Continuatio et renovatio : l'idéologie impériale de Septimius Severus

Le règne de Septimius Severus (193-211 apr. J.-C.) se situa entre la période de béatitude des Antonins et la crise de l’Empire romain du IIIe siècle. Cet empereur fut acclamé Auguste par ses légions de la Pannonie Supérieure et il fut contraint de se battre pendant quatre ans afin de demeurer au pouvoir. En y incorporant son origine africaine, ces constats pourraient nous porter à voir dans le règne de Severus les prémices de l’évolution entre le Principat et le Dominat, qui se seraient manifestées entre autres à travers son idéologie impériale. Ce mémoire de maîtrise illustre comment cet empereur adhéra à la tradition iconographique établie depuis le règne d’Auguste, et détermine également l’ampleur de ses innovations sur le plan idéologique. Ainsi, avec l’appui des sources iconographiques, épigraphiques et littéraires, nous nous efforçons à démontrer que l’idéologie de Severus. s’intègre dans une continuité évolutive de la perception du pouvoir impérial. / Septimius Severus reigned from 193 to 211 A.D., between the Golden Age of the Antonine dynasty and the third century crisis of the Roman Empire. He was saluted emperor by his legions of Upper Pannonia but was compelled to fight two civil wars to retain power. From this, and his African origin, it could be interpreted that the imperial rule of Severus was the genesis of the evolution from the Principate to the Dominate, expressed through his imperial ideology. This Master’s thesis examines how an emperor of African origin adhered to the iconographic traditions inaugurated under the reign of Augustus, and establishes the degree and nature of his ideological innovations. Founded on literary, epigraphic and iconographical sources, this research will demonstrate that the ideology of Severus was part of the continued evolution of the Romans’ perception of imperial power.

'Better active today than radioactive tomorrow!' : transnational opposition to nuclear energy in France and West Germany, 1968-1981

This thesis examines the opposition to civil nuclear energy in France and West Germany during the 1970s, arguing that small-scale interactions among its diverse participants led to broad changes in their personal lives and political environments. Drawing extensively on oral history interviews with former activists as well as police reports, media coverage and protest ephemera, this thesis shows how individuals at the grassroots built up a movement that transcended national (and social) borders. They were able to do so in part because nuclear power was such a multivalent symbol at the time. Residents of towns near planned power stations felt that nuclear technology represented an intervention in their community by state and industry, a potential threat to their health, wealth and way of life. In the decade after 1968, concerns like these coalesced with criticisms of capitalism, the state, militarism and consumer society that were being made by a more politicised constituency. This made the anti-nuclear movement both broad-based and highly fragmented. Activist networks linked people across existing national, political and social boundaries, but the social world of activism was subject to its own divisions (such as between locals and outsiders or between militant and non-violent activists). By analysing both the transnational dimensions and internal divisions of the anti-nuclear movement, this thesis revises the homogenising concepts of social movements that are prevalent in much of the existing sociological and political science literature. At the same time, it situates the anti-nuclear movement historically within the decade of upheaval that was the 1970s, while moving individual activists from the margins to the centre of protest history.

Argentine and Chilean approaches to modern pan-Americanism, 1888-1930

This thesis seeks to explain Argentine and Chilean approaches to modern Pan-Americanism. It offers several significant contributions to the historiography of Pan-Americanism and Southern Cone policymaking. First, it provides a sweeping overview of Pan-Americanism as a form of regional cooperation from 1888 to 1930, gathering the various strands of Pan-American history and forming a coherent overall narrative. It introduces a two-dimensional analytical framework for understanding Pan-American cooperation as a whole. The 'first dimension' included efforts to regulate the political relationships in the Americas while the 'second dimension' was more technical, social, cultural, and commercial. Within this framework, the approaches of two participant countries (Chile and Argentina) are closely examined in parallel. Attitudes towards the US, geopolitical calculations, and economic considerations – the basis of most historical interpretations – form part of the explanation, but this thesis presents a more complicated set of actors, influences, and ideas. Inspired by the methodology of Foreign Policy Analysis and recent studies in modern regionalism, the second half of the thesis deconstructs Pan-American policies. It examines four patterns that emerged through research: changes in the organization of policymaking, the influence of non-state actors and public opinion, the rise of intermestic strands of Pan-Americanism, and the role of ideas in international relations. Each pattern is analyzed and fully substantiated using evidence selected from the narrative and supplemented by wider research. Referencing models from multiple disciplines, the chapters reveal how different actors and objectives (including stemming social crisis, gaining prestige, and demonstrating commitment to democratic governance) influenced policy at different moments. Ultimately, this thesis emphasises the interplay of factors and suggests that unpacking Pan-Americanism has implications for understanding Latin America's role in international history and modern regionalism in the Americas.

Le pouvoir impérial romain et les cultes isiaques à Rome (IIIe-IVe siècles)

Les cultes isiaques se répandent autour du bassin méditerranéen entre le IVe s. av. et la fin du IVe s. apr. J.-C., arrivant à Rome au Ier siècle av. notre ère et y disparaissant conjointement aux cultes païens traditionnels avec ou peu après le coup porté par Théodose. Leur diffusion romaine s’étale donc sur une grande partie de l’histoire de l’Empire d’Occident, et ils vont ainsi se retrouver face à l’homme désormais considéré comme primus inter pares, grâce à l’accumulation de ses pouvoirs. L’empereur est pontifex maximus, c’est-à-dire maitre des cultes publics et du droit religieux, et il est ainsi l’agent du pouvoir qui a le potentiel religieux et législatif pour avoir un discours varié sur les autres traditions religieuses. Il semble donc inévitable que la sphère cultuelle isiaque rencontre et interagisse avec la sphère religieuse traditionnelle romaine, et que certains empereurs interfèrent, par renforcement ou au contraire par opposition, avec les cultes isiaques arrivés peu de temps avant l’avènement du pouvoir impérial. Cette thèse se propose non seulement d’étudier la dialectique entre institué romain (la force d’inertie) et instituant isiaque (la force de changements) dans la direction d’une potentielle altérité incluse (soit le dialogue évolutif du Nous par rapport à l’Autre), mais notamment par les liens publics romains et évolutifs entre l’empereur et les divinités isiaques. Nous effectuons cette recherche grâce à quatre types de sources antiques : la littérature pour le point de vue de l’élite littéraire gréco-romaine ; les inscriptions isiaques pour une définition surtout populaire de l’identité évolutive de l’instituant isiaque ; les monnaies et les oeuvres monumentales pour le point de vue public (et parfois plus personnel) impérial. Nous concentrons notre étude à partir de la dynastie sévérienne, qui laisse supposer que les cultes romano-orientaux profitent de la nouvelle configuration impériale avec des empereurs originaires d’Afrique et d’Orient, dans un phénomène d’« impérialisation » isiaque intensifié par un engagement tant impérial que populaire. En outre, nous nuancerons les conséquences sur la diffusion isiaque des troubles qui surviennent dans la deuxième moitié du IIIe siècle. Enfin, le IVe siècle, avec la christianisation de l’Empire et donc un christianisme devenant institué, ouvre sur une analyse des débats entre les défenseurs actifs du paganisme et les auteurs chrétiens, et de là, vers des interrogations sur l’intervention de la sphère isiaque dans ce face-à-face. / Isiac worship spread around the mediterranean basin between IVth c. BC and late IVth century AD, arriving to Rome at Ist century BC and disappearing there at the same time as traditional pagan worship, with or soon after Theodosius’policy. So, their Italian distribution spreads during a large part of the history of Western Empire, and thus, they’re going to meet the man henceforth considered as primus inter pares, thanks to the accumulation of his powers. The emperor is pontifex maximus that is master of the public worship and the religious right, thus he is the powerful agent who possesses the religious and legislative potential to have a varied discourse on other religious traditions. It seems inevitable that the sphere of isiac worship meets and interacts with Roman traditional religious sphere, and that some emperors interfere, by reinforcement or opposition, with the isiac cults arrived not enough time before the advent of the imperial power. This thesis studies non only the dialectic between Roman institué (inertial force) and isiac instituant (force of changes) in the direction of a potential included otherness (that to say the evolving dialogue of Us in relation to the Other), but especially by Roman publics links (and processing) between the isiac worship and the emperors. We do this research with four types of antique sources : literature for the views of the Greco-Roman literary elite ; the isiac inscriptions for (popular) definition of the identity of the isiac instituant ; the coins and the monumental works for the public (and sometimes more personal) imperial point of view. We focus our study from the Severan dynasty, what can let suppose that these romano-oriental worship take advantage of this new imperial configuration with emperors from Africa and the East, in a phenomenon of isiac " imperialization " intensified by both imperial and popular involvement. Moreover, we soften the consequences on isiac spread of disorders that arise in the second half of the IIIth century. Finally, the IVth century, with the christianization of the Empire and so christianity becoming institué, brings to an analysis of the debates between the active defenders of the paganism and the christian writers, and from there, on questions over the intervention of the isiac group in this face to face.

- The thesis is focused on Swedish foreign policy during the period 1660 - 1675, the early years of Charles XI's reign. Although Sweden is considered as an empire practically all over the 17th century, from the economic point of view it was a weak country. Sweden was totally depending on financial help from its allies, especially during periods of peace, as it was the case between 1660 and 1675. This fact belongs to the main aspects influencing the Swedish foreign policy at this time. Main part of the thesis is dedicated to relations between Sweden and other European states. The most significant were the relations with France and Denmark, since France was the ally which provided Sweden the needed finance. The role of Denmark was also essential because of its geographical position as neighbouring country to Sweden. The thesis indeed discusses relations to some other states that played an important role as well - England, the Netherlands, Brandenburg, other German states, Poland and Russia. The aim of the thesis is not just to analyse the Swedish foreign policy, but even to answer questions if there was any alternative or if the way this policy was conducted was the only possible one and also, if such policy can be considered as success or failure. French influences in Russia, 1780s to 1820s : the origins of permanent cultural transfer

This dissertation defines aspects of Russian culture which bear the marks of French influence and explores the historical origins of that influence. While it is generally acknowledged that Russia’s culture has been influenced by France, no systematic history of the origins of this influence has been written. Previous research has dealt only superficially with the topic, focusing almost exclusively on the Francophile preferences of society’s elite. The present study examines Russian society more broadly and explores those elements of French cultural influence still relevant today through an historical analysis of the Russian language. French loanwords found in dictionaries from the time of Peter the Great to the present are analyzed chronologically and topically, yielding the conclusion that the most significant period of long-lasting French influence was the turn of the nineteenth century and was primarily cultural in nature—including the areas of fashion, cuisine, the arts, interior design and etiquette—but was also in areas related to technology and official administration. Following this lexical analysis, other primary sources—archival documents, military memoirs, and periodical publications from the resultant period—are searched for influences in these areas, especially during the period’s two major Franco-Russian events: the wave of immigration to Russia following the French Revolution and Russia’s war with Napoleon. The former facilitated deep cultural enrichment as native Frenchmen and French women, engaged in various occupations, acted as cultural mentors to the Russian nobility. The latter facilitated broad cultural immersion as tens of thousands of Russian troops—noble and common alike—marched into France and experienced French culture firsthand. This dissertation concludes that both of these explosive events, though by no means the beginning of French influence, were unique in the depth and permanence of their mark upon Russia’s culture.

Depuis une quinzaine d’années en France, nous assistons, à un retour en force de « l’histoire coloniale », stimulée par des questions mémorielles brûlantes, comme celles de la guerre d’Algérie, de la traite Atlantique, de l’esclavage aux Antilles, autant de thèmes devenus classique d’une tendance à la repentance coloniale. Manifestement désireux de penser l’intégration de la mémoire de la colonisation à l’identité nationale, le grand public se laisse donc touché par la redécouverte du passé colonial de la France, notamment par le biais de productions cinématographiques comme L’Empire du milieu du Sud du cinéaste Éric Deroo, qui retrace l’histoire du Vietnam et de l’Indochine française. Ces initiatives incarnent des formes de persistance de l’histoire des relations entre la France et son ex-empire, mais aussi une volonté de transmettre la mémoire sans la borner aux seuls conflits coloniaux. Elles contribuent à maintenir une sorte de lien affectif des Français envers leurs anciennes colonies. En réactivant leur mémoire, les sociétés occidentales, et la société française en particulier, posent donc la question des effets retours de l’époque coloniale sur la définition actuelle des identités nationales. Si le colonialisme est souvent considéré comme une forme de circulation à sens unique, des métropoles vers leurs colonies, l’évolution des points de vue et de la recherche historique permettent l’examen de l’influence de la colonisation en Europe, de nos jours, mais aussi durant la période coloniale. Cette circulation empire-métropole est désignée par les expressions « effets retours » ou « effets de réverbération », qui concernent en particulier des circulations de représentations. Dans la lignée de travaux universitaires récents, qui proposent diverses approches régionales des phénomènes de réception et d’appropriation du fait colonial, ce travail propose l’étude de la manière dont s’opèrent des phénomènes d’ouverture culturelle liés à l’expansion coloniale à une échelle régionale, alors que, pendant longtemps, suite aux travaux de l’historien Raoul Girardet, l’échelle nationale a été privilégiée1. Le présent travail tend à vérifier l’hypothèse de la construction de l’identité des gens du Nord, à l’intérieur de la nation, en intégrant l’influence de l’expansion coloniale. L’historien américain Herman Lebovics nous aide à affiner cette hypothèse lorsqu’il affirme dans La vraie France, qu’il existe des parallèles entre les moyens employés par les pouvoirs français pour gagner la loyauté d’une population étrangère assujettie, et l’appareil culturel mis en place pour provoquer la loyauté des métropolitains 2. Il évoque notamment l’ethnologie conservatrice, qui attire l’attention des autorités sur le besoin de préserver les cultures coloniales et de raviver les cultures régionales, à la condition de ne pas engendrer de revendications politiques allant à l’encontre de l’existence d’un État centralisé, issu de la tradition révolutionnaire jacobine. Le changement de focale permet donc une étude, qui examine des réalités et des problématiques locales et définit une réception et une appropriation spécifiques du fait impérial, l’exaltation de l’empire devenant à la fois un élément de l’identité locale et un élément d’intégration de la région à une identité nationale. / For about fifteen years in France, we have assisted, with a return in strength of “the colonial history”, stimulated by burning hot memory questions, like those of the war of Algeria, the Atlantic draft, slavery in the Antilles, as many topics become classical of a trend with the colonial repentance.Obviously eager to think the integration of the memory of colonization of the national identity, the general public is thus left touched by the rediscovery of the colonial past of France, in particular by the means of film productions like Empire of the medium of the South of the scenario writer Éric Deroo, who recalls the history of the Viêt - Nam and French Indo-China.These initiatives incarnate forms of persistence of the history of the relations between France and its ex-empire, but also a will to transmit the memory without limiting it to the only colonial conflicts. They contribute to maintain a kind of emotional tie of the French towards their old colonies.By reactivating their memory, Western companies, and the French company in particular, thus ask the question of the returns effects of the colonial time on the current definition of the national identities. If colonialism is often regarded as a form of circulation to one way, metropolises towards their colonies, the evolution from the points of view and the historical research allow the examination of the influence of colonization in Europe, nowadays, but also during the colonial period. This circulation empire-metropolis is indicated by the expressions “returns effects” or “effects of reverberation”, which relate to in particular circulations of representations.In the line of recent university work, which proposes various regional approaches of the phenomena of reception and appropriation of the colonial fact, this work proposes the study in the way in which phenomena of cultural opening related to the colonial expansion take place with a regional scale, whereas, for a long time, following work of the historian Raoul Girardet, the national scale was privileged.This work tends to check the assumption of the construction of the identity of people of North, inside the nation, by integrating the influence of the colonial expansion. The American historian Herman Lebovics helps us to refine this assumption when it affirms in true France, that there exist parallels between the average employees by the French powers to gain the honesty of a subjugated foreign population, and the cultural device set up to cause the honesty of the French people.He evokes in particular the preserving ethnology, which draws the attention of the authorities to the need to preserve the colonial cultures and to revive the regional cultures, in the condition of not generating political claims going against the existence of a centralized State, resulting from the revolutionary tradition jacobine.This research plans to appreciate the returns effects of the construction of colonial empire towards a region of the metropolis and its inhabitants, by studying the changes of management of the “glance” and the widening of the scales, of the room to the national then room with the empire. The change of focal distance thus allows a study, which examines local realities and problems and defines a specific reception and an appropriation of the imperial fact, the exaltation of the empire becoming at the same time an element of the local identity and an element of integration of the area to one national identity.

La déposition du dernier empereur d’Occident en 476 a longtemps marqué le tournant entre Antiquité et Moyen Age. Depuis quelques décennies, les études sur l’Antiquité tardive ont relativisé la portée de cet épisode. La continuité aurait largement prévalu, d’où la promotion d’une large Antiquité tardive, du IIIe au VIIIe siècle : une période d’évolution lente, non de rupture brutale. L’Empire romain a pourtant bien traversé une crise profonde dans la seconde moitié du Ve siècle, en Orient comme en Occident. Cette étude se propose d’examiner en particulier la façon dont l’empereur Zénon (474-491) a fait face à cette crise générale de l’autorité impériale et à la déposition des derniers empereurs d’Occident. Avec pragmatisme et opportunisme, Zénon a engagé la fonction impériale dans un nouveau monde, sans renoncer à la prétention des empereurs à incarner une autorité universelle. Une méthode de gouvernement originale se dessine, notamment après l’usurpation de Basiliskos (475-476), qui l’oblige à revoir en profondeur sa politique dans les domaines intérieur, extérieur et religieux. Les choix de Zénon dans son second règne ont engagé ses successeurs, quelle qu’ait été leur volonté de revenir aux traditionnelles ambitions impériales. Sans renier les avancées des études tardo-antiques sur le temps long, cette étude se propose donc de mettre en lumière l’accélération politique des années 475-476, notamment du point de vue oriental. Tout en défendant la fonction impériale pluriséculaire dont il venait d’hériter, le rôle historique de l’empereur Zénon a été d’accepter un nouveau monde, et d’accompagner l’entrée de l’Empire romain dans le Moyen Age. / For a long time, scholars identified the deposing of the last Western Emperor in 476 CE as the transition point between Antiquity and the Middle Ages. Over the past few decades, Late Antiquity scholars have reconsidered the importance of this event: continuity would have definitely prevailed, which opened up the path to the promotion of an extended Late Antiquity, from third Century to eighth Century AD. A period of slow evolution, without brutal rupture. However, this argument fails to account for the profound crisis the Roman Empire experienced during the second half of the 5th century CE, in both the East and West. Accordingly, this study examines Emperor Zeno’s (474-491 CE) approach to this widespread crisis of imperial authority, and the dethroning of the last Western emperors. With pragmatism and opportunism, Zeno refashioned the role of emperors for a new world, without renouncing the emperor’s claim to universal authority. A new method of governance appeared, particularly after Basiliskos’ usurpation of the throne (475-476 CE), which forced Zeno to radically revise his internal, external and ecclesiastical policies. Zeno’s moves during his second reign restricted the options of his successors, no matter how strong was their willingness to return to traditional imperial ambitions. Without denying the advances of Late Antiquity studies over the long term, this study illuminates the rapid political events of the years 475-6 CE, particularly in the Eastern half of the Empire. While defending the long historical tradition of imperial power he inherited, Zeno’s historical role was to accept a new world and help usher the Roman Empire into the Middle Ages.

Extra-European Seamen employed by British Imperial Shipping Companies (1860-1960) / Les marins extra-européens employés par les compagnies maritimes impériales britanniques (1860-1960)

Cette thèse étudie les marins non-européens travaillant sur les navires à vapeur des compagnies maritimes britanniques desservant l’empire de la Grande-Bretagne, à partir d’archives métropolitaines et coloniales, mais aussi de témoignages oraux. Ces sources sont étudiées avec une approche d’histoire impériale, maritime, sociale et du travail. Les marins extra-européens viennent des Caraïbes, du sous-continent indien, de la péninsule arabique, d’Afrique de l’Est et de l’Ouest. Ils occupent des postes peu ou pas qualifiés dans les trois départements du bord, justifiés par des caractéristiques pseudo-scientifiques établissant une hiérarchie des origines. Leur recrutement est justifié leur faible coût salarial et de leurs horaires de travail étendus en comparaison de leurs collègues britanniques. Les postes de commandement étant réservés aux Blancs, les marins de couleur sont confinés à un rôle de subordonnés. Ces derniers subissent une ségrégation touchant leur logement et leur avitaillement, mais aussi leurs uniformes, contribuant à les mettre à part sur les navires à vapeur. Le recrutement des marins extra-européens se développe massivement à partir de 1849 avant de connaitre des restrictions à partir de 1905 et surtout de l’entre-deux-guerres. Certains s’installent dans les quartiers portuaires dans des environnement multi-ethniques, souvent dégradés et à l’écart du reste de la ville. Ils restent alors dans des pensions qui servent d’entre-deux culturel ou bien sont pris en charge par les missionnaires locaux. Certains s’installent dans leur propre logement et établissent des relations avec les femmes blanches, ce qui suscite périodiquement l’hostilité des hommes locaux. / This dissertation studies extra-European seamen who worked on steamships of the British shipping companies throughout the British Empire, by using metropolitan and colonial archives as well as oral history testimonies. These sources are studied with an imperial, maritime, labour and social history approaches. Extra-European seamen came from the Caribbean, the Indian subcontinent, the Arabian peninsula, Eastern and Western Africa. They were hired for unskilled or low-skilled positions in the three shipboard departments, based on pseudoscientific characteristics which created racial hierarchies. They were chosen over their British counterparts, as they cost less and worked more hours aboard. Tbey were subordinated to white officers, as non-white seamen could not get a senior position. Their accommodation and food rations both reflected work division and racial segregation, as they had specific and lower living quarters and food. They were also set apart with their dedicated uniforms. Extra-European seamen are massively recruited from 1849 onwards until further restrictions from 1905 and the interwar years especially. Some of them settled in interracial dockside areas, which were often run-down, overpopulated and physically segregated from the rest of the city. They may stay in boarding-houses that acted as buffers between native and metropolitan cultures or be taken in charge by the local missionaries. Some of them settled in their own houses and began interracial relationships with local white women, which periocally arouse hostility from the local white men.
