Previous issue date: 2009-06-25 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / The present paper proposes an analysis about the Brazilian Psychiatric Reform as a public policy and deriving from a research developed with the workers of a Psychosocial Attention Centre III (CAPS III) and the managers of the Psychosocial Attention Web (REAP) in Aracaju. This analysis is developed as an investigation of the discharge at those services, understood not as a procedure, but as a dispositive from which different elements can be articulated: users, knowledge, technical procedures, police measures, juridical decisions, laws, services edifying. This, form the background of the articulation between mental alienation and the subject of right alienation, in the ways through which this articulation develops to the relations between madness,citizenship, internment and substitutive practices. Our investigation about the discharge as a dispositive was built with some narrative constructions, as a discourse analysis inspired by Michel Foucault s method, from the perspective of some of the main dispositive operators: workers and managers. The main aspect observed were: the articulations built by the discharge as a dispositive based on two discursive grate, the Reform as a new treatment substituting internship, and the Reform as juridical insertion and users rights practice; the exercise of these discursive grades based on the workers and managers perspective; the transference of limitations and contradictions of these grades to the competence of the dispositive operators, emerged in an outstanding way, as sometimes those operators are liable for the emergent limitations and difficulties, and some other times they are restrained by their institutional role, which is to maintain the domination relations articulated by the dispositive; finally, some aspects extracted which the dispositive operators - when they were expected to act in a way to maintain certain power relations - were capable to resist, managing other power relations from the dispositive, that we call, as Agamben, dispositive profanity / O presente trabalho prop?e uma an?lise da Reforma Psiqui?trica no Brasil, tendo em vista sua configura??o atual de pol?tica p?blica, a partir de uma pesquisa realizada com trabalhadores de um Centro de Aten??o Psicossocial III (CAPS) e junto ao coletivo gestor da Rede de Aten??o Psicossocial (REAP) do munic?pio de Aracaju. Tal an?lise se desenvolve como uma investiga??o da alta nos referidos servi?os, n?o como um procedimento, mas como um dispositivo a partir do qual podem ser articulados diferentes elementos: usu?rios, saberes, quadros e procedimentos t?cnicos, medidas de pol?cia, decis?es jur?dicas, leis, edifica??es de servi?os. Isso sob o pano de fundo da articula??o entre a aliena??o mental e a aliena??o do sujeito de direito, nos modos como tal articula??o se desdobra nas rela??es entre loucura, cidadania, pr?ticas de internamento e pr?ticas substitutivas. Nossa investiga??o sobre o dispositivo alta desenvolveu-se pela constru??o de narrativas, como uma an?lise do discurso de inspira??o foucaultiana, tendo em vista a perspectiva de alguns dos principais operadores do dispositivo, os trabalhadores e gestores. Os principais aspectos que pudemos observar foram: As articula??es do dispositivo alta em duas grades discursivas, a Reforma como proposi??o de tratamento em substitui??o ao internamento e a Reforma como proposi??o de inser??o jur?dica e exerc?cio de direitos dos usu?rios; o exerc?cio dessas duas grades discursivas tendo em vista as pr?ticas de trabalhadores e gestores; destacou-se a transfer?ncia de limita??es e contradi??es desses dois discursos para os operadores do dispositivo, ora responsabilizados pelas limita??es e dificuldades encontradas, ora coagidos pelo seu papel institucional a colocar em andamento rela??es de domina??o articuladas pelo dispositivo; finalmente, alguns aspectos nos quais os operadores do dispositivo, ao serem convocados a exercer certas rela??es de poder, foram capazes de resistir, articulando outras rela??es de poder a partir do pr?prio dispositivo, ao que chamamos, com Agamben, de profana??o do

Previous issue date: 2007-08-28 / The present work focuses the complexity in the management of public education. New
technologies, new job relations, new ideas in the organizations lead to transformations in the
way education is viewed. Education can not be na?ve as political, economic and social
dimensions interact and interfere in the school, thus generating a diversity. At the same time,
the education organization has a proper, distinct singularity, different from other
organizations, which distinguishes its goals from those of others. The unit and the diversity
coexist in education and the conscience of this perspective can bring a new look and, a new
paradigm for its management. The main objective of this work is to contribute to the study of
management of public education, from the combination of concepts, ideas and the experience
in a school of professional education in Rio de Janeiro. Based on this thought, the work
assumes that its singularity emerges from the complexity of an organization of public
education. The evolution of western scientific thought; the complexity; the evolution of main
theories of organization and models of management; the critical thought about public
education management in Brazil and the evolution of the professional education in Brazil
formed the pillars of the theoretical study. This work is methodologically based in complex
thought, especially on proposals by Edgar Morin. Under the light of complex thought, then,
this work used a combination of methods and techniques. A case study of a school of
professional education was carried through search for its basic complexity .It is believed that
chance, disorder and uncertainty are not perceived in a simple and quantitative way. For this
reason, the ethnographic method of research was chosen were it is possible to perceive and
choose from reality that which is not perceived by conventional research methods. A research
with open questions was made to identify the singularities of the target school. Besides,
through interviews and participant observation it was possible to establish relations between
antagonisms considered by Perrenoud and the complexity presented by Morin. From these
relations, it was possible to live the complexity and to identify the singularity as one of its
aspects. / O presente trabalho tem como tema a complexidade na gest?o da educa??o p?blica. Novas
tecnologias, novas rela??es de trabalho, novas id?ias nas organiza??es, conduziram
transforma??es na forma de pensar a educa??o.A educa??o n?o pode ser ing?nua e as
dimens?es pol?tica, econ?mica e social interagem e interferem na escola, gerando assim, uma
diversidade. Ao mesmo tempo, a organiza??o de educa??o tem uma singularidade pr?pria,
distinta das demais organiza??es, pois seus fins a distinguem das outras. A unidade e a
diversidade convivem na educa??o e a consci?ncia dessa perspectiva pode trazer um novo
olhar, um novo paradigma para a sua gest?o. O objetivo geral neste trabalho ? contribuir para

t?cnicas. Foi realizado um estudo de caso de uma escola de educa??o profissional para se
tentar buscar a complexidade na base. Existe a consci?ncia aqui de que n?o se percebe de
maneira simples e quantitativa o acaso, a desordem, a incerteza. Nesse sentido, o m?todo de
pesquisa escolhido foi o etnogr?fico, a partir do qual poder-se-ia perceber e retirar da
realidade o que n?o se percebe apenas por meio de m?todos convencionais de pesquisa.Uma
pesquisa com perguntas abertas foi feita para identificar as singularidades da escola
pesquisada. E, a partir de entrevistas em profundidade e de uma observa??o participante, foi
poss?vel fazer rela??es com os antagonismos propostos por Perrenoud e com as avenidas da
complexidade apresentadas por Morin. Dessas rela??es, foi poss?vel viver a complexidade e
identificar a singularidade como um de seus dos aspectos.

Previous issue date: 2006-08-29 / With the Internet appearance, the business' world is passing for constant transformations. To compete in the "new economy", the administrators had remodeled the business' process, modifying the form of relationship between the several sectors: companies, governments and citizens. Until now, the citizens had always considered that the governments were bureaucratic, inefficient and they did not guarantee the transparency of its action. With the information's technology, this scene has been passing for changes, so as to guarantee perfect controls, transparency, to make easy administrative proceedings, to extend business chances and to reduce the price of the acquisitions. In Brazil, the electronic government's initiatives are considered successful, mainly of electronic purchases. The purchase's process in the Public Administration is regulated by the 8.666/93 Law and also by others associated laws, that established the norms for process's accomplishment. This work studies the purchase's process of Bank of Brazil - BB, through the modality of electronic auction and has as objective generality: assess the purchases conducted by electronic auction and verify if the process produces economies and transparency guarantee. The electronic auction also is known as auction reverse. In the auction reverse, a purchaser and many salesmen participate at the process and the mechanism operates of inverse form. At each round, the prices move down. The methodology adopted for this work the Study of Case, simple and explanatory. The study talks about data collected at the BB's site, contemplating the processes, realized at differents states: Bras?lia, Esp?rito Santo, Minas Gerais, Rio de Janeiro and S?o Paulo, at 2005. The data had been subdivided in accordance with the supply branches, so as to analysis the lots, the verification of the percentage of economy gotten in the processes of purchases and the correlation among the amount of suppliers and the percentage of economy. Through this study it was possible to evidence that the acquisition for the modality of "Electronic Auction" presents innumerable advantages for BB, as well as for the Public Administration in general. Amongst the advantages, it can be detached: the agility of the process, the work without bureaucratic, the increase of the competitiveness and, mainly, the reduction of the costs. / Depois do surgimento da Internet, o mundo dos neg?cios est? passando por constantes transforma??es. Para competir na nova economia , os administradores remodelaram os processos de neg?cios, alterando a forma de relacionamento entre os diversos setores: empresas, governos e cidad?os. At? ent?o, os cidad?os sempre consideraram que os governos eram burocr?ticos, ineficientes e n?o garantiam a transpar?ncia de suas a??es. Com o advento da tecnologia da informa??o, esse cen?rio vem passando por mudan?as, que visam aperfei?oar controles, garantir transpar?ncia, desburocratizar processos administrativos, ampliar oportunidades de neg?cios e reduzir o pre?o das aquisi??es. No Brasil, as iniciativas do governo eletr?nico s?o consideradas bem sucedidas, principalmente as de compras eletr?nicas. Este trabalho estuda o processo de compras do Banco do Brasil BB, atrav?s da modalidade de preg?o eletr?nico e tem como objetivo geral: avaliar as compras realizadas atrav?s de Preg?es Eletr?nicos e verificar se o processo produz economias e garante a transpar?ncia. O preg?o eletr?nico tamb?m ? conhecido como leil?o reverso. No leil?o reverso, participam do processo um comprador e diversos vendedores e o mecanismo de lance opera de forma inversa, ou seja, a cada rodada, os pre?os se movimentam para baixo. A metodologia adotada para a disserta??o ? o Estudo de Caso, simples e de vi?s explanat?rio. O estudo trata os dados coletados no site do BB, contemplando os processos licitat?rios, realizados nas seguintes Unidades da Federa??o: Distrito Federal, Esp?rito Santo, Minas Gerais, Rio de Janeiro e S?o Paulo, no exerc?cio de 2005. Os dados foram subdivididos de acordo com os ramos de fornecimento, para permitir a an?lise dos lotes, a apura??o do percentual de economia obtido nos processos de compras e a correla??o entre a quantidade de fornecedores e o percentual de economia. Atrav?s deste estudo de caso foi poss?vel constatar que a aquisi??o de bens e servi?os pela modalidade de Preg?o Eletr?nico apresenta in?meras vantagens para o BB, bem como para a Administra??o P?blica em geral. Previous issue date: 2011-02-25 / The objectives of this study were the prevalence and secular trends of causes
of condemnation of carcasses and organs of cattle slaughtered in Maranh?o
state and estimate the economic losses associated. Data sources were the five
slaughterhouses under Federal Inspection Service in the state. The data were from 1
January 2002 to 31 December 2009 and were obtained in the Management
Information System Federal Inspection Service in the state. The prevalence of
condemnation was calculated per 100,000 cattle inspected. The chi-square for
trend and linear regression were used. The chi-square was used to evaluate the
significance of association between prevalence of the condemnation causes
and establishment and differences between proportions of condemnation
forequarters and hindquarters. The main causes of condemnation of carcasses
were lesions suggestive of brucellosis and tuberculosis prevalence of 16 and
18/100,000 respectively. The historical trend in prevalence of brucellosis
suggestive lesions was slightly up while in tuberculosis suggestive lesion was
descending. The linear relationship between prevalence of tuberculosis and years
studied was significant (p-value<0.01) but no significant difference for
brucellosis (p-value = 0.53). The forequarters are more condemned than the
hindquarters (p-value<0.01) and the main cause of condemnation is
adenitis/lymphadenitis with prevalence of 09/100,000 and 03/100,000 for
forequarters and hindquarters respectively. Traumatic injury was the second
major cause of condemnation of forequarters (34x10-2) and third in
hindquarters (60x10-2). Among the organs the most condemned is the lung
(p=17,508/100,000) followed by kidney (10,800/100,000) while tongue
(p=1,021/100,000) is the less condemned. Organs had as major condemnation
cause the contamination, except lung and kidneys which had as first cause of
condemnation emphysema (p=3,329/100,000) and anemic infarction
(p=7,585/100,000) respectively. Historical trends condemnation of tongues,
hearts, livers and head for contamination were rising. Lungs and kidneys
showed historical trend contamination to condemnation downward. The cattle
slaughtered under Federal Inspection Service in Maranh?o State had low
prevalence of condemnation for pathological causes. Lesions suggestive of
brucellosis and tuberculosis are the most important causes of carcasses condemnation
and cause big economic losses. Nevertheless, other causes of condemnation
such as adenitis/lymphadenitis traumatic injury and contamination must be
considered, mainly because of its relationship with inadequate manage on farm
and slaughterhouse by operations insufficiently controlled. Although market
price of organs is lower than meat, the economic losses are higher for organs
condemnation than carcasses due to the large number of organs condemnation / Os objetivos deste estudo foram conhecer a preval?ncia e a tend?ncia secular
das principais causas de condena??o de carca?as e ?rg?os de bovinos abatidos
no estado do Maranh?o e estimar as perdas econ?micas associadas. As fontes
de dados foram os cincos matadouros frigor?ficos sob Servi?o de Inspe??o
Federal do estado. Os dados de abate de bovinos e condena??o s?o referentes
ao per?odo de 01 de janeiro de 2002 a 31 de dezembro de 2009 e foram obtidos
mediante acesso ao Sistema de Informa??es Gerencias do Servi?o de Inspe??o
Federal no estado. As preval?ncias de condena??o foram calculadas por
100.000 bovinos inspecionados. O teste de qui-quadrado para tend?ncia e a
regress?o linear simples foram utilizados. O teste do qui-quadrado para
independ?ncia foi utilizado para avaliar a signific?ncia da associa??o entre a
preval?ncia das causas de condena??o e os estabelecimentos e as diferen?as
entre as propor??es de condena??o de quartos traseiros e dianteiros. As
preval?ncias de condena??o de carca?as e ?rg?os diferiram significativamente
(p-valor<0,01) entre os estabelecimentos. As principais causas de condena??o
de carca?as foram les?es sugestivas de brucelose e tuberculose com
preval?ncia de 16 e 18/100.000, respectivamente. A tend?ncia hist?rica da
preval?ncia de condena??o por les?o sugestiva de brucelose mostrou-se
levemente ascendente enquanto que a da tuberculose descendente. A rela??o
linear entre a preval?ncia de tuberculose e anos estudados foi significativa (pvalor<
0,01), mas sem diferen?a significativa para brucelose (p-valor=0,53). Os
quartos os dianteiros foram mais condenados que os traseiros (p-valor<0,01) e
as principais causas de condena??es foram adenite/linfadenite (p=09/100.000)
para dianteiros e (p=03/100.000) para traseiros. Les?o traum?tica foi a segunda
maior causa de condena??o de quartos dianteiros (p=34x10-2) e a terceira em
traseiros (p=60x10-2). Dentre os ?rg?os, o mais condenado foi o pulm?o
(p=17.508/100.000) seguido pelos rins (p=10.800/100.000) enquanto que a
l?ngua (p=1.021/100.000) foi o menos condenado. A principal causa de
condena??o de ?rg?os foi contamina??o, exce??o para os pulm?es e os rins que
tiveram como principal causa de condena??o enfisema (p=3.329/100.000) e
infarto an?mico (p=7.585/100.000), respectivamente. As tend?ncias de
condena??o de l?nguas, cora??es, cabe?a e f?gados para contamina??o foram
ascendentes. As principais causas de condena??o de pulm?es e rins foram
enfisema (p=3.329/100.000) e infarto an?mico (p=7.585/100.000),
respectivamente. Esses dois ?rg?os apresentaram tend?ncia descendente para
condena??o por contamina??o. O rebanho bovino abatido sob o Servi?o de
Inspe??o Federal do Estado do Maranh?o apresentou baixas preval?ncias de
condena??es por causas patol?gicas. Les?es sugestivas de brucelose e
tuberculose s?o as causas de condena??o de carca?as que trazem maiores
perdas econ?micas. Outras causas de condena??o como adenite/linfadenite
les?o traum?tica e contamina??o revelam manejos inadequados na fazenda e
opera??es de abate insuficientemente controladas pelos matadourosfrigor?ficos.
As altas preval?ncias de condena??o de ?rg?os por contamina??o
revelam descuido dos estabelecimentos, no processo de obten??o desses nas
linhas de abate indicando necessidade de interven??o nos pontos cr?ticos de
contamina??o e melhor treinamento dos funcion?rios dos frigor?ficos. Embora
o pre?o de mercado de ?rg?os seja menor que o da carne com osso, as perdas
econ?micas estimadas para estes foram duas vezes maior que as resultantes da
condena??o carca?as.

Previous issue date: 2012-01-16 / In a context of growing Information and Communication Technologies (ICT) in organizations, has grown the need for adoption of technology also on governments to improve administrative procedures, the provision of public services and the social participation through e-governance practices. The use of IT in public institutions enables the promotion of transparency in government actions, improving the relationship between citizens and government through a broader interaction between them, besides to expands and improves the quality in service delivery. The institutional perspective was used under theoretical lens. The present study seeks to answer the following research question: How do institutional factors influence the governance of IT organizations to implement e-governance practices? To answer it, a conceptual model that seeks to identify the influence of coercive pressures, mimetic and normative practices in implementing e-governance was proposed through research propositions. A qualitative research approach was used, with the method of single case study in a public e-service provider organization (CAPES Journals Portal). The finding results corroborate the propositions of the conceptual model of this research, suggesting that there is influence of institutional factors in the form of coercive, normative and mimetic mechanisms in the governance structure of the IT organization, characterized as a business monarchy regarding IT decisions to implementation of a public e-service. The work allowed to identified that the public organization is dependent on several factors of the field in which it is inserted, as dependence on resources, the need to supply a demand from the scientific community, the federal government encouragement, the need to expand the service`s reach and cost reduction and the existence of similar successful models, under isomorphic pressure from other organizations and the environment itself. Furthermore, the present study identifies that the environment, through institutional factors, determines the organizational behavior to implementing e-governance practices. / Em um contexto de crescimento das Tecnologias de Informa??o e Comunica??o (TIC) nas organiza??es surgiu a necessidade de ado??o de tecnologia tamb?m nos governos, para a melhoria dos processos administrativos, da presta??o de servi?os p?blicos e da participa??o social, atrav?s de pr?ticas de governan?a eletr?nica. O uso de TIC nas institui??es p?blicas permite a promo??o de transpar?ncia nas a??es do governo, a melhoria do relacionamento entre cidad?o e governo atrav?s de uma maior intera??o dos mesmos, al?m da amplia??o e aumento da qualidade na presta??o de servi?os. Como lente te?rica da investiga??o foi utilizada a perspectiva institucional. Este estudo busca responder a seguinte quest?o de pesquisa: Como os fatores institucionais influenciam na Governan?a de TI (Tecnologia de Informa??o) das organiza??es para implementa??o de pr?ticas de governan?a eletr?nica? Para respond?-la, foi proposto um modelo conceitual que busca identificar a influ?ncia de press?es coercitivas, normativas e mim?ticas na implementa??o de pr?ticas de governan?a eletr?nica, atrav?s de proposi??es de pesquisa. Utilizou-se uma abordagem qualitativa de pesquisa, tendo como m?todo o estudo de caso ?nico em uma organiza??o prestadora de um e-servi?o p?blico, sendo este o Portal de Peri?dicos da CAPES. Os resultados encontrados corroboram as proposi??es do modelo conceitual da pesquisa, sugerindo que existe influ?ncia de fatores institucionais, na forma de mecanismos coercitivos, normativos e mim?ticos, na estrutura de Governan?a de TI da organiza??o, caracterizada como uma monarquia de neg?cios com rela??o ?s decis?es de TI, para implementa??o do e-servi?o p?blico. O trabalho permitiu identificar que a organiza??o p?blica ? dependente de fatores do campo em que est? inserida como a depend?ncia de recursos, a necessidade de atendimento de uma demanda da comunidade cient?fica, o incentivo do governo federal, a necessidade de amplia??o do alcance do servi?o e da redu??o de custos e a exist?ncia de modelos semelhantes de sucesso, sofrendo press?es isom?rficas de outras organiza??es e do pr?prio ambiente. Al?m disso, permitiu identificar que o ambiente, atrav?s de fatores institucionais, condiciona o comportamento organizacional para implementa??o de pr?ticas de governan?a eletr?nica.

Previous issue date: 2005-03-22 / The present dissertation is an integrant part of a research project registered at the CNPq Directory as Information Management Research Group. Consisted in an analysis of the decision-making processes taken by public health managers working at the Health Municipal Secretary of Campinas/SP about of the use of information and knowledge. The general objective was the analysis of the decision-making processes by the Public Health s managers in the city of Campinas/SP with the aim to consider suggestions of improvements about the access and use of information and knowledge. The specific objectives were the understanding, analysis, mapping, evaluation and proposal of improvements to the decision making process with support by information and knowledge management. The adopted method was the qualitative research and the instrument applied was the interview. The universe consisted of the Health Municipal Secretary of Campinas/SP, where was possible to interview the professional decision makers operating at the Public Health of the same City. The results: identification of the processes that demand the entrance and the exit of information, the use of knowledge in the decision making processes, as well as the evaluation of the level of the resulting quality by using information and knowledge, as well as development of a decision making proposal supported by information and knowledge management. / O presente trabalho ? parte de um projeto de pesquisa inscrito no CNPq como Grupo de Pesquisa de Gest?o da Informa??o sob coordena??o da orientadora desta disserta??o. Consistiu-se numa an?lise do processo decis?rio dos gestores da Sa?de P?blica da cidade de Campinas/SP no que diz respeito ao uso de informa??o e de conhecimento. O objetivo geral foi a an?lise dos processos de tomada de decis?o dos gestores da Sa?de P?blica, vinculados ? Secretaria Municipal de Sa?de de Campinas/SP a fim de propor sugest?es de melhorias no que diz respeito ao acesso e ao uso de informa??o e de conhecimento. Os objetivos espec?ficos foram a compreens?o, a an?lise, o mapeamento, a avalia??o e a proposi??o de melhorias aos processos de tomadas de decis?o com suporte da gest?o da informa??o e do conhecimento. O m?todo utilizado foi a pesquisa qualitativa, sendo aplicado atrav?s de entrevistas. O universo foi a Secretaria Municipal da Sa?de de Campinas/SP onde foi poss?vel contatar profissionais gestores (tomadores de decis?o) atuantes na Sa?de P?blica da mesma Cidade. Como resultados obtiveram-se a identifica??o de processos que demandam a entrada e a sa?da de informa??es e a utiliza??o de conhecimento nos processos de tomada de decis?o, a avalia??o da qualidade das decis?es decorrentes da utiliza??o de informa??o e de conhecimento e o delineamento de uma proposta de processo decis?rio amparado pela gest?o da informa??o e do conhecimento.

Previous issue date: 2005-12-07 / Presentation of the trajectory of the programs of reading and of the Public Library in Brazil, through the laws and decrees that set them up and that recognized officially, when the laws are considered as an object of analysis, because of treating as legal acts of the state for introduction of programs made a list to the reading and also attributions been intended for the Public Library. Through this study a historical picture was prepared making a list of the dates in which there were petitioned the laws and decrees and the regime of government in force. There was observed the trajectory of the Programs of Reading in Brazil as well as of the importance attributed to the Public Library like stimulating of the reading in front of the population. The study includes the period of 1937 in which the first mention is to the First National Institute of the Book up to the year of 2004, in which Brazil is inserted in the process of globalization, which remodeled the structures of the societies causing to necessity of the power of the reading and writing, i.e. to the forms of access to the ways of circulation the information, of which the written register is exemplary. / Apresenta??o da trajet?ria dos programas de leitura e da Biblioteca P?blica no Brasil, atrav?s das leis e decretos que os institu?ram e os reconheceram oficialmente, considerando-se as leis como objeto de an?lise, por se tratarem de atos legais do estado para implanta??o de programas relacionados ? leitura e tamb?m atribui??es destinadas ? Biblioteca P?blica. Atrav?s deste estudo elaborouse um quadro hist?rico relacionando as datas em que foram impetradas as leis e decretos e o regime de governo vigente. Observou-se a trajet?ria dos Programas de Leitura no Brasil bem como a import?ncia atribu?da ? Biblioteca P?blica como incentivadora da leitura frente ? popula??o. Previous issue date: 2015-12-11 / This study set out the concerns of the author referring to the difficulties faced in the implementation and enforcement of the law 10.639 / 2003 in schools, especially regarding the following questions: What kind of difficulties have been encountered in the implementation of this law? How has been the participation of schools and its professionals? What relationship can be established between the implementation of the law and the critical theory of the Struggle for Recognition proposed by Axel Honneth? Thus, this work describes and analyze the Identity Memory of Promotion of Equality Diversity program (Mipid, from the Portuguese name) and its implementation in the Municipal Center for Child Education, CEMEI Margarida Maria Alves concerning the effectiveness of the law 10.639/2003. Such intent has the following specific goals: to study as the implementation of bill 10.639/2003 proceeded regarding the SME/PMC in kindergarten; study the program annual reports and educational projects of the surveyed school; to map and describe the Mipid Program and Projects involving the ethnic-racial theme of the surveyed school. As for the object of the research, it was bounded by the annual reports of Mipid Program and the pedagogical projects and minutes of pedagogical meetings of the school researched and blog. These sources were outlined and criticized by the methodological framework by Adalberto Marson (s / d), and the theoretical references of Stuart Hall (year), Axel Honneth (1992) and M?rio Vieira de Mello (1963). This research started from the hypothesis of the existence of aestheticism (a term by de Mello) in Mipid and its developments in the municipal school units of Campinas. It was concluded that, despite the existence of aestheticism in Mipid, in the school culture present at CEMEI Margarida Maria Alves the effectiveness of Law 10.639/2003 was carried out through ethical culture. / O presente estudo partiu das inquieta??es do autor referente ?s dificuldades enfrentadas para a implementa??o e cumprimento da Lei 10.639/2003 no ?mbito escolar, que redundaram, sobretudo com as seguintes quest?es: Que tipos de dificuldades foram encontrados para a implementa??o desta lei? Como foi a participa??o das escolas e de seus profissionais? Qual a rela??o que se pode estabelecer entre a implementa??o da lei e a teoria cr?tica da luta por reconhecimento de Axel Honneth? Assim, foi descrito e analisado o Programa Mem?ria Identidade Promo??o da Igualdade na Diversidade (Mipid) e sua implementa??o no Centro Municipal de Educa??o Infantil, Cemei Margarida Maria Alves na efetividade da Lei 10.639/2003. Tal intento apresenta os seguintes objetivos espec?ficos: estudar como se procedeu a implementa??o da lei 10.639/2003 na SME/PMC na Educa??o Infantil; estudar relat?rios anuais do programa e os projetos pedag?gicos da escola pesquisada; mapear e descrever o Programa Mipid e Projetos que envolvem a tem?tica ?tnico-racial da escola pesquisada. Quanto ao objeto da pesquisa, ele foi delimitado pelos Relat?rios anuais do Programa Mipid e pelos Projetos Pedag?gicos e livros atas de reuni?es pedag?gicas da escola pesquisada e blog. Essas fontes foram delimitadas e criticadas por meio do referencial metodol?gico de Adalberto Marson, e dos referenciais te?ricos de Stuart Hall, de Axel Honneth e de M?rio Vieira de Mello. Esta pesquisa partiu da hip?tese da exist?ncia do esteticismo (termos este, de Mello) no Programa Mem?ria Identidade Promo??o da Igualdade na Diversidade (Mipid) com seus desdobramentos nas unidades escolares municipais de Campinas. Concluiu-se que, a despeito da exist?ncia do estetismo no Mipid, na cultura escolar presente no Cemei Margarida Maria Alves a efetividade da Lei 10.639/2003 foi realizada por meio de cultura ?tica.

Previous issue date: 2017-03-28 / The objective of this study is to verify if the use of multiples for valuation of companies during their initial public offering is a good predictor of their stock prices. For this study, 71 IPO???s from the Brazilian market that met the selection criteria were analyzed among 117 IPO???s that were approved by the CVM during the period from 2004 to 2014, using the three valuation multiples with higher incidence of recommendations among the analyzed scientific studies surveyed for the elaboration of this work: Price to Book, Price to Earnings and Enterprise Value to EBITDA. This study has compared the multiples of IPOs with the same multiples of companies belonging to the same sector of activity (peers), in two distinct moments: (i) the day of the IPO's and (ii) the day before of the IPO. The analysis was structured in three models: (i) relating the multiple of the IPO to the mean, median and harmonic mean of this same multiple for their peers, (ii) adding dummies related to the year of IPO in the previous model and (iii) adding variables related to size, leverage and return to the previous model. For all models, MQO regressions were performed. As a result, the work found statistical significance to the multiple Price to Earnings when the mean was used in the Model III, showing significance with the use of the difference of returns. Statistical significance was also founded to the multiple Enterprise Value to EBITDA when the mean was used to the Model I, which show the best adjustments demonstrated by R??, although it did not find statistical significance for the Price to Book multiple. / O trabalho a seguir tem por objetivo analisar se a utiliza????o de m??ltiplos para a avalia????o de empresas no momento de sua abertura de capital ?? um bom previsor para o pre??o das a????es destas empresas. Para este trabalho foram analisados 71 IPO???s do mercado brasileiro que atenderam aos crit??rios de sele????o entre os 117 IPO???s que foram aprovadas pela Comiss??o de Valores Mobili??rios ??? CVM, durante o per??odo de 2004 a 2014, utilizando-se dos tr??s m??ltiplos com maior incid??ncia de recomenda????es entre os estudos pesquisados para a elabora????o deste trabalho: Price to Book, Price to Earnings e Enterprise Value to EBITDA. O trabalho comparou os m??ltiplos dos IPO???s com os mesmos m??ltiplos de empresas pertencentes ao mesmo setor de atua????o (peers), em dois momentos distintos: (i) o dia da estreia do IPO na bolsa e (ii) o dia de negocia????es anterior a esta estreia. As an??lises foram estruturadas em 3 modelos, sendo: (i) relacionando o m??ltiplo do IPO com a m??dia, mediana e m??dia harm??nica deste mesmo m??ltiplo para seus peers, (ii) acrescentando dummies referente ao ano da emiss??o do IPO ao modelo anterior e (iii) acrescentando vari??veis relacionadas ao tamanho, alavancagem e endividamento ao modelo anterior. Para todos os modelos, foram realizadas regress??es MQO. Como resultado, o trabalho encontrou signific??ncia estat??stica para os m??ltiplos Price to Earnings quando utilizada a m??dia para o Modelo III, apresentando signific??ncia com a utiliza????o da diferen??a dos retornos. Encontrou tamb??m signific??ncia estat??stica para o m??ltiplo Enterprise Value to EBITDA, quando utilizada a m??dia para o Modelo I, o qual apresentou melhores ajustes demonstrados pelo R??, embora n??o tenha encontrado signific??ncia estat??stica para o m??ltiplo Price to Book.

Previous issue date: 2016-03-29 / This dissertation applies a Dynamic Stochastic General Equilibrium ??? DSGE model to the
Brazilian economy, doing simulations on the main macroeconomic variables of the economy.
The model of Divino and Silva Junior (2014) was modified to include bonds linked to the
economy??s basic interest rate and used to analyze the dynamics of the economy under
alternative scenarios for the fiscal policy. It is performed a welfare analysis exploring the
relationship between debt composition and the monetary policy willingness to fight inflation
versus stabilize the output gap. The results suggest that a higher degree of public debt indexation
should increase the welfare of the economy. / Esta disserta????o aplica o modelo de Equil??brio Geral Din??mico Estoc??stico - DSGE para a
economia brasileira, fazendo uma an??lise sobre o comportamento das principais vari??veis
macroecon??micas, quando sujeitas ?? choques ex??genos. O trabalho modifica o modelo de
Divino e Silva Junior (2014), para possibilitar a emiss??o de t??tulos p??blicos indexados ?? taxa
de juros, al??m dos t??tulos prefixado e indexado ?? infla????o j?? previstos no trabalho dos autores.
Al??m disso, realiza-se uma an??lise de bem-estar, investigando como a rela????o entre composi????o
da d??vida p??blica e diferentes regras de pol??tica monet??ria seguidas pelo Banco Central pode
afetar o bem-estar dos agentes econ??micos. Os resultados mostram que um maior grau de
indexa????o da d??vida p??blica contribui para a suaviza????o da trajet??ria da d??vida p??blica e da
tributa????o e um maior n??vel de utilidade dos agentes.
