As Tecnologias de Informação e Comunicação (TICs) evoluíram exponencialmente ao longo dos últimos anos e aliadas ao fácil acesso à internet provocaram grandes mudanças na forma como a sociedade se comunica e se relaciona. Esta evolução foi sentida em diferentes campos da sociedade. As TICs chegaram até às salas de aulas, consultórios e hospitais. As pessoas passaram a se conectar via internet, formando grandes redes globais criando o que conhecemos como a \"Sociedade da Informação e Conhecimento\", onde o detentor da informação tem poder. Através de comunidades o conhecimento passou a ser construído coletivamente, criando a \"Inteligência Coletiva\". O presente trabalho reflete sobre este contexto e seus desdobramentos na área da saúde. Sendo assim, apresenta as problemáticas e alternativas envolvendo conhecimento sobre saúde, internet e pessoas. O trabalho também apresenta formas de busca de informação sobre saúde na internet, iniciativas que contribuem para tanto e ferramentas para apoiar a criação e disponibilização de conhecimento sobre saúde na internet. Nesse contexto, busca-se convergir para apresentação de uma proposta de trabalho para o HCFMRP-USP que envolva a Gestão do Conhecimento, metodologia que visa principalmente gerenciar, criar e disponibilizar o conhecimento institucional e as ferramentas de Tecnologia da Informação e Comunicação. / Information and Communication Technologies (ICTs) have evolved exponentially over the past few years and combined that with the easy access to the internet ICTs have caused major changes in the way society communicates and relates. That evolution has been felt in different fields of society. ICTs reached classrooms, offices and hospitals. People can now connect over the Internet, forming large global networks creating what we know as the \"Information and Knowledge Society\", where the information holder has power. Through communities, knowledge began to be built collectively, creating \" Collective intelligence \". The present work reflects this context and its consequences for healthcare. Thus this work presents the issues and alternatives involving knowledge about healthcare, internet and people. This work also presents ways to search for healthcare information on the Internet, initiatives that contribute to this topic and tools to support the creation and delivery of knowledge about health on the Internet. In this context, we seek to submit a work proposal to the HCFMRP- USP involving knowledge management, a methodology aimed primarily manage, create and provide the institutional knowledge and technology information and communication tools.

Crise et ville intelligente au prisme de l'éthique appliquée à la sécurité civile / Crisis and smart city with the prism of applied ethic to the civil security

L’accompagnement des rythmes sociaux et de la complexité urbaine sont une priorité pour les décideurs. Cependant, les réponses fournies sont soumises à une analyse permanente de l’adéquation entre risque et anticipation. Cette thèse propose une réflexion sur la prise en compte de l’éthique dans les pratiques de gestion de crise. Dans une première partie, un état de l’art du concept nous montre que la « ville intelligente » semble être une réponse séduisante pour le décideur. Elle se développe dans une continuité assurée par une résilience programmée dans la globalité. Or, lorsque ce système basé sur le principe de continuité est remis en cause subitement, la surprise soumet le décideur à une réaction de rupture. La disqualification des services technologiques impose alors de réagir en se référant aux concepts fondamentaux de la socialisation humaine. Recherchée au plus profond de la conscience de l'individu dans le collectif, nous montrons dans une deuxième partie que la rupture se matérialise pour les décideurs sous la forme de dilemmes éthiques. Notre analyse s’appuie sur une mise en perspective de l’éthique des situations extrêmes (conflits, santé), et sur une enquête réalisée auprès de décideurs. Nous mobilisons le concept de culture organisationnelle, appliqué aux acteurs de la sécurité civile ainsi qu’aux organisations ayant mis en œuvre une gouvernance collaborative des risques. Enfin, dans une troisième partie, nous montrons que le questionnement éthique réalisé lors de la phase de préparation est une voie d’anticipation des incertitudes associées à la prise de décision en contexte de crise / The support of the social rhythms and the urban complexity are a priority for the decision-makers. However, the supplied answers are subjected to a permanent analysis of the adequacy between risk and anticipation. This thesis proposes a reflection on the consideration of the ethics in the practices of crisis management. In a first part, a state of the art of the concept shows us that the "smart city" seems to be an attractive answer for the decision-maker. She develops in a continuity assured by a resilience scheduled in the global nature. Yet, when this system based on the principle of continuity is suddenly questioned, the surprise subjects the decision-maker to a reaction of break. The disqualification of the technological services imposes then to react by referring to the fundamental concepts of the human socialization. Looked for in the depths of the consciousness of the individual in the collective, we show in a second part that the break materializes for the decision-makers under the form of ethical dilemmae. Our analysis leans on one put in perspective by the ethics of the extreme situations (conflicts, health), and on an investigation realized with decision-makers. We mobilize the concept of organizational culture, applied to the actors of the civil safety as well as to the organizations having implemented a collaborative governance of the risks. Finally, in the third part, we show that the ethical questioning realized during the phase of preparation is a way of anticipation of the uncertainties associated with the decision-making in context of crisis

[pt] Neste começo de século, a relação entre a escola e as profundas transformações que vêm ocorrendo no mundo do trabalho tem sido, seja em nível local ou global, um dos temas mais controversos no campo educacional. Em parte, o distanciamento cada vez mais demasiado dos aparelhos de socialização primário e secundário, sobretudo da escola e do mundo do trabalho, vem colocando em xeque a legitimidade cultural da forma escolar. Em busca de um novo paradigma escolar adaptado às particularidades do século XXI, as reformas educacionais em larga escala - que culminaram no final da década de 1990 - estimularam inúmeras intervenções e disputas ideológicas em torno dos objetivos escolares. Esta dissertação, por conseguinte, tem como intuito explorar o quanto essas transformações influenciaram - e ainda influenciam - o mundo escolar, exigindo do mesmo uma readaptação e, consequentemente, uma reformulação de determinados saberes. O resultado é uma escola sitiada por organismos externos que, no limite, traçam diretrizes e impõem suas vontades, em conformidade com uma concorrência e lógica global de ensino. Utilizando instrumentos de avaliação e inúmeros incentivos à busca por melhores resultados, percebemos o quanto os valores da escola, à sombra de aparatos burocráticos, são tensionados e desvirtuados. Quando o sistema escolar para de se interrogar sobre o seus princípios gerais, conteúdos e formas de ensino, transformando-se apenas em um serviço administrativo, temos que novamente repensar o papel da escola à luz de algumas observações. / [en] At the beginning of this century, the relationship between the school and the profound transformations which have taken place in the labor world have become, either at a local or global level, one the most controversial topics in the field of education. To some extent, the growing gap of the primary and secondary socialization instruments, has put the cultural legitimacy of the school form in check. Upon looking for a school paradigm adapted to the particularities of the twenty-first century, the large scale educational reforms - which happened at the end of the decade of 1990 - have stimulated inumerous ideological interventions and disputes. This dissertation is looking for a way to explore how much these transformations influenced - and still influence - the world of education, demanding a rehabilitation and, hence, a recasting of certain knowledges. The result is a besieged school by external organisms, which set guidelines and impose their wills, in conformity with a dispute and global logic of teaching. Using instruments of evaluation and inumerous incentives to the search for better results, we notice how much the school values, due to burocratic mechanisms, are undermined. When the education system stops questioning about its general principles, contents and ways of teaching, becoming only an administrative service, we must reconsider the role of the school in relation to some observations.

Next two chapters are about European IT market structure and its characteristics. Last section is focused on competitive advantage of Czech Republic.

This master´s thesis discusses the introduction of a paperless office in manufacturing companies. The main goal of our work is to create a general framework for implementing paperless offices in such enterprises. The theoretical part presents the needs of today´s information society, focusing on the requirements of manufacturing companies. Next, the thesis describes the closely related topics such as company documentation and document archivation. The key chapter of the theoretical part deals with the subject of paperless office itself by discussing the current knowledge about different approaches, digitization, benefits, risks and suitable tools of information systems. The outcome of our work - and its main contribution - is the newly proposed general framework, which may serve as a guide for implementing paperless office solutions in the manufacturing companies. The practical part of the thesis demonstrates an application of the suggested framework to propose a solution for the company called Mi-King s.r.o.

Today's environment of information society brings many changes. The main objective was to identify those changes which the development of the Internet affect business opportunities. A fundamental change is globalization and the related impact on marketing, strategic planning, record-keeping and human resource management. The thesis also focuses on the importance of education, experience and skills and their relationship to the business, which raises the question whether the current period has contributed to more successful business plans. Different levels of knowledge and experience, along with information literacy of individuals affect the use of modern information and communication technologies for formulating business plans. On real cases, the author applies theoretical knowledge and explains the context, because it shows that there is no demonstrable importance of Internet development to the success of business plans.

For that, this study was based on literature review to define a juridical security concept to be deconstructed, and an empirical research with qualitative approach and exploratory objective aiming to know others electronic systems that is part of the brazilian judicial system, and to know security failures cases relating with brazilian electronic process standard system (Pje). The technology quality use was considered more important than the technology itself after observing negative behaviors, referring how man interact with technology. This interaction was placed as a social phenomenon that cannot be denied at the deconstruction moment. As a possible result, this work brings a perception about the real need of deconstructing juridical security concept in order to make these negative behaviors arising from "cracker" culture be faced and absorbed by Brazilian legal system and juridical culture, making juridical security to be seen as a synonymous of information security. / O presente trabalho propõe-se a desconstruir o conceito do princípio da segurança jurídica a partir da teoria da desconstrução de Jacques Derrida e das ideias de Wittgenstein II sobre a designação de um significado a partir do uso de um termo em situações específicas, levando em consideração o contexto da cibercultura e os riscos técnicos atinentes à sociedade da informação. Para tanto, o estudo foi realizado a partir de uma revisão de literatura para definir o conceito de segurança jurídica que seria desconstruído, acrescido de uma pesquisa empírica com abordagem qualitativa e objetivo exploratório com pesquisa de campo para conhecimento de outros sistemas eletrônicos que faz parte do Judiciário brasileiro, bem como para conhecimento de casos de falhas de segurança dentro do sistema padrão de processo eletrônico brasileiro - PJe. Assim, a qualidade de uso da tecnologia foi considerada mais importante que a tecnologia propriamente dita quando da observação quanto ao comportamento negativo, referente a interação do homem com a tecnologia, foi colocado como fenômeno de comportamento social que não pode ser negado no momento da desconstrução. Dessa forma, como resultado, a pesquisa traz a percepção quanto à real necessidade de desconstrução do conceito do princípio da segurança jurídica para que esses comportamentos negativos advindos da cultura cracker sejam absorvidos pelo ordenamento jurídico brasileiro, fazendo com que a segurança jurídica seja vista como sinônimo da segurança da informação tendo em vista a realidade de um Judiciário virtualizado.

Within this context the option made was work with the bibliographic research and documentation to reflect about Higher Education, its demands and perpectives within called “Information and Knowledge” Society. / A presente dissertação está vinculada à linha de pesquisa 1 – Instituição Educacional: Organização e Gestão, do Programa Mestrado em Educação da Universidade do Oeste Paulista (UNOESTE – Presidente Prudente – SP), e analisou que a sociedade situa-se em um paradigma em que a informação se propaga velozmente, e isso está acontecendo devido ao fato da utilização de uma gama de tecnologias informacionais que permitem a disponibilização, bem como a troca dessa informação por pessoas dispersas em todas as partes do mundo. Assim, essas tecnologias permitem que os sujeitos estejam conectados por meio de uma grande rede que, paradoxalmente, os mantém, ao mesmo tempo, tão próximos e tão distantes, caracterizando espaços de interação virtuais. Essa análise partiu de documentos oficiais da Unesco e Banco Mundial, na comparação das diretrizes por estas instituições desenhadas para os países em desenvolvimento, incluindo-se entre eles o Brasil. Omständigheter och motiv : Om hur öppna lärresurser blir till, används och återanvänds / Circumstances and Motives : About how Open Educational Resources are Produced, Used and Reused

With the purpose of finding the motives behind use, production and reuse of Open Educational Resources (OER), the writer has conducted a qualitative survey. The three main questions in this two years master‟s thesis are: • Why do people use others‟ unmodified OER? • Why do people produce OER? • Why do people alter and reuse OER? The theoretic framework is built around Manuel Castells‟ network society, with its social and efficiency seeking dimension, along with the Knowledge commons. Some pedagogy is included as well. A web survey was distributed to 796 users of the Connexions OER repository. 95 responses were received. The results reveal the users, producers and reusers to be a diverse crowd. The belief in sharing knowledge and information is put forth as a motive behind taking part in the OER circuit, as are more practical thoughts about use in teaching or learning situations. Continuing reuse of own material is popular. The quality of material and user interfaces are claimed to be barriers against use. The verdict is not un-animous however, and there are possible signs of improvement ahead. Furthermore, the community around OER is described with warmth and surprise by several respondents. Among faculty the support for OER is varied, but on the internet the communication and encouragement is glob-al.
