No. of bitstreams: 1 Danillo Teixeira de Souza.pdf: 2113134 bytes, checksum: 131158397c3a594f5836171e36fedab0 (MD5) / Esta pesquisa tem como tema a avaliação ex post (ou pós-implementação) do Projeto Novo Siafi com base na satisfação dos usuários finais do sistema de informação desenvolvido por este projeto – o Novo Siafi, como vem sendo chamado –, buscando inserir tal avaliação no âmbito dos processos de Gerenciamento de Stakeholders (ou Gerenciamento das Partes Interessadas), matéria estabelecida pela quinta edição do guia Project Management Body of Knowledge (PMBOK), publicada em 2013, como uma das áreas de conhecimento de Gerenciamento de Projetos (GP). O GP, embora não se restrinja à Tecnologia da Informação (TI), é uma das áreas de atuação mais importantes da governança deste setor e, dentro do campo de conhecimentos associados à área, o Gerenciamento de Stakeholders tem sido considerado, atualmente, como uma das suas atividades mais importantes. O Projeto Novo Siafi, gerenciado pela Secretaria do Tesouro Nacional (STN) mediante contratação da empresa pública Serviço Federal de Processamento de Dados (Serpro), visa a reconstrução de maneira gradual, em uma nova plataforma tecnológica, do Siafi Operacional – sistema estruturante desenvolvido pelo Governo Federal brasileiro, implantado em 1987, e que já fora adotado, inclusive, por outros países do mundo. Para empreender a avaliação ex post aqui pretendida, realizou-se uma pesquisa de levantamento ou survey dividida em duas etapas: a primeira para avaliar a satisfação dos usuários finais – com a aplicação de um instrumento disponível na literatura – e a segunda, como etapa complementar, com o intuito de verificar a percepção dos usuários finais quanto ao seu envolvimento no desenvolvimento do novo sistema. Os resultados permitiram concluir que, de maneira geral, os usuários, em relação ao sistema, se sentem indiferentes – considerando as duas metodologias adotadas para cálculo da satisfação: análise fatorial e média das respostas –, além de perceberem que não foram envolvidos no seu processo de desenvolvimento. No entanto, como constatado junto a gestor da STN que participou da pesquisa, houve, de fato, o envolvimento dos usuários na construção do Novo Siafi, que ocorreu diretamente, na fase de homologação do sistema e indiretamente, por meio das pesquisas de satisfação sobre o Siafi Operacional, que foram realizadas no período de 1993 a 2009, gerando, como consequência, a implementação de diversas melhorias naquele sistema, que vieram a ser utilizadas para a construção da nova plataforma tecnológica. A presente pesquisa apontou ainda pontos positivos e negativos na visão dos usuários do sistema, evidenciando oportunidades de melhoria. Assim, conclui-se que o feedback dos usuários, que nessa pesquisa fora colhido com auxílio dos dois questionários aplicados, pode ser adotado na efetivação dos processos de Gerenciamento de Stakeholders do Projeto Novo Siafi, por meio do diálogo contínuo entre as partes interessadas, de modo a contribuir para a melhoria do projeto.

Método para identificação de resultados e impactos indiretos de projetos tecnológicos

A quantidade de investimento público em projetos de Ciência, Tecnologia e Inovação tem aumentado nos últimos anos no contexto das nações em desenvolvimento. Como resultado, é necessário verificar quais os benefícios que a sociedade está ganhando em troca dos recursos públicos que são investidos neste campo. Esta dissertação apresenta os resultados de uma pesquisa que teve por objetivo propor um método para a identificação de resultados e impactos indiretos de projetos tecnológicos no contexto brasileiro através da abordagem da Design Science Research. A primeira etapa do estudo contemplou uma revisão sistemática de literatura com o objetivo de identificar quais são os métodos existentes de avaliação ex-post de projetos que buscam identificar resultados e impactos indiretos. A partir das lacunas e oportunidades de pesquisa encontrada na literatura, a segunda etapa propõe um novo método para identificação dos resultados e impactos indiretos gerados por projetos tecnológicos. Ainda nesta segunda etapa, o método proposto é aplicado em dois projetos distintos para avaliação. Como resultados, destacam-se a identificação das lacunas de abordagem dos métodos existentes e o método proposto como forma de suprir algumas destas lacunas. Os resultados da aplicação do método proposto indicaram que o mesmo supre as lacunas de abordagem existentes nas metodologias ex-post identificadas. Um dos diferenciais do método proposto em relação aos existentes é contemplar uma compreensiva relação de tipos de impactos indiretos de projetos. A principal contribuição acadêmica e empírica do método é que pode ser aplicado em projetos tecnológicos de diversas áreas além de ser de simples aplicação. / The amount of public investment in Science, Technology and Innovation projects has increased in recent years in the context of developing nations. As a result, it is necessary to check what benefits society is gaining in exchange for the public resources that are invested in this area. This thesis presents the results of a research wich objective is propose a method for the identification of indirect results and impacts of technological projects in the Brazilian context through the approach of Design Science Research. The first stage of the study contemplated a systematic review of the literature in order to identify the existing methods of ex-post evaluation of projects to identify indirect results and impacts. From the gaps and research opportunities found in the literature, the second step proposes a new method to identify the indirect results and impacts generated by technological projects. Still in this second stage, the proposed method is applied in two distinct projects for evaluation. The results of the application of the proposed method indicated that it fills the gaps of approach existing in the ex-post methodologies identified. One of the differentials of the proposed method in relation to the existing ones is to contemplate a comprehensive relation of types of indirect impacts of projects. The main academic and empirical contribution of the method is that it can be applied in technological projects in several areas besides being simple to apply.

Is the event study methodology useful for merger analysis? A comparison of stock market and accounting data

This paper presents empirical evidence about the ability of event studies to capture mergers' ex-post profitability as measured by accounting data. We use a sample of large horizontal concentrations during the period 1990-2002 involving 482 firms either as merging firms or competitors, and contrast a measure of the mergers' profitability based on stock market event studies with one based on balance sheet profit data. We show that using a long window around the announcement date (25 or 50 days before the event) increases the ability to capture the ex-post merger effect: the pairwise correlation coefficient is positive and highly significant.

Peer effects in the online peer-to-peer lending market: Ex-ante selection and ex-post learning

Yes / This study investigates peer effects in the online peer-to-peer (P2P) lending market using data from a Chinese online lending platform, Renrendai. The empirical results indicate that both the borrowers' success rate in obtaining loans and the default rate after loans are deemed non-coercive among their peers, referred to as the peer effects of lending and peer effects of default, respectively. The peer effect of lending is more pronounced in high-risk cities, whereas the peer effect of defaulting is more pronounced for borrowers with more difficulty obtaining loans, indicating ex-ante selection and ex-post learning mechanisms, respectively. The peer effects of lending promote P2P lending market efficiency, and the peer effects of defaulting inhibit market efficiency. Collectively, our results suggest that both lenders and borrowers follow peer effects to reduce information asymmetry in P2P lending markets. / The full-text of this article will be released for public view at the end of the publisher embargo on 22 June 2025.

Cette thèse de doctorat étudie trois questions de recherche en matière de marchés publics et de politique de la concurrence. Le premier chapitre se concentre sur une analyse microéconométrique des relations stratégiques entre d’une part l’entreprise choisie pour l’attribution d’un marché public et d’autre part l’autorité publique chargée de la régulation d’un service public. Il exploite des données sur le transport public urbain en France pour étudier les déterminants de choix réglementaires qui impactent à leur tour la rentabilité des opérateurs de transport. Le deuxième chapitre explore une évaluation ex-post d’une fusion qui a eu lieu entre deux grands groupes de transport en France (Veolia Transport et Transdev), en se concentrant sur l’existence éventuelle de gains d’efficacité dans les fusions. Enfin, le troisième chapitre donne un aperçu de l’impact d’une fusion lorsque les entreprises se font concurrence pour la qualité et repositionnent leurs services en analysant l’industrie hospitalière française. / This PhD dissertation studies three research questions in public procurement and competition policy presented in the respective chapters and preceded by a general introduction. The first chapter focuses on a microeconometric analysis of the strategic relationships between a firm awarded a public contract and the public authority responsible for regulating a public service. It exploits data on the French urban public transport industry to study the determinants of regulatory contract choices which in turn impact the cost efficiency of transport operators. The second chapter explores an ex-post assessment of a merger which took place between two major transport groups in France (Veolia Transport and Transdev), focusing on the possible existence of merger efficiency gains. Finally, the third chapter provides insight on the impact of merger when firms compete in quality and reposition their services by analyzing the French hospital industry.

Cette thèse a pour objet d’évaluer, de développer et de tester différentes méthodes qualitatives et manières d’évaluer ex-post les impacts et la contribution de la recherche sur les processus d’innovations et la société, par rapport à la transition à l’agriculture biologique.Nous avons réalisé deux cas d’études traitant de la transition à l’agriculture biologique. Le premier est le cas camarguais (en France) englobant un ensemble d’innovations techniques. Le second concerne le développement du produit biologique Ecostop pour protéger les abeilles contre la maladie de la varroatose en Bulgarie.Nous évaluons le potentiel d’une approche globale basée sur l’analyse participative du chemin de l’impact (PIPA) mais adaptée et complémentée par de nombreuses autres méthodes (premier article, partie 4), ainsi que le potentiel de l’analyse du réseau social (SNA) (deuxième article, partie 5) et de la théorie de l’acteur réseau (ANT) (troisième article, partie 6) pour l’évaluation ex-post des impacts et de la contribution de la recherche. Nous étudions les impacts de la recherche en Camargue et la manière dont ils ont été générés. Le cas Bulgare est seulement utilisé pour évaluer le potentiel d’ANT (avec le cas camarguais).L’approche basée sur PIPA permet d’évaluer avec succès les impacts et la contribution de la recherche. Nous avons pu mettre en évidence que la recherche a contribué au changement en Camargue à travers le développement d’interactions de co-apprentissage avec les producteurs bien que cela ne se soit pas avéré crucial pour le succès de l’innovation dans son ensemble. Les politiques agricoles, facteurs économiques, tests conduits indépendamment par les agriculteurs, et le cadre institutionnel, ont été les facteurs les plus importants et ayant eu le plus d’effets. En ce qui concerne SNA, il est apparu utile pour valider les dires des parties prenantes sur les relations entre acteurs ainsi que leurs implications sur la transition à l’agriculture biologique. Par exemple, le rôle grandissant joué par l’INRA (Institut National de la Recherche Agronomique) au sein du réseau d’acteurs a été confirmé de même que sa contribution à la transition vers l’agriculture biologique. Quant à l’approche ANT, elle permet de mettre en avant les relations interpersonnelles d’acteurs et leurs effets sur le développement de l’innovation. Nous soulignons en particulier l’importance des leaders d’opinion au cours des phases d’implémentation et de diffusion ; et montrons également l’importance de problématiser les questions devant être traitées afin d’améliorer le succès des programmes de recherche. / This thesis intends to evaluate, develop and test different qualitative methods and ways of ex-post assessing the impacts and contribution of the research on innovation processes and the society, in relation to the transition to organic agriculture.We have conducted two case studies focusing on the transition to organic farming. First is the Camargue case (in France) that encompasses a broad range of technical innovations. Second is on the development of the organic product Ecostop to protect bees against the varroatosis disease in Bulgaria.We evaluate the potential of a broad approach based on the Participatory Impact Pathway Analysis (PIPA) and adapted & complemented by several other methods (first article, part 4), as well as the potential of the Social Network Analysis (SNA) (second paper, part 5) and of the Actor Network Theory (ANT) (third paper, part 6), in evaluating ex-post the impacts and contribution of the research. We study the impacts of the research in the Camargue and how they were generated. The Bulgarian case is only used to evaluate the potential of ANT (together with the Camargue case).The approach based on PIPA allows assessing successfully the impacts and contribution of the research. We could show that the research contributed to change in the Camargue by developing co-learning interactions with farmers although this was not critical to the success of the innovation as a whole. The agricultural policies, economic factors, the testing conducted independently by farmers, and the institutional framework, were the most important and influential factors. With respect to SNA, it was of interest to validate stakeholders’ views on actors’ relationships and their implications on the transition to organic farming. For example, the growing role played by INRA (National Research Agronomic Institute) within the actor network was confirmed as well as its contribution to the transition. As to ANT, it allows highlighting interpersonal actors’ relationships and their effects on the innovation development. We particularly underline the importance of opinion leaders in the phases of implementation and diffusion; and also show the importance of problematizing the issues to be tackled in order to increase the success of research programs.

CoordenaÃÃo de AperfeÃoamento de Pessoal de NÃvel Superior / Entre la propuesta de Gotemburgo y los Acuerdos de Rio+20, el desarrollo sostenible euro-comunitario, no obstante, convertirse en un hecho polÃtico inevitable, transita por muchos campos de batalla. Rechazado, aceptado y/o criticado, los municipios europeos, chinos, africanos, latinoamericanos y particularmente, los del semÃrdio do nordeste cearense brasileÃo se modelaron a ese instrumento estratÃgico. Asà fue que en el Municipio de Nova Jaguaribara se construyà la Represa CastanhÃo (6,7 billones de mÂ), el mayor reservatorio del estado del CearÃ. Pero entonces, ÂDespuÃs de terminada la construcciÃn de la represa, el CastanhÃo impulsà desarrollo sostenible en el Municipio de Nova Jaguaribara? Para responder a tal cuestionamiento, se propuso una evaluaciÃn ex-post basada en un anÃlisis estadÃstico de factores mÃltiplos. Los resultados evaluaron: a) La Represa CastanhÃo, como el principal Factor de Desarrollo Sostenible (FDS); b) las principal Unidad de Desarrollo Sostenible (UDS), la Sede Planificada, de precaria; c) las otras UDS de paupÃrrimas. La investigaciÃn concluyo que la Represa CastanhÃo impulsà en el Municipio de Nova Jaguaribara un desarrollo sostenible precario. Prognosen und empirische Befunde: Wie groß ist die Kluft beim Mindestlohn wirklich?

Die sehr negativen Prognosen zur Beschäftigungswirkung der Einführung des Mindestlohns in Deutschland hätten sich nicht bewahrheitet, schrieben Oliver Bruttel, Arne Baumann und Matthias Dütsch in den PWP 3/2019. Andreas Knabe, Ronnie Schöb und Marcel Thum halten dem in diesem Beitrag entgegen, dass sich Prognosen und tatsächliche Beschäftigungswirkungen des Mindestlohns gar nicht wesentlich unterschieden. Zum einen hätten sich die Beschäftigungsverluste bisher stark in einer Reduktion der Zahl der Arbeitsstunden je Beschäftigten niedergeschlagen. Zum anderen erhielten weiterhin viele Arbeitnehmer weniger als den Mindestlohn, was die bislang messbaren negativen Beschäftigungswirkungen mindere.

Political Control and Accountability in Ethiopian Rulemaking

Administrative rules have played a central role in Ethiopian public administration since 1994 when the current constitution was adopted. However, if the formulation and implementation of the rules are not politically controlled, and proper accountability is not applied, these same rules could become threats instead of assurances of the rule of law and order. This case study explored what strategic controls and accountability measures are in place to regulate the rulemaking process. To inform the study, the political control of bureaucracy framework in general and the principal-agency model, in particular, were used. The central research question focused on strategies that ensure the political control and accountability of rulemaking in Ethiopia. Purposive sampling methods were employed, with interviews of five legislators and five appointed officials, as well as supportive legislative documents providing the data. The data were coded and thematically analyzed using a coding framework and a continuous iterative process. The results revealed that in Ethiopia there is a constitutional framework of control and accountability, but there is no political control mechanism in place, and no accountability measures have been taken. The study findings may indicate that there is a need for further studies on administrative and judicial review mechanisms and federated states' control mechanisms to fully understand the situation. The implication for social change includes awareness and attitudinal change of lawmakers and administrative authorities towards the importance of controlling and limiting the power to make rules. Positive social change is nearly impossible where unlimited and uncontrolled power is exercised.
