CEPA後香港航空業在中國的策略聯盟佈局探討 / The case study of closer economic partnership arrangement to Hong Kong Aviation industries’ strategic alliance adapting in China

香港以自由貿易港口聞名全世界,事實上自飛機普及之後,航空業也成為香港最重要的服務貿易產業。但由於腹地狹小,到八○年代中期前,全港本地向來只有國泰航空壟斷市場。之後帶有濃厚中資色彩的港龍航空成立後,卻又因香港政府的政策限制而只能以中國市場為主,無法跟國泰航空競爭。 二○○三年中國與香港簽署「更緊密經濟合作夥伴關係安排」(CEPA)之後,放寬香港各項服務貿易產業進入中國大陸市場的規定,香港航空業雖能以獨資方式在中國大陸經營,但最主要的國泰航空卻未採用。本文研究目的即為研究CEPA放寬航空業在中國大陸投資限制後,香港航空業選擇與中國航空業組織策略聯盟的動機與過程。其他香港本地或兩岸的航空公司見狀,是否可能跟進,出現更多航空的策略聯盟,與對現今世界的三大航空聯盟的固有版圖下,是否又有另一波新的氣象。 / Hong Kong is well known for the area of free trade economy, the industries of trade in services, aviation industry is the most important representative of industries in Hong Kong. However, only the Cathay Pacific Airlines is registered and based on Hong Kong, supported by the government of HK, which was colonized of U.K, even though the establishment of Dragon Airline in HK in 1985, its business was constrained by government that shift the main market to Mainland China. The research purpose is setting to since Hong Kong has been signed the “ Closer Economic Partnership Arrangement “ with Mainland China in 2003, while Hong Kong was facing the economy downturn during SARS. China government loosened the restrictions in investing law of Aviation industry to foreign investors as only Hong Kong and Macau. The Hong Kong Airlines company, Cathay Pacific Airlines chose the strategy of strategic alliance cooperating with Chinese Airlines companies, the continuing influences to other Hong Kong, Chinese and Taiwanese Airlines whether they would like to adapt the same theory consisting strategic alliance each other.

Esta pesquisa trata o Problema de Programação de Tripulantes (PPT), presente no planejamento operacional das empresas aéreas. O principal objetivo do PPT é atribuir o conjunto de tripulantes requeridos para a operação dos voos de uma malha aérea de maneira a minimizar o custo total da tripulação, levando em conta a legislação pertinente e a satisfação dos tripulantes. O PPT é normalmente dividido na literatura em dois subproblemas independentes, modelados e resolvidos sequencialmente: Problema de Determinação de Viagens (PDV) e Problema de Atribuição de Escalas (PAE). Esta decomposição não incorpora os atributos (disponibilidade, qualificação, senioridade e preferências individuais) dos tripulantes de forma global, o que não permite uma estimativa real de custo e afeta a qualidade da solução final. O estado da arte envolve a solução integrada do PPT, eliminando a necessidade de se resolver inicialmente o PDV e permitindo a obtenção de uma solução mais realista. O PPT, no entanto, é de natureza combinatória. Assim sendo, esta pesquisa propõe e explora modelos baseados em programação linear inteira e em heurísticas para a solução integrada do PPT. Essas heurísticas incorporam fundamentos da meta-heurística GRASP, da heurística de economias de Clarke e Wright e da heurística day-by-day. Os modelos foram testados com sucesso para a solução de instâncias baseadas na malha real de três empresas aéreas brasileiras. / This doctoral research treats the Crew Scheduling Problem (CSP), as part of the airlines operational planning. The CSP consists of optimally assigning the required crew members to planned flights, in such a way that it minimizes the total cost of the aircrew, taking into consideration the proper legislation and the satisfaction of the crew members. The CSP is usually divided into two independent subproblems, modeled and solved sequentially: Crew Pairing Problem (CPP) and Crew Rostering Problem (CRP). This decomposition does not incorporate all the crew members attributes (availability, qualification, seniority and individual preferences), which does not lead to a real cost estimate and affects the quality of the final solution. The state of the art involves the integrated solution of CSP, without solving the CPP at first and providing a more realistic solution. The CSP, however, has a combinatorial nature. This research proposes and explores models based on integer linear programming and on heuristics to solve the CSP in an integrated way. These heuristics incorporate GRASP metaheuristic, Clarke and Wright savings heuristic and day-by-day heuristic. The models were successfully tested to solve instances related to the networks of three Brazilian airlines.

美國於1978年通過航空解除管制法案。此法案甫經宣佈,旋即在全球各地 風起雲湧,引發一股風潮。世界各國航空界皆唯美國馬首是瞻,紛紛採行 解除管制措施。為順應世界航空運輸業走向自由化之趨勢,我國亦於民國 七十六年實施放寬進入管制政策,亦即一般通稱的開放天空政策。然而, 我國的開放天空並未完全解除對民航業的管制,而僅止於放寬新業者的進 入,及允許業者增闢航線等管制措施而已。由於新業者加入競爭,打破國 內航空市場長久以來以中華、遠東為領導者,台灣、永興為跟隨者的寡占 局面,致使台灣地區的航空市場深受前所未有的劇烈衝擊,也使現有航空 業者面臨市場攻防戰之強大壓力。鑑於政府放寬進入管制政策的目的之一 ,乃希望藉由輔導新航空公司之設立,以提高服務品質,促進飛機汰舊換 新,使國人享有安全、快捷的航空運輸服務,故本研究之目的即在以數學 演繹法與統計分析法,深入探討解除管制政策對台灣民航業整體服務品質 之衝擊。經由理論與實證之分析,本研究的結果顯示:台灣民航業於放寬 進入管制後,由於放寬進入所引發之需求與負載效果均為正,故廠商家數 之增加,將導致飛行班次增加,服務品質因而提升。因此,建議政府完全 解除進入管制,促使服務品質大幅提升,以嘉惠消費大眾。

Strategic Analysis: Opening of Cross-Strait Flight and the Impact on Taiwan¡¦s Airline Industry

Economic and trade exchanges have become more and more frequent between China and Taiwan in recent years. After decades of confrontation, it is finally evident that a tighter ice-breaking relationship exists now between the two governments reinforced by an inseparable historical relationship between the two peoples. Accordingly, both governments have established responsible organizations - the Mainland Affairs Council and the Association for Relations Across the Taiwan Straits ¡V to coordinate and solve the demands of the people. As a result of positive changes in policy, one of the main expected benefits amongst more commercial opportunities are the cross-strait direct flights. In recent years, difficult times have hit Taiwan's airline industry coming initially from a highly competitive domestic airline environment, followed by the establishment of the High-Speed Rail system and further dragged down from the Financial Crisis. The result was a reduction in market share and revenues far below the levels in its boom years forcing players to reduce the number of flights and routes to various parts within Taiwan and shutdown of one of the major domestic airlines. However, after the announcement and release of the new cross-strait direct-flight policy, Taiwan's airline industry is expected to recover from this depression and come to life. Nevertheless, the most significant issue is how the Taiwanese airlines will implement their marketing strategies to establish a strong position for themselves within the Taiwan market. Therefore, this study aims Therefore, this study aims to use a case study approach to analyze cross-strait direct-flight strategies, and it is hoped that this research can be used as a reference for airlines to establish their strategic planning and an appropriate business model for the future. Är vi alla beroende av svart guld? : En eventstudie av reaktionen på företags avkastning vid signifikanta oljeprisförändringar

Syfte: Syftet med denna uppsats är att undersöka hur utvalda bolags aktieavkastning inom branscherna flyg, fordon samt olja reagerar vid signifikanta oljeprisförändringar. Teoretiskt perspektiv: Den teoretiska referensramen utgörs av den effektiva marknadshypotesen samt Behavioural Finance med undergrenarna prospect theory, herd behaviour och overconfidence. Metod: Studien utgår ifrån ett deduktivt inslag med en kvantitativ studie. Undersökningen utgörs av sex eventstudier som datainsamlingsmetod samt en intervju som applikation på det kvantitativa resultatet. Urvalskriterium består av tio bolag inom respektive bransch med en rangordning utefter högst omsättning samt företag med en koppling till svenskt näringsliv med högst omsättning. Empiri: Empirin presenteras utifrån diagram och tabeller över de utförda eventstudierna. Diagrammen syftar till att redovisa den avvikande avkastningen för respektive bolag. Tabellerna ger en redogörelse över eventuellt samband mellan respektive bransch och oljeprisförändringarna. Slutsats: Flygbolagen uppvisade samband med oljepriset vid fyra utav sex eventen. Fordonsbranschen uppvisade samband vid ett av de sex eventen och oljebranschen vid två utav de studerade eventen. Reaktionen på aktieavkastningen för bolagen med en koppling till svenskt näringsliv var i linje med de övriga internationella bolagen i branschen. Undantag visades för oljebranschen. Resultatet är en indikation på att andra variabler påverkade aktieavkastningen och detta skapar svårigheter för aktieinnehavare att förespå framtida avkastning.

Passengers' protection and rights in international civil aviation

Air transport is of critical importance to move passengers and cargo from one place to another on a global scale. Subsistence, sustenance, growth and profitability of the air transport industry are dependent on the demand for transport from passengers and cargo as the main sources of revenue of the airline industry. The forces of globalization and liberalization, coupled with the very rapid development of low-cost operators, have tempered the growth and profitability of the aviation industry whilst, at the same time, greatly increasing the consumer (passenger and air freight user) advantages in terms of expanding the gamut of their choices, better quality and lower prices. The ever-expanding markets in the Asia and Pacific region hold great promise for a rapid growth of the aviation industry in years to come. / Currently, the international civil aviation community is faced with many challenges evolving from globalization, liberalization of economic regulations, privatization of airlines and airports, commercialization of government services providers, increasing environmental controls, and the emerge of new technologies. To deal effectively with these challenges and issues will require a high level of cooperation among civil aviation authorities, airlines, airports, and providers of air services and products. Airlines under the new free trade regimes have been exposed to many changes and although GATS has an important role to play in this important field, the convergence of economic, safety, security and environmental issues makes a strong case for keeping regulation in these critical issues under the ICAO aviation umbrella. / As air transport experiences structural, policy and regulatory environment changes, in the era of free trade it would be interesting to critically examine the impact of the aforementioned changes on the rights and protection of passengers. In this relation, it becomes very important to review the international, regional, and national efforts which have been made to enhance consumer protection and also have an important bearing on the rights of airline passengers. The thesis also addresses some emerging, non-traditional consumer protection issues, such as health, racial discrimination and the rights of disabled passengers. / In view of the above, the well-developed consumer protection regimes in the United States and the European Union (EU) would be examined in depth and the results of its analysis would be used to develop a suitable model airline passenger protection in the rapidly expending economies of the Asia and Pacific Region.

Design of cognitive work support systems for airline operations

The thesis begins by examining the evolution of human performance modeling from the initial stimulus-response methods introduced during the industrial revolution to model factory worker productivity, continues with a discussion of the information processing model where human cognition was modeled as a series of actions carried out in a predefined order, and ends with the concept of cognitive control whereby cognition is not considered a context-free mental process but modeled as an individual's ability to maintain control under varying contexts and to counter the effects of disturbances. The results from a preliminary evaluation conducted to determine if CCMs could be measured and if they provided any additional insight cognitive work are presented, and reveal that CCMs could be measured and the self-assessed CCM varied as predicted. A design process is developed which utilizes the CCMs as representing specific patterns of activity, thus specifying the design requirements. Following this design process, a prototype is created and evaluated using a controlled experiment to examine the effectiveness of the CWSS. The experiment examines performance, workload, and patterns of activity, and has several interesting findings. The first is that performance was independent of the almost all of the predictors and covariates including participant's Self-assessed CCM, with the exception of CCM transitions. As in the preliminary study, participants who reported transitioning between CCMs also reported decreased performance, increased frustration and actually performed worse. Second, perceived performance varied linearly with a participant's self-assessed CCM, but not with the actual performance. Third, participants report lower levels of effort when using a CWSS DM that matched their operational CCM. Finally, the design process successfully created a CWSS with DMs which support strategic and tactical CCMs. Unfortunately, no specific performance improvements were found for cases where the participant's CCM matched the DM as hypothesized, calling into question the effectiveness of creating different design modes for performance improvement. This thesis presents two methods for measuring CCMs: one direct single scale and one indirect composite scale. The measurements correlate highly. Both have a high degree of face validity and user acceptance. In the end, the composite measure may be a more robust measure of CCM because it provides a greater degree of diagnosticity by specifically inquiring after different aspects of CCM and is less susceptible to an individual's interpretation of the relative importance of the multiple dimensions of CCMs included in the definitions.

Researches also indicate an estimated worldwide increase in elderly and obese people. In regards to people with disabilities, studies show that approximately 15% of the world population has some kind of disability and only in Brazil it´s believed that this population represents 25%. There is a growing participation of people with disabilities and people with special needs (such as the elderly and obese) in society, including the use of air transport. These people take use of assistive equipment (assistive technology) in their daily lives, and how air passengers, they take these products on board. That´s the focus of this study: a study in assistive technology. Thus, the goal is to identify products of assistive technology and understand the trends in this field to support future discussions about the implications for aircraft cabin design. First, a literature review was performed in order to better understand assistive technology and universal design. Then, collecting data through research at fairs, internet, survey and interviews related to assistive technology companies was performed. Such procedures indicated what kind of assistive technology products are used and what the emerging products are. Data were collected and analyzed from a descriptive perspective. The conclusions of the study were then formulated. They indicate a large number of assistive technology products for people with physical and visual disabilities and a big trend in multifunctional and electronic products. Assistive technology products bring great impact to the current and future design of the passenger cabin. / A demanda pelo transporte aéreo vem crescendo a cada ano, tanto no Brasil quanto no exterior. Pesquisas também indicam uma estimativa de aumento mundial de pessoas idosas e de pessoas obesas. Em se tratando de pessoas com deficiência, estudos apontam que aproximadamente 15% da população mundial possuem algum tipo de deficiência e só no Brasil, acredita-se que esta faixa da população represente 24%. Há uma crescente participação de pessoas com deficiência e de pessoas com necessidade especial (como idosos e obesos) na sociedade, inclusive na utilização do transporte aéreo. Essas pessoas fazem uso de equipamentos de auxílio (tecnologia assistiva) em seu dia a dia, e como passageiros do transporte aéreo, levam esses produtos a bordo. É este o foco dessa dissertação: estudo em tecnologia assistiva. Desta forma, o objetivo é identificar produtos de tecnologia assistiva e compreender as tendências neste campo para fundamentar futuras discussões quanto às implicações para projeto de cabine de aeronaves. Primeiramente foi realizada uma revisão da literatura para maior compreensão de tecnologia assistiva, cabine e design universal. Em seguida, foi realizada a coleta de dados por meio de pesquisa em feiras, internet, survey e entrevistas com empresas ligadas à tecnologia assistiva. Tais procedimentos apontaram quais produtos de tecnologia assistiva são mais utilizados e quais são os produtos emergentes. Os dados foram coletados e analisados sob uma perspectiva descritiva. Foram elaboradas então as conclusões do trabalho, que indicam um grande número de produtos de tecnologia assistiva para pessoas com deficiência física e visual e uma grande tendência em produtos multifuncionais e eletrônicos. Os produtos de tecnologia assistiva trazem grande impacto ao design atual e futuro de cabine de passageiro.
