Study on Applying Enterprise Architecture to the Digital Cable TV Internal Marketing Management--The¡¨ C¡¨ Cable Company in Kaohsiung

"Digitization" is the global economic policy and technology development trend of the times. Cable companies have begun the digital world layout a long time ago. This research aims at finding out what kind of role as enterprise architecture plays in the digital cable TV internal marketing management. In this research, we select ¡§C¡¨ cable company in Kaohsiung as a case study, using both participant observation and secondary data analysis for data collection purpose, conducting semi-structured interviews for interviewing purpose, in order to find out how much benefit is generated by applying enterprise architecture to the digital cable TV internal marketing management. We construct a digital cable TV enterprise architecture platform for the evaluation of marketing strategy. Through case study, comprehensive results shall provide digital cable TV industry some insight recommendations on the organization marketing management of promotion, the use of help, and marketing of reaching consensus and proper use of various marketing tools. This is the contribution of our research.

Legal Analysis of Cable TV Routing Conflicts

Cable TV refers to the transmission of visual and audio signals to the public by laying cables. Article 5 of the Cable Radio and Television Law says: ¡§System operators installing the networks themselves shall apply to the roads authority for approval if the networks are to be laid underground¡K¡¨ The roads authority on the regional level is the Township Office. Road right granted by the roads authority is usually valid for one year. Cable TV is a licensed business; business licenses issued by the Government Information Office, Executive Yuan are in 9-year term. Although it is subject to the restrictions and regulations of the same laws as public utilities, the business does not enjoy the deserved protection. Hence, system operators often come across setbacks in their operation, which are undoubtedly potential threats to their survival and development. However, contrasting this to the development history of Taiwan¡¦s cable TV industry, it seems from the result that the government institution has played a critical role. Importance of the government¡¦s initiative to moderately liberalize the public goods for creation of an open environment, and to put more emphasis on the overall system planning for the industry development at different stages is beyond words. This study not only analyzes the impact of the Cable Radio and Television Law and regional laws on the system, but also takes real-life examples into consideration, to explain the importance of public interest and freedom of speech for liberalization of routing rights. The question is tackled in different approaches and from different viewpoints, in order to understand the problems and difficulties that system operators face when applying for routing rights from the Township Office. The study expects to provide some positive assistance and suggestions to the industry and the government, for avoidance of improper market intervention.

有線電視業者在新收視率系統演變下之因應策略分析

在數位有線電視的發展中,收視率系統從以往的統計調查方式得以進入到普查計算的方式,因此新收視率系統可以更精細。而在新的收視率收集調查中,有線電視業者有了全體收視戶的詳細收視行為資料,更可以有更多的應用方式。 本研究認為有線電視業者得以運用上述的資訊,再加上數位匯流下的其他用戶屬性的交叉分析後,產生出具有個人化推薦效果的新廣告平台;這樣的新廣告模式可為現有的廣告業者與廣告主所接受而採用。 同時,對於有線電視業者與新收視率系統公司的合作,或是現有有線電視產業中其他角色業者的合作關係改變,本研究也提出了可能性的分析與探討。 / In the development of digital cable television, the ratings system evolves from the statistical based approach into full audience based approach. So the new ratings system can be more precise. Cable system operators will have all subscribers’ detail viewing behavior information in the new rating collection process, thus they can have more applications accordingly. The study suggests that the system operators could combine above information with other user information from their digital convergence business landscape to produce new advertising platform with personalized recommended capability. This new advertising model will be accepted and be used by existing advertising companies and advertisers. Also the study has elaborated about the partnership possibility between system operators and the new ratings system company, as well as the possible relationship change among companies in existing cable industry.

The Suggestions for The Development and Innovation Models of Kaohsiung¡¦s Self-production Cable Channels before and after Administrative Area Integration

The number of cable TV subscribers in Taiwan is nearly 6 million. According to all kinds of statistics, the popularity rate of cable TV should be over 80% if those who watch cable TV without paying are included. The rate is estimated to be higher in metropolitan areas. In recent years, the media industry in Taiwan has been rising and flourishing, especially TV media. Watching TV is the most frequently chosen activity for entertainment in Taiwan families. However, when cable TV system is used to receive, transfer, and transmit wireless and satellite TV, or is applied by using the bandwidth of cables, can ¡§Self-production cable channel¡¨ planned by Business Plan also play the role of the media in TV channels? Restricted by the area division of operating cable TV, the customers of cable TV system operators are community residents. The overall operation has a lot to do with the communities. Self-production cable channel is the local TV station. With emphasis on local cultures in Taiwan, does cable TV system plan the context for local cultures to be the text related to local life, culture and history, especially for southern Taiwan that is short of ¡§care¡¨ from TV media for a long time? Can ¡§Self-production cable channel¡¨ provide the locals with some media functions in suitable time and meet the requirements of communities? For cable TV system which is short of economies scale, what is the operation mode of ¡§Self-production cable channel¡¨? And what are the elements affecting developments? Most of the internal studies related to cable TV emphasize on exploring engineering technique, operation effect, business strategy, subscription fees, subscriber satisfaction, and channel plan, and so on. Studies related to Self-production cable channel are rarely seen. Thus, the three purposes for this study are as following: 1. Explore the role and function of Self-production cable channels. 2. Analyze the development model and elements affecting the development of Self-production cable channels. 3. Seek for the possibilities to creativity of Self-production cable channels and give suggestions. To explore the development model of Self-production cable channels in Kaohsiung city, this study uses data mining technique, interview survey, and case study, and the interviewees include officials, industries, experts and scholars, and community representatives. Besides, literature review, data collection, value chain theory, diamond model, and SWOT Analysis are also used to assist in analyzing. By analyzing Self-production cable channels in Kaohsiung city, 5 conclusions are generalized: 1. Self-production cable channels are defined as the local media, and it produces materials based on communities. 2. The system operator keeps working, but the support is limited. 3. The goals and missions for Self-production cable channels are various. 4. Crisis exists in self-approval and other-approval. 5. Overall marketing of Self-production cable channels is not active enough. According to the result, suggestions to Self-production cable channels are as following: 1. Clear Definition: Non-profit TV station 2. Human Resources: Core element of organization 3. Enhance the brand, content, service value: Key to the creative development 4. The Factors of Information Systems Adoption In Cable TV Enterprises

The enterprises of cable TV have to face much more pressure than ever; the reason is not only the rapid development of information technology but also the changes of market demand and the competition of the same business in Taiwan. In order to strengthen the competitive force in the radical market, cable TV companies have started to make plans and financial investments of adopting Information Systems (IS). Even though the cable TV firms have recognized the benefits of IS adoption, but they are still looking for the more efficient way of using IS to improve the business. Based on the significance of IS adoption and the lack of related empirical studies, this research endeavors to examine the factors which affect the cable TV enterprises on their tendency to adopt IS. The factors are selected from four dimensions¡G Characteristics of IS, characteristics of IS supplier, characteristics of environment, characteristics of organization. The important discoveries of this research as follows: 1. The operating structures of IS will affect the effectiveness of the cable TV companies. 2. The frequency of IS replacement will affect the measurement of cost by their cognition in cable TV firms. 3. The distinct style of leadership will affect the training time and cost of the new IS adoption. 4. The most of investigated firms are satisfied with the IS they adopted. 5. The capability of consultants fitted with the awareness of the Cable TV enterprises. 6. The group cable TV firms value the marketing share of IS suppliers more than the independent ones. 7. The group cable TV firms have less competitive pressure than the independent ones. 8. The large scale of cable TV firms have much more investment of IS than the small ones. 9. The smaller cable TV firms value the support of executive managers more than the bigger ones.

Study on Service-Oriented Cable TV Customer Business Management Model

The current international standard ISO quality management practices and process-oriented methods widely used in various internal management and supervision, but businesses in dealing with the rapidly changing external environment, information technology can bring knowledge and complexity, as well as the effective use of corporate resources can be fully and so forth, these important issues can not be resolved through the above methods. The proverb says: You can manage what can not measure. The proverb also says: You can not measure what you can not describe. Therefore, enterprises need a clear and concise method for describing their overall business operations. It is even better that this method owns the flexibility to flexible and easy to learn and other features, so as to ensure sustainable development of the business. This study investigated Service-Oriented Cable TV Customer Business Management Model (SOCTCBMM). SOCTCBMM most salient feature is a service (structure elements) to guide a behavior, resulting in structure-behavior coalescence (SBC) of effect. In other words, Service-Oriented Cable TV Customer Business Management Model uses structure view as an entry point, so the basic unit of SOCTCBMM is a service, differing from process-oriented methods which use behavior view as an entry point. This research concluded that: the SBC service-oriented approach clearly and concisely describes the overall business operations, and therefore it is the enterprise the best options, it is not an exaggeration.

[pt] A presente dissertação pretende descrever e analisar as potencialidades futuras oferecidas por sistemas CATV operando serviços de comunicação iterativos e de faixa larga. Neste contexto, visando determinar as configurações mais adequadas para a parte óptica da rede, são analisadas diversas alternativas de implementação envolvendo os dispositivos constituintes básicos: laser, modulador externo, EDFA, e fibra, sendo neste último caso, tanto a utilização de fibra padrão quanto a de dispersão deslocada. Dentro do espírito de serviços de faixa larga, implementa- se em laboratório um sistema WDM com duas portadoras ópticas. A primeira, em 1310 nm, é modulada em intensidade com 2.48 Gbits/s. a segunda, em 1550nm, é modulada em AM- VSB. As interferências mútuas são então medidas e confrontadas com resultados previstos teoricamente, validando este último modelo. A formulação teórica permite então prever a deterioração mutua em um WDM com duas portadoras digitais em 2.48Gbit/s. Os resultados obtidos sugerem a viabilidade deste último arranjo para portar vídeo digitalizado. Dando seqüência, são apresentadas novas soluções para compressão de vídeo, técnicas de modulação e tecnologias de transporte. Finalmente, os resultados obtidos anteriormente, tanto os práticos quanto os teóricos e os simulados, são usados para propor novas arquiteturas de redes de CATV explicitando as sugestões para o caso de redes HFC (preferencialmente destinado a operadoras de TV a cabo) e também para configurações FTTC, estas últimas, preferencialmente destinadas às operadoras telefônicas. / [en] This work is aiming at discussing the future possibilities the CATV systems are likely to offer, concerning iterative communications and broadband services. In what concerns the system optical section, a search is carried out in order to reach suitable arrangements and configurations concerning the basic used components, namely: laser, external modulator, EDFA and the optical fiber. Both standard and dispersion shifted fiber utilization are considered. Considering broadband utilization, a practical experiment is carried out. A two carrier WDM system is tested in the laboratory. The first carrier - 1310 nm - is digitally modulated at 2.48 Gbit/s, while the second one - 1550 nm - carries an AM-VSB modulation. Crosstalk is measured and the obtained results are compared with those from a proposed theoretical model. A satisfactory agreement validates the model. Next, the same model is then used for predicting crosstalk level in another two carrier WDM, however now, with both carriers being digitally modulated at 2.48 Gbit/s. the obtained results suggest that this last arrangement is worthwhile to be used for efficiently carrying digital video. A discussion on new solutions for video compression, modulation formats and transport techniques is follwed. The work is closed with a number of new CATV network solutions being suggested. Previously obtained results and performed suggestions are used for achieving two basiv lines of applications. The first one is based on HFC arrangements, mainly conceived for cable TV operators. The second on is based on FTTH arrangements, being this last suggestion better suited for traditional telephone companies.

A arquitetura implementada tem três elementos principais: o Ponto de Presença, instalado no quadro de medidores do consumidor; o Controlador Central de Comunicação, instalado na operadora de televisão à cabo, responsável pela comunicação com os Pontos de Presença monitorados e pela concentração e envio de informações ao Centro de Aplicações, o último elemento da arquitetura. Resultados foram coletados e avaliados, abordando aspectos como a viabilidade técnica, vantagens e desvantagens. Esse trabalho proporcionou ainda um breve estudo de novas formas de comunicação remota com medidores usando outros meios físicos de comunicação / Abstract: This work was developed to verify the viability to use the cable TV infra-structure for remote measurement and billing for consumers fed in low tension - Group B. It involved the creation of hardware and software prototypes for control of the communication to collecting data remotely of the energy meter from a central office. The implemented architecture has three main elements: the Point of Presence, installed at the consumer side; the Central Controller, installed in the Cable TV headend, responsible for the communication with the Points of Presence and for the concentration and sending of information to the Application Center, the last element of the architecture. Results had been collected and evaluated, taking into account aspects as the viability technique, advantages and disadvantages. Factors That Affect Consumer Behavior Towards Streaming and TV Services

Research questions:          RQ 1: What factors affect consumer behavior regarding streaming   services or TV-services? RQ 2: How do the factors affect consumers behavior when it comes to buying, continuing, substituting or ending a streaming service or TV-service?   Purpose:             We aim to discuss the underlying reasons, or factors as to  why consumers buy, substitute, continue or end subscriptions to   traditional TV, streaming services, or both mediums. We aim to use   focus groups to see if factors earlier quantifically studied can be   identified and supported qualitatively. This study will add to the   variability of the issue of streaming services versus traditional TV with   an in-depth view using a qualitative study on a Swedish sample.  Method:               A qualitative research method as well as a data driven content analysis   was chosen for this study. The data was collected by interviewing three   focus groups. Conclusion:       Cost was an important factor and was applicable in all factors and  behaviors. Cost was not a top priority for the informants unless the   increase was drastic. Range of content and specific content was a top  deciding factor for most behaviors, convenience was strongly   connected to continuing a service. Habit was a strong factor in   relation to continuing, technology was an important aspect   when it comes to usage. Other factors, such as bundling, leeching,   social components, free trial period or triggers are also significant,   however not deciding factors.

為探討台灣有線電視收視戶對「分級付費制度」之接受意願,本文參考相關文獻,建立台灣有線電視收視戶對「分級付費制度」接受意願的邏輯式模型(logit model),並採用中央通訊社於2000年8月針對台灣有線電視收視戶進行電話訪查之調查資料進行實證分析,先以圖表進行交叉分析,再進行邏輯式迴歸分析,探討消費者人口統計變數(如性別、教育程度等)、收視行為資料(如每日收看有線電視時數、最常收看頻道數等)對「分級付費制度」接受意願之影響程度。依實證結果,男性、教育程度較高、年齡較大、每日收看有線電視時數較低、收看頻道數目較少及目前繳交有線電視費用較高之收視戶,較有意願接受「分級付費制度」。 / To analyze Taiwan cable TV viewers’ willingness to accept the tiering system, this study first attempts to build a theoretical model of cable TV viewers’ willingness to accept the tiering system based on prior related researches. Secondly, this study applies the logit model to estimate cable TV viewers’ willingness to accept the tiering system based on Central News Agency (CNA) 2000 survey data of cable TV viewers. The empirical results show that male viewers are more willing to accept the tiering system than female. Besides, age, education and current monthly cable TV fee have significantly positive impact on cable TV viewers’ willingness to accept the tiering system while daily watching hours and the number of channels viewed have significantly negative impacts.
