that the historical annihilation of the true sense, of the meaning of the social course of action, as well as the public sphere and the issue of having access to rights in the Brazilian society, originate the sort of misunderstandings that end up being favorable to the upkeep of elitist/discriminatory ways in our society. These ways finally deny historical possibilities conquered by the lower classes in their fights. The quota policy is defined here as State policy, not limited to a debate of supporting or opposing affirmative actions, which already exist significantly and need to be considered, as they were part of the project of reform in universities and later in specific projects at the National Congress, generating a great deal of controversy. This study comes from professional concern and aims at revealing the significance of the main points in this debate and the historical background of its origins and development; it offers those who work, study, and experience this situation, the kind of support they need in order to have a comprehensive understanding of this scenario. The main interest in this study, according to its object and the method used to build it, transcends the scope of educators, making it relevant to social workers, historians, sociologists, attorneys at law, political scientists and analysts of Brazilian collective characteristics.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Os conceitos de raça e etnia são basilares para a antropologia desde o seu surgimento como área do conhecimento humano e, ainda hoje, são fundamentais para diversos debates nas esferas política, social e das ciências humanas em geral. No pensamento social brasileiro muitos foram os autores de diversas áreas a se debruçarem sobre a questão racial. A instituição do sistema de cotas para o ingresso em universidades acalorou e expandiu o debate tanto no senso comum como na academia e nos meios de comunicação em geral. Essa pesquisa partiu da intenção de investigar a relação entre as ações afirmativas e as identidades de cor/raça. Como metodologia, utilizamos os recursos tanto dos instrumentos quantitativos como qualitativos. Nosso foco foram estudantes do cursinho pré-vestibular Grupo Perspectiva Integral (GPI). Buscamos acessar o ponto de vista dos vestibulandos, seus significados e associações acerca de suas identidades étnico-raciais, opiniões e sentimentos sobre a questão racial no Brasil e, em especial referente às ações afirmativas no contexto da educação e investigar a relação entre quem sou eu e qual é a minha cor/raça no universo proposto. Para tanto, foram aplicados cento e vinte e um questionários e realizadas doze entrevistas. A intenção não era estabelecer uma relação direta e causal entre as ações afirmativas e as identidades de cor/raça e, sim, traçar um perfil geral e racial da população estudada, perceber e analisar diversos elementos referentes às classificações de cor/raça e opiniões e sentimentos acerca das ações afirmativas, do racismo e das expectativas profissionais dos vestibulandos. / The concept of race and ethnicity are basic for the anthropological theory since its appearance as human knowledge and nowadays are fundamental for many debates in the political and social sphere and in the human sciences in general. In the social brazilian thought were many authors of different areas that dedicated themselves to the racial studies. The affirmative action insertion as a way of getting in the universities has heated and increased the debate in the common sense, the academy and in the media in general. This research began with the intention of investigate the relation between the affirmative action and the race/colour identity. As methodology we used the quantitative and qualitative analysis. Our centre was students of a preparation course for the universities exams called Grupo Perspectiva Integral (GPI). We searched for getting the point of view of this students about their ethnic-racial meanings and relations, opinions and feelings about racial matters in Brazil and specially referred to affirmative action in the education context and investigate the relation between who am I and which is my race/colour in the population. Then, we applied one hundred and one questionnaires and twelve interviews. Although we didnt intend to establish a direct and cause relation between affirmative action and race/colour identities, we were able to make a general and racial profile of the studied population, perceive and analyze many elements referred to racial classification and opinions and feelings about the affirmative action, racism and the professional expectations from the students.
