Magistro baigiamajame darbe nagrinėjama ES atsakomybė pasauliui ESGP vykdomų misijų, krizių valdymo, valstybių taikos palaikymo, (at)statymo ar kūrimo - taikdarystes kontekste. Tyrimo objektas – ES misijos (Kongo Demokratinės Respublikos ir Kosovo atvejai). Darbo tikslas – išsiaiškinti ES taikdariškų misijų svarbą ir reikšmę XXI a. valstybėms. Užsibrėžti uždaviniai – įvertinti BUSP ir ESGP, kaip misijų pagrindą; išanalizuoti ES misijų sampratą, kuri yra pristatoma oficialiuose dokumentuose; išnagrinėti ES veikiančius pagalbos mechanizmus žlugusioms valstybėms ir jų svarbą; palyginti ES misijas Afrikoje ir Balkanuose ir jų metu pasiektus rezultatus; analizuoti ES misijų reikšmę ES ir jos valstybėms narėms ir taip pat NATO, JTO, AS ir NVO veiklai šioje sferoje.
Darbe aptariama teorinė BUSP ir ESGP samprata, jų tikslai ir uždaviniai, vystymasis bei sąveika, apžvelgiama valstybių narių ir institucijų veikla jų formavime. Taip pat analizuojami BUSP ir ESGP vykdymo mechanizmai, ES misijų modeliai SOFA ir SOMA, žlugusios valstybės, reikalaujančios krizių valdymo ir humanitarinių intervencijų. Analizuojant dokumentus, pateikiamos ES misijų patirtys Kongo Demokratinėje Respublikoje ir Kosove. Nagrinėjama ES bendradarbiavimas ir sąveika su įvairiomis tarptautinėmis organizacijomis NATO, JTO, AS ir NVO, vykdant taikdarystės ir krizių sprendimo misijas.

The subject of the paper: EU missions (cases of Democratic Republic of Congo and Kosovo). The aim of the paper: find out the importance and weight of the EU peacekeeping missions to the states of the 21st century. The goals of paper: to evaluate CFSP and ESDP as missions background; to analyze the concept of EU missions, which was introduced in the official documents; to review functioning mechanisms of the EU support and their importance; to compare EU missions in Africa and Balkans and their achieved results; to analyze importance of the EU missions to member states and also to NATO, UN, AU and NGOs actions in this area.
The introduction of paper is devoted for theoretical background of CFSP and ESDP and their aims and goals, their evolution and cooperation, and for the role of member states and institutions. Malgré l’hétérogénéité qu’une classe de FLE peut représenter, il existe un élément communément partagé par les apprenants coréens et japonais et ce, quels que soient le niveau, leur spécialité d’études ou encore la durée de leur séjour en France, à savoir le sentiment de ne pas bien ou suffisamment bien parler le français. Ce constat et l’insécurité qu’il occasionne sont souvent basés sur des critères subjectifs, découlant de l’idée associée à un type de français idéalisé ainsi que de l’objectif d’apprentissage qu’ils sont censés atteindre. Mais cette dépréciation et l’auto-dépréciation qu’elle entraîne quant à leur niveau de français peuvent également être engendrées par les attitudes des locuteurs autochtones qui leur font ressentir leur lacune, ceci pouvant finir au demeurant, par un sentiment de malaise à des degrés plus ou moins variés, notamment selon leur vécu communicatif avec ces derniers. A partir du moment où leurs expériences communicatives sont marquées par un jugement dépréciatif répétitif à l’égard de leur français, l’auto-dépréciation renforcée par une hétéro-dépréciation finit par générer un malaise certain qui se transforme peu à peu en une sorte d’agent défavorisant qui tirerait sa force d’un apprentissage du français aux résultats contestés. Même si les deux publics partagent une attitude linguistique dépréciative, des normes communicationnelles ou encore un dispositif linguistique semblables, les enquêtes dévoilent que les caractéristiques du malaise ressenti par les apprenants coréens ne sont pas toujours similaires à celles des apprenants japonais, puisque leurs français n’est pas appréhendé de la même manière par les interlocuteurs autochtones français. / Despite the existing heterogeneity in the class of “French as a foreign language”, there is an element shared by both Korean and Japanese learners, regardless of their study level, field of study, or the duration of their stay in France : a common feeling of not being able to speak French well enough. That observation and the resulting insecurity it causes are often based on subjective criteria, resulting from the idea of an idealized French as well as the learning goals they are supposed to reach. But this depreciation and self-depreciation can also be caused by the attitudes of native speakers which make the learners feel their weakness. From the moment their communicative experiences are marked by a repetitive disparaging judgment towards their French, self-depreciation reinforced by hetero-depreciation eventually generates some discomfort which gradually transforms itself into a kind of a penalizing agent that would take its strength from learning French with questionable results. Even if both public shares a similar depreciative linguistic attitude, communicative standards or similar linguistic dispositions, investigations show that the characteristic unease felt by Korean learners is not always similar to that felt by Japanese learners, as their French is not apprehended in the same way by French native speakers.

The Dual Victimization of Failed Asylum Seekers in the United States Repatriations ProcessJanuary 2016 (has links)
abstract: The asylum seeking process in the United States is arbitrary in nature, many aspects of which have been well documented. The legal process rests the burden of proof upon the asylum seeker to demonstrate he or she is truly fleeing persecution to a legal system where asylum seekers are not eligible for free representation. This contributes to a lower rate of success and an uncertain future, due to the limited or no access to employment, education, and health benefits, within the country in which they seek asylum. However, the academic literature pertaining to the repatriation process of the failed asylum seeker in the United States remains relatively unexplored. Consequently, the true failure rate remains unknown. This paper contends that genuine asylum seekers may fall through the cracks, unable to show evidence of their persecution. Thus, repatriations result in a dual victimization of the failed asylum seeker resulting in situations where a genuine case can be exposed to the very same dangers he or she fled in the first place. This is a grave violation of their human rights and the principle of Non-refoulement.
Therefore, this paper argues the theory of the Marginalized Other in Human Rights Law (Simmons 2011) can be extended to the repatriations process of failed asylum seekers in the United States. Using secondary data and reports this thesis breaks down the repatriations process into three components in order to demonstrate how the failed asylum seeker is treated as a Marginalized Other during each point of contact. By addressing the victimization that occurs during the repatriations process this paper concludes the threat posed to the human rights of failed asylum seekers can be minimized. / Dissertation/Thesis / Masters Thesis Social Justice and Human Rights 2016

Gemensamma faktorer för lyckade och misslyckade interna IT-projekt : En fallstudie på två internationella verksamheterZetterlund, Emelie, Erlingsson, Victoria January 2016 (has links)
Det finns forskning från flera olika perspektiv som har studerat kritiska framgångsfaktorer gällande arbete i projekt. Det problem som finns är att det inte finns ett specifikt genomförande för att uppnå lyckat resultat inom projektarbeten. Belassi och Tukel (1996) har tagit fram en teori att analysera projektgenomförande utifrån. Modellen behöver utvecklas med tiden och förändras för att anpassas till specifika typer av projekt, till exempel interna IT-projekt som denna undersökning behandlar. I den här studien har en fallstudie genomförts på två verksamheter där det i varje verksamhet finns ett intern IT-projekt som anses vara lyckat och ett som anses vara misslyckat. Med grund i Belassi och Tukels (1996) teori Critical success/failure factors in projects har kvalitativa intervjuer genomförts i syfte att ta reda på vilka framgångsfaktorer som är kritiska för lyckade och misslyckade interna IT-projekt. Vidare är syftet även att se om det finns andra kritiska framgångsfaktorer som kan utveckla teorin. Den insamlade empirin analyserades genom kategorisering och studiens resultat visar vilka de kritiska framgångsfaktorerna är för de två verksamheternas utvalda interna IT-projekt. Det har även skapats en utvecklad modell med kritiska framgångs- och misslyckandefaktorer som inte tidigare fanns omnämnda i teorin men som visade sig ha en inverkan på projektets resultat. Studien visade att ledarskap och kommunikation var viktiga faktorer för att uppnå framgångsrika projekt. Det visade sig också att det inte enbart var projektdeltagarnas tekniska bakgrund som spelade in utan även annan kompetens hos individerna. I de fall då det inte uppfattats som att någon utvärdering var gjord ansåg flera individer att det hade varit bra om det hade genomförts. Projektdeltagarnas kompetens och utvärdering av projektets genomförande var därför, tillsammans med externa leverantörer och användarnas stöd, faktorer som valdes att kompletteras i den vidareutvecklade modellen. Projektgruppen engagemang tas redan upp i Belassi och Tukels (1996) teori, men det framhävs i undersökningen att engagemanget bör vara objektivt. / There is research from several different perspectives that have studied the critical success factors regarding to project work. The problem is that there is not a specific project transact to achieve success in projects. Belassi and Tukel (1996) has developed a theory that can be used to analyze the implementation of projects. The theory needs to evolve over time and change in order to adapt to specific types of projects such as internal IT projects that this study addresses. In this study a case study carried out in two organizations where each one of them consist one internal IT project that is considered successful and one that is considered a failure. Based on Belassi and Tukels (1996) theory Critical success/failure factors into projects, qualitative interviews were conducted in order to determine which success factors that are critical to the success and failure of internal IT projects. Furthermore, the aim is also to see if there are other critical success factors that can develop the theory. The collected empirical data was analyzed by categorization and the results of this study show which the critical success factors is in the internal IT projects. A new model was created and developed with critical success and failure factors that did not exist in the previously mentioned theory but which turned out to have an impact on the project results. The study showed that leadership and communication were key factors in achieving successful projects. It also turned out that not only was the project participants' technical backround important to project success but also other skills of the individuals. In cases where it is not perceived as an evaluation was made most of the informants said that it would have been good if it had been done. Project participants' skills and evaluation of the realization of the project was therefore, together with external suppliers and user support, factors that were chosen to be supplemented in the refined model. The project team commitment are already addressed in Belassi and Tukels (1996) theory, but it is emphasized in the survey that the commitment should be objective.

Mot jämställdhet? En analys av den politiska debatten gällande ett förbud mot könsdiskriminerande reklamLöfgren, Johanna January 2017 (has links)
The overarching aim of this essay is to understand why gender equality policy proposals sometimes fail to be adopted even in very favorable circumstances. The paper searches to do so by examining the political debate and the process that lead to the Swedish Social Democratic Party’s decision in 2014 to not adopt a law against gender discrimination in commercial in Sweden, despite their longstanding arguments to impose such a ban. The case is considered being a “failed case”, that is, a situation where gender policy adoption failed. Drawing on feminist political theory and frame analysis the study examines the arguments made by proponents and opponents in the debate. The study finds that the Liberal People’s Party possibly might have managed to pursue the Social Democratic Party to switch position by reframing the issue regarding gender discrimination in commercial. The study also observes that freedom of speech can be seen as a competing and higher valued interest to gender equality. Furthermore, the paper demonstrate that Sweden generally have been reluctant to reach gender equality through harder measures, which additionally can be seen as an explanation to the failure of the proposal.

Seit den 1990er Jahren werden Großereignisse in der Stadtsoziologie und den Planungswissenschaften als Instrumente der Stadtentwicklungspolitik diskutiert. Großereignissen wie den Olympischen Spielen, Weltausstellungen, Gartenschauen oder der Europäischen Kulturhauptstadt eilt der Ruf voraus, Entwicklungsimpulse in den Ausrichterstädten zu setzen oder einen Wendepunkt in der Stadtentwicklung zu markieren. Die fachliche Diskussion eint, dass Großereignisse die Umsetzung von Stadtentwicklungsprojekten beschleunigt. Ebenso gehört die Mobilisierung von Fördermitteln, die Bündelung personeller Ressourcen und die Stärkung der Wettbewerbsfähigkeit der Ausrichterstadt zu weiteren bekannten Auswirkungen. Diese zu erwartenden positiven Effekte motiviert Städte immer wieder sich für Großereignisse zu bewerben.
Doch was passiert, wenn Städte mit der Großereignisbewerbung scheitern? Die Dissertation konzentriert sich auf das Phänomen, dass zwischen 2000 und 2010 eine Vielzahl deutscher Städte mehrfach mit Bewerbungen für Großereignisse scheiterten. Inwieweit bestand ein Zusammenhang zwischen den verschiedenen Bewerbungsprozessen einer Stadt bzw. zu Stadtentwicklungsstrategien? Welche Effekte riefen die Bewerbungsprozesse in den Städten hervor und worauf lassen sich die Effekte zurückführen? Diesen Fragen wird durch die Analyse von 11 Fallstädten nachgegangen. Die recherchierten und aufgearbeiteten Informationen über die gescheiterten Großereignisbewerbungen und deren Effekte zeigen, dass die Bewerbungsprozesse oftmals der Ausgangspunkt für weitere Entwicklungen gewesen sind. Bewerbungsbücher, Bewerbungskonzeptionen und Machbarkeitsstudien enthalten viele Informationen über die Bewerberstädte, Zukunftsideen und Projekte zur Verbesserung der Lebensqualität in der Stadt. Sie stellen damit Belege dar, die einen bestimmten Entwicklungsabschnitt der ehemaligen Bewerberstädte dokumentieren und strategischen Stadtentwicklungsdokumenten ähneln.
