Its issue mostly refers to these questions: University Library, while an organization and provider of information resources, through professionals who work in it, can influence pedagogically academic life of undergraduate students of the institution? Is it possible to detect how this influence operates on its users? Is it possible to the Librarian, while performing such services to the students, develops the role of educator, participating in the process of their training? The main objective of this study was to evaluate the role of pedagogical education of the University Library played by its professional in academic undergraduate students of Unoeste. As specific goals, check if services provide support to the students and observe if they match their academic and informational expectation and requirements. Examine the potential and weaknesses of services offered to the students and also evaluate those students that are arriving and those who are leaving the University, and show the results, in order to analyse the existence of academic growth during the years they remained in the institution and used the Libraries services, and through it prove the importance of Library for their professional training. It s a quali-quantitative exploratory research, with field research as its source of information, as sought data directly from the population surveyed, and also, a case study, in which one particular case was favored, the undergraduate student, classroom modality, of this institution. To collect data, we applied an online form called SAV Evaluation System , in two stages to students from eight undergraduate courses at the first and last semester; firstly, 285 were evaluated, and at the second stage, 20% that corresponds to 90 students of the second semester students of 2013, totaling 375 students. To data analysis were used the answers from the forms and statistical graphics, during the first and second stages of this research, proving the relevance and informational support that Librarians and library services offered by the University play in the educational context, highlighting the educational influence of services offered to this intitution s students. / A presente pesquisa tem como tema, a função pedagógica educativa da Biblioteca Universitária na formação dos discentes de graduação, em uma universidade privada do interior do Estado de São Paulo, a Unoeste - Universidade do Oeste Paulista. A sua problemática se refere principalmente às questões: A Biblioteca Universitária, enquanto organização e provedora de recursos informacionais, por meio dos profissionais, que nela atuam, pode influenciar pedagogicamente a vida acadêmica dos discentes de graduação da instituição? É possível detectar, de que maneira se opera essa influência sobre os seus usuários? O Bibliotecário ao realizar tais serviços aos discentes desempenha a função de educador, participando no processo de formação profissional deles? O objetivo principal desse estudo foi avaliar o papel pedagógico educativo da Biblioteca Universitária desempenhado pelos seus profissionais, na formação acadêmica dos discentes de graduação na Unoeste. Quanto aos objetivos específicos, verificar se os serviços oferecidos fornecem apoio aos discentes e se atendem suas expectativas e exigências acadêmicas e informacionais. Examinar as potencialidades e fragilidades dos serviços oferecidos aos discentes e ainda, avaliar os alunos que estão saindo e os ingressantes na instituição, e demonstrar os resultados, se houve crescimento acadêmico no decorrer do período que esteve na instituição e utilizou os serviços das Bibliotecas, e desta forma comprovar a participação da Biblioteca em sua formação profissional. Trata-se de uma pesquisa quali-quantitativa de natureza exploratória, com campo, como fonte de informação, pois buscou os dados diretamente com a população pesquisada, e, também, de um estudo de caso, em que privilegiou um caso em particular, o de alunos de graduação, modalidade presencial, dessa instituição. Para a coleta de dados, foi aplicado um formulário on-line denominado de SAV Sistema de Avaliação , em duas etapas aos discentes de oito cursos de graduação no primeiro termo e no último termo; na primeira, foram avaliados 285 alunos, e na segunda etapa 20%, que corresponde a 90 alunos ingressantes no segundo semestre de 2013, totalizando 375 alunos. Para a análise dos dados, utilizou-se de respostas obtidas no formulário e gráficos estatísticos, tanto na primeira, como na segunda etapa da pesquisa, comprovando a relevância e o apoio informacional que os bibliotecários e os serviços oferecidos pela Biblioteca desempenham no contexto educacional, destacando a influência educativa dos serviços prestados para os discentes da instituição.

O trabalho apresenta uma abordagem teórico-documental de análise e discussão de práticas e conhecimentos acerca da Information Literacy, a fim de sistematizar a matéria, com ênfase no papel educacional das Bibliotecas e do bibliotecário. Examina-se a Information Literacy, enquanto processo de interiorização de conhecimentos, habilidades e valores ligados à informação e ao aprendizado, segundo um quadro referencial histórico-conceitual. Evidencia-se a necessidade de um novo paradigma educacional frente à sociedade atual e à explosão informacional. Analisa-se o papel da Instituição Biblioteca enquanto organização e espaço educacional e a necessidade de implementar mudanças que conduzam à Information Literacy. Discute-se o papel do profissional bibliotecário e sua inserção na comunidade educacional, examinando-o à luz de sua formação educacional e profissional. Apresenta-se ao final a sistematização do conhecimento a respeito de Information Literacy, definição, características, objetivos, identificando diferentes níveis, elencando pontos relevantes de atuação de Bibliotecas e bibliotecários na implementação de uma Educação voltada para a Information Literacy. / The work presents a documental-theoretical approach analysis and discussions on practices and knowledge on Information Literacy, in order to systematize the subject, with emphasis on the educational role of libraries and librarians. It also examines Information Literacy as knowledge, skills and values interiorization process, connected to information and learning, according to a historical-conceptual referential scenario. The need of a new education paradigm facing the current society and the informational explosion is pointed out. Analysis are carried out on the Library’s role as an educational organization, learning and expression space. The librarian role and his/her insertion in the educational community are examined. Professional and educational profile are discussed. At the end, is presented the knowledge systematization about Information Literacy: definition, objectives, and characteristics, identifying different levels, enumerating relevant topics about Information Literacy Education, with emphasis on libraries and librarians role.

Ciente de que as formas de cooperação para a efetivação de direitos culturais são múltiplas e que precisam ser pensadas a partir da inter-relação de vários atores e aspectos, todas invariavelmente necessitam desaguar em molduras de gestão viabilizadoras do acesso à cultura. A pesquisa adota o método do estudo de caso, valendo-se de pesquisas bibliográfica, documental e de campo. Apresenta o cenário de construção dos direitos culturais, em larga expansão no Brasil, e destaca que, para materializá-los, torna-se necessário estudar, avaliar e adotar modelos organizacionais alternativos aos tradicionais que caracterizam a administração pública direta e indireta. Aborda o campo da gestão e dos direitos culturais no contexto das três principais reformas do aparelho do Estado Republicano, ocorridas nas décadas de 30, 60 e 90, com ênfase na última, que incorpora a teoria da Nova Gestão Pública, base desta dissertação. Focaliza a Organização Social como modelo opcional à gestão de instituições ou programas culturais, a partir da realidade existente, das motivações, das vantagens e das perspectivas e aduz uma narrativa acerca do processo de concepção da legislação do estado do Rio de Janeiro. Verifica como surgiram esses equipamentos culturais e como se deu a formação da rede de Bibliotecas Parque. Descreve o processo de implantação das Organizações Sociais de Cultura no estado e apresenta o gestor das bibliotecas e sua relação com a secretaria de Cultura. Conclui que há necessidade de aperfeiçoamento de mecanismos de gestão, a fim de que o modelo possa, de fato, oferecer contribuição para o acesso a direitos culturais. / This dissertation seeks to analyze the contribution of Social Organizations to cultural rights access, based on the experience of Libraries Park of the State of Rio de Janeiro, especially those located in Manguinhos and Rocinha. Aware that forms of cooperation to the realization of cultural rights are manifold and need to be designed from the interrelation of various players and aspects, all invariably need to flow into management frames that enable the access to culture. The research adopts the case study method, making use of bibliographic, documentary and field research. These findings introduce the construction scenario of cultural rights to a large expansion in Brazil, and highlight that to materialize them, it is necessary to study, evaluate and adopt alternative rather than traditional organizational characterizing the direct and indirect public administration. This document addresses the field of management and cultural rights in the context of the three major reforms of the Republican State apparatus, which occurred in the 30, 60 and 90, with emphasis on the latter, which incorporates the theory of New Public Management, the basis of this thesis. Focus is on the OS as an optional model for the management of cultural facilities, from the existing reality, motivations, strengths and perspectives and adds a narrative about the design process of the laws of the State of Rio de Janeiro. The research checks how these cultural facilities emerged and how the network formation of Park Libraries occurred. It describes the process of implementation of the Culture Social Organizations in the state and has the manager of libraries and their relationship with the Secretariat of Culture. It concludes that there is need to improve management mechanisms, so that the model can, in fact, provide contribution to access to cultural rights.

Discute-se o papel do profissional bibliotecário e sua inserção na comunidade educacional, examinando-o à luz de sua formação educacional e profissional. Este trabalho apresenta um estudo sobre a busca de informação em Educação, e tendo em vista requalificá-la como parte essencial dos processos de apropriação de conhecimentos, de construção de significados e de identidade na contemporaneidade. Para tanto, defende a necessidade de dispositivos informacionais, constituídos a partir de um ordem informacional dialógica, em oposição à ordem monológica. Sistematiza referências teóricas e metodológicas para sua criação, a partir da implantação e acompanhamento de uma biblioteca escolar, para crianças de educação infantil e ensino fundamental, na cidade de São Bernardo do campo, em São Paulo. / This work presents a study about the search for information in education, keeping in mind requalifyng it as an essential part of the processes of knowledge acquiriment, construction of meaning and it´s identity in the contemporary. For in such a way, defends the necessity of informational devices, built from dialogical informational order, in opposition to monologic. Systemizes theoretic and methodological references for its creation, from the implantation and accompaniment of a school library, for kindergarten and fundamental education children, inthe city of São bernardo do campo, São Paulo.

Quais são as competências em informação requeridas aos bibliotecários que atuam como diretores junto às bibliotecas do Sistema de Bibliotecas da Universidade Federal do Pará? Quais dessas competências já fazem parte do cotidiano de trabalho e quais precisam ser desenvolvidas por esses gestores? Foram as questões que nortearam esta dissertação. A pesquisa foi alicerçada em procedimentos conjugando abordagens quantitativas e qualitativas, conduzidos, primeiramente, por um estudo exploratório, utilizando um questionário com perguntas dirigidas a esses profissionais – bibliotecários e gestores. Ouviu-se cinco desses bibliotecários, escolhidos de acordo com a representatividade e estágio de desenvolvimento dessas bibliotecas, utilizando nesse momento a metodologia da História de vida. Os dados obtidos e sua análise permitiram conhecer quem são esses bibliotecários gestores, as competências que assumem possuir, seu perfil, suas dificuldades mais recorrentes suas funções e trabalhos, que desenvolvem e quais os recursos ou práticas que utilizam para se capacitarem e se manterem atualizados no exercício do cargo e da profissão. Os resultados da pesquisa confirmam a ausência de uma preparação, por menor que seja para o exercício de funções gerenciais de bibliotecas e apontam para a necessidade de se criar programas de formação de competência informacional voltado para esses profissionais e dessa maneira suprir as lacunas hoje existentes. / The aim of this dissertation is the information literacy of professionals who are library managers from the Library System of the Federal University of Pará. What are the information competences required to library managers of the Library System of the Federal University of Para? Which of these competences are already part of daily work and which one need to be developed by those managers? These were the questions that guided this study. The research was grounded in proceeding blending quantitative and qualitative approaches, conducted at first, as an exploratory study using a questionnaire addressed to those professionals – librarians and managers. Five of these librarians were interviewed, they were chosen by their representativeness and stage of development of these libraries, at this time using life history as methodology. All those data and its analysis allowed us to know who these managers have their competences, their profile, their most frequently difficulties, and their functions and work that they have developed and what resources or practices they use to build capacity and keep up to date in their position and profession. The results confirm the absence of a ground-work, even small one, to act as manager of libraries and indicate the needing to create training programs for information literacy for these professionals and thus fill the current lacks. / UFPA - Universidade Federal do Pará

Through this study a historical picture was prepared making a list of the dates in which there were petitioned the laws and decrees and the regime of government in force. There was observed the trajectory of the Programs of Reading in Brazil as well as of the importance attributed to the Public Library like stimulating of the reading in front of the population. The study includes the period of 1937 in which the first mention is to the First National Institute of the Book up to the year of 2004, in which Brazil is inserted in the process of globalization, which remodeled the structures of the societies causing to necessity of the power of the reading and writing, i.e. to the forms of access to the ways of circulation the information, of which the written register is exemplary. / Apresenta??o da trajet?ria dos programas de leitura e da Biblioteca P?blica no Brasil, atrav?s das leis e decretos que os institu?ram e os reconheceram oficialmente, considerando-se as leis como objeto de an?lise, por se tratarem de atos legais do estado para implanta??o de programas relacionados ? leitura e tamb?m atribui??es destinadas ? Partiendo de un análisis de los principales aspectos de la sociedad de la información como contexto social en el que las bibliotecas actuales redefinen su función social y sus servicios, se estudia el papel de la tecnología como agente de cambio en los servicios de información de las bibliotecas públicas. Antes de estudiar la automatización y las tecnologías en las bibliotecas, se realiza un estudio terminológico sobre la biblioteca actual en este sentido (biblioteca digital, biblioteca electrónica, biblioteca virtual y biblioteca híbrida).La biblioteca híbrida se toma como marco conceptual para el desarrollo del trabajo: el ámbito de los servicios de biblioteca en el contexto digital. Posteriormente se revisa la evolución del concepto y aplicación de la automatización de bibliotecas, centrándose en la descripción de las aplicaciones de gestión integral de bibliotecas (SIGB). Se elabora un esquema común que responde al modelo clásico de automatización de bibliotecas, y de él se estudian con más detalle los elementos pertenecientes al sistema de información público, generalmente conocidos como Opac. Posteriormente se traza un panorama actual del mercado de la información y de aplicaciones para bibliotecas, atendiendo a las divergencias y desarrollos del modelo clásico. Se recoge información sobre los proyectos de bibliotecas digitales más significativos, y se ponen en relación con la gestión estratégica de las tecnologías en las bibliotecas. Se completa este apartado con el estudio de los dos contextos tecnológicos actuales que más inciden sobre las posibilidades y configuración de las aplicaciones de gestión bibliotecaria; por un lado la gestión documental corporativa (Groupware y Workflow) y por otro los portales y comunidades virtuales en internet. Antes de describir nuestra propuesta conceptual de SIGB, se estudia la arquitectura del sistema de información digital de la biblioteca, introduciendo el concepto de Biblioteca-Red, derivado del estudio de la biblioteca desde la óptica organizacional y de los factores del entorno que la moldean. / The role of information technology as a critical agent of change in public library information services, in the environment of infornation society, is studied, considering the redefinition of libraries social functions and services. First of all, it's presents a terminological survey of modern libraries trends (digital library, electronic library, virtual library, hybrid library). Hybrid library is selected as a valid conceptual framework for this work: library services in digital context. Library automation and technologies concepts and applications are reviewed, focusing in library systems, which match into a classic model of library automation. Information retrieval and public information features (Opac) are studied in-depth, in order to compare it with recent development in the information market for libraries and significant digital ibraries projects. The strategic role of information technologies management is presented as a requirement for understanding the complex interrelation between services and technologies. It's also analysed the two technological context that have a greater potential of influence in library systems: In one hand the Groupware and Workflow, and in the aher hand internet virtual communities and portals. Also is described the different points of view about digital information systems architecture, introducing the concept of Net-Library, as an organizational view of libraries in interaction inside an infomation and social environment. A new conceptual framework of library systems is defined, with extended functionalities derived of social and technological changes about information services, denominated Extended Library System. It's structured in two leve ls: application and product. The first level describes the modules of an library management and infonnation system application. The second one is dedicated to fue public information project requirements of a library portal. Finally it presents structured indicators to evaluate extended automation, as well as elements to model hybrid libraries information technologies project
